SORT OUT GLITCHES THE Electoral Commission of Zambia (ECZ) must listen to concerns raised by the public and improve on the hitches being faced in the ongoing voters’ registration exercise. The exercise, though in its early days does not give confidence to the public that the ECZ would meet its tally of capturing the projected nine million voters. The ECZ expects to reach this target between November 9-December 12. It is obvious that the ECZ has been overwhelmed and does not have the manpower to undertake this massive important exercise as it has been noted. Each registration centre is being manned by one ECZ official who must not only jot down the voter’s details but must take pictures, print and laminate the voter’s cards. This cannot work in populated urban areas judging from what has been reported in Lusaka and some towns on the Copperbelt. This tedious process is what has worried most people because it is taking a minimum of 10-15 minutes to attend to one person. With this scenario, people are being made to spend hours on end in the queues to acquire the voter’s card. What is making them endure the ordeal is obviously their patriotism and determination to ensure that they are registered to vote, thus giving them that voice and power to determine their destiny. But the ECZ must not take the people’s patience for granted. It must not lead to some people becoming frustrated with the system and opting to stay away altogether. The ongoing voters’ registration exercise is an important part of the country’s democratic dispensation. It is an exercise done periodically by the ECZ to ensure that it captures all citizens eligible to vote, especially those coming of age – turning 18. We would have expected the ECZ to have prepared thoroughly for the exercise and ensure that it has enough human resource at each registration centre. Having more officers would ensure fast registration of would-be voters and increased turnover at the end of the day. But with the slow pace at which the registration is being done, the ECZ might only capture a small fraction of eligible voters, thus disenfranchising thousands. The ECZ needs to breathe new life into the voters’ registration exercise by improving its operations. As the People’s Alliance for Change has noted, what is currently characterising the registration is exactly what stakeholders warned the ECZ about. PAC secretary general Gerald Mulawo says stakeholders warned ECZ about the 30-day registration period. Mr. Mulawo says long queues have continued characterising the ongoing mobile voter registration with most residents describing the process as chaotic. The ECZ ought to realise that the country’s democracy can only thrive when the majority of citizens become registered voters and actually participate and vote on polling day. It should therefore ensure that it creates a conducive atmosphere, free of hitches for one to easily walk into a registration centre and go through the formalities without a fuss. If it is a question of poor funding that makes it hard for the ECZ to hire enough staff for the registration exercise, it should bring this to the attention of the relevant authorities. The ECZ must not allow its detractors to say “we told you so” but must do a good job and carry out the voters’ registration programme minus administrative hitches.

ARMING Input Support Programme (FISP) transporters in Isoka have boycotted distribution of farming inputs due to non payment of dues for two farming seasons. This follows the decision by transporters to suspend transportation of inputs within the district to various farming communities due to what they termed as lack of fuel. Isoka transporters said they
could not continue with transportation of inputs because Government had not paid them for transportation of inputs for two consecutive farming seasons. They said they could not avoid to fuel or service their vehicles due to non payment. A representative of the transporters said various attempts to have their outstanding payments cleared have not yielded the desired results. And a farmer's representative Abraham Simovwe said farmers we're ready to pay their transportation costs of their farming inputs to various farming com-
munities so that start preparing for the forthcoming agriculture farming season. Meanwhile, Muchinga Provicial Minister Malozo Sichone has directed that farmers should not be allowed to pay for transportation of inputs because it was government's responsibility to do so. "Cooperatives should not be allowed to start paying for transport because this will lead to exploitation of farmers and we do not want that to happen," Mr Sichone said. FISP input thieves arrested By SILUMESI MALUMO MULTIPLE reports of malpractice in the implementation of Farmers Input Support Programme (FISP) are being handled administratively while those involved have been arrested, Minister Micheal Katambo told Parliament yesterday. The minister said a warehouse manager in Kanchibiya district in Northern Province had been implicated and the matter was before the courts of law. He said that about 154 by 10 bags of maize seed and 33 by 50 kilograms seed were stolen in Kanchibiya district. The minister said so far about 75 by 10 bags of maize seed had been recovered and efforts were being made to ensure that all the seed stolen are recovered. Mr Katambo said government would ensure that people mandated to oversee the inputs engaging in illegal activities face the wrath of the law. He was responding to Kanchibiya Member of Parliament Martin Malama who wanted to know the total quantity of farming inputs, under the Farmer Input Support Programme, for 2020/2021, which went missing in Kanchibiya district.
Mr Malambo testified before Magistrate Felix Kaoma that he is given information whenever the President is going out which is referred to as a manifest. He said the manifest is a list of officials that accompany the President and he makes follow ups to those who would accompany the President so the luggage can be surrendered to his office. He said the luggage is screened and thoroughly checked until it is safe for handling by the VVIP. Mr Malambo said that after he is satisfied that the luggage is safe, they accompany the luggage to the airport. He said when they arrive at the airport, before they load the luggage on the plane, procedur-
al screening is also done in the presence of the pilot and only then is it loaded He said he read the story like any other citizen but later on received a subpoena to appear before court. He said the plane has never been to Israel and he has never encountered such things as drugs or money in the luggage of the President and his entourage. When asked his opinion after reading the statement in the newspaper, Mr. Malambo said it was a defamatory statement. He said the only time he saw Mr. Findley travel with the President was April 2, 2019 to Ndola. Magistrate Kaoma adjourned the matter to November 16 and 17.
Register to vote, Lungu tells Chiefs By PRISCA LUMINGU-BANDA in Chitambo PRESIDENT Edgar Lungu has called on the traditional leadership in Central Province to take a lead and encourage their subjects to register as voters ahead of 2021 general elections in order to determine how problems encountered could be resolved. And President Lungu said the voting pattern in the 2021 general elections will determine the solution to constitution Amendment Bill no 10 which collapsed. President Lungu said it was time that the issue of bill 10 was put aside and focus on getting people registered as voters. President Lungu said this when he was responding to concerns which were raised by the traditional leadership of Chitamba and Serenje yesterday. "Bill 10 had good things, now you our traditional leadership should take a lead and register as voters. This will encourage your subjects to register so that in 2021 you vote for the people who will listen to you," President Lungu said. He said it was unfortunate that some members of parliament took the issue of Bill10 lightly and rejected the bill without realizing how detrimental their decision would be. The Head of State said this was the reason why a lot of people should register as voters in order to make the right decisions in next year’s general election. He said in next year's general elections it was important that people voted for right members of parliament who will take seriously issues of national interest. And speaking earlier Chief Chitambo assured President Edgar Lungu of the traditional leadership’s support.

He says the setting up of a Cassava processing plant in Chitambo will create jobs for skilled and unskilled work force. Speaking when he toured the Agriculture productivity and enhancement project in Chitambo yesterday, President Lungu said the plant will provide ready market for Cassava growers. The President said government will continue helping the private sector to set up processing plants in rural areas where the raw materials are grown. And speaking in an interview with ZNBC News, Chitambo District Agriculture Coordinating Officer, Katumwa Mutandi said works on the plant will be completed in the next few weeks. Mr. Mutandi said the plant will produce ethanol in addition to other cassava products. He said management at the plant has already found market for the products that will be produced at the plant. He said Cassava farmers from Mpika, Kasama, and other districts will be able to sell their produce to the plant.

Emily Sikazwe sues Women for Change over perks By GRACE CHAILE-LESOETSA FORMER executive director Dr Emily Sikazwe has sued her former employers, Trustees for Women for Change in the Lusaka High Court demanding over K669, 000 in benefits. Dr Sikazwe is also claiming interests on the said sum of K669, 119.18 pursuant to Section 4 of the Law Reform (Miscellaneous Provisions) Act, Cap 74, Order 36 , Rule 8 of the High Court rules, Cap 27 and Section 2 of the judgements Act. Cap 81, costs and any other relief the Court may deem fit. In a statement of claim filed in the Lusaka High Court, Dr Sikazwe stated that she served Trustees for Women for Change under various contracts of service. She said she was elevated from being executive secretary to a position of executive director and her conditions of service were revised in December 1996. Dr Sikwaze said she was engaged on a two and half year contract which ran from June 1, 1997 to December 31, 1999 subject to renewal. She stated that the contract of service introduced an entitlement to the gratuity which was to be computed at the rate of 25 percent of the pay accumulated over the contract period. The plaintiff said her subsequent contracts up to the final contract that ran between January 1 2013 and December 31 2014 equally contained provisions relating to gratuity. She stated that her former employers have not settled gratuity for the contracts that ran from January 1 2007 to December 2009, January 2010 to December 2012 and January 2013 to December 2014. Trustees for Women for Change have not also paid Dr Sikazwe her 2013 and 2014 salaries and attendant perks or allowances.

Mr Zulu, who is Malambo constituency Member of Parliament was reacting to UPND secretary-general, Steven Katuka’s sentiments that PF would be stuck in the last minute before the 2021 election if they go ahead with President Lungu as their candidate. “Who is Steven Katuka to be concerned with the continuation of the PF? President Lungu’s failure can be a benefit to them so there is no genuineness in that claim. “The UPND should learn to read the judgement which was passed by the courts of law, it’s
clear, if they are not happy let them argue with the judgement, they should go to court. For us we are settled and we are following the judgement and we are standing on the right side of the law, “ he said. Mr Zulu said the issue regarding President Edgar Lungu’s eligibity in the 2021 general election was settled by the constitutional court. He said the ruling party followed the court judgement and that anyone against the judgement should challenge the constitutional court which settled the matter. And Mr Zulu said it was none of the United Party for National Developments business whether PF continues or not. Mr Katuka had claimed that the collapse of the constitutional amendment Bill Number 10 of 2019 had exposed President Lungu determination to go for an unconstitutional third term. He said that the head of state was pushing for what he termed as unconstitutional term in office but that it would lead to the ruling party’s destruction because they would not be able to field a legitimate candidate for the republican Presidency. Meanwhile, Mr Enock Tonga has said President Edgar Lungu is eligible to contest the 2021 general elections whether other political party leaders like or not,. The opposition leader said “One can choose to be wise or otherwise, to permit any legal practitioner or lawyer to pursue President Lungu third term eligibility case is tantamount to chasing wind and throwing money into the sea. And checks at Chibolya basic, Rome parish and Chipata compound found many people queuing to get the voter cards with only one ECZ personnel still stationed at the centers. The Residents are disappointed that the Commission has paid deaf ears to the calls by the public that challenges that have come with process are addressed.

And Roma ward councilor Chilando Chitangala said she is disappointed at the slow pace at which the exercise is moving. Zambia, which missed payment of a $42.5 million coupon on one of its Eurobonds last month, has asked creditors to delay interest payments until April, a request that has so far failed to receive support from bondholders. A 30-day “grace period” on the coupon payment expires on Friday. “We’ll wait and see. We’re doing everything possible,” Dr Ng’andu said. He said the discussions with bondholders were on a continuous basis. When asked whether Zambia had the resources to pay the coupon within the grace period, Dr Ng’andu said the southern African copper producer had committed to treating all its creditors the same. THE Shakumbila Royal Establishment Committee and the Royal family have filed a petition in the Constitutional Court seeking a declaration that dethroned Chief Shakumbila, Patrick Chibamba, vacates the palace. Shakumbila Royal Establishment Committee chairperson Ackson Shachele, member of the Royal family Edgar Mwambula and subject Dennis Changachanga cited the dethroned Chief Shakumbila (Mr Chibamba) as the respondent in the matter. The trio seek an order declaring that Mr Chibamba by his conduct violated or contravened articles 165(1), 166 and 167 of the constitution during his chieftainship. They want an order that Chibamba vacates the palace and hands over the instruments of power and other Royal property to Mr Shachele as Chairperson of the Royal establishment committee by virtue of him being removed from the throne by the Royal establishment committee and the Royal family.

GOLD miners in Rufunsa have protested Government’s decision to name ZCCM-IH as the sole owner of the equipment which was procured for small scale gold mining cooperatives. Chimwetu cooperative chairman, Emmanuel Tembo insisted that the four cooperatives who include: Pokela, Chimwetu, Kamandu and Chipeketi were never at any time told that the equipment would belong to ZCCH-IH. He said this follows an announcement by the Ministry of Commerce Trade and Industry that the equipment belonged to government after the cooperatives refused to sign an agreement with ZCCM-IH. Mr Tembo said when the equipment was given to them in the first place, neither ZCCM-IH, the Ministry of Mines and Mineral Development nor the Ministry of Commerce Trade and Industry ever told them that it would belong to government.

Mweetwa, 3 others oppose injunction sought by Kopulande, Nkhuwa By GRACE CHAILE-LESOETSA UPND deputy spokesperson, Cornelius Mweetwa and three others have asked the Lusaka High Court not to grant Energy Minister Mathew Nkhuwa and Sebastian Kopulande the interim injunction they are seeking as it is inappropriate. Mr Mweetwa and others contend that Mr Nkhuwa and Mr Kopulande have not fulfilled the requirements necessary for the granting of an interim injunction which are a clear right to relief, irreparable injury and the balance of convenience being in their favour. In this matter, Mr Nkhuwa and Mr Kopulande sued Mr Mweetwa and others for defamation. They duo have asked the Lusaka High Court for an interim injunction restraining the defendants from further making damaging and defamatory remarks against them. Mr Mweetwa, who is also Choma Member of Parliament is alleged to have accused the two officials of being involved in corrupt oil deals and the proceeds therefrom. Mr Kopulande, the Chembe MP and Mr Nkhuwa have cited Mr Mweetwa, Oracle Media Production Limited trading as The Mast newspaper, Editorin-Chief Larry Monze and
reporter Speedwell Mupuchi as defendants in the matter. The plaintiffs stated that on July 8 this year, an inflammatory and false article was published in the Mast newspaper with the headline: “Nkhuwa, Kopulande stranded with fuel, reveals Mweetwa.” The duo are now seeking a declaration that the article complained of was defamatory against them. They want an order directing Mr Mweetwa and the Mast newspaper to publish a retraction and apology to them, which retraction and apology must carry the same prominence as the inflammatory article. They also want damages for emotional distress, anguish and public ridicule occasioned as a result of the publication of the article. But according to skeleton arguments in opposition to application for an interim injunction, Mr Mweetwa and others argue that the officials cannot prove the requirement for an irreparable injury. The defendants argued that in as much as Mr Nkhuwa and Mr Kopulande have a right to protect their reputation, if indeed the words complained of are proved to be defamatory, the Court has also the duty to weigh this against the right to free speech which is an issue of public importance.
ZRA launches TaxOnApp By BUUMBA CHIMBULU
A MOBILE application called TaxOnApp aimed at simplifying tax transactions and compliance by removing intermediaries and expanding the taxpayer reach has been launched by the Zambia Revenue Authority (ZRA). The TaxOnApp, developed in collaboration with the Germany Institution, GIZ, allows taxpayers to file in tax returns for income tax, Value Added Tax (VAT), Pay As You Earn, excise duty and withholding tax on rent. ZRA Commissioner General, Kingsley Chanda, said the application was expected to widen taxpayer reach, increase revenue collection, and enhance tax compliance by making payment process more convenient. Mr Chanda explained that taxpayers could perform some customs related requests such as passenger clearance and check for the status of goods they were clearing. He said this during the launch of the application in Lusaka yesterday in a speech read on his behalf by ZRA Commissioner-Indirect Taxes, Moses Shuko. “Our resolve an authority through the support of GIZ and the Government of Zambia is that TaxOnApp will expand the tax base by onboarding the informal sector players,” he said. Mr Chanda said the application was developed by the ZRA officers and a Zambian consulting firm for some of the customs functions. Home News By KALOBWE BWALYA POLICE are still looking for the fugitive murder suspect of Dr Tasila Tembo, Lieutenant Nigel Mwaba of Zambia Army Lusaka, says police spokesperson Esther Katongo. Ms Katongo said although no update has been given, police were still on the ground looking for the suspect behind the killing of Dr Tembo whose body was found in a decomposed state covered with leaves in Nanking army training centre in Mikango area on October 27, 2020. The body was temporarily buried at a traditional burial site in Mikango area and police have since launched a manhunt for the suspect Lieutenant Nigel Mwaba aged 33 of Zambia Army in Lusaka. Dr Tembo was later given a dignified burial and send off attended by personnel from the Ministry of Health. And the suspect’s car was reportedly found in Southern Province, though no further details were given. Last month police received a report of a missing person in which it was reported that a female identified as Dr Tasila Tembo aged 47 of Plot number 1732 Meanwood, Ibex Hill went missing which occurred on October 24, 2020 around 16:00 hours.

BRE urges people to register BAROTSE Royal Establishment (BRE) Prime Minister the Ngambela, Manyando Mukela has urged people in Western Province to register during the on-going voter registration exercise which was launched yesterday. And Mr Mukela has disclosed that the Litunga Lubosi Imwiko ll has registered as a voter. He stated that all eligible citizens should demonstrate their democratic right by registering as voters. “I want to inform our people that his

LCC receives 2 solid waste collection machines By NOEL IYOMBWA ROMANIAN Agency for International Development Cooperation (RoAid), through Premium Audit Consulting has donated two municipal solid waste collection machines and Covid 19 materials to Lusaka City Council as part of the Sustainable Urban Development Project valued at 150,350 euros or about K3million. LCC Public Relations Officer Lisa Ng’oma said that the two solid waste collection machines to be used in Lusaka are amounting to a total of 80,000 euros about K1.6million. Ms Ng’oma said that other donated items include 74,000 masks, 400 test kits, 370 waste collection and sorting bins for use in the city totaling 20,350 euros (K406,000) and ITC equipment necessary for the implementation of the project locally, amounting to 15,000 euros(K300,000). Egypt says plans railway lines extending to Libya, Sudan CAIRO - Egypt’s Transport minister has announced proposals to construct a railway line to reach the Sudanese city of Wadi Halfa, and to extend a line in the north to Libya’s Benghazi. The announcement came as part of Egyptian government efforts to overhaul the country’s transport system, including an ailing railway network with a poor safety record. The government decided on “a number rail transport projects that could be carried out in cooperation with investors,” Transport Minister Kamel al-Wazir told a news conference in Cairo. They include “building an Aswan-Toshka railway line that will extend to the city of Wadi Halfa in Sudan,” he said, referring to locations in Egypt’s south and a city just across the border.
He also said there were plans to extend the Marsa Matrouh-Salloum line, in Egypt’s northwest, to reach the eastern Libyan city of Benghazi. Neighbouring Libya has been mired in chaos since a 2011 uprising that toppled and killed longtime dictator Muamar Gadhafi. The country is currently split between rival administrations in the east and west, with Cairo backing eastern strongman Khalifa Haftar. Under President Abdel Fattah al-Sisi, Egypt has been looking to build crossborder railway lines with neighbouring countries. Its rail network has been beset by a spate of accidents in recent years that were often blamed on decades of poor maintenance, negligence and a lack of funds. Amidst heated race to White House, Americans united for a civil purpose and showed us again that their politics are violent free but issue based and no American is used to kill, injure or maim one another
for the sake of politics. Trump on the other hand will go in history for his careless talk or rather arrogance on a lot of governance issues such as Covid 19 handling, Tax evasion, the tense relationship with the middle East, gay-ism, fall out on the way he has been handling many black Americans related issues, among others. So the arrogance of authority when given the opportunity to serve people does not help. Biden has been a Senator for several years before ascending to the position of vice President before, meaning he has a lot of knowledge in the USA governance system and that makes expectations high from those who voted for him To him, the victory is not his but for the people who have entrusted him with the chance to serve them. Let the USA election be a turning point for us Zambians and show the world that we can too not be used to usher someone into political office through shedding blood. Dear Editor, ZAMBIA is in dire need of development so as to meet the aspirations of many people. It is a well established fact that many Zambians need services such as education, health to mention but a few. To meet these, there is need for revenue. The country raises revenue mostly from tax imposed on goods and services. The country can also generate revenue from the tourism sector. Tourism should be well harnessed so that it can generate the much needed revenue for the country. The Minister of Tourism, Mr Ronald Chitotela recently said that the sector will increase the number of local tourists. Ultimately, this will lead to increased revenue for the country. To achieve this objective, there is need to explore more tourism sites especially in the northern circuit in addition to the existing ones. ELEMIYA PHIRI, Lusaka.
Zambia national team fondly known as Chipolopolo Boys will this Wednesday play Botswana in a back to back and the must win Africa Cup of Nations (AfCON) qualifier. The match will be played in Lusaka and the return match will be played in Botswana four days later. The Milutin "Micho" Sredojevic coached side is in Group H alongside Algeria, the AfCON defending champions, Botswana and Zimbabwe. Algeria have six points, Zimbabwe four, Botswana a paltry one point and Zambia is bottom placed without a point. Going by the current state of affairs, Zambia is in a precarious position in the quest to qualify for Africa's biggest soccer tournament, having failed to qualify in the previous two editions. All things being equal and football being what it is, everything is possible in the game of football. In this context, not all hope is lost for Zambia because the
team can qualify for AfCON football tournament. It is evident that the soccer enthusiasts, the soccer fans have high expectations from the Chipolopolo Boys. The soccer fans expect a positive result in the Wednesday match. For Zambia to revive the chances of qualifying for the AfCON football tournament, the team must beat Botswana both at home and away by a cricket number of goals. This can only be realised if the players work hard, remain focused and exhibit high levels of discipline on and off the pitch. Botswana is beatable but, there should not be any room for complacency; there are no longer underdogs in football. Teams are improving every day. Zambia under the tutelage of coach Sredojevic have played five friendly matches preparing for the match against Botswana. Zambia in the friendly matches beat Malawi 1-0, lost 2-1 to Kenya, beat South Africa 2-1, beat Ethi-
opia 3-2 and 3-1 in two encounters. The friendly matches have helped coach Sredojevic and his technical bench to access the players during the friendly matches to come up with a formidable team which comprises mostly the local players to square off against Botswana. Truth be told; it is this one: Zambia should not underrate Botswana in the forthcoming match. Zambia should instead create a myriad of scoring opportunities and score as many goals as possible. Allow me to quickly address the Police IG using your platform. I am a motorist working in the industrial area and always use Great East, Great North and Chisango Road. The traffic lights at the junction of both Makishi, Bwinjifumu and Great are not working and traffic is being controlled by the road contractors (Afcon). In most cases the road users, like myself, adhere to the rules and obey the gentleman controlling the traffic flow, but in some cases some overzealous drivers will ignore him and just drive through. My thought, is that I was expecting this to be the duty of our traffic officers, who are paid to both control traffic and ensure that road users obey the traffic laws. Should we assume that they are so overwhelmed with the number of traffic offences around Lusaka that they cannot take time to control traffic? Anyway, the reason I am writing is that there is a bunch of traffic officers (maybe it could be the same team) who have permanently stationed themselves (In fact hiding) on Chisango road just after the traffic lights on Great North. This team always pounces on traffic offenders at the same
spot, for driving through an Amber or red light and in most cases, a quick hand shake with no receipt and off the offender goes. I thought the reason for Policing was to deter a wouldbe offender from committing and offence? Why should they be hiding and waiting for someone to actually commit the offence? Did you know that the mere sight of a uniform will prevent anyone from committing a crime? Also, this has been going for years and by now if they were effective, by now all motorist would be adhering to the laws, especially at that junction. Why should the police be wasting their resources deploying teams to be hiding and waiting for offences to be committed, when that could be on Great East or any other road which needs traffic to be controlled. With the number of vehicles which I have seen being caught / stopped the government should have had enough money to even sort out that piece of damaged road on Great North. As a tax payer, could the Government have the officers deployed on the roads which need traffic to be controlled and let the officers be seen at all times, and not hiding so they can collect money for their personal “CHILIMBA”. “WE have started having intraparty elections across the country and we will soon hold a party convention, Peoples Alliance for Change president Andyford Banda has said. Speaking in a telephone interview, Mr Banda said PAC has started holding intraparty elections in North Western Province and other parts of the country. He said that the party will hold a convention next year even though a specific day has not yet been set. He said that as evidenced in the just ended Chilubi and other by elections the party is becoming more popular in all parts of the country. “We are getting there across the country and I am sure you followed how we performed in the just ended by elections in Chilubi. We managed to beat other political parties in some wards in the Chilubi by-elections. “We believe we are at the right place and at the right time,” he said. BOUT 80 sitting tenants at the Workers Compensation Fund house in Kitwe are in K 5.7 million rental arrears.
It was also discovered that some tenants have lived for two years while others lived for three years without paying. This came to light when Ministry of Labour Permanent Secretary Chanda Kaziya paid a visit to the tenants and
ordered them to start paying the arrears. Mr Kaziya has therefore warned that those that will fail to pay up their balances after an agreement on the payment plan is made will be evicted. " We will not as government allow such irresponsibility from a few individuals that want their fellow Zambians to suffer. You need to show commitment so that the people that are injured at work places get the money they need so much on time," he said. Mr Kaziya wondered how the victims who were the owners of the money in this case would be helped if the tenants chose not to pay rentals. He said such kind of behaviour by the tenants would no longer be tolerated as it was contributing to the suffering of the people that were injured. The PS further promised that renovations and working on the water recirculation
system would be done once all the tenants had started clearing off their arrears. And Mr Kaziya also called for the assessment of the structural integrity of the building which he said was at some point declared to be unsafe. He said that all the tenants would have no choice but to vacate if it is confirmed that the building was indeed no longer safe for occupation. Meanwhile, the tenants assured that they would clear the balances they owed to the fund once the payment plans are set. They however thanked the PS for engaging them in trying to resolve the matter and for understanding the challenges they had in the past months. " We thank government for understanding the challenges we have been facing with our businesses owing to the covid-19 pandemic," one of the tenants Mulenga Musonda said.

AVAP Copperbelt Province Co-coordinator Poster Jumbe noted that the people that were talking the loudest were the ones that were not showing interest in registering as voters. He therefore said that such people did not deserve to complain about what was done or not done. "It is high time people started to show interest in the affairs of the country. The starting point of citizens' contribution to national development in the country is registering as a voter. "People should ensure they
register as voters and vote for leaders of their choice at all levels so that we don't hear complaints at the end of the day," he said. Mr Jumbe further complained that people who were busy complaining about their current leaders were the ones that were retarding development in the country because they did not take part in the selection of leaders. Meanwhile, Mr Jumbe appealed to Zambians to turn up in numbers and register as voters stating that those who can manage can also register online to quicken and make it easy for the registration officers conducting the exercise. He also appealed to the Electoral Commission of Zambia ECZ to consider increasing the number of registration officers and increase the hours of the registration exercise so that the target of registering nine million voters could be achieved.

COVID-19 DISFIGURES THE GLOBAL SOCIO-ECONOMIC SCENARIOS AND IMPELS ENHANCED STRUCTURED THINKING FOR ALL COUNTRIES By ALEXANDER B. CHIKWANDA
T
HE severity of the corona virus (Covid-19) has in a number of cases grown rather exponentially. If that French cynic Karr who coined the epigram “plus ca change, plus c’est la meme chose” (the more things change, the more they remain the same lived in our times, he would have retracted the assertion with amazing rapidity. Covid-19 has inflicted a devastating blow on the world economy and the prognosis in the short-medium term is not very cheerful. Even with the hints of vaccines in the not too distant future, it will most likely be quite a while, as brothers in America might say, before the fat lady sings the blues to signal the end of the event. The adverse impact of Covid-19 on many fronts is telling. Economies of resilient developed countries have declined in the first and second quarters by margins ranging from 10 percent and above that. Some developed economies like those of southern Europe have felt the consequences of collapse of tourism, itself a function of impaired aviation because substantial portions of their gross domestic products (GDP) have origins in tourism. Countries in the Comesa and Sadc regions which have been to some extent propelled by tourism have suffered serious afflictions. The collapse of tourism in the islands in the Caribbean Sea is an unmitigated disaster because the economies of the countries are largely anchored on tourism. The crude disruptions in global supply chains have occasioned supply deficiencies of necessary goods, including capital goods, which in turn hampers production across the board in many countries. Unavoidable lockdowns have kept millions of children out of schools as parents were lumbered with prohibitive tasks of what to do with marooned children especially in circumstances where online lessons are not a feasible or possible option, if only on account of absence of power to make information technology a realisable dream. In less developed countries, particularly on the African continent, the economies were already under severe stress because of low commodity prices resulting partly from the American-induced trade wars. Covid-19 has merely compounded and exacerbated matters. The recent upswing in commodity prices gives some semblance of hope but there are serious concerns about sustainability of the upward trust in commodity prices if the big global economies don’t tick to the extent that China’s economy is beginning to thaw. In the developing world, quantification remains a vexing issue, so the economic and social impacts are essentially indeterminate but they are significant and it will require stupendous efforts to put things back on track, let alone on an even keel. Learning institutions across the world are now opening up. It is a bold and inevitable gamble and all citizens
of the world can only entertain a pious hope that there will be no domino fallouts - escalations in Covid-19 outbreaks from interactions in institutions of learning. Education is universally the only human endeavour through which the nations and societies enhance the productive capacities of people as agents of progress. ZAMBIA AND THE AFRICAN REGION Our friends in the western world, with their ingrained Caucasian ethnocentricity, invariably project worst case scenarios for Africa. Somehow, by combination of luck and effort, in some cases quite stupendous, Africa has handled the Covid-19 crusade rather well. Developed countries have assisted significantly; institutions like America’s Centre for Disease Control (CDC) have been unflinching in their support. Africa has experienced dangerous
epidemics like Ebola which has made institutes for disease control to embrace strategies which target preventative measures against the backdrop of the realisation that our countries don’t have resources for hospitalisaton and treatment of thousands of people afflicted with deadly pandemics. Some factors said to be of help are structures of population with a preponderance of young people. In most, if not all, countries the 0-30 year-old bracket accounts for 70 percent of the population. Having large segments of rural populations and low densities is also a relief. For instance, Zambia has a total area of 752, 000 square kilometres with a population density of 24 per square kilometre, whereas Israel with Covid-19 assuming significant proportions is only 22, 000 square kilometres and with eight million people, giving a population density of 380 per square kilometre.
In terms of Zambia, Israel is about half of Senanga or Kalomo before new districts were carved out. In the event of a huge outbreak in Zambia the danger would be most pronounced in our overcrowded urban habitats with scanty requisite facilities, principally water and sanitation and adequate drainages. Zambia through the Ministry of Health and related institutions like the public health institute has done a commendable job to pre-empt calamitous outbreaks because our palpably limited medical facilities would have been stretched beyond tolerable levels. In terms of the economy, apart from grossly reduced revenue inflows to Government, the informal sector has taken a severe beating in the process drastically eroding the foundations of our fragile economy. The informal sector accounts for livelihoods of a vast number of people who cannot conceivably find jobs in the constrained formal sector. Although the sector’s contribution remains tricky to quantify, its share in the GDP could quite significantly be higher than the formal sector. As with most emerging markets, our GDP which does not fittingly and appropriately contextualise the informal sector is grossly understated. I find it sensible for the World Bank in their world development indicators to give both the atlas (dollar market price) and Purchasing Power Parity Known facts

The much admired and respected Kenneth Kaunda and his fellow founding fathers will forever remain cherished for entrenching the enduring spirit of “one Zambia, one nation” in our national psyche. This disposition appears to preclude electoral success for any political party deemed or perceived to be premised on any form of exclusivities no matter the subtleties or disguise of such arrangements. In the history of Zambia, nothing is as touching and overwhelming for me as the cosmopolitanism and spirit of our common humanity as the story originating from Kasama in relation to the first bishop of the area, the French Bishop Joseph du Pont, who died in the 1930s in Algeria en-route to France on leave. Less than two decades ago, ordinary people put their small resources together and proceeded to Algeria to enlist the support of the government there to bring back the remains of the bishop, popularly known as Moto, to Chilubula Cathedral in Kasama. This is a rare gesture in the annals of human history and marks Zambia as a country of distinction in the world. We deserve the profound goodwill which the global community lavishes on us. Our duty is to ensure that this goodwill is not misplaced or misallocated. And now the challenges. Zambia’s population has leaped from three million at independence to about 18 million now. This is a six-fold increase in 56 years and there is a total mismatch between the population explosion and our overall development endeavours in the almost six decades of our independent nationhood.

Ethiopia's Prime Minister Abiy Ahmed is not rebuffing international calls for calm amid an escalating conflict in the country's restive Tigray region that many fear is sliding toward civil war, his office's spokesperson said yesterday. "There is no rebuffing of anyone by the prime minister. He had acknowledged and given gratitude for the concerns shown. Nevertheless, Ethiopia is a sovereign nation and its government will ultimately make decisions in the long term interest of the country and its people," said Billene Seyoum in an emailed response to a request for comment on a diplomat's account that Abiy "is not listening to anyone." – REUTERS.

O H A N N E S B U RG - ANC secretary-general Ace Magashule is set to be charged with various corruption-related counts this week. The Directorate for Priority Crime Investigation, commonly known as the Hawks, confirmed that a warrant was issued for Magashule’s arrest. He is expected to appear in a Bloemfontein court on Friday. The charges relate to a controversial R255 million asbestos contract which was issued when he was the premier of the Free State. The province’s acting director of public prosecutions (DPP), advocate Navilla Somaru, issued the warrant. Hawks Free State spokesperson Captain Lynda Steyn said the DPP signed the warrant yestersday. “That is right, I can confirm that an arrest warrant has been issued for Mr Magashule,” she said. Steyn added that Magashule was expected to appear in the Bloemfontein Magistrate’s Court on Friday. “This is in relation to an investigation by the Hawks’ Serious Corruption Investigation Unit in the Free State in relation to the asbestos matter,” she said. In the past, National Prosecuting Authority (NPA) sources told News24 the institution would only charge high-profile political figures if it was sure it had a winnable case. Justice lawyer quits after attorney general orders ‘vote fraud’ inquiries WASHINGTON - US Attorney General William Barr has allowed federal prosecutors to probe alleged irregularities in the presidential election, prompting a top Justice Department official to quit. The official, Richard Pilger, would have overseen such investigations. Any such cases would normally be the remit of individual states, but Barr said this was not a hard and fast rule. Donald Trump refuses to accept Joe Biden’s projected victory, and has made unsubstantiated fraud claims. The president’s campaign is seeking an emergency injunction in Pennsylvania to prevent Biden’s victory being certified in the state. The president-elect’s projected win there on Saturday took him over the threshold of 270 electoral college votes needed to secure victory nationwide. Trump’s spokeswoman vowed the legal battle to contest Biden’s victory was only just beginning. “This election is not over,” White House press secretary Kayleigh McEnany told a news conference. “Far from it.” The Attorney General wrote that inquiries could be made by federal prosecutors “if there are
clear and apparently-credible allegations of irregularities that, if true, could potentially impact the outcome of a federal election in an individual State.” Barr said prosecutors should only look into “substantial allegations” of irregularities, and that “specious, speculative, fanciful or far-fetched claims” should be ignored. He acknowledged that individual states had the primary responsibility for the conduct of elections but said the Justice Department had “an obligation to ensure that federal elections are conducted in such a way that the American people can have full confidence in their electoral process and their government.” The department would normally only go beyond preliminary investigations after an election had been concluded and the results certified, but Barr said this could result in situations where “misconduct cannot realistically be rectified”. Pilger said he had quit in response to Barr’s memo. “Having familiarised myself with the new policy and its ramifications... When Daily Maverick broke news about the arrest warrant, Magashule was on the campaign trail in Soweto, ahead
of the upcoming by-elections which are scheduled to be held in the area on Sunday. The ANC leader seemingly downplayed the development, saying he would consult his lawyers later in the day. “I will talk to my lawyers. JOHANNESBURG - A legal battle between the United States and Mozambique to extradite its former finance minister is developing into a stand-off. Mozambique has filed provisional charges of embezzlement and money laundering against Manuel Chang who’s accused of involvement in fraud, linked to $2 billion of state-guaranteed debt borrowed during his term in office. Chang, who is currently detained in South Africa, also faces extradition to the US for prosecution over the fraudulent loans. He has denied wrongdoing. Three former bankers at Credit Suisse who helped arrange the loans pleaded guilty in the US earlier this year to
bribery and fraud. Chang is accused of giving consent to loans of about $2bn, which were guaranteed by the government of Mozambique, to fund a fishing business, but the money vanished and the enterprise never started. The US and Mozambican authorities say some of the loans were kept secret. When details of the fraud emerged in 2016, the scandal prompted foreign donors including the International Monetary Fund to cut off support to Mozambique, plunging the country into a debt crisis. South Africa has yet to decide if it will allow Mozambique or the US to extradite Chang. – BBC.

He died in Turkey on Monday night, his chief of staff Seydou Cissouma told
Reuters, providing no further details. Toure's life, in many ways, symbolised the stop-start nature of democracy in the country, where his successor, Ibrahim Boubacar Keita, was overthrown in another coup this August. Widely known by his initials ATT, Toure was a former paratrooper who seized

Maradona progressing well after brain surgery ARGENTINE football great Diego Maradona is progressing well after brain surgery on a blood clot and could be discharged this week, his doctor said on Monday. Maradona, 60, underwent surgery last Tuesday to remove a clot lodged between his brain and skull. “Diego is in the mood to leave, and we are evaluating the discharge that could be probably time, we have to see the clinical parameters, but the progress is very good,” Leopoldo Luque told reporters. This treatment began to be scaled back on Monday. Luque also played down a rumour cited by local press about the presence of a Covid-19 patient in the clinic. “Covid is everywhere, there is nothing here that there is not elsewhere, and the care and protocols are followed to perfection,” he said. Luque also avoided specifying where Maradona will recuperate once he is discharged. “We will discuss these issues when the time comes, we will discuss them together with the family. We all agree to take Diego forward,” he said.
