REMOVING ILLEGAL GOLD MINERS
THE country has been confronted with the issue of foreigners invading gold mining areas and this has got everyone pointing fingers and blaming authorities. Zambians see the discovery of gold in almost every part of the country, as act of “heavenly” intervention to reverse the nation’s economic misfortunes. Gold is a valuable mineral whose selling price is nothing to sneeze and it is from this point of view that many Zambians feel that this discovery has come at the right time to help the country over its economic malaise. It is therefore from this understanding that Zambians want to ensure that the gold is indeed mined to help the government manage the economy and also help hosting communities improve their livelihoods. Many are also hoping to use the gold rush to change their status in life. Such is the hope that the yellow stone is giving to Zambians and hence the excitement about the mineral. It is like everyone wants a stake in the gold mining and the reason the Permanent Secretary in the Ministry of Mines and Mineral Development, Mr Barnaby Mulenga, has asked locals to be vigilant and fish out the foreigners who want to plunder the resource. The authorities are being blamed for seemingly entertaining foreigners who have invaded the gold mining areas. However, now Government has told local communities in gold mining areas to play a big role in safeguarding the resource. Mr Mulenga has told the locals to effect citizen’s arrest of foreigners invading their areas for purposes of mining gold illegally. Yesterday, we carried a story of a Chinese national captured through a citizen’s arrest effected by Rufunsa locals. The man was picked from a mining site and handed over to police for processing. This is as it should be. Locals and police should work together to ensure that sanity is restored in the gold mining sector. Mr Mulenga said the areas with gold were vast for security wings to effectively monitor and that hosting communities must always effect a citizen’s arrests on those found mining illegally. Government has also praised the vigilance shown by Rufunsa communities against illegal gold miners who were being flushed out. He said in an interview yesterday that it was not possible for security personnel to be present at all gold sites because the areas were vast and there was need therefore for communities to take the responsibility of protecting the resource. We know from official records that 92 percent of artisan gold licences are held by Zambians but it is these same citizens that invite foreigners into partnerships. Foreign nationals that include Chinese, Tanzanians and Ugandans have flooded many gold sites illegally exploiting the resource at will. This development has local traditional leadership worried and some like, Senior headman Nyampande, John Mambo, are leading the fight to ensure gold mining benefits local people. They have since asked Government to provide guidelines on setting up more cooperatives so that the gold mining is done in an organised manner. This is all well and good, but we want to appeal to those locals with artisan licences not to go behind their friends’ backs and invite foreigners into illegal partnerships. We think that cooperatives would be the best way to ensure locals benefit and this should therefore be encouraged.

Govt orders contractors to resume works By SIMON MUNTEMBA GOVERNMENT has directed all contractors to resume work on projects that were halted due to the Coronavirus (Covid-19) outbreak. Ministry of Housing and Infrastructure Development (MHID) Permanent Secretary, Charles Mushota said the ministry has started sending technocrats to all provinces to ensure that works resumed. ‘Frustrated’ Changala warned against attacking Lungu By BENNIE MUNDANDO BREBNER Changala’s incessant attacks on President Edgar Lungu are due to frustration because he campaigned for us in 2016 with the hope that he would be given a job and as his desires were not fulfilled, he has gone ballistic, says PF Lusaka Province Secretary Kennedy Kamba. Mr. Changala, a human rights activist, has directed a political tirade at President Lungu, a number of times with the latest being his statement that no one wants the President anymore because of his incorrigible leadership marred with corruption. But this has not settled well with the PF as Mr Kamba has now charged that Mr. Changala’s incessant but baseless attacks on the Presider had become too much. In an interview yesterday, Mr. Kamba wondered what had changed overnight for Mr. Changala to align himself to the same opposition which he attacked day and night prior to the 2016 elections. Outgoing Burundian president dies NAIROBI - President Pierre Nkurunziza, who ruled the impoverished and unstable central African nation of Burundi for 15 years, has died, the government announced yesterday. “The government of the Republic of Burundi announced with great sadness ... the unexpected death of his Excellency Pierre Nkurunziza, President of Burundi,” it said in a tweeted statement, adding that he had died of a heart attack. Nkurunziza was due to stand down in August, when retired general Evariste Ndayishimiye, who successfully stood for the ruling party in last month’s elections, was due to take over. The opposition said the elections were marred by rigging and violence, charges the government denied. Nkurunziza would have preferred his ally Pascal Nyabenda, the president of the national assembly, to succeed him, according to a briefing by the International Crisis Group think tank, but the generals successfully lobbied for Ndayishimiye. According to Burundi’s constitution, Nyabenda is now supposed to take over until

ASCERTAINING and quantifying Zambia’s natural capital wealth in tourism, land, forest, water and other sectors is important in planning for the country’s economic growth and ensuring sustainable development, the Ministry of National Development Planning has said. Permanent Secretary in charge of Development Planning and Administration, Chola Chabala said Zambia heavily relies on natural capital and human capital for income generation and that it was important to recognise the value of natural capital and appropriately manage it. Mr. Chabala said it was envisaged that data to be generated from natural capital accounting would enhance policy decision-making on allocation and use of natural resources. He said the data collected would also be useful to the private sector in making investment decisions, climate change interventions, community resource management and poverty reduction strategies, among other beneficiary sectors. Mr Chabala said this when he officiated at the on-going workshop co-organised with the WWF Zambia on development of natural capital accounts for Zambia WAVES Accounts on tourism, forest, water and land in Lusaka yesterday. “The ministry has been coordinating the implementation of the Wealth Accounting and Valuation of Ecosystem Services (WAVES) programme with the assistance from the World Bank and in collaboration with relevant ministries and stakeholders,” he said. AMBIA China-Mulungushi Textiles joint venture has recalled former workers who worked for the company over 20 years ago and placed them on payroll, Ministry of Defence Permanent Secretary Stardy Mwale has said. He said many more new workers apart from the old ones would be employed when the plant reaches full throttle. Mr Mushimba said institutions of higher learning that will open without clearance will be dealt with accordingly. He said universities should not rush into opening but should ensure that all health measures are put in place. "All the measures should be in place to before students are admitted in these Institutions,"Dr Mushimba said. Dr Mushimba said a local task force on Covid-19 will conduct preparedness check in all colleges and universities before students are admitted. He said higher learning Institutions should ensure that water and hand washing facilities were available in strategic places at the in-

THE opposition should know that there is no wind for regime change, Zambians still want President Edgar Lungu because of his good leadership style, Patriotic Front Lusaka Province Secretary Kennedy Kamba. We have heard some people within the party warning their perceived enemies that they will take the fight to the convention and I think care must be taken to ensure that such people are curtailed. If the PF will come out of the convention more
divided, it will be difficult to win the 2021 elections. Mr Musoma warned the ruling party against laxity saying the opposition may be a fragmented lot but that they were not sitting idly but scheming day and night on how to oust the PF, even if it meant infiltrating the ruling party and create unnecessary confusion to weaken it.

OHANNESBURG South Africa’s failure to rebuild the fiscal buffers it had in place when the global financial crisis struck has weighed on the country’s ability to respond to the coronavirus pandemic, Reserve Bank Governor Lesetja Kganyago said. In April, the government announced a R500 billion support package aimed at reigniting economic growth and supporting those worst affected by a lockdown. That compares with a fiscal package of more than R800 billion in response to the global financial crisis, facilitated by a budget surplus and relatively low debt-to-gross domestic product ratio, Kganyago said Monday in an interview with radio station 702. “If ever there was a case as to why you should build your buffers during the good times, that was it,” he said. “Instead of rebuilding our buffers, we continued to live life as if we were richer than what we were and that was the problem getting into this crisis. You could argue that compared to 2008 that is small, but that is what we have, that is the totality of the resources we have as a country.” South Africa recorded its first budget surplus since democracy in 2007, and in the 2008 fiscal year, debt-toGDP was 26.6 - percent. The National Treasury predicted in February, before the country’s first virus case, that the deficit would swell to 6.8 percent of GDP and that debt will increase to 65.6 percent of GDP in the fiscal year through March 2021. The central bank was able to respond to the virus with “significant boldness” because it had monetary policy buffers in place, Kganyago said. The Reserve Bank and its inflation-targeting mandate have often come under fire, especially as it became clearer over the past two years that the MPC aimed to get price growth anchored close to the 4.5 percent midpoint of the target band. However, that approach to inflation meant that price growth has not broken the top of the target band in three years. The panel cut its benchmark interest rate by 275 basis points this year, the fifth-biggest downward move by global central banks, according to data compiled by Bloomberg. The repurchase rate is now at 3.75 percent, the lowest level since it was introduced in 1998. The central bank also relaxed accounting and capital rules to release additional money for lending and tripled its holdings of South African government debt, helping to bring down borrowing costs in the domestic bond market. - BLOOMBERG NEWS.

Background The Skills Development Levy was established in 2016 under the Skills Development Levy Act No. 46 of 2016. The main objective of the levy is to provide financial resource for the TEVET sector for skills development in collaboration with the Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The Skills Development Fund (SDF) plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, and one of the mechanisms used in achieving this objective is the TEVET Fund. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access. Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the SDF, has set aside funds towards the implementation of the Employer Based Training (EBT) activities through the TEVET Fund. The TEVET Fund is hereby inviting Employers in collaboration with Training Institutions registered with TEVETA, under the Technical Education, Vocational and Entrepreneurship Training
Act No. 13 of 1998 and the amendment Act No. 11 of 2005, to present proposals for support through the TEVET Fund towards skills development for EBT. This financing is available to Employers and TEVET providers whose request for financing will be considered responsive to the disbursement criteria. Focus is on provision of training that meets the current market demands. Submission of Proposals Training Providers will be required to submit five (5) copies of each of the proposals in a sealed envelope. The envelope should be clearly marked with the Name of the Applicant Institution. The closing date for submission of proposals is Friday 17th July 2020 at 15:00hrs. For a solid to melt, heat energy must be supplied to it until melting point is reached. Therefore, melting is an endothermic process. An endothermic process is a process that absorbs heat energy from the surrounding. The heat energy absorbed brings about separation of particles of a solid. The diagram below shows melting.
ATOMS: An atom is the smallest indivisible particle of an element that take part in a chemical reaction. IONS: An ion is a charged particle. There are two types of ions namely cations and anions. A cation is a positively(+ve) charged particle and anion is a negatively(-ve) charged particle.
States of matter There are three states of matter namely solid, liquid and gas. In a solid, particles are closely packed together and are not free to move about instead they just vibrate about a fixed position. This is because the forces of attraction between particles are very strong. Examples of solids are: stones, wood, glass, building block. The diagram below shows the arrangement of particles in a solid.

Because particles in a solid are closely packed together, a solid has fixed shape and fixed volume. Additionally, the solid is incompressible because particles are closely packed together. In a liquid, particles are slightly apart from each other and are free to move about within short distance. This is because the forces of attraction are less strong. Because particles of a liquid are able to slide over each other, the liquid can take the shape of any container where it is poured. Examples of liquid include: water, cooking oil, petrol, paraffin. The diagram shows how particles are arranged in a liquid.

Note that when there is change of state, there is no change in temperature. Freezing/ solidification Freezing is the change of state from liquid to solid. Freezing also known as solidification is an exothermic process. An exothermic process is a process that gives out heat energy to the surrounding. Freezing occurs at a temperature called freezing point. Freezing occurs when particles of a liquid lose heat energy which in turn reduces the kinetic energy of the particles. Evaporation Evaporation is the change of state from liquid to gas. For evaporation to take place, a liquid must absorb heat energy. Therefore, evaporation is also an endothermic process. After a liquid has absorbed heat energy, particle that have acquired sufficient kinetic energy will begin to escape from the surface of the liquid. Note that evaporation occurs at any temperature and it occurs on the surface of the liquid. The diagram below shows evaporation.
Condensation Condensation is the change of state from gas to liquid. During condensation particles of gas lose heat energy and in turn kinetic energy is also lost. Hence condensation is an exothermic process because it gives out heat energy to the surrounding. In a diagram form, it is represented as follows.
Note that when drawing the arrangement of particles in a liquid, they should be drawn in such a way that they are sinking towards the bottom and they should not form any pattern. Any liquid has a fixed volume but no fixed shape instead it takes the shape of a container where it is put. Particles of a liquid have more kinetic energy than those in the solid. Hence they are able to move about within short distance. In a gas, particles are further apart from each other and are free to move in any direction at high speed. Sublimation Sublimation is the change of state from solid direct to gas or from gas direct to solid without forming a liquid. This implies that sublimation is either exothermic (from gas to solid) or endothermic (from solid to gas). The following are some of the substances that undergo sublimation. Note that a gas has no fixed shape and no fixed volume and because of this, particles of a gas are compressible. In addition, particles in a gas have more kinetic energy than in the liquid and solid. Explanation Before melting point(m.p) of a substance is reached, the substance exist as a solid. On the graph, this is represented by portion OA. When solid is heated up to its melting point, it will begin to melt. Note that as the solid is melting, it will exist in two states , that solid and liquid as represented by portion AB. The other point to be noted is that when a substance is changing state to another state , temperature remains constant as shown by portion AB and CD in the above graph. Heat absorbed during this time is used to overcome the attractive forces. When all the solid has completely melted, temperature will begin to rise and this is shown by portion BC. Note that in the portion BC, the subsstance exist as a liquid only. When more heat is supplied to a liquid, it will begin to boil and change to gaseous state. Again when liquid is changing to gas, temperature will remain constant as shown on portion CD. When alsl the liquid has changed to gas temperature will begin to rise. Portion DE shows gas state only. HE Disaster Management and Mitigation Unit (DMMU) has engaged local tailors in Chavuma to make face masks for school children in the district. So far about 3, 000 face masks have been made by the empowered local tailors in the district. This came to light during the district administration weekly briefing chaired by the acting District Commissioner, Mr Kenny Mungendenge. ‘Govt online services convenient’ GOVERNMENT Service Bus, a new online platform which enables citizens access services online, will increase revenue collection and reduce corrupt activities, the Smart Zambia has said. Smart Zambia Assistant Director, Beaton Sibulowa, said the newly-developed tool was convenient for citizens. Mr Sibulowa said the online Government service bus would allow citizens access various services online without physical human interaction. He said the system would enhance transparency through tracing transactions on how people were participating in accessing Government services. Mr Sibulowa said this when his team called on North-Western Province Permanent Secretary, Willies Mangimela in Solwezi. He said the news Government tool would be used to interact with citizens, business houses in providing public services.

Laura Miti fails to appear for assault By ANDREW MUKOMA AN assault case involving Alliance for Community Action executive director Laura Miti and her deputy Bonwell Mwewa has been adjourned to next month after the accused failed to appear in court. Livingstone Magistrate, Michael Mulalelo, has set July 20, as a date for commencement of defence for the two accused persons, who were previously found with a case to answer. The follows an adjournment made in the chambers after the two accused persons' lawyers applied to move the case to a later date. The duo was found with each a case to answer for the offence of assaulting a police officer. It is alleged that on the December 21, last year at Livingstone Central Police Station Miti and Mwewa arrived at the police around 23:00 hours and requested to see Fumba Chama, alias Pilato, who was at the time detained in police cells. But the duo was advised they would only be allowed to see the suspect the following day as it was late. It was alleged that the pair became violent, resulting in assaulting police officers who were on duty. They were consequently arrested and charged with assault but pleaded not guilty when they appeared in court. They are being represented by Linda Kasonde of a Lusaka based law firm and Brian Gombwa of MAK Partners.

L/stone compliance levels drop By ANDREW MUKOMA DESPITE Government's concerted efforts put in place to combat the spread of Covid-19 in the country, some communities in Livingstone are still not adhering to the guidelines. Residents in communities such as Ngwenya, Mbita, Maramba and Libuyu Townships are not wearing of face masks while social distancing is a challenge. A survey showed that some people were still in the habit of shaking hands when preventive measures stipulated that there should not be any hand-shakes. Some traders told the Daily Nation during a random check yesterday in the markets that there was no corona virus in Livingstone. Traders and their clients were freely interacting without taking into consideration the dangers that came with the pandemic. The trend has dismayed the Zambia Micro and Small Traders Foundation Cooperative (ZAMAST) in Southern Province. In an interview in Livingstone, ZAMAST provincial chairperson Fredrick Sakala said, it was unfortunate that some people especially his members were taking the Covid-19 lightly.

OUR POVERTY CRISIS

E must decisively deal with the Lords and Agents of poverty who reside among us. They are largely responsible for our poverty crisis and our governments must cause the citizenry to ensure and assume civic responsibility.
Who are the Lords and Agents of poverty? They are mostly decision makers and enablers who push special files and projects. They are the shakers and movers of special projects, includ-ing a series of unfortunate incidents and chal-lenges that affect National Development. (I in-dicated last week that there is no free lunch!) The Nation is agreed in principle about issues and obstacles of fighting extreme poverty. Afri-can politicians have since before independence campaigned on the “ticket” of improving peo-ple’s livelihoods. It is evident that they do improve their personal and family lives! Some say that the debt prob-lems, which include loan repayment, are part of the story of poverty. I have a different view point in the sense that the development template that we have adopted is totally unsuitable for our realities. I respect what Economists articulate, but they have been articulating these views for decades and the Ministries of Finance are packed and managed by professional Economists (at least in Zambia). But you know what? You cannot bury yourself in Economic or Political theories which do not factor in reality. In fact it is fair to say that alt-hough most politicians engage with their sup-porters on the basis that they will improve their lot, they actually also invest a lot in aspects of subterfuge. Herein lies the problem; and we must incisively discuss, distill, dissect and ana-lyse it, as the Zambia Daily Mail says, “without fear or favour.” First, there is a problem of “rent seekers” (the 10 percent or Nchekelako club). These will not do anything unless a personal gap addressing poverty is sealed. They look quite, serious and appear professional but have challenges with integrity. You can very easily identify this crew by going down memory lane or any useful ar-chives. What was the story and position of XYZ before picking on a “game changing card”? Please note that some “cards” are mere fronts for illicit activities and ill-gotten wealth. The only exception to the “game changing card” is the country’s most Top prized job – the President. The trappings of the Presidency, as designed, barring human temptations, are such that, favours are inherent and could easily at-tract problems of abuse. Because power is magnetic, it largely explains the scramble or jostling for the Top job. The only
challenge is it easily degenerates into poli-tics of hate, deception, betrayal and cut-throat treachery. As an observation; many who drink from the poisoned kettle of political scheming, have lit-tle space for either loyalty or uprightness. It is me, my partner, my children and possibly, pets, such as cats and dogs! These have killed their conscience and lie in bed with the devil. It is doubtful that some office holders who are expert rent seekers but, unfortunately, mistake or confuse their station in life, are there to serve. No Sir. No Madam, the country only vot-ed for the President and not his delegates! It only takes a Presidential announcement to tilt or alter the balance of power negatively or posi-tively. It is for this reason alone, why many will sing melodious songs, which they do not believe in. Some go as far as renting support to justify or defend misdeeds, after authoring their own predicament. Second, the rent seekers have created a Nation-al crisis that makes defeating poverty a difficult undertaking. It is civic duty to actually lobby our governments about the dangers posed by well positioned profit-oriented cartels. For the profit oriented cartels, the major deter-minant is the bottom-line, represented by fat bank balances and exotic tastes, entangled in doubtful lifestyles. The profit-oriented cartels, constitute the mas-ter mind league. No matter what we do, unless we change fundamentals, these have mastered the art of “supporting and working” with every government, in the name of business. This is where “democracy” becomes a problem. It supports the right and freedoms of speech and
association by all human beings. It has also pre-sented the law in a way that is amenable to de-fend problems. In the area of Taxation alone, the profit-oriented cartels understands too well that it is not an offence to avoid tax. What is an offence is to evade tax as smugglers do and some cross-border traders do. As a matter of fact, the profit-oriented cartel, will use the law to defeat jus-tice.

But this is only true to the extent that all the lobby needs to do to bring any Zambian gov-ernment down, is to either create artificial shortages, but export and benefit. So, I ask, what is the difference between these “smart guys” and the “dogs of war” who mar-shalled and managed military take overs in Af-rica and South America? The real difference is that the “dogs of war” style is illegal (but can be legal) and the other, is part of private sector development and the acclaimed economic lib-eralisation! Then there is the “scandal” of
exports to other countries in need of the commodities. Please note, there is nothing wrong with exporting Maize. But, there is everything wrong in ex-porting maize or its by-products if Zambians are treated to zero options, with its associated diffi-culties, such as availability or affordability. Not long ago, we had a powerful team from State House visiting milling companies, who while benefitting from cheap maize from the Government of the Republic Zambia, still hiked Mealie meal prices. These millers do so without moral standing be-cause morality is not part of their understanding of business. Their understanding is to make money and the rest only follows as a necessary accident. KEY question: Can this attitude of blackmail and scandalous deceit help end pov-erty? The answer is a big NO. Le me explain: In our case, Zambia, is for Zambians. Zambians and nobody else has a duty to develop Zambia. Zambia needs long term concrete investments and not trade alone. As documented, in 1965, the then Rhodesian Prime Minster, Ian Smith, slammed the borders and importation and exportation became diffi-cult and expensive. The politically-induced option of Tanzania Zambia Railways (TAZARA), holds the key in many ways. The fact that TAZARA was born out of necessity, responding to the total libera-tion of Southern Africa, is beside the point. TAZARA is and was an answer to accessing the sea. I see great merit in ensuring that the TAZARA project works. Yes, Cecil Rhodes is most known for his op-pressive antics.
But he is the one who originally put up Zambia’s (then Northern Rhodesia) first railway line. TAZARA was an accident of struggle and a critical ally in ending poverty. I find it interesting that we have seriously in-vested in damaging our roads by abandoning the usage of rail. We know that there is a Statu-tory Instrument requiring a certain percentage of goods to be carried by rail. We must not on-ly increase the percentage but also restrict the weight on our roads. Because Zambia is for Zambians, it is up to Zambians to come up with a Win-Win strategy where we can save on the huge amounts of money used on road construction and repairs to deal with the realities of combating poverty. For instance, if we look at the road sector alone and compute how much money has been spent since independence, we may come to a sad con-clusion that we are our own enemies. Get me right. We need a solid and good road network throughout the country. A good road network should never result in killing the rail industry because transportation is vital to indus-trial development and the rail sector accounts for a huge chunk of heavy duty materials. Here, the Ministry of Transport and communications, is in the dock. Bite the bullet!

GOVERNMENT should reduce and defer some taxes because economic activities have slowed down in the wake of Covid-19, the Zambia Micro and Small Traders Foundation Cooperative (ZAMAST) has said ZAMAST Muchinga province coordinator, Josephat Chitimbwa, said while completely waiving may not be possible, reducing taxes would offer a relief to citizens and businesses.
Mr Chitimbwa “Trading activities have been slow because national health is more important but we request on behalf of our members that ZRA relaxes monthly payments. Mr Chitimbwa said the development would cushion the impact of the pandemic on enterprises.

JACKALS SCRAMBLE FOR ZAMBIAN WEALTH Has Zambia become the Jackals’ Carcass?
T
HE jackal is a small predatory animal which occasionally assembles in small packs to scavenge a carcass. Jackals can be vicious and can kill huge animals when they assemble and hunt in packs. Jackals symbolise opportunism intelligence, coirage, isolation, solitude, initiative, determination survival, monogamy, communication, protection, territory, disgusting things and adaptability. Jackal pairs do everything together including eating and sleeping. A person who behaves in an opportunistic way, especially a base collaborator is referred to as a jackal person. In many folk tales, the jackals are depicted as cunning and are known as tricksters who fool other animals and trick them into doing things they want to do. Jackals are carnivorous mammals and they will often scavenge the remains of of kills made by other larger predators. They are even known to
eat poisonous snakes. If one examines the events that have taken place in Zambia since we went back to multiparty democracy, one can conclude that our country has become the scavengers or jackals’ carcass. Carcass means the body of a dead animal, the body of a slaughtered animal stripped of unwanted viscera, the body of a dead human body or the framework of a structure especially one not normally seen. It is derived from the old French carcois or carcasse. Zambia became a huge carcass and this started during the privatisation period. Many opportunists took advantage and engaged in base collaboration to work with foreign entities to scavenge and literally steal state-owned companies. The scavenging extended to politics. Our country witnessed the mushrooming of political parties. Some opportunists took over leadership of parties. Their engagement in politics was not based on any strong ideological beliefs, but to merely protect their business interests. Sadly, the business interests they are protecting are the stolen state properties which
they acquired through proxies who pretended to be genuine buyers but later handed back the comanies to the jackals who still use proxies to look after their interests. The sooner all Zambians realise that our country has become a jackals’ carcass, the better for our country. We may hand back the country to imperialists that are working with cunning finesse to sponsor parties that protect their larceny in their business empires. I am conscious of the fact that every African and indeed many Zambians are complaining about Chinese colonialism. Yes it’s justified for us to worry about the Chinese invasion of Africa. But it is without doubt easier for us to stop Chinese influence because it’s open and traceable.

Western imperialism poses more danger to Africa. The western countries control world trade and want to get African resources at no cost and then make huge profits out of our sweat and our wealth. They control the value of our currencies, they get our copper, gold, cobalt and gemstones and many other natural resources and then resell them at higher profits which we do not benefit from. We must be wary of the jackals amongst our own people who cheat and try to manipulate events and fool people into doing things they are not supposed to do. The misrepresentation of the gold issue is a point at hand that the jackals are trying
to exploit. To ask youths to demonstrate over the gold agreement between ZCCM-IH and a Sudanese company is a very good example of opportunism. A good politician ought to know that mining is a wasting asset dominated by multinational companies. He therefore must encourage youths to think of empowerment in many o t h e r sus-
tainable business activities such as farming and artisanship. The youth must dig deeply into the records of some of the people who fool them into going in the wrong direction. Otherwise by the time they wake up, in 2023, it will be too late. I shudder to think of the Day of the Jackal in Zambia!
