SEAL MAIZE LOOPHOLES NOW that the maize floor price has been set at K110 per 50kg bag, farmers must prepare to haul their gran to the Food Reserve Agency (FRA) instead of offloading it cheaply to marauding traders that have invaded some farming areas. The FRA offers a ready market at good prices while some traders creep into the farming areas when the moisture content is well above 12.5 percent and cash in on desperate farmers. “Briefcase” traders dangle cash in the face of desperate farmers at the time the FRA awaits the moisture content in the maize to reduce to an appropriate percentage. Some peasant farmers drift into hue and cry over the “delay” by FRA to buy their produce when in actual fact they are aware that the maize can only be procured when the moisture content reaches acceptable levels to guarantee proper storage. Year in year out, stories abound about peasant farmers selling their grain to exploitative traders when farming inputs are provided by Government at subsidised levels. Government spends colossal sums of money to provide inputs to peasant farmers under the Farmer Input Support Programme (FISP). The FISP is designed to increase production and empower peasant farmers, who are supposed to graduate from the facility after three years to a higher level to give chance to others. FISP’s other objectives are to increase private sector participation in the supply of agriculture inputs to small-scale farmers and also to contribute to increased household food security. Sadly, many farmers have been selling their produce to foreigners even before they could harvest. In Muchinga Province, Tanzanians and Malawians some weeks ago had a field day, buying the produce before harvest with prices pegged according to the size of the maize field. Of course, the offer was very much below the Government’s current floor price. How then could farmers increase household food security when the produce is being offloaded cheaply to foreigners? Additionally, many peasant farmers have been on this programme for close to 20 years, yet they complain the loudest about any delays. Some peasant farmers collude with unscrupulous elements and form fake cooperatives to fraudulently get Government subsidised inputs, which they later sell cheaply. This is a criminal act which denies deserving peasant farmers an opportunity to access Government inputs under FISP. Government’s intention is to ensure that the country has enough maize for FRA to buy while the balance gets on the open market for private sector players to mop up the grain. The Grain Traders Association of Zambia and the Millers Association of Zambia are reliable players that move onto the open market to buy the grain. Peasant farmers must thus plan appropriately from the planting up to the marketing season so that they do not fall victim to exploitative traders that worm their way onto the market before genuine players arrive. While Zambia has a free market economy, Government regulation cannot completely be shelved, particularly in trade relating to the staple food and other strategic products such as petroleum. Therefore, Government will need to seal all loopholes in the agriculture supply chain and ensure that the FISP programme is only accessed by deserving peasant farmers. At times, the country grapples with inflated mealie meal prices because maize is hauled across national borders. Maize is a strategic national resource which must be protected from marauding traders.

HE Patriotic Front in Muchinka Ward of Mansa Central Constituency in Luapula Province has charged that the on-going investigations against their Member of Parliament Dr. Chitalu Chilufya who is also Health Minister are aimed at weakening the Presidency. Muchinka ward chairperson Eriko Mpundu stated that they were aware that investigations against Dr Chilufya were instigated by people who were not happy with the cordial working relationship their MP has with the Presidency. Mr. Mpundu who was flanked by his vice chairperson and secretary said that he is aware that some people within the PF had ganged up with enemies of the party to plot Dr Chilufya’s downfall as they were not happy of his good performance. “Who doesn’t know of the good works that Dr Chilufya
has been doing? We are aware that some people within our party are unsettled that Dr Chilufya has not only been hard working but has been loyal to the President hence they have teamed up to bring him down, ” he said. Mr. Mpundu observes that Dr. Chilufya has shown that he is a very hardworking minister who has the interest of the people at heart but it seems others are not happy with this. “You can all see for example the way he has been handling the issue of the Covid-19 in the country, he is always in the forefront in ensuring that the fight against the global pandemic in this country is won and this just goes to show how committed he is when it comes to work.” said Mr Mpundu. He explained that whatever is happening to Dr. Chilufya is something which was planned by his enemies who feel threatened by his presence and want to displace him at all costs.
Mr. Mpundu noted that if they genuinely wanted to investigate the Health Minister they could have at least waited until the fight against the Covid- 19 was over as these allegations are distracting him from helping the country fight this pandemic. “Whatever Dr. Chilufya is going through right now is as a result of his hard work and nothing else that is why certain people have resolved to frustrate him at all costs,” he said. Mr. Mpundu disclosed that some of the people who are fighting Dr. Chilufya are those from Luapula Province. According to ACC Corporate Affairs Officer Jonathan Siame , the organisation has been conducting investigations against Dr Chilufya on alleged possession of property reasonably suspected to be proceeds of crime. HIGH Court Deputy Registrar David Simusamba has refused to recuse himself from handling the matter in which National Democratic Congress (NDC) leader Chishimba Kambwili is facing forgery, uttering a false document, and giving false information to a public officer. Mr. Simusamba, who sits as Principal Resident Magistrate in the case, says Kambwili cannot create circumstances whose effect is aimed at achieving the result that the trial magistrate recuses him or herself for whatever reasons.
Kambwili’s lawyer Musa Mwenye had filed a notice of motion for recusal and transfer of the matter to another magistrate. The case has been adjourned to next Thursday to allow Mr. Mwenye get fresh instructions from Kambwili on his defence, which has been pending since last November when Kambwili was found with a case to answer.

This measure will also reduce the costs of doing business in the country and these measures shall be reviewed in line with the prevailing situation at the time. “The Authority would like to encourage all importers, exporters and clearing agents to take advantage of the online platforms to lodge in entries from anywhere any time. This is because the authority has increased human resource capacity for the two borders to ensure speedy processing of all entries,” Mr Chanda said.

were beginning to believe lies and that the PF was inept. “This negative media frenzy is dangerous and has seen many governments fall, and therefore the PF should wakeup.” He said the PF is allowing the opposition to spread lies and failing to defend itself making Zambians begin to think that it is inept. Over 1, 000 defect to PF By NATION REPORTER MORE than 1, 000 members from four opposition political parties on the Copperbelt have defected to the ruling Patriotic Front. These include 597 from National Democratic Congress (NDC), United Party for National Development (UPND) 463, Socialist Party 103, Democratic Party (DP) 49 and 17 security officials from NDC. NDC Copperbelt youth leader Bornface Mubanga led the defectors from his party to join PF, saying there was nothing that was inspiring to remain in NDC. On Saturday, NDC Copperbelt youth chairman Bernard Mwila resigned and joined the PF. Other officials who led members from different political parties included Mr Enock Kabaso, who was 2016 UPND Kawama West Ward 3 aspiring councillor, Socialist Party’s Mufulira district mobilisation coordinator Constance Bwalya, DP Mufulira Youth vice secretary Stephen Kandale. Mufulira PF chairman Dr. Dominic Mwale said the Opposition Alliance was only on social media. Kankoyo Member of Parliament, Brian Mushimba encouraged the party to remain strong in the district. And over 200 UPND members in Chasefu have ditched the party and joined the ruling PF. Former UPND member who represented all defectors Elias Gondwe said the PF had done a lot of developmental programmes in the district and the province as a whole and feel compelled to be part of the agenda.

GOVERNMENT should suspend all tax measures that have potential to stall the mining industry and institute a fiscal regime that will respond to the current prevailing challenges. Policy Monitoring and Research Centre (PMRC) Executive Director, Bernadette Zulu, stressed that Government should adopt a fiscal regime that would respond to the prevailing Covid-19 and attract greater investment to spur a quick rebound. Ms Zulu said such regime would mitigate risks to disruption by instituting early warning mechanisms and implementing measures to protect industry cash flows. This, she explained, could be by deferring tax obligations, considering extension of deadlines and suspension of tax measures that had potential to stall mining and supply chain operations. “Government is further urged to ensure minimal disruptions to the supply chain especially critical supplies and consumables that keep the mining sector functional,” Ms Zulu said. She said Zambia’s mining industry in the context of Covid-19 was faced with many significant challenges, many of which had never be seen before. The prevailing conditions, she explained, had made it difficult for mining companies to dial up capacity while managing the risks of the pandemic in the wake of declining commodity prices. Ms Zulu said this drop in prices had affected operational margins for players in the industry with some being pushed into negative cash flows. The situation, she said, continued to be dynamic and called for rapid solutions and effective monitoring. She said Government must consider the immediate priorities and forecast the future of the mining industry and its evolution. “As easing of restrictions around the world is rolled out, Government is urged to prioritise and maintain safety and well-being of employees in the face of possible Covid-19 risks. “Timing of the sector’s recovery period is likely to vary across the globe and there’s need plan how this will affect operations and business processes with the possibility of restricted travel,” she said. Ms Zulu also observed the need for industry players to re-think strategies around commodity demand and pricing, work space layout, social distancing and response to future crises. She said given the economic impacts of the crisis, mining sector players were urged to prioritise local suppliers while establishing a fair balance with international suppliers.

Sampa reported to police for assault By NATIONA REPORTER LUSAKA Mayor Miles Sampa has been reported to police for allegedly assaulting Memorial Park General Manager Lawrence Nsoma at the weekend. Nsoma, 34, of Chelston Green allegedly sustained injuries on the face after the Mayor assaulted him. Police Spokesperson Esther Katongo confirmed the development yesterday in a statement and said the
mayor allegedly used a stick to assault Nsoma. Ms Katongo said the incident happened at Sampa’s house in Nyumba Yanga on Saturday around 20:30 hours. She said the same day around 23:00 hours, police received a report of criminal trespass from Mr Sampa who alleged that six people went to his home and harassed his workers. And Ms Katongo said investigations had been instituted in both matters.
Sanga’s court ban lifted By CHINTU MALAMBO
JOHN Sangwa has been allowed audience before any court in Zambia but the Judiciary’s complaint against him still stands. His ban was yesterday lifted by the Judiciary after it considered his apology to the Constitutional Court. According to the statement, the Judiciary said the Constitutional Court will not institute contempt of court proceedings against him but the Judiciary’s complaint against him still stands. “In view of the statement issued by Mr. Sangwa, SC, the Constitutional Court will not proceed with the intended contempt charges against Mr Sangwa, SC. Consequently, the Judiciary has decided to restore Mr.Sangwa’s right of audience before all Courts in Zambia. “With regard to the complaint by the Judiciary against Mr. Sangwa SC, it still stands and the position of the Judiciary is that the complaint will remain before the Law Association of Zambia to be determined in accordance with the rules of the Law Association of Zambia Legal Practitioners Committee,” read the statement.
Concourt allows UPND to join case By CHINTU MALAMBO THE Constitutional Court has joined UPND as an interested party to a matter where a lawyer has petitioned the court, seeking an order that the Registrar of Societies deregisters all political parties which have not held party elections from 2016 to date. Constitutional Court judge Mungeni Mulenga said the UPND had sufficient interest in the matter. In this matter, Mr Benjamin Mwelwa, an Advocate of the High Court, has petitioned the Constitutional Court, seeking an order and declaration that any political party which was registered and in existence as of January 5, 2016 and which has not promoted and practiced democracy through regular, free and fair elections, within its political party, has breached article 60(2)(d) of the Constitution of Zambia (Amendment) Act no. 2 of 2016 and therefore such a political party ceased to exist as a political party in Zambia on January 4, 2017. He wants an order that the Registrar of Societies deregisters all political
parties for having ceased to exist as political parties in Zambia on January 4, 2017 and violated article 60(2)(d) of the Constitution of Zambia (Amendment) Act no.2 of 2016 and section 18(1) and (2) Act no.1 of 2016. He cited Attorney General, Likando Kalaluka and the Electoral Commission of Zambia (ECZ) as the respondents in the matter. However, Mr Stephen Katuka in his capacity as Secretary-General of the UPND, applied to join the case as an interested party, saying the petition targets all political parties in the country, of which UPND was the main opposition party. ZAMBIA Medical Association (ZMA) has strongly condemned public insinuations and proclamations regarding alleged faking of COVID-19 results. Its president Samson Chisele said the association would stand by members of the medical profession, regardless of their current standing in society, including the current Minister of Health Chitalu Chilufya. Dr Chisele said the association find unsubstantiated public accusations that Dr. Chilufya, a member of the Zambia Medical Association, with the aid of other medical professionals, faked his COVID-19 results, which he described as a slap in the face of the medical profession. “We as a medical profession pride ourselves of being the custodian of medical procedures and processes, and pitch medical ethics very high in our practice. All doctors work under strict medical ethics, breaching of which can result in dire consequences. “The COVID-19 medical response is being led by very experienced,
internationally acclaimed public health experts and clinical specialists who are members of the Zambia Medical Association. It is extremely unfair to put the reputations of these noble medical practitioners into disrepute. “We ask all well-meaning members of the general public to treat insinuations of faked COVID-19 results with the contempt they deserve,” he said. Dr Chisele wished all frontline healthcare workers infected with COVID-19 in the line of duty, as well as other infected citizens, a quick recovery.

Neria’s kicks of fertiliser distribution By GRACE CHAILE LESOETSA in Chipata NERIA’S Investments limited has kicked off the distribution of fertiliser under the Farmers Input Support Programme (FISP) to all the 14 districts of Eastern Province. The agro-commodity trading company is expected to deliver over 63,000 Metric tonnes of fertiliser to the rovince for the 2020/2021 farming season. Flagging off the delivery of the commodity to the districts in Chipata yesterday, provincial minister Makebi Zulu said the province is targeting a record maize harvest of about 1 million tonnes next season. Mr Zulu said the province had a bumper harvest in seven crops due to the timely distribution of fertiliser and good rainfall. He said this year, the farmers were expected to start receiving the inputs by September. “As government, this is a game changer for us. It’s a game changer because we realise the potential of Eastern Province. In line with President Edgar Lungu’s instruction to improve agriculture, we have worked tirelessly as a province to make sure the yield is increased,” Mr Zulu said. “ Neria’s investments, you did a good job. We moved from maize harvest of 500,000 tonnes, the previous season to 604,000 tonnes this year. If not for the floods in some parts of
the province, we would have yielded more,” he said. Mr Zulu said Government would ensure the farmers access the commodity immediately they make their K400 payment. “We want to see to it that every district has inputs on the ground even before the farmers start making their payments of deposit into the bank. The idea is that we should not have any excuse relating to time, that the inputs were not delivered in time, that is a thing of the past since last season,” he said. The minister was elated that the province recorded the highest in seven of the 11 crops. “We recorded the highest harvest in Soya beans, cotton , virgin tobacco, barley tobacco, maize, groundnuts and Sunflower. We hope to be number one in everything and the agriculture extension officers in all districts have been equipped with motorbikes,” he said. Neria’s investments general manager Martin Chaikatisha assured government that the company would complete the delivery of fertiliser in all the districts in the next two weeks. “We have delivered 90 percent of the commodity, about 56,000 tonnes of both urea and D-compound. But trucks from Beira, Mozambique are still coming in, so we should be able to be done with the remaining commodity in the next two weeks,” he said.

SAA rescue plan calls for taxpayers to cough up further R4.6bn JOHANNESBURG - A draft plan proposed by the business rescue practitioners of South African Airways calls for taxpayers to cough up about R4.6 billion more to save the debt-laden struggling national flag carrier. The draft proposal, which has been seen by Fin24, makes provision for • a further working capital injection of R2 billion to restart the airline after the coronavirus pandemic is over; • R2 billion for retrenching about 48 percent of SAA’s about 5, 000 employees; and • R600 million to be distributed to general concurrent creditors. This is in addition to R16.4bn already allocated to the national airline in past budgets for the repayment of historic guaranteed debt. SAA went into voluntary business rescue in early December 2019, and had most of its routes cut earlier in the year in an effort to save costs. Since the coronavirus flight bans came into place, SAA has basically only flown ad hoc cargo and repatriation flights. The draft plan, which is now open for comment by affected parties, including the state as shareholder, proposes a “new SAA” to fall under a new holding company that would also oversee SAA City Centre (SACC) ticketing offices, SAA Technical, Air Chefs, and state-owned low-cost subsidiary airline Mango. The airline’s business rescue practitioners, Les Matuson and Siviwe Dongwana, said in a statement on Monday that they would not be commenting on the “leaked draft.” “Given that, it is a draft and has not received agreement or comment from any of the relevant affected persons, we will not comment on the leaked draft to the media and will await input from the affected parties as is prescribed by the Companies Act. E are shocked that the UPND has suddenly offered themselves to participate in the foreign debt restructuring by providing free services. We still believe there is an ulterior motive which had been attached to the sudden announcement. It is difficult to take the five-time losing Presidential candidate Hakainde Sammy Hichilema seriously on national issues owing to his untamed mouth. We have made relentless efforts to plead with him to bring any tenable economic idea to the government through relevant authorities. His ego and pride has let him not to approach the government with the practical problem solving approach. His ideas are misinformed and based of illusion and hearsay. HH’s preoccupation is to
use any available opportunity to plant the seed of discord and as well as discontent against the government of President Edgar Lungu. There have been several opportunities availed to patriotic Zambians to help and he has constantly turned down the offers. For instance, last year, the Economics Association of Zambia (EAZ) organised the first ever economic “indaba� which was hosted at Avani Victoria Resort in Livingstone. All economic intellectual think tanks were part of the meeting and they presented their ideas. Mr Hichilema instead opted out. However, Mr Hichilema, a renowned armchair critic stormed the cyber space to mislead the unsuspecting public. Before, we can take him seriously, we demand an answer from him to tell the nation why he missed the economic “indaba� which was a golden
opportunity for him to share his thoughts about the economy. Why didn’t he engage the UPND research team to give their professional advice regarding how the economic fortunes can be restored to past glory? Mr Hichilema is very well informed about our debt crisis and if he cared he would have offered his free consultancy services way before the French firm came into the picture. We have not forgotten that the UPND leader has a well-documented history of betraying the confidence of the Zambian people whenever he is given an opportunity to offer professional services. WE wish to welcome the olive branch President Edgar Lungu has extended to youths and women to apply for 2021 elections. This is not the case with the UPND which is banking on recycled finished political products who have reached retirement age. President Lungu is the youth-oriented leader and he has incorporated us in the integral system of governance. The young people serving in government institutions are proof that if they made themselves available, they will be given an opportunity to serve.
Youths should also ensure that they identify themselves with the party and they understand the PF manifesto. The PF manifesto is the document of reference at all times and it is important for any youth wishing to serve in President Lungu's government to understand and appreciate it. The young people should also learn to be consistent and wait up to the appointed time. In most instances, youths have lost an opportunity to serve in because of not being trustworthy. There are times when things do not go our way but we often lose it owing to failure to manage our ambitions.
The PF as a party has a youthful following and adopting more youths will make us have a sense of ownership in the party. There is also need to appoint youths in top civil service positions to vindicate the President. The hope has been restored that PF is the only political organisation where youths have a fair opportunity to serve. Dear Editor, ZAMBIA reverted to a multiparty state in 1991 under the leadership of late Frederick Titus Jacob Chiluba fondly referred to as FTJ. A multiparty state is one where there are many political parties participating in the governance system of the country’s affairs. This is important in that people will stand to benefit if things go well. The common feature in a multiparty system of governance is that the divergent views will be at play. Having said that, it is evident that the opposition political parties will not support everything that the ruling party does. In an event of the ruling party doing things that do not please the people, it is the role of the opposition parties to provide the checks and balances. This is important by virtue of making the ruling party accountable. Providing checks and balances entails making justifiable criticism so that the ruling party can put things in the clear perspective. The ruling party can rectify its mistakes and do the right thing. However, it is unfortunate that some opposition parties don’t mean well by criticising the government of the day for the sake of doing so. There is no political sense to oppose everything the ruling party does. In another vein, it is not right for the ruling party to refuse every piece of advice offered by the opposition. Serving people is the main reason for the existence of the various political parties in the country. The point worth noting is that Zambia is bigger than any political party. What is certain is that there can only be one ruling political party at any given time mandated to run the affairs of the country. Suffice to say, no one should usurp power to ascend to the national leadership, the presidency. To narrow it down, the opposition parties should always strive to contribute towards the governance of the national affairs. They can do this by making credible criticism that is to say they should offer tangible solutions. On the other hand, the ruling party should accommodate the good ideas from the opposition. Political parties pledge to uphold electoral code of conduct POLITICAL parties taking part in the Bulilo local government by-election in Chilubi have pledged to uphold the electoral code of conduct ahead of next week’s polls. Speaking in separate interviews, leaders from the three political parties namely, Patriotic Front, United Party for National Development (UPND) and Movement for Change and Equality (MCEP) also promised to continue adhering to measures against Covid-19. PF deputy campaign manager, Mulenga Fube, said the ruling party is conducting peaceful and development focused campaigns. Mr Fube, who is also Chilubi Member of Parliament, added that upholding peace is the responsibility of players in the electoral process. And MCEP president, Kaluba Simuyemba, said electoral violence is retrogressive to both the development of democracy and the nation. Mr Simuyemba added that there is need to stiffen the country’s laws against perpetrators of violence as a deterrent measure. Meanwhile, UPND Chilubi District chairperson, Epidius Mwakwa, said they are campaigning within the confines of the law and has urged its members to comply with measures put in place against Coronavirus. “The UPND is a lawabiding party and we are campaigning within the confines of the electoral code and we are aware of the COVID-19 pandemic. We take measures put in place to avoid the spread of the disease seriously,” he said. The Bulilo local government seat fell vacant following the resignation of the councillor, Albert Lwanga, on April 1, this year. ITWE has lately experienced low compliance levels in wearing face masks as well as other health guidelines to fight the corona virus as many residents are sceptical about the existence of the virus. A survey conducted by the Daily Nation in the city showed that many people only wore

brushing off the idea of living in the new normal. Despite receiving warnings that the virus could have far reaching effects in the cold season, some people seemed to care less and even made fun of those that were spotted still wearing masks.
"We do not have the corona virus in Zambia. Why is it that we do not see people as it is in other countries? All we see with our patients in quarantine are videos of them dancing and eating good food," one of the call boys who was found at the bus station in the town center
said in an interview. But Change Mindset Zambia Executive Director Geoffrey Musonda said it was unfortunate that people had such a mind-set. He said that it was such a mentality of ignorance that led to the suffering and death of many. Mr Musonda advised people to continue adhering to the health guidelines if many lives were to be saved unlike what was happening.

ZEMA shuts 2 firms for irregularities By NOEL IYOMBWA THE Zambia Environmental Management Agency has ordered two manufacturing firms to stop manufacturing plastic carriers bags with immediate effect. Oriental Manufacturing Limited and HY investments Limited have been ordered to shut down operations for producing carrier bags and flat bags that are below 30 microns, contrary to the requirements . ZEMA acting corporate affairs manager Friday Phiri said that the agency has ordered a stop to any activity related to the manufacture of plastic carriers and flat bags at both companies. And ZEMA manager operations in Southern Region David Kapindula said that the two firms were making plastics contrary to the requirements of the Environmental Management regulations Statutory instrument number 65 of 2018. He said that inspectors visited the two companies and discovered that they were producing plastics against the regulations. He said that the affected companies will be required to write to ZEMA failure to which they will be taken to court. The operations manager said that when inspectors visited the company, they found plastics which did not meet the standards and the owner was supposed to keep them for further investigation. Meanwhile Oriental Steel Manufacturing limited managing director Li Jinggang said that after being warned two weeks ago, the companies started following the regulations of making the required 30 microns. Mr Jinggang however denied allegations that he deliberately destroyed the plastics which were manufactured below the required measurements. The small-scale miners in gold will benefit by getting better value for their money. The bottom line is that Africa needs to substitute the tag of grinding poverty/ squalor, for absolute freedom. It begins by overthrowing a terribly compromised mindset, dominated by deception and greed. The confirmed issue or point is that Africa is a very rich continent but in spite of its riches, it has to a large extent depended on Europe, America and Asia to push its development prospects. If it is true that there is no free lunch, why are Africans desperately eating with both hands from potential oppressors?

We are doing it in Zambia and may be unknowingly. Calling for investments but out of possible fear and desperation, we allowed ourselves to be “played” by a boastful individual businessman. But, there is a lesson in all this. Like it or not, before, Anglo undermined Zambia’s economic potential/ exploits seriously; to the point of reaching a zero option. A repeat; hell NO! Conglomerates or multinationals are an example of what is called, “the Lords of poverty” by analysts. Anglo mined Zambian copper and continued to facilitate its export in its raw form and importantly; created jobs elsewhere. This is against the fact that Zambians continue to wallow in poverty and a drive or visit to the copper belt shows dull, disintegrating or abandoned structures of what could have been; as the new industry takes root in the largely virgin North-Western Province, once reported as the “Cinderella province of Zambia.”

Poverty has been grinding in Zambia because we missed the real power of development from the copper belt and I hope we do not miss it in the North-Western Province. God has given us a second chance and Zambians irrespective of political persuasion, must work and “push” the government to do the right thing so that we can kick out poverty. LET’S KICK POVERTY OUT a failure. We must defeat these reactionary elements, who probably are “baptised in criminality” and “relatives” of doom. You see, I have no quarrel with international solidarity as per practice or provided for by international law. It is just good practice that reflects the reality of global citizenship. The problem comes when we elevate such good gestures to state policy and embrace an entitlement mentality. Nobody owes Africa or Zambia either an explanation or an obligation to deliver development. The most that can happen is as indicated earlier: international solidarity! Zambians must carry their burden, get rid of agents of doom; roll their sleeves and toil to kick out poverty. No one else will do it.

Here, I am guided by the morally powerful Universal Declaration of Human Rights, which though not legally binding is powerful, highly respected and set the pace for human rights activism as opposed to opportunism. It actually inspired the other legally binding documents which also talk about development in further and better expressive terms. Unfortunately, (with emphasis) nothing compels any better resourced country to look after the poverty stricken countries. All the so-called Donor Nations give or dish out AID not out of compassion but a commitment to international solidarity and respective State policies and priorities. This must be commended, without mixing issues! However, for countries like the United Kingdom, a lot more is expected. It must do more for its former colonies to stay true to issues of Transparency and Accountability. The same applies to others, wherever they were “colonial masters.” But again, what you have is a scenario based on morality and charity (for this reason, lobbying and advocacy, are key). Truth be told, relying on morality and charity is extremely “porous” and tricky. The international community is not immune to rumour and falsehoods. Dynamics do indeed change, as evidenced by the outbreak of Covid-19!

To that extent, it is only fair that we demand full accountability of all DONATIONS TOWARDS COVID-19. This call or demand does not point a finger at anybody. NO. All it does it to insist that relevant officials respond to the request or directive from Vice President Inonge Wina to publish the donations as a precursor to the imminent statutory audits. I see no plausible reason for relevant controlling officers to wait to be queried by the Parliamentary Select Committee at the relevant time. This recommendation is in synch with the recent Presidential directive to minimise audit

queries. There is absolutely no reason for the government to be its own enemy. Note that such a request does not in any way undermine the fight against the Covid-19 pandemic. If anything, it strengthens it. It would greatly boost the confidence of the citizenry in the ability and commitment of government to manage donations.
ACCOUNTANT GENERAL
For purposes of emphasis, I am concerned about all the agencies or ministries that have received such donations. These entities have a full complement of Accountants, who report to the Accountant General. I doubt, if these technical staff too, are in the frontline of fighting the pandemic. Even if they are, the requirement of accounting is critical in this instance and all such similar instances. We should not forget the two-pronged imperatives of Accountability, namely “delivery” and “process.” Briefly, the “delivery” bit is what the medical staff is doing. An extremely brilliant job! The “process” part is what the Permanent Secretaries in charge of administration must ensure is done. For this leg, we await performance. Arresting the haemorrhage of public resources is a big step in fulfilling the Patriotic Front’s stand on pro-poor policies. Pro-poor policies do not mean allowing “poor people” to enrich themselves. The pro-poor policy represents distribution of the National Cake equitably. (There is a difference between equity and equality). In other words, as a Party in power, there will be more eyes thrown at the operations of the PF. Unfortunately, this includes lies and falsehoods. When all is said and done, there is one thing the PF must do. It must not allow anybody to use it to “rape” Zambia. Kicking out, poverty calls for concerted efforts by all concerned. This is a national issue which does not render itself to partisan considerations. A Zambia, which is able to feed itself, a Zambia, which is largely self-contained, is what we need. KITWE District Commissioner Chileshe Bweupe and District Education Board Secretary (DEBS) Christopher Nyungila made an impromptu visit to Mpelembe Secondary school after reports of pupils reporting without medical reports were sent back home. The duo upon arrival found school medical personnel checking pupils’ temperatures as they reported back for their second term after the abrupt closure two months ago due to the corona virus pandemic. Mr Bweupe warned school management that his office would not take lightly any
reports of turning away pupils who neither had full medical reports from the hospital nor face masks if it was truly the case at the school. But the Principal Fidelis Hachibulo refuted the reports, stating that no such issues were happening at the school as all pupils were only having their temperatures checked upon arrival at the school. Mr Bweupe maintained that Government had donated face masks to schools for examination classes that have resumed lessons across the country and that sending away pupils would attract serious problems. “If we confirm that you are
truly requesting pupils to come with full medical reports as we have been told, I can assure you that our next visit will not be a good one. Let us follow the guidelines we have been given and avoid making our own rules,” he warned. And the DEBS warned that such actions would only demoralise parents and pupils. Mr Nyungila advised school management to handle learners cautiously that may be found with high temperatures and avoid making them look like they had corona virus symptoms in front of other learners to protect them from being stigmatized. He said that Mpelembe

CB schools under strict watch By MUYANI SHINJABALE GOVERNMENT officials have intensified inspections in schools on the Copperbelt to ensure strict adherence and protection of pupils from contracting the Covid-19. In Ndola, officials including Members of Parliament, Copperbelt Minister Japhen Mwakalombe, his Permanent Secretary Bright Nundwe and many others from the Ministries of Health and General Education made impromptu visits to schools at different intervals. Luanshya Mayor, Nathan Chanda and the District Commissioner, Patrick Chanda, were also going round institutions accompanied by Government officials from the multi-sectoral team. Mufulira Central MP, Evans Chibanda, also spearheaded an inspection and also donated some face masks. Officials in different groups were all out to ensure that schools, which opened on Monday, were well equipped with all requirements. A survey conducted by the Daily Nation at Kansenshi Secondary School of Excellence, Kansenshi Combined, Northrise Combined, Kalewa and other institutions showed that all pupils had face masks while authorities ensured social distancing by spreading out desks in classrooms. Management in the schools inspected, stated that their institutions were safe for the learners and assured that all preventive measures would be followed strictly. Mr Wellington Chashi, Headteacher at Chibolele Combined School in Mapalo Township said the learning institution had over 700 children in examination classes. Mr Chashi said the learners had, therefore, been segmented in two sessions to

Inmates get boost in Covid-19 prevention By ROGERS KALERO INMATES in correctional facilities have received a boost in the fight against Covid-19 from In-but Free (IBF), a Zambian NonGovernmental Organisation (NGO), which will spend K75,000 on preventive measures. Norwegian Heart and Lung Foundation will assist the IBF in funding the programmes in correctional facilities. IBF Director, Nawa Sanjobo, said the foundation, which was to spend K50, 000 on training workshops of health personnel in correctional facilities on the Copperbelt will spend an additional K25, 000 on producing 5000 face-masks to be used by inmates. Dr Sanjobo was speaking in an interview in Kitwe after the official opening of the training workshop for correctional facilities health officers at Mawlaik Barracks. Among the health officers from correctional facilities were nurses, clinical officers, laboratory technicians and environmental health officers from Ndola, Kansenshi , Chondwe , Luanshya, Kamfinsa, Chingola and Mufulira correctional facilities. Dr Sanjobo said it was important that front line officers like nurses and clinical officers to be trained in effectively fight COVID-19 in the correctional facilities. “As IBF in collaboration with our sponsors like the Norwegian Heart and Lung Foundation, we have decided that we play a role in fighting the COVID 19 in correctional facilities. So we are in the process of producing 5000 face-masks for inmates. “We will spend K25,000 in producing 5,000 face-masks and a further K50,000 on workshops like the one we are having today. So we will spend a total of K75,000 in the fight against the spread of COVID 19 in correctional facilities,’’ Dr Sanjobo said. And speaking earlier, Zambia Prison Service (ZPS) Deputy Copperbelt Regional Commanding Officer Changala Silwamba said the fight against Covid-19 should be fought with concerted efforts because it was devastating. Mr Silwamba said the training workshop was timely and handy because it had come at a time when the service was equally intensifying its Covid-19 preparedness.

JUBA - At least four South Sudanese soldiers were killed by their counterparts from neighbouring Uganda over the weekend, a military spokesman has said. Lul Ruia Koang, the spokesman for the South Sudan Defence Forces (SSPDF) said the incident between his country’s forces and the Uganda People’s Defence Forces (UPDF) happened on Sunday after the two sides exchanged fire in a contested border area in the southern parts of the country. “UPDF soldiers opened fire on our soldiers in Buya and as a result, they killed four on the spot and wounded another,” he told Xinhua by phone. The disputed area is claimed by communities of Kajo-Keji county of Central Equatoria state in South Sudan and their neighbours from Yumbe district of Uganda. Kenyan boy given state award for handwash invention NAIROBI - A Kenyan boy is among this year’s recipients of state commendations for his invention of a handwashing machine. Nine-year-old Stephen Wamukota used wood to suspend a jerrycan of water and create a pedal to be used to dispense water and soap and avoid contact. He had told his mother that the available handwashing facilities in his hometown in western Kenya were exposing people to coronavirus through contact. His father, who is a carpenter, helped him build his handwashing machine. The boy is among 68 people who were recognised for steering the country through the coronavirus pandemic. HE Court of Arbitration for Sports in Switzerland has terminated Kalusha Bwalya’s appeal where the football icon had challenged the Football Association of Zambia (FAZ) for denying him the chance to contest its elections. According to a latest statement signed by counsel to CAS Sophie Roud, CAS terminated the appeal after Bwalya’s failure to pay FAZ’s share of the arbitration cost which was pegged at CHF11, 000 Swiss Franc equivalent to K210, 447. On May 29, 2020, Bwalya informed CAS, through his lawyers, that he was not going to pay the deposit because his request for suspension of proceedings was not granted. “We advise that the appelant will not be paying the advance of costs as his request for the suspension of proceedings and that a hearing in person be held, have been denied,” read the statement from Bwalya’s sports lawyer Paolo Torchetti. However failure to pay the advance of cost has compelled CAS to terminate the appeal. “Pursuit to article R64.2 of the code of sports related arbitration, in the absence payment of respondents, share within the said limit, the appeal will be deemed withdrawn and the CAS shall terminate the arbitration. “Therefore the parties are advised that an award on costs will be issued in due course,” said Roud. With the appeal terminated, Bwalya will not be on the ballot when the FAZ elections which were scheduled for March 28 are held. CAS had urged Bwalya, a FAZ presidential aspirant, to pay CHF11, 000 Swiss Franc equivalent to K210, 447 for the case where he has challenged the Football Association of Zambia to be heard. Bwalya has appealed to CAS against the FAZ decision to stop him from contesting the association’s presidency. CAS had earlier urged both Kalu and FAZ to share the costs and pay CHF11, 000 each for the case to be heard, an amount which FAZ failed to pay.
