NATION RIGHT CALL

SO the curtain has finally closed on some councillors at two of the country’s biggest councils who have been identified as having been actively involved in the illegal allocation of land. The councillors now face the prospect of being visited by the law as Government has challenged the investigative wings to pursue all civic leaders involved in illegal land allocations. This has hardly come as a surprise to anyone who has observed how councillors have abrogated their civic duty of serving the public and become purveyors of land – illegally. These two councils as the government once said went overboard in which illegal allocation of land was rife. In fact, some cases are pending in the courts of law. If anything, we feel the illegal land deals involving the councillors at the Lusaka and Kitwe city councils are but part of the rot obtaining in all local authorities. This is the more reason why we agree with suggestions that the investigations into illicit land deals must be extended to all councils in the country. New Congress Party (NCP) leader Peter Chanda has said Government should set up an audit team to be part of investigations into all the councils to establish the extent of shady land deals and put up stern measures to stop the scourge. Mr Chanda was reacting to revelations by Minister of Local Government Charles Banda that 19 councillors from Lusaka and Kitwe city councils have been actively involved in the illegal allocation of land. Dr Banda, disclosed on Friday that investigations by ad hoc committees had revealed obvious illegalities in the allocation of land by some councilllors. The ad hoc committees were set up after the minister suspended the Kitwe and Lusaka city councils for 90 days in July to allow for investigations into illegal land deals. Dr Banda announced the lifting of the suspension on Friday at a press briefing during which he disclosed that those implicated were 12 councillors from Kitwe and seven from Lusaka. But Mr Chanda said the Local Government ad hoc committees should have extended investigations to all councils “This issue has been going on for a long time and as NCP, we urge Government to set up a team of auditors to investigate all the councils to establish the extent of damage and bring to book all those involved,” Mr Chanda said. He said those responsible for the unsanctioned activities must be arrested without delay while the affected must be relocated to suitable areas. Indeed, Mr Chanda is on firm ground to demand that the probe be extended to all councils because almost all local authorities are guilty when it comes to land maladministration. Said Mr Chanda: “We have seen and heard how land reserved for schools, churches, recreational facilities, police buildings, cemeteries, wetlands, electricity pylons and other uses had all been snapped up and parceled out by the land barons.” Surely, it is high time that there was transparency in the manner that land is administered by local authorities. We notice though that the ministry of Lands has not lifted the land agency of the two councils even though their suspension has been lifted.as confirmed by the Minister of Lands, Ms Jean Kapata. She said the ministry has decided to uphold the suspension until further notice and that the councils would not be allowed to act on behalf of the ministry of Lands in the allocation of land. We welcome the tough stance taken by the Local Government Minister by reiterating the Patriotic Front government’s resolve of non-tolerance to misconduct in any form at the expense of service delivery. We want to see councils become the pride of the government’s decentralisation policy with office holders - political or otherwise - putting service delivery to the public first before their interests.

SERVING WITH INTEGRITY

ARE FRANCE’S POLICE FORCE AND ZAMBIA’S POLICE SERVICE TWINS? By MUBANGA LUCHEMBE

T

HE similarities of law enforcement units in France and Zambia are quite astonishing. Both the French and Zambian police consist of three centralised forces - two of which have the same mission but different jurisdictions at a national scope: National Police and National Gendarmerie – known in Zambia as State and Paramilitary Police; Municipal Police - known in Zambia as Council Police at a local scope. In France, four school students were among 15 people who were taken into custody following the beheading of a teacher, who showed controversial cartoons of the Prophet Muhammad to his pupils. A man aged 18-years-old was shot dead by police after killing the teacher close to his school in Conflans-SainteHonorine – Paris. Depictions of the Prophet Muhammad can cause serious offence to Muslims because Islamic tradition explicitly forbids images of Muhammad and Allah. The issue was particularly sensitive in France because of the infamous publishing of cartoons of the Prophet Muhammad by satirical magazine Charlie Hebdo. A trial was underway over the killing of 12 people by Islamist extremists at the magazine’s offices in 2015 whilst the teacher was being beheaded. Where does France now see the boundary between freedom of speech and condoning terrorism? The right to say, write or print what you want is rooted in the declaration of rights that came with the 1789 French Revolution, but even then abuse of that freedom was limited by law. Those exceptions were defined in 1881 as defamation, slander and incitement to hate. There was also explicit reference to condoning crimes of war, crimes against humanity or collaboration with the enemy. However, not since the revolution had blasphemy been against the law in France, and according to many it never was. The restrictions on freedom of speech go well beyond those in the United States. A former editor of Charlie Hebdo had to defend himself against incitement in 2007 after reprinting cartoons of the Prophet Muhammad.

Since then those restrictions have gone further still. What was previously a law against condoning terrorism in the media had been extended to social media too. And it’s not just careless tweets or Facebook posts that are caught in the crosshairs. US-based social media companies are required to police their sites too. Thus Zambia’s Public Order Act of 1955 is widely viewed to have similar restrictions to those in France on freedom of civil liberties under the mandate of protecting public order. Permission to hold a rally, street march or public gatherings can be denied pursuant to the act by the Zambian Police Sservice. This, coupled with undisputed discipline in the law enforcement agency, has a significant positive impact on democratic consolidation in Zambia. Is there then a casual relationship between the exercise of civil liberties by ordinary citizens – such as freedom of expression, the freedom of assembly – and police service actions? Whilst admitting that the Public Order Act has a role in maintaining the rule of law, which is essential for a liberal democracy, this provision has to a large extent been daringly contravened with impunity by UPND leaders/members to undermine the rule of law and indeed, threatening to regress the consolidation of Zambia’s democracy in a region that has been historically characterised by conflict, civil war, post-election violence and human rights abuses. Reforming Zambia’s constitution is an important part of ensuring that Zambia’s democratic consolidation does not regress in this way. Recently, Zambia Police Service in a swift instance apprehended Sesheke UPND MP Romeo Kang’ombe and transported him to Chinsali where he was formally arrested and charged. Kang’ombe was a suspect in a case where some UPND officials allegedly abducted two police officers and five civil servants when their party president, Mr Hakainde Hichilema, visited the area three weeks ago. Clearly, France’s police force and Zambia’s police service have a lot in common. In actualising its similarity with the former, Zambia Police also summoned UPND members, Anthony Bwalya and Mubita Nawa. The two appeared on a Muvi TV programme and produced a large

stack of NRCs that they claimed were irregularly issued. Police summoned them in connection with their possession of secure national documents. Mr Bwalya, who is next year’s aspiring UPND parliamentary candidate for Kabushi Constituency claimed that the Ministry of Home Affairs was issuing NRCs to underage persons and was also issuing duplicate NRCs. The two also claimed that the Ministry of Home Affairs was colluding with the Electoral Commission of Zambia (ECZ) to allegedly rig the 2021 general elections by issuing NRCs and register people who did not qualify to vote. However, Zambia Police were interested in establishing how and where the UPND duo obtained the stack of NRCs they displayed on television. NRCs are secure national documents whose possession should be to the owners only. While on Muvi TV, UPND Kafue MP, Mirriam Chonya also bemoaned the concentration of the ongoing mobile NRC issuance in urban settings at the expense of rural outposts in her constituency. She complained that people in rural areas of her constituency had more difficulties in accessing NRC issuance services than those in urban areas. Were both Muvi TV programmed features being choreographed by the UPND officials? Many observers were left wondering how and where the duo obtained that stack of NRCs. Besides, the UPND president was quoted on social media to have complained that the conduct of the Zambia police officers pointed to lack of discipline and that the service had been infiltrated by PF cadres and thugs. For him to express a loathing of Zambia’s Police Service and a simultaneous praising of governance systems in countries represented by EU and US diplomatic corps in Lusaka appeared ironic and contradictory to many in Zambia. If Mr Hichilema was hobnobbing with the diplomatic community to garner moral and material support that was understandable. But if he was doing so on the assumption that the French police force was fundamentally of a different character to Zambia’s police service, then he may just be in for a rude shock.

He said the situation was so bad that it needed urgent action. For example, he said, we have seen and heard how land reserved for schools, churches, recreational facilities, police buildings, cemeteries, wetlands, electricity pylons and other uses had all been snapped up and parceled out by the land barons. He also urged the public to desist from acquiring land directly from councillors. Mr Chanda also advised council workers to preserve their integrity and avoid engaging in illegal activities which are detrimental to the economy.

…Power firm offers customers Covid-19 relief package From page 1 “Zesco has found it prudent to temporarily mitigate the plight of low income customers who had been severely impacted by the reduced economic activities resulting from the pandemic,” said Mr Mundende. He said the power utility company has also temporarily suspended recovery of accumulated outstanding debt for prepaid customers, and given relief of 100 units for purchase of electricity for economically disadvantaged customers totaling 460, 000 whose monthly consumption of electricity does not exceed 200 units. Mr Mundende also said Zesco has cancelled all accrued fixed tariff charges amounting to K46.3 million for customers on residential and commercial tariffs effective August 1, 2020. He stressed the need for Zesco to support the multisectoral approach led by Government to ensure the sustainability of social and economic welfare of the people under the current environment resulting from the Covid-19 pandemic. “These arrears were accumulated before December 31, 2019 when fixed charges were abolished during the tariff review exercise that took effect in January 2020. It was found that failure to pay off these accumulated arrears had resulted in some customers self-disconnecting as they could not afford to pay off the fixed charges before they could access the electricity units for a new month,” Mr Mundende said. He said apart from the temporal suspension of recovery of accumulated outstanding debt for prepaid customers, the utility company has also temporarily suspended the 40 percent recovery rate of outstanding debt, accrued at transition from post-paid billing to prepaid between 2006 to 2014 period, on every amount tendered by customers for electricity purchases, effective from November 1, 2020. “Additionally, Zesco will grant Covid-19 relief for purchase of “Life Line” units of electricity for a maximum of 19, 000 commercial customers and 460, 000 low consuming residential customers, effective December 1, 2020.

GOVT PRINTERS READY FOR BALLOT PAPERS - MINISTER By SILUMESI MALUMO

GOVERNMENT Printers are now ready to handle printing of ballot papers and if there is any by-elections, ballots papers will be printed locally after the 2021 elections, says Minister of Works and Supply Sylvia Chalikosa. Ms Chalikosa said the Government Printers were in good shape and therefore able to print ballot papers. She said in an interview that Government would be able to test the Printers by printing ballot papers if there would be any by-elections. The minister indicated that government feels should there be any

by-elections after the 2021 general elections then the ballot papers would be printed locally. She said government would not print the ballot papers abroad if there would be any by election after the 2021 general elections. Ms Chalikosa said the Government Printers would be used to print the ballot papers regardless of the number of by elections which would be conducted. “The Government Printers as I speak right now are all ok, most of the government works in various ministries are printed there and we are confident that the printers are fit to handle huge works,” she said.

Take Clean Campaign seriously - Lungu By NATION REPORTER

President Lungu

PRESIDENT Edgar Lungu has urged Zambians to take the Keep Zambia Clean, green and healthy initiative seriously. The President said the Keep Zambia Clean initiative was important as it was aimed at improving the environment and reduces diseases among the people such as cholera and diarrhoea. He said this yesterday in Lusaka’s Mandevu area where he went take part in the cleaning exercise in the keep Zambia Clean and Green Campaign. Mr Lungu said people

must not only wait for the last Saturday of each month to keep their premises and surroundings clean, but ensure that the exercise was part of everyday life to promote good health in the country. The Keep Zambia Clean Green and Healthy campaign is observed every last Saturday of each month where people are expected to engage in various cleaning activities. Meanwhile, ZNBC reports that business came to a stand in Mandevu Constituency as President Lungu went round to inspect drainages. Thousands of people thronged the road leading to

Mandevu market to catch the glimpse of the President. Whilst moving, the head of State who interacted with children and traders occasionally stopped to also engage the residents. And Health Minister Dr Chitalu Chilufya said a number of diseases that were caused as a result of living in a dirty environment have reduced. Dr Chilufya expressed happiness that there had not been any cholera cases for the past three years. He explained that this was because President Lungu was in the forefront of encouraging people to keep their environments clean.

Govt stakes K3m for boreholes HH not in 15 CB chiefdoms questioned, Clarification

By OLIVER SAMBOKO

GOVERNMENT has committed to sink 75 water boreholes in 15 chiefdoms on the Copperbelt at a cost of K3 million aimed at ending the water challenge in rural areas. Water Development Minister Jonas Chanda disclosed this when he paid a courtesy call on Senior Chief Chiwala of Masaiti and Chieftainess Malembeka of Mpongwe. He said the project will benefit over 18, 000 people on the Copperbelt. Dr. Chanda said President Edgar Lungu and his government was committed to empower 15 chiefs on the Copperbelt with five boreholes each to ensure good sanitation for rural population. He said President Edgar Lungu does not want to see traditional leaders being left behind when it comes to

accessing clean and safe water. He disclosed that traditional leaders in Masaiti, Mpongwe and Lufwanyama will benefit from the Presidential water empowerment programme to implement this year. Dr Chanda said the chiefdoms expected to benefit were Lumpuma,

Fungulwe, Nkana, Shimukunami, Shibuchinga and Mukutuma in Lufwanyama. Others were Malembeka, Kalunkumya, Lesa Ndubeni, Machiya and Mwinuna will benefit from Mpongwe while Mushili, Nkambo and Chiwala chiefdoms will benefit from Masaiti.

POLICE have clarified that UPND president Hakainde Hichilema was not questioned but that it was the party’s media personnel, Mr Anthony Bwalya, Acting police spokesperson, Danny Mwale, explained that the person who was called for questioning at Police Service headquarters was Mr Bwalya. Police on Tuesday summoned Mr Bwalya for questioning and later searched the UPND secretariat.

Chase selfish UPND, Chitotela urges Chiefs By SIMON MUNTEMBA

TRADITIONAL leaders must reject selfish MPs and political parties for having denied them the progressive Bill 10 that would have helped to resolve succession wrangles in their chiefdoms when they go to ask for votes in 2021, Minister of Tourism and Arts Ronald Chitotela has said. And PF Lusaka Province secretary Kennedy Kamba said the collapse of Bill 10 speaks volumes of UPND selfishness. Mr Chitotela said by fighting Bill 10, the UPND denied an opportunity not only for the youth, women and the differently abled to have representation in Parliament, but also denied traditional leaders an opportunity to have their succession wrangles resolved. Mr Chitotela who is also Pambashe Member of Parliament said yesterday that had it passed, Bill 10 would have allowed chiefs to have a say on who becomes chiefs in their area of jurisdiction, thereby reducing the succession wrangles. He urged the traditional leaders, women, youths, differently abled and the church not to entertain the UPND during the 2021 elections for having shot the bill down. “They have said no to you, please say no to them also as they come to seek your vote,” Mr Chitotela said. He said the Patriotic Front wanted to present to the people of Zambia a constitution that would look at their interests. Meanwhile, Mr Kamba said in interview yesterday that posterity would judge the UPND harshly for having hijacked and destroyed the process that could have cemented the country’s constitution. He said it was a painful experience for Zambia to see how the UPND celebrated the fall of a progressive document that could have helped enhance the country’s democracy and good governance. “The UPND must know that all their schemes and machinations to have Bill 10 fall off were being followed closely by Zambians and posterity will judge these selfish individuals harshly by losing the 2021 elections,” Mr Kamba said For us in the PF, he said, we believe that Bill 10 was progressive and it was not a PF document but a document for Zambians which the UPND has killed with impunity. He said by rejecting Bill 10, the UPND was literally telling women that they should forget about their campaign for increased representation in parliament through a mixed member system.

2, 000 girls return to school in Petauke By OLIVER SAMBOKO OVER 2, 000 girls who dropped out of school due to pregnancy and early marriages in Petauke have returned back to school to continue with their education under the Keeping Girls in school programme. This was disclosed by District Commissiner, Velenasi Banda Moyo when the Patriotic Front national mobilisation committee treasurer, Mr Bizwell Mutale paid a courtesy call on her at her office. Ms Moyo said the PF government under President Edgar Lungu has brought a lot of development to the area. She said Government has through various interventions and programmes, ensured that girls are kept in school. Ms Moyo said the Keeping Girls in School programme was aimed at helping girls from vulnerable homes to have access to secondary education and the beneficiaries are drawn from households that are benefitting from the social cash transfer programme. She said apart from KGSP, Government was also engaged in programmes aimed at

Ms Moyo empowering women and youths through support to cooperatives. Ms Moyo also said the district was receiving unprecedented infrastructure development which has seen the PF government constructing new health facilities and upgrading the existing ones. She said the construction of the Kalindawalo General Hospital was a positive milestone in an effort by President Edgar Lungu and his government to provide better health services to the people. Meanwhile, Mr Mutale assured the people of Petauke and Eastern Province in general that the ruling party was going to continue delivering on its campaign promises. He said this can only be possible if the people of the east vote for President Lungu in large numbers.

By SILUMESI MALUMO WE have intensified talks with the Angolan government for the construction of the oil pipeline, Minister of Energy Mathew Nkhuwa has said. And the minister said Government is constructing depots in some parts of the country to increase fuel storage capacity. Mr Nkhuwa said the Zambian government feels that if the oil pipeline was actualised it would help the country to stock enough fuel. He said that this project would be able to cushion the fuel shortages which the country experiences. The minister indicated that the commodity would be able to come in the country on time and the crisis would be a thing of the past. Mr Nkhuwa said Government would ensure that the talks with the Angolan government were concluded on time so that the construction of the pipeline commenced. “Currently we are talking to the Angolan government on the need to put up the oil pipeline, this will be critical to the country

Mr Nkhuwa because we shall be able to have enough fuel. If this project come to fruition,

shortages, Mr Nkhuwa said. Meanwhile Mr Nkhuwa said Government had embarked on the construction of fuel depots in Lusaka and Eastern provinces. He indicated that the construction the depots would help to cushion the storage deficit the country had. Mr Nkhuwa noted that once the construction of the depots were completed the country would have enough storage capacity. He said that currently the country only had storage capacity which can hold the commodity for only 15 days. “So as government we are trying our best to ensure that this deficit is addressed. As a country we need to have enough storage capacity so that we do not face any fuel shortages,” Mr Nkhuwa said.

Makina confessed killing his wife, court hears By GRACE CHAILE-LESOETSA ARRESTING officer detective inspector Lombe Chulu has told the court that Kenneth Makina admitted to having shot dead his estranged wife because she provoked him. This is in a matter where Makina, 42, a teacher, is facing two counts of murder and acts intending to cause grievous bodily harm. It is alleged that on February 28, 2019, Makina murdered his wife Charity Jikubi, a police officer and with intent to maim, destroy, or disable, caused grievous bodily harm to Mr Eustone Kapotwe, his landlord, by shooting him in his right thigh. Testifying before High Court Judge Pixie

Yangailo, yesterday, Chulu told the court that on that fateful day around 08:15 hours in the morning, Makina did report himself at Woodlands police station. He said the accused reported that he had shot his wife, Ms Jikubi. “I interviewed Makina who narrated that his former wife had gone to his house to collect a wardrobe on that morning and it was during that time that they engaged in a quarrel. It was then that he went into the house and got the gun and started firing at his wife. “In that process of firing, the landlord tried to intervene and was shot at on the leg where he sustained a bullet gun shot wound,” he told the court. The witness said Makina led him to the scene of the event at his home in

Woodlands where four empty cartridges where picked up. Mr Chulu said the postmortem conducted at University Teaching Hospital on February 25 indicated that Ms Jikubi died from gun shot wounds. “She had two bullet wounds, one entering on the right shoulder penetrating to the left chin while the other entered through the right abdominal and the bullet got stuck in the stomach,” he said. Mr Chulu said Makina presented a 9mm pistol with one round of ammunition. He said in three involuntarily replies Makina admitted to have shot his wife because he was provoked. Ms Justice Yangailo adjourned the matter to November 16 for continued trial.

Millers buy 70% targeted tonnes of maize

MILLERS have purchased about 70 percent of their targeted metric tonnes of maize during this marketing season, Millers Association of Zambia (MAZ) has said. MAZ president Andrew Chintala assured consumers that there would be stable supply of mealie meal now that millers had purchased enough maize during this maize season. Mr Chintala said from the beginning of the market season to date, the millers had managed to mobilise about 70 percent of the targeted metric tonnes of maize. The millers have resorted to buy about 1.8 million metric tonnes of maize during this marketing season. The association president said he was impressed that millers had made reasonable purchase which would enable to stabilise the supply of mealie meal across the country. He assured the nation that there would be no shortage of mealie meal because milers would have enough stock for production. “What I can say is that millers are on the ground and they have made

Dr Chanda said the chiefdoms expected to benefit were Lumpuma, Fungulwe, Nkana, Shimukunami, Shibuchinga and Mukutuma in Lufwanyama. Others were Malembeka, Kalunkumya, Lesa Ndubeni, Machiya and Mwinuna will benefit from Mpongwe while Mushili, Nkambo and Chiwala chiefdoms will benefit from Masaiti.

Right now we are compiling whatever the millers have purchased so that we can know what is in the stock, but I can confirm to you and to the nation that we have reached about 70 percent from the beginning of market season to date,” he said. Mr Chintala further said that even when the marketing season come to an end, millers would continue to be on the market in order to mop up more grain.

Disappointed youth speaks out Dear Editor I AM a very disappointed youth following the fall of Bill 10 because that was our only hope of ensuring that we have guarantees seats as youth. Unfortunately the educated ignorant leaders denied us this opportunity. It is even difficult to grasp what some of our leaders really want or if they are capable of thinking on their own. How do you as an elected MP allow yourself to be dictated to by a tyrannicaly leader who has never won an election? This was our chance to have a voice in government so that our views as young people are heard and respected. Now we have been taken back several steps. This is sad and someone will pay for this. We will not forget. 2021 is coming. Brace yourselves TINAH MUKUKA MUTALE.

Sad loss of life Dear Editor I WAS very sad and shocked to learn of the death of Dr Tasila Tembo. God have mercy on whoever is responsible for her murder. That was the most cruel thing a person could do. The doctor’s body was decapitated with the head severed, according to reports. How can a normal human being do such a thing? What kind of rage drives one to such levels. This is clearly a lost soul, and someone who needs serious prayers. He shall know no peace and the spirit will haunt him. This is what we need the Christian theme to be enshrined clearly in the constitution. Let the devil know that this nation is protected from all evil. CHRIS CHANGWREZA. Lusaka.

FIFA meeting postponed again

MAN CITY 'IDENTIFY' PATSON DAKA AS AGUERO REPLACEMENT MANCHESTER City have reportedly instructed scouts to monitor RB Salzburg striker Patson Daka as a potential replacement for Sergio Aguero. Aguero's contract is set to expire at the end of the season, with any extension yet to be agreed, and City might face the prospect of needing another senior striker to replace their all-time record goal scorer this summer. The likes of Erling Haaland and Kylian Mbappe have been linked as long-term replacements for Aguero, but now it's reported that Haaland's replacement at RB Salzburg, Daka, is also interesting City. City have been alerted to the form of 22-year-old Daka, who scored 27 goals in all competitions last season, taking on the responsibility after Haaland joined Borussia Dortmund in January. This season, Daka has already scored 12 goals in 11 appearances. The report adds around 20 other clubs in Europe are tracking Daka, but City are keen to sign at least one striker next summer, regardless of whether Aguero extends his contract. - Manchestereveningnews

By SPORTS REPORTER

THE much anticipated FIFA meeting between the Football Association of Zambia (FAZ) and aggrieved parties in the electoral process has been postponed to next week. In statement issued by FAZ Communications Manager Sydney Mungala, FAZ General Secretary Adrian Kashala says the virtual meeting which was slated for September 1 before it was pushed to October 30 but failed to take place again has been rescheduled to next Tuesday subject to FIFA confirming the communication. “FIFA who are the conveners of the meeting have indicated that the meeting will take place next week. We were unable to proceed with the meeting on Friday as we received credentials from the aggrieved parties less than 24 hours to the commencement of the meeting. FAZ forwarded the credentials to FIFA but they were too late to fall within schedule,” Kashala said. “FIFA could not proceed with all the requisite formalities prior to the commencement of the meeting and therefore postponed it.” Kashala adds: “FIFA will formally communicate to all the parties involved on the details for the next meeting.” Meanwhile, Kashala has thanked the Minister of Sports Emmanuel Mulenga and the National Sports Council chairperson Patrick Mutimushi for having been ready to proceed with the meeting on both occasions it has failed to take off. FIFA had asked all the parties to provide credentials to the zoom meeting prior to the date of the caucus that was set to resolve all the wrangles revolving around electoral disputes in the Zambian game. FAZ and the aggrieved parties signed a truce on July 10, 2020 that culminated into a consent judgement ceasing all court matters in line with FIFA barring resolving football matters via courts of law. Mulenga presided over the ceasefire that paved the way for a FIFA electoral dispute resolution.

NKANA LOST IN FOREST …as title defence starts on losing note By MICHAEL MIYOBA

M

TN/FAZ Super Division champions Nkana Football Club began their title defence on a shaky note after losing 2-0 to Forest Rangers in a week one fixture played yesterday at Levy Mwanawasa Stadium in Ndola. Two first half goals from striker Zikiru Adams and Webster Muzaza handed the Tenant Chilumba-drilled Forest Rangers maximum points in their first league opener. Adams reacted quickly to tap the rebound into the back of the net from Taonga Bwembya’s sublime free kick

five minutes after kick off. Muzaza doubled Ranger’s advantage a minute before the half hour mark as the first half ended 2-0 in favour of the home team. The second half produced a cagey affair as Rangers held on to triumph against the Kitwe giants whose performance was rated below par by coach Manfred Chabinga. “In the first and second half we did not defend very well. We made defensive blunders and the two central defenders, they did not coordinate like we expected. “The overall performance, we played below par especially in the midfield, we were disjointed,” said the Nkana gaffer after the match.

Meanwhile, in the first fixture of the double header, Buildcon held Lusaka Dynamos to a goalless stalemate. In other Super Division matches played yesterday, ZANACO FC banked their first three points of the season after beating new comers Indeni 2-0 at Sunset Stadium in Lusaka. A penalty from striker Rodger Kola and a 65th minute goal from Moses Phiri handed former ZANACO FC assistant coach Dabid Chilufya who is now with Indeni as the head coach his first Super Division defeat. At Godfrey Chitalu Stadium in Kabwe, Anos Tembo’s fourth minute goal was enough to gift Green Eagles a win away from home after

beating Kabwe Warriors 1-0. Lumwana Radiants held Nkwazi 1-1 thanks to Julius Situmbeko’s goal which cancelled out Pride Mwansa’s goal in the 27th minute as the two teams shared the spoils while Green Buffaloes and Red Arrows also recorded a barren draw in Lusaka. In today’s league action, NAPSA Stars host Zesco United at Woodlands Stadium while new comers Young Green Eagles begin their Super Division campaign with a tie against Power Dynamos at Arthur Davies Stadium in Kitwe.

SHRINE BUST…GIRLFRIEND PUMMELLED BY SENATOR’S WIFE AN MDC-A senator from the Midlands had to dig deep and summon his athletic skills to survive a bashing after his wife caught him with his baby mama consulting at a prophet’s shrine. The troubled senator had approached Prophet Black Elisha to sort out his sexual organ which was ‘taking a nap’ every time he wanted to sleep with his wife. While the troubled senator was pouring his heart out on how the problem started, his wife shockingly arrived at the shrine. An insider who saw the whole mini-drama which lasted for almost 10 minutes told B-Metro that the fuming wife charged at her husband who was engrossed in the consultation with the prophet.

“The senator was caught unawares. He panicked when his wife pounced on him. She shouted obscenities at him (husband). He tried to calm her down but his wife would not accept any of his pleas as she bashed him. “Seeing that things had turned for the worst the senator was left with no choice but to show a clean pair of heels leaving his baby mama at the mercy of the marauding woman who pummelled her,” said the privy source. The prophet’s aides, the source said, had to intervene to save her from further beating. “They whisked her away. The senator’s wife left in a huff,” said the source. The senator grovelled at the B-

Metro, begging the publication not to run the story. “My brother my marriage has been plunged into a sad chapter because someone locked my jewels and I had gone there to unlock it. But unfortunately someone tipped my wife and she caught me there,” he said. He added: “Please kindly drop the story my brother because it has a potential of ruining my political reputation and social standing. I can do anything you want, please my brother . . . kindly drop the story.” Prophet Black Elisha said: “I cannot comment on what happened. You better phone the concerned senator,” he said before terminating the call.

A source said after B-Metro recently carried a story of an MP who bayed for his girlfriend’s blood after it emerged that she locked him, a number of legislators and political figures lined up to seek the services of the prophet. The baby mama said: “We have a child together and we went there to consult for my business and to sort out his manhood which he told me never rises to the occasion whenever he wants to sleep with his wife. ‘I’m bitter because his wife beat me for no reason and I’m not the one who caused problems in their marriage. What she does not know is that her husband confides a lot of things to me and we have been together for seven years,” she said. - B METRO

Wife demands fuel as a maintenance A COURT gallery was left speechless after a Mutare woman demanded 160 litres of fuel as part of her nine-year-old son’s monthly maintenance. Victoria Manyange said her Mercedes Benz needs two full tanks for the whole month. She told the court that while she was still living with Mirai Manyange, he would always fuel her car. Victoria also claimed that her estranged husband was a co-owner at a fuel station in Marondera. “We are used to a luxurious life and we are entitled to that kind of life regardless of the fact that we are no longer together. Our lifestyle should not change,” she said. “I used to get more than two full tanks a month from him. I am being lenient with him,” she said. Asked if she could prove

that Mirai is the co-owner of a fuel station, Victoria claimed that Mirai is a silent partner in the company and therefore it would be difficult to prove. “All I know is that the fuel station is his property. However, he is a silent partner and the company papers do not mention his name. Maybe he was trying to evade paying maintenance by deliberately having his name omitted in the company registration papers,” she said.

However, Mirai denied owning a fuel station. He said he was employed by his friend as a manager at the said Marondera service station. “I started working at that fuel station way back. She knows that. If I owned the company, why would I have removed my name from the company registration papers?” he said. Mirai went on to state that Victoria’s ‘‘obsession’’ with an extravagant lifestyle is the reason for their sepa-

ration. He told the court that he could afford paying US$100 monthly for the maintenance of his son, an amount which was granted by the court. In her initial maintenance application, Victoria had demanded US$600 as monthly maintenance for her son. She said some of the money will be used for WiFi, DStv subscription and her son’s swimming and tennis sessions. - NEHANDA RADIO

Father on the run after brutal attack on son POLICE in Mashonaland East have launched a manhunt for a Marondera man who brutally assaulted his 12-year-old son with a switch for leaving the family garden at Rusternburd Farm, unattended. A switch is a thin branch cut from a tree. The boy sustained severe injuries, which resemble serious burns on both legs. Nhamo Katsukunya allegedly went into hiding after he realised that he had left his son in a critical condition. When The Herald visited Emmanuel Katsukunya at Marondera Provincial Hospital where he is admitted, the boy was writhing in agony as he nursed the wounds. His mother, Tryness Thomas, cut a distraught figure as she tried to come to terms with the horror attack. She is failing to buy medi-

cation and she is afraid to go home as rumour had it that her husband was threatening to kill her. “Emmanuel was at our garden when his friend asked to be accompanied to the grazing area to look for lost cattle,” said Ms Thomas. “Emmanuel agreed and left the garden unattended. “The father went to check on Emmanuel at the garden and saw that he had

left the garden unattended. He then went to the grazing area to look for the boy and when Emmanuel saw his father approaching the grazing area, he knew he was in trouble and immediately returned to the garden. “Upon arrival, he saw his father waiting for him with 10 switches which he used to brutally assault him.” Ms Thomas said when her husband told her that he had

disciplined Emmanuel, she took it lightly, but later learnt that the boy had been badly injured. “Emmanuel refused to have dinner that night and went to sleep,” she said. “The next morning, I discovered that the child could not stand on his feet. When the father commanded him to stand up, he fell on his back. “My husband realised Emmanuel’s condition was bad and he immediately fled from the scene and went into hiding.” Ms Thomas said she sought help from local health personnel who then reported the matter to police who failed to locate the father. National police spokesperson Assistant Commissioner Paul Nyathi said the boy had been left almost paralysed. - NEHANDA RADIO

Malaysian ex-PM Mahathir says Muslims ‘have right to kill French’

MALAYSIA’s former prime minister Mahathir Mohamad said Thursday that Muslims had a right “to kill millions of French people”, shortly after a knife-wielding man launched a deadly attack in Nice. Three people were killed at a church in the southern French city, with the attacker slitting the throat of at least one of them, in what authorities were treating as the latest jihadist attack to rock the country. Shortly afterwards, Mahathir — who was prime minister of Muslim-majority Malaysia until his government collapsed in February — launched an extraordinary outburst on Twitter. Referring to the beheading of a French teacher who showed pupils cartoons of the Prophet Mohammed, Mahathir said he did not approve of that attack but that freedom of expression does not include “insulting other people”. “Irrespective of the religion professed, angry people kill,” said the outspoken 95-year-old, who has in the past drawn controversy for remarks attacking Jews and the LGBT community. “The French in the course of their history has killed millions of people. Many were Muslims. Muslims have a right to be angry and to kill millions of French people for the massacres of the past.” Mahathir, who served as Malaysian premier twice for a total of 24 years, said that French President Emmanuel Macron was “not showing that he is civilised”, adding he was “very primitive”. “The French should teach their people to respect other people’s feelings. Since you have blamed all Muslims and the Muslims’ religion for what was done by one angry person, the Muslims have a right to punish the French. “The boycott cannot compensate the wrongs committed by the French all these years.” He made no direct reference to the Nice attack. The beheading of the teacher, Samuel Paty, prompted Macron to promise a crackdown on Islamic extremism. But the move has inflamed tensions, with protests against France erupting in several Muslim countries, with some urging a boycott of French goods. - NEHANDA RADIO

Up-close with Psalmist Pauline

By TERENCE MISELO

PSALMIST Pauline Mulenga Singogo is a gospel artiste, songwriter and a golden award winner boA. Raised in Zambia, but currently living in United Kingdom Gloucestershire. Psalmist Pauline is married and has two children who are very much involved in her music. For this reason, Pauline has dedicated her life to singing and praising the Lord. She says she will use her tongue to be the pen of a ready writer and what the Father gives to her. She promises to only want to be His breath and glorify His name. She takes us into her life through this interview. WHAT ELSE DO YOU DO APART FROM MUSIC? I’m a nurse by profession, business owner for Avineyard Care Solution Ltd and a care service manager. I’m a born again Christian and l love the Lord. WHEN DID YOU START MUSIC? The calling to sing started when I was very young but became more evident when I got saved in 1987. I love singing and

l have always sang since I was a child. I currently sing as lead vocalist in choirs, as soloist, at weddings and special occasions. In 2006, l sang at my local church as worship leader. It was during this period that my music calling was made more evident God wanted me to serve him as a full time worshipper. WHAT MUSIC HAVE YOU DONE SO FAR ? I have since recorded 3 singles and one debut album ‘Grace Alone’. The first single was released in September 2017 'Grace Alone' then second single 'Patiently' was released in February 2018. The song Patiently won the Golden award last year in Boston USA under the best song of the year in diaspora. My first Album ‘Grace Alone’ was first launched in Birmingham on 15th September 2018 and has sold over 5000 copies plus 2k online downloads. The 4th single was released this year 2020 during COVID-19 lockdown as a special testimony of God's goodness and faithfulness in the midst of troubles and uncertainty. TELL US ABOUT YOUR ALBUM The title of this album ‘Grace Alone' is my testimony of God's

commission to become a recording artiste and minister of the gospel to win souls through music. God has been the author of my music and sometimes He gives me music in my dreams when asleep and sometimes in the quietness of my spirit. This may sound easy but the flesh is always fighting with the spirit and it requires discipline to wake up and write what God gives me to sing. It took me a long to realise who l was and my purpose on earth until in God’s fullness of time made me what I am today, to Him be Glory forever.

TELL US ABOUT YOUR SPIRITUAL GROWTH Personally, I was waiting for my own ‘right time’ to perfect myself in terms of physical, spiritual and financial stability, God said to me, that He has called me to this ministry therefore, His Grace is sufficient for me, I don’t have to wait for a perfect time because He who began the good work in me, will be faithful to complete it in the fullness of time and now is the time to do God's will. He who called me will perfect my way. God has lined up people to help me, all I need is to trust and obey Him every step of the way because God will supply all my

needs according to His riches in glory. Ever since I submitted to his will, everything began to unfold and things just fell into place. In 2019, my album Grace Alone was nominated as best worship album at Maranatha awards held in Nairobi. I'm forever a debtor to Grace Alone. WHAT'S YOUR CONCLUSION? In conclusion, I want to say thank you to my music mentor Prince Keddy the Prince of Africa and the ambassador of Copperline University who has been there to guide me in my music life. I believe he is a God sent. My aspiration is to spread the gospel of Jesus through my music and win souls for Christ through my voice, this is God’s desire in my life. Please find links to my music but you can get copies or download from Youtube and all music channels including Amazon Music and ITUNES or contact my music mentor Prince Keddy for hard copies. Beyoncé ’understood her power’ when she became a mom BEYONCÉ "understood her power" when she became a mom. The “Lemonade” singer - who has Blue Ivy, eight, and three-year-old twins Rumi and Sir, with her husband Jay Z - admits motherhood has been her "biggest inspiration" and she wants her children to grow up feeling "truly seen and valued". She said: "Something cracked open inside of me right after giving birth to my first daughter. From that point on, I truly understood my power, and motherhood has been my biggest inspiration. “It became my mission to make sure she lived in a world where she feels truly seen and valued. “I was also deeply inspired by my trip to South Africa with my family. And, after having my son, Sir Carter, I felt it was important to uplift and praise our boys and to assure that they grow up with enough films, children’s books and music that promote emotional intelligence, self-value and our rich history. That’s why the film is dedicated to him." Beyonce "understood her power" when she became a mom. And the 39-year-old singer admits that 2020 has been tough but she has thoroughly enjoyed being able to spend time with her family as she has been putting out projects "non-stop" since she joined the music industry when she was just 15-years-old. Asked in the December issue of British Vogue magazine if she feels the last year has changed her, she added: "Absolutely changed. It would be difficult to experience life in a pandemic and the current social unrest and not be changed. I have learnt that my voice is clearer when I am still. - IOL

LTHOUGH wild dogs were once found throughout Africa, they have now disappeared from most of their geographic range, with recent estimates suggesting that they have lost nearly 90 percent of their habitat.

Zambia is one of only six countries that still support viable populations of the African wild dog, with the Luangwa ecosystem estimated to have the largest population of dogs in the country followed by the Kafue ecosystem. We spoke with Thandiwe Mweetwa, a Senior Ecologist and Community Educator at the Zambian Carnivore Programme to understand the benefits that wild dogs bring and the challenges the species faces. One of the benefits of having wildlife, especially large carnivores, is that they attract tourists. Zambia’s South Luangwa National Park has earned itself a reputation as one of Africa’s foremost wildlife viewing destinations, with wild dogs being one of the “must see” species for many tourists. “When we think of charismatic megafauna, what comes to our minds is usually lions, leopards, elephants and rhinos but dogs are quickly rising to become a profile species that many tourists want to see and Zambia is quickly gaining the reputation of being one of the few landscapes where you have a strong chance of seeing them,” says Thandiwe. Aside from tourism, wild dogs also have immense ecological value. “Dogs are among the five species of large carnivores that exist in Zambia, so they play a unique role in influencing ecosystem structure and function”, says Thandiwe. Wild dogs and other predators are critical in maintaining healthy ecosystems as they remove vulnerable prey, such as the old, injured and sick, leaving more food for the survival and success of healthy prey animals. They also help slow down the spread of diseases by controlling the size of prey populations. Thandiwe identified a number of challenges facing wild dogs in the Luangwa ecosystem, many of which result from human activities. “One of the key issues affecting wild dogs here has to do with the illegal bushmeat trade.” The illegal bushmeat

“When we think of charismatic megafauna, what comes to our minds is usually lions, leopards, elephants and rhinos but dogs are quickly rising to become a profile species that many tourists want to see and Zambia is quickly gaining the reputation of being one of the few landscapes where you have a strong chance of seeing them,”

Thandi

trade is a major threat to the survival of wild dogs and other large carnivores in Zambia for two reasons. The first is loss of prey base due to rampant poaching to sustain demand for illegal bushmeat. Over the years, poachers have hunted prey species like impalas, which are an important food source for wild dogs, to near extinction, leaving wild dogs without food. And as their prey base rapidly declines, wild dogs are finding it difficult to sustain themselves in large numbers. The second threat that comes from the illegal bushmeat trade is indirect by-

up to 20km per day, which increases their likelihood of being caught in a wire snare. “Dogs are also vulnerable to snaring because they usually move between the national park and surrounding game management areas, where most wire snares are set”, says Thandiwe. Apart from threats arising from the illegal bushmeat trade, the African wild dog has also been a victim of false myths. “Historically, dogs have been persecuted in many places because of the false perception that they are vicious killers.” While African wild dogs are excellent hunters and often take down prey larger than themselves, they are not known to attack humans.

The International Union for Conservation of Nature reports that the population level of African wild dogs is in a likely irreversible decline, making them one of the most endangered predators on the African continent. The Zambian Carnivore Programme has been championing the conservation of Zambia’s large carnivores and the ecosystems they reside in through the use of scientific data such as population dynamics and DNA sampling to ascertain threats as well as to identify possible interventions. ZCP also works with local communities through awareness activities that aim to dispel dangerous myths about carnivores as well as to educate the community on how to coexist with carnivores, including the charismatic African wild dog. While the population of African wild dogs is on the decline in many countries, Zambia still has sizable numbers. This is the right time for us to put in place measures that will ensure the species not only survives but flourishes. The pioneering work done by the Zambian Carnivore Programme and its partners the Department of National Parks and Wildlife and Conservation South Luangwa is commendable and this is a fight we must all join.
