HE police in Lusaka have assured the Chinese community that their lives and properties are secure in Zambia. The assurance comes after four Chinese nationals were brutally murdered and their warehouse set on fire in Lusaka’s Makeni area. The incident sent fear in some Chinese nationals who expressed concern over the incident. But Lusaka Province police commissioner Nelson Phiri has assured all Chinese nationals living in Zambia that government has a responsibility to protect them and their property. Speaking during a funeral mass for the deceased Mr. Phiri noted the incident was highly regrettable. “As police we are mourning with our Chinese brothers and sisters and we want to assure you that police is here to protect you and your property,’’ he said.

And Mr Phiri said investigations are going on well as two suspects are already in custody. “We are closely following up the issue and so far we have two people in custody and we would also like to assure you the Chinese Community in Zambia that the perpetrators will be brought to book,’’ he said. ‘Local firms can assist restructure domestic debt’ By BUUMBA CHIMBULU

LOCAL firms should assist Government restructure the K26.3 billion domestic debt if they feel side-lined with the engagement of Lazard which has been contracted to restructure external debt. Zambia has hired Lazard Freres Gestion of France for US$5 million to restructure the US$11 billion foreign debt over a three-year period, a 0.05 percent of the entire foreign debt portfolio. Mr Mutisunge Zulu, a financial analyst, said If local technocrats feel side-lined, they could assist the Ministry of Finance restructure domestic arrears of K26.3 billion for even five basis points. Mr Zulu said the debt restructure cake was massive because domestic debt also remained a concern. He explained that external debt restructuring was a complex and technical process involving travel to communicate and engage creditors, legal fees and other expenses. “I imagine Lazard will have to trace key creditors holding dollar bonds or engage the biggest creditors, the Chinese to suggest deferrals or some sort of lengthened duration. “Suffice to say there are few to no firms in Zambia that would restructure the nation’s external debt let lone any with a track record as Lazard. Lazard scored 95 percent on technical competence and also had a very solid financial standing,” Mr Zulu said in an interview. Mr Zulu said Zambia’s bold step to take debt advisory seriously sent the right signals towards restoration of fiscal fitness. He stressed that the Zambian authorities had made a very positive step towards solving an economic crisis. “Politics will come to play with criticism which is constructive, the Minister of Finance is onto the right path as unpopular as it may seem,” Mr Zulu said. The Hichilema-backed camp has since declared Mongu, a no-go area for Members of Parliament Imakando Mwilolala, Kapelwa Mbangweta as well as Romeo Kan’gombe as they were marked for lynching by UPND members at any place anytime. According to an insider, Mr Hichilema was peeved by Mr Nkombo’s decision to dissolve the provincial executive committee and secretly reached out to the Musangu Njamba-led team and allegedly offered them money and vehicles to stay on and fight for their positions. The youth team of the dissolved executive took this to heart and mercilessly attacked and scuttled the new executive’s meeting where several people were beaten. In follow up investigations, it has been revealed that Mr Hichilema’s reversal of the hasty

decision to dissolve and replace the former executive committee accused of presiding over rampant defections to the ruling Patriotic Front was done behind Mr Nkombo’s back. Fault lines have since been widening in the UPND as it has come to light that the decision to dissolve the provincial committee which was led by Mr Njamba as announced by Mr Nkombo had no blessings of Mr Hichilema. A party insider who sought anonymity has revealed that instead of boldly presiding over the impasse, Mr Hichilema called Mr Njamba behind the back of Mr Nkombo and the entire national executive committee to assure them that he had no hand in their dismissal. He said Mr Njamba first ignored Mr Hichilema’s phone calls until an intermediary who communicated in both English

and Mbunda called him, asking him to pick-up Mr Hichilema’s phone call. “During the phone conversation, Mr Hichilema could be heard inviting Mr Musangu to Lusaka for a face to face meeting to resolve the problem. Mr Musangu however, turned down Mr Hichilema’s phone call stating that Mr Nkombo’s announcement was a public humiliation for him and therefore, he had no time for private resolutions,” the source said. He said the former provincial youth chairman, however, travelled to meet Mr Hichilema at his residence from where he allegedly returned to Mongu with a Toyota Spotero, an inducement to pacify him so that he did not carry out the threats he issued to the party in a recording that was circulated on social media. “Mr Hichilema then sent

some money to the deposed faction to be used for party mobilisation. A finished Toyota Harrier with a bad suspension was also sent to Mr Musangu Njamba from Mr Hichilema to kill-off the ensuing hostility which was looming between Mr Musangu and MrMbangu over the Toyota Spotero,” the source said. According to the source, this is the beginning of confusion because Mr Hichilema had created two rival camps because two individuals that have been publicly fired by the national executive committee were the ones that the UPND leader decided to give money for provincial mobilisation and party vehicles. “This simply means that the new leadership elected by the national elections committee headed by Mr Garry Nkombo namely Akepelwa and Romeo Kan’gombe, provincial chair-

person and youth chairperson respectively have no blessing of HH,” the insider said. “But the problem is that HH has failed to face his national executive committee so he has simply sanctioned the dissolved committee to get their positions back by hounding out the interim executive,” he said. And in a separate recording, the deposed provincial party chairman could be heard saying that from now on, the youth should beat whoever will pose as interim committee because the old committee was the only committee that has the blessings of the president HH. Meanwhile UPND spokesperson, Charles Kakoma has refuted claims that the old Western Province committee was back in the office. Mr Kakoma said the intrim committee which was put in place party leadership was still

‘Mechanised gold mining way to go’ By SILUMESI MALUMO

IF Government wants to achieve recovery of gold on a high scale in Kasenseli and other areas, it needs to allow mechanised mining because the resource is not entirely found on the surface, the Small-Scale Miners Association of Zambia has said. It’s president, Mr Kunda Chani said the majority of small-scale and artisanal miners the practices mostly involved panning to recover the gold from alluvial which cannot work effectively in recovering of the targeted 40, 000 kilogrammes of the resource. Mr Chani said: “The combined exercise across by small-scale and artisanal miners if they are using traditional methods would be a bit challenging to attain the required target which is needed to be achieved annually.” He said in an interview that Government must invite the corporate world so that gold mining licence holders can access financial support and machinery for mining gold. This is the only way the small-scale and artisanal miners would up production because panning itself would not help to mine the required gold. Mr Chani was responding to ZCCM-IH chief executive officer Mabvuto Chipata who said that Kasenseli gold area would be owned 100 percent by Zambians. Mr Chipata indicated that ZCCM-IH had partnered with the gold licence holders and the chiefdoms to mine gold in the area. He said ZCCM-IH was in hurry to ensure that 40, 000kg of gold which was a target annually was attained. But Mr Chani emphasised that it was important that the small-scale and artisanal miners were equipped with the machinery so that they can be able to mine gold underground to ensure the 40, 000kg is attained. Meanwhile Mr Chani said the 100 percent ownership of gold mining should not only be at Kasenseli but be rolled out to other gold areas. He said Kasenseli should be a model which must be rolled out to all areas so that the gold mining can be done by Zambians. Mr Chani also challenged hosting communities not to stop other interested parties who want to mine gold because the resource was for every Zambian.

PROTECT PUPILS WITH examination classes now running across the country, learning institutions must be replete with essential requirements such as face masks, hand sanitisers, soap, buckets and running water. School head teachers and other members of staff must not only monitor adherence to health guidelines, but must also observe and implement such guidelines. They should put preventive measures into practice as they stand as role models to pupils; they must be exemplary. In fact, all lessons must start with sensitisation on Covid-19 so that correct information about the pandemic sinks deeper into the minds of pupils. It will be ideal for teachers to dismiss misleading mysteries and distorted information about the pandemic, especially the contorted notion that Covid-19 only afflicts the affluent communities and regular travellers. Covid-19 is real, fast-spreading, highly -infectious and the virus can affect anyone, anywhere! Teachers must particularly emphasise the imperative need to practice social distancing, which has proved to be a challenge in many areas. Perhaps, pupils must be tutored in such a way that they become ambassadors of Covid-19 awareness programmes. If this is done, correct information will ultimately filtered into communities because the pupils will be able to get the awareness into the households. Yes, Covid-19 is highly infectious, but the social and economic sectors ought to continue running, the reason why Government resolved that examination classes should resume. Obviously, the process of re-opening critical institutions is being done gradually. Depending on how the grades seven, nine and 12 will respond to guidelines, Government will decide whether to allow all the pupils back into schools or not. Going by the “new normal” Government is likely to direct the full scale resumption of learning and hence parents must prepare adequately. The resumption of classes will not only end at primary and secondary levels, but is likely to be extended to the tertiary institutions. Implementing preventive measures will be much easier in colleges and universities because the elderly will be able to take the matters much more seriously. The biggest hurdle though is the inadequate space in boarding facilities in some higher institutions of learning. Therefore, the responsibility of ensuring high compliance levels should not rest on administrators in these institutions, but also on learners themselves. However, statistics so far point to the act that Covid-19 is manageable in Zambia, going by the recovery rate thus far. As of yesterday, 912 people have recovered from the cumulative cases of 1, 089 since the disease was detected in March, this year while active cases stand at 170. Only seven people have died and most, if not all, had underlying conditions. Comparatively, in the United States of America (US), the biggest economy on earth, 106, 241 people have died from Covid-19. The US has recorded 1, 839, 119 cumulative cases, which are still racing up while only 599, 875 have recovered. Zambia’s record, therefore, should inspire all citizens to remain compliant and remind defiant individuals to be more responsible. The fight against Covid-19 is everyone’s responsibility more so because Government is gradually lifting restrictions to allow the social and economic sectors to continue running. Yesterday, children started flocking to schools and this presents a litmus test for the country on how this global pandemic will unfold at this particular time. Therefore, protect the pupils and all the children!

Mr Nkhuwa said as long as there was a government in power the private power supply company should not disconnect power to KCM which was a strategic company. The minister was reacting to CEC’s decision to start the process of disconnecting power supply to KCM to protect and “enforce its commercial rights as a business as well as to ensure that it did not engage in reckless trading.” But Mr Nkhuwa in an exclusive interview yesterday, said as long as there was a government in place recklessness would not be tolerated.

He said CEC does produce power and that the power being supplied to the mines was from Zesco, and therefore, operations would continue normally. “To say the truth there will be no disruption of power, that power is generated by Zesco and its Zesco selling that power to KCM. “And I signed a Statutory Instrument declaring that CEC power lines are common carriers meaning that they will carry power at a fee, so there will be no disruption, unless Government is not there,” Mr Nkhuwa said. CEC, Mr Nkhuwa stated, must know that the power being supplied was coming directly from Zesco and only its infrastructure was being used to supply to the mining

firm. “CEC does not generate power, it’s just a middleman,” Mr Nkhuwa reiterated. In a statement yesterday, CEC senior manager corporate communication, Chama Nsabika said as a listed business, CEC had an obligation to its shareholders to preserve whatever value was left of its business at this stage. Mr Nsabika said without this action, the continuing risks may cause irreparable damage to the business. He pointed out that the decision by CEC comes on the basis that currently the corporation had no contractual basis to continue providing a service to KCM and that the mining

company’s outstanding indebtedness to it of about US$144 million as at the end of May 2020 remains without an agreed solution between the parties. “This decision has been taken to protect and enforce CEC’s commercial rights as a business and ensure that the company does not engage in reckless trading. “As a responsible business and corporate citizen, CEC will not interfere with or endanger any national assets or those of its customers. CEC’s interest at all times is to ensure that its business and that of its customers operate optimally and to each party’s best interest, having regard for the mutual obligations that underpin commercial business relationships.

Govt links schools to health facilities

SCHOOLS have been linked to health facilities to manage any event of Covid-19, Ministry of Health Permanent Secretary for Technical Services, Kennedy Malama has said. Dr Malama said health personnel were conducting surveillance in schools following the reopening of examination classes yesterday. Speaking during the Covid-19 update yesterday, Dr Malama said Government had put in place measures to ensure that learners and teachers were protected against Covid-19. “Each school has been linked to a health facility. And surveillance by health personnel is ongoing,” Dr Malama said. Meanwhile, Dr Malama said the country had recorded 32 cases from the 3, 361 tests conducted in the past five days. He said the new cases included two contacts to known cases from Lusaka, six from routine screening comprises Lusaka five and Ndola one, 20 truck drivers and four cases from community screening in Nakonde. He said the cumulative number of cases were now 1, 089 while 133 patients had been discharged. And Dr Malama said on the Copperbelt, the spread had evolved in more districts than any other region in Zambia.

Mr Simuwelu said it was illogical for Mr Kambwili to ask the government to start wast-

ing money on a Commission of Inquiry when everyone, including children, know that Covid-19 is real. "We feel our brother Mr Kambwili is not in his right state of mind to call for a commission of inquiry on whether Covid-19 exists or not when people are dying every day," Mr Simuwelu said. He said Mr Kambwili maybe be having mental challenges and there was urgent need for a checkup. Mr Simuwelu said Covid-19 was a global pandemic and that it was sad for Mr Kambwili to suggest it did not exist. "You know our brother

Zesco, Zesa use 11.45bn metres of water By OLIVER SAMBOKO

ZESCO and Zesa of Zimbabwe have so far used 11.45 billion cubic metres of water for power generation, from the 23 billion allocated to them at Kariba Dam this year. Zambezi River Authority (ZRA) chief executive officer Munyaradzi Munodawafa disclosed that as of May 27, 2020, the water level at the manmade lake was 480.77m, signifying 37.6 percent of water for electricity generation. Mr Munodawafa said in a statement that during the period January, 1 2020 to May 27, 2020, 11.45 billion cubic metres was utilised by the

two power utility companies. "Water utilisation for power generation at Kariba during the period 1st January, 2020 to 27th May 2020, was at a total of 11.45 billion cubic metres, representing 34 percent of the gross inflows over the same period last year," Mr Munodawafa said. He said the dam has now 24.40 billion cubic metres of stored live water with the lake being 5.27m above the minimum operating level (MOL) of 475.50m. Mr Munodawafa said ZRA would continue monitoring and balancing between the increase in lake inflows with the need to ensure a steady buildup of the reservoir stor-

age for purposes of power generation, and the uncertainty regarding the rainfall performance under the upcoming 2020/2021 rainfall season. Mr Munodawafa also said the ZRA would maintain the water allocation to the two power utilities at Kariba for this year to ensure continued availability of water for power generation at Kariba for the remaining months of the year 020 and beyond. "The authority will continue to monitor the hydrological situation in the Kariba catchment and water levels at Kariba Dam and keep the public accordingly informed," he said. Meanwhile, the two main

hydrological Gauging stations, Chavuma and Victoria Falls started receding. According to Mr Munodawafa, the Zambezi River flows at Chavuma and Victoria Falls are now in recession as expected during this time of the year with the 2019/2020 rainfall season having now ended. He said flows recorded at Victoria Falls rose from 349 m3/s at the start of January 2020 to a peak of 4,289 cubic meters per second (m3/s) recorded on May 3, 2020 before recording a second upswing which started in mid-April 2020, mimicking the double peak at Chavuma four weeks later.

The PF has branded individuals and organisation politicising the fight against the pandemic as useless jokers who did not mean well for the country. Kasama Central Member of Parliament, Kelvin Sampa, said the people making allegations that Covid-19 fight was just a cover up to make money, showed that such individuals did not mean well for Zambia. He said in an interview that it was wrong for the opposition to spread false information of the pandemic when cases were being documented and disseminated worldwide. He regretted that the opposition and allies were shooting down Government’s efforts to mitigate the pandemic. Mr Sampa said ordinarily the opposition leaders should have been standing with Government to fight the pandemic,

but they had opted to trivialise a global issue. "It's clear that these people do not mean well for Zambia and its people. How can they say Covid-19 is just a cover up for people in Government to fatten their pockets? This is why we always say the current opposition in Zambia is nothing to write home about. These are just jokers. "The same people who are today shooting down the efforts of Government are the ones who will come out to condemn when numbers go up that Government is not serious," he said. Government, he said, acted on time when the pandemic hit as seen from the low numbers of infections compared to other countries. "This should tell you that Government under the able leadership of His Excellency President Lungu means well for the Zambians," he said. VERYONE is talking about the Lazard banker and Zambia affair for an array of reasons. For three years, debt has been ballooning and now stands at $11.23billion yet the debate about sustainability has been a very topical one. The vibes from the authorities has always been one that has been skewed toward believing debt is manageable but with more emphasis on the use of proceeds, infrastructure spend. It is about a dry point of construction that infrastructure development is good for economic benefit but the mismatch between the benefits accruing and the repayment of obligation is what is causing pain in the Zambian fiscals. Never in the history of Zambia has it been vivid that debt is unsustainable, an assertion the International Monetary Fund has had for 3 years. This has led to assymetries in the calculation of debt to GDP. With a disease pandemic deepening crisis a result of COVID19, Zambia’s fiscal posture has deteriorated necessitating the need for bail out assistance. If Zambia had taken drastic steps to address debt sustainability 3 years ago, it would be completing the first IMF program in 2020. With resource reallocation to public health from other sector of the economy causing shriveling production possibilities, debt to GDP has swelled to circa 91% given a weak exchange rate. Debt repayments expected for 2020 total roughly $1.6billion which will constrict growth prospects should the copper producer not get any reprieve from moratoriums or cancellations from private creditors. Zambia approached the IMF in March for COVID emergency support and a bailout package but was advised to reorganize its widening debt. Bonds maturing 2022 totaling $750million are the biggest concern for the nation because international capital markets are already pricing in default inferring from the credit default spreads blowing out over 5,000 basis points making Zambia’s bonds the worst performing emerging and frontier market assets. However the uncertainty around the three year period remains with a 2021 election on the horizon with bleakness as to how elections will be funded and a 2022 bond maturing. These in fact are what the dollar bond market is pricing in hence the widening spreads. A lot of things are running through minds of analysts key of which is what will debt restructure look like especially for eurobonds. Well that’s why Lazard were hired. In conclusion, Zambia’s bold step to take debt advisory seriously send the right signals towards restoration of fiscal fitness. Politics will come to play with criticism which is constructive, the Minister of Finance is onto the right path as unpopular as it may seem. The Zambian authorities have made a very positive step towards solving an economic crisis. VER the last four months (July to October 2019), the price of Zambia's staple food (maize and mealie meal) has been on an upward trend. This is largely due to an open system allowing farmers to sell maize at market value. A healthy situation. Government on the other hand has continued to procure agricultural produce from farmers as per tradition (at slightly lower prices) to beef up food security through the Food Reserve Agency. This market value or cost reflective tag has led to an increase in mealie meal prices for the consumer. It's a bitter sweet tale of sorts in that the farmer is getting value with every drop of sweat and the consumer (mostly in urban areas has to forego certain

luxuries to meet the cost of nshima.) The PF government's open market policy has created a conducive environment for sector growth. For decades Zambia has enjoyed government subsidies on food and essential services such as electricity. With time, these subsidies have been reduced and in some cases withdrawn to ease the burden on the national treasury. The adjustment process is never seamless but is a necessary measure. We need to ask ourselves; "Who feeds Zambia?" "At what cost do they do it?" "Do they make a profit out of it?" The answer to each of these three questions will in turn determine whether or not the current price of mealie meal is justified. Zambia is largely fed by subsistence farmers most of whom are in rural or outskirt areas of

the country. President Edgar Lungu and PF government has tossed the coin and it is still spinning. The farmer's side of the coin is finally facing upwards. The farmer has for the first time sold his maize at the market price. This has put more money in his pocket. This has stirred a production movement and an increase in the number of persons putting hoe to ground. The right formula has been found and a balance struck. An increase in agricultural output will mean; *A reduction in prices of agro produce and increased exports. This in turn becomes a self-regulating or market driven sector of the economy. *An increase in industries manufacturing farming equipment, fertiliser and other inputs, *An increase in demand

for packaging materials such as sacks The ultimate result is new jobs, new income streams and a broadened tax base all with an aim of enhancing the nation’s quality of livelihood. The increase in mealie meal prices is therefore a blessing in disguise whose benefits will be appreciated beginning next harvest season. The availability of these financial services have made people’s lives easy. This is because they enable people conduct various business transactions. These include sending and receiving money, buy talk time, pay for utility bills notably water and electricity. Through mobile money service, people can pay for DSTV and GOTV. Mobile money booths are everywhere including residential areas as potential clients can just go to a booth within the vicinity of their homes and conduct the transaction without the hastle of standing in the queue for the service. Unlike banks, mobile money service providers charge minimal fees for the business transaction

The booming mobile money business are benefiting many Zambians through creation of employment opportunities especially among the youth and also financially empowering the entrepreneurs in this line of business. Dear Editor, I WRITE to urge our councillors to think of building operational offices in their various wards for easy accessibility. The issue of getting our councillors either at their residential homes, council offices or on their mobile phones whenever residents have issues to bring to their attention has become a thorn in the fresh of most of them. It is for this reason that councillors should try and build offices where they can easily be reached by the public. The councils are not short of land to allow for such in the wards countrywide. Dear Editor, ZAMBIA has been blessed with abundant precious minerals which if well protected and managed will surely see our country having a strong economy. For years we have been getting a raw deal from the mines over our precious minerals stolen from us by the so-called investors taking advantage of the Mines Act which clearly does not really serve the interest of the nation and people. The Mines Act was tailored to suit the interest of colonial masters and their generations to come hence the need to urgently revisit the legislation if truly we are to appreciate and protect the value of our mines and precious minerals. What is so funny is that we have allowed people to steal our precious minerals in broad daylight using exploration minning licences when on the ground they are busy mining our minerals and shipping them out. Why are we giving exploration mining licences with an abnormal time frame of about five to 10 years yet we expect our precious minerals to be protected? With modern day technology at play exploration should never take more than a year hence the need to restrict exploration minning activities if we are to protect our minerals. It is laughable to see that our minerals are shipped out in large quantities in the name of going for laboratory testings and verification something that should be done here if not then restrict quantities to be shipped out. Why have we allowed the so-called investors to continue mining in the name of carrying out exploration mining activities when modern technology allows drones to carry out exploration? What is more shocking is the fact that we have mining engineers that are expected to inspect and give detailed reports to protect our minerals, making sure the government does not get a raw deal. I wonder why we still seem to have problems. I wish to appeal to our law makers regardless of their olitical affiliations to be more patriotic by considering to redefine the Mines Act so that it suits the interest of our country Zambia and people. PUBLIC ONLINE PAYMENT ROLLED OUT TO CB By MUYANI SHINJABALE

N online payment portal for public services has been rolled out to the Copperbelt to make transactions efficient and more convenient. The Ministry of Finance and Smart Zambia unveiled the Road Transport and Safety Agency (RTSA) online payment solution under an integrated system called the Government Service Bus (GSB). Deputy Secretary to Cabinetm Martine Mtonga, said payments would be done using a debit card or other mobile service means to avoid the queueing up at various Government institutions to access a number of services.

Dr Mtonga, who is also the Smart Zambia National Coordinator, said the payment would be made using mobile service providers such as Zamtel, Airtel, MTN and ZOONA. He said the innovation had started with RTSA where four services such as the road fitness, road tax, licences and renewal of licenses were fully online. Dr Mtonga was speaking when he paid a courtesy call on the Copperbelt Minister Japhen Mwakalombe in Ndola yesterday. Mufumbwe chief counsels teachers By JACKSON MAPAPAYI PARENTS and teachers must ensure that Covid-19 preventive measures are strictly followed in schools, Chief Kizela of Mufumbwe has said. The traditional leader said in an interview that schools must maintain high standards of hygiene as well as seeing to it that water buckets and soap were in strategic places. Chief Kizela said screening services should be available in schools in order to quickly isolate any pupil found positive. “I am calling on all parents and teachers to ensure that all preventive measures that have been put in place are followed so that we avoid the spread of Covid19,” he said. Chief Kizela said the fight against the pandemic should not be left to Government alone but that it needed concerted efforts from all sakeholders. He called on Government to quickly carry out orientation for teachers and that all the people needed to adjust to the new normal and strictly adhere to the preventive measures. “This is key because teachers need to know the dos and don’ts,” he added.

SOCIAL DISTANCING A CHALLENGE - LSTONE DEBS By ANDREW MUKOMA

IVINGSTONE has recorded high compliance levels among learners across primary and secondary schools, except social distancing which is proving a challenge. This follows the reopening of examination classes yesterday. District Education Board Secretary, Eiden Kambunga, said inspections conducted in institutions showed that pupils were complying with health guidelines while institutions had prepared water buckets, sanitisers, soap and face masks. Mr Kambunga says that pupils were wearing face masks and adhering to other medical requirements. However, Mr Kambunga said that social distancing needed to be emphasized as some pupils could not manage. Mr Kambunga told the Daily Nation in Livingstone that social distancing was a challenge among the young ones. "Our schools have opened and so far so good. The compliance levels are perfect, It is just the social distancing where we are still sensitizing the learners especially the young ones. "We are advising them to say even if they your friends, this time around, you need mantain some distance... otherwise, all is well," Mr Kambunga said.

Unprepared Chibombo school admin upsets PEO By KETRA KALUNGA

THE levels of unpreparedness at Mukalashi primary and secondary school in Chibombo has disappointed provincial education officer (PEO), Jenipher Chishimba Banda. The Central Province multi-sectoral team on Covid-19 during an inspection yesterday morning found the pupils had no face masks and were arranging desks and cleaning the surrounding. Ms Banda lashed out at the school management for not showing commitment towards work. She said was saddened by the conduct of the school management and teachers, who she accused of displaying lack of passion for the learners. The multi-sectoral team was led by the provincial minister, Sydney Mushanga. “It’s like you were not privy to the information that you needed to meet and plan for re-opening, it’s like you heard about it today (yesterday) when this was announced about a month ago,” Ms Banda.

Ms Banda said the attitude from teachers at the school was as a result of not wanting to stay near the schools but rather demanding that they should be commuting. She said teachers had no passion for the leaners because they chose to keep themselves safe by wearing face masks when the pupils had none. "This does not show that you have passion for learners, how can you yourselves be safe and the learners are not safe," Ms Banda wondered. The PEO said even before Government comes in to provide the face masks, the teachers at the school should have engaged the parents to buy the masks for their children. And Mr Mushanga urged teachers to take the lead in ensuring that all the guidelines were met in the first week of re-opening schools. Mr Mushanga also directed all schools in the province to provide orientation to pupils in the same week.

19 / Daily Nation, Tuesday 2 June, 2020 JOHANNESBURG - The Covid-19 crisis has provided an opportunity for government to reform its state-owned enterprises, so much so that President Cyril Ramaphosa is optimistic about the future of troubled entities SAA and Eskom. During an address to the South African National Editors’ Forum on Sunday, Ramaphosa shared views on the restructuring of the SA economy for a new normal post Covid-19, and addressing issues at state-owned enterprises (SOEs). “Covid-19 will give us greater capacity to reset, reposition and even repurpose SOEs,” he said. Speaking about SAA, which entered into business rescue in December as it faced a liquidity crisis, Ramaphosa said that the process is reaching a point where we could move forward with a new airline. SAA’s business rescue plan was due to be finalised this past week, but business rescue practitioners have asked for an extension till June 8, Fin24 previously reported. “I am pretty gung-ho about a future of a new South African Industry, and I am also gung-ho about the future of the aviation industry,” the president said.

Sugar imports rise 23pc in first four months NAIROBI - Sugar imports in the first four months of the year rose 23 percent compared to a similar period last year despite a slight increase in local production. According to the Sugar Directorate, imports of the commodity between January and April stood at 184, 677 tonnes compared to 150, 302 tonnes in similar period the previous year. The growth in imports came amid a 13 percent increase in local production attributed to a slight improvement in raw material supply. All the private mills, except Olepito, registered improved productivity in the review period. “Sugar imported in January-April 2019 totalled 184, 677 tonnes against 150, 302 tonnes in the similar period last year, a 23 percent increase, attributed to high table sugar imports in the review period,” said the directorate. According to the regulator, April registered a decline of 14 percent in imports due to logistics challenges brought about by Covid-19 restrictions put in place to tame the spread of the virus that emerged last December in Wuhan, China. During the month, table sugar imports stood at 25, 509 tonnes while industrial sugar type was at 6, 303 tonnes. Common Market for Eastern and Southern Africa states supplied Kenya with 22, 378 tonnes while East African Community provided 3, 080 tonnes while the rest of the world delivered 5, 853 tonnes. The ex-factory sugar price was Sh4, 235 at the beginning of the year before increasing to Sh4, 295 for a 50-kilo bag in February to end the review period at Sh4, 417 in April. Total sugar sales in the review period were 193, 532 tonnes compared with 180, 979 tonnes sold in similar period last year, a rise of seven per cent. Covid-19 changes everything, it will change many things and the way our economy functions,” he said. He stressed the importance of restructuring the economy, to be aligned to deal with the challenges facing society. “We have been operating under an economy which has been colonial and racist, over the many years,” he said. The economy must respond to poverty prevailing in the country and be one that creates jobs. “Covid-19 gives a stronger rationale to transform and restructure the economy,” Ramaphosa explained. – FIN24.

JOHANNESBURG - Africa’s biggest fund manager, the Public Investment Corporation, is willing to convert more than R90 billion of Eskom’s debt into equity. The proposal has been submitted to South Africa’s National Treasury by the PIC and its main client, the Government Employees Pension Fund, chairperson Reuel Khoza said in an interview. The PIC, which manages over R2 trillion, worked on a similar proposal in 2018 and 2019, people familiar with the situation told Bloomberg in July last year. The GEPF has invested some extra cash into Eskom directly, Khoza said. Eskom has about R450 billion in debt and its revenue doesn’t match service costs. It supplies almost all of South

Africa’s power. “Making Eskom work is a challenge for the nation, both public and private sector, and it should be all hands on deck,” Khoza said. “We’re working hand-in-hand with the GEPF, because we didn’t want to make offers we couldn’t back up. We’ve given a perspective of what can be done to resolve this conundrum.” The PIC’s initial plan for Eskom was delayed because of a commission of inquiry into the Pretoria-based fund manager, which in March found senior management flouted internal procedures and recommended sweeping changes to laws that govern the company. The country’s focus on measures to contain the Covid-19 pandemic also contributed to the slow progress, Khoza said.

Algeria suggests bringing forward OPEC+ meeting to June 4 MOSCOW/DUBAI/LONDON - OPEC President Algeria has proposed bringing forward the next meeting of the oil producing group and its allies, known as OPEC+, to June 4 from an earlier plan to hold it on June 9-10, according to a letter from Algeria to OPEC+ members seen by Reuters. Algeria’s Energy minister, Mohamed Arkab, said in the letter that he had held discussions with “some ministers” about bringing forward the dates, which would help “facilitate nominations.” The term “nominations” is used by OPEC’s de facto leader Saudi Arabia as well as Iraq and Kuwait to allocate crude to traditional buyers depending on demand. The nominations take place around the 10th of every month. In April, OPEC+ decided to cut its production by a record 9.7 million barrels per day, or 10 percent of global output, to lift prices battered by a drop in demand because of lockdown measures to stop the spread of the coronavirus. A drop in OPEC+ production combined with a record decline in output from non-members such as the United States and Canada helped lift oil prices towards $35 per barrel, although they remain at only half the levels seen at the start of the year. – REUTERS.

Cotton farmers seek US dollar payments HARARE - Several Zimbabwean cotton farmers are increasingly worried over the continued depreciation of the domestic currency and want to be partly paid in US dollars during the next marketing season, a survey by Business Weekly has revealed. Since the country scrapped the 1:1 peg between its quasi currency bond note in February last year, the official exchange rate has sharply declined from 2,5 and is currently fixed at 25. It is trading at around 65 to 70 on the black market. Prices of most goods and services track the parallel market rates. Under the circumstances, it would make sense if farmers are partly paid in a more stable currency, which also enable them to save given their earnings are seasonal, the farmers said. “It is not a secret that prices of goods and services are tracking black market rates and we feel it would be fair if we are partly paid in US dollars like tobacco farmers,” said Gibson Anyiri from Muzarabani, one of the country’s major cotton producing regions. Takemore Matemura, also from Muzarabani said it was critical that under inflationary environment, cotton farmers were paid “in currency that preserves value.” “Our major source of livelihood is cotton and we only get money once a year,” said Matemura, a beneficiary of the state’s free inputs scheme. “Paying in local currency, which is losing value almost daily will leave us vulnerable because we will be under pressure to spend before the money becomes worthless.

“What it means is that we can’t save for future purposes like school fees and other social needs.” Several farmers interviewed in other cotton producing areas such Hurungwe, Gokwe and Mazowe echoed same sentiments and appealed for the government to look into their situation. Tobacco farmers are paid 50 percent in foreign currency while the other half is paid in Zimbabwean dollars at the prevailing official exchange rate.

With the exchange rate fixed at 25, farmers are withholding their crop as evidenced by little deliveries of the crop to the tobacco floors. Farmers are also struggling to access hard currency from the local banks. The cotton season has not yet opened as Government is yet to announce the producer price for this year. SA POSTPONES REOPENING OF SCHOOLS OVER SAFETY CONCERNS JOHANNESBURG - South Africa has pushed back reopening of schools by a week, the Department of Basic Education said on Sunday, saying that a substantial number are not ready to welcome back pupils. The plan for grades 7 and 12, the last years of primary and secondary school respectively, to return yesterday backfired after teachers’ unions and governing associations urged school staff to defy the government order, saying schools did not have protective equipment to keep educators and pupils safe. KAMANGA, DR Congo - One of the main suspects in the murder of two UN experts probing mass graves in the Democratic Republic of Congo has been arrested after a three-year manhunt for the militia chief, officials said on Sunday. United Nations specialists Zaida Catalan and Michael Sharp, a Swedish woman of Chilean origin and an American man, were murdered in March 2017 in Kasai-central province. They had been investigating mass graves dug in a conflict between Congolese security forces and “Black Ant” rebel fighters in the central region of the DRC. The head of the local military prosecutor’s office told AFP that the suspect, Tresor Mputu Kankonde, was arrested on Saturday and was being questioned. “He is being prosecuted for several acts including the murder of UN experts. We have tried to arrest him many times since 2017 but he always got away,” said Lieutenant-Colonel Jean-Blaise Bwamulundu Kuzola. Thieves tunnel into liquor store, steal booze worth R300, 000 JOHANNESBURG - A Shoprite LiquorShop at the Newtown Junction shopping centre in Johannesburg has been robbed in bizarre fashion by thieves who tunnelled through a solid concrete floor to gain access. The robbery took place when the shop was closed due to the Covid-19 lockdown while the sale of alcohol was prohibited. The manager of the store discovered the theft – and a large hole in the ground – when she entered the store on Friday. She was returning to prepare for the store’s reopening yesterday under the easing of lockdown regulations to Level 3.

With alcohol in high demand during the lockdown, the store was secured throughout from the outside. But the thieves avoided the mall’s main entrance and instead used electrical and stormwater tunnels beneath the shopping centre to gain access to the area beneath the store. They then tunnelled through the solid concrete floor directly into the liquor shop to gain access undetected, Shoprite said. It was unclear how the thieves knew where to tunnel and how long it took them to get through the thick concrete floor, but they returned a few times to steal a large amount of stock.

According to Oswald Meiring, the Shoprite Group’s loss control manager, the thieves were first recorded on CCTV cameras on May 21, just 10 days before liquor sales were allowed yesterday. Footage from inside the store shows three suspects, although more may have remained in the tunnel to help move the large quantity of stolen liquor. Meiring said the thieves made off with whiskey, brandy, gin, cider, vodka and beer with an estimated value of R300, 000. A R50, 000 reward, subject to terms and conditions, has been made available for information which leads to a successful arrest. – NEWS24.

Pope makes anti-corruption spending rules mandatory in Vatican VATICAN CITY - Pope Francis has approved sweeping new rules for procurement and spending in the Vatican meant to cut costs, ensure transparent competition and reduce the risk of corruption in awarding contracts. An Apostolic Letter and 30 pages of new norms released yesterday are the culmination of a four-year process to rationalise spending procedures and tackle nepotism and cronyism. They come as the coronavirus pandemic has wreaked havoc with the Vatican’s finances, forcing it to implement some of the toughest cost-control measures ever. In his letter, Francis said the new norms would allow for “a considerable reduction in the danger of corruption.” The new rules mandate highly detailed, transparent procedures for awarding contracts for goods and services. Most Vatican contracts are with Italian companies. Documents leaked during the pontificate of Francis’s predecessor, Pope Benedict, showed that a Vatican department paid an Italian construction company

an exorbitant amount to build a nativity scene in St. Peter’s Square. An important change is the institution of a single list of approved suppliers for all Vatican departments, whereas previously each kept their own list. Professor Vincenzo Buonomo, rector of the Pontifical Lateran University, told the official Vatican News website that this measure would help eliminate favouritism, and ensure fair competition and economy of scale. Vatican sources have said that in the past, for example, they had to buy office supplies from a firm that had been used for years even though they were available for less elsewhere. Buonomo said the new norms would bring the Vatican into full compliance with the United Nations’ Merida Convention against corruption, which the Holy See signed in 2016. And Kawanu is confident that the Under-20 class of 2017 will graduate into helping Zambia qualify for the World Cup in 2022 to be hosted by Qatar. Having started this dream to qualify Zambia to the World Cup when he was appointed FAZ youth football chairman in 2012, Kawanu believes Zambia had what it takes to qualify to the global soccer showpiece. By SPORTS REPORTER THE 2019/2020 Wildcat Premier Futsal League (PFL) will not be completed as anticipated as it has been rendered null and void, Wildcat PFL chairman Tarak Mehta has said. Speaking after a meeting with club representatives at the weekend, Mehta said the PFL has been rendered null and void, owing to the outbreak of the deadly Coronavirus which has been declared a pandemic by the World Health Organisation (WHO). The decision to declare the league null and void denies the defending champions Automotive Futsal Academy who were dominating the 15-team league table with 67 points after 25 rounds of matches played, a chance to clinch their third consecutive title. “We had a meeting with clubs and decided to declare the league null and void,” Mehta said. “As an executive we haven’t been unfair to any team because the decision to declare the league null and void was a collective agreement made by the PFL executive and the clubs’ representatives.” Meanwhile, the 2020/2021 PFL will have 10 teams while five teams which include CSS
