WALKING THE TALK GOVERNMENT has shown it will not just talk, but walk the talk to ensure that developmental projects are done in a professional manner. It has shown that it will not just accept what it is given, but will ensure that the final product is of acceptable standards. The no-nonsense approach that Government is showing is also showing the doomsayers that when it comes to public resources, there won’t be any compromise. We are glad that Government’s tough stance has resulted into a number of major road projects that have been done at great expense are being redone. This is because the initial work was not satisfactory. In today’s edition, Ministry of Housing and Infrastructure Permanent Secretary Charles Mushota has disclosed that a Chinese company, AVIC International, has been instructed to redo some of the roads that it worked on. Mr Mushota said the government had identified some roads which were poorly done by AVIC International and needed to be re-done – at its expense. That is the way it should be. Even in everyday life, people demand a refund or exchange for goods that are faulty from shops. According to Mr Mushota, some works were prematurely done, therefore, the contractors were instructed to move back to the sites so that a good job can be done. Mr Mushota said the contractor had been told to redo the works in Great North Road, Lumumba Road and Katimamulilo Road and many others. ‘…We inspected Katimamulilo, Great North Road, Ngwerere, Lumumba Road and Mungwi Road, it as a result of that AVIC have gone back to work on those but even before those sections were identified AVIC did not perform to the expectations of the government,” explained Mr Mushota. What is significant about this move is that it also vindicates Government against accusations of corruption in the manner it awards contracts. For had there been corruption, Government would not have the moral or even legal right to ask AVIC International to redo the roads. The country would have had to live with the shoddy work and made to spend more money redoing the roads long before their lifespan. It is even more striking in that the company involved is Chinese-owned. Government has often been accused of being soft on Chinese companies because of “kickbacks.” We wonder how the “Know-it-alls” in the country would interpret the government’s tough approach. From our side, it shows that Government is being prudent in the manner it is managing public resources contrary to accusations of reckless spending. It certainly won’t be business as usual. Contractors, local or international must realise that should they decide to do shoddy work by cutting corners to save money, they would pay dearly in the end. When Government says it was in a hurry to develop the country, it must show by proof of work – quality. On Friday, Government reported it had terminated a contract for Covic Company Limited working on the Luangwa District Hospital for failure to perform according to contractual obligations. According to Minister of Housing and Infrastructure, Vincent Mwale, the Chinese firm was awarded a contract to construct phase three of the district hospital but it failed to complete the project. Mr Mwale, who was briefing President Edgar Lungu in Luangwa said the government saw it fit to terminate the contract because the contractor had not shown seriousness. Yes, when it comes to business, Government must not compromise for people expect a lot from those they have entrusted to look after the country’s purse strings. Sluggish contractors must be shown the exit door.

WILL THE UPND NATIONAL CONVENTION BE A CLEANUP SWEEP?

IN ancient Chinese philosophy, yin and yang is a concept of dualism, describing how seemingly opposite or contrary forces may actually be complementary, interconnected, and interdependent in the natural world, and how they may give rise to each other as they interrelate to one another; is the Wikipedia dictionary’s definition of yin and yang. Call ethno-politics, if you like as Zambia’s yin and yang. For every gut-wrenching atrocity and calamity that Zambia faces there is an equally powerful reaffirmation of all that can be right. In 2016, the “non-Bantu Botatwe” people from all over the country were harassed and hounded out of their dwellings around Namwala in a sickening post-election wave of xenophobic violence. But ultimately it was the rest of Zambians themselves who quelled the fires. Going back a few years – four to be exact – moderate “Bantu Botatwe” who provided shelter for those internallydisplaced “non-Bantu Botatwe” in this rural setting risked and sometimes got attacked as a result. Zambia produces intraparty political dictators and tribalists, but it also produces non-tribal political activists and all-embracing leaders. It is this balance between the capacity for destruction and affirmation of life/ livelihood that has kept us at the table of common humanity. So the question is: Why have we failed to translate the good that comes from us in times of elections into a prolonged period of peace? Zambians have to find the strength and the will to break away from this precarious and costly balance. If the suspected 2017 post-election arson attacks on public markets and other state infrastructures; recent criminal acts of chemical gas attacks and scores of killings of suspected-gassers by instant justice mobs, have taught us anything, it is that one day soon things may have gone too far. Something

will have to give. Then there will be no place at the table of common humanity for generations to come. The good in Zambia comes to life when people struggle for it. The bad, however, emerges when they relinquish their freedom to choose and react to a political leadership quick to slap on the chains of ethnicity and swift to elicit cultish personification. In the middle of last decade, the first intraparty winds of change were blown by the death of UPND founding father Anderson Mazoka in 2006, only to be hijacked by ethnocentric leadership. Later on the apparent democratic spaces that emerged in the party were paid for by the blood, sweat and tears of the general members. Yet today these spaces remain open, only to the extent that the elite can keep massaging their post-election bruised egos. But the UPND’s scheduled general assembly has been described by many as a sham which offers nothing new because it will still retain the same ethnocentric leadership. The writing on the wall is ominous, but in it there is also hope: the yin and the yang. The warning is linked to the long-serving ethnocentric leadership, the hope to eligible members of the party. The UPND would do well when its eligible members, forced by circumstances, look into themselves. It is then that they will begin primary elections in all its party structures from the branch level to the party presidency to struggle for justice. UPND’s definition of leadership has to change. True leadership does not come from the top or only from the elite. True leadership does not need the experience of serving in the corporate business entities or ruling party that you are trying to oust. It does not prey on fears or make expedient promises or seek populism in place of popularity. Current members of the UPND National Management Committee (NMC) were not born leaders; they were made possible by a national convention seeking succession to the late UPND founding father and his

team. In 2006, UPND eligible members did that, and soon afterwards their elected ethnocentric leaders’ political imagination ran out. These leaders have undoubtedly overstayed their welcome. If genuine leadership is going to emerge from the ranks of UPND’s eligible members at the forthcoming national convention, they have to create the conditions that make this possible. Let them cast a vote of noconfidence in the serving NMC leaders and the sitting party president, for the whole lot is part of Zambia’s ethnopolitical problem. It is inevitable that when thousands come together to refuse participation in the charade of choosing the lesser of two evils new leaders will emerge. Besides, our times call for new, young and dynamic UPND leadership which does not see Zambia as a puppet partner in a globalised world. UPND needs leaders that reject foreign handouts from international companies that are reportedly donating millions to the coffers of the party for future favours, in the unlikely event that it formed government next year. Tellingly, there is no doubt that Zambia’s largest opposition party has significant resources to boast about. In spite of this, the long-serving UPND leadership has outlived its usefulness, it too should be left by the wayside with a polite note of thanks. The past should not continue to bear down so heavily on the present. The past has to free the future. Used to the yin and yang of destruction and affirmation, youths have come to believe that this closed cycle is the best they can do. They depend on the old guard to keep themselves afloat, but they only succeed in limiting the youths’ imagination. It is time to let them go for good. It is time to break free. Finally, will the scheduled UPND national convention be a cleanup sweep? Or the good followed by the bad – the yin by the yang perhaps? It depends.

AVIC told redo shoddy works By SILUMESI MALUMO AVIC International, a Chinese firm did shoddy works on some roads and we have instructed the contractor to re-do the works, Ministry of Housing and Infrastructure Permanent Secretary Charles Mushota has said. Mr Mushota said the government had identified some roads which were poorly done by AVIC International and works needed to be re-done. He said that some works were prematurely done, therefore, the contractors were instructed to move back to the sites so that a good job can be done. He said in an interview yesterday, the works which were done by the affected contractors were not to government’s expectations. Mr Mushota said the contractor had been told to redo the works in Great North Road, Lumumba Road and Katimamulilo Road and many others. “Early this year myself and Presidential Advisor Mr Chella we inspected some roads which Avic had done and we found that certain sections of road were prematurely done and a directive to Avic was given to go and work on those roads. That time we inspected Katimamulilo, Great North Road, Ngwerere, Lumumba Road and Mungwi Road, it as a result of that Avic have gone back to work on those but even before those sections were identified Avic did not perform to the expectations of the government. “So as we speak right now they have started working on these roads and we expect that a good job will be done by this contract,” Mr Mushota has said. As government, Mr Mushota said, we want to see to it that roads are constructed and it can stay for a test of time.

Zesco, KCM seal power deal By SIMON MUNTEMBA

ZESCO Limited has entered into a long-term agreement with Konkola Copper Mines (KCM) for power supply following successful conclusion of negotiations, director of strategy and corporate services, Patrick Mwila has announced. Mr Mwila said in a statement yesterday that the agreement between Zesco and KCM was part of company’s long-term strategy of correcting imbalances in the power supply chain. He said the artificial imbalances were the result of the Bulk Supply Agreement (BSA) that was signed between Zesco and Copperbelt Energy Corporation (CEC) on November 21, 1997 which had been commercially disadvantageous to Zesco and which expired on 31 March 2020. “These imbalances were aided by certain clauses which ensured only CEC could supply the lucrative Copperbelt mining market ever since the BSA was signed in 1997. “It is also in line with the Government’s new policy framework, which supports an open Electricity Supply Industry (ESI) that is intended to encourage participation of various players in the three key segments of the value chain, i.e. Generation, Transmission and Distribution,” he said. He said the future was brighter for the electricity trade if new entrants were free to setup a power plant, negotiate for direct supply with any willing

consumer and request and negotiate for the wheeling of their power with owners of infrastructure on commercial terms across all transmission and distribution lines as long as capacity is available, and regardless of the ownership. By eliminating monopolistic tendencies, he said, the Zambian electricity sub-sector would soon realise efficiencies, as neither Zesco nor any other owner of Transmission or Distribution Infrastructure can claim exclusivity for their use as third parties will be able to supply power across Zambia. Mr Mwila said Zesco welcomes the competitive environment and the opportunity to prove that it can compete on a level playing field with the best competitors in the market. The agreement between Zesco and KCM confirmed Government’s commitment to supporting the whole of Zambia’s mining sector and to ensuring supply of all consumers in the Copperbelt. Meanwhile, Mr Mwila said despite Zesco’s initial failure to finalise a new power supply agreement to replace the now expired BSA, the company continued to make power available to CEC to allow it to continue supplying its consumers who had already contracted for power supply from CEC and to supply Zesco’s existing consumers in the Copperbelt. “This is despite the fact that CEC continues to owe Zesco millions of dollars in unpaid arrears under the recently expired Bulk Supply Agreement,” he said.

Mr Tayali said there was no gold mine that had been given to foreigners. He was reacting to a video which has gone viral of a young lady who was shown urging Zambian youths to join the planned demonstration on June 23, 2020 over what she termed infringement of freedom of speech by the government and mismanagement of gold mining. In an interview yesterday, Mr Tayali said the planned civil strife was orchestrated by some opposition leaders.

“I don’t agree with all these youths who seem to be agitating for some civil strife orchestrated by some opposition who for a long time have wanted to sabotage governance. In my view, most of these cyber youths (call them cyber youths because they are just on social media), are just be used without realising it because they are naive and ignorant. “These youths are trying to advocate for freedom of expression yet they are talking more than they work on social media, which puzzles me. They are trying to push a door which is wide open,” Mr Tayali said. He said it was surprising that those youths had abandoned whatever economic activities they were supposed to engage in such as music, photography, motivation speaking, comedy among others, to speaking on social media on a daily basis disparaging the leadership of Zambia without

consideration of the laws that governs the freedom of expression, yet they are claiming to be silenced. “Nonetheless, let’s say they have a cause to “Voice out,” what are they talking about? What is their issue? Who is stopping them from talking when they are ever on social media? How is the government disadvantaging them when they are free to engage in any economic activities?” he asked. Mr Tayali said all the issues the planners of demonstration were parroting are misplaced and totally incorrect, adding that they were mostly speaking from ignorance. “They are talking about a gold mine which has been given to foreigners, which is nowhere near the truth because there is no gold mine that has been given to foreigners. Which gold mine has been given to foreigners?” he asked. He said all the gold mining at the moment was being

done by Zambians, and most of them were using Stone Age or rat methods. Meanwhile, Mr Chanda said it was treasonous for the University of Zambia (UNZA) lecturer to agitate for a revolution in the country. Mr Chanda was reacting to remarks attributed to Mr Sishuwa that Zambia was bleeding and that it was a country ripe for revolution. He also accused Mr Sishuwa of being sponsored by a named political party. “Those are irresponsible remarks, in fact it is treasonous and as NCP, we are calling for the police to take keen interest in the matter and investigate this lecturer who might be paid by a known political party. ‘SI on night travel must stay’ By CHARLES MUSONDA THE Petroleum Transporters Association of Zambia (PTAZ) says Statutory Instrument (SI) number 76 that bans public service vehicles from moving at night has worked well in reducing road carnages. In an interview yesterday, PTAZ secretary general Benson Tembo said the public transport sector is impressed that the SI has achieved its objective of reducing loss of lives through road accidents. Mr. Tembo was commenting on Transport and Communications Minister Mutotwe Kafwaya’s statement that Government may consider revoking the SI to allow people to move at night. “The status quo in the public transport operations is quite impressive such that we need to move in that direction. The other thing that must be factored in is that we are talking about drivers who need rest.

He said even before the SI was introduced, fuel tanker drivers were already restricted by regulations as they are not allowed to move after 18:00 hours. “It is a topic worth debating and let’s see the convincing reasons that will prompt the Government to revert to the old system. From the time that the SI was enforced there has been a tremendous reduction in the road carnages and the compliance levels have increased,” Mr. Tembo said.

Give chance to local contractors – Lungu should be given chance as Government focuses on completing projects that were above 80 percent. President Lungu however warned against shoddy works, saying that they emanated into a huge cost to Government. “There are people who have been posing as cadres since the UNIP, MMD era and are busy lobbying for projects even when their works are poor, those are criminals. Prioritise local contractors but look out for

criminals,” Mr Lungu said. And Housing and Infrastructure Minister, Vincent Mwale said most projects which were prioritised because they were above 80 percent completion were now above 95 percent. Mr Mwale said projects such as housing and offices for local authorities were being reserved for Zambians. He however lamented that some local contractors were not performing to expected

standards. Mr Mwale assured the President that local contractors who were disciplined and performing well would be prioritised. President Lungu also expressed concern over the erratic water supply in Chirundu and directed that the problem be addressed as soon as possible. President Lungu wondered why the district should have a problem with water supply when the Zambezi River was nearby.

This followed a revelation that the US$150 million Lolanda Bulk Water Plant project was delayed because engineers forgot to include the power component to run the plant. The plant is only waiting for power to become operational. President Lungu expressed disappointment when he toured the new plant yesterday that the delay was as a result of professionals not taking their job seriously. “Engineers must wake up, this is a sign that professionals must take their jobs seriously,” he said. And Minister of Water Development, Dennis Wanchinga said Lusaka Water and Sewerage Company had now engaged Zesco to take power to the

plant. Dr Wanchinga told the President that the power component was overlooked by engineers when planning for the plant. He said a 250 metres power line was needed to tap electricity from the old plant. Dr Wanchinga said the plant should be fully operational in the next 4 months. Meanwhile, LWSC Managing Director Jonathan Kampata said the rehabilitation of Lolanda Plant in Kafue was meant to restore the treatment plant to its designed capacity of 110 million litres per day. Engineer Kampata said the current rehabilitation works at Lolanda Water Treatment Plant will further result in an additional of 20 million litres to the current 90 million litres. He explained that the project was being undertaken to supply an additional 50 million litres of water per day by the end of this of this year under the first phase.

Briefcase maize buyers worry NCP By CHARLES MUSONDA THE New Congress Party (NCP) is saddened that farmers in some parts of the country are giving away their maize to briefcase buyers instead of selling it to the Food Reserve Agency (FRA). In an interview yesterday, NCP president Peter Chanda said all farmers must be patriotic enough and sell their maize to the FRA to guarantee national food security. Mr. Chanda said the farmers should heed FRA executive director Chola Kafwabulula’s position that leaving Zambia’s staple food in private hands will endanger the national food security. He said even if some farmers are claiming that the FRA’s price of K110 per 50-kilogramme bag of maize is not enough, they must understand that when they sell their produce to the agency they will contribute to securing the national food security. Mr. Chanda said the FRA made it clear that it consulted major stakeholders in the agriculture sector before arriving at the K110 and that only the Zambia National Farmers Union (ZNFU) did not attend the consultative meeting. He said since the agency consulted the Ministry of Agriculture, the Zambia Cooperative Federation, and the Small-Scale Farmers

Association before arriving at the K110, all farmers must oblige and ensure they sell their produce to the FRA. Mr. Chanda said the farmers need to agree with the agency’s position that this year is unique in nature in that there is urgent need for the FRA to repwlenish strategic grain reserves from a dynamic grain market obtaining locally and in the region. “We need to acknowledge the fact that recently President Edgar Lungu directed the FRA to ensure it meets the target of buying one million metric tonnes of maize and we are confident that the agency has capacity and ability to meet the target and beat it even further. “Farmers must not just look at reaping huge profits by selling their maize to either briefcase buyers or outside Zambia. They need to support the FRA’s mandate of complementing Government initiatives to stabilise mealie meal availability and prices,” Mr. Chanda said. He said the farmers must also admit that the FRA had proved its relevance when it offloaded grain from national strategic reserves in responding to times of droughts and floods. Mr. Chanda said this was in line with Government interventions to ensure no one died from hunger inspite of calls from certain sectors of society to declare a national disaster.

THE UNITED Party for National Development (UPND) has contributed to lack of development in the area because they have been swaying the people of Western Province with lies, chief Imamuna of Lozi speaking people has said. The traditional leader of Nakato Ward in Nalikwanda Constituency said the UPND had for many times lied to people in the province which made them to vote against the ruling party in previous elections. Chief Imamuna told the Daily Nation yesterday, this time around the people of Western Province especially his subjects would not be swayed with lies anymore because they need development to flourish in the area. Chief Imamuna said he and the subjects would rally behind the ruling Patriotic Front (PF) for the area to receive meaningful development. “I have realised that it is only the ruling party which can change our wellbeing, I will work with the government of the day for the betterment of the people,” the traditional leader said. He said people in his area need development and would therefore not side with the ruling party for development to flourish. “To say the truth it is only the PF government which can make our lives to improve so as chief I will work with then so that my people can benefit from the development which other parts of the country are receiving. “So as a ruling party you should know that we believe that it’s only you the PF who can bring development here in Imamuna area. PF is doing great things in this country. “The UPND has failed us and we can’t continue work with a political party that cannot provide anything to the people,” he said.

Opposition MPs ticked off By AARON CHIYANZO in Chirundu OPPOSITION UPND Members of Parliament who are shunning to work with Government to foster development in their areas have disappointed President Edgar Lungu. President Lungu said MPs were supposed to be accountable to electorates. He said since ministers who were his handymen in delivering development were also MPs, it should be easy for the opposition Parliamentarians to lobby for development or get useful information that could be explained to electorates. President Lungu said there was no need to wait because the ruling party was winning the next general elections. He said this during

a meeting with over 20 headmen from Senior Chief Sikongo, chief Chipepo and chieftainess Chiyawa’s chiefdoms in Chirundu. President Lungu expressed disappointment that UPND Chirundu MP, and others had chosen to politick over development and the plight of their people. “Your MP has access to these ministers and can lobby for development or to ask them why certain things are not being done, then they can tell you what’s happening. But your MPs don’t want to work with us. “But we can assure them that we are still here, we are winning the next elections,” he said. President Lungu said the PF Government had performed wonders with regards to development and

that it was the reason citizens would still vote for it. And a representative of the headmen, Roy Habasimbi said the people of Chirundu thanked President Lungu for including their district on the development agenda. Mr Habasimbi said despite the water challenges the district was grappling with, it had received a fair share of infrastructure development and empowerment programmes. He said the traditional leaders were ready to work with Government. Earlier, President Lungu held a meeting with Senior Chief Sikongo and Chief Chipepo where they assured him that he was bound to scoop the 2021 elections because of his dedicated leadership.

Court orders month-long counselling stint for dagga-smoking boy By MULENGA MUSONDA

A JUVENILE court in Choma has ordered a month-long counselling programme for a 15-year-old boy who was found with 500g of marijuana. He told the court the marijuana was for smoking. This was in a matter in which the juvenile was charged for trafficking in Psychotropic Substances contrary to the Laws of Zambia. Particulars of the offence are that the boy trafficked in 512g of marijuana, a herbal product of Cannabis Sativa without lawful authority or medical recommendation. The incident happened on May 7, 2020 and the boy was apprehended on the same day. When he appeared for facts and Social Welfare report, the boy told the court that he smoked the marijuana as it helps him work at home. According to the facts read by Public Prosecutor Pearson Chilumbu, the juvenile was apprehended by neighbourhood watchmen after they found him with five balls that they suspected to be cannabis. They later informed the Drug Enforcement Commission who took up the matter till the boy finally appeared in court. Senior Resident Magistrate Idah Mupemo after considering all the mitigations and recommendation by the probation officer, discharged the boy and ordered that he undergoes counselling for one month and that the Welfare Department should give a full report at the end of the session.

Bus loader earns 12 weeks community service for peddling dagga By MULENGA MUSONDA

A BUS loader must do 12 weeks of community service or in default serve nine months imprisonment with hard labour after being convicted of trafficking in over five grammes of cannabis. The Choma Magistrates Court convicted Andrew Kaunda, aged 40 and resident of Zambia Township who pleaded guilty to trafficking in cannabis. He was charged with trafficking in psychotropic substances contrary to the Laws of Zambia. Particulars of the offence are that Kaunda trafficked in 5.2g of marijuana, a herbal product of Cannabis Sativa without lawful authority or medical recommendation. The incident happened on May 6, 2020 and Kaunda was apprehended on the same day. When he appeared for facts before Senior Resident Magistrate Idah Mupemo, Kaunda admitted that they were a true reflection of what transpired on the material day. Kaunda was apprehended by Drug Enforcement Officers after a tip that he was selling controlled drugs at an auto shop to the public. A body search yielded one ball of marijuana and another in a block nearby. The sample was taken to the University Teaching Hospital Food and Drugs Laboratory to which confirmed that the drug was marijuana. Magistrate Mupemo slapped him with 12 weeks community service and in default to serve nine months imprisonment with hard labour.

LUSAMBO SHOULD SLOW DOWN

I AGREE with those advising Lusaka Province Minister Bowman Lusambo to slow down with his public quarrels. This is a distraction which he does not need. He is a very busy man in charge of a busy city. Honestly, I find his fight with some artistes, very unnecessary. Let the people voice out. President Edgar Lungu is on record encouraging people to

speak out whether intelligently or not. Let them insult if they want. You can’t go around threatening people for speaking their minds. Awe mwatoba ba minister. Freedom of expression is important. Even a fool has the right to free speech. Let those with something to say, say it. Don’t compete with them, you are a minister and should have the integrity to ignore some things. You won’t lose anything.

Now the opposition want to take advantage of this and stock the fire. Bamwinsho you can let this go. Don’t reply to every provocation. You are a minister and should be used to public criticism. Let it go please. The party has given guidance, so just let it be. You have bigger things to do. Millions of Lusaka residents are waiting on you to guide them out of this corona induced semi lockdown.

FIRST and foremost, I write to commend President John Magufuli of Tanzania for his pragmatic stance on trying to save his country from minerals tax evasion. Tanzania has realised that there is a huge scam involving minerals tax evasion through unpaid taxes by main mining companies in that country. Zambia and indeed other African countries should surely take a leaf from the glaring evidence that the investigation team in Tanzania has unearthed. Zambia being a major copper exporter and with the Gold discovery has to tighten its laws pertaining to minerals that we have continually complained of being exported in big quantities without corresponding financial benefits to the country. The Tax frauds being experienced in most mining firms need bold decisions to be meted out by those in authority world over to abate it. Tax fraud is most times facilitated by our own educated Accountants who know how to elude the grip of those in government corridors, to the benefit of their masters and indeed themselves. It is however encouraging that Zambia Revenue Authority has finally realised this challenge and has gone a step further by employing qualified Chemistry Copper Examiners to determine the grade that these mining companies export. Before then, ZRA had no capacity to know whether the minerals being exported are of high grade or low grade to tax them accordingly. WISDOM MUYUNDA, Chingola.

Let businesses quote prices in Kwacha Dear Editor,

THERE is a law which prohibits entrepreneurs to sell their goods and services in foreign currencies such as the United States Dollar for instance. Former Deputy Minister of Commerce, Trade and Industry and who is the current Lusaka Mayor, Mr. Miles Bwalya Sampa issued a directive in 2016 that entrepreneurs in Zambia should not conduct their businesses in foreign currencies. The Deputy Secretary to Cabinet, Christopher Mvunga recently sounded the warning to the entrepreneurs charging their

goods and services in foreign currencies should desist from the practice. This is because it is an offence punishable by law. These entrepreneurs should instead trade in Kwacha which is our legal currency. The entrepreneurs owning shopping malls across the country are the major culprits. They quote the rentals for the shops in foreign currencies especially the dollar which is a violation of the law. When the Kwacha depreciates against the major convertible currencies, the tenants for shops and clients for other goods and services pay dearly. This practice

exploits the consumers as they have to pay more for goods and services. Under any stress of imagination, this should not be the case. The trend of some entrepreneurs charging their goods and services to the consumers has been going on for some time and nothing is being done to avert the situation. If seems there is laxity of the law at play to create a fertile ground for some traders both foreign and local to continue exploiting the consumers through high prices exacerbated by fluctuation in the exchange rate. I feel there is need to sensitise

people on trading using the Kwacha as the legal currency in our country. On the other hand, the government should deploy inspectors to conduct random surveys in trading places to ascertain whether the traders conform to the law by charging their goods and services in Kwacha. Those found wanting should be prosecuted to deter the would-be offenders. In this way, there will be compliance on the part of the entrepreneurs to strictly trade in the Kwacha, our legal currency. WEAR MASKS IN PUBLIC SAYS WHO, IN UPDATE OF COVID-19 ADVICE L

ONDON - The World Health Organisation (WHO) updated its guidance on Friday to recommend that governments ask everyone to wear fabric face masks in public areas where there is a risk of transmission of Covid-19 to help reduce the spread of the pandemic disease. In its new guidance, prompted by evidence from studies conducted in recent weeks, the WHO stressed that face masks were only one of a range of tools that can reduce the risk of viral transmission, and should not give a false sense of protection. “Masks on their own will not protect you from Covid-19,” the WHO’s director-general Tedros Adhanom Ghebreyesus told reporters at a briefing. The WHO’s technical lead expert on Covid-19, Maria Van Kerkhove, said in an interview: “We are advising governments to encourage that the general public wear a mask. And we specify a fabric mask - that is, a non-medical mask. “We have new research findings,” she added. “We have evidence now that if this is

done properly it can provide a barrier ... for potentially infectious droplets.” While some countries and U.S. states have recommended or mandated the wearing of face coverings in public, the WHO had previously said there was not enough evidence for or against the use of masks for healthy people in the wider community. It had always recommended that medical masks be worn by people who are sick and by those caring for them. Britain has said masks will be compulsory for passengers on buses, trains, aircraft and ferries in England from June 15. The U.N. agency’s advice that all healthcare workers dealing with Covid-19 patients, or with suspected cases of the respiratory disease caused by the novel coronavirus, should wear medical masks remains the same, Van Kerkhove said. But the advice has been broadened to recommend staff coming into contact with any patients or residents in clinics, hospitals, care homes and long-term residential facilities should also wear masks at all times, she said. – REUTERS.

Brazil threatens to quit WHO, Trump says US beating pandemic BRASILIA - President Jair Bolsonaro threatened on Friday to pull Brazil from the WHO over “ideological bias,” as his counterpart Donald Trump said the US economy was recovering from the coronavirus pandemic and Europe sought to reopen its borders. Adding fuel to the political fire raging around the pandemic, its origins and the best way to respond, Bolsonaro criticised the World Health Organisation for suspending clinical trials of the drug hydroxychloroquine for Covid-19 - a decision it reversed last week - and threatened to follow in Trump’s footsteps by quitting. “I’m telling you right now, the United States left the WHO, and we’re studying that, in the future. Either the WHO works without ideological bias, or we leave, too,” the far-right leader told journalists. Sometimes called a “Tropical Trump,” Bolsonaro has followed a similar script to the US president in his handling of the pandemic, downplaying its severity,

attacking state authorities’ stay-at-home measures and touting the purported effects of hydroxychloroquine and a related anti-malarial drug, chloroquine, against Covid-19. The WHO had suspended trials of hydroxychloroquine after major studies raised concerns about its safety and effectiveness against the new coronavirus - irking Trump, a fan who even took the drug himself as a preventive measure. On Thursday, most of the authors of the studies that appeared in The Lancet and the New England Journal of Medicine retracted their work, saying they could

no longer vouch for their data because the firm that supplied it refused to be audited. However, adding to the swirling scientific and political debate, a new study from Oxford University said on Friday that hydroxychloroquine showed “no beneficial effect” in treating Covid-19. In another potentially confusing reversal, the WHO changed its advice on face masks, saying that “in light of evolving evidence” they should be worn in places where the virus is widespread and physical distancing is difficult. – AFP.

ConCourt rejects Maimane’s urgent application to stop schools reopening JOHANNESBURG - The Constitutional Court on Friday denied Mmusi Maimane’s One South Africa movement direct access, on an urgent basis, to challenge government’s decision to reopen schools. It ruled that it had considered the application, but had concluded that the applicant did “not make out a case for direct access.” It was dismissed, as it was “not in the interests of justice to hear it as this stage.” The apex court decided not to award costs. OSA spokesperson Dipolelo Moime said the movement was consulting its legal team to consider its options, and not ruling out approaching the High Court to seek an order to suspend the reopening of schools for 60 days, during which government must provide, under direct supervision of a court, proof of the existence of a comprehensive readiness and implementation plan which must precede the opening of any grade. “We shall not back down in fighting for schools to be safe for students, for teachers and for support staff,” he said. “This particular department must be held to account at every step.” He said the movement respected the Constitutional Court’s decision. – NEWS24.

Food over face masks, say Liberians in survey MONROVIA - A survey by Liberia’s National Public Health Institute, which heads the country’s Covid-19 fight, has revealed that only between 10 percent and 15 percent of people in overcrowded slums can afford to purchase face masks. The vast majority of people in those informal settlements are more concerned about what to eat than what to wear on their faces, according to the institute’s head Dr Mosoka Fallah. The findings haven’t come as a surprise in an impoverished country where many people live on less than $1 a day. The government’s much-publicised decision to distribute food to vulnerable populations in places like those surveyed is still in final planning stages, with some obvious challenges. – BBC.

Zambian league ranked 7th in Africa By GRACE CHAILE LESOETSA THE Zambian league has maintained its seventh position in Africa, according to the latest rankings from the Confederation of Football (CAF).

With an overall tally of 43 points, Zambia still remain among the top 10 competitive leagues on the continent. Based on the CAF five-year ranking system, leagues acquire points for their club’s performances in the Champions League and Confederation Cup. At club level, Zanaco made a tremendous improvement ranking 21 from 42 while it moved three places down to 15th from 12th last year.

Zanaco’s massive improvement can be attributed to their historic qualification to the quarter-finals of the Confederation Cup under the tutelage of Chris Kaunda. Zesco’s failure to reach the semis of the Confed Cup led to a loss of ranking points. Nkana who last participated in the 2018/2019 CAF competition dropped from 29 to 33. HOUGH ranked among the top 10 competitive leagues in Africa, Ponga Liwewe says the Zambian league still lacks quality on the field of play compared to the 70s and 80s. Liwewe, who did not want to sugar coat, said the league was doing well commercially, but the quality of football was not good enough. Speaking in a phone interview on the Sun FM radio sports show yesterday, the former Football Association of Zambia (FAZ) general secretary said the league was lacking a product that would attract a thousand fans to the stadia as was the case during the Godfrey “Ucar” Chitalu era. “At the commercial side, the clubs have made quite a lot of progress in recent years. FIFA introduced this programme of club licensing , where clubs had to meet a certain standard to play in the top league, issues of commercialisation, issues of having financial accounts etc. We have come quite some

distance compared to when these clubs where owned as departments of companies,” “But if you talk of football on the field, I think in the 1970s and 1980s, we had a product at that time that could draw thousands of people in the stadia based on the quality of football. “Yes, we didn’t have televised football from Europe to the extent that we do today. Still there was quality to draw people to the stadia. “We don’t have players that can be talked about outside there, Egyptians would ask you about Alex Chola while George Weah asked about Chitalu whom he watched as a boy in 1978,” he said. Liwewe attributed the dwindling standards of play to lack of a proper development system for players mainly caused by privatisation. “We had players that had gone through proper development in that era, and by proper development, I am talking of oragnised football starting from primary school levels, starting in the communities where kids of seven and eight years old playing league games,” “But all that happen to fall

away at the start of the 90s with the liberalisation of the Zambian economy and companies been sold off. And the new owners that took over the stateowned companies decided, running football wasn’t really a priority, so we lost something in that window,” “Therefore, that we do not have the quality players we had in the past in terms of ability to play on the field. We have players who are good but the players of the earlier era having gone through a proper development structure gave us much more than we are able to get from the players of today,” he explained. Commenting on the introduction of a quota on foreign players, Liwewe said it was needed to ensure only high quality players found their way into the Zambian League. He however said, the league needed foreign players for commercialisation sake. “If you are looking at the commercialisation point of view, today, only Zambian league is broadcast by Supersport, which means the Zambian league is attractive for them to still be with Zambian when they have

withdrawn from other countries. This is because of the foreign players whose countries want to watch them. Talk of Namibia, Zimbabwe we have attracted a lot of interest. We now have an audience growing in West Africa, this makes it attractive. So Super Sport is willing to invest, their sponsorship is in excess of a million dollars a year going to Zambian football,” “But again their restriction on what level of players can feature in the Zambian league. I don’t have a problem with foreign players but there must be a qualification for example, a limit of five and also must be national team player or a player that has played at continental level through clubs. Certain criteria has to be put in place to ensure you are not depriving a young player opportunities to develop equally by taking a Ghanaian player into first or second division,” he said. Liwewe said, if Zambia had to reinvent its football to glory days, had to go back to history, learn from it and enhance it with the new developments, technology and challenges of the environment.

BEIJING - A new female billionaire has emerged from one of Asia’s most-expensive breakups ever. Du Weimin, the chairman of Shenzhen Kangtai Biological Products Co., transferred 161.3 million shares of the vaccine maker to his ex-wife, Yuan Liping, according to a May 29 company filing, catapulting her into the ranks of the world’s richest. The stock was worth $3.2 billion as of Monday’s close. Yuan, aged 49 this year, owns the shares directly, the filing shows. The Canadian citizen residing in Shenzhen served as a director of Kangtai between May 2011 and August 2018, and is now the vice general manager of subsidiary Beijing Minhai Biotechnology Co. People have forgotten to work for Zambia or fight for Zambia, I personally would like to see less partisan politics and more patriotism towards Zambia. USIC and events promoter Isaac Siwale has urged Zambia Association of Musicians (ZAM) to offer proper guidance on how its members must be engaging government on national matters than having artistes issuing random statements to show their concerns. In 2015, he decided to record his first song called 'Chalo mama'. This production was poor due to the fact that only five songs were well-received. "I had to stop music then but when I started hearing Sarkodie's music, I became inspired again," he said. As a young artiste, he was also inspired by Macky2 and Chef 187. "In 2018, I recorded my awesome song, called Mwambo and in the same year I did a song called Dorcas," he said, adding that the song has given him a good foundation and he is looking out to more singles to enhance his

career despite some challenges he is facing. "There is no much support ," he says. "In 2019, I recorded one of the fastest song called '50 Bars part 1 and 2'. The world, is in the middle of the Covid-19 pandemic that has left markets across the global in a bloodbath and economies on the verge of recessions. But for astute investors like Buffett, this could very well be the best time to accumulate strategic assets, or launch relevant businesses. The question is; what can you invest in without burning your fingers? Here is what financial market experts advise on your best bets: STOCKS You must pick the right counter for you to make money. Christine Kihara, a financial markets analyst at Abojani Investments says that Safaricom is currently the best pick in the market. “Banking stocks are oftentimes good

Ms. Kihara adds that money market funds and treasury bills can be viable alternatives to bonds for investors looking to invest in the short term. “The good thing about money market fund is that it is almost the same as saving but with higher interest rates. This fund invests in near cash asset classes that you can easily liquidate in case of an emergency,” she says. Treasury bills on the hand offer returns in 91, 182, 364 days.

He was unable to reconcile his actions and his values. Erotophobia is quite common and has many causes. Other than extramarital affairs in people with strong values around monogamy, previous sexual assault, painful sex, body shame or dysmorphia, relationship

problems, or any sexual dysfunction can lead to anxiety, apprehension, and fear. Treatment of the condition aims to tackle the root cause. "So in my case what do we do?" Mark asked impatiently, he was visibly distressed by this stressful condition. I booked him for therapy to manage the psychological issues. In the first therapy session, we explored his experience of the extramarital sex and what it meant for his values. It was important for Mark to

identify and take responsibility for his action, and realize that it caused conflict within him. He needed a plan to reconcile with his subconscious to have internal peace. He also needed a plan to prevent similar occurrences. He needed to take charge of the situation to free his psyche from further trauma. Beyond that, I trained Mark to identify negative thoughts. It is important to realise that negative thoughts are not necessarily factual, sometimes they are exaggerated. If you do not identify and analyse them they immediately influence your feelings and you get traumatised. When you can identify them you can pack them in a place in your mind and take time to critically analyse them and use them to make factual decisions. This is a big step in taking charge of a difficult psychological situation. But sometimes it is not the thoughts that influence your feelings and actions. A bad feeling can just crop up without any prior negative thoughts and if you do not manage such feelings they begin to influence your actions. You should take it that feelings are meant to inform you that something is amiss. Take time to find out why the feeling could have come. EOPLE often ask me when things will “get back to normal.” Well, the answer could be never, (or at least not for a long time). For as long as our economic model depends on imports for everything we produce locally, the new normal may become abnormally painful. We know the world supply chains are in turmoil. We know for our import-dependent industrial manufacturing sector to return to normal will depend on the speed at which the world economy and supply chains return to normal. Our lockdown to public gatherings did slow the spread of the virus and limit the deaths of many Zambian lives to seven countrywide. Without doubt, we did very well as a country, we saved some lives, that is true. Yet the gains may only be temporary for us. Our biggest problem with the lockdown is everyone has been counting the benefits, but no one has been calculating the costs. So, when each recovery is weaker and the debt goes up faster than growth as of now, it is a matter of time before we go broke - or eventually break out in hyperinflation. But perhaps we may not see hyperinflation per se, because to most Zambians, hyperinflation has a psychological Zimbabwe-style economic component to it and right now a deflationary mindset prevails amongst our politicians as seen from their desire to force an artificially set low food producer price of maize on the market. And it is pointless to be optimistic when we deal with so many unknowns in an economy that depends on imports for everything from foreign manufacturers and suppliers who are able to know and control all the infinite number of things we can make from their raw materials and the final quality of goods and the services based on the quality of raw materials they sell to us to produce only those things limited in scope and usage to what those raw materials are able to produce and not any more or better. This way we shall be restricted to what foreign raw material producers can export to us and we shall continue to fail to produce our own raw materials and the novel things we want to make in our country to sell back to them.
