Inputs delivery done in Chipangali
THE Ministry of Agriculture has completed distribution of farming inputs to 16, 460 farmers in Chipangali. Chipangali district agriculture coordinator Frederick Mwansa has confirmed the distribution of farming inputs to the farmers, saying the exercise was completed last December 3. According to Mr. Mwansa, 3, 152 metric tonnes of Compound D fertiliser and 3, 619 metric tonnes of Urea fertiliser have been distributed to the farmers in the district. However, 251 x 20 kilogramme bags of groundnuts seed, which were part of the inputs have not been distributed because they were damaged after being soaked by rains. “I can say that we finished the distribution of inputs to beneficiaries in the district on December 3 where we gave out to 16, 460 farmers but 251 by 20kg bags of groundnuts seed, were damaged by rains, were not collected,” Mr. Mwansa said. Meanwhile, farmers have commended the government for the early distribution of the inputs. Mr Edward Phiri of Chilimbika village in Chief Mafuta's area said the early acquisition of inputs will result in a bumper harvest because farmers will apply fertiliser at the right time, unlike before when the application of fertiliser was done at a wrong time because of receiving the commodity late. “We are happy as farmers because we have acquired inputs on time, meaning that even the application of fertiliser in the fields will be done at a right time and we will anticipate a bumper harvest next year,” Mr. Phiri said. - ZANIS.

Engineer Njase yesterday confirmed that police have apprehended three people in connection with the stolen cattle. Eng. Njase said the suspects were apprehended at Philipo village last week on December 28 after being found with carcasses of two cows. “Police have only managed to recover carcasses of two of the cattle, whereas the remaining five are yet to be recovered,” said Eng. THE United Party for National Development (UPND) leaders have been cautioned against misleading their members into committing acts of lawlessness in the name of loyalty to their party. In an interview yesterday, New Congress Party (NCP) president Peter Chanda said the UPND leaders must educate their members on the basics of how the law operates. Mr. Chanda said everyone is aware that Zambia is governed by the law and all leaders must abide by rules and regulations contained in the Penal Code Chapter 87 of the Laws of Zambia and the Republican Constitution. He said everyone has to respect the Public Order Act but that the UPND has been trying to cause confusion to gain political mileage and sympathy from people on allegations that there is police brutality in Zambia. “We should all be aware that there is no one who is above the law. When one is summoned by the police one should go as an individual and my call to the UPND this year is that they should not subtract the rule of law. “Democracy goes in tandem with the rule of law and the UPND’s perceived idea
of democracy is that Zambia should be a lawless country and that they should do whatever they want at any given time. “I want to warn them that the fact that they came out as runners-up in the last elections does not give them rights to do whatever they want,” Mr. Chanda said. He said Zambia has a government that was elected by the people and that such government must be respected by everyone. He said any incumbent republican President must be respected and that every political leader must respect the law. He said when one forms government one swears to defend and protect the Constitution just like President Edgar Lungu is doing. On Thursday this week the Lusaka Magistrates’ Court granted 11 UPND cadres bail of K10, 000 each in their own recognizance on one count of idle and disorderly persons for the offence of conducting themselves in a manner likely to cause the breach of peace. They were arrested on December 23, 2020 when UPND president Hakainde Hichilema appeared for questioning at the police headquarters despite the police having warned them earlier to stay away from the proceedings.

IT’S A NEW DAWN ZAMBIA should this year focus on sustaining peace and building investor confidence, given the economic turmoil and political violence witnessed in the previous year. Firstly, the country must deal with the elephant in the room – general elections – in a manner that will not smudge the democratic credentials attained thus far. Clearly, the country has transitioned through six Heads of State peacefully and enjoyed peace since independence which was only stalked during the liberation struggle of other countries in the Southern African region. Therefore, leaders and citizens at large must work towards ensuring that Zambia remains an “oasis of peace” in Africa and beyond. Of course, political leaders will this time around be steeped into preparations for the August 12 general elections, but they must also create space for economic and social redemption. Elections should not steal the show! Leaders from both sides of the political divide must be conscious of the fact that the economic outlay requires realigning, what with inflation closing at 19.2 percent! Inflation has spiraled out of control, escaping the government’s projected band of 6-8 percent and this is certainly a source of worry. This means that the purchasing power of the Kwacha has declined drastically. There has been a marked increase of an average price level of a basket of selected goods and services in the domestic economy and this requires urgent attention. The exchange rate has deteriorated to K21.40 to a dollar and this will inevitably lead to an increase in fuel prices and ultimately push production costs upwards. Unless politicians and citizens understand the current economic malaise that way and immediately take pragmatic measures, the economy will drift further into abyss. Therefore, alongside the race for state power, politicians must expend equal if not more energy on redeeming plummeting economic fortunes. It is also true that leaders ought to safeguard peace and harmony this year to heal the humiliating wounds of last year. There ought to be co-existence and reasonable tolerance among political nemesis especially in the run up to the August polls. The political space needs to be cleaned up by doing away with toxic undertones and violence for the two are not part of any democratic dispensation. Zambia has had enough of trials and tribulations and it is time that citizens moved forward with steadfastness. The trials and tribulation offered an opportunity to learn and to get tested just as the word of God demonstrates in James 1:2-4 “Consider it pure joy, my brothers and sisters, (a) whenever you face trials of many kinds, because you know that the testing of your faith produces perseverance. Let perseverance finish its work so that you may be mature and complete, not lacking anything.” Applying this scripture on Zambia, citizens persevered during trials and tribulation last year to make them mature so that they can ultimately enjoy this year without lacking anything. For this enjoyment to come, leaders must offer themselves for selfless service and realign the economy while ensuring that peace and co-existence prevail. As for citizens, they need to work extra hard and avoid indulging in retrogressive activities. It’s a new dawn!
CHIEF Mnkhanya of the Kunda people in Mambwe says most young people in his chiefdom have become unproductive because they have taken to drinking Kachasu, an illicit local beer. And the chief has asked government to consider enforcing a complete ban on the brewing of Kachasu. Chief Mnkhanya bemoaned wide spread abuse of Kachasu especially among the youths in Mambwe, and said there is need to enforce tough laws that will stop the brewing and consumption of illicit Kachasu beer. He lamented that many young people in his Chiefdom are indulging in drinking Kachasu senselessly instead of engaging themselves in productive activities such as farming. "Kachasu has destroyed a lot of lives especially that of young people. It has contributed to high levels of laziness
among youths because those who drink it, no longer have the energy to carry out any productive activities. Kachasu is no different from weed or chamba," he said. Government has indicated that it would hold a mining sector “indaba” within the first quarter of this year with a view to implementing a stable mining tax regime aimed at sustaining investment. Mr Edward Simukonda said in an interview that Government should ensure that technocrats and not politicians sit to discuss because the “Indaba” was critical to the growth of the country’s economy. “It’s extremely good move and once implemented, Government will be able to collect enough revenue but should not be left to politicians. Let the technocrats that understand the mining business sit down to discuss then it would be implemented successfully,” he said. Mr Simukonda said the successful implementation of a stable mining tax regime would enable the Government maximise revenue collection and ensure economic growth. And Mr Chilangwa has reiterated that Government’s priority for Luapula province is the provision of industrial energy to ensure production and manufacturing of various goods. In his ministerial wrap up speech for 2020, Mr Chilangwa said the new year would present many opportunities for youths, contactors, farmers, entrepreneurs among others as the provincial administration had worked hard to ensure various projects commenced. He explained that various projects such as the construction of the Samfya International Convention Centre, the ongoing water reticulation programme, the construction and rehabilitation of the Pedicle Road would present the much needed job opportunities for the people in the region. Mr Chilangwa also said the agriculture projects such as the Palm Oil Project in Nchelenge, the expansion of the Mansa Sugar Project, the forestry sector under ZAFFICO and WCCB, the tea value chain and the Cassava Out-growers Programme would provide opportunities for
farmers and others. He said government would ensure that all programmes were implemented to enable sustainable development and efficient service delivery. The minister said government would in 2021 continue to interact with the people in order not to leave anyone behind, as well as collaborating with various partners to bring about sustainable development. “Government will ensure it strives to bring about wealth creation, value addition, peace and security, efficient socioeconomic service delivery to attain sustainable livelihoods for the people. Government will remain open to stakeholder consultation and engagement on many programmes for the good of the people,” he said. He also announced that the provincial administration will in the year 2021 launch the establishment of the outgrower schemes project in the sugarcane, palm oil and tea value chain. As a result, he said, the provincial administration plans to hold an energy conference in March 2021 aimed at bringing all players in the sector to discuss challenges and find solutions. He said government seeks to expedite the development of the Luapula River hydro potential and the Kalungwishi River project which had taken long owing sometimes to unnecessary for the year 2021.

Works on pedicle road to commence soon - RDA
THE Road Development Agency (RDA) in Luapula has confirmed that works on the pedicle road from Chembe to Mufulira will commence this month. Acting Luapula RDA Regional Manager Engineer Bernard Zulu observed that the pedicle road had become almost impassable for smaller vehicles and trucks going towards Luapula or the Copperbelt. Eng. Zulu disclosed that RDA has since engaged a contractor to start the patch up works before the real works of working on the road commence after the 2020/2021 rain season.
Eng. Zulu stated that because of the rains the road cannot be entirely worked on but only patched to prevent vehicles from getting stuck. He added that RDA is aware of other roads that are almost deplorable such as the Mansa-Musaila-Samfya road. Eng. Zulu noted that the contractor has been told to be on sight and start patching up the road. He pointed out that just after the rain season, RDA will be busy working on the roads around the province. - ZANIS

ZAMBIA IN TRADE SURPLUS

ZAMBIA recorded a trade surplus of K7.15 billion in November 2020 compared to a surplus of K6.5 billion in October 2020. This is according to the Zambia Statistics Agency (ZamStats), Interim Statistician General, Mulenga Musepa. Mr Musepa said exports which mainly comprised of domestically produced merchandise, increased by 7.0 percent to K16.41 billion in November 2020 from K15.34 billion in October 2020. “This was mainly on account of a 79.3 percent and 1.8 percent increase in export earnings from Raw materials and Intermediate goods, respectively. “Imports increased by 4.7 percent to K9.25 billion in November 2020 from K8.84 billion in October 2020,” he said during a press briefing in Lusaka recently. Mr Musepa said this increase in imports was mainly as a result of a 42.6 percent and 10.3 percent increase in imports of Consumer goods and Raw materials, respectively. He said the total trade for the period January 2020 to November 2020 was K215.42 billion while the total trade for the same period of 2019 was K166.80 billion. Mr Musepa said this represented a 29.2 percent increase.

ZAMBIA will need to make fundamental policy shifts in order to achieve the objectives of the Vision 2030. Achieving the objectives is essential to repositioning the Zambian economy onto growth and development, in a manner that makes the country less susceptible to domestic and external shocks. This is according to the Policy Monitoring and research Centre (PMRC) Executive Director, Bernadette DekaZulu. Ms Deka-Zulu said in a PMRC Newsletter between January to December 2020, that this was seen as a critical area of focus midway before the expiry of the Vision 2030. “The Seventh National Development Plan (7NDP) provides a clear roadmap of what needs to be done to diversify our country’s economy, going forward there is dire need for the mobilization of resources that will finance the various strategies and policies as outlined within the 7NDP towards the realization of economic diversification,” she said. By BUUMBA CHIMBULU THE World Bank and the African Development Bank (AfDB) have a combined project support commitment in excess of US$2.0 billion covering various sectors in Zambia. This commitment has been injected in various projects across all sectors of the economy in Zambia such as energy and manufacturing, says National Development Planning Minister, Alexander Chiteme. Mr Chiteme said his ministry had continued in its effort to track progress on the implementation of various Government projects supported by the World Bank and the AfDB. He said that this had been conducted through jointperformance review meetings held on a quarterly basis. “Most of the reviewed projects were found to be on track while others require significant interventions to meet their intended development objectives. “The Covid-19 pandemic was obviously one of the contributing factors to delays experienced by a number of projects; and remedial measures have already been developed to help follow-up on issues which have negatively affected the projects,” he said. In terms of monitoring and evaluation, he said, the ministry this year managed to produce the 2019 annual performance review report and the mid-term review report covering the period 2017 to 2019 on the performance of the 7NDP. Mr Chiteme said the two reports indicated progress had been recorded in the implementation of programmes and projects in the 7NDP, though at a slower pace. He said during the last quarter of 2020, the ministry also undertook a spot monitoring exercise in all the 10 provinces and a total of 276 projects and programmes were checked covering 74 districts. “For a good number of projects visited, remarkable progress has been made; while fewer projects experienced slow implementation due to low funding caused by reduced fiscal space,” Mr Chiteme said.

Ms Deka-Zulu explained that investments in skills, infrastructure, institutions and governance quality increase the likelihood of success of diversification but were in turn affected by the extent of diversification. “Providing the foundations for structural transformation and private sector driven growth is an essential element in achieving a broader base of economic activities. “Further, clear, transparent and predictable business regulations that provide a level playing field among investors (small and large, foreign and domestic) are essential for economic diversification,” she said.

As a result, Ndola Mayor, Amon Chisenga, has written to Ms Chomba, informing her that he has received numerous complaints from the public against her. Mr Chisenga confirmed that
he had received various allegations against the Councillor from members of the public and other stakeholders accusing her of abusing her position
and allegedly illegally allocating land. The Mayor said he had written to Ms Chomba in order to get her views and enable him

We are not going to allow the alleged actions of the councillor to cause the council ridicule, disrepute and odium,” Mr Chisenga said. He said that if found wanting, the accused would be suspended according to the schedule of offences and penalties in paragraph 14(4) of the Local Government Act No. 2 of 2019. Dr Chanda said Government wanted water utility companies to be giving back to the treasury as opposed to government always coming in to offer support. He said in Kitwe that water utility companies could start the packaging mineral water as an income generating venture. Mr Chishimba called for the tax system to be progressive and designed in a way that the lives of ordinary people were not made worse off. He said higher taxes increased the cost of living on individuals, pushed low income earners into poverty and could also slow down economic growth. “While Government needs to improve revenue to pay off its debt, poorly executed taxation policies threaten to derail Government’s ability to raise money,” Mr Chishimba said.

ot long ago, His Excellency President Edgar Chagwa Lungu was conferred with a medal as a Champion of the Third Industrial Decade for Africa (IDDA3) is a momentous boon for Zambia. This was a reflection of our Head of State’s uncompromised steadfastness to develop Zambia and his passion to better the lives of the citizenry. The eminent stature of the organisations that conferred this prestigious recognition upon President Lungu is very significant. That the United Nations Industrial Development Organisation (UNIDO), African Union (AU), Food and Agriculture Organisation (FAO), UN Economic Commission for Africa (UNECA) and the African Development Bank (ADB) jointly recognised President Edgar Chagwa Lungu in this regard, just shows how like the majority of Zambians, these cooperating partners and the international community esteem him, his efforts and his achievements. BACKGROUND On 25 July 2016, the United Nations (UN) General Assembly adopted Resolution A/RES/70/293, proclaiming 2016-2025 as the Third Industrial Development Decade for Africa (IDDA III). UNIDO was tasked with leading the implementation of the Decade, in collaboration with a range of partners. The vision for the implementation of IDDA III is to firmly anchor Africa on a path towards inclusive and sustainable industrial development. The achievement of this vision requires the transformation of African countries into locations of competitive industrial production. The necessary enabling framework conditions for this industrial transformation include the strengthening of key elements of industrial productive capacity, such as infrastructure, innovation and technology transfer, industrial financing, industrial knowledge and skills, and the support from public and private sector institutions that regulate and advocate industrial development. Various development interventions and broad - based partnerships are required to improve the enabling framework, as well as to encourage productive industrial investment ventures in Africa. The Revised Zambian Industrial Policy It is no surprise that this honour was conferred upon our Head of State. The PF Government of President Edgar Chagwa Lungu has demonstrated practical commitment to
ZAMBIA IS ON THE RIGHT ECONOMIC PATH TO INDUSTRIALISTATION THROUGH INFRASTRUCTURE DEVELOPMENT Industrialisation and concomitant diversification. To this end, President Lungu and the PF Government approved the National Industrial Policy. While industrial policy issues were previously covered under the Commercial, Trade and Industrial Policy which covered both trade and industrial development matters, the revised standalone Industrial Policy emphasises industrial development in order to compel industries operating in Zambia to process local raw materials into finished products. This is designed to augment government’s efforts to create employment in various parts of the country while the revenue base will simultaneously be expanded. The resultant value addition to local raw materials will have a positive ripple effect by creating business opportunities for Small and Medium Enterprises (SME) to supply goods and services. Manufacturing is an important driver of economic development and employment. The Importance of Infrastructure Development There can be no meaningful development, industrialisation and diversification without Infrastructure Development. This is because finished goods need to reach their markets in a timely efficient manner. Bad or non-existent Infrastructure is one of the biggest impediments to doing

These are the crucial pre-requisites to achieving sustainable development and empowering communities across the length and breadth of our nation. The PF Government led by President Lungu recognises that growth in productivity and incomes, and improvements in health and education outcomes equally require investment in infrastructure. By building infrastructure, the President and the PF Administration have also saved and continue to save our people time and money as they travel to access services and
facilities. The Patriotic Front Government has been implementing the Link Zambia 8000 programme and other road projects aimed at transforming Zambia into a land linked country, allowing it to exploit both its domestic and regional markets. Apart from creating jobs, the road projects have been instrumental in contributing to the opening up of new business opportunities in the country. In the health and education sectors, there has been unprecedented infrastructure development. All of these developments are a major step to industrialisation and sustainable diversification of the Zambian Economy. As earlier mentioned, the Patriotic Front government has embarked on unparalleled infrastructure development in every sector. This has created employment and provided mid to long term benefits in all
sectors. It has been said that ordinary politicians prepare for the next elections, while statesmen plan for the next generation. Herein lies the fundamental difference between the Statesman and Champion of Development in President Edgar Chagwa Lungu and his opposition detractors. While the Head of State Champions the development of the whole nation for now and future generations, others in the opposition live up to their moniker. They are jealous and envious at the infrastructure development and the nation being turned into a progressive construction site. Because they have no alternatives to offer, they are desperate to remain relevant. They cajole their membership saying “we can’t eat roads and bridges”. They have tried in vain to make, infrastructure development synonymous with

Chelsea confirm profits despite COVID-19 hit on revenue CHELSEA recorded a profit of 32.5 million pounds in the last financial year despite the economic impact of the Covid-19 pandemic, the Premier League club said. Chelsea said turnover for the year ended June 30, 2020 was 407.4 million pounds, down from 446.7 million pounds in the previous year. But the west London club were able to post a profit off the back of their qualification to the Champions League
and money made from player sales. Chelsea sold Belgian winger Eden Hazard to Real Madrid last summer in a deal worth a reported $122.12 million and also offloaded Ola Aina, Tomas Kalas and David Luiz among others. Broadcasting revenues decreased by 17.6 million pounds, while match day revenues fell 12.2 million pounds due to the suspension of the season. But the impact of the

pandemic was partially offset by reduced match day costs due to the postponement of fixtures. Chelsea also said they were on track to post a record profit and record turnover had the pandemic not hit their finances. “In common with many businesses, the pandemic has had a significant impact on Chelsea’s income but it is a sign of the strength and stability of our financial operation that the company was still

Japan has recorded 239, 041 coronavirus cases and 3, 337 deaths during the pandemic, according to Johns Hopkins University. Costs for the Games have increased by $2.8 billion because of measures needed to prevent the spread of coronavirus but organisers have ruled out a delay.
