E are being threatened for not halting operations and joining the truck drivers’ protest, tanker drivers have lamented. The tanker drivers said once they stop moving, the economy would be affected because of fuel shortages. The Zambia Union of Tanker Drivers (ZUDDAW) said tanker drivers were not part of the illegal strike by truck drivers. Union president, Bob Ndalama said that the group calling itself professional truck drivers was a group of truck drivers who came back from

South Africa after the xenophobic attacks. He said the group was now threatening tanker drivers so that they can be part of the strike because they were aware that once fuel tankers stop moving, the economy would be affected. Mr Ndalama said that after returning from South Africa, they found employment here in Zambia and wanted to bring South African working conditions in Zambia. The union president said that tanker drivers are not part of truck drivers who are protesting but during the protest, the union advised its members to park their vehicle for safety and security reasons. Mr Ndalama explained that the self-proclaimed union wants to use tanker drivers to fight their war. He charged that the union

Ms Katongo, however, insisted that Mr Hichilema was not among UPND officials who had been summoned for questioning. She wondered why a person who had not be summoned would claim to refuse to appear before the law enforcement officers. Ms Katongo said Mr Hichilema just wanted to create a picture that he refused a police summon. In an interview with the Daily Nation, Ms Katongo wondered why Mr Hichilema wanted to paint a picture of having refused to honour a police call out, when he had not been summoned. Ms Katongo advised the general public not to think as if Mr Hichilema had refused to appear before the police, because no one had summoned him. “How can Mr Hichilema say that he has been summoned by the police when in actual sense he has not been summoned? So it is not possible for him to honour something that he has not been summoned,” she said. A check by the Daily Nation found long queues of vehicles in fueling stations in Kitwe and Kitwe waiting to be supplied with the commodity. A number of fueling stations only had diesel to last for a few days. At Hillcrest’s Total service station in Ndola, which had no fuel some stocks were brought in the afternoon while the adjacent Lake Petroleum had long queues of vehicles. Some motorists talked to complained that their

businesses were being inconvenienced because they have had to be on long queues for a long time to access the commodity. "Some fuelling stations still have the commodity but are taking advantage of the situation by reserving it waiting for the announcement of the increased prices to be announced," one of the motorists Joseph Kasonde said. Mr Kasonde accused the truck drivers that went on strike of being behind the shortage, stating that they were threatening tanker drivers. The motorists however appealed to Government to seriously look into the matter so that businesses could get back to normal. They said that fuel was the driver of the economy

Long queues were observed at Total and Engen filling stations while Puma was completely deserted with fuel attendants found chatting. Motorists said the shortage of fuel was dampening the festive mood. “It is terrible for a resort town to run out of fuel. Suppliers and distributors should always plan ahead because Livingstone is always busy," one of the motorists said. At Engen filling station, the fuel attendant who preferred not to be named said the truck

Gold cooperatives in stand-off over ZCCM-IH deal By JOHN KOMBE GOLD mining cooperatives in Rufunsa have refused to sign a supply agreement with ZCCH-IH because they feel it does not favour them. The cooperatives, which include Pokela, Kamandu, Chimwetu and Chipeketi, complained that the agreement was crafted without their input. Chimwetu Gold Mining Cooperative chairman, Emmanuel Tembo, said ZCCMIH handed the four cooperatives agreement forms which were not agreed upon. He said it was difficult for the cooperatives to consent to terms and conditions which were not agreed upon. “An agreement cannot be made without mutual consensus. How do they expect us to consent to terms and conditions which were not agreed upon,” he said. Mr Tembo however could not disclose the

terms and conditions which had been proposed. He appealed to ZCCM-IH to consider convening a meeting to iron out a few ‘grey areas’ of concern by the cooperatives. Mr Tembo said that the two parties needed to agree to terms so as to ensure a good working relationship which would benefit both parties. He also confirmed that Government recently handed over gold panning certificates to the four gold mining cooperatives in Rufunsa. “The Ministry of Mines and Mineral Development particularly handed over the licenses to the four cooperatives panning,” Mr Tembo said. He however observed that the equipment given to the groups was not enough and appealed to ZCCMIH to ensure that more equipment was sourced for increased production. And Pokela Gold Mining Cooperative vice chairman, Josias Malunga, said the cooperatives needed to be engaged on the contents of the agreement if it was to be endorsed. Mr Malunga said that the cooperatives would make their own recommendations before they could consent after studying the document. Meanwhile, efforts to get a comment from ZCCMIH proved futile by press time as the spokesperson, Louisa Kakoma was still in a meeting. She however promised to study the query and respond accordingly.

CONSTRUCTIVE ENGAGEMENT

THE Law Association of Zambia (LAZ) has just demonstrated that it wants to regain its lost credibility by being an active participant in the country’s political life in a nonpartisan manner. It has shown that it believes in constructive engagement rather being a divisive conduit for the country’s various interest groups. It wants to help provide answers to some of the problems being faced in the nation. That has been the cry of Zambians in the last few years. We as a newspaper have not been one to shy away from describing the previous LAZ executive as a disgrace after the association’s failed attempt to circumvent the role of the National Assembly to pass legislation. LAZ lost credibility as an honest broker, of being an independent advisor to the government and defender of the marginalised through a leadership that allowed itself to take a partisan stance on important national issues. It chose adversity as opposed to quiet diplomacy. But the current executive led by its president Mr. Abyudi James Shonga has started on the right track. No one knew for example that the LAZ executive had paid a courtesy call on the Electoral Commission of Zambia (ECZ) on Tuesday, October 6, 2020 at which a number of critical issues surrounding the electoral process were discussed. LAZ honorary secretary, Sokwani Chilembo said following the said engagement, a 20-member delegation of LAZ led by its president Mr. Shonga, met with the ECZ and the Zambia Law Development Commission at Mulungushi International Conference Centre on Friday, October 9, 2020 to review the proposed Bill on voting by prisoners in the forthcoming general elections. “LAZ accordingly guided the ECZ on the matter, being cognizance of the Constitutional Court decision in the case of Godfrey Malembeka v The Attorney General and ECZ (Selected Judgment No. 34 of 2017) in which it was held that prisoners should be allowed to vote in the forthcoming General Elections, Mr Chilembo said. It should be noted that some opposition parties have accused the ruling Patriotic Front of trying to win next year’s elections by allowing prisoners to vote when it was a ruling by the ConCourt that inmates had a right to right. LAZ should be commended for explaining to some of the political doomsayers that it is now a legal requirement for the ECZ to ensure that inmates are not disenfranchised. There has been a sustained smear campaign to try and tarnish the credibility of the ECZ from the opposition ranks, that it is conniving with the PF to rig next year’s elections. The opposition parties, led by the United Party for National Development (UPND) have been opposed to every progressive move made by the ECZ. They have complained over the online registration of voters even when they have been assured that it won’t be the final stage, that all eligible voters would be captured. Another positive move from the LAZ executive is its condemnation of the continued countrywide electoral violence. It urged the ECZ to take necessary steps to curb the worrying culture of electoral violence. We hope all political players would heed the counsel from LAZ, that it won’t do to encourage their supporters to break the law, especially those on record claiming that the rule of law has broken down in the country. It is also pleasing that LAZ has taken judicial notice and reminded the nation that the ECZ has wide powers under the law to punish perpetrators of electoral violence which include but not limited to disqualification of a political party in breach of the electoral code of conduct from taking part in an election. We agree with LAZ that it’s time that such powers are invoked regardless of who is involved so as to preserve life, property, democratic values and principles. That LAZ is playing such an advisory role should give confidence to the population that they do not need to dread next year’s elections, that they would be conducted in a peaceful manner.

Court frees Jay Jay THE Chipata Magistrates’ Court has acquitted suspended Patriotic Front (PF) Eastern provincial youth chairman Emmanuel Jay Banda of the offence of unlawful assembly. Chipata Senior Resident Magistrate Boniface Mwala dismissed the offence on account that the prosecution team failed to prove a case beyond reasonable doubt that Banda committed the crime. Mr. Mwala said the ingredient to the offence for the prosecution was that Banda neglected to at least give the police seven days’ notice of the intention to convene a procession. He said Banda through cross-examination consistently laboured to establish that there was a programme for the youths convened by the Minister of Sports and Child Development who was in attendance. He said this was exhibited through a video clip in court and through an unmarked official ministerial government programme for the Youth Empowerment and was unrebutted by all the prosecutions witnesses. Magistrate Mwala therefore dismissed the charge and acquitted Banda accordingly. Court to hear Chimese pay in camera By CHARLES MUSONDA

LUSAKA Magistrate Nsunge Chanda says she will hear in chambers evidence on emoluments for Zambia Air Force (ZAF) Commander Eric Chimese. The evidence is scheduled to come from ZAF director in charge of salaries and pensions under the finance department, Colonel Bernard Chileshe. Ms. Chanda however said yesterday that disclosure of the emoluments is not classified information as argued by the defence. Chimese is charged with Chita Lodges and Resort director James Chungu over alleged abuse of authority of office relating to ownership of nine flats and some other properties in Ibex Hill and Lilayi. At the last hearing the State called Col Chileshe as its 17th witness to lay evidence on Chimese’s earning but the defence objected and argued that their client’s earnings were classified information. In response the State argued that the disclosure of Chimese's emoluments would not affect State security in any way. Deputy Chief State ad-

vocate Gamaliel Zimba submitted that Chimese’s emoluments do not fall under classified information which could threaten State security. Mr Zimba said section four of the State Security Act which the defence relied on in their objection was cited out of context. He submitted that in line with the Presidential Emoluments Act, the head of State’s emoluments are in public domain. He said Chimese’s personal emoluments do not go anywhere near what the State Security Act seeks to protect. But Chimese’s lawyers Kelvin Bwalya, Mark Haimbe, and Kebby Wishimanga objected to presentation of evidence relating to Chimese’s emoluments. They argued that evidence regarding Chimese’s salary, pension benefits and emoluments was classified information which could not be presented in court without clearance from President Edgar Lungu. A KENYAN firm will invest about $50 million in power generation in Mweniwisi area of Mafinga. Graeme Watson Associates Power Company, Social and Environment Director Jack Muthomi, said the company had started feasibility studies on the project. OME mining companies are undertaking tax offsets with Government, says Zambia Chamber of Mines (ZCM). Under the debt swap arrangement, some of the taxes the mining firms owe Government will be offset with the outstanding Value Added Tax (VAT) refunds owed to the sector. According to statistics from the Zambia Revenue Authority (ZRA), the mining companies owe tax revenue in excess of K19.68 billion while the Government has outstanding VAT refunds due to the mining companies amounting to K10.4 billion. Tax offsets have therefore been initiated as a way of solving the matter. ZCM Chief Executive Officer,

Sokwani Chilembo, said in an interview that the tax offsets were currently happening at company level. “It happens, it has been happening for a long time. So it is an on-going process, it is part of the whole process. So it is on-going. They happen at company level. “I will need to make contacts, we do not comment on it without making direct contact with the members. We need to speak to them then give you some information. So let me find out from them,” Mr Chilembo said. Recently, ZCM president, Goodwell Mateyo, indicated that the Chamber was in discussion with Government for a possible debt swap. Mr Mateyo said once the discussion was fruitful, Government would not have to pay cash from the treasury but allow entities owed refunds to

According the World Bank, there has been an average decrease in annual rainfall of 1.9 mm per month in Zambia since 1960 and this has had a negative effect on water resources. Rainfall, especially in recent years, has been scarce reducing river flow in most rivers in Zambia. The extreme weather conditions and climate variation have posed a lingering threat to socio-economic development and this may hinder manufacturing sector growth as well. The effects of climate change will more likely be felt in developing nations such as Zambia, because mitigation and adaptation strategies lag and are not adequately financed. In the Seventh National development plan the estimated loss of annual economic growth in Zambia due to climate change is 0.4% of gross domestic product (GDP) before 2017 and if no actions are taken, rainfall variability alone could lead to a loss of 0.9% of GDP growth over the next decade. THE International Monetary Fund (IMF) has called for the relaxation of external financial conditions for Sub-Saharan Africa to access hard currency bond markets. Hard currency is money that comes from a country with a strong government and economy and that is not likely to lose its value. IMF Division Chief Research Department, Malhar Shyam Nabar, expressed concern that the conditions had been extremely tight for Sub-Saharan Africa over the past several months. Mr Nabar said a turnaround in conditions and better access for Sub-Saharan African issuers to access external hard currency bond markets would certainly help with improving the outlook. “In terms of what the global outlook means for Sub-Saharan Africa, of course, the partial recovery that we are projecting next year clearly has a beneficial impact for the outlook in terms of stronger external demand. “But one key element really is that the external financial conditions, which have been extremely tight for Sub-Saharan Africa over the past several months,” he said during a recent press briefing. The IMF, he said, had stepped in with very widespread support on concessional financing and debt service relief to try and conserve liquidity for these economies.

Navigating climate change effects in manufacturing hoods and other sectors, the effects of climate variation on the manufacturing sector have often gone unnoticed. Thus, the need to highlight the effects of climate change on the manufacturing sector. The adverse effects of climate change on electricity generation were outlined by the Finance Minister in the 2021 National Budget Speech. The Electricity deficit became more pronounced in 2015– 2016 when reduced rainfall had devastating effects on river flows in Zambia, leading to historical low water levels in the Kariba Dam, which stood at 12% of capacity in January 2016. With Zambia generating about 85% of its

electricity from hydro-power stations, lack of water has exacerbated the already existing power deficit, causing ZESCO to effect severe electricity rationing from around 2015. Power deficits have been one of the major causes of reduction in manufacturing production because electricity is an important component in the production process and is needed to run mechanised plants and equipment. Manufacturers have had to either invest in alternative sources of electricity to cover downtime or reduce production and come out at a loss on both options because their costs increase. Manufacturing sector growth has been on the

decline since 2015. Climate change has notably affected rainfall patterns. Floods and droughts have become more pronounced in Zambia. Nonetheless, agriculture remains mainly rainfed in Zambia as costs of setting up irrigation are extremely high for small scale farmers to afford. Manufacturing subsectors like agro-processing are highly dependent on the outputs of agriculture for their forward and backward linkages. Yet because agricultural output has not efficiently been produced, the quality and price of agricultural products remain expensive inputs into the agro-processing industry. Ultimately, making the price of

With just over two months before Britain ends a status quo transition arrangement with the EU, any chance of securing a trade deal was hanging in the balance after both sides called on the other to move first. It seemed that to find progress, chief negotiators David Frost and Michel Barnier decided to jump together.

“It is the case that my colleague David Frost was in conversation with Michel Barnier and I believe it is the case that Michel Barnier has agreed both to the intensification of talks and also to working on legal texts,” Michael Gove, London’s point man on the divorce deal, told parliament. Barnier tweeted: “I just spoke to David Frost ... I confirmed that the EU remains available to intensify talks in London this week, on all subjects, and based on legal texts.” The breakthrough came just as Gove was addressing parliament to again give the EU an ultimatum, that it must fundamentally change its approach to smooth billions of dollars-worth of trade between the neighbours at the end of the year. AIROBI - When the Central Bank of Kenya announced in March that lenders would offer a repayment holiday on personal and business loans distressed by the Covid-19 pandemic, there was excitement among many borrowers. A big number were only coming to terms with sudden loss of income following tough economic shutdowns. To cushion borrowers, the banking sector regulator announced that all loans as of March 2, 2020 would be eligible for short repayment holidays or rescheduled payments of up to a year. Among those beaming with relief at the time was 34-year-old Munyaka Njiru, who rushed to his bank to take advantage of the deal. Njiru, the proprietor of Bucketlist Adventures, a tour firm, said he saw the repayment holiday as a huge relief on his outstanding car loan. But Njiru now says the relief has turned into a nightmare. He regrets that if he knew then what he knows now, he would not have signed on to the deal allowing him a break from repaying his Sh200, 000 loan balance. After six months, the bank recently wrote to Njiru demanding interest of up to Sh24, 000 that had piled up over the repayment holiday period. “The deal

Instead, the 28-year-old former domestic worker was bussed home empty-handed and shamefaced, one of a thousand to return last month after mass job losses in South Africa’s lockdown. Nearly 10, 000 Malawians have made the long journey home from South Africa since May, according to Malawi’s Department of Disaster Management Affairs, with more due in coming months as the coronavirus eats deeper into the world economy. “I have nothing now,” said Simali after she was spewed out of a packed bus and joined the rush for a nearby tap, parched by her three-day journey. Some of her fellow passengers had spent their final rands on a bus ticket back, deciding it was better to be jobless at home, despite the indignity of returning empty-handed. James Jenala, a returnee who worked in construction in South Africa, said even informal work had dried up during lockdown. “With Covid-19, no one was coming to pick us up. I guess they suspected that we have the disease which made it difficult for us to survive,” Jenala said. Last year, the Chinese construction firm, Avic International was engaged to work on roads in Matero constituency. After completion of road construction in Kapwepwe ward, the project is supposed to be rolled out to other wards. HILST addressing the sea of people that thronged a campaign rally in Chilubi Constituency, President Edgar Lungu issued a directive to all PF MPs to stop harassing the aspiring candidates who are visiting their territories. We feel compelled to break down the timely message from the President to more chewable chunks for eased political digestion so that it can be appreciated by his loyal followers and the nation at large. The statement is welcome and it gives a democratic loving Zambian a point of reflection on the submissive approach the President continues to identify himself with. The President has not exempted himself to be amenable to the supremacy of the people. This statement has also set the standards that at whatever level, the leaders must allow competition to flourish as it strengthens the democratic tenets. The President has been submissive and he firmly and avidly believes that sovereignty irrevocably rests with the people. In his political journey at the helm of the Presidency, Mr Lungu has allowed the will of the people at all times to prevail. This is worth emulating and as our torch bearer, he has led the way we will pursue. The President has shown his respect for both the PF Constitution and the Republican Constituency and his ability to do remain incontestable. He has allowed the party leaders to rise to the ranks without any arbitrary hindrance save adherence to the provisions of the party constitution. President Lungu has also allowed the ambitious politicians including his former

allies to form political parties at their will and he has further allowed some to join existing parties. This is unprecedented in the political history of our youthful democracy that political parties are formed nearly every month. It can never be possible save for the enabling political space the President has facilitated under his reign. This by contrast is not the same with the UPND president Hakainde Hichilema whose unlimited tenure at the helm of the presidency cannot be brought in question. To them democracy means imposing the same candidate who has been rejected five times consecutively by voters. The words from President Lungu cannot be any clearer, other than encouraging those who have trampled upon intra party from flourishing to allow democratic credentials to prevail over their rigid ideologues. They show allow the electorate to have a fair chance to select the candidates that will effectively represent them. NIVERSITIES and colleges in the country must ensure that they put in place measures that will promote quality service delivery, Higher Education Minister Brian Mushimba has directed. Dr Mushimba also advised tertiary institutions to strengthen partnerships in order to facilitate sharing of knowledge, skills and experiences and ultimately learn self-sustainability strategies. The Minister was speaking via Zoom during the official opening of the 2nd Zambia Association of Public Universities and Colleges (ZAPUC) International Conference taking place in Livingstone. He said, therefore, that management and staff of the public universities and colleges in ZUPAC should be exemplary

A CIVIC leader in Kabompo has appealed to Government to help repair a 1x3 classroom block which had its roof blown off at Chikonkwelo Day secondary school. Chikonkwelo ward councillor Reuben Kambeu said in an interview that that the 1x3 classroom block which was constructed by parents has had its roof completely ripped off by a hailstorm following heavy rains which was experienced in the area. The councillor, therefore, appealed to Government to render help through the Disaster Management and Mitigation Unit (DMMU). Mr Kambeu said DMMU must quickly come on board and access the extent of the damage and assist with the reconstruction of infrastructure.

E see a lot of street kids getting back to the streets in the central business district (CBD) due to lack of

concerted efforts and poor planning by stakeholders, Change Mindset Zambia has observed. Change Mindset Zambia Executive Director, Geoffrey Musonda, said that some

stakeholders did not make follow-ups on relocated street kids, who needed proper care and love. Mr Musonda was speaking in an interview in Kitwe. "Plans to have all of them relocated were made lf which some of them were taken to different children's homes, but the situation that they find in these homes make them run back to the streets," he said. Mr Musonda noted that kids deserved to experience love and proper care once taken to children homes so that they could not at any point miss where they came from. He said that children experience so much freedom while on the streets, stating that sacrifices of love and extra care were needed to keep the children in their new homes. He said the need for proper planning before executing the programme could not be overemphasized. Mr Musonda called on well-wishers to show love and care to the children as if they were their own. A team of state police, officers from the Ministry of Sport Youth and Child Development as well as council police relocated the street children from the CBD. A few weeks later, the kids ran back to the streets and the number has been increasing day by day.

Samuel Paty: Beheading of teacher deepens divisions over France's secular identity

The dramatic show of national unity - after the decapitation of teacher Samuel Paty outside Paris - hid growing dissent in some parts of the country over the nation's view of secularism and freedom of speech. "Last year, a student told me that it was completely legitimate to kill someone who failed to show respect to the Prophet (Muhammad)," Fathia Agad-Boudjhalat, a history teacher, told French radio. "It comes from what they hear in their families." rently under criminal investigation, we have been advised not to discuss this matter any further.” Hawks spokesperson Hangwani Mulaudzi told The Citizen that the Directorate for Priority Crime Investigation (DPCI) would issue a statement regarding the case. Meanwhile, the Hawks released a statement on Tuesday confirming that two couples have been arrested in connection with fraud and money laundering worth R102 million. According to the statement, one of the four suspects arrested is a pastor. The first couple have since appeared in the Pretoria Magistrate’s Court. Their case was postponed to October 30 for a formal bail application. The second couple, arrested on Tuesday, were nabbed by police separately. The 39-year-old wife was arrested at her home, while her 37-year-old husband tried to evade arrest. He eventually handed himself over to Silverton police, reportedly armed with “an entourage of attorneys.” The second couple is expected to appear in the Pretoria Magistrate’s Court soon. It is not yet clear if Bushiri handing himself over to police has anything to do with the above mentioned arrests. Colonel Katlego Mogale was not able to confirm whether the pastor arrested for the money laundering scheme was Bushiri. – THE CITIZEN.

This refers to the differences in characteristics among organisms of the same species. There are two types of variation, namely continuous variation and discontinuous variation.

Immunity is said to be active if the body is involved in the production of antibodies and passive if the body receives ready made antibodies from an external source. Both active and passive immunity can be natural (if acquired through natural means such as getting infected, breast feeding or across the placenta from a mother to an unborn baby) or artificial (if acquired through man-made means such as vaccination or immunization). REFLECTIONS ON ECONOMIC DIPLOMACY with CHARLES CHISALA

A

S some sections of the Zambian society intensify their smear campaign aimed at tarnishing the image of the country in the eyes of the international community, the United States (US) government has just dropped a surprise package. The announcement of the substantial aid amounts to a vote of confidence in the stability and economic sustainability of the country. Last Tuesday the US government announced a K39 billion aid programme for Zambia to run for the next five years. Mr Young announced the news when he paid a courtesy call on President Lungu at State House in Lusaka. This is a blow in the face of some individuals and groups that have been working hard with foreign agents to persuade Zambia’s bilateral and multi-lateral partners to either scale down or completely withdraw aid from the country as part of their political strategy. Their toxic propaganda has proved not only futile but self-defeating as well. The picture that came out of the brief meeting between President Lungu and the US envoy is that of growing cooperation between Zambia and the US. President Donald Trump’s administration has identified Zambia as worthy of its support. The US government has its own systems for determining whether a country deserves its aid or not. It has seen the honest efforts President Lungu and his government have been making to mitigate the impact of Covid 19 and other natural shocks like climate change on the national economy and households. The US has also noticed the Patriotic Front (PF) government’s robust infrastructure development agenda and social protection programmes, and its resilience towards Covid 19, which has negatively affected revenue collection, debt servicing and budget financing. Announcing the five-year package months before crucial elections reflects the US government’s confidence in the country’s systems and ability to manage its governance processes such as polls. And a week ago, the Chinese

This is a clear indication that the President’s economic diplomacy is not a mere slogan but is bearing fruit. President Lungu has won the confidence and trust of the Trump administration. The US is the richest and most powerful nation in the world. Its foreign policy largely influences how other rich western countries relate with small Third World countries such as Zambia. His detractors have been taking turns in hurling mud at his persona and lampooning his administration over Zambia’s foreign debt and perceived human rights violations. Recently, some opposition parties and allied civil society organisations distributed a

lengthy petition to the United Nations (UN) and a plethora of foreign missions which contained a long list of grievances and allegations against the government. The complaints included fears that the Electoral Commission of Zambia (ECZ), an independent body created and mandated by the republican Constitution to administer elections and manage the entire electoral system in the country, was in the process of ‘rigging’ the 2021 general elections, denial and violation of civil rights and economic mismanagement. The aim is to poison the international community’s perception of the current government so that it takes hostile actions such as withdrawing aid and similar sanctions

against Zambia. But the international community is not gullible. It cannot be swayed by the lies being peddled by some unpatriotic citizens and their foreign backers. President Lungu is grateful to the US government for the support it has continued giving Zambia. He has every reason to be. The aid and Mr Young’s warm words have effectively rendered the propaganda futile. State House Press Office reported on its Facebook page, quoting ZNBC TV, President Lungu said the US had been providing financial support to Zambia in the education, health and other sectors of the economy since 1964 when the country became independent. Since he took oath for

the first time as republican President in January 2015 President Lungu has been working hard to build and strengthen bilateral relations with Zambia’s cooperating partners such as the US and European Union (EU) member states. On October 8, 2020 he met visiting United Kingdom (UK) Parliamentary Under Secretary of State and Minister for Africa James Duddridge at State House. During the meeting, according to Mr Chipampe, President Lungu acknowledged the historical relations between Zambia and the UK that created a special bond and strategic partnership between the two countries for many years. The President expressed gratitude for the UK’s generous

support to Zambia in various sectors such as education, social protection, conservation and health, including the fight against the Covid 19 pandemic. “The Zambian government values its relations with the United Kingdom under the Commonwealth which espouses the values of democracy, human rights, sustainable development, peace, among others,” President Lungu said. He pledged to continue promoting strong ties between the two countries. The President took advantage of the interaction to brief Mr Duddridge on the progress relevant government agencies and ministries were making in the preparations for the August 2021 general elections. He assured the UK that the Zambian government would support free, fair and transparent and credible elections that would reflect the will of the people of Zambia. Days earlier, he had received credentials from heads of mission from Rwanda and other countries. The President’s economic diplomacy is in line with Chapter 27 of the PF Manifesto in which the party commits to the promotion of “friendly and cordial relations with Zambia’s neighbours, all African states and other foreign countries and pursue a foreign policy based on the mutuality of common interest and respect”. The five-year K39 billion aid package the US has extended to Zambia has just confirmed the effectiveness of President Lungu’s economic diplomacy.
