EMBRACE SELF-DISCIPLINE ZAMBIANS must fervently espouse self-discipline in observing health guidelines instead of waiting for enforcement from multi-sectoral teams. Coronavirus is truly a fast-spreading killer disease that can only be eliminated with full cooperation of all citizens without necessarily having to be forced to wear masks, observe social distancing, regular hand-washing and other measures. Therefore, preventive measures must start at personal level whereby citizens deeply reflect and embrace self-discipline instead of waiting to be forced to take measures that are, in fact, meant to protect their lives. It is becoming increasingly worrying that adults have to be “sweat-talked” to preserve their own lives, yet they crave to live longer in a safe and healthy environment. Is it a question of not understanding the gravity and impact of the disease or is it utter foolishness? It is deeply shocking to see a group of elderly men with face masks dangling below their chins casually walking towards a supermarket liquor outlet. They only pull their masks on their faces upon reaching the entrance manned by an uncompromising security guard and after coming out, they loosen their protective garments while clutching beer bottles firmly in their hands as they strut across the car park. Grinning among themselves as though Covid-19 awareness has not been enhanced, the men would get into their car, tinted windows scrolled up to evade security and they start gulping alcoholic beverages mercilessly. The small vehicle is stuffy, but they don’t mind; they keep their eyes on the bottles and would momentarily make their way to the public toilet to empty their bladders. What a risk! This is an everyday occurrence in many shopping malls around the Copperbelt and elsewhere. In overcrowded townships, children are spotted darting from their houses to meet in the playgrounds or on the roads in large numbers without masks while their parents also go about their chores unconcerned. Women also take their turn exchanging pleasantries by way of hand-shakes and gather in small groups to chat about other issues, without a single mention of coronavirus. Still in highly-populated locations, men are seen sneaking into bars and taverns through the rear doors, after getting a signal from the bartender or waiter. As they get in, the steel doors are quickly locked with a squeaky sound, which also saves as a signal to the barman that more customers are getting in. Inside, they start imbibing pre-packed bulk beer from one sachet and take turns puffing cigarettes from the same butt. The worst case scenario is that of commercial sex workers who are accosting truck drivers in quarantine centres. The ladies are not bothered about contracting or spreading Covid-19, even with awareness campaigns and news of how the pandemic is decimating humanity in other countries. Obviously, the key to this malaise is self-discipline, care and empathy for others rather than waiting to be pushed or coerced to protect one’s life and the lives of others. To take a casual approach towards Covid-19, is as stupid as attempting to touch an electricity cable knowing too well that it is live. The foolish disposition by some people is very frustrating and therefore, obedient citizens must take the trouble to report misbehaving elements to law enforcement officers. Self-discipline and looking out for carefree characters should be everyone’s responsibility.

600 FAMERS TARGETED FOR WINTER MAIZE PROJECT By SANDRA MACHIMA THE Zambian Agriculture and Rural Development Initiative (ZARDI) in conjunction with Community Welfare Assistance Organisation Project has started engaging farmers for winter maize and horticulture farming in the wake of the coronavirus outbreak. ZARDI executive director Gilbert Mpanga said this would help the country's agriculture sector to boost economy in the wake of covid-19 which has left more countries economically handicapped.
He said ZARDI was targeting about 600 farmers to prepare for winter maize. "We want to promote winter maize at high rate as it is the profitable and sustainable to farmers, so 600 farmers will be engaged in this programme and the project is starting with the Copperbelt, Lusaka and North-Western provinces. Mr Mpanga said the best way to sustain the people during this time was to ensure a lot were engaged in agriculture that had remained as a source of income. He said Zambia could still make it with more support
to activities that brought bring food to the table such as the agriculture. "We want to inform farmers on Copperbelt and North-western provinces that the ZARDI initiative in conjunction with other stakeholders will start registering farmers for winter maize and horticulture farming. “This will supplement the effort put in place to improve agriculture which will be a backbone for the country's economy," he said. OUTRAGED Bembas have started mobilizing for funds to support Chitimukulu’s legal battle against people defaming him following his decision to urge Bemba speaking people to vote en mass for the right person. Former UPND presidential advisor Edward Mumbi has pledged a K10,000 towards the legal process against Mr Mwale. “I will support Paramount chief Chitimukulu with K10, 000 towards the legal process against Joe Mwale,” Mr Mumbi said. Mr Mumbi said it was ridiculous for Mr Mwale to continue issuing false statements just to please his pay masters. It is very sad for Mr Mwale and whoever is using him, off course not forgetting that he is a senior UPND official and the dossier he is talking about is obviously a fake document generated by them,” he said. This initiative follows continued attacks on Paramount Chief Chitimukulu by the United Party for National Development (UPND) and its surrogates which has angered Bembas from different walks of life. The Bembas
feel that it is very disrespectful and undermining to the entire clan to drag the paramount chief in petty and partisan issues. This follows claims by a senior citizen and UPND sympathizer, Joe Mwale that he had a dossier on Paramount Chief Chitimukulu and information on his alleged dealings with international friends which he would expose when ready. Paramount Chief Chitimukulu has threatened to sue Mr Mwale. And PF acting Northern Province Youth Secretary, Chanda Nsofu said attacks on the Paramount Chief were nonsensical, disrespectful and a show of desperation by the UPND. Mr Nsofu has advised Zambians to ignore UPND and its surrogate’s propaganda against Chitimukulu and the Bemba people. He said attacks on the Paramount Chief were unjustifiable and should immediately come to an end. Mr Nsofu said the attacks were all schemes by the opposition UPND to divide the Bembas to secure victory in the 2021 elections. “The divide and rule strategy by the UPND will not succeed because Zambia know who they are and detest tribalism that is orchestrated by UPND and its surrogates,” he said. Meanwhile, chief Luchembe of Mpika said Paramount Chief Chitimukulu has taken the right path to take a legal action against Mr Mwale for defamation. Chief Luchembe said Mr Mwale cannot go scot free for defaming a respected traditional leader in the country. He said the UPND official had demeaned the Paramount for a long time and he needed to face the wrath of the law. “I talked to the Paramount chief over this matter and he told me that he will take that path and we support his decision,” chief Luchembe said.
Glencore rescinds its Mopani copper mine decision By NATION REPORTER GLENCORE will reverse its earlier decision to shut its Zambia subsidiary Mopani Copper Mines if it reaches an agreement with the Zambian government, the company has said. The company said if an agreement was reached, Mopani would re-start mining operations and issue a notice of its intention to place the mining operations on care and maintenance after 90 days. “If an agreement is reached Mopani will re-start mining operations and issue a notice of its intention to place the mining operations on care and maintenance after 90 days,” Glencore said. In a statement, Glencore said during the 90 day period, Mopani would
continue to engage with the government on potential solutions to its current challenges. ZCCM Gold injects K45m in Kasenseli project By NATION REPORTER ZCCM Gold Company has injected K45 million for the initial phase of the Kasenseli Gold Mine Project in Mwinilunga. ZCCM Gold moved on site and started mobilisation in the first week of April 2020 to undertake detailed exploration that will determine the extent of gold mineralisation in the licence area. In a statement, ZCCM Investments Holdings Plc public relations manager, Loisa Kakoma said the extensive exploration works which included geophysics, geochemistry and diamond drilling activities were aimed at delineating the hard-rock (underground) gold deposit in the licence area. Ms Kakoma said the mining and processing of the alluvial (surface) gold was pending approval of the Environmental Project Brief (EPB) by the Zambia Environmental Management Authority (ZEMA), and the granting of the mining licence by the Ministry of Mines. She said part of the capital injection would go towards the fencing of the licence area to avoid and prevent any intrusion from outsiders. “Over 40 locals will be employed in the fencing exercise scheduled to start this week. The fence is an additional security
measure to the state security that is already on the ground and keeping vigil, patrolling the area to wade off any illegal activities,” he said. Earlier, ZCCM-IH chief executive officer Mabvuto Chipata indicated that it had taken a bit of time to start the operations at the mine due to a number of statutory and regulatory approvals that are required. Mr. Chipata said that ZCCM-IH was a listed entity and cannot start any operations without obtaining the necessary and required approvals. He said ZCCM-IH was required to comply with best corporate Governance practices as required by the Lusaka Securities Exchange listing rules, the
Mines and Minerals Development Act, the Zambia Public Procurement Authority Act, and the Zambia Environmental Management Authority Act. ZCCM-IH through ZCCM Gold has been mandated to drive the national gold agenda, working in collaboration with the Ministry of Mines and Minerals Development and other stake holders. ZCCM Gold is undertaking and overseeing all gold related investments throughout the gold value chain in the country including exploration, mining, processing, refining, marketing, trading and beneficiation in Zambia. ZCCM Gold is owned 51 percent by ZCCM-IH and 49 percent by the Ministry of Finance.

`Price in Kwacha not foreign currency’ By SILUMESI MALUMO
COMPANIES pricing goods and services in dollars should be stopped to strengthen the Kwacha and help the local currency recover, Policy Monitoring and Research Centre (PMRC) has said. PMRC Executive Director Bernadette Zulu said yesterday the Bank of Zambia had guided on several occasions before, and in line with the Bank of Zambia Act, that the kwacha was the legal tender in Zambia and this should be respected. “One of the suggested ways that we may need to interrogate in order to stabilise the kwacha exchange rate is for the central bank to put in place measures to prevent business houses that are pricing locally traded goods and services in foreign currencies, especially the US dollar,” Ms Zulu said. “Therefore, all domestic transactions are required to be priced and settled in Kwacha. Unauthorized entities that engage in some form of foreign currency trading need to stop such practices as they are contravening the Banking and Financial Services Act (BFSA). If left unchecked, the practice has the potential to increase the demand for foreign exchange and intensify pressure on the exchange rate. Pricing in foreign currency implies that businesses are adjusting their prices to reflect the extent of the movements in the exchange rate and yet most of their operating costs are not in foreign currency. “The adverse effects of pricing and paying in foreign currencies are mainly felt by the general public rather than business houses as the former has no ready means of hedging against currency depreciation,” she said. Mrs Zulu said measures to prevent business houses from quoting locally traded goods and services in foreign currencies and thus, encourage pricing in kwacha could be achieved through some legal provisions similar to the SI 33 but with some dollar equivalency. The absence of the legislation which explicitly prohibited the use of the dollar has left traders free to determine their prices in the foreign currency,” she said. Mrs Zulu said, “But for such measures to be effectual, the Bank of Zambia through its monetary policy conduct need to minimise the current exchange rate volatility, and ensure that inflation is contained with the targeted bands of 8-10 percent in an effort to protect businesses from exchange rate losses.
Suspected gassers sent to High Court By CHARLES MUSONDA ELEVEN men and a juvenile accused of gassing people’s homes have been committed to the High Court for trial. Public prosecutor Juvenalis Kamutondole yesterday presented the certificate of committal to Lusaka Chief Resident Lameck Mwale when the case came up for a preliminary inquiry following an application made by defence lawyer Lastone Mwanabo. Mr. Mwanabo had applied for the preliminary inquiry to establish if there is sufficient evidence against the 12 accused persons but before the hearing could start yesterday, Mr. Kamutondole informed the court that the State had received a committal certificate from the Director of Public Prosecutions committing the accused persons to the High Court. Mr. Mwale then committed the accused persons and informed them that they will appear in the High Court at the next criminal session and remanded all of them in custody. The accused persons, who are from Chikankata, Kafue and Chingola districts, have been charged with aiding, abating, concealing,
procuring, inciting, or soliciting the commission of a terrorist act or proliferation. Others are Osward Hamalala, a farmer of Nega-Nega in Chikankata, Charles Mungaila, 32, a farmer of Chikankata, Sydney Hakalinda, 37, a farmer/businessman of Nega-Nega in Chikankata, Elijah Mwiinga, 25, a charcoal burner of Kafue, and Everisto Hamalala, 33, a fork lift operator of Chingola district. They have been charged under Section 28 of the Anti-Terrorism and NonProliferation Act number 6 of 2018 of the Laws of Zambia. The victims are Emmanuel Lwaisha, Memory Banda, Taonga Banda, Esther Banda, Nathan Phiri, and Violet Nyirenda. The rest are Anthony Nyirenda, Caroline Zulu, Minson Zulu, and Regina Phiri. The State has objected to the accused persons’ application for bail on grounds that the offence they are facing is serious and that they should not be granted bail for the sake of their own security.

INCREASE FISH PRODUCTION, SAYS CHIEF CHIPEPO

THERE is need for elevation of food security through expanding fish production to ensure affordable tilapia availability to low-income communities,” chief Chipepo of the Tonga speaking people has advised. He said the country should come up with a sustainable tilapia production on Lake Kariba with a focus on primarily supplying fish to low-income communities across the country. Chief Chipepo said following dwindling income for most poor households due to slowed down economic activities as a result of coronavirus outbreak, there was a more likelihood that the country was going to face food and nutrition challenges but that with a well thought plan in place, the country can still overcome the shortage by heightening fish production on Lake Kariba. He said Lake Kariba had the capacity to become sub-Saharan Africa’s fastestgrowing fish producer by expanding production to 100,000 tonnes of tilapia per year. “In order to achieve this, Government of Zambia should promote innovative technologies that will help bring together the best aquaculture aimed at boosting production of fish and to tackle the challenge of providing accessible,

He thanked the people of Western Province for the patience and confidence in the ability of government to provide for them. Mr Kabwe said Government would do everything possible to support affected families in the province even as the country was grappling with the Covid-19 pandemic. He urged the people to support President Edgar Lungu and government as they work towards meeting the needs of all Zambians despite the numerous challenges being faced in the country. And Mr Bukali thanked government for the quick response to the people of Western Province. Mr Bukali said the west bank of the province was the most hit and needs quick intervention. He however called on DMMU to increase the food relief allocation as the people affected in the province were too many.
Covid-19 hampers Kapiri Engle Glass operations By KETRA KALUNGA THE multi-million dollar Kapiri Engle Glass Factory which started full operations last month has suffered a setback due to the outbreak of the coronavirus. The US$15 million factory ran by a Chinese investor, with a production capacity of about 50 tonnes of flat and laminated glass per year, offloaded on the Zambian market has employed about 150 local people. Human Resource Manager, David Mbangu said yesterday in an interview with the Daily Nation that the company had been badly hit by the effects of COVID-19 having gone into full operations in March this
year. Mr. Mbangu said the factory which sells its product on distribution and agent basis has lost market as most of its customers had closed their businesses due to the outbreak of the global pandemic. He said production has also been affected after the factory sent home about 110 workers to enforce the government guidelines of maintaining only essential workers to avoid the spread of the diseases in workplaces. “We have been affected by the coronavirus, we just started full production last month in March this year. We have reduced manpower and we are a company that needs enough
manpower, we have also lost our customers because they have closed their businesses,” he said. Mr. Mbangu assured that the factory would resume full production once Covid-19 was contained in the country. He further assured that none of the workers that had gone on a break due to the disease outbreak would lose their jobs as the company would re-call them when the global pandemic was controlled. The factory located along the Great North Road uses 40 percent Zambian raw materials for the products, among them coal and lime from Maamba and Mpongwe districts while soda is imported from Bostwana.
‘Taxi drivers won’t rent out masks’ By SANFROSSA MANYINDA WE will not allow taxi drivers to rent out masks as the trend is against the health regulations spelt out by Government, Copperbelt Taxi Drivers Association (CTDA) has declared. CTDA General Secretary, Sydney Chileshe, told the Daily Nation in an interview in Kitwe yesterday that the association had issued strict instruction to drivers not to rent out masks and that passengers must always have protective garments on their faces. Rumours are going round on the Copperbelt, especially in Kitwe, that some public transport operators were renting out masks to passengers. Mr Chileshe said that his association had not recorded any complaint of that nature adding that he would not allow such an illegality. “We cannot allow this to happen especially that a directive has already been made by the Head of State that is supposed to be followed by everyone. We are strict as an association and do not see that happening with our members even in the near future,” he said. AIROBI - The Pharmaceutical Society of Kenya (PSK) has protested the move by government to move medicines from zero rated goods to being tax exempt as part of the emergency Bill announced by President Uhuru Kenyatta in response to the Covid-19 pandemic. Pharmacists say the Tax Laws (Amendment) Bill, 2020, which is before the National Assembly Committee on Finance, will increase the cost of buying medicine for Kenyans. PSK chief executive officer Daniella Munene says pharmaceutical sector players have always advised against making medicines tax exempt as it means manufacturers will now absorb input costs, leading to higher prices for patients. “We have always been able to successfully appeal

“This added cost is multiplied through the various distribution levels leading to very high costs of medicine to the final consumer,” she said. Munene reckons that this measure proposed in the Covid-19 emergency Bill is highly insensitive to the needs of Kenyans at a time of a health crisis and particularly when many Kenyans are experiencing depressed income generation. SA seeks $5bn from multilateral lenders to fight virus JOHANNESBURG South Africa is seeking 95 billion rand ($4.99 billion) from multilateral lenders to help it fight the Covid-19 pandemic, a senior Treasury official said on Sunday. Africa’s most advanced economy is talking to the International Monetary Fund (IMF), World Bank, New Development Bank of the BRICS and African Development Bank to source funding to contribute to a 500 billion rand rescue package aimed at cushioning the impact of the new coronavirus on businesses and poor households. The IMF has said South Africa is entitled to apply for up to $4.2 billion in response to the crisis, and Finance Minister Tito Mboweni said on Friday the government could negotiate for a facility of “maybe between $55 and $60 million” at the World Bank. Dondo Mogajane, director general of the National Treasury, said in an interview with eNCA television on Sunday that South Africa “will certainly go” for the IMF funding. “The World Bank has said ...South Africa can access a loan of about $50 million, the New Development Bank did say long ago that they have set aside a billion dollars that we can access and again we will be accessing that,” Mogajane said. “All in all, all of these interventions, currently we are looking at 95 billion rand coming from these institutions only for Covid-related interventions.”

Around the world, mosques will be closed, when they would normally have worshipers spilling out onto the street. Extended families will remain apart, when they would typically gather for Iftar to break the fast and share homemade treats. And shopping malls, cafes and streets will be eerily quiet, when they would normally come alive after dark. Ramadan still began on Thursday evening, though, and in the early hours on Friday morning, households gathered, as they have for centuries, to share a sleepy suhur — the pre-dawn meal. Even as the world grapples with COVID-19, the yearly rituals of Ramadan will continue. Throughout the holy month, most of the world’s 1.8 billion Muslims will fast between dawn and sunset, spend time in Quranic recitation, self-reflection and prayer in an effort to become closer to God, and give thanks for our blessings. But this year, the prescribed exceptions from fasting for young children, travelers, pregnant mothers and anyone who is sick will now be extended to those feeling symptoms of COVID-19. And this year, our prayers will include special emphasis on the health care workers, emergency workers and other essential employees who are on the front lines of the fight to protect our communities. In the eyes of God, saving human lives and benefitting humanity are most noble endeavors: The Quran likens saving a life to saving the whole of humanity, and the Prophet Muhammad (upon whom be God’s peace and blessings) says that the best of humans are those who benefit other humans.

Mr Hakahinde Sammy Hichilema has sensed danger and Western Province was a threat to his stay at the helm of the 22-year-old opposition party. The UPND anti-HH clique is alive and deep rooted in the ranks and file of the party. It is their democratic right to be anti-HH therefore dissolving the executive on that account is unfair. The decision by the par-
ty’s National Management Committee clearly defeats the spirit of the constitution to promote democratic principles within political parties that wish to assume state power. It is therefore not in the interest of the nation to weaken the electoral college at the imminent national convention. The leaders in Western Province have lost confidence in the failed leadership of the political dwarf in HH. Mr Hichilema want to plant surrogates in the structures with the view to creating artificial popularity and possibly ho unopposed. Unfortunately this scheme has already been hatched
by the vigilant political followers who are able to read between the lines. It is also surprising the NMC can single handedly terminate the mandate of elected officials and substitute them with surrogates. They did not consult the lower structures in the province to arrive at this strange decision. UPND is also in denial of the indisputable that Western Province is shifting camp to the PF at an alarming rate. This should have given the party an honest introspection rather than making uninformed decisions which assaults our hardly cherished democratic credentials. The massive

Opposition weak in Chitambo By BENNIE MUNDANDO THERE is no strong opposition in Chitambo which is capable of dislodging the ruling Patriotic Front (PF), 2021 independent parliamentary aspirant Crawford Mukando has said. Speaking to the Daily Nation yesterday, Mr Mukando said the current political situation in Chitambo constituency was that the incumbent Member of Parliament, Remember Chanda Mutale, had no strong opposition. He said the PF structures were more consolidated than any other opposition political parties, most of which had very little or no significant grassroot structures present in the nine wards of Chitambo. “UPND has only one ward councillor, Jordan Ngulube of Mpelembe Ward and the rest of the eight wards belong to PF councillors. Rationally speaking, Mr Mutale stands a far much better chance, to be re- elected as Chitambo Constituency MP,for the second time. “Based on this analysis, this makes him the second MP, who may be elected twice since 1991, when longest serving MP ever late Justin Mukando who served for three consecutive terms, from 1973 to 1991, was voted out. There has been no MP in the history of Zambian politics, who has served that long in Chitambo constituency,” he said.
Mulungushi Textile ‘face masks’ project on course By KETRA KALUNGA Funds are being sourced to buy the materials needed to produce proper face masks at Zambia-China Mulungushi Textiles in Kabwe, Central province Permanent Secretary, Bernard Chomba has said. The Ministry of Defence has engaged the provincial administration to produce 100,000 face masks at a cost of K650 000 in a period of three months. Mr Chomba said yesterday in an interview that the provincial administration working with the Ministry of Defence, had started the process of sourcing for funds to procure the materials. The Permanent Secretary said once the funds were made available, the materials materials would be procured locally to commence operations. He stated that the project dubbed “COVID-19 Face Masks” would only last for three months and employ about 20 to 50 local people. “The machinery we have, we have got the human resource here, what we don’t have is just the material. So we are sourcing for the money so that we begin production as soon as possible,” Mr Chomba said

In an interview in Ndola, Dr Kapembwa said Zambia had a very sound agricultural sector, but that there was need to reorganise system and end the challenges once and for all. He observed that once the system was improved, Zambia would boost food production. Dr Kapembwa said it was unfortunate that 80 percent of the food in the country was
produced by small holder farmers who lacked the knowledge of the actual production process. He also stated that the Farmers Input Support Programme (FISP) was key in the growth and development of the farming sector. However, Dr Kapembwa indicated that there was still need for clarity on whether
the FISP was a relief initiative for an emergency or a start-up for famers who should later be weaned off. "The FISP is the best programme that the Government has ever implemented in the agricultural sector because no nation would succeed without it, but there is need for clarity" he added.

OME residents in Ndola are moving about, with face masks hanging loosely below the chin even in public places and only adjusting them to their face when confronted by authorities. The trend has worried authorities, who have warned that masks must be adjusted appropriately to cover the mouth and nose, while ensuring that the sides are not open to prevent any droplets. Other residents felt that those who were not adjusting the face masks appropriately were frustrating efforts to prevent the spread of Covid-19. Some other people did not even bother to wear face masks at all and moved about casually. A survey conducted at the weekend showed that some people had the masks below the chin, much to the chagrin
of compliant resident and authorities. Some people interviewed said they felt uncomfortable to cover both the mouth and the nose, but promised that with time they would get used to wearing them properly. A check in supermarkets such as Shoprite and Pick n Pay showed that no one was being allowed entry without a
face mask. However, some people only pulled their masks on their face upon reaching the entrance and took them off after leaving the premises. Ndola Mayor, Amon Chisenga, said the local authority was not going to allow any residents moving around without a mask. He warned that whoever
would be found abrogating the health guidelines would face the law as the virus was dangerous and needed to be contained with the cooperation of all citizens The mayor said the measures were aimed at preventing the spread of the virus and protecting the Zambian population and not to frustrate anyone.
Kitwe enhances screening By ROGERS KALERO KITWE has enhanced preventive measures against COVID 19 in the wake of two cases recorded in neighbouring Chingola which is about 47 kilometres away, District Commissioner Chileshe Bweupe has said Mr Bweupe, who is the District Preparedness Committee Chairman, said authorities would strictly screen those coming from Chingola and surrounding areas. In an interview, Bweupe said the multi-sectoral team had adopted a proactive stance and intensified efforts to curb the spread of the COVID-19 to Kitwe. Last week, a Chingola couple tested positive after returning from a business trip to Nakonde and the pair has since been admitted to an isolation centre in Masaiti. Mr Bweupe said he was hopeful that the provincial health team would supply the district with some Covid-19 testing kit. Currently, testing was being done in Ndola at the Tropical Disease Research Centre, which is accommodated at the Ndola Teaching Hospital premises. “Obviously, the two COVID cases in Chingola have brought fear to Kitwe and it calls for heightening of preventive measures in the district. We don’t need for a disaster to happen before we can act. “This is why we are asking the provincial health team to supply us with a COVID 19 testing kit so that we could set the stage for effective preventive measures,’’ Mr Bweupe said. And Mr Bweupe has urged marketeers and the general population in Kitwe to wear masks properly and desist from being difficult for nothing because it was their life at stake. He said people should not even try to be difficult when reminded about the imperative need to wear masks, but humbly cooperate and adhere to the Ministry of Health guidelines.

Church gatherings under spotlight By JACKSON MAPAPAYI SOLWEZI Municipal Council has boosted the fight against the spread of Covid-19 following a go ahead given to places of worship to decide whether to start gathering. On Sunday, Council Director of Public Health, Stanley Mbewe, led a team of public health inspectors in monitoring compliance in places of worship following the Head of State’s decision that some activities may resume subject to adhering to Public Health regulations, guidelines and certifications. The public health inspectors who split in two groups monitored churches in various places that included Weighbridge, Mushitala, Stadium, College area, Zambia, Kazomba, Kyawama, Messenger and Kandemba compounds. During the monitoring exercise, some congregants were visibly nervous and opted to leave the church one by one after seeing the arrival of public health inspectors. However, they were made to understand that inspectors had not visited to condemn anyone or disrupt worship, but educate them on the need to make sure public health standards were observed. According to the regional manager, Bimaile Phiri, Shalom management decided to reduce the bus fares in view of the ravaging Covid-19, which has caused financial stress. Mr Phiri said that the reduction only applies to those
in Southern Province and not anywhere else. He told the Daily Nation in an interview in Livingstone that the company decided to adjust fares downwards after noticing the financial pressure Zambians were experiencing
following the outbreak of Covid-19. “We have decided to join the fight against coronavirus by reducing our travellers’ bus fares from the old figure which was K230 to K160...for those going to Lusaka. “I want to assure our
travellers that, Shalom has put in place all measures to ensure passengers sanitise before they board and also we have reduced the number of passengers on board as a way of adhering to social distancing,” Mr Phiri said. He also appealed to passengers to adhere to the Ministry of Health guidelines and ensure that thay wear masks as they get on the bus. Mr Phri observed that the safety measures for passengers were also meant to protect the bus crew, hence appealed for cooperation.

AIROBI - The demotion of Kenya's top scientist who was in charge of coronavirus tests in the country has sparked an uproar among his colleagues, according to local reports. The health ministry said the demotion of Joel Luto-
miah was related to delayed transmission of test results and administrative issues at the research institute. Dr Lutomiah was serving as the director at the Centre for Virus Research and has been asked to resume his role as a research scientist. But scientists have told lo-
cal media that Dr Lutomiah was demoted because of his firmness in asking the government to fund and equip the Kenya Medical Research Institute, which is where cororonavirus tests are being conducted. A researcher at the institute, who spoke to the Daily

ZAMBIA CONGRESS OF TRADE UNIONS MESSAGE FROM THE ZCTU SECRETARY GENERAL COSMAS MUKUKA DURING THE COMMEMORATION OF INTERNATIONAL WORKERS’ MEMORIAL WORKERS DAY 2020 Each year, workers around the world celebrate International Workers’ Memorial Day or Workers’ Mourning Day on April 28. This is the international day of remembrance and action for workers who have been killed, become disabled, injured or made unwell by their work. This year, the Zambia Congress of Trade Unions (ZCTU) joins the international trade union movement in commemorating this day under the theme 'Stop the Pandemic at Work'. We take opportunity of this day to recognize and applaud workers on the frontline of the fight against the COVID-19 pandemic. We pay homage to healthcare workers who continue to sacrifice and risk their lives to save others. We also commend essential services and goods workers who have to continue working during these difficult periods to ensure that life can go on. These include workers in electricity and water provision, food producers, traders, sales attendants and cashiers, bank workers, drivers, waste pickers, cleaners, security and media personnel.
In these times of real crisis, it is evident how essential the goods and services these workers provide are. They deserve a special and full recognition and the right to organise and better conditions of work. We note with concern that these workers are faced with the occupational hazard of becoming exposed to the virus during their work. Members of their families equally have a higher risk of infection than other members of the population as a result of this. Ensuring that trade union and labour rights are at the centre of the COVID response is essential to reduce occupational safety and health risks. It is also important for effective response. Previous outbreaks of highly infectious communicable diseases have demonstrated that public health outcomes are significantly improved when labour rights are respected and unions are able to effectively represent workers exposed and potentially exposed to the disease. We would also like to emphasise that public health risks increase when workers are unable to act collectively to address occupational safety and health risks and when full,
appropriate Personal Protective Equipment (PPE) is not provided to all workers likely to come into contact with infected people. Further, results are difficult to achieve when governments and employers fail to provide transparent and detailed information about the state of the virus and the risks and when governments and employers do not involve workers’ representatives in developing occupational safety and health and public health policies. On this special Day, as we recognize the noble work by these gallant women and men, we pay special tribute to those workers who have lost their lives in the line of duty during these tough times - they are the real heroines and heroes of the working class! To remember these martyrs and our noble essential workers, we ask all affiliates to join in commemorating the day.

Lungu remembers ’94 fallen heroes By MICHAEL MIYOBA
TODAY April 28, 2020, marks 27 years since the Zambia national soccer team popularly called the KK11 perished off the coast of Gabon en-route to fulfilling a FIFA World Cup qualifier. Zambia was due to play Senegal in Dakar in the USA 1994 FIFA World Cup qualifiers prior to the Gabon disaster which claimed the lives of 18-players, technical staff, a FAZ chairman, crew members and a journalist. Many Zambians still remember and mourn the team which is widely said to have had the finest talent Zambia has ever produced and was poised for a debut World Cup appearance. President Edgar Lungu has paid tribute to the fallen heroes who he described as a great team which thrashed Italy 4-1 at the 1988 Olympic Games. President Lungu said he would always remember and love the fallen heroes for their dedication and commitment to achieve greatness for mother Zambia. And Zambia Sports Fans Association (ZASPOFA) patron Peter Makembo reaffirmed his associations’ commitment to represent millions of Zambians by laying wreaths at the fallen heroes’ burial site behind National Heroes Stadium. Makembo said it is sad that the heroes would not be mourned like every year because of the Covid-19 pandemic which discourages public gatherings.

HE Football Association of Zambia says the $500, 000 FIFA fund is not meant for clubs as generally perceived by the public. FAZ general secretary Adrian Kashala said the announced funding has been misinterpreted for support to local clubs as part of the Covid-19 mitigation measures. Kashala said FIFA under its FIFA Forward 2.0 Football Development Programme provides to all member associations $1, 000, 000 Operations Funding, that is disbursed in two equal instalments annually as part of the FIFA support to all members. He said the first batch amounting to US$500, 000 is received at the beginning of every year while the second batch amounting to another $500, 000 is disbursed in July
every year after an audit by FIFA and so subject to a member association meeting set developmental criteria. “The reported US$500, 000 funding by FIFA to all member associations is therefore funding for the second batch that in addition shall come with any carry-over disbursements from 2019. We are glad to report that FAZ met all the set developmental criteria for 2019 and shall therefore not receive any carry over funds from 2019,” Kashala said. “FIFA has clearly stated that the funds will be subject to audit as is customary under

Kashala said FAZ has commenced the process of applying for a relief package available from FIFA for members to mitigate the impact of the Covid-19. “FAZ has requested clubs to avail information regard-
ing income loss projections in the remaining matches of the season and come up with a reflective picture of the situation. “FIFA has notified members that it is working on a broader financial relief programme for its members with fast-tracking annual grants being the first step,” Kashala said. FIFA recently announced measures which have been proposed to provide some immediate financial support to members while the other aspects of the relief programme are being worked on and finalised.
