ADJUST LIFESTYLES THE sad reality that coronavirus (Covid-19) is steadily creeping to more locations in the country calls for a paradigm shift in lifestyles, even for those in the hinterland of the country. That Covid-19 positive cases are rising should stimulate attention even for the doubting Thomas who initially thought that it was all circus. Not too long ago, many Nakonde residents had to be policed not to cross into Tanzania, but they discreetly got into Tunduma for social escapades. A horde of men and women crossed in the Eastern African country which has not imposed restrictions, and drunk their nights away before staggering back into Nakonde. Others crossed the border and interacted with the locals not only in Tunduma, but stretched their stunts to Dar-es-Salaam – the epicentre. They transacted in that country, some for as long as two weeks, before hauling merchandise back into Zambia. All this happened at the height of a consistent awareness programme through various platforms including dedicated messages to personal mobile phones. What a great risk it was! On the Copperbelt, Zambians crossed into the Democratic Republic of Congo (DCR) through Kasumbalesa with their merchandise on bicycles and other carriers, eluding law enforcement officers. They also engaged in trade with their counterparts from DRC, who crossed into Zambia in large numbers without masks. At one time, Zambians cheered as the Congolese broke the cordon into Zambia in a larger crowd and integrated temporarily into Chililabombwe and beyond. As this was happening, some rogue elements and detractors waged a negative trajectory, questioning the authenticity of Covid-19 updates from the Ministry of Health. Certainly, they did it with malice. Figures kept rising and now Zambians have a bitter pill to swallow and battle with this highly-infectious disease for some time to come. However, the attitude that “we should learn to live with it” may not be very helpful thus Zambians ought to emphasise that “we must eliminate it.” Firstly, the multi-sectoral team and interest groups must establish why some Zambians are not adhering to the guidelines. There are two probable reasons, one being that it could be because of utter ignorance or, perhaps, the awareness campaign is not effective and require bolstering or changing altogether. Government and stakeholders must get to the bottom of this and make amends. It is sad to see traffic police officers who are enforcing guidelines on motorists, with face masks adjusted below their chins. How can enforcement of regulations work when enforcers, themselves are abrogating the rules in full view of motorists and passengers! Therefore, a more effective awareness must be crafted to begin with law enforcement officers who should then be deployed in large numbers. Zambians must for once adjust their lifestyle, especially as it pertains to social gatherings and unnecessary trips. In particular, awareness campaigns alongside mass screening must be boosted and extended to other parts of rural Zambia. There is a wrong notion among rural dwellers that Covid-19 is mostly in the urban areas, but truth be told, the virus could be in all parts of the country. Truck drivers, passengers on public buses and other automobiles from Nakonde have been making nightstops in Isoka, Chinsali, Mpika, Serenje and areas along the route, interacting with locals. Mass screening in these areas can certainly capture a good number of positive cases. Lifestyles must change!

ABSA Bank Zambia will soon draw about K100 million from the K10 billion credit facility, Managing Director Mizinga Melu has said. Meanwhile, ABSA has given out K450m to clients under a relief programme put in place a month ago. Ms Melu said ABSA had already put in place a pipeline process and in the next week or so, will draw about K100m for its clients from the K10bn credit facility. The Bank of Zambia (BoZ) on April 3, this year announced stimulus

petitioned the Constitutional Court asking it to deregister political parties that have not held party elections since 2016, as required by the amended constitution. He cited Attorney General, Likando Kalaluka and the Electoral Commission of Zambia (ECZ) as the respondents in the matter. UPND Secretary-General Steven Katuka, however, yesterday applied to join the case, arguing that the matter is targeted at all political parties. Mr Ngulube however said the days of the UPND president, Hakainde Hichilema were numbered as he wanted to cling to his ‘dying’ political career by jumping on any court case that threatens his stay in political office. He said Mr Hichilema had nothing to protect in those proceedings and that he should just prepare to hand over power to another person because after losing 6 times the party must find another candidate.

In the UPND application, Mr Katuka stated in an affidavit in support of joinder, filed yesterday that that he had sufficient interest in the proceedings to warrant him joinder. According to his petition, Mr Mwelwa said he will tell the court at trial that the amended Constitutions of 2015 and 2016 require all political parties to promote and practise democracy through regularly, free and fair elections within their parties. Mr Mwelwa states that he will show at trial that the political parties’ constitutions should be tuned to be in line with the Constitution of Zambia amendment number two of 2016. He said he will prove at trial that there is no political party’s president and secretary General in Zambia who has ever been elected since January 5, 2016 to January 4, 2017, in compliance with the amended Constitutions.

PRESIDENT Edgar Lungu has ordered the re-opening of the Victoria Falls World Heritage Site to the public with a call for adherence to Covid-19 health guidelines. President Lungu said there was no need to keep suffocating the tourism sector because of the closure of important tourism sites like the falls despite Livingstone not recording a single case of the new coronavirus. Mr Lungu was speaking after touring the iconic tourism site in the company of Tourism and Arts Minister Ronald Chitotela yesterday, He said his Government wanted to see the tourism industry slowly but surely

getting back to normal and contribute to the country’s economic earnings. Mr Lungu bemoaned the fact that there were no tourists at the site despite it being at its peak this year after several years of low water levels. And Mr Chitotela has said the reopening of the falls was a Presidential directive which the ministry would follow and implement to revive the chocked tourism sector. And Livingstone Tourism Association chairperson Rodney Sikumba said they welcomed the reopening of the Victoria Falls with special rules now called the new normal. The association looks forward to a slow but measured way forward for the tourism industry, particularly the domestic market.

Mr Mwila said the mass defections of UPND officials in Western and NorthWestern provinces were evident that people had realised that PF was the only party with an agenda to improve the welfare of citizens. He said in an interview that claims by the UPND chairperson for elections and Mazabuka Central Member of Parliament, Mr Nkombo that PF was paying UPND councillors to defect were unfounded. Mr Mwila said UPND officials were joining PF of their own free will. Meanwhile, a consortium of political parties and NGOs has distanced itself from accusations that it was behind the mass resignation of councillors from the UPND. At a press briefing held at Chrismar Hotel in Lusaka yesterday, Zambian DNA spokesperson Spuki Mulemwa, said the consortium had no hand in the councillors who were resigning as they were doing so on their own after realising that the UPND was taking them nowhere.

The opposition party has accused the ruling party of buying councilors but this has been denied by the councilors themselves, including the one who claimed Mazabuka MP Gary Nkombo forced him to rescind his decision his decision. And the ruling Patriotic Front party in Western Province has rubbished allegations that it has embarked on a systematic campaign of “corruption and bribery” to force UPND councillors to resign and cause council byelections. PF provincial chairman Mr Kufuka Kufuka has described the allegations as a UPND “fabrication” intended to fool the people of Western Province. Mr Kufuka said the truth of the matter was that the opposition party was “reeling and had no answer to the ruling party’s massive development agenda” in the

province. Mr Kufuka was responding to two audios which have gone viral in WP in which alleged PF officials are heard enticing two UPND councillors to resign in exchange for money and jobs in Government. The two recorded phone conversations between known PF constituency officials and two UPND councillors in Sioma and Shangombo districts come in the wake of complaints by UPND that the ruling party was deliberately causing ward by-elections in WP by corruptly offering cash and promises of employment to its members in the civil service. In one of the recordings, the purppoted PF agent is heard offering a job in the Zambia Police Service to a councillor in Sioma if he accepted to resign. Both councillors are heard turning down the offers. But Mr Kufuka, who listened to the recordings, said there was no evidence that the people talking on the phone were PF officials. Mr Kufuka said the ruling party had no reason to bribe or buy anyone in the UPND. “The truth of the matter is UPND is reeling under our massive development agenda. They do not know how to respond. That is why they have resorted to telling lies,” he added. Mr Kufuka said UPND councillors have been resigning to join the ruling party on their own. “They have seen what we are capable of doing. Their party has failed them

Nakonde massive testing reveals 174 cases By AARON CHIYANZO MASSIVE screening and testing in Nakonde and other districts in the last 72 hours has revealed 174 cases with the border town accounting for 126, Copperbelt 29, Central 14 and North-West five. This brings the country’s cumulative total to 441 cases. Health Minister, Chitalu Chilufya said 126 cases were from Nakonde, 22 Ndola, four from Masaiti while Chingola, Kitwe and Mpongwe recorded one case each. Dr Chilufya said Central Province also recorded 14 cases with 11 being from Kabwe, three cases from Kapiri Mposhi while in North-Western Province, Solwezi recorded four and Kalumbila had one. He said during the Covid-19 update yesterday that Lusaka did not record any case in the last 24 hours from the 30 tests which were conducted. “The new cases involve 66 truck drivers, travellers, border staff and those captured during the mass testing,” said Dr Chilufya. Dr Chilufya said no recoveries were recorded and the death toll remained at seven. He said the Nakonde border would remain closed but that passage of essential goods would continue. And Dr Chilufya also explained that it was possible that some people in the communities had contracted Covid-19 and recovered without being detected. He said most of the people who had been detected with Covid-19 in Zambia so far were spending less time in isolation centres because they were already in their recovery stages. Meanwhile, Dr Chilufya urged people to wear a mask always and only travel when it was necessary but that Nakonde remained a no-go area.

Despite the case having started last November, only two State witnesses had testified until yesterday when public prosecutor Sipholiano Phiri presented before court the nolle prosequi discontinuing proceedings against Mr. Chanda, former Road Transport Safety Agency (RTSA) director Zindaba Soko, and Intelligent Mobility Solutions (IMS) director Walid El Nahas. The three were charged with alleged corrupt practices and the main allegation was that between August 1, 2017 and May 31, 2019

Those who seek to subvert the course of justice to achieve a certain end will also submit before the court and the forces of justice will prevail,” Mr. Chanda said. He believes that Zambia’s court system can still be trusted to arrive at a decision of innocence or guilt depending on evidence adduced. Mr. Chanda said he had been in court every day when the matter was called and there had been no witness that had fingered him. “I have been here every

single day and if that re-arrest has to be done I will be here. That does not violate the innocence, I can’t just wake up and say you are guilty of something. If I go ahead and re-arrest you the court system will preside over that. From November up to now there should be sufficient time to decide whether evidence exists or does not exist,” he said. Mr. Chanda thanked his wife Mable and children Mwamba, Chanda, and Salifyanji for their support during the time he had been appearing in court. He also thanked his lawyers, family, friends who stood by him, the United Church of Zambia, and Paramount Chief Chitimukulu for his spiritual guidance and support.

PSV licence validity period increased By KALOBWE BWALYA GOVERNMENT has increased the validity period for Public Service Vehicle (PSV) licence from one year to three years, after years of lobbying by PSV drivers. Minister of Transport and Communication Mutotwe Kafwaya said the PSV licence would now remain valid for three years from the previous one year. This comes after the signing of the Statutory Instrument on the driving licence regulation under the repealed Roads and Road Traffic Act chapter 464 of the laws of Zambia. Mr Kafwaya explained that after consultations with many stakeholders in the transport sector, it revealed a number of important challenges prompting President Edgar Lungu to direct that they be resolved. He said the SI that has been signed was a culmination of protracted consultations in the transport sector. According to PF Northern Province youth secretary, Chanda Nsofu, Government through the Disaster Management and Mitigation Unit (DMMU) gave a boat to the people of Chimbwi village in Katilye ward of Lupososhi Constituency. Speaking when she handed over the boat DMMU Northern Province regional coordinator, Esnart Makwakwa said the unit was answering the cry of the people of Chimbwi who had been crying for a boat. In his evidence-in-chief earlier, Pre-Secure accountant Martin Ng’umbi said a Colonel Phiri from ZAF sought security services for the nine flats and a two-storey house located in Lusaka’s Ibex Hill on Chimese’s behalf. In cross examination yesterday, Mr. Ng’umbi admitted that he did not produce a contract between Pre-Secure and Chimese in his evidence-in-chief and that there is no contract between the security firm and the former ZAF Commander.

Mr. Ng’umbi also said he did not receive cash payment from Chimese adding that it is correct that there is no proof showing that Chimese paid Pre-Secure for security services. “There is no property I can point to as being for Chimese which Pre-Secure is guarding and I have never spoken to Colonel Phiri personally,” he said. Mr. Ng’umbi said he was now learning that Colonel Phiri worked directly under current ZAF Commander General David Muma and not under Chimese. He said he was confused and it was difficult for him to confirm that his subordinate Henry Phiri gave him wrong information about the purported relationship between Pre-Secure and Chimese. Trial continues next Monday and the State is remaining with four witnesses.

T can probably be argued that the work of the Minister of Health has taken on pre-eminent significance in the light of the coronavirus global pandemic that is also now affecting our country. The man needs to have his finger on the pulse of the nation, pardon the pun, to keep abreast with all the developments regarding the rapidly unfolding effects of COVID-19 in our country. And apart from overseeing the health portfolio which is the primary frontline ministry in fighting the coronavirus pandemic, he could as well also assume the portfolios of Information and Broadcasting, Transport, Local Government and Home Affairs given the central coordinating role he is having to play regarding the prevention and containment of the coronavirus. We could as well add Education to those portfolios given the amount of educating of the populace that is involved. But maybe we should also throw in Finance, what with the fact that the single most important item on the national finance agenda at the moment is COVID-19 and its impact. And what about Commerce? And Mining? Shouldn’t it go without saying then that one Dr Chitalu Chilufya should be the nation’s COVID-19 unsung hero? Well, only if we don’t factor in the fact that the single

THE Nakonde-Tunduma one-stop border post was yesterday re-opened for critical essential goods, says Zambia Revenue Authority (ZRA) Commissioner General, Kingsley Chanda. This is after the border post was closed on Monday to facilitate screening and disinfecting of the border district, which recorded 76 covid-19 cases. “The border will be re-opened today [yesterday] for only critical essential goods such as food, fuel and medical supplies although the comprehensive list will be issued to the public soon. “Today [yesterday] going forward when the situation normalises, we will open the border for other goods but for now, it is just essential goods,” Mr Chanda said in a statement. Mr Chanda announced that ZRA had donated 20,000 litres of fuel and disinfectants worth K500, 000 to help curb the Covid-19 situation at Nakonde border. He explained that the idea was to ensure that the border re-opened as soon as possible because covid-19 had negatively affected revenue collection with inevitable devastating impact on the economy and people. He said ZRA was the lead agency at the border, which was why it decided to make a donation of fuel to help transport all covid-19 suspected patients to the quarantine centre in Chinsali, close to 200 kilometres from Nakonde. Disinfection of the entire border will also be done through the Ministry of Health using materials from ZRA for all offices at the border including Immigration, Road Transport and Safety Agency Compulsory Standards and other units. The disinfecting exercise will also be extended to residences of all Government border agency personnel in an effort to protect lives and combat the spread of Covid-19.

ZAMBIA’S COVID-19 UNSUNG HERO? most prevalent and easily accessible means of maintaining required hygiene levels during this COVID-19 period is washing hands. Every shop you enter, from Kalingalinga to shopping malls in the suburbs, every occasion for inevitable public gatherings, even market stalls, require that you wash your hands before you engage or are served. There is even a militancy about this: A few weeks ago, I went through Chongwe and when I stopped by the roadside and attempted to enter a shop, the gentleman inside very sternly ordered me to go back outside and wash my hands. Such spirited adherence to guidelines of preventing and containing the coronavirus is very welcome indeed. But observe that all this washing of hands literally everywhere in the country

has been made possible by a contraption made of a steel frame with the provision to hold a bucket above a basin such that the water filled in the former is discharged through a tap into the latter. This allows washing of hands with water flowing from the bucket and the used water being collected in the receptacle basin to be discarded subsequently. This contraption has literary become ubiquitous in the country. And without a doubt, the hygiene levels of the nation are being maintained high enough to contribute effectively to the containment of the coronavirus, thanks to this contraption. In homes, where hands used to be washed in a basin before having a meal, and usually following the order of age seniority, a little old man from the village would wash his hands first, then scoop

some water from the basin to rinse his mouth. Being indoors, he would spit the water from his mouth back into the basin, from which others were meant to wash

their hands. But with our new handwashing contraption impact of such uncouth behaviour has been put a definite stop to, especially in these times of COVID-19. This handwashing system or product is one that we should all be very proud of as Zambians. It is a Zambian innovation, manufactured in Zambia, predominantly by informal businesses, but has assumed unprecedented prominence, for a local product, in the fight against the coronavirus. It is such innovation that will be needed even as the country seeks to respond to the Minister of Finance’s call for local products to replace imported ones that we can’t get due to lockdowns in some neighbouring countries. It is therefore my humble opinion that the original innovator of this handwashing system be regarded as

the nation’s unsung hero for COVID-19. Enock Banda, a retired technician from the University of Zambia, School of Engineering, invented and registered the design of the handwashing system with the Patents and Companies Registration Agency (PACRA) in 2001, as shown in the picture. He attempted to set up manufacturing of this system on the side while he maintained his job with UNZA. Unfortunately for him, such was the pent-up demand for his newly designed handwashing system that as soon as it was seen being sold, everybody with a bit of steel fabrication skill started making and selling them by the roadside. Imitation is one of the perils of innovation and Mr Banda suffered the full brunt of it with regard to the handwashing system. With the onus to prove infringement of intellectual property rights and seek redress through the courts lying squarely on Mr Banda’s shoulders, he had no wherewithal to take this course of action and completely lost out on appropriating any economic benefits from his innovation. But now that the handwashing system is proving such a major factor in fighting the spread of the coronavirus, and has generally raised the hygiene levels in the country, it ought to be fitting to recognise a man such as Mr Enock Banda as one of the heroes or heroines of the nation.

The miner cut its full-year forecast for capital expenditure by about $60 million for its platinum group metals (PGM) business and by 840 million rand for its South African PGM operations after a review of non-essential capital costs amid the coronavirus crisis. Adjusted earnings before

interest, taxes, depreciation, and amortization rose to 11.13 billion rand ($601.10 million) for the quarter ended March 31 from 808 million rand a year earlier. Meanwhile, AngloGold Ashanti reported improved first-quarter cash flow on Monday but said it had lost 11, 000 ounces of production because of coronavirus-related stoppages at its operations. The miner withdrew its annual production guidance in March. However, free cash flow before growth capital increased 231 percent year on year to $94 million, the company said. VER the last four months (July to October 2019), the price of Zambia's staple food (maize and mealie meal) has been on an upward trend. This is largely due to an open system allowing farmers to sell maize at market value. A healthy situation. Government on the other hand has continued to procure agricultural produce from farmers as per tradition (at slightly lower prices) to beef up food security through the Food Reserve Agency. This market value or cost reflective tag has led to an increase in mealie meal prices for the consumer. It's a bitter sweet tale of sorts in that the farmer is getting value with every drop of sweat and the consumer (mostly in urban areas has to forego certain

luxuries to meet the cost of nshima.) The PF government's open market policy has created a conducive environment for sector growth. For decades Zambia has enjoyed government subsidies on food and essential services such as electricity. With time, these subsidies have been reduced and in some cases withdrawn to ease the burden on the national treasury. The adjustment process is never seamless but is a necessary measure. We need to ask ourselves; "Who feeds Zambia?" "At what cost do they do it?" "Do they make a profit out of it?" The answer to each of these three questions will in turn determine whether or not the current price of mealie meal is justified. Zambia is largely fed by subsistence farmers most of whom are in rural or outskirt areas of

the country. President Edgar Lungu and PF government has tossed the coin and it is still spinning. The farmer's side of the coin is finally facing upwards. The farmer has for the first time sold his maize at the market price. This has put more money in his pocket. This has stirred a production movement and an increase in the number of persons putting hoe to ground. The right formula has been found and a balance struck. An increase in agricultural output will mean; *A reduction in prices of agro produce and increased exports. This in turn becomes a self-regulating or market driven sector of the economy. *An increase in industries manufacturing farming equipment, fertiliser and other inputs, *An increase in demand

for packaging materials such as sacks The ultimate result is new jobs, new income streams and a broadened tax base all with an aim of enhancing the nation’s quality of livelihood. The increase in mealie meal prices is therefore a blessing in disguise whose benefits will be appreciated beginning next harvest season. SENIOR CHEMISTRY - ATOMS Welcome to today’s lesson. In the previous lesson we looked at atoms, compounds and molecules. We gave the definition of these three terms and further explained in detail. However, some aspects like electronic configuration and writing the chemical formula of a compound were not explained. Therefore, this lesson is aimed at discussing the electronic configuration and how to write the correct chemical formula of a compound. State the difference between the following Compound and element [2] Proton and Neutron [2] Explain why the mass of an atom is concentrated in the nucleus [2] Calculate the number of neutrons in following nuclides [2] Solutions (i) A compound is a combination of two or more elements that are chemically combined while and element is a pure substance that cannot be split into two or more simpler substances by chemical means (ii) A proton is a positively charged particle of an atom while a neutron is a neutral particle of an atom. The mass of an atom is concentrated in the nucleus because the nucleus is made of particles that are heavier than the electrons found in the shells. (i) Number of neutrons = 24-12= 12 (ii) Number of neutrons = 27-13= 14

Electronic Configuration • Electronic configuration is the way electrons are arranged in the shells of an atom. This implies that electrons are not arranged in a disorganised manner instead there is an order that should be followed. • Each energy level or shell can accommodate a definite number of electrons. Shells of electrons are located at different distances from the nucleus. Shells are counted from the nucleus going outward. • The first shell is called K shell, the second is called L and the third is called M shell and so forth. The first shell accommodates the maximum number of two (2) electrons, the second shell accommodates the number of eight (8) electrons. The third shell accommodates the maximum number of eighteen (18) electrons. However, for the first twenty elements, when eight electrons have occupied the third shell, the remaining electrons should be taken to the next shell. • Generally, the maximum number of electrons that can be occupied by a shell is expressed as follows:

Formation of ions • Elements with the outermost shell filled up( that is having 2 electrons or 8 electrons ) are said to be stable. Those whose outermost shells are not filled up are said to be unstable. Elements in group VIII are stable because their outermost shells are filled up. • The other elements become stable by bonding with other elements and in the process of bonding they either gain or lose electrons. Those that have the number of electrons in the outermost shell ranging from 1 to 3, lose electrons and those with 4 to 7 gain or share electrons. • When an elements loses an electron or electrons, it forms a positive ion called cation. This is because the number of protons becomes more than the number of electrons. When element gains an electron or electrons, it forms a negative ion called anion. This is because the number of electrons becomes more than the number of protons.An ion is therefore defined as a charged particle. The magnitude of the charge of an ion is equal to the number of electrons gained of lost. Example2 Write the electronic structure and the formula of the ions formed from the following elements. (a)

Chemical formula • A chemical formula (plural: formulae) is a formula that is composed of a symbol or symbols showing the number of atoms in one molecule of a compound or element. In our lesson we are looking at how to write the chemical formula of a compound. As earlier defined, a compound is a combination of two or more elements that are chemically combined. • To write the chemical formula of a compound, you should know the valency of the element and the radical involved. The valency of an element can be determined as explained above. The table below shows the valencies of common radicals. Note that a radical is a group of atoms present in many compounds but cannot exist independently. Group and Period • From the electronic configuration, we can determine the group and period in which the element belong. • The group is the vertical arrangement of elements on the Periodic Table. The number of electrons in the outermost shell represents the group of the element. • The period is the horizontal arrangement of elements on the Periodic Table. There are four (4) shells, therefore calcium is in period four (4). In addition, the electronic configuration can also be used to determine the valency of an element. The valency is defined as the combining power of an element. The valency of an element is important when it comes to writing the chemical formula of a compound. If the number of electrons in the outermost shell is ranging from 1 to 4, then that is the valency of that particular element. If the number of electrons in the outermost shell is ranging from 5 to 7, to determine its valency subtract that number from 8 and the difference is the valency.

Council for Medical Schemes chairperson dies of Covid-19 complications

OHANNESBURG - The chairperson of the Council for Medical Schemes (CMS) Dr Clarence Mini has died from Covid-19 complications, the council body confirmed yesterday. "He had been in hospital for the past six weeks," said a distraught Grace Khoza, general manager for stakeholder relations at the CMS. Khoza confirmed the news to News24 yesterday with the permission of the family. Khoza said that Mini also lived with asthma. In a subsequent statement, Khoza said: "Dr Mini contracted coronavirus (Covid-19) and was hospitalised for more

than a month, and all of us were hoping that he would pull through. "This wonderful, compassionate and likeable individual leaves a legacy of having served this country and industry in many capacities with great distinction. Dr Mini leaves behind his beloved children Yandi and Nomhle, but above all his soul mate and best friend Ms Nancy Mini. He shall be sorely missed by his family, colleagues and all industry stakeholders." The CMS is the body that makes sure all medical aids in the country are run properly, and he was appointed by the minister of health to chair the

council. Khoza told News24 that when Mini had been in exile during apartheid and on his return, he could have gone into lucrative private practice. Instead, he dedicated his life to bringing positive change to the medical industry. She said one of his many success stories was turning the Government Employees Medical Scheme's (GEMS) reserves around from being in "tatters." But mostly, said Khoza, he believed in, and nurtured, young talent. "He was respectful and he wanted us to be the best that we could be," said Khoza.

New community infections worry ministry KAMPALA - The Ministry of Health says it is worried about the new Coronavirus infections among communities as they could be of persons who came into contact with positive cases who sneaked into the country before the screening and testing started. Addressing journalists as she received donations for Covid-19 support at the Ministry headquarters in Wandegeya, the Health ministry Permanent Secretary, Dr Diana Atwine, said it is possible that positive cases especially from Kenya and Tanzania, sneaked into the country and returned after mingling with local communities. “Our neighbours reported their cases much earlier and we started testing later. It is possible some people sneaked into the country, mingled with the community and sneaked back without

detection,” Dr Atwine said. Citing the police woman who tested positive in Mutukula border post in Rakai district, Dr Atwine said she could have contracted the disease from people crossing the border point. For the case of the policeman in Masindi barracks who tested positive, Dr Atwine said the ministry is yet to establish where he contracted the disease from because it was not clear whether he contracted the infection from the cells. ECURITY and health personnel must upscale their efforts to ensure strict adherence to Covid-19 preventive measures at Kasumbalesa border and surrounding areas, Chililabombwe Member of Parliament Richard Musukwa has demanded. Reports reaching the Daily Nation showed that Democratic Republic of Congo (DRC) nationals and some Zambians were interacting in a manner that posed a health risk. But Mr Musukwa told the Daily Nation in an interview that he did not want Chililabombwe and Kasumbalesa to experience an outbreak like the case was in Nakonde. He said that the fight against the Covid-19 at

Kasumbalesa border and Chililabombwe required a multi-sectoral approach if it was to be won. "The Zambia Police and Zambia National Service must concentrate on making the physical presence and enforce the laid down guidelines instead of waiting for the calamity to strike. I “t is these defence forces that will ensure that people wear masks in public places and keep their trading area clean," Mr Musukwa said. He was disappointed to note that “it was business as usual” at a sensitive border like Kasumbalesa. Mr Musukwa, who is also Mines Minister, said ordinary citizens, traders and marketeers were still not fully compliant with the health guidelines of preventing the further spread of the virus.

He, advised the local councils in areas near the border to also up their game and ensure that the cleaning exercise was done on a daily basis and not once in a week. Mr Musukwa said that it was the council's duty to ensure that marketeers kept their surroundings clean at all times and that they were not allowing customers without masks in trading locations. "We are also urging the Ministry of Health to be proactive as technocrats to closely inspect and monitor border areas and ensure that frontline personnel have all the necessary equipment needed to protect themselves against the Covid-19," he said. Quarantined ex-cons in food ‘SoS’ By ANDREW MUKOMA

SOME Zambians who were recently released from jail in Zimbabwe and quarantined in Livingstone on arrival are in dire need of food and clothes. The seven men whose names are being withheld are quarantined at the Livingstone Institute of Business and Engineering Studies (LIBES) for 14 days observation of the Covid-19. Livingstone acting District Commissioner Harriet Kawina told the Daily Nation that the ex-convicts were released on Thursday last week, but that they needed food supplies. The seven men who came from villages in Livingstone and Kazungula were jailed for various offences. Ms Kawina said how-

ever that the ex-convicts would need to complete the mandatory requirement of 14 days quarantine. She said the men were in dire need of food and clothes as most of them came out of the Zimbabwean jails without anything on them. She appealed to well-wishers to come to the aid of the seven who came in conflict with the law in Zimbabwe. Ms Kawina said that the seven, could not meet the cost of requirements during the mandatory quarantine but need help to keep them going. She said that part of the donation from the Indian Community living in Livingstone would go towards the upkeep of those quarantined at LIBES.

INMATES at the Livingstone Central Correctional Facility received some relief which will cushion the impact of visitation ban. The incarcerated citizens received 50 bags of mealie meal, hygienic soap and 60 metres of linen for making face masks, thanks to a non-governmental organisation, Vulnerable People's Initiative Foundation. With visitation of inmates in correctional facilities being temporarily suspended due to Covid-19, some facilities in the country are facing difficulties in meeting the daily needs of those in incarceration. Foundation Board Chairperson, Simata Munembo, said the organisation decided to donate to the facility after realising the needs of those incarcerated. Mr Munembo said the organisation was compelled to help the needy in society as a way of complementing Government's efforts. He said that apart from the donation at the Livingstone Central Correctional Facility, they had also donated more than 800 bags of mealie meal to vulnerable people in the tourist city.

The NGO was also sponsoring more than 60 vulnerable pupils in schools. And Livingstone Central Correctional Facility Officer-in-Charge, Davies Mulenga, said the donation would go a long way in feeding the inmates. Mr Mulenga said the facility had challenges in meeting the daily needs of inmates especially after suspension of visitations. "As you are aware with coronavirus, we have temporarily suspended the visiting of our inmates and as you know the government alone cannot manage to provide everything but in a way, well-wishers should come in," Mr Mulenga said. "The needs of our friends inside are many. Others are in need of a razor blade, others it is just soap but where are they going to get that if they are not visited? So now, we entirely depend on people like you to think about our inmates. "What you have done is a big thing to our friends because the Bible tells us that; when I was in prison and you visited me, when I was naked you dressed me, I was thirsty you gave me water...this is what you're doing as an organisation," he said.

Town Clerk Bornwell Luanga led a team of health inspectors to disinfect the National Registration offices and the Civic centre. What will work is a paradigm shift beyond the balance sheet or the bottom-line. Does anybody know how long the Covid-19 problem would impact on Zambia and the world? Is the Covid-19 the end of the world or just another crisis? I think it is a crisis and generally, a crisis comes to change the way things are traditionally done. As can be seen, change is all over. Never mind those souls who are politicking. It is their right, misplaced, as it may be. So for those of my countrymen and women who have been talking about political crises from 1990 to date; now you have a real crisis, beyond politics! It is a real crisis, which you cannot apportion to anybody and changes personal circumstances/opportunities. Yes, you can listen to social media commentators, but that does not take away the crisis. It just compounds it and makes resolution difficult! The Covid-19 crisis, is not a Patriotic Front (PF) creation, it is not a United Party for National Development (UPND) contribution, it is not a Movement for Multi-Party Democracy (MMD) creation, It is not a United National Independence Party (UNIP) creation, it is not a Forum for Democracy (FDD) contribution, it is not a National Restoration contribution – The list goes on. There is nobody, but global citizens and actors to blame. We have a National problem which speaks to life and living. It actually speaks to how we have managed the global garden. Here, without doubt and hesitation issues of natural capital come in and knock hard on our doors. If I may ask, for almost a century, who has been benefitting from Zambian Copper, Gold, Cobalt, Manganese, Aluminum, Steel and others? This question can

extend to the rest of the world! Yes, it sounds good reading Walter Rodney’s book on “How Europe underdeveloped Africa.” There are many such commendable works, including the famous treatment of “Marx’s theory on Surplus Value.” The questions facing all Africans are: What lessons did we learn from the struggle for independence? What about from colonialism itself? Then we have had this wave and fantasy of Foreign Direct Investment (FDI) which in reality is a smatter way of profiteering through unjust enrichment. This time, in broad day light, with the legal backing of the down trodden, through their proxies! You may elect to garbage my views on Nationalism and Patriotism, but I bet you, NOBODY ELSE WILL DEVELOP ZAMBIA, but its citizens. As I have said before, we must understand international support in the context of international solidarity which is well articulated in international agreements, treaties and conventions. Our common “crime” as Zambians or indeed as Africans is not to have capital to invest. But, is that true or have we been made to believe and buy into the lie of inadequacy and ineptness? The narrative is, and the World Bank and its allies are in the dock; “create conditions which are favourable to Foreign Direct Investment”! Really? What about local investment, which is more grounded and sustainable? It all begins with a step. I still do not believe that the MMD then, could without deeper reflection and thought superintend a “business process” which was dubbed privatisation, and/but targeted stilling local industry. (I see a big difference between “business” and “economics”). One of the things that we must do as a mark of civility is to “commend” the World Bank group, for its transparent posture. There is no evidence that they have ever forced any nation to agree to their conditions – but, Nations have found themselves facing two huge stumbling blocks; namely (a) reckless opposition politics and the fury of less patriotic citizens (b) the trappings and imperatives of democracy. These two have led many to succumb, with the unfortunate consequence of massaging poverty. Democracy, as we know it is

the vehicle that has facilitated many developments, which include economic plunder. In fact, it is quite difficult to resist the argument that “the gateway to riches in Africa is the political window! Some fat cats are those who are politically connected or were. Those who embrace independent thought, as President Kaunda did, are called names. We are all witness to the tragedy of Zimbabwe, (where President Mugabe, the only other African President to be Knighted after President Sir Seretse Khama of Botswana). Do not be cheated, President Mugabe was then a “blue eyed boy” of the British government. Just that something went wrong! We all know about the tears of Rwanda, the pain of South Africa, the challenges of Mozambique, Angola and the never ending bloodletting in the Congo. One of the good things about democracy though, is that it promotes freedoms such as Expression, Association etc. But on the other hand, the “democratic system” – which is not necessarily democracy (Bob Marley called it the Babylon System) will not allow you to be an independent thinker. It will hunt you, fight you and seek to eliminate you, using dirty methods, including spreading lies. Actually, we must not just end at sloganeering, rhetoric and beautifully singing our National Anthems. We must talk of the depth and width of the African natural resources. As for Zambia, what is our common heritage? Are Zambians mere willing labourers or slaves for those privileged with knowing better? Was President Kaunda’s watershed speech and the Matero economic reforms/ announcements; a wasted undertaking? Fellow Zambians, including the international community – in particular, the so-called Donor Community: Have a look at the address by President Obama to the House of Commons in England on his last tour. He appealed for a change of mindset, because business as usual, was no longer feasible. President Obama quipped,” Who knew that a black man would be President of the most powerful nation in the world? Who knew that a black man would be addressing the House of Commons in England? We are at a time and a point where what is more important than anything else is strategy and stability, though peace and unity. We can elect to condemn that leader and that person but that will not put us in a good stead to tidy ourselves. What will tidy us beyond talk – and talk can be cheap; is realism and common sense buttressed with imperatives of justice, fairness and equity. The crisis before us can if not well managed, bring out serious challenges never experienced before. Guys think: If the economy collapses, won’t governance be affected? See you next week. KAMPALA - Uganda’s longserving President Yoweri Museveni has said it would be wrong to hold a presidential election expected for early next year if the coronavirus persists, signalling for the first time a possible delay. “To have elections when the virus is still there... It will be madness,” the 75-year-old Museveni, whom opponents cast as an authoritarian clinging to power, said in an interview with the local NBS Television aired late on Monday. Uganda has recorded a relatively low case load of the Covid-19 disease - 121 infections and no deaths - and began easing a strict national lockdown a few days ago. Though no date had been fixed for the 2021 election, it is typically held in February. In power since 1986, former rebel fighter Museveni has not confirmed whether he would run again, though the ruling National Resistance Movement (NRM) party has already asked him to be their flagbearer and voters expect him to stand. The strongest opposition aspirant is pop star and lawmaker Bobi Wine whose music endears him to the young.

WHO sees ‘potentially positive data’ on Covid-19 treatments

GENEVA - The World Health Organisation said yesterday that some treatments appear to be limiting the severity or length of the Covid-19 disease and that it was focusing on learning more about four or five of the most promising ones. The Geneva-based WHO is leading a global initiative to develop safe and effective vaccines, tests and drugs to prevent, diagnose and treat Covid-19. The respiratory illness has infected 4.19 million people around the world, according to a Reuters tally. “We do have some treatments that seem to be in very early studies limiting the severity or the length of the illness but we do not have anything that can kill or stop the virus,” spokeswoman Margaret Harris told a briefing, referring to the body’s so-called Solidarity Trial of drugs against the disease. “We do have potentially positive data coming out but we need to see more data to be 100 percent confident that we can say this treatment over that one,” she added, saying more research was needed and planned. Harris did not name the treatments. The WHO official sounded a note of caution around expectations for a vaccine, however, saying coronaviruses in general are “very tricky viruses” that are “difficult to produce vaccines against.” More than 100 potential Covid-19 vaccines are being developed, including several in clinical trials. The WHO said in April a vaccine would take at least 12 months. Meanwhile, the United Kingdom’s Covid-19 death toll topped 38, 000 as of early May, by far the worst yet reported in Europe, raising questions about Prime Minister Boris Johnson’s handling of the coronavirus crisis. Figures published by the Office for National Statistics for England and Wales brought the United Kingdom’s official death toll to 38, 289 as of May 3 - up nearly 6, 000 in the space of a week, according to a Reuters tally of death registrations data that also includes Scotland and Northern Ireland. – REUTERS.

This announcement came barely hours after the Zambian league was also suspended. “The 2020 Absa Cup edition has not been cancelled. It remains postponed until the league matches resume. I wish to clearly state that the bank is fully committed to hosting the tournament at such a time when the games resume. “As guided by the Football Association of Zambia,
