CROOKS, CONMEN INVADE POLITICS By AARON CHIYANZO

NDIVIDUALS who are supposed to be in prison for tax evasion and pecuniary benefitting from the privatisation process should not be allowed to be leading the narrative in this country, says Citizens Democratic Party president Robert Mwanza. Mr Mwanza observed that individuals who had ripped the country dry of colossal sums of money were in the forefront accusing Government of corruption without providing evidence. He said in an interview that they were hypocritically accusing Government of the ills they were evidently guilty of. To Page 3

LUNATIC FRINGE ZAMBIA deserves better. For a long time now the lunatic fringe has subjected this country to a patently false and ludicrous narrative that is passing for political engagement. This is a grave disservice to the Zambian psyche and aspirations as it sucks oxygen of creativity and inspiration from the Zambian people, who begin to accept an inferiority status which this fringe projects on them. Indeed it can only be in Zambia where people who should be in prison for tax evasion, stealing from pensioners and forgery can aspire for political office including the Presidency. They shamelessly parade themselves as redeemers, when their true intentions are to gain power to destroy records of their wrong doing. Worse still, the lunatic fringe has hogged both print and electronic media, and in the absence of a professional regulatory body, the absurd, unethical, and downright insufferable fabrications have become the new normal. The Lozi proverb “When wisemen go into hiding statements by idiots become the measure of wisdom in that society,” holds. Zambians appear to have become immune to nonsense, they actually look forward to national deprecation, taking every opportunity to fault find and prophesy doom and despondency. Our professional bodies are even worse. The Law Association of Zambia (LAZ) which cannot distinguish between the legislative process in Parliament and political gamesmanship, rushes into ill-conceived and often legally unsound analysis. They are as partisan as they come and have long abdicated their role as a source of professional counsel. Our institutions of higher learning provide no comfort either. The most consistent, voiceferous voices quoted by the lunatic fringe are of cranks with no iota of scholarship. The more celebral prefer the recesses of their tutorial spaces than contributing to national debate, dialogue and construction. On the other hand, the paralysing inertia in Government is disconcerting. The debacle over bicycles donated by India which were attributed to Japan should not have been made and once identified a correction should have been issued promptly. At a more serious level, the government should not remain aloof when grave allegations of corruption are made. Is it true that the Ministry of Health has breached tender procedures by awarding a lucrative tender to a nonexistent company? The failure to respond to such allegations feeds into the lunatic fringe agenda, this is an agenda that thrives in the cesspit of human depravity, rather than in the promise and opportunity that God has endowed his creation. It is not regime change that will develop Zambia. Only a concerted collective mindset and effort that promotes industrialisation and manufacturing will change the economic well being of the country. Sustained prosperity and rapid job creation depend on our ability to earn increased export revenue. We must target and promote infrastructure, skills development and well considered industrial capacity building in this digital age will put us in good stead. The industrial parks are a good starting point. The lunatic fringe has an agenda of demoralisation. They stoke powerful primeval emotions of envy, greed and jealousy that allegations of corruption, graft and wrongdoing evoke. Zambia’s first president, Dr. Kenneth Kaunda and his UNIP colleagues succumbed to the erosion of confidence through well-crafted media allegations of cobalt and copper graft. These evil hard-hearted sociopaths should not be given another chance.

LUBINDA SCHOOLS LAZ ON GAZETTE PUBLICATION By PETER SICHALI

HE Law Association of Zambia is misplaced because there is no rule that prohibits Government from publication of the gazette on intended amendment to the Constitution, Minister of Justice Given Lubinda has said. And Mr Lubinda has challenged LAZ to state the provisions of the law that Government has breached by publishing the intended amendment to the Constitution. “I want to challenge LAZ as an institution that deals with matters of the law to state the provisions of the law that have been breached because they cannot just speak street wise, as lawyers they must be able

By KALUNGA MWAPE THE Church is mishandling the issues surrounding bill 10, the Independent Churches of Zambia has said. Independent Churches of Zambia president David Masupa said yesterday the church mother bodies have taken the wrong approach on handling the Bill 10 issues which has led to the confusion. Bishop Masupa said the church mother bodies should instead gather information

to point at a particular standing order that I have breached, “ Mr Lubinda said. Mr Lubinda has reminded LAZ that the list of intended amendment were already made public when they were presented to Parliament on March 17, 2020 therefore there was nothing new gazetted. Mr Lubinda said the LAZ was expected to be assisting Zambians to understand the gazette notice and its content. He said there is no law that stops Government to gazette the intended amendments to the Constitution amendment bill. “Just because Article 79 of the Constitution says before a bill is presented for first reading it must be gazetted for 30 days does not necessarily mean that intended amendments can not be

gazetted,” Mr Lubinda said. And Mr Lubinda has challenged LAZ and the UPND to sue him within the next 48 hours if they feel he has breached any provisions of the law. “This morning I was addressing the press in which I referred to Mr Jack Mwimbu who is a lawyer and is extremely litigious and also belongs to a political party that is extremely litigious because they like going to court to sue me if they believe I have breached any provisions of the law by gazetting the intended amendments to the constitution,” Mr Lubinda said. Mr Lubinda said Government also has a view on the Constitution amendment and has published intended amendments that they are ready to defend.

from its congregants across the board and not air out their personal interests. “We need to understand the issue of constitution requires consensus and if the church is claiming to be making a stand with regards to the bill, then it needs to go to all the provinces to consult people and come up with one decision. It is regrettable, as the church,

we have made our own decisions without consulting our followers,” he said He stated that the constitution has a tenant, which is consensus acceptability and transparency which are key in making a decision and the mother bodies have not done this. Bishop Masupa also expressed disappointment with some church bodies that were

invited to be part of the national dialogue but shunned the invitation. “When government took over the process with the National Dialogue Act one of 2019, they made public invitation to all churches which they believed had broader representation across the country. They did not come to the national dialogue forum.

3 truckloads of Mukula impounded

THREE trucks carrying illegally harvested Rosewood timber have been seized in Lukulu. Officers from the Department of Forestry and Natural Resources pounced on the illegal contra band, as the act was contrary to section 89 of the Forest Act number four of 2015. The trucks have since been handed over to the court for disposal, according to the provisions of section 355(3) of the criminal procedure code. The trucks were seized during a joint operation conducted by Zambian Police and the Forestry Western Province office. Also seized were containers of diesel and petrol at different illegal camps in Ndongwe forest. Lukulu District Forestry Officer, Dominic Makole,

Headman, 5 others arrested in K400, 000 illegal land deal By JOHN KOMBE Police have arrested a headman of Mulalika village in Lwimba ward of Chongwe and his five subordinates for allegedly illegally selling a piece of traditional land to an unsuspecting client after forging Senior Chieftainess Nkhomeshya’s signature. Police spokesperson Esther Katongo confirmed the development to the Daily Nation in a statement. She stated that the six sold the land after duping a client into believing that they were authorised to do so by the traditional leader. She said that they sold the land at K400, 00.00. Ms. Katongo said that all the six have been arrested and are remanded in custody and further investigations were being made. She withheld the names of the suspects

said in an interview that the forest patrols were a routine exercise. Mr Makole said farmers and timber traders should have a concession licence and follow other procedures for them to legally harvest timber. He however said Government was yet to advertise for timber concession licences. Among the checklist of requirement for each type of concession licence for small, medium and large scale farmers was to provide evidence of legal status of entry to operate in Zambia. There should also be, compliance to labour laws and safety of workers including evidence of tax registration with Zambia Revenue Authority. – ZANIS.

Court declines to summon Wusakile MP in robbery case By ROGERS KALERO

THE Kitwe High Court has dismissed an application to summon Wusakile Member of Parliament Pavyuma Kalobo to testify in an aggravated robbery case involving a taxi driver and a Kitwe businessman. The prosecution officers handling the matter had asked the court to allow them to call Mr Kalobo to testify in the matter, but the application was denied. In this case, Chipili Chilufya, a taxi driver and a businessman Daniel Makina are alleged to have stolen copper cathodes worth K1.8 million from Polytra Zambia Limited. In his ruling Judge Timothy Katenekwa dismissed the application because it did not fit in the circumstances under the criminal procedure. Chilufya and Makina on August 28, 2018 in Kitwe allegedly stole copper cathodes worth K1.8m from Polytra Zambia Limited. It is alleged that the two

while armed with an offensive weapon, threatened Mr Rajab Magwira, the driver of the truck which was carrying copper cathodes. At the close of the prosecution’s case, a prima facie case was established against the two and they were put on their defence Last Wednesday, Makina’s co-accused Chipili of Chililabombwe claimed that he was hired by Mr Kalobo to trail a truck which was carrying the stolen copper cathode. This prompted the prosecution to apply to have the MP in court. But Mr Justice Katenekwa yesterday declined to grant the application saying it did not fit in the circumstances under the criminal procedure. In the last sitting, a police video played in court as evidence implicated Mr Kalobo as being involved in the theft. In the video, Chipili was heard telling police that Mr Kalobo was the one who hired him to trail the truck which was carrying the stolen copper cathodes.

‘Poor sanitary conditions at health institutions worrying’ By KALOBWE BWALYA POOR sanitary conditions obtaining in most public clinics and hospitals in the country is a source of major concern, says the Medical for Quality Healthcare in Zambia (MQHZ). MQHZ Finance and Administration Director, Dr Edwin Sianzinda has observed that random checks in most health facilities has revealed very filthy ablutions not conducive for patients. Dr Sianzinda observed that if the scenario is not urgently addressed, it would be an excellent breeding ground for various germs and infections. Dr Sianzinda has urged the Ministry of Health to ensure that filthy clinics and hospitals improve. He said after two weeks from now, MQHZ would begin to name and shame all those clinics and hospitals that remain with pathetic sanitary conditions as a way of maintaining cleanliness at health institutions. Dr Sianzinda also urged patients to observe hygiene and keep public clinics as well as hospitals clean and tidy to avoid preventable infections. And Dr Sianzinda advised that, taking care of the public institutions such as health facilities was not only the government’s responsibility, but also that of the people.

Crooks, conmen invade politics From Page 1

Mr Mwanza said money which was supposed to be used to uplift the living standards of poor Zambians was squandered by the very people who today were accusing the government of not caring for its people. He said the same crooks were driving the narrative in the country using the same mess which they had created through tax evasion and scandalous privatisation processes. Mr Mwanza said it was a big mockery on Zambians for some leaders who deprived them of a decent living to claim that they would liberate people from hunger when they were responsible for the hardships that they were going through. “Tax evaders and people who stole from Zambians today are the ones accusing Government of theft, corruption and many things without providing evidence. “They are driving the narrative through falsehoods and accusations they themselves are guilty of, but we will not allow this,” he said. Mr Mwanza said all the ill-minded individuals “crooks” who had regrouped were supposed to be in prison for robbing Zambians. And Lusaka businessman, Chrisantius Changwereza said the “conmen” who had deprived Zambians of colossal sums of money should be brought to book instead of allowing such crooks and conmen

to invade politics. Mr Changwereza said the law must take its course so that resources that belong to Zambians be given back. “They surely have to pay for their sins and their properties will be given back to the rightful owners,” he said. He said it was only in Zambia where conmen proudly paraded themselves without remorse.

In this case, 236 former BP Zambia employees sued their former employer over unpaid retirement packages. THE alliance between PF and MMD is still alive as far as the ruling party is concerned and we are looking forward to seeing the two MMD factions reconcile, PF Deputy Secretary General Mumbi Phiri has said. Ms Phiri said the ruling party is still in a working alliance with MMD and would not want to be dragged into their internal wrangles. She said PF would want to see the two MMD factions reconcile. Ms Phiri was responding to a letter by the MMD Nevers Mumba faction national secretary Ms Eliz-

abeth Chitika accusing PF of causing confusion in the former ruling party by working with some of its members of Parliament. Ms Chitika also stated in the letter that the MMD is not in any alliance with the ruling party. But Ms Phiri said it was wrong for Ms Elizabeth Chitika to accuse PF of destabilising MMD by working with some of its Members of Parliament. "When we were going for elections in 2015 two factions emerged, the Felix Mutati faction and the Nevers Mumbi faction and one of the factions entered into an alliance with us and they cannot accuse of causing the destabiisa-

Mayor Chanda challenges Catholic bishops …who did you consult on Bill 10? By BENNIE MUNDANDO

LUANSHYA-BASED Catholic faithful Nathan Chanda has challenged Zambia Council of Catholic Bishops (ZCCB) Secretary General, Father Cleophas Lungu to tell the nation which Catholic members he consulted for him to say all churches have rejected Bill 10 and asked for its withdrawal. Mr. Chanda yesterday begged for clarity on the premise on which Fr. Lungu justified his stance on Bill 10 of 2019, arguing that the position of ZCCB may represent the voice of some Bishops but not that each diocese in Zambia is in

agreement. Mr. Chanda, who is also Patriotic Front Copperbelt chairman and Luanshya mayor, yesterday told the Daily Nation that he had been compelled to speak out in his personal capacity as a member of the Catholic Church because the position of the ZCCB was divisive to the church. He said it was not correct that all Catholics were against Bill 10 because consultations were not done. Mr. Chanda, who is a commissioned member of the Catholic Commission for Justice and Peace, said the Catholic Church makes consultations before coming up with a binding decision of the church, starting with the smallest groups in the church. "We know the social teachings of the Church and what I know is that the Church starts its consultations from the Small Christian Community "ifitente" for any decisions," he said.

‘Frustrated’ MASAITI CHIEFS REJECT ZULU, Sejani caned DEMAND FOR LAMBA DC By SILUMESI MALUMO

THERE is an attempt by a cartel trying to brain wash Zambians so that they begin to detest the good character of President Edgar Lungu and his commitment to good governance, Patriotic Front ( PF ) Lusaka Province Secretary Kennedy Kamba has said. He said the cartel is all out to create a fake impression that President Lungu does not value democracy. Mr Kamba was reacting to UPND member, Ackson Sejani, who was quoted in some section of the media as saying that President Edgar Lungu was not a good man and it would be naive for anybody including MISA Zambia to sit down with him and talk about press freedom. Mr Sejani argued that the day, for instance, Lu-

‘Double-dealing’ PF members warned By SANFROSSA MANYINDA PATRIOTIC Front (PF) members who are in the habit of playing double standards will be dealt with severely, Kitwe district chairlady Alice Siabula has warned. Ms Siabula observed that there were some members who were in both the PF as well as the opposition and were causing confusion in the ruling party. Ms Siabula brought this to light during a meeting with the women in Nkana constituency's Buchi ward. "Those that know they belong to this party and are playing double standards should think about it carefully before they continue with this kind of

behaviour. “Stop being PF in the day and opposition in the night because it is irritating. Choose one party that you feel you would be comfortable with so that we know exactly where you belong and stop confusing us," Ms Siabula said. She also advised the women to remain united and form more branches by recruiting new members. Ms Siabula reminded the women to ensure that more youths registered during the upcoming voter registration exercise. CONTRADICTIONS NOT INSPIRING Dear Editor,

I WRITE to urge President Edgar Lungu to urgently address the governance misinformation that has become a norm in the line of governance. The apology offered by Government to Japan and India over the acquisition of police bicycles means there is a serious governance crisis that has to be sorted out now than later by the President. Why should officers connected to the procurement of the said bicycles mistake the origin of the bicycles and even the quantity? All these are people employed to help run this country and if they could be giving varying statements without reprimand by the appointing authority, the damage could be vast.

Does it mean those we have entrusted with leadership especially in the line of governance are so stubborn to consult each other before they issue statements to the public? Do they understand the damage that comes with these contradictions? And in the light of all this, is the President comfortable with it or what for this silence? All this leave citizens with nothing but suspicion. I feel there is something serious amiss about all these contradictions in the country where we have leadership. As Government, you should inspire the people by being proactive than reactive when dealing with national matters. This is what brings speculations and people should not be blamed but yourself for always wanting to suppress dust when it has already risen. WISDOM MUYUNDA, Chingola.

UPND MPs should support bill 10 Dear Editor, UPND MPs should support Bill 10 or wait to be betrayed by Mr. Hakainde Hichilema because clearly there is no guarantee that everyone will be adopted come 2021. The greatest attribute of a good leader is to put the interests of the people you represent first before your own interests. Late President Levy Patrick Mwanawasa (MHSRIEP) was handpicked by late President Frederick Titus Jacob Chiluba (MHSRIEP) as his successor but because he stood firm on his principles of putting the country and its people first before anything else. In his fight against corruption, he started with the person who handpicked him for the presidency. It is extremely amazing to see how the UPND Members of Parliament focus more on satisfying Mr. Hakainde Hichilema’s ego at the expense of the people that voted for them. UPND Members of Parliament

need to listen more and do what is good for the people they represent in their respective constituencies than simply pushing a lone agenda for Mr. Hichilema. What legacy will they leave behind if they continue walking away from Parliament, refuse to work with the government, refuse to participate in government functions or meetings furthermore walk out on Bill 10? What most UPND Members of Parliament are not seeing is that Mr. Hichilema is simply using them as a political ladder to achieve his personal agenda. Truthfully speaking as things stand not all current UPND Members of Parliament will be adopted come 2021 the more reason they must wake up and stop pushing a lone agenda for Mr. Hichilema. Go out in numbers be brave enough to vote for Bill 10 and leave a legacy behind of a leader who sacrificed his or her comfort, parliamentarian seat for the sake of the people he or she represents. Let me categorically state that

Bill10 should be supported by all Members of Parliament because it has some clauses that will surely benefit the people they represent in their respective constituencies. UPND Members of Parliament must realise that the real power is in the people that voted for them and not necessarily Mr. Hichilema who clearly is only focused on pushing his personal agenda at the expense of majority citizens. UPND Members of Parliament should know that leadership comes from God, therefore it’s better to be crucified for doing what is good for the people you represent than pushing an agenda for a single individual hence the need to support BIll 10. UPND Members of Parliament should reflect on what legacy will they leave behind if not adopted on the UPND ticket come 2021. Vote for Bill 10 and challenge Mr. Hichilema WAMUYAYAYA LEADER at your National Party Conference for clearly that product is not sellable. MAXWELL CHONGU, PF DIE HARD.

Dear Editor, TIME is slowly but surely ticking away towards the 2021 presidential elections. Some presidential candidates representing various political parties have secretly intensified their campaigns in their quest to win the presidential polls. It is a good thing to prepare so as to avail the manifesto to the potential electorates. There is no law at the moment which regulate the number of political parties to be registered with the Registrar of Societies albeit the number of presidential candidates to contest in the presidential polls. In view of this, the calibre of some presidential candidates leave much to be desired. This is because their respective political parties are only known during the election period while others are formed barely a few months before an election. In another vein, some of these political parties are known in only certain regions of the country. They are tribal parties for the sake of lack of a better term to use. Honestly, how do you expect such political parties to win and yet they are not known in other parts of the country? However, I have been a follower of the campaign trails of most if not all political parties and consequently their campaign messages. I find it mind boggling to find that some of these presidential hopefuls just replicate the campaign messages of their political opponents. In some instances, they are not articulate enough on how they are going to address certain pressing problems such as high fuel prices, high mealie meal prices, high unemployment levels and the cost of living in general. It is one thing to make pledges and another to fulfill and implement them so that they can benefit the general populace. It is iimportant upon the electorates to evaluate these candidates who will be promising heaven on earth for them. This will enable the electorates to vote for a credible leader who will deliver on his or her campaign promises. ‘CONCERNED RESIDENT’ Lusaka.

JOHANNESBURG - South African banks and the government are looking for ways to boost take up of an up to 200 billion rand ($11.58 billion) loan scheme to help coronavirus-hit businesses, two bank executives and a source close to the discussions told Reuters. Possible amendments being discussed include encouraging banks to ease their lending conditions, the source close to the discussions said. “There are minor issues around the design,” the source continued, including wording in the terms that has led to banks

applying their standard credit procedures and rejecting more applications than anticipated. The scheme, launched in May, was meant to encourage banks to lend more, on more favourable terms, to small

businesses struggling with the effects of the pandemic. But concerns arose that the money – 40 percent of President Cyril Ramaphosa’s 500 billion rand economic stimulus package - was not being fully

used after big banks approved only a few billion rand of loans in the first few weeks. Lenders, the treasury and the central bank are in regular talks on the issue, the source said, with Finance Minister Tito

He added that Nedbank did not apply credit criteria that are different from usual when assessing loan requests made under the scheme, but that various factors affected take up, including its other efforts to help customers. Other features being discussed include raising the turnover threshold for eligible companies from 300 million rand, expanding the list of things businesses can spend the money on and the type of loans banks can extend. – REUTERS.

INVITATION FOR TRAINING PROPOSALS

FINANCING SKILL TRAINING FOR EMPLOYER BASED IN-SERVICE TRAINING Background The Skills Development Levy was established in 2016 under the Skills Development Levy Act No. 46 of 2016. The main objective of the levy is to provide financial resource for the TEVET sector for skills development in collaboration with the Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The Skills Development Fund (SDF) plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, and one of the mechanisms used in achieving this objective is the TEVET Fund. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access.

Act No. 13 of 1998 and the amendment Act No. 11 of 2005, to present proposals for support through the TEVET Fund towards skills development for EBT. This financing is available to Employers and TEVET providers whose request for financing will be considered responsive to the disbursement criteria. Focus is on provision of training that meets the current market demands. Submission of Proposals Training Providers will be required to submit five (5) copies of each of the proposals in a sealed envelope. The envelope should be clearly marked with the Name of the Applicant Institution. The closing date for submission of proposals is Friday 17th July 2020 at 15:00hrs. Proposals sent by Tele-fax or email will not be accepted. Opening of proposals will immediately follow closure of the Tender Box. Applicants are welcome to witness the Opening of the Tender Box. DETAILED TERMS OF REFERENCE HAVE BEEN EMAILED TO ALL TEVETA REGISTERED INSTITUTIONS. HOWEVER, THESE MAY ALSO BE OBTAINED FROM TEVETA OFFICES AT THE ADDRESS BELOW. Please note that the costs of preparing the proposal and of negotiating the contract, including a visit to TEVETA, are not reimbursable as a direct cost of the proposed funding. TEVETA is not bound to accept any of the proposals submitted. All proposals submitted will remain the property of TEVETA.

Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the SDF, has set aside funds towards the implementation of the Employer Based Training (EBT) activities through the TEVET Fund.

SA Express provisional liquidators can sell, transfer property, court rules JOHANNESBURG - The provisional liquidators of SA Express are allowed to sell and transfer property of the state-owned airline, the North Gauteng High Court in Pretoria found on Monday. They will also be allowed to try and attract new investment for the airline. Fin24 reported last week that the National Union of Metalworkers of South Africa and the South African Cabin Crew Association claim to have an investor from the United Arab Emirates potentially interested in buying a stake in SA Express. The regional state-owned airline is in provisional liquidation after a business rescue attempt failed. The court date was set for June 9 for any party to come and show why the airline should not be placed in final liquidation. Meanwhile, South African Airways has returned 17 aircraft to lessors so far. This is because the lessors have elected to initiate the termination of the leases, the state-owned airline’s business rescue practitioners have confirmed. The aircraft returned include four A319s; three A340-300s; three A340-600s; five A330-200s and two B737s. The airline is now left with three A319s, 10 A320s, one A330-200, five A330-300s and four A350-900s. “It looks like SAA is struggling to match their expected new fleet requirement with their existing fleet. The A320s, which the airline is still holding on to, will likely be superfluous going forward, because it is expected that domestic and regional operations will be left for its subsidiary Mango, which operates a Boeing fleet,” says Leitch. - FIN24.

A

LMOST all councillors at the Kitwe City Council (KCC) have benefitted from allocation of plots which have resulted in encroachment on Zambia Railways land, some councillors have revealed. The land in question in the light industrial area, near the former Manica Freight Services, has raised controversy as the railway frim is now complaining about encroachment. The councillors, who spoke on condition of anonymity, said the allocations passed through the full council meeting and the Zambia Railways Limited management was informed of the development.

I WILL remain focused to deliver development in Kankoyo despite some people holding secret meetings with some of my constituency officials to undermine me, Kankoyo Member of Parliament Brian Mushimba has said. Mr Mushimba said he was aware that a certain Permanent Secretary had been holding “dark corner” meetings with some of his constituency officials, fighting for adoption in Kankoyo constituency in Mufulira. He was speaking in an interview with the Daily Nation. At the weekend, Patriotic Front Secretary-General Davies Mwila held a meeting with party officials from Mufulira Central, Kantanshi and Kankoyo where Mufulira district vice-chairperson Emmanuel Sandi was suspended from his position. Mr Mwila suspended Mr Sandi for allegedly being at the centre of causing divisions in Mufulira Central, Kantanshi and Kankoyo constituencies. ‘CONSERVE NORTH-WEST RIVER SOURCES’

T

HE National H e r i t a g e Conservation Commission (NHCC) should urgently undertake conservation measures at all river sources in North-western Province, Caritas Zambia has said. Caritas Solwezi Project Officer,Lewis Miyanda, said NHCC must take care of the sources of Kabompo and Lunga rivers in Chief Kakoma’s Chiefdom in Mwinilunga. “The two rivers in the same way they look after other river sources such as the Zambezi because effects of neglecting the two river sources can have negative effects on the livelihoods of every Zambian should the rivers dry,” he said. He said this in an interview during a community sensitization meeting on the importance of conserving nature held in Kakoma ward. Mr Miyanda said it was important to conserve nature because man needed nature more than nature needed him. “These are heritages, in the

same way the Commission look at the source of the Zambezi River and other rivers, we can as well work together so that we have less human activities happening at these two river sources,” he said. Mr Miyanda called for the marketing of the river sources so that people would know where the sources of the two big rivers were found. “North-Western Province to me is a watershed, Mwinilunga particularly has the highest number of rivers, the Kabompo River

“North-western province to me is a watershed, Mwinilunga particularly has the highest number of rivers, the Kabompo River which we have learnt over the years as the deepest river in Africa has its source here in Chief Kakoma’s Chiefdom, something a good number of people do not know about,” which we have learnt over the years as the deepest river in Africa has its source here in Chief Kakoma’s Chiefdom,

Mr Miyanda said his organization with support from World Wild Fund and Zambia governance foundation had since embarked on community sensitizations aimed at creating awareness on the importance of conserving forests around the two river sources. He has however bemoaned the deplorable state of the road leading to the two river sources further calling on the local authority to work on the said road. Meanwhile, Julien Mupatayi thanked Caritas Solwezi for the initiative taken to enlighten stakeholders on the importance of conserving the forest around river sources. Ms Mupatayi pledged to sensitize other community members on the importance of conserving nature and pledged to discourage anyone who will engage in acts that may affect the natural existence of the two river sources. - ZANIS

Chief Nyawa appeals for road rehab By ANDREW MUKOMA A TRADITIONAL leader in Kazungula has appealed to Government to rehabilitate the road that leads to his chiefdom for easy transportation of goods, including agriculture produce. Chief Nyawa said that the road that leads to his palace from Zimba district is in a bad state. He told the Daily Nation in an interview that year in and year out, farmers in his chiefdom have had challenges in accessing the farming inputs and also in transporting their produces to the markets. He said that some of the transporters Government has been engaging to ferry farming inputs had been refusing to take up the responsibility due to the bad state of the road. The traditional leader said that his chiefdom was the food basket of Kazungula District, therefore, the Government must consider working on the 48-kilometre stretch up to Nyawa central. Chief Nyawa said that the situation was also similar to the transporters who were engaged by the Food Reserve Agency to ferry the purchased maize to the depots as they complained of the poor state of the stretch. “Road works is a heavy job and it requires experienced people with heavy equipment not what was happening when they were working on the road. “Our appeal as a Chiefdom is for our government to consider this road...this is the only road that we rely on to take our produce to the markets and also transport our inputs,” he said.

HEY say morality has nothing in common with politics and where there is politics or economics, there is no morality. The founder of the Soviet Union, the late Vladimir Lenin talking about morals in politics said that: “There are no morals in politics; there is only experience. A scoundrel may be of use because he is a scoundrel.” On the other hand, an oppressed mind had something completely different to say about politics. African American Civil Rights leader Martin Luther King, Jr had this to say about politics and morality: “Vanity asks, is it popular? Politics ask, will it work? But

principle was applied to its fullest. Scoundrels were organised to spread as much innuendo as possible on social media. The Catholic Bishops released a press statement championing the cancellation of Bill 10. They talked of tension and polarisation in the country

caused by Bill 10. But the truth is that UPND president Hakainde Hichilema’s politics are about falsehoods and tension. He buys or creates radio stations, television stations and newspapers which he uses to spread hatred and deceit. He has no known political ideology or clear manifesto. All he does is oppose and oppose to clearly divert attention from the skeletons in his closet. And no one, including the bishops says anything about the suffering pensioners dying in silence and despair because of the Saturnia Regna Pension Trust Fund. Even the well documented privatisation misconduct are conveniently avoided in the political debate. The scoundrels are really doing a great job on behalf of their master! I am glad that I saw a glimmer of hope last week. I noticed what one would call an intelligent debate on two WhatApp chat groups. A post appeared asking members to sign an online petition to stop Bill 10 and this is what followed: “Let’s get to 6, 924 signatures before the end of the day, can you sign now? What is wrong with it? You posted that and I went to the petition page and saw falsehoods. Just as Bill 10 is full of falsehood there are a few things which are progressive My thoughts are that when one posts to urge people to support a petition, one ought to be able to explain when asked about it. True that I’m lost, what’s really the truth about Bill 10? I went to a website on a petition posted earlier today. I could not proceed reading further because the petition mentioned that Bill 10 is reintroducing Deputy Ministers. I have gone through the Bill 10 proposals and there is no reintroduction of Deputy Ministers.

Martin Luther King, Jr

Robert where can we find the final draft of Bill 10? That way we can debate properly? I have a physical copy I got from Honourable Kasonso, UPND MP, Solwezi West. I will look for a soft copy then I can share. Thanks. That will be great. As it is others are probably debating based on an older version of Bill 10 You are absolutely right Please extend it to me as well. I've endeavoured not to comment about Bill 10 because honestly I've never read or seen neither the old nor the new one. Hon. Kopulande, kindly share with us draft Bill 10 in the current form. It will help us make informed opinions on it. It’s my plea. When they fail to explain, just know that it’s not their project...someone else has sponsored them. Most people who are campaigning against Bill 10 have not even read it...ask them the proposed articles that they are not happy with and why...they won’t mention any... Then I’m quite disappointed with the Catholic Bishops for advocating their position as they’ve done. If my memory serves me right, Hon. Kopulande had explained that among others,

Vladimir Lenin agenda?? I think we need help mwebantu!! Government published the Constitution Amendment Bill number 10 to stop speculations. The Bishops should have engaged GRZ before coming out the way they did... the church must be seen to build society than be seen to divide it. Chairperson of the House of Chiefs calls for the support of Bill Number 10. Wonderful news. This should have been done a few months ago. This procrastination causes unnecessary suspicion on what seems to be straight forward things. It does not pay to be confrontational in a democracy.” I have quoted this conversation verbatim. It will help our democracy if all Zambians can start to question and seek the truth instead of circulating and signing petitions without understanding what they are signing for. You can choose to be a scoundrel or a smart thinker! Yours truly, Troubleshooter. ecchipalo@yahoo.co.uk/ pentvision@ gmail. com/ecchipal o @ icloud. com

Mr Hichilema They talked of tension and polarisation in the country caused by Bill 10. But the truth is that UPND president Hakainde Hichilema’s politics are about falsehoods and tension. the issue of Deputy Ministers was removed, mixing the Parliamentary and the Majoritarian Systems was removed. So why’re people still debating these matters which have already been dealt with? Does it then mean that the Catholic Bishops have another

Magufuli orders all Tanzania schools to reopen DAR ES SALAAM Tanzania’s President John Magufuli has ordered schools at all levels to reopen on June 29. He has also ordered a return to normalcy of all social and economic activities that had been stopped by coronavirus restrictions. Magufuli issued the directives while proroguing parliament yesterday ahead of October general elections. He repeated his claim that the country was spared from the pandemic by God, words that had elicited mixed reactions recently. On Monday, Prime Minister Kassim Majaliwa said the country only had 66 cases of the virus in 10 out of 26 regions. Final year and university students had resumed classes on 1 June but

NAIROBI - The Kenyan authorities are investigating the disappearance of medical equipment donated to help stop the spread of Covid-19. The Personal Protective Equipment (PPE) from the Chinese government included surgical masks, protective suits, isolation gowns and thermometers worth $2 million. An investigation by local TV station KTN News, revealed how a private company working with government officials and Chinese businessmen in Kenya, laid claim to the donation when it arrived in the country. During the bizarre incident, the company, went on to donate part of the stolen supplies to other Kenyan government ministries. Kenya has received millions of dollars from countries and organisations around the world to help in the fight against Coronavirus. Some of the donors include Chinese billionaire Jack Ma, the International Monetary Fund and various European nations. But the government has faced serious questions from Kenyans on how the

GABORONE - Botswana on Monday lifted a recently reinstated coronavirus lockdown on its capital city Gaborone and surrounding areas after most of the cases reported last week turned out to be negative, the health department said. Botswana ended a 48-day national lock down on May 21, allowing businesses and schools to reopen, but reinstated strict control on movement in the greater Gaborone region on Friday after health officials reported eight new coronavirus cases at one hospital. But on Monday health officials said national government had retested the patients and the results had come back negative. “As a result the lockdown on the greater Gaborone region will be lifted,” said the official. Botswana has reported 48 confirmed infections, one death and 24 recoveries. – REUTERS.

Nigeria develops three-year Covid-19 response plan ABUJA - The Nigerian government says it is developing a three-year action plan for its response to the pandemic. It also said it is not yet safe to reopen schools and other places where large gatherings could take place. Health Minister Osagie Ehanire told journalists that the pandemic “will be with us for a long time and we shall keep learning as we go along.” He said the response plan covers the short, middle and long term effect of the pandemic. Tracing, testing and case management will also be driven by data and evidence. The minister decried what he described as an escalation in the level of non-compliance with social distancing and wearing of face masks especially in markets and motor parks. – BBC.

Burundi’s new president to be sworn in

BUJUMBURA - Burundi’s newly-elected president Evariste Ndayishimiye will be sworn in tomorrow, the Foreign ministry announced, after the sudden death of the incumbent forced authorities to expedite the ceremony. President Pierre Nkurunziza died last week aged 55, of what authorities said was a heart attack. Ndayishimiye, 52, a former army general and Hutu rebel like his predecessor, had been handpicked by the powerful ruling CNDD-FDD to run in a May 20 presidential election. – AFP.

The Allied Democratic Forces (ADF) have killed hundreds in the region since late last year, in apparent retaliation for a military offensive against their bases. – AFP.

SEOUL - North Korea blew up an inter-Korean liaison office on its side of the border yesterday, the South’s Unification ministry said, after days of increasingly virulent rhetoric from Pyongyang. “North Korea blows up Kaesong Liaison Office at 14:49, the ministry, which handles inter-Korean relations, said in a one-line alert sent to reporters. The statement came minutes after an explosion was heard and smoke seen rising from the long-shuttered joint industrial zone in Kaesong where the liaison office was set up less than two years ago, Yonhap news agency reported citing unspecified sources. Its destruction came after Kim Yo Jong, the powerful sister of North Korean leader Kim Jong Un, said at the weekend: “Before long, a tragic scene of the useless north-south joint liaison office completely collapsed would be seen. – AFP.

….Chipolopolo stars ready for big clubs, says Makembo By MICHAEL MIYOBA AMBIA’S two prolific exports to Austria Patson Daka and Enock “Computer” Mwepu are ripe and ready for big clubs in Europe, says Peter Makembo, the Zambia Sports Fans Association patron. Makembo said Mwepu and Daka are ready to overcome any pressure that comes with playing for a big club. He was speaking in an interview following the duos impressive performance for Red Bull Salzburg in the Austrian Bundesliga. Makembo said Daka and Mwepu’s determination and discipline levels is an

added advantage which would guarantee their success at any club. He however advised the two players not to rush to making a switch from Red Bull Salzburg which is dominating the Bundesliga. “From the time the boys won the under-20 AFCON in 2017 and went on to represent Zambia at the youth World Cup in South Korea, they have refused to look back and are now making the country proud with their hard work in Austria. “With their impressive performances from the recent games the boys have shown what they are capable of doing and I believe they can perform at any club in Europe. “They are ready but they shouldn’t rush to make decisions which could disturb their growth,” Makembo said. Daka and Mwepu’s contributions have enhanced

Salzburg’s chances of retaining the Bundesliga title and solidified their position at the summit of the table with 36 points, seven points clear at the top. Daka has been influential and has scored 26 goals in all competitions and has a record of eight assists in 39 matches. The former Nchanga Rangers and Power Dynamos striker has scored six goals in the last four games and is two goals behind Bundesliga top scorer Shon Weissman of Wolfsberger who has scored 25 goals in 25 league matches as the battle for the golden boot progresses.
