IMPROVING TIES PRESIDENT Lazarus Chakwera is right to call for strengthened bilateral relations between the two countries – Zambia and Malawi. The two countries have a shared history – politically and otherwise. They were both colonised by Great Britain and their independence struggles followed a similar pattern, both attaining independence in 1964, with Malawi’s coming a bit earlier in July. Moreover, Zambia, Malawi and Zimbabwe as Northern Rhodesia, Nyasaland and Southern Rhodesia formed the ill-fated Federation of Rhodesia and Nyasaland under British colonial rule. This was established for the benefit of the settler community though and with the coming of independence for all three countries, the ties must reflect their aspirations. President Chakwera’s day-long visit though short had a lot of substance – ensuring continuity. It was his first international trip since his election last June as President followed Malawi’s disputed elections that saw the country’s Supreme Court annul the election of President Peter Mutharika. We are elated that Zambia was his first international call as he gets to meet other African leaders – particularly from the neighbouring countries. Zambians too like President Edgar Lungu are grateful that President Chakwera chose to visit Zambia first among other countries. “It is indeed a great honour that out of so many countries in the North, West, East, and South you have chosen to visit Zambia. We feel greatly honoured. This is indeed historical and it emphasises how close the Zambian and Malawian people are,” Mr Lungu said. By meeting President Lungu, the Malawian leader was not only following his predecessors but also ensured that the two countries renew ties even with the changing of the guard. The founding presidents of both Zambia and Malawi – Kenneth Kaunda and Kamuzu Banda – laid the foundation on which their successors have based their relationships. President Chakwera was mindful of the long standing ties and shared aspirations saying the two countries had a relationship that was anchored on common history and the attachment to rural growth, democracy, respect for human rights and economic accountability which would create a space for everyone to prosper. “We want to see how we can enhance these relationships and economic levels as SADC and COMESA,” Dr Chakwera said. “I want to underscore our need for peace and co-existence that we continue to share because we cannot undo history. “We are the same people and it is important for us to see how our people can prosper knowing that we share similar aspirations,” Dr Chakwera said. He said what troubled one country, troubled the other and now was time for economic prosperity and industrialisation that would change livelihoods. But even as the two Presidents renew ties at international level, the people on the ground must also feel the change through increased trade between the two countries. The rampant smuggling going on along the porous border must be channeled into formal trade to ensure there is a win-win situation for all. We realise how difficult it must be to tell people whose villages straddle the border that they are trading illegally. That is what makes the two countries unique and gives them a strong base from which to build on their diplomatic ties.

This followings revelation that over 50, 000 trained teachers across the country were unemployed. Ministry of General Education spokesperson, Nondo Chilongo, said in an interview that the ministry would wait for authority from the Ministry of Finance to recruit more teachers.

Ms Chilongo explained that before they could go ahead and recruit teachers, they had to seek Treasury authority. She said the Ministry of General Education was in need of teachers and had the desire to recruit even more. Ms Chilongo said that as soon as Treasury authority was granted, the recruitment exercise for teachers would commence. “Of course as the ministry, we have plans to recruit teachers, we have been engaging the Ministry of Finance because, for us to recruit, we need authority from the Ministry of Finance, so we are just waiting for a response,” she added.

Ms Chilongo said the ministry had been lobbying for teacher recruitment because of the increasing need for more teachers in schools while on the other hand the number of trained teachers who were not employed was rising. Earlier, the Basic Teacher's Union of Zambia (BETUZ) urged Government to urgently recruit teachers because there are now over 50, 000 trained teachers without employment. BETUZ Secretary-General Henry Sinkala said there had not been any teacher recruitment in the past two years and the number of teachers who had graduated was increasing.

Ms Phiri said allegations that PF rigged elections were serious and that it was prudent for Dr Mumba to prove his claims in the courts. She said the party's legal team was contemplating on taking Mr Mumba to court. "Those allegations are very serious and we are going to discuss with our legal team but I

can comfortably say we should take Dr Mumba to court," Ms Phiri said. She said Dr Mumba should have reported his allegations to police as opposed to rushing to the media. Ms Phiri said Dr Mumba would be taken to court so that he could be compelled to mention the name of the senior PF official who told him about rigging. Ms Phiri maintained there was no rigging in Lukashya constituency as claimed by Dr Mumba and that the electorate voted for the PF candidate because they appreciated Government’s developmental agenda. She dismissed allegations that the PF had set up computer servers to hack into the Electoral Commission of

Dr Mumba Zambia (ECZ) system. Ms Phiri said lies that PF had hacked ECZ system were there even in 2016 but no one came forth to prove the allegations.

GOVERNMENT has called on the media to avoid the pitfalls of sensationalism, rumour mongering and publishing stories without cross-checking details. Information and Broadcasting Minister, Dora Siliya, said that there should be no room for negligent errors in the media, adding that journalists need to exercise the highest level of accuracy at all times. The minister said this in a speech read by the ministry’s Permanent Secretary, Mr Amos Malupenga, during the launch of Millennium Television in Lusaka on Monday evening. She said that a simple word mispronounced, misspelt or misplaced in a story could be dangerous and destructive. Ms Siliya said that as freedom of the media continued to expand, so was freedom of expression, contrary to perceptions that freedom of expression was shrinking in Zambia.

The minister observed that the editorial agenda of most media houses was inclined towards politics at the expense and exclusion of other equally important sectors such as the economy and business. Ms Siliya stressed that through the Independent Broadcasting Authority (IBA), Government had licensed 44 television stations, four of which had been issued this year. Additionally, she said, 132 radio stations had been licensed. She commended Millennium Television for choosing to focus on business and financial matters which she said was timely in the wake of Covid-19 which had impacted adversely on the economy and people’s livelihoods. And Millennium Television station manager, Patrick Chifwambwa, said that the station had started with an epiphany, adding that the light bulb moment was when trying to find information from a reputable source on business news.

By SILUMESI MALUMO GOVERNMENT says the 2000 Pave Zambia Project has stalled due to financial constraints. Minister of Housing and Infrastructure Development, Vincent Mwale, said since 2017 to date only 9 kilometres had been done. Mr Mwale said the initially the plan was that 400 kilometres would be worked every year in order to ensure 2000 kilometres was done in five years. The minister said but the plan was not actualized due to low funding which his ministry had been receiving during the period under review.

Energy minister explains power generation capacity By NATION REPORTER ENERGY Minister Matthew Nkhuwa has disclosed that the country’s average power generation is currently at 1,846 megawatts with a 810 megawatts deficit. Mr. Nkhuwa says 1, 413 megawatts is from Zesco while 424 megawatts is from independent power producers. Mr. Nkhuwa was speaking during a joint press briefing at the Ministry of Information and Broadcasting Services in Lusaka. He says the dam water level at Kariba North Bank Power Station fell from the previous 480.33 meters to 480.20 meters, representing 33.2 percent of usable storage. The Energy Minister says the power deficit has remained at 810 megawatts and that load shedding for up to 10 hours is scheduled for different customer categories. And speaking at the same event, Electoral Commission of Zambia Chief Executive Officer Patrick Nshindano said the online pre-registration exercise has kicked off on a successful note with 16,500 people registering online yesterday. Mr. Nshindano also clarified that there will be a new voters’ card issued with improved security features and that the old one will not be used.

He was responding yesterday to Kantanshi Member of Parliament, Anthony Mumba, who wanted to know how much work had been under 2000 Pave Zambia Project from 2017 to 2019 and how much was spent in procuring equipment for the project. And responding to the matter, Mr Mwale indicated that this was a robust project but financial challenges had hindered progress. He however said government would continue allocating funds towards the project to ensure that it was completed. Mr Mwale said it was also important for the nation to know that about 2, 100 jobs were created for the local people. Meanwhile Mr Mwale said the equipment which was acquired at a cost K154,795 had been given to Ministry of Youths and Sports in order for young people to be trained on how to use it so that they can use it to make pavers and sell them in order to improve their welfare.

ZAMBIA ASKS FOR RELIEF ON EUROBOND DEBT SERVICING By BUUMBA CHIMBULU and HELLEN ZULU

WE are current on all 3 Euro bonds and paid the $20 million interest payment towards the first euro bond of $750 million dollars, the Ministry of Finance has said. Secretary to the Treasury, Fredson Yamba, told the Daily Nation in an interview that the country did not have any outstanding due or payment as at today. “The next obligation falls due mid October,” he said. And Government has requested a consent to holders of three Eurobonds for the suspension of debt service payments for a period of six months from October 14, 2020. The US$750 million, US$1 billion and US$1.25 billion notes are due in 2022, 2024 From page 1 Ms Nawakwi said in an interview that there was serous conflict of interest in the management of pensioners’ funds and that shareholders were getting richer at the expense of poor ex-workers. “These two entities have the same owners. They are the managers of the fund and administrators this is conflict of interest. They both model their business around Saturnia Regna Pension Trust,” she said. Ms Nawakwi said a web of companies had been created from the pension funds and that the companies were benefitting from Saturnia. Over 700 Konkola Copper Mines (KCM) ex miners are demanding their pension benefits from Saturnia Pensions Trust Fund. They have also asked President Lungu to investigate how privatization chief Valentine Chitalu, who headed

This would help in stabilising the macroeconomic outlook of the country and restoring its fiscal balance. He said the government was committed to finding a consensual and collaborative resolution to the debt sustainability challenges it was currently facing. Mr Yamba, however, explained that the announcement did not constitute a solicitation of an offer to sell or recommendation to buy the notes.

Ms Nawakwi revealed that in the same report, the trustees wrote that they were very concerned about the nexus of undeclared related party transactions particular in the property portfolio, procurement and tender processes related to of these parties does not provide the trustees with sufficient comfort.

Court orders detention of Marshlands directors By SILUMESI MALUMO THE Lusaka Magistrate court has revoked summons for another Marshlands consortium director, Nachi Musonda for deliberately absconding a court session under the pretext that he had come in contact with a person who tested positive to Covid - 19. Lusaka Magistrate, Alice Walusiku revoked Musonda ‘s summons yesterday and detained him along with two other directors who are already in detention for equally absconding court . This was after Magistrate Walusiku established that the documents which Mr Musonda presented before court relating to being in contact with a person who tested positive to Covid-19 were forged. She said that the document which was presented by Musonda to the court from Centre for Infectious Disease Research in Zambia (CIDRZ) was a clear forgery going by the Centre operations manager, Mabvuto Phiri who during his testimony denied having generated the document from CIDRZ. This is in a case in which three Marshlands Consortium Limited directors are facing 15 counts of forgery, obtaining money by false pretenses and uttering false documents, among them Ultimate Insurance Company Limited shareholder resolutions. The three are Tobias Milambo, 48, Nachi Musonda, 33 and Richard Lubemba, 31 who are currently under detention after their summons

were revoked. It is alleged that the accused forged documents purporting to show that they had been appointed as directors at Ultimate Insurance Company Limited. However, during the proceedings, Magistrate Walusiku issued a bench warrant against Milambo and Lubemba who were not before court on grounds that they were in isolation. Magistrate Walusiku, however, after investigations on September 7 2020 revoked summons against Milambo and Lubemba and detained them for absconding court session. The defence had also told the court that Musonda was not before court as he had contact with a person who tested positive for COVID-19 and was in quarantine before presenting a medical report for their client. But the State questioned the authenticity of the medical report for Musonda which was presented to the court and Ms Walusiku ordered that the medical personnel who attended to him appear before the court to confirm if he was indeed attended to and had tested positive. When the case came up yesterday CIDRZ Operations Manager , Mabvuto Phiri who was the first to testify in the matter said the documents which were presented to the court by Musonda in relation to his Covid-19 status was not generated by CIDRZ meaning it was a forgery. He said that the analysis of the document which was presented to CIDRZ was different from what was not offered by the organisation and distanced it from issuing the said document.

She has now questioned the motive of the trustees for u-turning on their earlier stance. Ms Nawakwi said the trustees were being hypocritical because they were playing double standards.

PROTESTING TRUCK DRIVERS BLOCK KAZUNGULA BORDER Stanchart stakes $50m for

SOME Zambian and foreign truck drivers yesterday blocked the entry and exit point at Kazungula Border facility in protests against measures authorities in Botswana have introduced in view of the Covid-19. The drivers closed the border crossing point on the Zambian side to prevent their counterparts from Botswana entering Zambia. According to information

made available to the Daily Nation, the drivers were protesting against the slow pace at which they were being cleared by authorities in Botswana which had led to trucks being marooned on the Zambian side for over a week. The situation had been attributed to the strict Covid-19 measures being implemented by Botswana which has caused congestion of hundreds of trucks from Zambia while those entering from Botswana were flowing smoothly.

Kazungula District Administration Officer, Mbeha Akabondo, confirmed the development in an interview with the Daily Nation in Livingstone. Mr Akabondo had a tough time convincing the drivers to open the crossing point and explained that affected drivers were not happy with the way the authorities in Botswana were operating. He disclosed that authorities in Botswana informed their Zambian counterparts that

the situation was caused by a break-down of the escort vehicle. The vehicle was meant to be an escort for transit truck drivers. “The issue was that the vehicle they were using to escort trucks broke down so they had to wait for it to be repaired and as we speak, they have informed us that the vehicle is back on the road,” Mr Akabondo said. He said because of the vehicle which had broken down, authorities were not allowing a lot of trucks to enter Botswana.

Monica Chakwera was delighted that the Esther Lungu Foundation had carried out various programmes aimed at uplifting the living standards of the less privileged in society. Ms Chakwera made the observation when she visited the Esther Lungu Foundation Trust secretariat in Chongwe yesterday. She observed that the work that was being done by Ms Lungu through the foundation was commendable. Ms Chakwera appreciated that the foundation had touched so many lives and felt encouraged to equally contribute to her country with such life-changing programmes. “I am a village girl and so I have a passion to help the village girl just as I was helped,” Ms Chakwera said. And Ms Lungu thanked her Malawian counterpart for her visit and observed that it was a clear indication of the long-lasting mutual relationship that existed between the two countries. Four illegal land dealers nabbed By SANFROSSA MANYINDA POLICE in the Chingola have arrested four illegal land dealers in Gymnkhana area. Recently, the Chingola Municipal Council was given 1, 020 hectares of land in Luano Forest reserve, which was degazatted It has however discovered that the four had been promising to give out the same land to unsuspecting residents. The suspects were identified as Harrison Mwansa 65, Asafu Banda 47, Henry Fube 72, and Jeff Musunga 67, all of Luano Forest off Chingola-Kitwe road in Chingola.

Copperbelt Police Commissioner Charity Katanga said the four were arrested on Monday for the offences of obtaining money by false pretenses. They had allegedly been obtaining money between June and July, this year and promising to give out pieces of land. Ms Katanga said the four were alleged to have obtained different amounts of money from a list of 248 persons on pretext that they had genuinely high cost residential plots in Luano Forest Reserve area in Chingola when in fact not. “Out of 248 victims only seven officially reported on September 14, 2020, at Chingola Central Police station that their money amounting to K25, 430 was obtained by false pretenses,” she said. PF urges police to arrest unruly cadres ...’Americans’ die hard disowned

By SILUMESI MALUMO PATRIOTIC Front (PF) deputy Secretary General, Mumbi Phiri, has urged the police to arrest all unruly party members who are engaging in political violence. Meanwhile, Ms Phiri said the party leadership did not recognise camps known as PF die hard and Americans who were engaging in violence. The deputy Secretary General indicated that those engaging in political violence had no blessings from the party, hence police must take action against them. She said the PF had many times denounced political violence, therefore, it was important that all members embraced peace and unity. Ms Phiri said the police should never fear anyone but ensure that those found wanting were arrested. As a party, she said, PF would not shield anyone who is involved in violence as it was a party that believed in the rule of law. “It is important that the police do their work and

the party leadership will not interfere because violence should never be tolerated. “It is very hurting to see someone’s child being attacked in cold blood. This is uncalled for and unchristian. So the police must ensure that anyone found in such acts should never be speared they need to be arrested. Ms Phiri said those engaged in political violence were criminals and must be treated as such because no one was above the law. “And if those found wanting are arrested and any official from the party starts pressuring the police to release them, record and expose them,” Ms Phiri said. She said the party did not recognise camps which had been formed known as PF die hard and Americans. Ms Phiri said many people had been complaining of the continued violence by the two camps and the police must take action. She said the police should never be intimidated by the rival camps because they were denting the name of the party.

"It is all about continuity from where the late MP left. We will finish all works which were started and then come 2021, l will come up with my own agenda. Mr Kampampi said he was not coming in as an individual but on PF ticket whereby there was already a developmental agenda in his constituency. On the education sector, he said there was enough infrastructure and it was the matter of upgrading two or three primary schools to secondary level. Mr Kampampi added that there were adequate health facilities only needed two or three health posts to be constructed and that a ground-breaking ceremony had already been done for the construction of a mini hospital.

GOVERNMENT should allocate enough funds to the health sector in the 2021 budget to mitigate the effects of COVID 19, The Medical for Quality Healthcare in Zambia (MQHZ) has advised. MQHZ Director General Dr Quince Mwabu said in the midst of the Corona virus outbreak the health sector should be allocated not less than 17 percent of the total national budget to be presented to Parliament on Friday. He said apart from having enough funds to recover from the current damage caused by Covid 19, his organization expected that the Ministry of Health would need to recruit more health workers next year. FRA executive director Chola Kafwabulula said in Petauke on Monday that all farmers who had supplied the maize in the current crop marketing season had been paid. MQHZ WANTS MORE FUNDING TO HEALTH SECTOR the Zambian health sector for quality healthcare, we have been disappointed with reduction in national expenditure to health. “In the last three years, for example, funding has reduced from 16.1 percent in 2018 to 15. 3 per cent in 2019 and 8.8 per cent in 2020, respectively,” he said. Dr Mwabu urged the Ministry of Health to seriously budget for purchase and maintenance of essential medical machinery for distribution to all district health facilities in 2021. This, he said, would prevent poor citizens from traveling long distances when seeking medical services.

FRA nets 323,000 tonnes of maize crop marketing season, which opened on July 1, 2020. The exercise is scheduled to close on October 31 this year. Mr Kafwabulula assured that his institution would go beyond the crop marketing season closing date as long as there would still be farmers willing to sell their maize. “We will only close once the last farmer has delivered their last bag. This is about national food security and if we follow the book too much the country might be insecure as far as

food security is concerned. “In this type of business you have to exercise flexibility and there’s no way we can close when farmers still want to supply their maize to FRA. We will not be disturbed by the closing date and we have done it before,” Mr Kafwabulula said. He said FRA would not be bureaucratic and too stringent because the issue was about food security. Meanwhile, Mr Kafwabulula announced that FRA would

continue to establish annual mobile satellite depots in the maize production areas. This was after some farmers in Petauke explained their challenges regarding ferrying their maize to FRA depots and other crop markets located in far places from their homes. AngloGold Ashanti reinstates trimmed 2020 output guidance JOHANNESBURG - AngloGold Ashanti reinstated but trimmed its annual production guidance on Monday citing improved operating certainty including the expected conclusion of its sale of its South African assets. The guidance was also reinstated in anticipation of the conclusion of the sale of its South African assets to Harmony Gold at the end of September. Its South African assets are expected to have produced around 240, 000 ounces in the nine months to September 30, at an AISC of approximately $1, 300 per ounce, the firm added. With the recent two by-election defeats, UPND is behaving like a person who blindfolds himself and pretends all is well on the road, and only when they fall into a ditch, do they cry the loudest for foreigners to save them. That is the state of the UPND’s political strategy since 2001- blind walking and

crying. Firstly, the UPND should have looked back to their 2001 election petition, and seen where Anderson Mazoka’s team went wrong - but they did not. By the time of the 2015 election, they should have petitioned that election to test the waters and understand the judicial system. Instead, they cried a bit and then went back to their blind walking. When 2016 elections came, they landed in another ditch. Having launched their strongest challenge in what was clearly a tough election, the UPND should have been prepared to launch a formidable Dear Editor, BLACK Lives matter! Yes, very true, but the biggest problem with us, people from Africa is that we easily fall prey to any idea without sitting down and think. There is no way an African living in America can be called an African-America? This is a wrong concept, foreign to the African way of living. All lives matter, white or black yellow green or brown! The reason why blacks have been treated like that in foreign lands is that the Africans always want to pretend, proud idiots not shy to borrow foreign accents. But when they are alone, at night they cry like orphans. For they know where they came from! For they know that they do not belong to these lands and

petition. Instead, their legal team, failed to argue their case before the Supreme Court. They did not even know exactly how much time they had to argue their case, until the final days, at which point they gave up and left HH to embarrass himself in court. If the UPND is serious with its next challenge in 2021, perhaps they must immediately dispatch a team to Kenya, to go and learn political strategy from Raila Odinga. There is nothing like pre-marked ballots in zambia Dear Editor, THE tale or myths about pre-marked ballots have been with us for a while not only in Zambia - but worldwide. From my little experience with election reporting (journalist) and observer/monitor, since 1996, I can attest to the fact that no one has ever convinced me of this tale. Here is the thing; Each ballot paper has a distinct serial number. A voter’s name is called in the presence of the agents of each candidate or political party, who also crosses the name of their voter registers. The name of the voter corresponds with the picture and NRC number. At the end of the polling, all the ballots are counted to ascertain the total number of votes cast before separating them with actual votes for each candidate. The remaining ballots can be scrutinised even afterwards through verification. So at what point do the pre-marked ballots find themselves in the ballot boxes? Mind you, all the agents are required to sign off the votes counted - unless of course you do not have credible agents who understand the process. In 2011, I went to monitor the elections in DRC. Reports of pre-marked ballots were raised by the opposition but unverified and no one provided any evidence. What we saw, however, was the manipulation of elections by shifting polling stations in opposition strongholds to defranchise the opposition. For example, if you vote in Matero, your name is then sent to Kabwata. When you arrive in Kabwata, you’re advised that your name is in Kanyama and so on and so forth. This kind of displacement had high numbers - which

effectively knocked out hundreds of voters. Coming to the allegations of pre-marked ballots. I really want to meet someone who can demonstrate it to me and show how this works. This brings me to Dan Kalale - former Electoral Commission of Zambia (ECZ) Director. When opposition leader then, Michael Sata, accused him of vote rigging and stuffing pre-marked ballots in 2006, he challenged him to demonstrate how it was done. He went further and asked Sata to reveal how the pre-marked ballot scheme is done because he was once National Secretary of MMD and therefore should have known how it is done - if it ever existed! Off course it ended there. No single candidate has ever produced evidence in court of pre-marked ballots. All the cases have been hinging on violence, intimidation, vote-buying, media bias, police brutality, public order act, charcter assassination etc. These are the known electoral malpractice that exist in our jurisdiction! Never pre-marked ballots! Just make sure you train your agents well like PF (in opposition) did in 2011 with the Anti-Rigging Zambia Limited. Pay your agents well and provide them with adequate food and support system so that they do not leave the polling stations! There is no pre-marked ballots in Zambia! That is why no such evidence has ever been produced in court even by former senior members of the ruling party who crossed to the opposition! DICKSON JERE.

They make no comments on allegations that officers who were assigned to investigate pension matters were fired or moved to rural stations. What is even more shocking is the failure by the judiciary to conclude pension matters where the Supreme Court of Zambia has ordered assessment of the benefits due to the plaintiffs. One starts to wonder, who really is controlling our institutions of governance. Is it the pension fund managers or some other strange power? Keeping pus in the nation’s tissue motivates wrongdoers to feel powerful and get the temptation to go to extremes including causing civil war to protect and launder their crimes.

The description and development of pus in the human body is a very good analogy between the workings of nature and those of human societies. In a society, the development and occurrence of crime can be compared to the development of abscesses and the pus that forms in them. Individuals with criminal minds will always want to exploit weaknesses in the law and the institutions that have been in place to regulate individual and group conduct. Crime can come in different colours; white, brown, green or red. It depends on where and how it is committed. The dangerous thing for any country is to tolerate the occurrence of crime just as it is dangerous to keep pus in a wound. Without any reference to any individual or company, it is now apparent that Zambia has been keeping a lot of pus in its tissue. So much has been said about the abuse that took place during the privatisation of the Zambian economy. A lot of people made so much money that they even had some to spare and stash away in offshore accounts in tax havens in the Paradise and Panama papers. That people were able to make such kind of money points to criminal dealing. We also have the dubious exchange of shares in companies that were privatised under the MMD government. Companies were sold to multinational companies and then the shares later transferred to individuals who played a key role in the management of the Zambia Privatisation Agency. We are keeping a lot of pus in this wound. It should not just come up in each Presidential and General Elections cycle. All those we engaged in dubious activities during the privatisation exercise must save the nation time and pain and go to court to clear their names. Those that are in politics

Our party members should ignore such postings purporting that officials have risen against Mr Hichilema and Mr Katuka. "Yes, such postings are naked lies and not worth wasting time on. The Skills Development Fund (SDF) plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, and one of the mechanisms used in achieving this objective is the TEVET Fund. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access. Mr Kanema has since asked Government to consider working on some parts of the road before the onset of the rains as they wait for the whole road to be rehabilitated. He said the current state of the road did not inspire investors who could have interests

to invest in various economic activities in the area. Recently, Foreign Affairs Minister, Joseph Malanji, visited the area and revealed that plans by Government to work in on the road had advanced. Meanwhile, Mr Kanema has appealed to Government

ACQUIRING a national registration card (NRC) should not only be seen as tool for use in the 2021 general elections, the UPND in Livingstone has said. District youth chairperson for politics and security, Philip Musela, said that an NRC was an important document, which has many uses including when seeking employment. Ex-UPND official tips PF to win ward election By ANDREW MUKOMA FORMER UPND Livingstone district vice chairperson Lutangu Fwanyanga has predicted victory for the Patriotic Front (PF) in the Maramba Ward by-election. However, Mr Fwanyanga cautioned the ruling party to go in and mobilise people as a team and not in a disintegrated manner. He said the ruling party had a better chance of grabbing the seat from the UPND because the opposition party was not strong on the ground. Maramba Ward fell vacant following the resignation of UPND Councillor Moses Simbaya who defected to the ruling a fortnight ago. Mr Fwanyanga told the Daily Nation that the PF must start mobilising so that campaigns could be easy. He was quick to state that unity matters most in an election for any political party to perform well. "PF has to win the Maramba Ward and can only do so if we work as a team and in unity. In politics, there is no old or new member everyone is just the same when it comes to putting efforts.

"I just want to appeal to the provincial leadership, district and constituency to show maturity in dealing with party issues as we go into Maramba Ward. Tshisekedi meets Kabila over troubled coalition KINSHASA - The Democratic Republic of Congo’s President Félix Tshisekedi held a rare meeting with his predecessor Joseph Kabila amid tension in their coalition. The two leaders discussed “the progress of the coalition,” the Common Front for Congo (FCC) coalition wrote on Twitter. Despite winning the presidency, Tshisekedi has had to come to an accommodation of Kabila’s party, which controls the majority of seats in parliament. Negotiations between the two parties took seven months before a consensus was found so that a government could be formed.

The fixture to be played behind closed doors will see coach Chisi Mbewe leading the Junior Chipolopolo in their first ever youth championship in the history of the Zambian game. Mbewe, who is being assisted by Aaron Kawangu, will hope for maximum points in their first fixture to have a chance to advance to the second round of the youth championship. IN unexpected circumstances, 2019 MTN/FAZ Super Division champions Zesco United have reportedly fired head coach George Lwandamina with exactly 27 days to go before the kick off of a new soccer season. According to the Ndola giants’ Public Relations and Media Officer Desmond Katongo, Lwandamina and Zesco United Football Club management mutually agreed to separate. Meanwhile, the club’s Chief Executive Officer Richard Mulenga has thanked Lwandamina for his services to the club. Zesco first hired Lwandamina in 2014, and he won the league and cup double in his first season, retaining the league title the following year. He also won back to back Zambian Coach of the Year awards before he left to coach Tanzania’s Young Africans from 2016 to 2018. The former Mufulira Wanderers legend returned to Zesco United in 2018 and went on to win two Super Division titles and one ABSA Cup title before his sudden dismissal.
