STOP SELF-MEDICATION THAT many people have resorted to self-medication is a scaring smudge on Zambia’s efforts to bring down the Covid-19 cases that are alarmingly taking a sharp upward trend. In the ensuing scramble for drugs, chemists have taken advantage of desperate citizens and hiked prices of drugs to astronomical levels. Many Zambians are now stocking hydroxychloroquine, vitamin C and azithromycin in their homes and taking them at any slight headache, cough or sore throat, believing that they are treating themselves of Covid-19. As a result, hydroxychloroquine is going at as much as K1, 000 from K30 in private chemists, but even with such an astronomical increase, people are flocking to the outlets to get the medicines. Clearly, self-medication is dangerous as it could lead to resistance and ultimately cause death. Perhaps, this partly explains the rise in Brought In Dead (BIDs) cases because many people are opting for self-medication which they usually undertake wrongly and without any medical diagnosis. The rate at which the cases are rising point to the fact that citizens have dropped the guard in terms of preventive measures and also that many are not getting to health facilities for medication. There may be other factors. Health Ministry officials and others in the multi-sectoral teams have been spreading messages on a daily basis about the imperative need to observe preventive measures such as masking up, observing social distancing and regular washing of hands. Additionally, messages have been reverberating about the need to avoid unnecessary movements and also to desist from hand-shakes and other forms of physical contact. Unfortunately, people have not been heeding the advice either out of ignorance or out of utter carelessness. The desperation with which the people are handling this issue is more worrying for how can anyone resort to self-medication of a serious killer disease! Zambia has sufficient medical personnel to administer the medicine in a professional manner, hence the need for anyone experiencing Covid-19 symptoms to walk into a health facility and get free treatment. Medical diagnosis is an important aspect, which guides the medical personnel how to manage a patient at every stage. Citizens administering self-medication have no idea about diagnosis and neither do they understand the required dosage. They are carelessly gulping medicines in large quantities. Perhaps, some of them are not comfortable with facility isolation, but that is the best for proper management of a patient and also to prevent spread of the virus. Apart from causing resistance to treatment, self-medication could also lead to death and it is incumbent upon all citizens to remain responsible and follow medical rules. Secondly, there is urgent need for Government to procure more test kits as some people are resorting to self-medication after being turned away on account of lack of these facilities. Priority in public facilities is being given to people showing serious symptoms. While shortage of test kits is a global challenge, Government should find ways of getting these critical tools so that as many people as possible are tested. As Health Minister, Chitalu Chilufya, indicated on Saturday, citizens ought to take precaution and ensure they adhere to preventive measures because cases are likely to continue rising particularly around this period. Thus self-medication is not one of the measures to bring down the number of cases, but rather a dangerous practice which could lead to death. Increasing cases of BIDs is testament!

ROAD CONTRACTS, RDA TOLD

THERE should be no dubious dealings in the awarding of contracts for maintenance of roads on the Copperbelt, says National Association for Medium and Small-Scale Contractors (NAMSSC) president Mutale Mpepo. This follows calls by the Road Development Agency (RDA) for bids subsequent to the approved funds in the Road Sector Annual Work Plan for 2020. Mr Mpepo said those awarding contracts for the routine maintenance of roads should be transparent and ensure that only local contractors benefit. He said the trend of awarding routine
maintenance of roads to the same contractors all the time should not be entertained this year. Mr Mpepo said no contractor can fail to do routine road maintenance therefore there was no excuse of awarding contracts to the same individuals. "Local contractors should be given equal opportunities to participate in these routine maintenance of roads on the Copperbelt, dubious dealings in awarding these contracts will not be entertained," Mr Mpepo said. Mr Mpepo said it was unfortunate that in the past the same contractors have been awarded contracts to carry out routine maintenance.
M’membe offside over media freedom

By SILUMESI MALUMO FRED M’membe is offside over the media regulation framework which was recently approved by Cabinet because there is nothing sinister about the proposed piece of legislation as it is aimed at improving media operations in the country, the Media Liaison Committee (MLC) has said. MLC chairperson Enock Ngoma said the framework was not meant to end media freedom. He was reacting to sentiments by Socialist Party president, Fred M’membe, that media regulation was ill intentioned and meant to end press freedom. Mr Ngoma said to the contrary, the framework would enhance press freedom which the media had been advocating for. He also said the law would bar the harassment which the media had been facing especially from the political party cadres as those found wanting would be dealt with according to the law which would be put in place. Mr Ngoma in an interview yesterday said it was important that people appreciated what was being done between Government and media bodies to ensure that the media was protected and its operations were improved. Recently Cabinet approved the introduction of a Zambia Council for Journalists Bill in Parliament to provide for the establishment of a self-regulatory
"We are aware that there are some contractors that have been doing those maintenance works year in and out but let those that award these contracts consider even other contractors," Mr Mpepo said. He said local contractors have the capacity to do routine maintenance works therefore all contractors should be given an opportunity. He said there should be transparency in the awarding of contractors. Mr Mpepo said local contractors have been complaining because of the manner these contracts have been awarded. "No single Zambia contractor can fail to do those works therefore let other contractors be engaged as well," Mr Mpepo said.

HOME Affairs Minister Stephen Kampyogo should direct police to stop illegal roadblocks because they are a conduit for corruption, former PF Mandevu Constituency secretary Lemmy Bwalya has said. Mr Bwalya said there are a lot of illegal roadblocks in townships being mounted by some officers that should be stopped because these are just meant to take advantage of vulnerable people. “We appeal to Mr Kampyongo to stop illegal roadblocks in compounds being mounted by some officers who work very fast like ravens,” Mr Bwalya said. He said the police command should ensure that officers stop victimising motorists through the illegally mounted road blocks and checkpoints. He said some officers are using road blocks to demand money of not less than K50 from motorists. “”What these officers do is that if they impound a vehicle, they emand for not less than K50 to be released,” Mr Bwalya said.

Businessman, Lombe Okpara and Mr Simwinga entered into an agreement that he (Simwinga) be removed from the matter where he is accused of committing adultery with Ms Musamba Mulenga, an investments officer, on account that he pays K100, 000. In this matter, Mr Okpara, has sued his wife to the Lusaka High Court for dissolution of their eight-year marriage for allegedly engaging in adultery with Mr Simwinga and former Central

According to his petition for the dissolution of marriage, Mr Okpara stated that his wife
admitted to committing adultery with Mr Simwinga and Mr Mwanawasa. He also said that on November 3, 2018, his wife and Mr Mwanawasa spent time together at a short-term rented duplex apartment situated on Lukanga Road in Roma Township. Mr Okpara stated that his wife and Mr Mwanawasa spent about five hours in the apartment from 17:00 hours to 21:45 hours. According to Mr Okpara, after the encounter, Mr Mwanawasa allegedly complained of pain on his manhood following the sexual encounter.

THERE is need for a complete overhaul at the Anti-Corruption Commission (ACC) because people have lost confidence in the institution, a youth activist Twaambo Mutinta has said. And more people have called for the disbanding of the anti-corruption watchdog but that all investigations should continue including a probe of opposition leaders’ involvement in shady deals instead of focusing on people from Luapula only. Meanwhile, Governance, Elections, Advocacy, Research Services (GEARS) Executive Director Mcdonald Chipenzi said the current happenings at ACC clearly showed that there was disorder which needed to be addressed immediately. Mr Mutinta said the country should not have an anti-corruption body that contradicts itself. He said in an interview yesterday that people should pass a vote of no-confidence because the ACC had proven to be weak and could not manage issues of national interest. Mr Mutinta said the ACC only wanted to show that it was active when dealing with matters that involved poor people which was very unfortunate. “Some of us we are beginning to question the impartiality of
the Anti-Corruption Commission because it is showing us that it is incompetent,” he said. Recently the ACC suspended investigations officer Chipampe Manda who exonerated Health Minister Chitalu Chilufya by going against its position in a matter where the latter is facing corruption-related charges. ACC public relations manager Timothy Moono, said Mr Manda had been suspended from duty pending a disciplinary hearing for bringing the institution’s name into ridicule. “Yes, I can confirm that he has been suspended on account that the evidence he gave in court was contrary to the ACC’s position. He has been suspended pending a disciplinary hearing,” Mr Moono said. But Mr Mutinta said what Mr Manda said was the position of the ACC but that the institution wanted to protect itself from the attacks. Meanwhile, Mr Chipenzi in a separate interview yesterday said whatever was happening was clear that there was confusion in the operations of the ACC. He said ACC could not distance itself from the testimony which the officer gave in court. Mr Chipenzi said there was disorganisation at the ACC and seemed like there was no one who was in-charge.

Lusaka Province PF secretary Kennedy Kamba said he was shocked that some retired clergymen had gone to the extent of threatening and cursing the PF for merely trying to advise Archbishop Mpundu to refrain from divisive politics. In an interview, Mr Kamba said the PF felt strongly that Archbishop Mpundu was being used by some opposition leaders to antagonise President Edgar Lungu by issuing unwarranted attacks. “We are perplexed to learn that some retired clergymen who support the opposition
in this country have reacted angrily to our statement where we were advising Archbishop Telesphore Mpundu to leave divisive politics and concentrate on being a Shepherd and a unifying factor in this country. “It is sad that some clergymen like Bishop John Mambo and Fr. Richard Luonde have gone to an extent of threatening and cursing us and other people for merely trying to advise retired Archbishop Mpundu to refrain from divisive politics,” Mr Kamba said. He said the PF had every right to respond to Archbishop Mpundu’s political biasness without being threatened with curses by the retired clergymen. “Just like all of us, Archbishop Mpundu is not above reproach. Mr Chanda said that the ZRA did not discuss individual taxpayer accounts to the public but was ready to disclose everything if false statements continue. CABINET has approved in principle the introduction of Bills in Parliament to provide for cultivation, processing and exportation of cannabis for economic and medicinal purposes in accordance with the United Nations Single Convention on Narcotic Drugs, 1961. Chief Government spokesperson, Dora Siliya said the 18th cabinet meeting held at State House yesterday approved the incorporation of relevant pieces of legislation aimed at domestication of the United Nations Single Convention on Narcotic Drugs by the introduction of an Agency which shall designate land for cultivation and issue licences to cultivators. Ms Siliya said in a statement that the Agency shall also handle the definition of cannabis to provide for medicinal cannabis and industrial hemp, separately. “Government has identified cannabis as an economic commodity that has the potential to contribute positively to the development of the country, however, currently, the legal framework to facilitate the cultivation, processing and export of medicinal cannabis and industrial hemp is inadequate,” she said. And Ms Siliya said Cabinet approved the appointment of the full membership for the Council of the Zambia Institute of Ad-

Ms Siliya said one of the responsibilities of the board, was to issue practicing licenses to its members and that Cabinet felt the need for the appointment of the members of the Valuation Surveyor’s Registration Board in order to effectively regulate the practice of valuation in the country.

Lawyer ‘waters’ Matero By SIMON MUNTEMBA
LUSAKA lawyer, Dickson Jere has donated a borehole to the Anglican Church of Matero to ease water problems in the surrounding community following a complaint by the parish priest. Mr Jere who was presidential aide for 4th Republican President Rupiah Banda said he will drill a borehole inside the Anglican Church premises but it would be used by the community that has been facing water problems for many years now. Mr Jere said the drilling will start soon once the Church finalise all the documentation required. “This will be done imme-
diately,” said Mr Jere who is also founder of the Matero Initiative Community Projects. And Rev Edwin Mwanza of the Matero Parish earlier raised a concern that the community the area was suffering due to lack of water and have put a strain on the only borehole at the church. He said the church has allowed the community to use its borehole because it was the only source. Rev. Mwanza thanked Mr. Jere for the gesture and assured him that the borehole will be well looked after by the church once it is functional. Matero has been facing water problems for years due to blocked water pipes.

PRESIDENT Edgar Lungu deserves another five-year mandate to govern given the fact that he’s accelerating various empowerment initiatives targeted at improving Zambians’ welfare, the Zambian DNA has said. Musika is a Zambian non-profit company with a mandate to stimulate and support private investment in the agricultural market with a specific focus on the lower end of markets. The firm is targeting the support to rural farmers through Corporate Social Responsibility (CSR) response which is part of the contribution towards containing the spread of Covid-19. THE Jesuit Centre for Theological Reflection (JCTR) has called for proper accountability and transparency in the way funds from cooperating partners are managed, particularly under the Social Cash Transfer programme. Proper accountability and transparency is needed to ensure that the resources are used for intended purposes. This is according to JCTR Executive Director, Alex Muyebe. Father Muyebe said it was imperative that the targeted beneficiaries received the support which was provided at great cost from cooperating partners. He said efficiency and effective running of the emergency support programme was therefore key to achieving transparency. “JCTR would like to caution authorities responsible for the emergency support programme to ensure the cash transfer and the food pack benefits the targeted beneficiaries,” Fr Muyebe said in a statement yesterday. Fr Muyebe welcomed Government’s move to launch the emergency cash transfer aimed at cushioning negative economic effects of Covid-19 on households. He indicated that timely, responsive, effective and efficient social protection systems remained crucial to safeguarding the poor and vulnerable in Zambia. “The Covid-19 emergency social cash transfer pro-

On July 30, 2020, Finance Minister, Bwalya Ng’andu, proposed to supplement K355 million to support the Social Cash Transfer which had been scaled down due to limited funds. He said Government had mended its relationship with community donors who had demanded a refund following the misappropriation of their funds at the Ministry of Community Development and Social Services. Government, he indicated, was already working with the World Bank to support this kind of problem, saying “we are mending our relationship with the community donors.” “We had problems with a community of donors on the ministry of community development who entered into a transaction with Zampost who turned up to be a failure which was considered as misuse of misappropriation of funds. “So measures were taken. Last was the first time the SMEs auction was conducted resulting in about US$460, 167 being allotted. Just like the main auction, the bulk of the funds were allotted for raw materials as well as equipment. A total of 40 bids were received and seven were disqualified. The highest bid was $85 while the lowest was $75. The weighted average rate remained at the same level of the main auction. The foreign currency auction system was introduced by the RBZ as a means to dissuade businesses from turning to the parallel market in search of foreign exchange for essential imports. The reliance on the parallel market had come with huge distortions which saw the local currency tumbling against the US dollar within a short space of time. The introduction of the

NUMSA vows to fight essential service application in petroleum JOHANNESBURG - The National Union of Metalworkers of South Africa vowed to fight an application by employers in the petroleum industry to have workers declared as essential services, saying it would inhibit their ability to strike. Essential services include SA Police Service officers and parts of Eskom staff. The South African Petroleum Industry Association, the Fuel Retailers Association, and Unitrans are making an application for their employees to constitute an essential service. Egypt’s annual urban consumer price inflation fell to 4.2pc in July - CAPMAS CAIRO - Egypt’s annual urban consumer price inflation fell to 4.2 percent in July from 5.6 percent in June, the central statistics agency CAPMAS said yesterday. Month on month inflation increased to 0.4 percent in July from 0.1 percent in June mainly on the back of an increase in electricity and energy prices, the agency
said. Allen Sandeep, head of research at Naeem Brokerage, called the fall in the annual rate a “positive surprise”, highlighting a 0.9 percent monthly drop in the price of food. Consumer demand ahead of and during the Muslim holiday of Eid al-Adha, which fell on July 31, had slowed likely due to concerns over spending at
a time of uncertainty, Sandeep said. July’s inflation rate however remained well below the central bank’s target of nine percent plus or minus three percentage points. At its last monetary policy meeting, the central bank held the overnight lending rate at 10.25 percent and the overnight deposit rate at 9.25 percent. “We still feel that Egypt’s
central bank will hold its horses for a couple of months as we see through all the effects of the pandemic,” Sandeep said. Egypt’s economy was hit hard by the coronavirus lockdown that paralysed tourism and other vital sectors, leading to a cut in growth forecasts for the 2019/2020 fiscal year to 4.2 percent from 5.6 percent prior to the crisis. – REUTERS.
CLAPPING FOR A FOOL Dear Editor, I FIND it extremely astonishing that some Zambians can still find it pleasant to sit, view, download and share videos from fugitive, nomadic and discredited fake Prophet Andrew also known as Seer-1. I also find it strange that some political groupings within Zambia could find it pleasant to be clapping for Andrew when he goes on his usual desperate rantings about Zambia and in the end insults everyone including our Head of State, Edgar Lungu and other national leaders. It is the greatest betrayal of patriotism for any citizen to sit and watch the country’s sovereignty being shredded to pieces by a desperate, stranded and stateless individual who fakes miracles to survive. I know Andrew is stranded because if he had a home, he would have gone there after being deported from Zambia but he went and sought refuge in South Africa. But he knows that there is nothing he can do in Nigeria. That land has many great men and women of God who serve the Lord in truth and in spirit. Nigeria is full of great men of God and little Andrew knows that he cannot manipulate Nigerians with his fake miracles. It should be known that Zambia is our birthright and it is expected that we will all rise up and defend this great nation when attacked unfairly. For the people who clap for Andrew, I ask you to search your souls and ask yourselves what makes you Zambian? For Andrew, the desperation to return to Zambia shows with every video he makes. He clearly misses this beautiful country than he does any other on earth because he knows that Zambia is the greatest country on this earth. Sadly for him, he will never step his ugly foot on our beautiful soil. Andrew can make a million videos, that won’t be enough to hand him a visa to enter Zambia again. One would ask, if Andrew cared so much for Zambia as he claims, why doesn’t he go and attend to issues in the land of his birth. We know Nigeria just like any other country has a myriad of problems which if indeed Andrew cares, he should be focusing on resolving. But we know that what has infuriated Andrew’s troubled soul is the fact that he cannot enter Zambia anymore, a country that gave him so much when he was here. In one of his latest videos which I was made to view, Andrew shows his highest levels of ignorance when he attacks me on the basis that he has never heard me debate in Parliament. If he had finished his school, he would have understood that the parliamentary system we use in Zambia doesn’t allow Provincial Ministers like myself to necessarily debate, raise questions or even present ministerial statements but obviously Andrew is too dull to understand parliamentary procedures. If Andrew wants the world to believe that I have never debated in Parliament, I will ask him to tell the world how I defended the Provincial budgets both as Copperbelt and Lusaka Province Minister on the floor of the House. It’s very unfortunate that Andrew has now resorted to attacking highly respected institutions such as our National Assembly. He claims the Members of Parliament just go to the August House to shout “Yaya yaya yaya.” Again that’s another display of his ignorance. I should educate Andrew that Parliaments world over have their own coded words of approving or disapproving of any motion and the Zambian Parliament just like any other legislative assembly has strict rules of engagement. For instance, MPs are not supposed to clap the way Andrew expects his followers on social media to clap for him when he makes his usual rantings like a rabid dog. I again warn Andrew that since he claims to have some mystical powers, let him use those same fake powers to enter any part of this great country and he will regret that action for the rest of his life. I will personally throw him into the gallows and throw away the keys. Andrew shouldn’t think the country has forgiven him of all those rape crimes he committed and the several women he swindled of their cars and properties whilst in Zambia on the pretext of performing miracles. UPND MUST NOT PERSECUTE KAFUE MP LIKE EX-KAFUE COUNCIL CHIEF Dear Editor, WE have learnt that a UPND parliamentarian has once again taken a courageous stance and against all odds attended the officiating of the housing units for men and women in uniform in her constituency by the Minister of Home Affairs, Mr Stephen Kampyongo. We wish to commend the Kafue UPND MP, Ms Mirriam Choonya, for putting aside her affiliation by acknowledging the enormous developmental projects that the PF has taken to her constituency. This is in sharp contrast to the claims which has been made by the unelected as well as unelectable UPND life president Hakainde Hichilema who wilfully turns a blind eye for the unprecedented infrastructure developmental projects littered

across the country. We agree with Ms Choonya who stated that development can only be taken to places where it is lobbied for. While Government has the primary responsibility of implementing the social and economic programmes, the MPs have the corresponding responsibility to identify the areas of need since they are closely tied with the grassroots. Therefore, it is a disservice for UPND and their leadership not to take their concerns to the relevant institutions of the government. Just like the primary purpose and theme of the Seventh National Development Plan (SNDP) states, "leaving no one behind" inclusivity is the integral basis of the government. knows no political affiliations. We have also noted that a few years ago, UPND expelled its hardworking and dedicated Kafue Council chairperson for attending a government function. Dear Editor, IN Zambia and the world at large, young people are evidently disadvantaged from taking up jobs or getting promotion based on the monster called work experience. It is quite clear that one performs better in their youthful days when they are full of energy and ambitions to achieve greater things in life. In many cases, jobs are listed with people asking for work experience. Why do we want to disadvantage university and college graduates from taking up jobs?? When a company employs young people, they tend to be more loyal than those that hop from one job to another. Work experience should not mean the number of years served but the ability to perform tasks a jposition requires. For example, the job of a finance manager is to raise finance then successfully invest it for the company. A job advert requiring 10 years experience in this particular position will likely land tired legs rather than an aggressive and energetic finance manager. In shortlisting for a candidate, selectors will discard an individual who for example has raised over $10 million as assistant finance manager with work tenure of four years and pick a finance manager with 12 years experience but who has raised only $1.5 millon in their career. To get the right people in the right positions, we need to employ based not on years’ experience but on work experience. Meaning ability to do the job effectively rather than years served in an organisation. Looking at a lot of job postings, the country seeks to employ tired legs rather than young energetic and vibrant souls. We are simply looking for people who have sat in offices longer than others rather than looking for people who can radically change institutions for the better. Looking at a lot of job adverts in Zambia, it’s quite clear that it’s not talent we are after. Therefore those who need to be in employment are either misplaced or languishing amongst the unemployed. When contacted, Kitwe Town Clerk Mbulo Seke said the council had received the proposal from the booth operators and it would be presented to the council administrator. “Yes, they proposed that they should be paying K100. It is just that we don’t have a council. If we had a council, we could have presented it. When the Administrator comes, we will present it to him,’’ Mr Seke said. And speaking during a meeting with the booth operators, Ms Siabula said the PF would always engage the local authority and other stakeholders in addressing the challenges which youths and street vendors were facing. Ms Siabula said youths and street vendors were working hard to make ends meet and so it was important that the local authority and other stakeholders handled them with the care of a parent. Ms Siabula said the local authority’s decision to remove the booths was not aimed at punishing them, but was aimed at saving the newly constructed road from compromising its physical integrity. She said the party would engage the local authority and the owner of the plot to consider adjusting the fence so that it could create a room for the booths.

A few months ago, Communication and Transport Minister, Mutotwe Kafwaya, warned of stern action against people allocating the land in question. Mr Kafwaya had directed the developers who were putting up structures in the area especially along the line of rail to demolish their structures before the law could visit them. KCC Public Relations Officer, Nelly Nkolongo, said the railway firm should find ways of securing the land. “There is no such project
like relocating the railway line and any one paying for the said land is doing it at owner’s risk," Ms Nkolongo appealed to residents to report any persons found demarcating the land in question to the Zambia Police. NON-PERFORMING Members of Parliament and councillors must be replaced by those whose works are practical and ready to support President Edgar Lungu’s agenda of hard work, a political and civil activist Kelvin Chipili has said. Mr Chipili noted that President Lungu was a hard working leader, but had been disappointed by non-performing MPs and councillors who must be ejected to pave way for those who were ready to coordinate efforts aimed at benefitting the residents and the country at large. He was speaking in an interview in Kitwe after a community meeting with residents of Twikatane Branch in Overspill area of Mulenga compound in Ndeke ward. Mr Chipili said it was sad that most councillors were being implicated in illegal sale of land, which had distorted the face of the city. He said Kamfinsa constituency had continued to lag behind because the previous MPs in the last 15 years had not served the interests of the people. Mr Chipili is eyeing Kamfinsa constituency on the PF ticket. “Under-performing MPs must be replaced by those whose works are practical and ready to support the agenda of President Lungu of infrastructure development, poverty alleviation through empowerment of women and Youths,’’ Mr Chipili said. In the 2021 elections, Mr Chipili said President Lungu must be given practical MPs and councillors to deliver development and not representatives who would end up tarnishing the name of the party.Mr Chipili said his interest was to support various projects and help the vulnerable people in various parts of Kamfinsa. He said it was after seeing his passion to see that people’s lives were improved that the community started to persuade him to stand as parliamentary candidate in 2016, but he had to pave way for the incumbent MP Elario Musonda. “Even after paving way for Mr Musonda, I continued with various community works like supporting small projects of women and youth empowerment, helping out during funerals and other projects. “If given chance to stand as MP, the people of Kamfinsa will make their choice on who should be their MP depending on how they know them and how they relate. NITED Party for National Development (UPND) in Livingstone has called on youths to ensure they acquire the green National Registrations Cards (NRCs) so that they can contribute to national development and governance issues. UPND Livingstone District
UPND URGES YOUTHS TO OBTAIN NRCS Youth Chairman for politics and security, Phillip Musela said there was need to educate young people on the importance of obtaining an NRC, hence his party’s resolve to stimulate interest. The Ministry of Home Affairs has embarked on mobile registration exercise which
is expected to end in October with a projection of 1.5 million new NRCs to be issued. Mr Musela said NRCs were of paramount importance and such, youths needed to be reminded on that need. “We are going to educate the young people that have reached the age of obtaining an
NRC. It is only youths who can share the future of this country if they get their national identity document,” he said. Mr Musela told the Daily Nation in Livingstone that acquiring an NRC was a mandate that every Zambian must fulfil for easy national identity and for participating in voting.
“Some of the young people, who live in far flung areas get discouraged to go to NRCs offices because they get up early in the morning and walk about 10 kilometres only to be told that the offices are closed,” he said. Mr Musela was hopeful that more young people would

acquire the NRCs during the mobile registration exercise. The 2020 mobile registration exercise would be conducted in a two-phased approach of 40 days each due mostly to the time constraints. Phase one would cover Luapula, Northern, North-Western, Copperbelt and Eastern provinces while the second phase would cover Western, Southern, Lusaka, Central and Muchinga provinces.

YOUTHS should take advantage of the on-going mobile issuance of national registration cards (NRCs) to prepare themselves for the voter registration ahead of the 2021 general elections, Ikeleng’e District Commissioner (DC) Abuid Kawangu has urged Mr Kawangu said that youths would only be able to exercise their democratic right of voting for leaders of their choice in next year’s general elections if they obtaied NRCs. The Dc was speaking when he congregated at Mwininyilamba Catholic Church on Sunday. He said the ongoing mobile issuance of NRCs provided the youth with the best opportunity to obtain NRCs. He said Government attached great importance to the role young people played in democracy and hoped that the youth would effectively participate in next year’s elections. “The mobile issuance of NRCs has already started and I would like to take this opportunity appeal to young people to take advantage of this important exercise to obtain NRCs so that they can be eligible to vote in next year’s elections,” he said. Mr Kawangu called on civil society organisations and traditional leaders to sensitise the general citizenry on the ongoing exercise. He said after obtaining NRCs, people wouldf be in a better position to take part in the voter registration exercise. Mr Kawangu also took advantage of the event to sensitise the people on the dangers of COVID-19. He said the pandemic was real and therefore there was need for people to adhere to preventive measures in order to avoid the spread of the virus.

BIOLOGY: Nervous System NERVOUS SYSTEM At the of this lesson, learners should be able to: Describe nervous system, identify basic functional units of the nervous system and explain the function of the brains. The Nervous System Ø This is a system of coordination in animals made up of the brain, spinal cord and nerves. The brain and the spinal cord together make up the central nervous system (CNS) while the nerves make up the peripheral nervous system (PNS). Ø Nerves that are joined to the brain are called cranial nerves while those that are joined to the spinal cord are called spinal nerves. In the nervous system messages are transmitted in the form of electric impulses also called nerve impulses. Figure 2: Human Nervous System
Neurons The basic functional units of the nervous system are neurones or nerve cells. Types of neurones include sensory, relay (connector, intermediate, multipolar, pyramidal) and motor neurones

Synapses Ø A synapse is a junction between two neurones. The neurones at the synapse are not joined to each other but have gaps between them called synaptic gaps (synaptic clefts). The following passage describes how a nerve impulse moves across a synaptic gap: 1 An impulse arrives at the synapse 2 At the end plates, there are vesicles (tiny sacs) containing a chemical (neurotransmitter). 3 The vesicles fuse with the cell membrane (presynaptic membrane) and the chemical is released into the synaptic gap. 4 The chemical diffuses across the gap and the impulse restarts at the other side. Reflex Actions Ø A reflex action is an automatic and stereotyped response to a stimulus. Reflex actions are often quick, but some of them are slow. Ø Examples of quick reflex actions include: • Withdrawing of a hand from a hot object • Jumping up after sitting on a pin • Blinking when an object approaches the eye • Knee-jerk reflex • Shedding of tears when an object enters the eye.
Conditioned Reflex Ø A conditioned reflex is a response that results from learning or training. The response given during a conditioned reflex is not related to the stimulus but the animal associates it with a related stimulus after being trained to do so. The Brain The brain is the enlarged anterior end of the spinal cord. It is made of three regions which are: (i) Fore brain (cerebrum, hypothalamus, pituitary gland and olfactory lobe) (ii) Mid brain (optic lobe) (iii)Hind brain (medulla oblongata and cerebellum) Figure 7: The Human Brain

Functions of Brain Parts Medulla Oblongata: This links the spinal cord and the brain and conducts nerve impulses between these two parts. It controls automatic processes such as heart rate, breathing rate, swallowing, salivating, sneezing and coughing. Cerebellum: This controls co-ordinated movement, helps maintain posture and also controls the sequence of activities involved in dancing, acrobatics and playing of musical instruments. Hypothalamus: Sometimes regarded as the centre of homeostasis, this contains centres which control thirst, hunger and thermoregulation. Pituitary Gland: This links the central nervous system and the endocrine system. (Refer to notes on the endocrine system for the hormones it secretes and their functions) Cerebrum: This is the largest part of the brain and is the centre of intelligence, memory, language and consciousness. It has both motor and sensory areas. The motor areas control voluntary movement. Sensory Neurones These are neurones that carry impulses from sense organs (receptors) to the central nervous system. A receptor is any organ that detects a stimulus and converts information about it to electrical impulses. An upper Sharia court in the Hausawa Filin Hockey area of the state said Yahaya Sharif-Aminu, 22, was guilty of committing blasphemy for a song he circulated via WhatsApp in March. We already know what some of the issues are, we just need to start addressing them. Some of them, we started addressing them even before the league was closed because of the pandemic," Mulenga said.
