DISCIPLINE KEY ONE of the important hallmarks of being a good citizen is discipline. This applies especially when one is a member of a club or any association. Discipline is the catchword. To this end, Patriotic Front Secretary-General Davies Mwila must be encouraged in his efforts to ensure there is discipline in the party. Mr Mwila did not mince his words yesterday in Mufulira when he bluntly told PF members to either behave or leave the party. According to Mr Mwila, there are some cadres who have been harassing other members and ministers in particular. Mr Mwila said it was indiscipline of the highest order for cadres or constituency officials to be harassing and kicking ministers and MPs around. “It is only here in Mufulira where I have heard constituency officials harassing and kicking the MP who is also a cabinet minister appointed by the republican President. There should be order in the manner we do things. “We should not be doing things anyhow. No. This is indiscipline of the worst order and we cannot tolerate it. Those who are indisciplined must pave way for others who want to do things in an orderly manner,” Mr Mwila said. Just recently, Copperbelt PF chairman Nathan Chanda hinted about discipline when he warned members against premature campaigning for 2021, noting that as far as the party was concerned, there are no vacancies as at now. From our understanding, it is obvious that some PF members are secretly preparing for next year’s elections hence the infighting. But this borders on indiscipline. In an effort to gain an advantage, it is obvious that some members have been harassing their colleagues and the elected officials. They are doing this by undermining the colleagues holding elective office and probably clearing parallel structures. We agree with Mr Mwila that in as much as cadres and constituency officials deserved respect and attention, they should equally give respect to their respective MPs, especially those who were ministers. They cannot claim to be loyal to the PF and republican President Edgar Lungu when they insult and disrespect his ministers, who are his representatives. This is the point Mr Mwila was trying to put across to them. They can only prove their support to the PF by respecting its constitution and their leaders. Maybe the cadres should tell the nation how that minister in Mufulira has failed them. But whatever complaint they might have, the cadres ought to know the channels to follow when they have grievances. We know that as next year’s elections inch closer, infighting will be the order of the day. But then, how members conduct themselves in the run-up will show the electorate whether the party should be trusted to govern the country. It is a fact that in a functional democracy, you do not start to campaign against the incumbent before his term of office ends. It is in this vein that serving MPs, mayors and council chairpersons for example must not be distracted in their duties when they have a full year left to complete their term. We are sure that the PF has a window which allows its members time to announce their candidature and campaign to market themselves. But before this happens, Mr Mwila is right to warn that the party will not tolerate unruly behaviour because it will want to do things in an orderly manner. That is what discipline entails.

ZAMBIA’S DEBT RESTRUCTURING BID HARDENED BY POLITICAL MANOEUVRES By MUBANGA LUCHEMBE THESE days, the question on everyone’s mind is: What is debt restructuring? Debt restructuring is a process that allows a company or a sovereign entity facing cash-flow problems and financial distress to reduce and renegotiate its delinquent debts to improve or restore liquidity so that it can continue its operations or avoid defaulting in the case of a sovereign state. The debt restructuring process is typically carried out by reducing the interest rates on loans, by extending the dates when the liabilities are due to be paid, or both. These steps improve the country’s chances of paying back the obligations. Creditors understand that they would receive even less should the debtor default. And in Zambia, the government awarded a US$5 million contract to a French company Lazard Freres for the provision of advisory services in relation to the liability management of its debt portfolio - much to the chagrin of regime change proponents whose 2021 pre-election political manoeuvres had somewhat hardened Zambia’s debt restructuring bid. Yet, Lazard Freres is one of the world’s leading financial advisory and asset management firms. Besides, Lazard Freres is also advising Argentina’s government on its current debt restructuring talks with creditors. The operation is backed by the International Monetary Fund (IMF) and the talks are expected to continue in Argentina. After Argentina defaulted on its debt, Zambia was seen as a next big test for whether debt-distressed countries can secure deals with their creditors in the Covid-19 pandemic’s market turmoil. Zambia is facing US$1.5 billion of debt payments this year. But who said Zambia miscalculated the debt restructuring initiative by awarding a contract to a French company? As expected, it was the regime change proponents whose ulterior motives were to exploit the country’s debt-distressed situation and sway next year’s voting populations to their side. However, these ulterior motives were preemptively thwarted with the

government’s well-calculated debt restructuring initiative. Besides, one of the encouraging aspects to emerge from the country’s debt crisis was that Ministry of Finance officials had not sat back and allowed events to take their course, as used to be the case during similar debt crises in the past. The Zambian government reacted rapidly when it became clear, during the first part of this year, that the country was teetering on the brink of a catastrophic debt chasm and had no intention of unilaterally restructure debt without consulting creditors. The government had to respect agreements and diligently use market-based instruments in its debt management, despite dissenting voices from selfaggrandising opposition loudmouths, whose presumptive plans aptly got checkmated. Prior to the Covid-19 pandemic, an IMF team visited Lusaka in November, 2019 to discuss recent economic developments and economic outlook for 2020 and the medium term. At the conclusion of the visit came out a blueprint of action to shield Zambia from the worst of the debt crisis. The IMF team stressed the need for a large, front-loaded and sustained fiscal adjustment that would help set debt on a downward path and reduce domestic arrears. It also stressed that spending commitments should also be prioritised to meet key development priorities including supporting vulnerable populations. Which makes what happened next all the more difficult to stomach. Climate change crisis first, followed by Covid-19 crisis now sweeping across the country, is threatening to wipe out all the fiscal gains Zambia had made. Besides, even before the Covid-19 crisis, the country was teetering on the brink. The signs of debt distress were already beginning to show with the burden of servicing debt payments exerting pressure on the local currency. Financial experts opined that from March 2019 to March 2020, the local currency lost 24 percent of its value against the US dollar in nominal terms. In the month following the onset of Covid-19, it lost another 26 percent. The onset of Covid-19, therefore, caught Zambia on the back foot. Not only had the high debt burden limited

the options available to the country to respond to the health crisis, but had also put Zambia at an even higher risk of debt default. However, there are still options on the table: Zambia has already started reducing its domestic arrears. Negotiations to defer debt payments are an important option. The China Africa Research Initiative (CARI) estimates that Chinese loans account for about 44 percent of Zambia’s debt, so the negotiating of Chinese infrastructure loans will be particularly important. The other is to try to access emergency funds that have been made available to poor countries through multilaterals such as the World Bank and the IMF. The long-term solution, though, should be to limit debt contraction and borrow on a sustainable level so as to withstand unexpected crises such as the Covid-19 pandemic. Clearly though, I found it difficult to understand UPND president Hakainde Hichilema’s offer to render free debt restructuring services to the Zambian government. One particular point that caught my attention was when he said, “The US$5m to be paid to the French firm should instead be given to Zambians for youths and women empowerment programmes.” Was Mr Hichilema trying to mock or advise the Zambian government, especially when one considers the current Covid-19 crisis in Zambia? Or was he trying to score political points against the ruling party, across next year’s voting youths and women? This know-it-all political posturing by Mr Hichilema shows that he does not practice what he preaches. This self-hyped braggadocio brings me to a Research Fellow in charge of public finance at ZIPAR, Shebo Nalishebo who spoke his mind honestly. There is no Zambian financial advisory firm or political party with a track record to be able to pull off the kind of debt restructuring that the Zambian government needs, he told ZNBC news, adding: “Zambia needs an experienced negotiator such as Lazard Freres, one of the financial companies in the business to help in restructuring its debt servicing.” This is very true, because he was talking from wholly-researched data – devoid of partisan interests.

Pule disagrees with Bishops By BENNIE MUNDANDO

CHURCH groupings opposed to Bill 10 must keep quiet and allow Members of Parliament to refine our Constitution because when they were invited to participate in the process they shunned it, says Christian Democratic Party (NDP) president Dan Pule. But Dr. Pule, in an interview yesterday said those who were saying the process was not transparent had the opportunity to participate because they were invited. He said those who did not must not cry foul but allow the process to continue as it was their own fault and that no one should divide the country through Bill 10 as the piece of legislation aimed at strengthening democracy. “Those who did not attend should just apologise now to the nation that they missed an opportunity to make their own contribution and they cannot stop the process now. It is too late. In a democratic society, if you boycott, that is your choice. They decide to participate by not participating. “I am encouraging Parliament to just proceed and pass the bill once the numbers are there to amend the constitution. It is hypocritical for anyone to say there was no transparency. At the NDF, everyone was called. They refused. “Even after the NDF, there was another process through

the parliamentary committee where we were invited to make submissions but again, they aligned themselves to UPND and did not come though some UPND MPs were there,” Dr. Pule said. “I now invite all those UPND MPs who attended the NDF to participate now and ensure that the Bill is passed into law. So, it is hypocritical for them to say there was no transparency. Let them now stay quiet instead of trying to disrupt a well-meaning process,” Dr Pule said. The Catholic Bishops have maintained that Bill 10 must be withdrawn because the wholesale changes being proposed will radically change the nature of the Constitution and the country’s democracy. In a message that must be aired in all Catholic-owned radio stations across the country, Zambia Council of Catholic Bishops SecretaryGeneral Cleophas Lungu said the bishops were of the considered view that looking at the intention, process, content, and of the timing, those aspects had raised concerns with the Catholic Church in Zambia. Fr. Lungu said in terms of the main objective, when the process started, the church’s understanding was that it would address the lacunas in the amended constitution of 2016 and that the document as it was passed and signed into law, needed some refinement.

ITS not only unchristian but also UnZambian for Jack Kalala to start inciting Members of Parliament who are of Catholic faith to vote against Bill 10 based on what their Bishops said in the pastoral letter, the Bishops Council of Zambia(BCZ) has said. Mr Kalala is quoted in one of the daily Tabloids, asking if PF ministers and other Member of Parliament will defy their Catholic faith and support the enactment of Bill 10. The Catholic Bishops have rejected Bill 10 saying it is a bad Bill which is aimed at destroying the nation’s governance and democratic system and since advised the PF government to immediately withdraw the Bill from Parliament and start the process of getting consensus from the majority Zambians. But BCZ general secretary, Abel Kaela said Mr Kalala should be careful in the manner he was conducting himself to avoid attracting the wrath of God. Bishop Kaela said those opposed to Bill 10 should not use threats to drive home their message because Zambia was a democracy where people had the right to their own opinions and choices. He said actually, many Zambians, including Catholics were surprised at the antagonistic position taken by the Bishops on Bill 10 which he described as a progressive document. He said the Bishop Council of Zambia was supportive of Bill 10 because it carried the aspirations and wishes of the majority Zambian people who have for a long time being calling for the refinement of the Constitution to make it relevant to the current need of the citizens. Bishop Kaela said Mr Kalala should stop attacking the Government of the people on grounds that he did not agree with its position on the bill adding that inciting Catholic MPs to vote against Bill 10 should not be entertained as all the law makers had the right to choose what was good for their constituents.

popularity on the ground and ability to deliver on his campaign promises. Mr Mwila said, apart from proving popularity on the ground and ability to deliver, aspiring candidates must also be loyal and committed to the party and its leadership. Mr Mwila was speaking in Kitwe when he addressed Wusakile and Chimwemwe constituencies party executive committees and their respective MPs. The two constituencies are under independent Members of Parliaments, namely wusakile’s Pavyuma Kalobo and Chimwemwe’s Mwila Mutale. He said before thinking of aspiring to become an MP, people should first assess themselves of their popularity and what they have done for the people “I am surprised that as 2021 elections are getting closer, people are just waking up from slumber saying even me, I want to stand as an MP. People who have nothing to offer to the people, they want to be MPs. No. It is not like that. “You can’t have people who have done nothing for the party, they not done nothing for the people they live with start aspiring to stand as MPs. MEALIE meal prices are expected to drop as the crop marketing season starts and as a result of availability of maize following the bumper harvest recorded this year, millers have said. Millers Association of Zambia (MAZ) chairperson, Andrew Chintala said mealie meal prices had already started dropping. “Going by the current situation on the domestic market, if we go by the market forces of supply and demand, it’s possible that prices may reduce further as the supply of the maize improves. As you are aware, the maize marketing season just commenced,” Mr Chintala said.

Mr. Simumba said sub-standard structures and shoddy work will always tarnish the image of the contractors responsible for poor performance. a professional manner and adhere to contractual obligations. Mr. Simumba said reports of contractors putting up poor buildings should come to an end for it had a negative bearing on them. Mr.Simumba also stressed that the association does not condone and support contractors who displays shoddy works. “As an association we do not condone and support any contractor that does shoddy work. We do not want contractors who do not perform to the expectations of the client. “Ours is to emphasise on quality work

and that is one of our objectives as an association. We want our members to do quality work that is in conformity with the money spent on the project,” he said. Mr. Simumba appealed to contractors to ensure that whenever they were given an opportunity to do a job whether funded by the government, private sector or individuals they have to make sure that they produce work of the highest standard as well as satisfactory to the client. Adding that the beauty of putting up quality works was that the clients will have confidence in the contractor and build up credibility for more future jobs.

By OLIVER SAMBOKO THE Lions club, District 413 has donated various items to Kansenshi Correctional facility in Ndola to help inmates stay safe from the Covid-19 pandemic which as continued to pose danger to humanity worldwide. Lions Club District 413, Governor Sanjay Balid said with a membership of 1, 400 in the country, they would always strive to serve the less privileged members of the society through various interventions. He was speaking at the handover ceremony which was also attended by Ndola Central Member of Parliament and Sports Minister Emmanuel Mulenga. Among the items that were donated were bags of mealie meal, methylated spirit, face masks and chlorine for treating drinking

water all valued at K27, 000. “We happy to be here on behalf of members of the Lions clubs in district 413, Zambia to come and handover to inmates of this facility a donation to assist in making their stay here a little bit more bearable,” Mr Balid said. He said the club decided to make the donation after the plight of the inmates at the facility was brought to the attention by management through the office of the officer in charge. Lion Sanjay said Lions Clubs District 413 Zambia which consist of 54 clubs with a membership of close to 1, 400 countrywide had continued to serve the vulnerable with focus on sight preservation and working with the blind, pediatric cancer awareness, diabetes awareness, environment, eradication of hunger and health services.

Support Bill 10 - Chief Chikwanda By PETER SICHALI and NOEL IYOMBWA ALL Members of Parliament should support the Constitution Amendment Bill number 10 of 2019 as Parliament resumes sitting next week because it is progressive, Chief Chikwanda of Mpika has said. Chief Chikwanda said MPs are elected to represent their electorate and the nation at large not an individual political party. “Members of Parliament from UPND are expected to have independent minds and debate the bill objectively as opposed to rejecting the bill because Mr Hakainde Hichilema says so,” Chief Chikwanda said. Chief Chikwanda said the Bill 10 is progressive and calls for support of all Zambians. He said MPs should put aside their partisan interests and put national interests first. Chief Chikwanda said UPND members of Parliament who have been rejecting Bill 10 have not pointed out clauses they are not comfortable with for Zambians to know. “Constitution Amendment is a very important national issue that should be devoid of partisan interests, we therefore expect UPND MPs to debate and bring out issues they are not comfortable with for the consensus to be reached in the interest of the nation,” he said. And Chief Chikwanda has urged traditional leaders not to be misled by opposition politicians whose interest is to get to State House at all costs. He said it was unfortunate that some traditional leaders had fallen prey to politicians and rejected the progressive Bill 10. The traditional leader has advised MPs to go flat out and sensitise chiefs and their subjects on the contents of Bill 10. And Vision Outreach Zambia director of programmess Henry Mulenga has joined calls urging MPs to support the enactment of Bill 10 when it comes up in Parliament next week.

Mr Chani said mostly those engaged in mining manganese, emeralds and other minerals gave false information to the government which was resulting in loss of revenue annually. Mr Mulenga stated that the previous system had opened a window of opportunity for some mineral exporters to deliberately submit low-grade samples to the chemistry laboratory. And the company has called on Zambians to take an active position to determine the economic fortunes of their country saying this is the only way they will create genuine wealth leading to economic emancipation. Cupriferous Resources Limited holds a 31 square kilometres large-scale prospecting licence in Chief Shakumbila’s area of Mumbwa which was issued in December 2018 and this area is one of the most prospective goldbearing areas in Zambia. This is a Zambian success story driven by Zambians amid COVID-19 which goes to demonstrate that we as Zambians should stop being too dependent on foreign investment. “We are not saying foreign investment is bad. We need foreign investment but we should strike a balance so that we, as Zambians, take an active position to determine the economic fortunes of our country,” Mr. Bulawayo said.

SAFADA demands better maize marketing options By OLIVER SAMBOKO THERE is urgent need to find better maize marketing options that will stop exploitation of farmers and protect their best interest, SmallScale Farmers’ Development Agency (SAFADA) executive director Boyd Moobwe has said. He said in a statement that stakeholders in the agriculture sector should hold a mid-term consultative meeting to review the liberalised market economy which was not working well for the farmers. Mr Moobwe said small-scale farmers had continued to struggle under the liberalised market, while other players were benefitting more from the current marketing environment. He said the marketing of agricultural produce in rural areas was very exploitive which had led to farmers not benefiting from their sweat.

much farmers invest in the production of maize and other crops. “Exploitation starts immediately a farmer starts preparing land for cultivation to the marketing day. This needs to end so as to encourage small-scale farmers to grow more,” Mr Moobwe said. He said this year’s FRA maize price was only favourable to farmers who obtained subsidised farm inputs from Government which private buyers had also taken advantage of by offering the same price. Mr Moobwe said because of lack of proper agricultural marketing system and marketing structure in the country, small-scale farmers would continue being exploited and remain static. He also appealed to Government to adjust this year’s maize price upwards to K150 per 50kg bag and also reduce the price of fertiliser to K350 to allow farmers afford buying inputs in preparation for the 2020/2021 farming season.

A WITNESS has testified that there is a wrong signature on his late father’s Will, which is alleged to have been forged by a Lusaka lawyer and his legal assistant. In this case, Nathaniel Inambao, a lawyer and legal assistant Mubanga Chibonga have been charged with allegedly forging a Will for the late Dominic Chimfwembe. Testifying in the case yesterday, the deceased’s son Kafwimbi Chimfwembe said after his father died the family started the process of sharing his estate and went to the local court. He said later his mother Beauty Kawimbi received a call from his uncle Alfred Mulenga that his late father had left a Will which the family was not aware of. Mr Chimfwembe, 23, a software engineering student at International Communications University, said on March 2, 2018 there was Will reading meeting in Kabwata where Inambao and Chibonga came with a sealed brown envelope containing the disputed document. He said Inambao gave one copy to Clara Musonda, the woman the late Mr. Chimfwembe married after divorcing with Ms. Beauty Kafwimbi, and another copy to family representative retired Judge Philip Musonda. He said the Will was not availed to the deceased’s children there and then and that they only received it after some weeks. Mr Chimfwembe said he noted dissimilarities between the signature purported to be for his late father on the Will and the signatures that were on his official documents. He said he recognised his father’s authentic signatures on his application for early retirement from the University of Zambia, where he worked as an accountant, and on the consent judgment for divorce with his mother. Mr Chimfwembe said his father also used to sign on his school documents. He said upon noting the dissimilarities, he told his family to seek legal advice and submit the disputed Will for investigations. Mr Chimfwembe said his late father’s step child from his second wife was not supposed to be included in the Will as one of the beneficiaries because she was not adopted.

Confirming the incident, Copperbelt Commissioner of Police Charity Katanga said the victim was a Grade 9 pupil. Ms Katanga, she said the girl was allegedly defiled by her father who was a teacher at one of the local secondary schools. UBUSAKA CAMPAIGN NEEDS CORPORATE INPUT

LUSAKA Mayor Miles Bwalya Sampa in 2018 came up with Ubusaka campaign whose main objective is to promote cleanliness among the people. Ubusaka is a Bemba word meaning cleanliness. Mr Sampa came up with the Ubusaka or cleanliness campaign at the time Zambia had just experienced a cholera outbreak which claimed many lives mostly in Lusaka. More than 5, 000 cases of cholera were recorded in our country. The cholera outbreak was attributed to poor sanitary conditions in dwelling and trading places. Drinking of water sourced from shallow wells and street vending were cited as other causes of cholera. Government spent colossal sums of money in a frantic effort to contain the waterborne disease. This was indeed a financial drain on the part of the central government. However, The Ubusaka campaign operates in asuch way that every month, the Lusaka Mayor randomly selects the cleanest house or school in a particular residential area.

The deserving winner is rewarded with money ranging from K1, 000.00 to K1, 500.00 for instance. The criterion used in determining the cleanest house or school is that it must be clean, green and portray a healthy environment. The building should also be well painted. The concept of Ubusaka has twofold benefits; it empowers winners of the cleanest house or school with money and it also promotes hygiene in the environment. Bauleni and Matero are some of

the residential areas in which some of the Ubusaka winners have been selected. To make the Ubusaka campaign possible and ensure its sustainability, there is therefore need for companies to come on board and render the financial support. To wrap it up, kudos to Mr Sampa for initiating the Ubusaka campaign which is slowly but surely bearing fruits in keeping our environment clean, green and healthy. ELEMIYA PHIRI, Lusaka.

ZAMBIA has in the recent past witnessed a surge in incidences of spousal killing. The situation is worrying. In a nutshell, spousal killing is a scenario where the husband slain the wife and vice versa owing to marital disputes. Spousal killing can also involve people in an intimate relationship. The reasons for spousal killing are many and varied. These may include infidelity, petty jealous and lack of premarital counselling. The spousal killing can also be attributed to the husband’s failure to provide basic needs such as food for his family. Whatever reason compounded the spousal killing, the bizarre incident is not justifiable. Why take your spouse’s life over marital conflicts? An amicable solution must be sought to avert the high incidences of spousal killing.

The reasons for spousal killing are many and varied. These may include infidelity, petty jealous and lack of premarital counselling. The spousal killing can also be attributed to the husband’s failure to provide basic needs such as food for his family. However, there is a need for premarital counselling for those contemplating marriage. The church leaders should be involved to conduct premarital counselling sessions. This is important in that it empowers the would-be couples with the necessary knowledge on how best to resolve differences in their marriage. Communication is also an important tool that can be used to resolving marital conflicts that might arise. When there is no communication, it becomes difficult to addressing some problems in the marriage. Every marriage has some marital conflicts. How you resolve them is what is important. Our local newspapers carry stories of spousal killings. This is not a good thing as it depicts the degradation of morals in the nation. Moving forward; there is a need to amicably address the spousal killing among the couples. This can be done through communication between the marriage couples and the premarital counselling. Marriage was not meant to be a burden. If the marriage turbulence is annihilated, then the matrimonial union will be full of happiness. ‘ANONYMOUS.’

KISUMU (Kenya) - Hundreds of Kenyans defied tear gas and riot police on Friday to carry off the body of a popular singer, trying to prevent a swift burial under rules for suspected coronavirus cases which the crowd said would be disrespectful. Mourners and fans of Bernard Obonyo, whose stage name is Abenny Jachiga, swarmed the cemetery, preventing the singer’s funeral from taking place in Kisumu city in western Kenya. 67 Gauteng schools closed due to Covid-19 cases, infrastructure issues JOHANNESBURG - More than 50 schools have been closed in Gauteng after positive cases of Covid-19 were reported. According to the province’s premier David Makhura and the Gauteng Coronavirus Command Council, as of Thursday 54 schools had been affected by 56 cases reported in districts across the province. This had increased from 43 schools affected by 45 Covid-19 cases on Tuesday. During a briefing on Friday, Makhura said a number of schools still remained closed due to infrastructure issues – specifically the supply of water and the availability of ablution facilities – as well as those affected by positive Covid-19 cases. On Thursday, 13 schools did not open after schools reopened on Monday June 8 due to infrastructure issues and vandalism,

Makhura said. Many of these schools are expected to reopen toorrow. Most of the damage caused by vandalism has been to the water and sanitation systems, including theft of taps, toilet pans, seats and parts to the cistern, he added. Water has been supplied to all schools which required potable water. However, some new schools have been identified this past week after reporting dry boreholes, and they will receive water deliveries. Some schools have been affected by poor water pressure from the local municipality, which affects the flushing of toilets, and have been required to close. That’s according to new research from the Global Policy Laboratory at the University of California, Berkeley. In a study just published, the lab examined the effects of more than 1, 700 different lockdown measures across six countries: the US, China, South Korea, Italy, France, and Iran. FTER almost three months of no football action, Government has indicated it is considering an urgent resumption of the Zambian league. The Zambian league which was suspended on March 20 due to coronavirus may resume next month, Sports Minister Emmanuel Mulenga said yesterday. Mulenga said in an interview Government had heard the calls by FAZ and fans on the need to restart football activities in readiness for the international calender. He said his office was equally eager to see the league back to

action after listening to the valid reasons given by the Football Association of Zambia (FAZ) during a meeting last Friday. "I should assure the football fraternity that Government has heard the plight of soccer fans on the need to restart football activities. We are on top of things. We are considering the restart of the league having listened to the valid points given by FAZ in a meeting we had on Friday," Mulenga said. He said the ministries of Sports, Health and FAZ officials met to discuss modalities to be put in place to ensure health guidelines in the fight against the spread of the Covid-19 pandemic is adhered to. Mulenga said FAZ president Andrew Kamanga had emphasised the need to urgently restart

Midlands cricketers cry for help By MICHAEL MIYOBA THE Midlands Cricket Association (MCA) has called on government to resolve the wrangles experienced in the last four years for Zambia to avoid being banned by the International Cricket Council. In 2017, the National Sports Council of Zambia (NCSZ) suspended the Zambia Cricket Union (ZCU) executive for alleged misappropriation of funds, a move which compelled the executive to take the matter to court. In July last year, The International Cricket Council (ICC) suspended ZCU for persistent non-compliance with the criteria of ICC Membership. ICC gave Zambia up to end of July this year to resolve their problems or risk being banned. MCA chairman Musa Patel said players have suffered because they are not able to represent the country at the highest level due to the suspension from ICC.

Patel Said there is need for the wrangles which have rocked the cricket federation to be dealt with before next month to avoid another ban which may derail further the development of cricket as a sport in Zambia. "We have suffered a lot. Please look at our case and guide on the way forward. "We have been sanctioned as a country because of misuse of funds and now players are losing out on opportunities to represents the country at the highest level," Patel said. Meanwhile, Minister of Sports Youth and Child Development Emmanuel Mulenga has promised to resolve the case as soon as possible. Mulenga said the new National Sports Council of Zambia board led by Patrick Mutimushi will sit down to look at the case. He reminded federations to stick to their respective constitutions to avoid wrangles which derail the development of sport. "What I have discovered is that many federations do not stick to their respective constitutions. If associations can stick to their constitutions, it would help us a lot," Mulenga said.

Mwanza polled 38 votes to beat his only contender Zambia Swimming Union (ZGU) secretary Nicola Phiri who got 21 votes at the NSCZ elective general meeting held at Government Complex in Lusaka yesterday. Mwanza has over 20 years experience in sports administration having served in the ZGU executive committee and also as Indeni Football Club chairperson for 10 years. He will deputise the NSCZ chairperson Patrick Mutimushi. Mwanza described the race as tough but said his interaction with federations and experience earned him the votes. “It was not an easy race, Phiri was equally a tough contender. But I was confident of winning because of my strong interaction with people at the grassroots and also my contribution to sports in the last 20 years spoke on my

behalf. With the support of other board members, it’s the start of sport development,” he said. Despite Phiri failing to get the vice-chairperson seat, the other two women candidates scooped the board member positions out of the 384 votes casted. Zambia Volleyball Association president Nakaonga Kakoma and Zambia Deaf Association national coordinator Mwilima Phiri amassed 53 votes each. Others elected to the board are outspoken Handball Association of Zambia general secretary Josab Changa (42 votes), Badminton of Zambia president Kamatuwa Chirwa (41), Zambia Judo Association general secretary Mabvuto Ng’uni (42), Musunka Silungwe (50) and Harrison Sinkala (37). Musician’s fans cause rampus NAIROBI – The mother of a popular Kenyan musician Benny Jachiga was yesterday forced to sit on the grave of her late son after irate fans made attempts to exhume the Ohangla singer’s body in protest over the artist’s hurried burial at 02:30 hours. According to a video doing rounds on social media, Monica Auma and Jachiga’s widow, Belinda Aluoch, sat on the singer’s grave in Kolwa East, Kisumu County to stop frenzied mourners from exhuming his body. The singer, real name Bernard Onyango Obonyo, famed for Kasinde and Usidharau Mwenzio hits among other songs was laid to rest secretly at his Chiga home under the watchful eye of police officers. The deceased’s brother, Austin Omondi, was the only member of the family allowed to witness the burial that came several hours after locals engaged police officers escorting the hearse in running battles. According to locals, the popular singer had not been accorded proper respect neither had the family nor community given enough time to grieve. “He was buried under tight security with police who were in plain clothes and some bouncers at 02:30 hours,” a source told Standard Digital. Pelted with stones and overpowered by the surging and relentless crowd that succeeded in refilling the grave and stopping any attempts to lay Jachiga to rest, the officers retreated into the night. “They have dispersed us. They have tried to remove the soil from the grave and bury the body but we have refused. There will be no burial today,” a relative of the musician told the Standard newspaper. Bolstered, the mourners ferried Jachiga’s body to St Elizabeth Hospital mortuary, on foot, and kept vigil at the homestead after rumours swirled that the officers were planning to bury him later. “There were rumours on social media at around 21 hours that he was being buried, we confirmed it was not true, we kept guard until midnight but did not see anyone,” said a local, Ken Obonyo. – STANDARD, Kenya.

This follows an attestation from a resident that an Apparition of Virgin Mary occurred at the site in question. The believers are flocking to the village following fastspreading wild news that the blessed Mary has appeared to a woman, in the village. An incident that started on Saturday, May 2, with 42-yearold Philister Lekuru, has now reached the ears of thousands of people. An Avacado tree in the middle of Lekuru’s compound is

Though, many people claim to have seen the apparition of Mary and her son Jesus Christ, Lekuru says she doesn’t know what happens our side. “I’m hearing from people that Mary is in the tree but I don’t know about it” Lekuru explained to RedPepper Digital in a recent interview at her home in Minako village.According to Lekuru, she only interfaced with Mother Mary and Jesus Christ on Sunday, the second day of their visit to her home. Kenyan church mourns its pope NAIROBI - Thousands of church followers lit candles and held prayers in their homes across Nyanza region after news of their leader's death broke out early yesterday. Ongombe, 96, died at Calvary, Got Kwer in Migori County, after an illness. His body was transferred to St Joseph’s Ombo Hospital mortuary. At Calvary where the church’s late charismatic and controversial founder, “Messiah” Melkio Ondeto was buried in 1991, the faithful dressed in flowing robes chanted “Ave Ave Maria” as

they prayed for the soul of the departed leader. Joseph Warambo, a senior official at the church, said they were already making burial arrangements for Ongombe, who has left behind seven children and several grand- and great-grandchildren. He said the leader would be interred at Got Kwer. Pope Ongombe as had a troubled reign at the church ever since he took over in 2004 from Pope Raphael Adika in a chaotic and controversial succession battle that has been dragging in court

for many years. After Ondeto’s death, Pope Timothy Blasio Ahitila took over the leadership of the church but died in 1997. Families struggle with funerals under lockdown

Inmates resort to desperate measures to force social distancing in crowded prisons JOHANNESBURG - Prisoners are burning each other with boiling water in a desperate attempt to be able to self-isolate in some of the country’s prisons. This week, inmates revealed the horrific lengths they are resorting to avoid contracting Covid-19. “For now, no one is being isolated besides those who transgress by burning each other with hot water,” said John Khumalo, an inmate at Leeuwkop Maximum Correctional Centre. “We’ve already had three cases this month. It’s the only way to ensure we are isolated from the rest of the inmates as it is impossible to maintain social distancing in this prison.” Khumalo said he and his

fellow inmates were unsure who has tested positive for Covid-19 and they did not have personal protective equipment (PPE) such as masks and gloves. “At Leeuwkop Medium C, we were tested for Covid-19 last month. With confidence, she puts it plain and clear that she is not moved being the only female in the race for the seat. She says this infact has motivated her more and that she won't allow any situation or person underrate her. "This race is about best ideas that will transform Chisamba and not about gender. " It's true music is a business and musicians must know why they are in it. YOUNG gender activist Jessica Khumalo has said women must stop tearing each other apart but unity to build one another. In a Facebook campaign message for unity among black women, Khumalo who is also a brands model said women have felt the pain of not being heard for a long time due to divisions.

“We have felt pain of not being heard and we need to decide to deliberately focus on building each other as women with a united voice,” she states. “All too often, we women find it easier to criticise each other instead of building each other up. With so much negativity going on around where speaking up is viewed as being rude and sometimes the men letting us down, let’s do something positive by supporting women stepping up to the mic to speak up.” She said women

have a strong voice but they need to change the narrative of always tearing each other down. She challenges young women to join the positivity campaign to promote women to change the narrative. “I therefore challenge all women on my timeline to upload one picture of yourself, only you, then tag as many sisters to do the same. ARLIER this week two Zambian men were sentenced to five years imprisonment each after being convicted of illegal possession of ivory by courts in Mumbwa and Namwala. The Mumbwa subordinate court convicted and sentenced Muyunda Muyangwa, 40, to five years imprisonment with hard labour, on 29 May 2020, for unlawful possession of ivory weighing 4 kilograms, contrary to section 130(1) of the Zambia Wildlife Act No. 14 of 2015.In another case, the Namwala subordinate court convicted and sentenced Austin Shimamba (26), a resident of Busanga Compound in Itezhi-tezhi district, to five years imprisonment with hard labour, following his arrest for the illegal possession of ivory and elephant bones. While this is not an unusual occurrence, the lengthy prison sentences doled out to Muyangwa and Shimamba often raise questions about the value placed on our wildlife. The ivory and bones are believed to have been harvested from elephants poached in the Kafue National Park. This is Zambia’s biggest national park and the second largest in Africa.

The park is one of the most important wildlife areas in Southern Africa hosting hundreds of species of wildlife and several vital migratory routes and corridors. Like many other places across the country Kafue National Park once had an astounding number of elephants but poaching of these animals for their tusks brought numbers to a small fraction of what they once were. What often goes undiscussed when speaking about wildlife crime convictions is the fact that behind every pair of tusks confiscated is another elephant carcass lying in a protected area. Whatever value this elephant once provided to the nation, through the environment a n d t h e

economy, is no more. Zambia’s elephants continue to be slaughtered primarily to meet demand for ivory from Asian countries such as China and Vietnam, where it is turned into decorations and ornaments. Taking into account the ecological and financial value of live elephants, the Zambian Government has legislated that illegal possession of ivory is punishable by 5 to 10 years in prison. While this cannot bring back what is lost, it does show that great value is placed on these majestic creatures. Despite

a ban on the international trade in ivory and increased penalties across the continent, African elephants are still being poached in large numbers. Tens of thousands of elephants are being killed every year for their ivory tusks and Zambia is no exception. As law enforcement efforts increase in protected areas, the stakes for poaching are high, yet sadly some are still attracted to this dangerous occupation. TRACKING HON. CHISANGANO’S MISSION TO TRANSFORM GWEMBE

N September 2019, Gwembe District in Southern Province was reportedly among the 58 distrists across Zambia that was badly hit by hunger. Located in the valley of the Zambezi Escarpment and sharing boundaries with Siavonga, Monze, Pemba, Sinazongwe and Zimbabwe on the Lake Kariba, the district has only one Constituency, 14 wards with two Chiefdoms under Chief Chipepo and Chief Munyumbwe. A recent tour of Gwembe Constituency supported by the Zambia Women Parliamentary Caucus (ZPWC) in collaboration with Hivos, aimed at highlighting and profiling projects implemented by female parliamentarians in the country, revealed that Gwembe is in dire need of proper road infrastructure, good bridges, dams, improved health facilities and staff accommodation for government departments. During the tour, UPND area Member of Parliament Hon. Attractor Malungo Chisangano admitted that Gwembe is faced with a number of challenges. However, she is proud of her mission to transform the constituency. Being the first-ever female MP in Gwembe, she has undertaken a number of projects in the area and scored some successes enough to change the narrative. From the tour, it is seen that she has adopted a dedicated approach to implement projects in key areas of health, infrastructure, women empowerment, sanitation, education and others. Under education, her main concern has been constructing classroom blocks, houses for teachers and improving infrastructure of the existing schools. “Education is the key to development and a rural constituency like this one is faced with a lot of challenges. Most of the schools that are found in this district are very old, some of them, my father used them, they were built in the 50s, they are very old and dilapidated,” she says to emphasise the reason she has put up classroom blocks in different places with Kkoma Ward where she built a one by three classroom block, serving as a classical example. In this ward, the project was motivated by the fact that the original school structures were dilapidated and made learning difficult. She says she was also able to link the Constituency to milling companies to help deliver mealie-meal in the area. The idea was to aid those who had money to buy mealie-meal which was scarce, directly from the millers instead of travelling to Monze. She however, warns that even this year, her Constituency might face hunger due to looming poor harvest. The construction of a modern local court is also one of the biggest projects she is passionately working on in Chief Chipepo area. She said the motivation to build it was because the area has had no court as the first one, built years back, is dilapidated and non-functional. Hon. Chisangano still intends to facilitate the development of radio and TV receptions in the area but so far, working with TopStar, some parts of the constituency access television signals.

In all these successful projects, Hon. Chisangano prides herself with the full involvement of the community. She believes one of her biggest strengths is to get back to the community. “You really have to be on the ground, get what the people want so that whatever you present in parliament is the truth and it has backing from the people,” she insists. The MP has developed an open door policy such that constituency members can interact freely with her at any time on developmental issues. ”People can call me for any problem they are being faced with anytime,” she adds. Using her community involvement strategy, she has won the confidence of her electorates and managed to form various community support groups for women, youth and ward officials. Her interaction with traditional leadership is also on good standing. She agrees that her run in office has bordered more on her great networking skills with various government district officials that are crucial to the success of her programmes. Being female MP, Hon. Chisangano admits that it was challenging at first as all her 14 wards are headed by male councillors but she was determined to remain firm. “At first, I was not sure whether people were going to accept me. When we built the rapport, they believed in me. And the way the CDF is being used has given them confidence in me,” she says. And like any other leader, Hon. Chisangano is not short of challenges. “As you know Gwembe Constituency is vast and has a lot of challenges, there was one thing I had planned for 2020, 2021, I said that when I receive the last CDF, I was supposed to take it to road infrastructure,” she said. “As you have also seen that most of the bridges are washed away, that was my plan. But that is something I can’t tell, since we have not received CDF for 2019, this is 2020.” Other projects that are top on her list include construction of a police post and the Chipepo-Chisekese road that is supposed to be done by the government but is still pending. Now that her first term is nearing an end, her desire to continue serving the people is according to her, ‘up to the constituents themselves’. She is ready to run for another term, and as a woman, she is eager to share her successes and motivation.
