PUBLIC NOTICE PUBLIC DISCLOSURE RADIO PROGRAMME FOR PROPOSED TD11 TAILINGS STORAGE FACILITY BUTTRESSING PROJECT AT MUFULIRA MINE IN MUFULIRA In normal social conditions, the aforementioned public disclosure of the project’s Environmental and Social Impact Assessment in respect of the buttressing project would have been carried out at a public meeting with the affected and interested parties. However, these are not normal social conditions due to the COVID-19 pandemic. To comply with the Government’s directives and the Public Health Guidelines on social distancing and gatherings, it has therefore, been decided to carry out the public disclosure through a radio programme. Background: Mopani Copper Mines PLC (MCM), a joint venture company comprising major shareholders Glencore, First Quantum Minerals Ltd and ZCCM Investment Holdings, own and operate mining and mineral processing operations in Mufulira and Kitwe on the Copperbelt in Zambia running the Mufulira and Nkana Mine Sites, respectively. The company’s success has resulted from its focused approach to operation facilities’ improvement and the mutually beneficial relationships enjoyed with its stakeholders. MCM operates the TD11 Tailings Storage Facility at Mufulira Mine Site in Mufulira District. The tailings storage facility is located about 3.7 kilometres to the South-West of Mufulira Mine Main Plant and Works

area. The facility lies within the Mine Surface Rights area of MCM Mufulira Mine and covers an area of approximately 480 hectares. It has confining walls built with earthfill and cycloned tailings material. The process waste from the Concentrator known as tailings (or slimes) are deposited into the facility, which has been in continuous operation since 1987. The Project: MCM is proposing to reinforce (buttress) the walls of TD11 Tailings Storage Facility with graded waste rock and other selected earthfill material to implement the TD11 Tailings Storage Facility Buttressing Project. The reinforcement plan entails reinforcing the walls made of cyclone tailings by constructing an outer wall against the existing TD11 walls. This is to increase the factor of safety of the facility, thus further stabilising the retaining outer walls. MCM commenced the Environmental and Social Impact Assessment (ESIA) Process for the proposed project as required under the Environmental Management Act No.12 of 2011 of the Laws of Zambia read together with the Environmental Impact Assessment Regulations, Statutory Instrument No. 28 of 1997. The company also held a Scoping meeting in August 2019 as the initial stage in public consultation on the project. The buttressing extent will be wholly within Mopani surface rights.

The construction materials will be sourced from within Mopani mining rights. Public Disclosure Mechanism: Further to the Scoping meeting, and in compliance with environmental legislation stated above, MCM has prepared a Draft Environmental Impact Statement (EIS) for the proposed project and is now inviting Government Agencies, the Local Authority, Non-governmental Organisations, Community-Based Organisations, Interested and Affected Parties and the general public to participate in a phonein radio programme for Public Disclosure of the Draft EIS for the proposed project. in an interview that it was prudent that the Ministry of Mines and the Immigration Department moved in to remove all foreigners who had gone on a wanton mining of gold in the district. Senior Headman Nyampande said last week he had written to the Mine Ministry’s Permanent Secretary and Immigration Department on the matter but nothing had been done. He was worried that if this matter would not be resolved as soon as possible, the people in the area and the country at large would not benefit from their resource. “We cannot allow illegal mining to continue because we are going to lose out, the minerals must be mined in accordance with the laws of Zambia so that people can benefit. This will help to ensure the economy to pick, he said. But Mr Mulenga in an interview yesterday said Government would soon send security officer to remove all illegal miners who were depleting the resource. Mr. Mulenga said there was no need for farmers not to panic and sell their maize produce to bogus buyers but wait to sell to FRA. He warned in an interview that if farmers got excited and sold their maize to unscrupulous foreign buyers who were reportedly buying maize straight from the fields even before harvesting, there would be hunger and food insecurity. Mr. Mulenga said farmers should sell their maize produce to FRA to promote food security at district and national levels. Mr. Mulenga was concerned that once they bought the produce, unscrupulous foreign buyers would go away with the grain, leaving nothing in stock for the country to fall back on in times of disaster such as floods and drought. He said it was for this that reason farmers should wait for the recommended floor price saying if FRA bought the commodity, there would be enough stock in the national reserves to be supplied to hunger stricken areas.

GOLD INITIATIVE THERE is a real danger that the gold initiative will be lost to our proverbial preoccupation with corruption, graft and all that is negative. Gold presents us a golden opportunity to find our way out of poverty and the first agenda item is to pass a law making artisanal mining exclusive to Zambians. No foreigner should be allowed in smallscale gold mining. Foreigners wishing to go into largescale gold mining must do so with Zambian partners. This should be a non-negotiable position. So far so good. The right steps have been taken, but more needs to be done to truly harness this resource in a cost effective manner that will create jobs, wealth and opportunity to the majority of Zambians presently facing abject poverty. The first step is to guard this resource. The pillage and plunder by foreigners must be stopped. Thus far scores of foreigners have invaded gold fields where they are mining with total impunity. It appears the local people are quite happy to share in the largesse because of the pittance they are offered to shelter these foreign miscreants. This should be stopped immediately. The government should apply and implement the same vigilance and perhaps greater scrutiny than it employed in the protection of the Mukula tree. As a commodity gold is more valuable and yet more mobile and therefore readily traded locally and beyond. In fact there are suggestions that gold output records presented by some neighbouring countries include gold illegally obtained from Zambia. What is most important, immediate and of concern is to win the confidence of Zambians around the country to assure them of a stake and full participation in the mining and sharing from the proceeds of gold and other minerals. It is ordinary Zambians in Rufunsa, Mwinilunga and other areas who feel “left out” in the exploitation of local resources who must be assured of benefitting. This must be done by engaging them in artisanal labour and equipping them with basic tools. They have already proved themselves able to mine however rudimentary their expertise. We believe that the initiative by ZCCM-IH to invest in refining capacity should include an element of privatisation so that shares it holds must be floated on the stock market for Zambians to buy. The same model must be used in the development and exploitation of future gold deposits to give ownership to Zambians who naturally feel less than enamoured by the current arrangement in which some Sudanese investors have partnered with ZCCM-IH. Government should not be persuaded from doing the right thing by the very aggressive negative propaganda often mounted by individuals who project their corrupt inclinations and character on others, especially the leadership. These naysayers will be with us and will continue in their vain effort to undermine every effort made at creative initiative which promise common good. Executed correctly, the gold enterprise has the potential to turn the economic fortunes of the country quite dramatically. Correct commercial decisions as against political exigence should be made to ensure that the best investment options are exercised.

USAKA lawyer, Kelvin Bwalya Fube is no longer a member of the ruling Patriotic Front, PF media director Sunday Chanda has said. And Mr Chanda said UPND Chirundu Member of Parliament, Douglas Siyakalima was engaging in a futile exercise aimed at cleansing and laundering his leader, Hakainde Hichilema’s violent and dictatorial image by duping unsuspecting people that he was indeed an angel of light. Mr. Chanda said the PF leadership had already pronounced itself on the question of Mr. Fube and his standing in the party. He was reacting to Mr Fube’s claims that he was still a PF member because he did not receive an expulsion letter. He said Mr Fube, popularly known as KBF was no longer a

PF member. “Letter or no letter, Mr Fube remains expelled from PF,” he said Mr Chanda also told the Daily Nation that it was only a merchant of death who justifies violence as self defence. He listed a number of incidences of violence in helping Mr. Siyakalima’s selective amnesia and quest to deceive regarding the UPND and its alleged violent nature. Mr. Chanda said on May 4, 2005, the UPND held a press conference were they launched the infamous Mapatizya Formula, a violent and evil plan that involved the beating, maiming and killing of MMD supporters and leaders. He said the UPND organised a ‘militia’ that attacked government vehicles, impounded food supply convoys, harassed government ministers and caused wanton mayhem against the MMD camp. “The Mapatizya Formula

Over 3, 500 gold licences allotted By SILUMESI MALUMO OVER 3, 500 gold mining licences have been issued this year, Ministry of Mines and Mineral Development Permanent Secretary Barnaby Mulenga has said. He said that about 3, 666 gold mining licences had been issued by the first quarter of this year. Mr Mulenga said Government had issued 418 artisanal mining rights, 1, 306 small-scale exploration licences, and 541 small-scale mining licences. He said Government had also issued 1, 252 large scale exploration licences, 109 large scale mining licences and 40 mining processing licences. In total, Government has issued about 2, 265 licences to smallscale and artisanal miners, 1, 361 licences to large scale miners and 40 processing licences, Mr Mulenga has said. He told the Daily Nation yesterday that the licences which had been issued to indigenous Zambians were meant to ensure that locals benefit from the discovery of the resource. Mr Mulenga said “3, 666 licence holders in Zambia, cannot reasonably be condemned as frustrating Zambia’s ability to benefit from gold,.” Mr Mulenga said the majority of the Zambians who own the licences can rise to the challenge and begin to mine or process whichever the case might be. He said most licences had been given to small-scale and artisanal miners for the local people to take the centre stage of mining the resource.

OVERNMENT should not hesitate to deport cunning foreign investors who are mistreating Zambian workers, Forum for Democracy and Development (FDD) has said. FDD chairperson for Labour and Social Security Yotam Mtayachalo said his party was disturbed with continued mistreatment of Zambian workers in the wake of Covid-19 pandemic. Mr Mtayachalo said many of them had fallen victims of forced quarantines in work places without even being

tested particularly by Chinese investors. He said the action by some investors was illegal and unacceptable as it amounted to modern day slavery. He said in the light of the foregoing, the Ministry of Labour and Social Security must take punitive action against such employers. "As a party we have continued to receive widespread reports of workers being locked in work premises for days without accessing their families which is illegal and a total disregard to social distancing," Mr Mtayachalo said. Mr Mtayachalo said the

THE Bank of Zambia (BoZ) has so far approved K1.3 billion from the K10 billion stimulus facility meant to deal with liquidity challenges being experienced by businesses due to Covid-19. BoZ Governor, Denny Kalyalya, said the K1.3bn was out of the total applications worth K3bn which had so far been received from financial service providers. Dr Kalyalya however clarified that disbursement of the funds had not yet started. He said BoZ was on course in helping to keep the economy afloat, citing the K10bn credit-line aimed at offering relief to enterprises and individuals affected by Covid-19. “The central bank had undertaken prudential measures to ease the flow of credit to businesses and households by creating the K10bn targeted medium term refinancing facility for those affected by the pandemic. “In the absence of urgent and appropriate policy response, prospects are likely to significantly deteriorate, as the economy is projected to record a recession in 2020,” he said during the ZNBC Sunday Interview programme. Dr Kalyalya explained that the cut in the Policy Rate to 9.25 percent from 11.5 percent complemented the broader set of measures the central bank had already undertaken. He stressed that the K10bn stimulus package was not limited to businesses and individuals with existing loans but to anyone affected by Covid-19 pandemic. He explained that the move would offer relief to the shrinking economy. “The move is intended to mitigate the adverse impact of Covid-19 pandemic on the financial sector stability, economic activity and ultimately on people’s lives and livelihood. “What this means is that there will be relief for borrowers and ease the pressure. The economy is under serious stress and it is only necessary that we do something,” Dr Kalyalya said. He expressed happiness that some commercial banks had responded to the Monetary Policy Rate downward adjustment and started reducing lending rates.

MILES SAMPA NEEDS OUR PRAISE FOR TAKING ON CHINESE RACISM Dear Editor,

S I write this, I am marooned outside Zambia by the Covid-19 lockdown, and have followed events in Zambia through the media. It was very depressing for all Africans to see the humiliation of Africans by the Chinese in China on the excuse of the coronavirus. It was very devastating to see the humiliation of a Zambian by a Chinese at a Lusaka restaurant on the excuse of Covid-19. It was refreshing to see the swift response of Miles Sampa as Mayor of Lusaka. It was also refreshing to see Sampa take on the new slave masters in Zambia, the Chinese at the cement factory. Sampa ‘s conduct at local level reminds some of us of the vigilance of District Governors during the immediate post-independence period of 1965, 1966. when KK or cabinet ministers did not have to personally deal with this problem. The gallant District Governors as racist practices, outlawed by legislation, were still actively pursued in social clubs and many work places especially on the Copperbelt, we saw the personal representatives of the President in their respective areas mobilise the police to stamp out this nonsense. Thus within that short initial period of independence racism was eliminated from Zambia. Unfortunately, in recent times racism against Zambians has been coming

back. It is not realistic to look to President Lungu or Cabinet Ministers to deal with this problem at various work places. The District Commissioners as personal representatives of the President and elected local authorities have power to mobilise the police services in their areas to stamp out this nonsense. Sampa has shown the way. It is a shame that these DCs and local authority leaders spend a lot of time on petty politicking including useless and destructive inter-party conflicts in which fellow Zambians suffer while the real enemy of Zambians is free to humiliate

While Sampa’s efforts are commendable and probably adequate for putting an end to an intolerable situation, such efforts need to be supplemented with enforcement of legal provisions such as sanctions against breach of labour laws by the Chinese cement factory that can really touch the pocket of the culprit. WE are made to believe that the 22-year-old UPND is very desperate to hold a sham of internal elections. These sham elections are meant to deceive the unsuspecting electorates that the party is an organization with a mass following when in actual sense it’s not. The recent announcement of holding elections is not in good faith but it is another point of possible disagreement with the security wing. They want to deliberately create a provocative situation with law enforcement agencies with the view to dragging them in their politics. The instructions which were allegedly issued to Zambia Police on the Copperbelt Province to cancel UPND are justified. The UPND could not be allowed to hold the nation at random in an attempt to hoodwink the voters. If UPND was serious in organising elections on the Copperbelt, they would have surrendered themselves on a 14-day quarantine, also allow their contacts to submit for mandatory testing for Covid-19. It was irresponsible for the UPND to come from nowhere, storm the venue for their sham elections when the status for Covid-19 were not known. Therefore, kudos to the people who directed the officers to order the opposition sympathisers to disperse. We are also aware that the Copperbelt Province is the politically active region which the UPND desperately needs to wrestle from the PF. The UPND want by bullet by ballot, by hook by crook to ensure they cause discontent in the province. Beside the conventional meetings, the UPND must consider holding elections via online platforms such as zoom and WhatsApp, therefore elections are not a matter of life and death. We are being stigmatised - Chinese By ROGERS KALERO THE Chinese community has protested against the “Chinaman” remarks by Lusaka Mayor Miles Sampa during his inspection of a Chinese company on Saturday. According to the Chinese, the mayor was stigmatising nationals from the Asian giant through repeatedly stating that Covid-19 originated from China. This was in reference to a video where the Lusaka mayor raided some Chinese companies in Lusaka with the cameraman. Mr Wang Xin, a Chinese national and businessman who runs Astor Investment, said the Chinese community was not happy with the remarks from the mayor and demanded an apology from him. According to Mr Wang, who is Zambia Chinese Association, it was humiliating to label a Chinese national “Chinaman” just like it was humiliating to call a black person “Nigger.” “As Chinese community, we feel humiliated by the remarks of the Lusaka Mayor Miles Sampa and we demand an apology from him because those remarks were humiliating. The conduct of the mayor and his utterances are offensive to the Chinese community in Zambia, and may lead to anti-Chinese sentiments “To make things worse, he insisted on the origin of Covid-19 being from China, which is a kind of stigmatisation on the Chinese people,’’ Mr Wang added. Mr Wang said quarantining workers was not against labour laws and people should not use it to issue provocative, humiliating and unpalatable remarks against the Chinese He said during this Covid-19, workers were being quarantined without being forced and so it was unfortunate that the Mr Sampa could behave in such a way. “The mayor can do a fact finding inspection and use polite and palatable language when talking to Chinese. If there are areas which need improvement, the mayor should use good language, instead of humiliating language,” Mr Wang said.

Report a week before re-opening, teachers directed By JACKSON MAPAPAYI ALL teachers in NorthWestern Province must be at their respective stations in preparation for re-opening of examination classes next week, provincial Permanent Secretary Willies Mangimela has ordered. Mr Mangimela said in an interview yesterday with the Daily Nation in Solwezi that all teachers should be at their various stations without fail. He said it should not only be teachers handling examination classes, who should report, but all the teaching staff irrespective of the grades they taught. “If they don’t report by this week, they risk having their salaries being withheld,” he said. Mr Mangimela said the Covid-19 guidelines on re-opening of schools

stipulated that students should sit one mere apart, which entailed that pupils in examination classes would have to be split in different classrooms. He said this would translate into an increase in the number of classrooms that could not be handled by one teacher for a particular subject. “This therefore entails that all teachers will have to report for work to allow school administrators in collaboration with the District Education Board Secretaries to allocate the extra classes to those that were teaching non examination classes,” explained the permanent secretary. The minister assured that authorities had put in place measures to ensure the lives of the learners were safe. Dr Hamukale explained that all school premises were being disinfected while hand-washing soap, buckets and other facilities would be in place before the schools re-open. He said parents should not worry because all the guidelines, regulations and measures in the fight against any possible spread of Covid-19 would be followed strictly.

Dr Hamukale noted that Southern Province was the only province that had the highest number of secondary schools in the country. He said considering that, a multi-sectorial team that had been established especially the frontline workers, who would be on high alert as some of the learners were coming from towns that had been declared as epicentres. Following the reported COVID-19 cases in Livingstone and Kazungula, some parents had become sceptical in allowing their children return to school. Parents feared their children could be at risk of contracting the disease as they would be mingling with other pupils from other parts of the country, some of them epicentres.

The project is to be implemented in the following areas of Mansa district; Namwandwe, Chabalamuwe, Kapesha, Chitamba, New Spark, Luka Kapesha, Sumbu, Maiteneke, New Mufulira, Suburb, New Town and Kabuta areas. The proposed project will comprise the following three main components; Water Supply Infrastructure Development, Sanitation Improvement and Institutional Capacity Building and Programme Management. The linear distances for the new transmission pipelines and replacements and extensions of distribution network will be 21km and 168km respectively. The proposed project lifespan is estimated to be 50 years and the capital cost is USD24 million. The major activities during construction and operation will be as follows: installation of water transmission pipelines; construction of Booster Pump Station at the Water Treatment Plant (WTP); construction of tanks and reservoirs; restructuring of the distribution network in line with the proposed zoning system; construction of shared water taps in Kapesha, Sumbu, Kaole and Namwandwe; installation of the Telemetry System for the WTP and water tanks (Radio System); construction of a new sewerage reticulation system in some areas of Medium Density,Town Centre, Mutende, Low Cost and Spark residential area; viii. construction of a trunk sewer to transfer sewage from Spark to newly developed areas; 3 ix. construction of a new wastewater treatment plant with a capacity of 2000m /day; x. rehabilitation/reconstruction of identified manholes in Suburbs and Spark areas; xi. construction of office buildings and associated facilities which include Head and District Offices; and xii. procurement of tools and equipment; and xiii. ancillary activities. ACCRA - Ghana’s President Nana AkufoAddo has hinted at easing restrictions, citing the need for normalcy. The president said consultations would be concluded this week and he would subsequently announce a roadmap for easing the restrictions. “We cannot be under these restrictions forever,” he said on Sunday during an address on Eid celebrations. RESIDENTS in Twatasha Township in Kitwe, who are in the habit of stealing road signs and vandalising the newlyconstructed roads in the area, will face the wrath of the law, councillor, Mr Michael Mbulo has warned. Only a few sign-posts out of about 50 that were erected in Twatasha, were remaining standing firm in the area. Mr Mbulo told the Daily Nation that he had reported the matter to both the contractor and the council so that they could come up with security measures to protect the remaining few posters. “It is sad that people have developed such a habit of vandalising Government property in less than a year of construction. It is unfortunate that people who were crying for development are the ones destroying it,” the councillor complained. Mr Mbulo regretted that some people had no regard for the huge sums of tax payers money that Government was spending on such infrastructure. He wondered what vandals would gain from destroying the roads as well as the road signs. Mr Mbulo said one suspect was apprehended and that police were interrogating him so that he could lead them to his fellow vandals. “Let all those involved in this desist or risk being jailed for many years. Let us guard infrastructure built for us by Government jealously for the betterment of our city,” Mr Mbulo said.

‘Ungrateful’ Renard annoys Zambians …as no Chipolopolo star featured in his best African XI

ZAMBIA national soccer team fans have expressed disappointment with former Chipolopolo coach Herve Renard’s decision to snub Zambian players in his best African XI of stars he has coached. Renard, who won his first AFCON title in 2012 after he guided Zambia to beating Ivory Coast in Librevile, Gabon before he won his second title in 2015 with Ivory Coast overlooked the players who gave him his breakthrough in his 11-man squad which has received a lot of backlash from the fans. The Frenchman who has had 13 different senior coaching jobs since he first began working as a professional manager in 1999, and has won three senior titles surprisingly includes six Ghanaian stars in his squad. Speaking with football journalist Juliet Bawuah recently, the 51-year-old selected Ghana icon Richard Kingston as his goalkeeper after working with the shot-stopper during his spell as assistant manager of the Black Stars. Ivorian brothers Kolo and Yaya Toure were chosen in central defence and central midfield, respectively after he coached them from 2014 to 2015, helping the siblings lift the coveted AFCON title following a dramatic penalty shootout win over Ghana. Three Black Stars talismans make up Renard’s front four, while two current Morocco players also feature in his selection. The snub has angered Zambian fans who have accused Renard of wanting to entice Ghanaians to employ him as coach of the Black Stars. Singuluma who won eight Congolese titles, three CAF Champions Leagues and two Confederations Cup trophies with TP Mazembe before he joined Buildcon has also cautioned against the many foreign players in the league. He said there is need for FAZ to introduce a player quota which will compel local clubs to engage five foreign players par club for the national team to benefit. Singuluma said the Zambia national team has continued to struggle because players are not given game time at their respective clubs which prefers foreign players who don’t even play for their respective national teams.
