SUPPORT BUDGET PREPS THE 2021 National Budget preparation process is an enormous and vital national assignment that requires the input of all interest groups and general citizenry. Obviously, the blueprint will only have a national appeal if all partners participate adequately in this important national task. Year in year out, Zambia has experienced hue and cry each time the National Budget is due for approval in Parliament, yet sufficient time and opportunity is given to the citizens. Against such a backdrop, all citizens and in particular private sector players must fully participate in the 2021 National Budget consultative process that will proceed up to the end of July this year. The Ministry of Finance has announced the commencement of the process and will further avail the schedule of the consultative meetings which will take place in all parts of the country. Alongside the National Budget, preparations for the 2021-2023 Medium Term Expenditure Framework will also be undertaken. The task this time around will be more complex given that it will be done alongside the current process of revising the 2020 National Budget which has been hit by the effects of Covid-19. In fact, the 2021 will need shock absorbers because Covid-19 appears to be a problem that will stretch into the next fiscal year as the figures have taken a consistent upward trend, especially in the United States of America, the United Kingdom and in some African countries. This will present a challenge in as far as international trade and collaborative efforts with cooperating partners are concerned. Therefore, the private sector and Government must craft a sustainable stimulus package, which will be able to take care of Covid-19 spin-offs. One of the most affected sectors of the economy is the tourism industry, which cannot thrive in the light of travel restrictions in many countries across the globe. The drastic reduction in tourism inflows resulted in the closure of many lodges and hotels while national parks, waterfalls and other attractive spots also have recorded a steep fall in visitations. Even under the new normal, international visitors will elect to remain safe in their countries, fearing to contract the pandemic and the frustrations of having to undergo rigorous checks across borders. Other than seeking a stimulus package, players in the tourism sector must employ innovative measures such as promoting domestic tourism and working out concessional rates for international visitors to shoreup inflows. Similarly, the manufacturing sector must diversify and establish a niche fertile enough to buy their products or brands. Other critical sectors of the economy such as mining, agriculture, construction, energy must follow suite and adopt more innovation approaches in the face of a highly challenging market. As for the government, it will have to come up with a user-friendly tax regime across sectors to stimulate growth and encourage more investment. However, the government will need to strike a balance between deriving sufficient taxes on one hand and lessening the tax burden on the private sector and the workers on the other. Therefore, the Zambia Association of Manufacturers, Zambia Chamber of Commerce and Industry, Zambia Chamber of Mines, sector players in the tourism industry, Zambia National Farmers Union and other bodies must fully participate in the budget consultative process. The general citizenry too must take keen interest. No one should be left behind!

IMMIGRATION REVOKES PERMITS FOR TWO CHINESE NATIONALS By AARON CHIYANZO

THE Immigration Department has revoked employment permits for two Chinese nationals, Yang Xiaochun and Xin Zhang for contravening the Immigration and Deportation Act. This brings the total number of permit revocations for various nationalities to 87 since the beginning of this year. Immigration public relations officer, Namati Nshinka, said Mr Xiaochun of Trio Star Aluminium Company Limited had his employment permit revoked for applying for another one while in the country. He said Mr Zhang, a shareholder in Obrax Investment Limited, applied for an employment permit instead of an Investors Permit as provided by the Act. “The Department of Immigration has revoked two Employment Permits

belonging to Yang Xiaochun, 38 and Xin Zhang 36, of Trio Star Aluminium Company Limited and Obrax Investment Limited, respectively, for contravening provisions of the Immigration and Deportation Act No.18 of 2010,” Mr Nshinka said in a statement. Mr Nshinka said employment permits accounted for the vast majority of immigration permits revoked this year. He explained that the main reasons for revoking the permits were applying for employment permits while in the country, failure by holders to comply with conditions of the permits. The Chinese nationals were working at companies and doing jobs other than those stipulated in the permits. Mr Nshinka said some foreigners were having their employment permits revoked for obtaining them by false representation

or concealment of material information. He said the total number of permit revocations for various nationalities had reached eighty-seven between January 1st and June 5th, 2020. Mr Nshinka said most of the contravention leading to revocations came to the attention of the department through random inspections of business premises while a good number were as a result of tip-offs from members of the public. He said the department would continue carrying out random business inspections across the country to ensure that all holders of various permits were complying with all the provisions of the Immigration and Deportation Act. Mr Nshinka also urged the public to continue reporting anyone suspected of contravening any provision of the Immigration Act.

Mineral royalty tax income declines 66% By AARON CHIYANZO

MINERAL Royalty Tax revenue has declined from approximately K15 million per month to about K5 million per month representing a 66 percent reduction, Finance Minister, Bwalya Ng’andu has announced. And the Troika, which comprises of Sweden, Ireland and Germany has urged Zambia to continue dialogue with the International Monetary Fund (IMF) at a faster pace. The Troika also called on Government to enhance procurement reforms and

ensure that the pronounced commitment to transparency and accountability was consistently observed. During a recent virtual consultative meeting with the Troika, Dr Ng’andu briefed the Troika that Covid-19 had resulted into macroeconomic turbulences and adversely impacted the performance of trade, commerce and industrial production. This is according to a statement issued by Finance spokesperson, Chileshe Kandeta. Dr Ng’andu specified the most affected sectors as tourism, air-travel, hotel and accommodation,

and wholesale and retail. He said the lockdowns implemented by some of Zambia’s neighbouring countries due to Covid-19, had decelerated the flow of Zambia’s exports and imports and adversely impacted the domestic economy. Dr Ng’andu briefed the meeting that revenue collection had experienced a dip due to reduced monthly tax revenue collections and cited Mineral Royalty Tax, which had declined from approximately K15 million per month to about K5 million per month, as a case in point.

GOVERNMENT has threatened to close the China Jiaxing operarions, the contractor constructing the new Mulungushi convention centre, for failure to adhere to safety measures. And Government is displeased with the ill treatment of workers by the contractor. Ministry of Labour and Social Security Permanent Secretary, Chanda Kaziya, gave the contractor a two-week ultimatum to ensure safety measures were adhered to or face closure. Mr Kaziya said it was saddening that the contractor working on the multi-million project had failed to observe safety of the workers. Mr Kaziya said the contractor should provide safety boots and clothes in accordance with the law to avoid posing a danger to the workers. He said yesterday when he toured the project that the contractor must ensure that the required necessities were provided in two weeks’ time or the government would be compelled to shut down the operations. Mr Kaziya said Government cannot allow the contractor to put the lives of workers at risk just because they were in dire need of jobs. “Yes we appreciate what the Chinese government is doing for us, you are helping us a lot especially in terms of infrastructure development and other things but you are again mistreating our people. “As government we cannot allow you to continue mistreating Zambians just because they need these jobs. And Mr Kaziya was also unhappy with the poor sanitation conditions at the workers’ place of lodging and he urged the contractor to correct the situation as workers needed to spend nights in a conducive environment.

Bishop Mambo said Zambians were yearning to form cooperatives but were not guided on how it should be done. He said in an interview yesterday, it was important for the ministry and the relevant authorities mandated to oversee gold mining to give a clear picture on how the communities can be engaged in the mining of the resource. Bishop Mambo said only few cooperatives had been formed in the area because the communities had no proper information of how they could obtain the legal documents for them to start mining. Meanwhile Senior Headman Nyampande said it was unfortunate that he was not even approached by ZCCM-IH when it was putting the gold processing plant in his area. “How can the local people be employed if the ZCCM-IH has put a processing plant in my area and they have not approached me,” he said.

OVERNMENT should allow commercial farmers to export maize to neighbouring markets to encourage the adoption of winter maize, former Vice President Enock Kavindele has said. Mr Kavindele said commercial farmers buy farming inputs at market prices and use equipment such as tractors and combine harvesters among others therefore the K110 per 50 kg bag of white maize announced by the Food Reserve Agency may not be attractive. This comes after Mr Hichilema went on air to urge his supporters, to rise up following calls for a protest by some youths. According to a statement issued and signed by youth leaders in the province, the youth believe the issues Mr Hichilema was raising did not require to be resolved through protests. The statement was signed by Mutukwa Imbwae from Nalolo, Sikumba Likando from Senanga, Michael Ikachana from Mongu, Inonge Mufana from Kaoma, including Monde Mutangelwa and Etambuyu Mubita from Sesheke.

“As youths of Western Province, we have taken time to analyse calls and schemes being orchestrated by our party to put youths at the front of protests against the government over a number of issues in the country. “It is our belief that the issues being raised do not require our youths to be sent to the streets and as has been the tradition they resort to damaging public and private property as well as get injured or lose their lives,” youths said. They told Mr Hichilema that Zambians needed a roadmap or manifesto from the UPND instead of witchhunts against PF. They said the issue of gold was neither here nor there because there's no gold mine which was sold to the Sudanese. “As youths we won't take to the streets over that,” they said.

BILL 10 contains some progressive provisions which are aimed at enhancing the participation of women, youth and persons with disabilities, the Non-Governmental Organisation Coordinating Council (NGOCC) has observed. NGOCC board chairperson, Mary Mulenga, said in a statement that therefore, as Parliament resumes sitting today, there was need for consensus

building with regard to the Constitutional Amendment Bill which has created discontent among various stakeholders. She said the organisation was concerned that women's participation in politics still remained a tokenism approach rather than a conscious conviction by all political players that women were equal partners in development. Ms Mulenga also noted that there were a number of proposed amendments in

Bill 10 that were very contentious, including the provision for Deputy Ministers, which even the Patriotic Front did not support. "It is NGOCC's considered view that Bill 10 in its current form, lacks the standards of meeting the key fundamental principles of constitutionalism, especially, in terms of enhancing citizen's rights," she said. She said the constitution reform should be guided by the broad principles of inclusiveness and enhanced par-

ticipation of all citizens, the promotion and upholding of public interest. The reform, she added, should promote equity and equality and guarantee the state's commitment to accountability and transparency. Ms Mulenga said her organisation did not support Bill 10 in its current form and urged its withdrawal given that the process had not taken into account the people's aspirations.

We call on you Mr Hichilema to create a platform for us youths in the party to be productive as opposed to using us as tools of violence and anarchy. WE expect the ruling Patriotic Front (PF) to win the 2021 general elections despite the challenges the country is facing, says the Economic Intelligence Unit (EIU). The EIU said the opposition had no chance to takeover power from the ruling party in 2021. In its new 2020-2024 report, the EIU said the ruling PF under President Edgar Lungu would win the 2021 general elections with a landslide. The report said the ground for the ruling party was still fertile, a situation which does not give

chance for the opposition to take over power. According to the report, the ruling party would emerge victorious in 2021 because it was benefiting from the significant incumbency advantages. “Legislative and presidential elections are scheduled for August 2021, by which time we expect Zambia to have undergone considerable political and economic turmoil. “This will limit the fiscal space available for government patronage networks, forcing the ruling party into more openly authoritarian position,” the report indicated. NINE miners for Yellowstripe Resources Limited in Chambishi are nursing burns after the smelting furnace exploded on them. This is not the first time Chambishi has recorded explosion of the smelting furnace. Sources at the plant have told The Independent Observer that the miners were smelting scrap metal when the furnace burst, its contents splashing on the miners that were at the plant. mo has confirmed the development in an interview. Mr Siachisumo said the company experienced an explosion around 19:00 hours yesterday which injured the workers. Our ongoing discussions on important national matters have created an atmosphere of openness and wider youth engagement in national development issues. “If properly managed, this atmosphere can stir our country towards national prosperity,” Mr Bwembya said. ILLEGAL MANGANESE MINERS EJECTED

LLEGAL manganese miners in Chingola's Launo area have been directed to halt their operations and vacate the place until they acquire relevant documents that requires them to undertake operations. Authorities in Chingola last week discovered a site where illegal manganese mining was taking place in Luano area. The miners that were operating under the name Mosco Mining were at the weekend directed to wind up until the normal procedure was followed. Chingola

Mayor, Titus Tembo, told the Daily Nation yesterday that the illegal miners had been warned to stop the activity or

risk being prosecuted. "We had a meeting with them last week where we challenged them to produce

documents that allowed them to be involved in the mining of the mineral which they failed to do leading to their suspension of their activities," the Mayor said. Mr Tembo said that the illegal miners did not have documents from the council nor approval from the Zambia Environmental Management Agency. He said that the miners were mining in a farming area and that if left unchecked, other illegal miners could invade the area. Mr Tembo further warned would be miners to follow the required formalities of mining if they wished to carry out such activities.

ZAMBIA has recorded three deaths associated with Covid-19 and 111 new cases in the seven days. The country also recorded 78 recoveries which include Health Minister, Chitalu Chilufya and Minister of Information and Broadcasting Services Dora Siliya. Announcing the development during the Covid-19 update yesterday, Ministry of Health Permanent Secretary for Administration, Kakulubelwa Mulalelo said the three new Covid-19 associated deaths were all recorded on the Copperbelt. “We have also recorded three associated deaths on the Copperbelt in the last seven days. Ms Mulalelo said 29 truck drivers were also found positive, of which Nakonde recorded ten, Ndola eight, and 6 from Chadiza. She said the cumulative number of cases was now 1, 200 out of a total of 37, 448 tests that have been conducted so far. And Ms Mulalelo said countries had agreed through international bodies to relax measures against Covid-19 in a phased manner.

Prime TV’s case sent for arbitration By CHINTU MALAMBO

THE Lusaka High Court has sent to arbitration, the matter where Prime Television is challenging Government’s decision to cease all cooperation. Judge Catherine Lombe-Phiri stayed the proceedings in the matter pending the outcome of the arbitration process. Prime Television Limited is seeking an order to quash the decision of the Minister of information and Broadcasting Services to cease all cooperation with the television station. The station is seeking an order that Topstar and Multi-Choice cannot remove it from the platforms they manage at the direction of Government. On March 17 this year, Government ceased cooperation with Prime Television and directed all Government institutions to do so. This followed the TV station’s alleged refusal to air the Covid-19 sensitization messages for free. But Topstar which is the second respondent applied to have the matter before the High Court stayed and referred to arbitration. Topstar argued that the proceedings commenced were in

conflict with the arbitration clause. It said the relationship between with Prime TV was that of a commercial nature and was governed by a service legal agreement signed on January 29 last year. But Prime Television proprietor, Gerald Shawa opposed, arguing that the court should proceed and hear the matter on its merit. Mr Shawa argued that the service level agreement between the TV station and Topstar was a commercial disputes agreement. He argued that Topstar did not invoke the arbitration clause when it wrote to Prime Television on March 27 this year, informing the TV station that it was being removed from its platform. Mr Shawa further argued that the service level agreement between the TV station and Topstar does not extend to constitutional matters such as the ones before court. Prime TV contended that that Arbitration Act No. 19 of 2000 recognizes the limitation of arbitration in settling matters as the ones before court. It argued that Article 28 of the constitution provides expressly that if any person alleges that any of the provisions of Article 11 and 26 has been or are likely to be contravened,

then without prejudice, that person may apply for redress to the High Court. Prime TV argued that only the High Court could entertain an application for the enforcement of protective provisions under the Bill of rights. It stated that Topstar was under the impression that because the TV station seeks a relief of compensation for loss of income, then he matter is of commercial nature. It stated that, that position supports its argument that arbitration is not envisioned as a mode of resolving issues related to the enforcement of protective provisions under the Bill of Rights. In her ruling, Justice Lombe-Phiri said the provisions of section 10 (1) of the Arbitration Act no 19 of 2000 are couched in mandatory terms subject to the conditions set out at the end that the agreement should not be null and void, inoperative and incapable of being performed. "In view of the foregoing and being satisfied that the applicant's position, the application is granted. It is hereby ordered that the proceedings in this matter are stayed and the matter is accordingly refereed to arbitration," Justice Lombe-Phiri said.

UNIONS ASK FOR NEW DELAY TO SAA BUSINESS RESCUE PLAN TO GIVE MORE INPUT JOHANNESBURG - The business rescue practitioners of South African Airways have received a request from three unions for more time to submit feedback on a draft rescue plan issued to affected parties a week ago. The unions have asked for an extension until June 15 to submit their submissions. The national airline’s creditors have until close of day on Monday to decide whether they want to approve the extension it or not. The practitioners had intended to submit their long-awaited rescue plan for the debt-laden flag carrier on Monday for creditors, government as shareholder and unions to vote on. According to a statement issued by the practitioners on Monday morning, lawyers represent the National Union of Metalworkers of South Africa, the South African Cabin Crew Association and the South African Airways Pilots Association - who collectively represent about 65 percent of SAA employees - wrote to object to the publication of the plan on June 8. They are asking for time to hold engagements in the Leadership Compact Forum created between the Department of Public Enterprises and unions to see how the airline can be saved, or a new airline created. – REUTERS.

Uganda central bank cuts policy rate to 7pc KAMPALA - Uganda’s central bank on Monday again cut its benchmark lending rate by 100 basis points, taking it down to seven percent, to support the east African nation’s economy as it downgraded projected growth. The bank said there was “continuous shrinkage of economic activity” as a result of the upheaval triggered by Covid-19. Economic growth this year, the bank said, will now be between 2.5-3.5 percent, down from a previous forecast of between 3-4 percent. “On the whole, household expenditure, investment, exports and imports are projected to decline,” the bank’s statement said. The bank also cut the benchmark by 100 basis points when it last met in April. It will meet again in two months’ time. Uganda implemented one of Africa’s tightest lockdowns to try to stem the spread of the coronavirus outbreak. Authorities shut down borders, closed schools and shuttered all but the most essential businesses. Public gatherings were also banned as well both public and private transport. – REUTERS.

IN 2016, BIG NAMES TEAMED UP AGAINST ECL, THEY LOST; WHO IS CHELLA TUKUTA? Dear Editor, AS we have already indicated in the past, the PF under President Edgar Lungu should concentrate on building the relationship with the Zambian people and not the desperate alliances. Under the Zambian political landscape, alliances are not the dependable vehicles of going to State House. If they were, Hakainde Hichilema would have been President from 2006 and by this time would have been running for his fourth term of office. HH, an alliance addict, has always been unsellable. The historical case in point was in 2015 during the by-elections when he failed to beat PF and ECL when it was deeply divided. Fast forward in 2016, Hichilema brought the big names on board to help him wrestle power from PF but he was walloped by President Lungu. For the record’s sake in 2016, HH joined hands with the likes of former Vice Presidents Dr Guy Scott and Dr Nevers Mumba, former Defence Minister Geoffrey Bwalya Mwamba, former ministers Bob Sichinga, former First Lady Maureen Mwanawasa, former Deputy Ministers Miles Sampa, Keith Mukata and Obvious Mwaliteta among others. With all due honesty, we can admit that the team which HH used presented a golden opportunity to deliver the Presidency to him.

The likes of GBM managed to dilute the tribal tag which is synonymous with UPND under the leadership of HH. That was a strong and formidable team to reckon with and it concentrated to meet the people on the ground and did not have imaginary popularity on social media. It had even the best team any serious and sellable candidate would have easily sailed through the corridors of power. The prevailing circumstances such as economic difficulties and intense divisions in PF prior to 2016 were all evident that HH was headed for a resounding victory; but he was not destined to rule. At that time, the UPND had the unity of purpose and followers unanimously rallied behind HH. As at now, UPND is entangled in intra-party division, with one faction being very determined to wrestle power from HH. From 2016 to date many former alliance partners of UPND have either defected to PF or reportedly ceased to participate in active politics. Mr Hichilema no longer commands the trust of his former followers and he is desperately banking on political bread crumbs that do not command any following. We therefore are taken by surprise when political nonentities such as Chella Tukuta, Seer-1 among other online noise makers begin to dream of wrestling power from PF.

The likes of Tukuta lacks the necessary political six-pack to wage a reasonable political fight that can dislodge PF from power. The PF has continued with its resolve to explain its programmes to the people. In this era, political realities are dynamic and the alliances are insignificant. We are aware that UPND is banking on frustrated PF sympathisers, but there is no evidence which can attest that every PF frustrated soul will settle for HH. The likes of Chella Tukuta with no political following are therefore fighting a fruitless battle with their daily plagiarised and unfounded corruption choruses. Their antagonistic behaviour is incapable of influencing any public policy against the President and the government. Just like Bowman Chilosha Lusambo rightly put it, these surrogates are too naked to heap any blame on the hardworking government. Let them stay in their lane least they become irrelevant. The PF is therefore not shaken by the unfounded attacks from the Facebook pests such as the discredited Chella Tukuta, the PF has a mammoth task to deliver to the expectant Zambian people. Dear Editor, I AM elated to hear that there is peace between B-Flow and Lusaka Province Minister Bowman Chiloshi Lusambo. We are human beings and therefore able to reason, to think and appreciate each other’s strengths. We know right from wrong. You cannot just see your point of view as the correct one. Both sides can have strong correct points. The first step to good leadership is listening to others before advancing your position. This is what we expect from our leaders. Freedom of expression is important but comes with responsibilities. In the same way that you want others to respect your views, so too must you respect other people’s views. Social media if not utilised properly, can destroy people because everyone is a publisher now. There is hardly any effort to check the information one is posting. Lies travel faster than the truth. By the time the truth is going, harm is already done. That is why it is important that people respect others’ rights. Let us verify information before it is posted on Facebook or social media. SENIOR PHYSICS: LENGTH Length is one of the basic quantity and is defined as the distance between two points. The SI unit for length is metre (m) and the symbol used to represent length in an equation is l. Study figure below.

Additionally, it is important to know how to use each instrument in order to get the correct measurement of length. Therefore, lets us look at each of them individually. Metre Rule To measure the length of an object using a metre rule, you need to place one end of the object to be measured on the zero mark of the rule or any other point. Take note of the point where the other end of the object has ended. The reading on the metre rule where the other end of the object has ended must be taken perpendicularly or at right angle to the mark on the rule. See figure below.

Note that a metre rule has the accuracy of 0.1cm. This implies that the smallest length a metre rule can measure is 0.1cm. If the object was placed on a point other than zero mark, to find the length you must subtract smaller reading on rule from the larger reading. For example, the smaller reading can be labelled L1 and the larger reading L2, then the length is calculated as follows:

A micrometre screw gauge has different parts as shown in the above figure. Just like a Vernier callipers, a micrometer screw gauge has two scales namely main scale and rotating scale (circular scale). The main scale is found on the sleeve and the rotating scale is on the thimble. When measuring the thickness of an object, the object is placed between the anvil and the spindle as shown below.

To measure the length between two points, the following instruments are used:

These are the scales from which measurement of the object can be taken.The other part of a vernier calliper is the locking screw. The locking screw is used to lock the vernier scale so that it does not slide after placing the object between the jaws or after placing the inside jaws into the tube. The following are precautions to be note of when uisng a vernier calliper: § Make sure the instrument is clean. Dust particle on the jaws can increase the length or thickness of an object. § Zero the instrument to avoid zero errors § When the object has been gripped, lock the instrument using the locking screw to avoid the vernier scale from sliding § Take readings on the instrument perpendicular to the mark to avoid parallax errors

Then the thimble is rotated until the object is gripped. Note that when the thimble is rotated, the spindle moves towards the anvil until the object is gripped. When the object is gripped, the ratchet is rotated until the click sound is heard. This done to lock the instrument so that the object remains gripped as the readings on the main scale and circular scale are being taken. Note that in some questions, the frame, spindle and anvil are not shown. See the figure below.

Multiply the value from the Vernier scale by 0.01. Note that the Vernier scale has ten divisions and each division is 0.01cm. If the main scale is calibrated in millimetres, the Vernier scale measures to the nearest 0.1mm (c) Add the value from the main scale and the Vernier scale. The sum of the two readings is the length of the object being measured.

South Sudan vice-president recovers from Covid-19 JUBA - South Sudan’s First Vice-President Riek Machar and his wife, Defence Minister Angelina Teny, have recovered from Covid-19, local media report. The two tested positive for coronavirus three weeks ago. The Sudan Tribune newspaper quoted a statement from Machar’s office as saying that he had been discharged on Saturday “having fully recovered.” The statement also said the two government officials have been discharged after the second coronavirus confirmation tests conducted on them returned negative. “The two leaders are therefore expected to resume their daily active public office duties anytime soon,” the newspaper quotes the statement as saying. – BBC.

MUMENA ROYAL DONATES K30, 000 FOR MASKS

HE Mumena royal establishment in Kalumbila has donated K30,369 towards the fight against the spread of Covid-19. The money will be used to procure face masks that will be distributed in all the schools in the chiefdom. This came to light during the Royal Establishment Council meeting chaired by chief Mumena at the week end. Chief Mumena said that the amount was part of the money the establishment received from Lumwana mine. He said the establishment had decided to contribute as a way of supplementing Government’s efforts in fighting the pandemic. The traditional leader said the establishment would ensure that each and every pupil was gievn a face mask in order to avoid the spread of the pandemic. ‘’Pupils should be encouraged to be using these face masks once they are given because it is a government directive and we should adhere to it,’’ he said.

Chiefs urged to champion national values

GOVERNMENT has implored traditional Leaders to take a leading role in inculcating national values and principles among their subjects. Ministry of National Guidance and Religious Affairs Assistant Director, Godfrey Kaoma, noted that chiefs commanded a large following and could easily guide subjects accordingly. Mr Kaoma was speaking in Choma when he led officials from his ministry and that of Chiefs and Traditional Affairs in conducting a sensitisation on National Values and Principles at Chief Chooma’s palace. The traditional leaders were, therefore, better placed to promote national aalues and principles in their chiefdoms. Mr Kaoma added that Government was in a hurry to address social decay among the people and champion social economic development. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The Skills Development Fund (SDF) plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, and one of the mechanisms used in achieving this objective is the TEVET Fund. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access. Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the SDF, has set aside funds towards the implementation of the Employer Based Training (EBT) activities through the TEVET Fund. The TEVET Fund is hereby inviting Employers in collaboration with Training Institutions registered with TEVETA, under the Technical Education, Vocational and Entrepreneurship Training

Act No. 13 of 1998 and the amendment Act No. 11 of 2005, to present proposals for support through the TEVET Fund towards skills development for EBT. This financing is available to Employers and TEVET providers whose request for financing will be considered responsive to the disbursement criteria. Focus is on provision of training that meets the current market demands. Submission of Proposals Training Providers will be required to submit five (5) copies of each of the proposals in a sealed envelope. The envelope should be clearly marked with the Name of the Applicant Institution. The closing date for submission of proposals is Friday 17th July 2020 at 15:00hrs. Proposals sent by Tele-fax or email will not be accepted. Opening of proposals will immediately follow closure of the Tender Box. Applicants are welcome to witness the Opening of the Tender Box. Kabushi youths empowered By MUYANI SHINJABALE YOUTHS of Kabushi Constituency in Ndola have been empowered with a welding machine, car-wash machine and a block maker. Kabushi Member of Parliament Bowman Lusambo handed over a welding machine, car wash machine and a block maker to the youths of his Constituency in behalf of President Edgar Lungu. Mr Lusambo, who is also Lusaka Province Minister, urged youth to use the machines responsibility and better their livelihoods. KENYATTA ‘INDICTED’ …Kenya leader accused of paralysing courts NAIROBI - Kenya’s Chief Justice has asked President Uhuru Kenyatta to respect the rule of law and swear-in 41 judges proposed to him by a commission without further delay. Chief Justice David Maraga told a media briefing yesterday that efforts to get an audience with the president over the matter had failed. “A shortage of judges and near paralysis of court operations has been caused by the President’s refusal to swear-in the judges,” he said. The judges were nominated last year by the Judicial Service Commission and their names were forwarded to the president for swearing-in. But President Kenyatta in February wrote to the commission saying he could not swear-in the judges as some of them have integrity issues. Two court have since declared the president’s decision as unconstitutional. They ruled that the president had no powers to question or reject names recommended by the commission. “The president’s disregard of court orders does not bode well for our constitutional democracy and is, potentially, a recipe for anarchy,” Justice Maraga said. – BBC.

Malawi leader appoints new electoral chief ahead of rerun LILONGWE - Malawi’s President Peter Mutharika has appointed a new electoral commission chairperson ahead of a presidential re-run. The Constitutional Court had in February ordered a fresh presidential election be held within 150 days after annulling last year’s re-election of President Mutharika - a ruling upheld by the Supreme Court. The former commission chairperson Jane Ansah resigned amid criticism by the opposition on how she managed the disputed election. President Mutharika on Sunday appointed Justice Chifundo Kachale to head the commission. He also appointed new commissioners, namely Arthur Nanthuru, Steve Duwa, Jean Mathanga, Linda Kunje, Anthony Mukumbwa and Olivia Liwewe. – BBC.

Daka and Mepu delivered spectacular performances to help the Red Bull Arena outfit continue their winning form with Daka scoring a hat-trick while his compatriot Enock Mwepu contributed a goal as Salzburg thrashed Hartberg 6-0 in Sunday’s Bundesliga game at Profertil Arena Hartberg. Speaking in an interview, FAZ vice president, Rix Mweemba encouraged the duo to continue working hard to make the country proud. Mweemba said the association is proud of duo whose performances will inspire the local players to work hard knowing that they too can achieve their targets of playing football in Europe.
