ACADEMIC DEBATE WE are not surprised at the stance adopted by the United Party for National Development (UPND) in connection with the eligibility of President Edgar Lungu to stand in the 2021 Presidential and general election. The UPND says it will not accept that President Lungu is eligible to contest next year’s presidential election because the Constitutional Court did not mention his name during its judgement. We feel the UPND new posture is merely trying to shift the goal posts in trying to justify its position when it should be looking at the ConCourt’s ruling in its entity. We fail to understand their argument that the ConCourt verdict did not refer to President Lungu’s eligibility for the whole case centred on whether he could stand for another term of President. It had to determine whether he had served two terms or not. According to the UPND spokesperson, Mr Charles Kakoma, the party would not accept that President Lungu was eligible to contest the 2021 general elections because the ruling did not mention his name. No wonder that New Congress Party (NCP) president Peter Chanda has expressed surprise that the UPND could claim the ConCourt ruling did not mention President Lungu’s name when the petition was all about his eligibility. Pastor Chanda who was among the petitioners explained that he together with other political party leaders petitioned the ConCourt to determine whether President Lungu could stand in the 2021 elections because the matter was of public interest which brought lingering political debates. We believe that the UPND is bringing out is an academic exercise because the petitioners specifically took the matter to court for an interpretation on whether President Lungu was eligible to stand for the 2021 elections. This was on the basis of a raging debate regarding the thorny issue of whether President Lungu, having finished late President Michael Sata’s term, and having stood in 2016 had served two terms. “It’s really funny that the UPND can now turn round and say they cannot accept President Lungu’s eligibility because his name wasn’t mentioned in the ruling when we petitioned the ConCourt to determine whether President Lungu could stand in the 2021 elections. That’s hypocrisy of the highest order.” Pastor Chanda said the ConCourt judgement referred to President Lungu’s eligibility and not to another matter or person. As Patriotic Front Chief Whip Brian Mundubile noted last week. the people who had petitioned over the eligibility matter, wanting to know whether President Lungu had served more than one term had gotten a ruling from the court over what constitutes a term of office, which dealt with the matter decisively, stating that the President was indeed eligible to stand in 2021 because he had served only one term. The bone of contention has been how to interpret President Lungu’s tenure of office after the death of his predecessor, Michael Sata leading to the 2016 elections. Said the ConCourt: “It therefore, follows that in the current case, the term served which sits astride the pre and post 2016 constitutional amendments and having looked at the intention of the Legislature as we have done, and the holistic approach we have taken in interpreting Article 106 of the Constitution in its entirety, our answer to the question that we have rephrased is that the Presidential term of office that ran from 25th January, 2015 to 13th September, 2016 and straddled two constitutional regimes cannot be considered as a full term. “As regards the second question posed in the amended originating Summons, which is whether the incumbent President is eligible for election as president in the 2021 presidential election, our view is that, in light of the position that we have taken as regards the first question posed in the amended Originating Summons, the second question has become otiose and we shall not consider it.” In this instance, we are left to wonder who the “incumbent President” is that the ConCourt referred to after explaining the period pertaining Mr Sata’s death 15 months before his full term and Mr Lungu’s ascendancy to the President. Was it not President Lungu who was in office when the ConCourt made its judgement? May be the UPND had another person serving as Republican President at that period.

HE sudden fuel shortage that hit some parts of the Copperbelt and North-Western provinces following the truck drivers’ strike in protest over poor conditions of service, which the government said cost millions daily in terms of compensation to police and military escorts engaged in providing security to non-striking truck drivers who defied their picketing-counterparts’ directives was undoubtedly politically-motivated. The disputed truck drivers’ strike almost paralysed the economic activities in the two provinces for days, forcing Transport Minister Mutotwe Kafwaya to angrily allege that the strike by truck drivers on the Copperbelt and in North-Western provinces was covertly sponsored by the UPND president Hakainde Hichilema and was meant to sabotage the economy in his undeniable quest of creating a fertile ground for regime change. Purposely and unpurposely, UPND-friendly media outlets were focused on reporting that Zambian truck drivers were denied a standardised minimum mileage wage for each hour spent driving long distances on transnational and local routes together with other related conditions of service provided by foreign-based trucking company owners. Additionally, the US$1.5 billion Tanzanian plan to build a new refined petroleum TAZAMA pipeline with Zambia hastened political debates and arguments for days by political players in both countries since its 2019 initial proposal – and the sudden fuel shortage that hit some parts of our country didn’t help matters as the project was to be co-executed by both countries. In the midst of all this commotion, a million questions were being asked, yet no one seemed to reach a conclusion about what other method of transporting refined petroleum in the sub-region was truly safest and economically viable – or if Zambian truck drivers were just stuck between a rock and a hard place – between Zambia’s Oil Marketing Companies (OMCs)
seemingly entrenched in contracting foreign trucking companies and a myriad of foreign-based trucking company owners seemingly entrenched in subjecting truck drivers to harsh working conditions and low wages. So who can we blame for the recent fuel shortage that hit some parts of the Copperbelt and North-Western provinces? What alternatives do locally-based OMCs have? What was behind the recent fuel shortage? And what about enhancing the country’s strategic reserve storage capacity – is it the answer to the recent fuel shortage crisis?

Shorter Transit Times – Transporting crude/refined petroleum via train has a fairly short transit time. Shipping fuel from Dar es Salaam to Ndola would only take six to seven days.
Some say the solution to this problem is to transport across the sub-regional borders refined petroleum via pipelines or trains, while others believe it is a matter of enforcing labour regulations and compelling trucking company owners’ compliance. The answer is simply not simple. In light of this, a few energy analysts gathered some facts on pipelines versus trains to lay out this issue in a clearer fashion. While the US$1.5 billion refined petroleum project for TAZAMA pipeline was being considered in both countries, some energy analysts opined that shipping refined petroleum by TAZARA initially, was a more flexible and feasible option whose advantages over the proposed TAZAMA pipeline should not be overlooked. Besides this proposed TAZAMA project, construction

This would allow for flexibility to adapt to the ebbs and flows in the business of transporting crude oil and refined petroleum.The boom in energy and mining production in the SADC sub-region has caused major shifts in crude oil and refined petroleum transportation industry. To meet the needs of moving crude from its source to the refineries that process it and get it out to consumers, there have to be efficient methods to get the job done. Pipelines are safe, energy efficient, and convenient. Transporting fuel by railway can be an inexpensive technique that takes a short time to set up; it offers minimal transit time, has readily available fleet resources, and responds quickly to the market fluctuations. Each of these transport methods has its own unique advantages and applications.

UPND: CONCOURT DIDN’T CLEAR LUNGU From Page 1 UPND spokesperson Charles Kakoma has insisted that President Lungu was not eligible to contest the 2021 general elections. Mr Kakoma was reacting to a statement by president of the Constitutional Court Justice Hilda Chibomba that the court had already made judgement on President Lungu’s eligibility which could be accessed as it was in public domain. This was after the Daily Nation wrote to the Constitutional Court, seeking “much clearer” interpretation of its judgement on the eligibility of President Lungu to stand in the 2021 Presidential and general elections. In a statement issued by registrar Dorcas Malama, Justice Chibomba urged Zambians to read the judgement on the head of State’s eligibility to stand in 2021 because the matter was conclusively disposed-of. “As regards the judgement that you have made reference to in your letter, kindly be advised that the same was delivered by the court and it can be easily accessed as it is in public domain. I can only urge you to read it,” Justice Chibomba said. But Mr Kakoma said the UPND would not accept that President Lungu was eligible to contest the 2021 general elections because the ruling did not mention his name. In an interview, Mr Kakoma said contrary to what Justice Chibomba stated, the UPND believed that the Constitutional
Court did not rule that President Lungu was eligible. He said the ruling of the presidential term of office had nothing to do with President Lungu’s eligibility as an individual. “Unless the Constitutional Court ruling is changing its position, what we know as UPND is that the Constitutional Court ruling in the case of Danny Pule and others did not rule of President Lungu's eligibility. “What we know as UPND is that the court just interpreted what a term of office means and did not mention President Lungu's name,” Mr Kakoma said. He added, "It is true that President Lungu has been sworn in twice and has been elected twice therefore he is not eligible.” Mr Kakoma said it would take another ruling to declare Mr Lungu eligible to run in next year's elections. YALI Governance advisor Isaac Mwanza said Senior Chief Mukuni cannot be said to be speaking for his people and the people of Zambia who look forward to have an empowered Electoral Commission of Zambia (ECZ) which is capable of delivering free and fair elections in 2021. Mr Mwanza said “What Senior Chief Mukuni must know is that once the ECZ is not adequately funded or is funded with strings attached from the international community, he will be the first one to cry foul when it shows some incapacity and inefficiency to deliver electoral results. “We are saddened with the statement given by Senior Chief Mukuni of the Toka Leya calling for the donor community to withhold funding to the Electoral Commission of Zambia. What Senior Chief Mukuni and his erstwhile colleagues are looking forward to is to have a commission that will fail to deliver better results so they can have an excuse to mount a violent campaign against the government. “Senior Chief Mukuni is also looking forward to a situation where the ECZ must become under the direction and control of foreigners who will give stringent conditions. On its own, this will weaken the autonomy of the ECZ
Senior Chief Mukuni and it will be the senior chief and his opposition business partner who will be the first one to cry against loss of autonomy,” he said. In an interview yesterday, Mr Mwanza reminded the traditional leader that his own poor people in his chiefdom were looking forward to exercise their democratic rights to vote and to have their vote count in 2021. He said the fact that Senior Chief Mukuni had neglected his people in his pursuit for wealth and expensive cars does not mean his people would want to have difficulties in exercising their right to vote next year.
Mr Mwanza asked Senior Chief Mukuni to sober up and begin to look at the bigger picture which would help Zambia's democratic process because being an anarchist would not help deliver a credible 2021 election. Senior Chief Mukuni in his statement demanded that the donor community withholds funding to the ECZ until it adhered to benchmarks that would deliver a credible election next year. Senior Chief Mukuni was concerned that unless stringent conditions were laid out to ensure that the ECZ adhered to specific benchmarks that guarantee delivery of credible elections, the efforts of the donor community would be a wasted effort. He demanded that the ECZ should not discard the current voter register, work with the Ministry of Home Affairs in the issuance of National Registration Cards and bring to an end hate speech and political violence. Last month, the United Nations Development Programme and its cooperating partners among them European Union, USAID and Germany in collaboration with ECZ launched the “Strengthening Democracy in Zambia” project providing financial support to building capacity and strengthen inclusive participation ahead of next year’s poll.

Return to school after delivery, First Lady tips girls FIRST Lady Esther Lungu has urged girls who drop out of school due to pregnancy to return and continue with their education after they give birth. Ms Lungu said this at Kasamanda Primary and Day Secondary School when she met 23 girls who have returned to school after giving birth. Ms Lungu, who ended the Esther Lungu Foundation Trust (ELFT) outreach programme tour of Mambwe on Friday, was elated that the girls have decided to go back to school. The mining firm’s global exploration director Mike Christie said they would continue their operations in Zambia and cooperate with the government, local communities and all stakeholders under a winwin strategy. POLICE have not taken up the matter involving 19 councillors from Lusaka and Kitwe councils linked to illegal land allocation as a formal complaint has not been lodged, Police Assistant Public Relations Officer, Godfrey Chilabi has said. Mr Chilabi said police could only take up the matter after getting the complaint and liaising with other bodies involved. "As Zambia Police we have not taken up the matter because we are yet to receive a formal complaint," Mr Chilabi said. Meanwhile, Drug Enforcement Commission public relations officer, Theresa Katongo, said they had no information on the matter. Last week, Local Government Minister, Charles Banda, announced that the probe into illegal land deals involving councillors in Kitwe and Lusaka had been concluded. The minister indicated that a report of the investigations showed that 19 councillors were suspected to have engaged in illegalities and that they would soon be handed over to law enforcement agencies.

PF Eastern Province chairperson Andrew Lubusha said in an interview that Zambians would never entertain evil that can bring chaos in the country. Mr Lubusha was reacting to sentiments by UPND

Government to Joe repair damaged bridges in Lundazi W GOVERNMENT has mobilised resources to repair the Lundazi and Msuzi bridges in Lundazi that were damaged during the last rainy season. Ministry of Housing and Infrastructure Development Permanent Secretary Danny Mfune confirmed that the contractor is already on site and works are expected to begin in the next two weeks. Mr Mfune disclosed that works seem to have delayed because they are considered as emergency hence require to be done as design and build. Speaking after he inspected the Chipata-Lundazi road, Lundazi and Msuzi bridges on Friday, Mr Mfune said that the procurement process was already done and the designs have been approved, thus works are expected to start progressing. "You may be aware that we had this problem in February this year and immediately it happened we did the procurement process and engaged a contractor. Between April and May, the contractor mobilised on site, but being the nature of the works that they are, these are emergency works, they are being done as design and build. “So what has delayed a bit is due to coming up with the design, but I can now confirm that the design has been finalised and reviewed and has been issued to the contractor, we expect the works to make progress," Mr Mfune said. Meanwhile, consulting company Bicon Zambia representative Longwe Sakani assured quality works so that there is no re-occurrence of the bridges being washed away. Mr Sakani said the contractor, Shachitari Contractors Limited will deliver a complete project within seven months. “We intend to have the whole project completed in a period of seven months, we are putting up a much bigger structure and this should take away all the fears from the people of the bridge collapsing," Mr. Sakani said. The total amount to be spent on the the two bridges including the Chipata-Lundazi road costs K369 million, and is expected to be completed by September next year. – ZANIS.

LANDS Minister Jean Kapata has handed over the land which President Edgar Lungu has given to a Livingstone resident, Mr Emmanuel Chipili who was doing gardening at his backyard. Mr Chipili, thriving garden at his Linda Compound house was brought to the limelight after his works were highlighted by a Zambia National Broadcasting Corporation (ZNBC) news crew. His efforts won President Lungu's admiration and the Head of State decided to give Mr Chipili five hectares to do his farming in a conducive environment. Speaking when she handed over the documents for the land in Livingstone yesterday, Ms Kapata said the land was given to Mr Chipili by President Lungu after recognising his efforts in farming and gardening.
"Being somebody who was doing farming at his backyard, President Lungu saw it fit that land be found for Mr Chipili so that what he was doing in the backyard can be done at a larger scale. He has proved to us as government, to the President that what he was doing is very good," she said. And the President has not just stopped at that, he has given Mr Chipili 40 bags of fertiliser and bags of different seedlings so that he can start as a startup pack this rain season," Ms Kapata said. She also disclosed that the K4, 560 land fees were paid by the Patriotic Front women's league. Receiving the offer letters from the Minister, Mr Chipili thanked President Lungu for the gesture. He said that he did not expect to be recognised by the head of state for the little efforts he has been doing.

Action has been taken against some controlling officers for their role in the misappropriation and/or misapplication of public funds. This is what we need to see from government that the Auditor-General’s Report is being taken seriously and acted upon. T was very shocking for me to hear that there are silent MPs in our parliament who do not debate issues. I was following deliberations from TV just the other day where at some point the deputy Speaker Catherine Namugala explained to Members of Parliament that the reason she allowed debates, if I got her context right, from members via video was because there were some silent MPs in the house who do not debate. Hearing those words from Ms Namugala really shocked me and I am still shocked up to now, as a matter of fact, I am worried and now wondering the calibre of some of these individuals Zambians vote for as MPs. I would have loved if the chair had mentioned those MPs who do not debate issues but just sit and listen to their colleagues so that people know them. Dear honourables who just warm parliamentary benches, and drink water or coffee, I mean you don't even deserve to be called honourables because you are not doing anything in that August house. Please to be honest with
you, I am sure you know yourselves, if you cannot participate in any debates which takes place in the house, kindly take note that you are failures because you are not doing what the people elected you for. As a matter of fact, you are stealing from your electorates because if you cannot debate, the reason you were elected for, what the hell are you doing in that house? How I wish parliament had
a way of punishing such MPs. If anything, I think parliament should not be paying allowances to “silent” MPs because they do not deserve it at all. They are wasting taxpayers’ money period! This is also an eye-opener to the electorates that in 2021, let us scrutinise and check the calibre of these individuals we want to send to parliament as our representatives because if we send people there who just

WE are deeply concerned with the fast pace at which the Zambian Kwacha has been depreciating against major convertible currencies, which is now trading at around K21 to the US Dollar and having breached the K20 psychological barrier barely three weeks ago. This scenario contrasts significantly with the fact that our major forex earner, copper, is trading at an alltime high of about US$7, 000 per metric tonne. One would therefore generally expect an influx of US Dollars in the economy and therefore a significant appreciation of the Kwacha, but this is not the case. The question is; why? Our belief is that the reasons for the Kwacha’s depreciation are several, but all manageable. The first major reason is Government’s failure to formulate and implement a policy that would compel mining companies to remit the gross proceeds of mineral sales back to Zambia and only be allowed to repatriate profits, as and when they are declared. Currently, the scenario is that mining companies externalise the gross proceeds of mineral sales. Consequently, significant economic events such as an increase in copper prices or an increase in the volume of copper exported, do not have any positive bearing on the exchange rate. This situation is totally unacceptable and must immediately be addressed. The Zambian people must ask their Government why it is failing to formulate and implement a policy that would compel mining companies to remit back to Zambia the gross proceeds of mineral sales. Additionally the people have a right to know wether high level corruption has a hand in Government’s
inertia in this regard. Our view is that the second major contributor to the continued fall of the Kwacha against major convertible currencies is the diminishing productive capacity of the economy due primarily to the unstable and unaffordable supply of electricity, which is a key production input. Over the past two years, this country has seen the largest increment in electricity tariffs at the same time that it has seen the most unstable supply of the commodity. This combination of adverse factors has caused our economy’s productive capacity to significantly diminish and several businesses failing and shutting down. To address this problem, it will not be enough to only increase the country’s electricity generation capacity, but there is also need to revise the tariffs downwards so that they can be affordable to an average local business. The argument of seeking to compare our local tariffs to those in the region by first converting them to US Dollars is cyclic, because our continued loss of productive capacity causes the Kwacha to depreciate which makes our electricity tariffs appear to be reasonable in US Dollar terms, when in fact they are not. We believe that the third major contributor to the continued fall of the Kwacha against major currencies is the inadequate leadership at the Bank of Zambia. We therefore call upon the relevant appointing authority to consider beginning to search for a possible replacement at the Bank of Zambia because the current Governor will not take us anywhere. 27-YEAR-OLD peasant farmer will toil for five year in prison following his conviction by the Choma Magistrates Court for stealing four head of cattle belonging to a commercial farmer. Adrian Mwiinga was convicted by Resident Magistrate Ethel Phiri after he pleaded guilty to one count
of stock theft contrary to the Laws of Zambia Particulars of the offence are that Mwiinga on October 21 stole four head of cattle valued at K28, 000 the property of Mr Gavin Ross of Ross Farms. When he appeared for plea, Mwiinga without hesitation admitted the charge read to him compelling the court to enter a plea of guilty. According to the facts stated by Public Prosecutor
‘It was not assault but a fight’ By MULENGA MUSONDA A MAN accused of assaulting two men said in the Choma Magistrates Court that the charge was false as they were all involved in a fight. In this matter, Bigbrain Bubala of Choma has been dragged to court charged with two counts of assault contrary to the Laws of Zambia. Allegations in the first count are that Bubala assaulted Mr Gift Hamani and thereby occasioning him actual bodily harm. In the second count, he is accused of assaulting Mr Maybin Hampongo and also occasioned him actual bodily harm. The incidents are said to have occurred on October 22 in Choma. When he appeared for plea before Resident Magistrate Ethel Phiri, he told the court that a fight broke out and he ought with the complainants. Magistrate Phiri entered pleas of not guilty and adjourned the matter to November 12 for trial. Bubala was remanded in custody.
Catherine Sakala, the suspect was apprehended in Choma’s Mbabala area with the cows after word went round that the animals in question were missing. Despite being remorseful and not wasting the court’s time by admitting the charge, Magistrate Phiri sentenced Mwiinga to five years imprisonment with hard labour, the minimum mandatory sentence for the offence.

With this resolve, the pair on September 18 2020 robbed Mr Peter Simukwanga of his phone. Their misadventure came to light when they appeared before magistrate Nsunge Chanda for plea after being arraigned in court for robbery. Magistrate: Did you rob the complainant? Juvenile: Yes. Magistrate: What time did you rob him? Juvenile: It was between 20 to 21 hours. Magistrate: Why did you rob him? A LUSAKA magistrate is to rule in a case where a 14-year-old boy of Lusaka is accused of defiling a four-year-old girl. This was when the matter came up at the Lusaka magistrate’s court before magistrate Nsunge Chanda for cross examination and continued trial. The boy is alleged to have had carnal knowledge of the girl in 2018. The boy had testified that he visited an aunt to charge his phone and the girl was there with her father. He said he only went
to charge the phone and that he was falsely accused because he did not defile the girl. His mother said she was shocked to hear that her son had been accused of defiling a four-year -old girl. She said she got the news when the father of the girl visited her house and informed her that her son allegedly defiled his daughter. She said she wondered how her son was implicated in the matter when he was home when the alleged offence happened. She said her son told her that he had gone to
the girl’s house to charge his phone and both of her parents were present. She said her son did not defile the girl as alleged.

SOUTH Africa based duo of Augustine Mulenga and Justin Shonga became the first foreign-based players to arrive ahead of Thursday's Cameroon 2022 Africa Cup of Nations Group H qualifier against Botswana at National Heroes Stadium. The duo later joined the under-20 national team preparing for the 2020 Cosafa tournament that runs from December 3-13 in Port Elizabeth. ZESCO Limited has postponed the filling up of the dam reservoir at Kafue Gorge Lower (KGL) project site from Sunday, 8th November 2020 to Tuesday, 10th November 2020. The filling up of the dam is in readiness for the commissioning of the first 150MW machine at the end of November 2020. The filling up of the dam will be flagged off by the Managing Director, Mr. Victor Mulenga Mundende. “The process which will take about five days will require the diversion of water from the Kafue Gorge Upper (KGU) power plant to the KGL dam. ZESCO Limited will restrict generation at the upstream Kafue Gorge Upper Power Station, which will facilitate the closure of the diversion tunnel gates at Kafue Gorge Lower dam by reducing the water dispensing from Kafue Gorge Upper.” As a result of this reduced power generation, the activities of the new dam filling will result in increased load shedding for one (1) day as power generation will be significantly reduced. During the subsequent six (6) days, reduced generation at Kafue Gorge Upper Power Station will be maintained at a level to control the rate of filling up of the new dam. The Nationwide Load Management programme will maintain Level- three of the Weather Induced Power Deficit of 2019 (WIPOD-19), which translates into 8 to 12 hours of load shedding. We call on our customers to support this process as it is meant to mitigate the impact of the weather induced power deficit in the country. The KGL project which is a 750MW flagship project is over 90% complete and is expected to significantly mitigate the power deficit that the country is experiencing once the project is fully commissioned by the first quarter of 2021. T
HE mysterious deaths of four cats, three dogs, cattle and goats has seen a Marange man accusing his older brother of possessing goblins. After living in South Africa for many years, the elder brother in question came back home and opened a grocery shop in Marange. Coincidentally, his younger brother’s livestock and pets started dying under mysterious circumstances from the day the elder brother arrived from SA. The matter was revealed at Mutare Civil Courts when brothers Zondai and Cleopas Chipindirwe appeared before magistrate Ms Notebulgar Muchineripi last week on Monday. Zondai was seeking a protection order against his younger brother Cleopas. But Cleopas was against Zondai’s application. He argued that his brother’s goblins would continue
terrorising his pets and livestock if he got protection from the courts. “He brought goblins from South Africa and now they are killing my livestock. They have already killed my four cats and three dogs. I loved my pets so much. “The goblins are also killing my cattle and goats. I had 34 goats before he came back from South Africa but I am only left with seven goats, a few cattle, no cats and no dogs. The goblins are blood thirsty. At this rate, they will wipe out my livestock soon,” said Cleopas. Cleopas told the court that the prophets that had been consulted by their family had pointed their fingers at Zondai’s goblins. “Pamba pake pakabatwa sandawana, pababa pakabatwa nyanga (Money spinning charms were recovered from his homestead, while a horn was recovered at our father’s homestead.)
“Our father died a long time ago and Zondai inherited the horn. All I want is the destruction of these charms as they are making me poorer by the day, while he is living large,” complained Cleopas.
In his application, Zondai said he has had enough of his younger brother’s accusations. “His livestock has been dying but I am not the one to blame. He summoned some prophets to lead
Man sodomises girlfriend’s son POLICE officers last week caught a Sakubva man sodomising his girlfriend’s 12-year-old son ‘as punishment for consuming his rabbit meat’. Victor Musonza (43) has since been hauled before the Mutare Magistrates’ Court. He is facing aggravated indecent assault charges. Musonza pleaded not guilty when he appeared before Ms Nyasha Kutureo on Thursday. He was denied bail and remanded in custody until November 5 for trial. Mr Brian Goto represented the state. It is the State’s case that on October 20 around midday, Musonza went to his girlfriend’s home and asked the juvenile to roast his rabbit. The boy roasted the meat
but ate it. “At around 8pm the same day, Musonza returned to collect the meat but the minor told him that he had eaten the meat as he had nothing else to eat. “Musonza lost his temper and assaulted the boy with
a wooden plank. He forcemarched the child to his house. On their way there, Musonza bought some beer at a sheeben. “Upon arrival at his house, Musonza dragged the complainant into his wooden cabin and locked
the door from inside,” said Mr Goto. The minor was forced to drink alcohol. Musonza then allegedly sodomised the boy. “As he was doing so, Musonza heard some voices outside and quickly put on his clothes, thereby forgetting to wear his underwear. As it turned out, Constables Matare and Muchiri were investigating a kidnapping case that had been reported by the minor’s mother. They forced the door open and discovered two pairs of underwear on the floor. The minor’s underwear and shorts were soiled with semen. When the police asked what had happened, the minor spilled the beans. Musonza was subsequently arrested. THE MANICA POST
Man dumps family as a result of girlfriend’s powerful love A BULAWAYO man is being accused of abusing and abandoning his family allegedly as a result of his girlfriend’s powerful love. This matter came to light at the Bulawayo Civil Court where Shamiso Table sought a peace order against her husband Bright Table, a student at Bulawayo Polytechnic. She claimed her then faithful husband went wild the moment he started dating another woman who is also a student at Bulawayo Polytechnic. “I am the applicant in this matter and the respondent Bright Table is my husband. I am applying for a protection order against
him because since February 2020, he has been verbally, physically and economically abusing me. “The last incident occurred on 2 October 2020 when he physically assaulted me. He started abusing me the moment he started having an extramarital affair with another woman who is also a student at Bulawayo Polytechnic. He forcibly removed me from our bedroom,” complained Shamiso. She insisted that before her husband engaged in extra-marital affairs, he was a caring and God-fearing man. Bright dismissed his wife’s allegations saying she was the one who was violating
his peace. “I am shocked that the applicant has approached the court with an application premised on blatant falsehoods. I deny that I am physically and verbally or emotionally violating her peace in any manner. “She is the one who has been violating my peace by being physically and emotionally abusive towards me. She is provocative and confrontational. I have on several occasions been subjected to emotional and physical abuse by the applicant. “Sometime this year I arrived home to find all of my clothes thrown outside the house. Prior to that she took my car keys and this has ad-
versely affected me because I use the vehicle for commercial purposes to earn money since I am a student. I am of the view that she made the application as a way of preventing me from demanding my car keys which she has,” he responded. Shamiso, however, insisted that her husband was abusive adding that they purchased the car together with her contributing more money. For the purpose of maintaining peace the presiding magistrate granted a reciprocal order which requires both parties not to verbally and physically abuse each other. - B- METRO

I was fortunate enough to get to interview Mills, Noni Rose as well as Rashad in a recent virtual Zoom press junket. Noni Rose, I had the pleasure of interviewing in person at MIPTV in Cannes a few years ago. It was for “Roots”, which aired on History channel. Her thoughtful responses during this chat blew me away as it did back then. And Mills is not just ador-
able on and off camera, she has that powerful star quality that hints at a spectacular career in showbiz. Rashad, defying gravity with her youthful appearance, continues to exude grace as an industry icon. It doesn’t often happen that you get to engage with three generations of actors from one movie, so I made the most of my time with them. LTHOUGH wild dogs were once found throughout Africa, they have now disappeared from most of their geographic range, with recent estimates suggesting that they have lost nearly 90 percent of their habitat.
Zambia is one of only six countries that still support viable populations of the African wild dog, with the Luangwa ecosystem estimated to have the largest population of dogs in the country followed by the Kafue ecosystem. We spoke with Thandiwe Mweetwa, a Senior Ecologist and Community Educator at the Zambian Carnivore Programme to understand the benefits that wild dogs bring and the challenges the species faces. One of the benefits of having wildlife, especially large carnivores, is that they attract tourists. Zambia’s South Luangwa National Park has earned itself a reputation as one of Africa’s foremost wildlife viewing destinations, with wild dogs being one of the “must see” species for many tourists. “When we think of charismatic megafauna, what comes to our minds is usually lions, leopards, elephants and rhinos but dogs are quickly rising to become a profile species that many tourists want to see and Zambia is quickly gaining the reputation of being one of the few landscapes where you have a strong chance of seeing them,” says Thandiwe. Aside from tourism, wild dogs also have immense ecological value. “Dogs are among the five species of large carnivores that exist in Zambia, so they play a unique role in influencing ecosystem structure and function”, says Thandiwe. Wild dogs and other predators are critical in maintaining healthy ecosystems as they remove vulnerable prey, such as the old, injured and sick, leaving more food for the survival and success of healthy prey animals. They also help slow down the spread of diseases by controlling the size of prey populations. Thandiwe identified a number of challenges facing wild dogs in the Luangwa ecosystem, many of which result from human activities. “One of the key issues affecting wild dogs here has to do with the illegal bushmeat trade.” The illegal bushmeat

trade is a major threat to the survival of wild dogs and other large carnivores in Zambia for two reasons. The first is loss of prey base due to rampant poaching to sustain demand for illegal bushmeat. Over the years, poachers have hunted prey species like impalas, which are an important food source for wild dogs, to near extinction, leaving wild dogs without food. And as their prey base rapidly declines, wild dogs are finding it difficult to sustain themselves in large numbers. The second threat that comes from the illegal bushmeat trade is indirect by-
up to 20km per day, which increases their likelihood of being caught in a wire snare. “Dogs are also vulnerable to snaring because they usually move between the national park and surrounding game management areas, where most wire snares are set”, says Thandiwe. Apart from threats arising from the illegal bushmeat trade, the African wild dog has also been a victim of false myths. “Historically, dogs have been persecuted in many places because of the false perception that they are vicious killers.” While African wild dogs are excellent hunters and often take down prey larger than themselves, they are not known to attack humans.
The International Union for Conservation of Nature reports that the population level of African wild dogs is in a likely irreversible decline, making them one of the most endangered predators on the African continent. The Zambian Carnivore Programme has been championing the conservation of Zambia’s large carnivores and the ecosystems they reside in through the use of scientific data such as population dynamics and DNA sampling to ascertain threats as well as to identify possible interventions. ZCP also works with local communities through awareness activities that aim to dispel dangerous myths about carnivores as well as to educate the community on how to coexist with carnivores, including the charismatic African wild dog. While the population of African wild dogs is on the decline in many countries, Zambia still has sizable numbers. This is the right time for us to put in place measures that will ensure the species not only survives but flourishes. The pioneering work done by the Zambian Carnivore Programme and its partners the Department of National Parks and Wildlife and Conservation South Luangwa is commendable and this is a fight we must all join.

ROM graduating in Medical Social Work and Psychiatry to becoming a celebrated broadcaster, is simply how you can best describe the Power TV presenter Edna Mwansa, aka A.D.N.A’s life journey so far.
After earning her undergraduate degree from the DMI St. Eugene Catholic University, Edna’s failure to secure a suitable job in her field of study, prompted her to venture into broadcasting where she already proving a force to reckon with. So far, her vibrant and stylish presentation of music shows on the pay television channel has proved to be popular, especially amongst the young viewers and continues to attract more viewership to the music television channel. The 23-year old says her aspiration and dream in her found career, is “to put Zambia on the world map” as regards the presentation of music shows. The following is the last part of the verbatim interview with A.D.N.A. How did your parents influence you in your choice of career? My dad is very articulate and hardworking. On the other hand, my mom was a Managing Director at African Broadcasting Network. I have some of her journalism skills in me. The combination of both traits influenced me. Who have been your strongest influences in your choice of career? Growing up, I used to watch Lulu Haangala on television. Her energy and enthusiasm aroused the love for entertainment shows in me, and, of course, the likes of Bonang Mateba and Boity. Did your parents object to you into your current career? In the early stages, yes they did because it wasn’t a 9-5pm job and that didn’t seat well with my grand mum because I didn’t have a fixed salary. On the other hand, my dad was happy, and he had remained supportive of my career. How much support do you get from your parents in your work? I get tremendous support from family. I put in a lot of effort in what I do and I know they are proud of what I do. I know my dad is proud of what I do hundred percent. How has your radio programmes benefitted people and your company? My shows have benefited a lot of entertainers in that I give them a platform to grow their brands and talent through connecting them with their fans through interviews. As for the radio station, it has benefited positively. The “Muchimunzi Nizee” slogan is now common in my neighborhood than ever before. What has been your most proud accomplishments in your work so far? Hosting the Mosi Tunder Beats Competition, and
the time I interviewed Mr. Vegas , the Jamaican artist. Tell us about your current family and how much support you get from them? My current family is unified. God has been good to us. I get a lot of support from them. My dad especially has been always pushing me to leave space for growth and to be persistent. What would you do differently if you had a chance to? Honestly I wouldn’t change anything besides growing up in a country where entertainers and media personnel are respected and paid what they are worth. Share with me something about yourself that you want to improve. I want to improve my networking skills. That’s my key desire.
