Respect people, Lungu counsels leaders By AARON CHIYANZO in Lukashya POLITICAL party leaders that have not realised that power belongs to the people will never rule Zambia, President Edgar Lungu has said. The President also said that PF would win the 2021 elections. President Lungu observed that some political party leaders were taking Zambians for granted, forgetting that they were the ones who decided who entered State House. He said during a rally at Nkole Mfumu Secondary School to drum up support for PF candidate in tomorrow’s Lukashya parliamentary by-election, George Chisanga, a leader aspiring for the Presidency must respect people. President Lungu said leaders who take joy when people are suffering cannot enter State House. He said such leaders have not realized that power comes from the people. President Lungu said party leaders who have not realized that power belongs to the people would never rule Zambia. “Political party leaders who have not realized that power belongs to the people will never rule Zambia. Some
leaders take people for granted,” he said. And Home Affairs Minister, Stephen Kampyongo said UPND members who beat up civil servants, damaged and stole some properties in Lukashya were being pursued even though others were already in detention. Mr Kampyongo, while displaying a ‘dangerous’ weapon which was found on one of the UPND suspects, said security had been reinforced and assured people of peace during polls tomorrow. Meanwhile, nominated Member of Parliament, Raphael Nakacinda said UPND president, Hakainde Hichilema was an enemy to peace and should never be given a chance to govern. Mr Nakacinda said he had received a lot of insults from the UPND because he was Tonga but decided to partner with PF. “My father’s house in Monze was set ablaze twice,” he said. Mr Nakacinda also called on traditional leaders in Southern province to tame Mr Hichilema. And PF secretary general, Davis Mwila said voting for Mr Chisanga in tomorrow’s polls was tantamount to choosing development. PF campaign manager in the Lukashya elections, Brian Mundubile and his deputy, Geoffrey Bwalya Mwamba said President Lungu was the one who had the ‘keys’ to unlock development. Mr Mwamba, popularly known as GBM questioned whether Mr Hichilema had the keys for development.

By SIMON MUNTEMBA GOVERNEMENT says it will consider engaging the Electoral Commission of Zambia (ECZ) on the possibilities of creating a platform for which Zambians living in the diaspora would participate in the 2021 tripartite elections. Ministry of Foreign Affairs Permanent Secretary, Chalwe Lombe said the creation of a platform on which Zambians in the diaspora would cast their votes was important. This is contained in a statement released by Ms Naomi Nyawali, first secretary press and public relations at the Zambia High Commission in South Africa. Mr Lombe, who is in charge of International Relations and Cooperation noted that the creation of a platform on which Zambians in the diaspora would cast their votes was important. He said this during the African Missions virtual meeting on the diaspora policy when he answered a question from Zambia’s High Commissioner to South Africa Major-General Jackson Miti who asked what considerations the government was making for people in the diaspora to take part in voter verification exercise and voting in missions abroad to capture would-be voters who may not be able to travel to Zambia due to travel restrictions in their domicile countries. Mr Lombe observed that lack of voting among Zambians abroad was a problem as they did not have access to exercise their franchise. He encouraged missions abroad to make submissions to the ministry to enable them engage relevant institutions with a view of putting up measures in place that would allow people in the diaspora to register and cast their votes. Meanwhile, Mr Lombe said Zambian missions abroad played a critical role in the successful implementation of the Diaspora policy. He implored mission staff to understand and appreciate the diaspora policy to effectively coordinate diaspora communities in various countries.
2 COPS STILL DETAINED OVER ESCAPED SUSPECTS By MULENGA MUSONDA
WO Police Officers who have been remanded in custody following the cell break out of eight suspects at Choma Central Police Station are yet to be charged. Sergeant Kapoba and Constable Nawa have been remanded in custody since Friday September 11, 2020 following the escape of 8 suspects out of 34 who were in custody that day.

The two officers who are still in custody have been warned and cautioned pending further investigations. This was after their Docket was pushed to Southern Province Police Division Headquarters. Reliable information from an inside source is that the officers discovered the eight suspects had fled from the Cells around 05:00 hours during shift handovers. The source says no one knows how the locks were opened as the eight
escapees among them murder suspects fled with the locks because the grill gate locking system is from inside the Cells and not outside. The source disclosed that one suspect of the eight who escaped has been apprehended and he was helping with investigations. Southern Province Police Commissioner Diamond Likashi is still reluctant to issue a statement and last time he was contacted he stated that he had no received such a report.
Early input distribution cheers Chitimukulu GOVERNMENT’S early distribution of farming inputs countrywide has cheered Paramount Chief Chitimukulu Kanyanta Manga Sosala II of the Bemba. A check by Neria’s Investments Limited who are also part of the supply chain in the distribution exercise reveals that farmers in Northern Province have already started receiving their fertiliser. The company’s General Manager, Mr. Martin Chaikatisha yesterday paid a courtesy call on the Paramount Chief who expressed gratitude that distribution began a week after President Edgar Lungu flagged it off in Chisamba. Paramount Chief Chitimukulu said he was in talks with the Minister of Agriculture Michael Katambo who also expressed delight at Neria’s expeditiousness in the delivery of fertiliser. “The minister of agriculture is happy with what you are doing, distribution is difficult but you are managing. Way back it used to take long for the inputs to be delivered, when crops were already in bad condition, but these days we don’t have challenges,” said Chitimukulu. He explained that commencing operations at the mine would be an expensive undertaking as it would require to be de-watered before
installing new equipment. “Operations can only resume at a price that will be economic to match with the huge cost associated with de-watering the mine which is currently flooded before and equipping it both surface and underground machinery,” Mr Musukwa said. Mr. Musukwa said currently, the mine was flooded with over 170 million cubic tonnes of water. He noted that to this effect, de-watering of the mine was expected to take approximately three years, adding that China Nonferrous Mining Corporation (CNMC) was conducting studies to determine the profile and a cost effective mechanism of the project.
PRESIDENT Edgar Lungu should urge his ministers to pay back money for staying in office illegally when parliament was dissolved, the UPND has said. UPND SecretaryGeneral, Stephen Katuka, said President Lungu’s desire to concentrate on UPND president Hakainde Hichilema’s involvement in privatisation 30 years ago lacked seriousness. He challenged all the ministers to subject themselves to lifestyle audits, than concentrating on one individual (Mr Hichilema). In a statement, Mr Katuka said the Head of State should not concentrate on Mr Hichilema who had never been in Government. “President Lungu should tell his ministers who stayed in office illegally to pay back,” Mr Katuka said. “Considering Government spokesperson Dora Siliya’s statement that Government will spend time to study and investigate the privatisation allegations, it is now clear that President Edgar Lungu is scared of facing HH in a free and fair election,” he said. Mr Katuka warned that UPND was ready to teach the ruling party a political lesson with Mr Hichilema as their presidential candidate in the 2021 general elections.

APOLOGISE, PF TELLS HH From Page 1 PF Media Director, Sunday Chanda said in an interview yesterday, that the party was not surprised that the Chitimukulu had refused to receive the UPND leader in view of his refusal to distance himself from attacks and insults on the Supreme Bemba chief. He was reacting to Paramount Chief Chitimukulu’s refusal to meet UPND president, Hakainde Hichilema following the letter’s refusal to denounce demeaning statements issued against the traditional leader by his alliance partner, James Lukuku and Mr Mucheleka. On Sunday Mr Hichilema was rebuffed by Chiftainess Chandamukulu for insulting language directed at the Chitimukulu. His attempts to pay homage to the chiftainess were rejected as he was deniedaudience. The traditional leader said the refusal by Mr Hichilema signified that the utterances had his blessings. Paramount Chief Chitimukulu said this when President Edgar Lungu paid a courtesy call on him at his palace in Mungwi. The paramount chief of the Bemba told President Lungu that Mr Hichilema had made efforts to visit him but that he refused to meet him. Mr Lukulu, who is the opposition alliance spokesperson, issued a statement alleging that the Paramount Chief was a “misplaced and wrong” chief who was on the throne illegally. He said it was not too late to apologise. Meanwhile, UPND Spokesperson Charles Kakoma has said the party had taken note of the Chitimukulu’s concern but could not engage him through the press. “We respect Chitimukulu, he is our leader and we will not engage him through the press,” Mr Kakoma said. And President Lungu fumed over revelations that Constituency Development Funds for Malole had not been utilised for two years - 2019 and 2020. This was after Paramount Chief Chitimukulu complained to President Lungu over the development. And President Lungu also paid a courtesy call on Chief Nkole Mfumu in Lukashya, who asked for fair share of development for his area from the Head of State.

GOVERNMENT says it is investigating reports suggesting that over 500 herd of cattle have died from contagious bovine pleural pneumonia disease in North-Western Province since May 2020.
Livestock and Fisheries Minister, Professor Nkandu Luo she would take it upon herself to establish authenticity of the re-
ports that the disease which is mainly transmitted between cows through droplets has ravaged four districts so far.
Prof Luo said so far, she suspects the disease could have been transmitted from Kaoma in Western Province through the ani-
mal movements. She said if the reports are true, it will be unfortunate as the disease is highly contagious, and while the government has been promoting livestock development for wealth creation activities.
TRUTH MATTERS MOPANI SHARES TRANSFER TALKS PROGRESS
FOR once Mr Chishimba Kambwili, the National Democratic Congress leader has demonstrated that he can rise above partisan politics in defence of the truth. This is even at the expense of being branded a sellout by other opposition leaders for whom truth is anathema if it portrays the government in a positive light. This is the positive side that the nation wants to see in Mr Kambwili, and indeed other leaders from the opposition ranks. In a statement that must have surprised most people not only in the ruling Patriotic Front government but beyond, Mr Kambwili has dispelled assertions that Government is dispensing expired medicines to various health centres. According to a statement issued by NDC deputy media director Kaoma Musonda, Mr Kambwili was prompted to make an impromptu visit to both Medical Stores in Lusaka and the Zambia Medicines Regulatory Authority (ZMRA) to verify if a company, HoneyBee had supplied expired drugs, and found that it was not true. This followed allegations that HoneyBee Pharmacy had supplied toxic drugs after being illegally awarded a US$17 million supply tender by the Ministry of Health. Away from the public media frenzy that such a visit would create, Mr Kambwili visited Medical Stores and ZAMRA to find out the truth. What he learnt after the visit was that the story was far from the truth. He said after interacting with authorities at Medical Stores and ZAMRA, he was assured that Government was not dispensing expired medicines to health centres, said the NDC spokesperson. Mr Kambwili, who condemned public health care misinformation, said what he saw was contrary to what was peddled in the media. “ZAMRA explained that they had a duty of making sure that the public was protected from harm. Before any medicines are brought into the country, there are processes which take place in terms of evaluating products from the information point of view,” Mr Kambwili said. Mr Kambwili urged stakeholders in the public domain to be cautious when it comes to disseminating information bordering on health because wrong information could make people in rural areas to shun health care services. This has really shown another side of Mr Kambwili, that portrays that being in the opposition does not make one an enemy of the truth. We have always espoused that opposition leaders also have a role to play in the governance of the country. Although their primary role is to provide checks and balances to the party in power, they ought to be aware that their conduct must also build the nation. A national leader is not just the one in the government, but even those in the opposition. What Mr Kambwili has demonstrated is that politics of mudslinging do not build the nation. Opposition figures who thrive on peddling lies must be shown the exit door for they do not want to build but destroy the nation. What the country needs is unity in diversity. Politicians in the government and outside must learn to defend the truth for that will also ensure peaceful co-existence among their followers. Mr Kambwili has been a harsh critic of the PF government who has still found it fit to defend the truth. That is what the nation demands of their political
leaders – not compromising the truth.

GOVERNMENT has said that the negotiations of transferring Mopani shares which have been offered by Glencore have reached an advanced stage. And amendment of the Mines and Mineral Development Act of 2015 will be concluded by the end of this year which will protect the local contractors and suppliers, Government has said. Minister of Mines and Mineral Development, Richard Musukwa, said the Mines and Mineral Act of 2015 particularly section 20 was weak and needed to be strengthened in order to protect the locals. Mr Musukwa said that for many years’ local contractors and suppliers had undergone harsh times at the hands of investors, therefore, it was important that their plight was looked at. The minister said this yesterday when the Mines Suppliers and Contractors Association of Zambia (MSCAZ) led by its president Augustine Mubanga paid a courtesy call on him. IT is worrying that Covid-19 compliance levels has drastically dropped following the easing of some restrictions on socio-economic activities, Government has said. Ministry of Health Permanent Secretary for technical services Kennedy Malama has however warned that low levels of compliance may cause a surge in infections. Dr Malama said this in Lusaka yesterday at a press briefing when he updated the nation on the Covid-19 pandemic. He announced that in the last 24 hours, Zambia had recorded 99 new Covid-19 cases out of 747 tests conducted in nine districts representing a 13.3 percent positivity rate.

President Lungu directs Home Affairs Minister to end violence in Lukashya PRESIDENT Edgar Lungu has directed Minister of Home Affairs Stephen Kampyongo to end political violence in Lukashya constituency ahead of the by-elections. President Lungu said political violence should not be tolerated during campaigns and elections. The President said innocent people should not die because of an election. He said politicians who instigate violence during campaigns should be dealt with firmly to ensure that peace is retained. Speaking when he called on Paramount Chief Chitimukulu, the Head of State said he received reports of political violence from Lukashya with sadness and shame. He said the Zambia Police Commissioner has also been told to get
on the ground and deal with perpetrators of violence in the Lukashya parliamentary by-elections campaign. President Lungu said he has information that a named political grouping wants to shed blood in Lukashya during the by-election which he said should be
stopped by the police. He said people should not follow violent politicians because they use innocent citizens leaving their children enjoying peace in their homes. Mr Lungu said no political party whether opposition or ruling party should be allowed to disturb peace in the country. "Zambia Police should arrest any violent cadres, whether from the ruling PF or opposition. I have spoken to the Commissioner of Police and directed my Minister of Home Affairs to stop this violence in Lukashya. It's a shame and we are embarrassed by these reports of violence. We want a peaceful campaign everywhere including in Mwansabombwe where I am coming from," President Lungu said. - ZANIS.

FDD WELCOMES SCHOOLS REOPENING

ORUM for Democracy and Development (FDD) has commended President Edgar Lungu for reopening schools in the country. FDD spokesperson, Yotam Mtayachalo, said the party had welcomed the move although it was long overdue. He said the prolonged closure of schools had negatively affected pupils with some indulging in immoral acts.
“Some of them especially girls are now pregnant and cannot go back to school while others have aborted their pregnancies which is not good for their health,” he said. Mr Mtayachalo observed that the prolonged closure of schools not only affected the pupils but also paralysed the financial position of learning institutions especially private schools, which earn an in-
come through school fees. “We hope strict health guidelines will be observed in learning institutions to curb further the spread of the virus,” he said. Mr Mtayachalo described the opening of bars and night clubs as welcome move that would resuscitate business that had been crippled during the Covid-19 pandemic. And some parents talked

Money lending Act review underway By BUUMBA CHIMBULU A PROJECT to modernise the Money Lenders Act and promoting integrity in the sector is being worked on by the Bank of Zambia (BoZ) and Ministry of Finance. This is also meant to enhance the regulatory and supervisory role of the regulator, says BoZ acting Assistant Director Communications, Ms Besnat Mwanza. Ms Mwanza explained that the revised Act would provide clarity on permissible activities for money lenders. According to the ZamBanker Journal, Ms Mwanza said the Act would promote consumer protection which was a challenge due to the inadequacies in the existing law. The current Act predates pre-independence days for

The SFF approached the Western Cape High Court in Cape Town to have the 2015 sale of some 10 million barrels of South Africa’s strategic crude oil reserve stocks to various companies overturned. The decision was made under Tina JoematPettersson’s watch, during her time as Energy minister, under the administration of former President Jacob Zuma. The Strategic Fuel Fund has sought to have the sale of the stock overturned since at least 2017. The barrels were sold, with no evident tender process, for less than R5 billion, considered well below the market value that they were worth, as the stock is estimated to cost R7 billion to replace. Presenting arguments for the SFF before High Court Judge Owen Rogers in a virtual hearing, Motau said the conduct of the parties in the

sale was a critical part of the applicant’s case. “We indicate the fact that the conduct of the parties and their innocence is a relevant factor when courts determine, where the court simply reviews and sets decisions aside. “It (our case) looks at the conduct of the parties in the resultant transactions and says it would not be fair to disregard the conduct in that transaction,” said Motau. Motau mentioned some of the nine companies that got the reserve stock in the transaction – including Taleveras Oil, Venus Rays and Vitol Energy – saying the transaction cannot be exempt from scrutiny in the courts, even if the respondents contend that they were not aware of any impropriety. “Venus (Rays’) contention that they are innocent makes no sense. It’s not a matter of their innocence,” he said. He added: “We say, properly construed in this context, Vitol (Energy’s) claim cannot withstand scrutiny in trying to skew the process in its favour.

ZMF secures gold buying licence
HARARE – The Zimbabwe Miners Federation (ZMF) has secured a goldbuying licence and will now buy the yellow metal as an agent of state owned Fidelity Printers and Refiners. ZMF is the mother body of artisanal and small-scale miners dotted across the country. The organisation’s chief executive officer, Wellington Takavarasha, in Bulawayo at the weekend that they would be buying gold as an agent of FPR in all the country’s gold-mining regions namely: Matabeleland South, Matabeleland North, Midlands, Mashonaland West, Mashonaland Central, Mashonaland East, Manicaland and Masvingo provinces. “ZMF has embarked on a gold buying exercise in a bid to mop up gold from the artisanal and small scale miners countrywide on behalf of FPR. “We are now an accredited agent of FPR and we will try to reach out even the most remote areas,” said Takavarasha. It is hoped that this would ensure more gold is brought to the formal market. The Government has declared mining and agriculture as key sectors to anchor economic recovery.
Of late, the government has expressed concern that the country was losing significant revenues as the yellow metal was being smuggled out of the country to countries such as United Arab Emirates and the neighbouring South Africa. Finance and Economic Development Minister Professor Mthuli Ncube is on record saying the government was putting in place measures to curb the smuggling of Zimbabwe’s gold to ensure increased formal deliveries of the precious metal. Gold is one of the country’s major foreign currency earners accounting for over US$1 billion annually. JOHANNESBURG Harmony is set to take control of AngloGold Ashanti’s remaining South African assets - including the world’s deepest mine, Mponeng, following the approval of the $300 million transaction by authorities, the companies announced on Monday. “This is a proud moment for Harmony, further demonstrating our wellestablished belief in and commitment to the sustainability of gold, our confidence in South Africa and our determination to grow value for all of our stakeholders,” said its CEO, Peter Steenkamp, in a note. The go-ahead from the Department of Mineral Resources and Energy will see Harmony take over control of the mine southwest of Johannesburg, and Mine Waste Solutions, on October 1, in what would effectively be AngloGold’s exit from mining operations in South Africa. AngloGold, which continues to operate mines in Ghana, Guinea, Australia and South America, said the decision to sell its assets “was not an easy one.” It has expressed confidence in Harmony’s ability to ensure their longterm sustainability. “We can now sharpen our focus to pursue high return projects at several of our key
assets, deliver new ounces from the world class Obuasi mine in Ghana, and advance studies in Colombia, a new frontier for our business,” said AngloGold’s Interim CEO, Christine Ramon. The company is also in the process selling its assets in Mali, which it said would result in a “streamlined, highmargin business with quality assets and a robust pipeline for growth.” Proceeds from the transaction will be used to reduce debt. The associated assets of the South Africa transaction include the Tau Tona and Savuka mines, rock-dump and tailings storage facility reclamation sites, as well as mine rehabilitation and closure activities located in the West Wits region. According to AngloGold, Harmony will also pay a contingent compensation of $260 per ounce on underground gold production from the Mponeng, Savuka and TauTona mines that exceeds 250, 000 ounces per year for a period of six years commencing on January 1, 2021. Has global oil demand hit peak? BP says it’s possible LONDON - Global oil demand might have already peaked and will likely not stop falling for the next 30 years, hit by virus fallout and moves towards greener energy, Britain’s BP predicted on Monday. At the same time, the Organisation of Petroleum Exporting Countries (OPEC) has revised its forecast for global demand lower this year and next for essentially the same reasons. London-listed oil giant BP, which is seeking to achieve net zero carbon emissions by 2050, has issued three new forecast scenarios - under which the industry would embrace green energy to varying degrees - in its Energy Outlook 2020 report. Under BP’s two most optimistic scenarios, oil demand has already passed its peak and may never recover from the longlasting coronavirus-induced collapse. However, if the industry’s transition to greener energy continues at the current sluggish pace, then oil demand will peak in the coming years, according to BP. The company did predict however that the transport sector would experience sliding demand under all three scenarios, as the pandemic curtails travel and consumers increasingly switch to electric vehicles. Yet gas is set to remain in demand, particularly as developing nations seek to switch away from high-polluting coal. “Three features are common across those scenarios and they form a set of core beliefs as to how energy demand is likely to change over the next three decades,” BP chief executive Bernard Looney said in the outlook document. “Renewable energy will play an increasingly important role in meeting the world’s growing energy needs. “Customers will continue to redefine mobility and convenience, underpinned by the mobility revolution that is already underway combining electric vehicles, shared mobility and autonomy. “Oil and gas - while remaining needed for decades - will be increasingly challenged as society shifts away from its reliance on fossil fuels.” BP had last month set out plans for a greener future for the company, whose finances and reputation were severely damaged by the Deepwater Horizon oil rig disaster in 2010. Dear Editor, WE have always argued that Mr Hakainde Hichilema is not what he pretends to be. We have always believed that the squeaky clean image that he tries so hard to portray is nothing but a facade aimed at masking the real character behind the man. The Lukashya bombshell is only a glimpse of the man that some of us have known for many years as a liar, a manipulator. By using such a tasteless word deep in Bemba land, Mr Hichilema was not only insulting whichever person he had in mind but the entire Bemba-speaking kingdom together with the institution of the Mwine Lubemba, the custodian of the Bemba heritage including its rich language. Most importantly, the Holy Bible in Luke 6:45 warns us that for it is out of the abundance of the heart that the mouth speaks.
Mr Hichilema By openly and without any inhibition deciding to go foul in daylight like he did in Lukashya, Mr Hichilem has revealed so much about his true colours. We believe that the HH that the UPND have tried to build over the last 15 years is very different from the true Hakainde, the one we know very well, the Hakainde who messed with privatisation. Again, the Bible tells us in Luke 8:17 that there is “For nothing is hidden that will not be made manifest, nor is anything secret that will not be known and come to light.” Lukashya has therefore revealed the true HH. Zambians should now realise that the man who has tried so many times to be President of this God-fearing nation is not fit to hold the highest office in the land. This goes to explain why doubts still linger about the man’s true identity for we know he was not born Hakainde Hichilema but as Samuel Chintombwa. A man who hides his name means he has a lot of things he has failed to reconcile with himself and his past and that man cannot make a good leader. A wise man guards his tongue and the Bible again warns us to “Be careful what you say and protect your life. A careless talker destroys himself.” Mr Hichilema has a lot to learn from the grace and decorum both in speech and deeds with which President Edgar Lungu carries himself. President Lungu’s humble disposition can never betray him to use vulgar language even under extreme provocation. By way of this statement, we appeal to the Seventh Day Church, an institution of high repute with high moral standards to publicly censure Mr Hichilema since he claims to be an Elder in that Church. We believe that failure to publicly rebuke and discipline Mr Hichilema will signal an unequivocal endorsement of his bad language by the SDA in particular and the wider Church in general along with its leadership. We also wish to commend the supporters of the ruling Patriotic Front for not acting in a violent manner against the Government workers who are there to serve the nation. The Government workers have made immense sacrifices for our convenience and need our support. The recent alleged attacks on the officers from the Department of National Registration, Passport and Citizenship (DNRPC) led by United Party for National Development (UPND) deputy secretary-general Patrick Mucheleka has more security concerns than political concerns. The UPND has defied the directive against importing cadres and they end up raiding the innocent and non- political actors who were on their tour of duty. Clearly, a careful scrutiny of one video of the cadres confessing the theft of Government equipment, one can tell that they are not from Bemba-speaking regions but were transported to go and cause confusion. From the outset, the UPND has been issuing inflammatory remarks and they have been inciting their supporters to revolt under the disguise of monitoring the issuance of NRCs. All that was meant to undermine

Cast your eyes across nations as diverse as the United States, France, Germany, the United Kingdom, Italy, Hungary, Austria, Sweden, Poland, Brazil and the Philippines. In each of these countries we see similar patterns: public frustration with the status quo, populist insurgencies, the division of groups into “usvs-them,” political deadlock, attacks on democratic norms and a sense that meritocracy and rational policy-making are increasingly passé. There is a deepening distrust in one another – not just in institutions – with growing tribalism and intolerance of those with different beliefs and backgrounds. In one way or the other we are all tribalists and the cure can only come with honesty, that we suffer from this disease called TRIBALISM. We have to be willing to pay a price that will bring healing from tribalism, but that price could yet become much greater. Honest will play a key role in this agenda. We all have a stake in ensuring that the tribal society is resilient to the threats of division, tribalism and systemic breakdown. AMBIA can benefit from the African Continental Free Trade Area (ACFTA) by building domestic production capacity strong enough to withstand competition from other products in the region.
This calls for Government to conduct research and prioritise sectors where Zambia has comparative advantage and build domestic production capacity. This is according to the Policy Monitoring and Research Centre (PMRC) Executive Director, Bernadette Deka-Zulu. The CFTA was set to begin on July 1st, this year, but as a result of Covid-19, the date had been postponed and new date for commencement of trade had yet to be declared. Ms Zulu said CFTA could result in increased food security through reduction to barriers on trade in agricultural products. “The CFTA may result in an increased rate of diversification and transformation of Africa’s economy and the continent’s ability to supply its import needed from its own resources,” she said in the PMRC infographic on CFTA. Ms Zulu however said Zambia needed to put in place a number of measures to ensure that the country benefited from the CFTA. She stressed that support must be provided for small scale producers to avoid crowding out by a market run by the private sector. “Small scale producers may adapt to the post-CFTA market though enhanced technical, managerial and financial skills to meet industry standards,” Ms Zulu said.

OVERNMENT should take keen interest in the happenings at the Zambia Development Agency (ZDA) following the firing of its board chairman, Zambia Republican Party (ZRP) president Wright Musoma has said. Mr Musoma said they were aware that ZDA was operating without both a substantive Director General and board chairperson, a matter which was negatively affecting operations of the agency. He suggested that the new Director-General was appointed Government should first appoint a Board chairperson to oversee the appointment of the Director-General. Mr Musoma said it was surprising that ZDA had gone ahead to run an internal advert for the position of DirectorGeneral. New centre of excellence cheers state By JACKSON MAPAPAYI THE construction of the Centre of Excellence at Kasempa Day Secondary School is nearing completion. Higher Education Permanent Secretary, Kayula Siame, expressed happiness with the workmanship during the tour of the facility. The construction of the K1.9 million project started in April last year and comprises two science laboratory, two computer laboratories as well as a library. The centre will be offering Science, Technology, Engineering and Mathematics (STEM) and was being implemented by the Ministry of Higher Education through the National Science and Technology Council. Ms Siame said the ministry decided to establish the centre in Kasempa so as to accord pupils in the district chance to specialize in STEM subjects.

INAZONGWE UPND Parliamentary aspiring candidate, Boston Muzyamba has criticized the current leaders in the area in the manner they attend to people’s needs. He said leaders were spending time to attack perceived enemies within UPND instead of focusing on serving the people. Mr Muzyamba has written an open letter to UPND president Hakainde Hichilema for him to listen to the people’s cries over the current political leaders. He charged that the leadership starting with the area Member of Parliament (MP) Gift Sialubalo, Council Chairperson Alick Muleya and all councillors had failed to deliver to the expectation of the people.
Mr Muzyamba “Otherwise for lack of a better term, these people (political leaders in power) have destroyed your name and the party through their misconduct,”
Mr Muzyamba said that everyone in Sinazongwe must be replaced in 2021, stating that people were not receiving adequate attention from the leaders they voted into office. “Those that we put in power to represent the people of Sinazongwe, represent the UPND party at large have brought shame in the eyes of the people It’s only that the people of Sinazongwe loves you (HH) so much and the party. “Otherwise for lack of a better term, these people (political leaders in power) have destroyed your name and the party through their misconduct,” Mr Muzyamba said. He noted that as early as 2017, UPND leaders in Sinazondwe were fighting perceived enemies instead of improving the living standard of the people. “As early as 2017 those who are in office have been busy fighting the aspiring candidates. All their energies has been on aspiring candidates. Anyone aspiring for any ENGLISH position be it a councillor, council chairperson, MP are not spared.

During the address to parliament last Friday, President Edgar Lungu directed that bars and night clubs would only be opened on Friday to Sundays from 18:00 to 23:00 hours. Government ordered the closure of bars and night clubs
on March 26, this year as one of the preventive measures against the spread of the Corona virus. “It is important that people follow the directives as this is the only way that can help us defeat the pandemic. We need to help one another in this fight unlike

UPND Lufwanyama Member of Parliament Leonard Fungulwe has urged the electorate in the opposition held constituency not to be misled again by the PF, but to vote for the UPND president Hakainde Hichilema Mr Fungulwe said on Monday during a campaign rally to drum up support for Chibanga Ward UPND candidate Chewe Kabanda that the PF leaders misled the electorate into voting for them in 2016 by promising better livelihood. Luanshya roads set for rehab By SANFROSSA MANYINDA SELECTED township roads will soon be worked on in Luanshya, Mayor Nathan Chanda has said. Mr Chanda said that Government had sourced for funds towards the rehabilitation and construction of some selected township roads in the mining town. He told the Daily Nation in an interview that some road works would start soon as preparations had reached advanced stages. “The rehabilitation of township roads is long overdue and we only see it fit to fulfil the wish of the people and have the roads worked on as soon as possible,” he said. The mayor thanked the central government for resolving to work on the roads in the district as a way of helping motorists. Mr Chanda appealed to motorists, residents and other road users to give chance to the contractor and help in whatever way possible once on site. He said that the rehabilitation of selected roads which had been in deplorable state would not only help motorists but also beautify the town. He said that the people of Luanshya had for many years complained over the bad state of the roads. “A successful preparatory engagement meeting regarding Luanshya roads was held at the civic centre where I hosted the area MP Steve Chungu and the Road Development Agency (RDA) officials to discuss the rehabilitation of some selected roads in the district,” Mr Chanda said.

EX MINISTER CAGED …Malawi’s former minister denied bail in theft charge
LILONGWE - A former Malawian information minister has been denied bail after being charged with theft and abuse of office. Henry Mussa and a former director at the ministry, Gideon Munthali, were arrested over the weekend and taken to court on Monday in the capital, Lilongwe. They were charged with the theft of 10 computers and three power generators during their tenure at the ministry last year. The computers and generators were meant for the Malawi News Agency.
They both denied any wrongdoing. Magistrate Viva Nyimba denied the two suspects bail after the state argued that they would jeopardise investigations. Police were given one more week to conclude investigations and arraign the suspects in court on September 21. Police said they recovered one of the 10 stolen computers at Munthali's house and one of the three generators at Mussa's house, according to a report published by the Voice of America. – BBC.

INVITATION TO SCOPING MEETING FOR A PROPOSED FISH FARM IN SIAVONGA DISTRICT Ukulungisa Investment Limited (UIL) proposes to develop, manage and operate a Fish Farm in Siavonga District. The project is located at Farm No. 10414 which is 30km west of Siavonga on the shores of Lake Kariba in Siavonga District, Sothern Province. The farm is 190 hectares of mainland, virgin bush with ample water frontage. Research suggests 12m South Africans had Covid-19 JOHANNESBURG - South Africa’s Health Minister Dr Zweli Mkhize says new research estimates 12 million people about 20 percent of the country’s population - could already have been infected with Coronavirus. This is much higher than the official cumulative number of detected Covid-19 cases which is 650, 749. The research is based on examining seroprevalence - the amount of antibodies present in a patient’s bloodstream. In a statement released on Monday night, Dr Mkhize said a decline in cases has raised questions of what level of immunity might exist in the country. He explained initial samples “have shown seroprevalence of between 29 and 40 percent.” A national seroprevalence study is now underway. Vaccinologist and member of the Ministerial Advisory Committee, Professor Shabir Madhi, says the true number of infections may be even higher. He estimates between 35 percent and 40 percent of South Africans in densely populated areas could already have been infected, pushing the possible number of infections as high as 20 million. During the spike in July, between 10, 000 and 15, 000 new cases were reported daily. But in the last 24 hours, just 956 new cases were identified. The death toll is 15, 499, while the recovery rate remains high at 88.9 percent President Cyril Ramaphosa yesterday met with his advisory councils to discuss the country’s ongoing response to the pandemic. In the economic capital Abidjan, protesters torched a bus in the working-class district of Yopougon, an AFP photographer said, after scuffles broke out earlier in the day between security forces and youths. The district is thought to be a fiefdom of exiled former President Gbagbo, whose supporters had filed an application for him to run in the vote. By MICHAEL MIYOBA THE Zambia Football Fans Association (ZAFFA) says the decision by 2012 AFCON winning goal keeper Kennedy Mweene to lose interest in the national team may have a negative impact on the team as Zambia fights to qualify for the 2022 AFCON after missing the last two continental championships. OYDC chief calls for sponsorship By MICHAEL MIYOBA THERE is no sports in the world that can survive without sponsorship, Olympic Youth Development Centre (OYDC) Zambia Chief Executive Officer Frederick Chitangala has said. Chitangala said it is unfortunate the OYDC has close to 20 sports disciplines which are not sponsored. He was speaking in an interview after it reopened, six months after the indefinite suspension of all sport and non-sport activities at the multi-facility youth sports centre due to Covid-19. Chitangala said there is need for the corporate world to sponsor sports teams at the centre to help contribute to the growth of sports in the country. Chitangala sad sponsoring sports at OYDC will also help the companies as they will be able to grow their markets. (To page 19)
