& ANALYSIS

SUNDAY

NATION

ON RIGHT TRACK WE’VE never been impressed with Government inertia to implement programmes that are meant to improve the country’s well-being. And in these uncertain times we are in amidst the Covid-19 pandemic, Government needs to be pro-active to ensure that projects that have been on the drawing boards are actualised. It is for this reason that we laud Government for initiating a programme that has been in limbo for months – empowering local artisanal gold miners. The government has procured gold mining equipment worth €70, 000 (K1, 367, 800) to help the artisanal miners to help formalise their operations. The funds are part of the €1.4 million Trade Related Facility project being implemented under the European Union through the Southern African Development Community. According to Commerce, Trade and Industry Permanent Secretary, Mushuma Mulenga, Government procured four sluice boxes, four gold detectors, 12 panning dishes, two shaking tables and one microscope. Mr Mulenga said the intended beneficiaries of the equipment were gold mining cooperatives from Rufunsa, Vubwi and Lundazi as a way of encouraging formalisation in the gold mining sector. Gold mining, like that of other precious minerals in the country has been the preserve of illegal foreign miners from the neighbouring countries – Tanzania, Malawi, Mozambique and Angola. We have always advocated for Government to take stock of the country’s mineral wealth and ownership so that the locals enjoy the full benefit of what rightfully belongs to them. Over the years, we have had foreigners trek into the country and engage in all manner of illegal extraction of the nation’s precious minerals leaving the local population in abject poverty. Examples abound. Now that Government has stepped in, we hope the country has entered a new era as the cooperatives that have been given this mining equipment will put it to good use. The mining will be done under the auspices of the ZCCMIH which has been assigned by the government to administer the equipment on behalf of the cooperatives. It is quite a shame that Zambia’s newly discovered goldfields in the North-Western Province – Kasenseli - and those in Lundazi have till now been mined exclusively by foreigners. We recall that a traditional leader in the Eastern Province at one time urged his subjects to carry out citizen’s arrest on foreigners mining in his chiefdom illegally. But with the mining equipment now in place, we hope the cooperatives that have been so empowered will not disappoint but get down to work. We are aware that the government will prioritise the issuance of various mining licences to cooperatives to encourage formalisation of the gold mining subsector as well as to leverage benefits of the cooperative model. With this kind of legal backing from the government, what excuse could the cooperatives give if they fail to deliver? There is already a market through ZCCM-IH which has a subsidiary to handle the gold mining sector. Moreover, ZCCM-IH chief executive officer Mabvuto Chipata assured that working with the Ministry of Mines, they would provide technical expertise to the artisanal gold miners with regard to the use of the equipment, panning and safety, among others. Government has confidence in the local cooperatives to do a good job. As Mines Permanent Secretary Barnaby Mulenga said during the handing over of the equipment, the government was aware of the potential the cooperatives model has in contributing towards easing poverty and creating jobs in the various communities where they exist. With these measures in place, we hope Zambia’s very poor record of looking after its mineral wealth will now be history. For the nation’s economy to tick, it is important that Government must ensure that all income due to the national treasury finds its way there and the first step is to empower the local citizens take control and ownership of the resources.

SERVING WITH INTEGRITY

IS 2020 A NEW ERA FOR ZIMBABWE AND ZAMBIA’S MILLERS? By MUBANGA LUCHEMBE OVER the coming months, Small and Medium Millers’ Association of Zimbabwe (SMMAZ) will embark on a pilot project to brand their maize meal packaging material with a standard Government-approved subsidy stamp. At present there have been concerns that subsidised maize meal was being diverted onto the black-market by cartels for arbitrage opportunities, while the formal market suffered limited stock. The campaign’s main objective among others is to ensure that subsidised roller meal reached the intended consumer and is not diverted onto the black-market. During the presidential inspection of the Food Reserve Agency (FRA) storage sheds in Lusaka, President Edgar Lungu announced that the Government will buy more than one million metric tonnes of maize for strategic reserves in this year’s maize marketing season. What of perennial cross-border mealie meal smuggling to the Democratic Republic of Congo (DRC)? No need to worry if only the Millers Association of Zambia (MAZ) could be as proactive as its regional cousin of Zimbabwe that is trying to contain the black-market challenge. Apart from the obvious – that Zambia’s MAZ and SMMAZ of Zimbabwe needed to think outside-thebox to ensure that subsidised maize meal reached the intended consumers – some commentators would have us believe they were similar in other respects too. The words “black-market” and “cross-border smuggling” feature quite prominently in discussions of both associations, as does the idea that “branding the maize meal packaging material with standard governmentapproved stamps” could be a litmus test for how entrenched the maize meal smuggling and black marketeering processes had become in the two countries. Prior to the engagement of the Ministry of Industry and Commerce in Zimbabwe – SMMAZ was motivated by its members’ social responsibility and loyalty to their clients to try by all means to ease the plight of the ordinary citizen who could not afford the exorbitant prices obtaining on the black market – a 10 kilogram of

subsidised roller meal was pegged at between ZIM$120 and ZIM$180 on the parallel market against ZIM$70 in the formal market. Lest we forget of our President’s unwavering stand on the escalating cost of mealie meal in the country, as he recently highlighted that government would be compelled to put up radical measures to normalise the escalating price of Zambia’s staple food. It is time for the movers and shakers of this country’s milling industry to come to the defence of this country’s highly exploited people whose only crime is to love eating Nshima prepared from maize. But Zimbabwe and Zambia are alike in a more sobering aspect too – the tussle that emerges to get to this point between the lure of financial benefits on the one hand, and the devastating effect of climate change getting its own way on the other. In both cases, savvy maize meal traders have obviously spotted the illicit market development trend and the financial benefits this can yield. Although concerns over risks of getting arrested and arraigned remain, these maize meal traders have judged the benefits of their investment returns to outweigh the risks of doing illicit business. In implementing its campaign, SMMAZ adopted a standard Government subsidy stamp design on the packaging of member millers as a pilot project to ensure that subsidised maize meal reached its intended beneficiaries through proper retail shops and at the recommended price by whatever means necessary. Similarly last year, MAZ despite signing a tripartite agreement with government through FRA which had enough maize to last up to the next crop marketing season this year, the high prices of the commodity persisted. The government approved and recommended mealie-meal retail price of between ZMK135 and ZMK137 for a 25-kilogramme bag of breakfast meal. Accordingly, packaging materials were branded with these recommended retail prices. Yet unscrupulous traders bought in bulk and resold the same at over ZMK200 to domestic consumers and illicit cross-border dealers – much to the chagrin of government officials. In both countries, what emerged

was a thick cloud of potential civil unrest protests in the air and mounting economic pain on the ground as well as questions about the apparent inability to facilitate availability of strategic supplies of the commodity throughout the supply chains. However, what role the state-owned milling plants will play in the outcome of branding maize meal packaging material initiatives is – at the moment – undecided but critical to the long-term stability of the commodity prices in the two countries. Significant in both countries is the scaling up of state-owned major players – or big game changers in the milling industry – to cast an eye over and even directly get involved in subsidised maize meal production and distribution. Zambia’s previous tripartite agreement between FRA, MAZlinked millers and the Grain Traders Association of Zambia (GTAZ) was heavily marred by acrimonious blame-games; finger-pointing and scapegoating each other. Equally, Zimbabwe’s SMMAZ inability to identify or distinguish between subsidised and nonsubsidised maize meal fuelled the channelling of subsidised maize meal to the black market – and dealers profiteering at the expense of citizens. Both countries’ state-owned milling industry players did not seem to be as visible as expected this time around. Amid all the acrimony, logistical chaos and price confusion of the tripartite agreement in Zambia, this is a tiny sign of where the country’s food security may want to be in future – although for now the opportunity of FRA, Industrial Development Corporation (IDC) and cooperatives operating solar-powered milling plants going it alone on the domestic market is great. While MAZ-linked millers would rather procure maize grain directly from farmers or GTAZ and target the export market with Governmentapproved “For Export Only” branded maize meal packaging material. The timing of export market share could not be more fortuitous for MAZ. And, access to subsidised maize meal has become a source of conflict in Zimbabwe that needs to be diffused before it gets out of hand during the Covid-19 lockdown period. So, is 2020 a new era for Zimbabwe and Zambia’s millers? Let’s wait and see.

Mopani ‘defies’ State ‘NKOMBO FORCED ME TO DENOUNCE PF’

By SILUMESI MALUMO

MOPANI Copper Mines (MCM) has terminated some contracts for some contractors in Kitwe and Mufulira mines after assuring Government that all jobs will be secured, National Union for Miners and Allied Workers (NUMAW) has said. And Minister of Mines and Mineral Development Richard Musukwa has directed his permanent secretary, Banarby Mulenga to follow the matter. NUMAW president, James Chansa, said the mining company had issued termination letters to some contractors after agreeing to resume operations at the mines. Mr Chansa said it was disheartening that Mopani could arrive at a decision to terminate some contracts meaning that more workers had been thrown out on the streets. “This move is very annoying and saddening, these contractors who have been sent away had employees so they are now in destitution,” he said. In an interview yesterday, Mr Chansa said Mopani had assured Government that all jobs would be secured and yet it had decided to let

people to become jobless. Recently, Mr Musukwa told the Daily Nation that 11, 000 jobs that were on the verge of being lost after Mopani’s resolve to put mines on care and maintenance had been secured. Mr Musukwa said Government and Mopani held discussions which had yielded meaningful consensus. He said during the meeting Mopani agreed to resume operations and that the welfare of the workers had been secured, which included those directly employed by Mopani and those engaged by contractors. Mr Chansa however said Mopani lied to Government because it had terminated some contracts. “This situation is very sad because many families will be subjected to poverty. As a union we were hoping that Mopani will engage all the contractors as assured but it has gone the other route which is very sad,” Mr Chansa said. When contacted, Mr Musukwa who said he was not aware of the decision by Mopani to backtrack on its assurance directed that the matter be followed up. “I am directing the Permanent Secretary to follow this matter,” Mr Musukwa has said.

Covid-19 cases balloon to 252 By OLIVER SAMBOKO

COVID-19 cases have ballooned to 252 after Nakonde recorded 76 cases in a single day, the highest since the country recorded its first case two months ago. The country has also recorded three more Covid-19 related deaths bringing the total number of people who died from the virus to seven. Health Minister Dr Chitalu Chilufya at yesterday’s briefing in Lusaka said cummulatively cases now stand at 252, 112 recoveries, 133 active cases and seven deaths. He explained that 76 cases are out of 170 tests done in Nakonde while nine are from 346 tests done in Lusaka out of which the deaths came from. Dr Chilufya disclosed that the first death was recorded from an 82-year-old patient of Nampundwe who had a stroke but was subjected to Covid-19 tests which came out positive while the second case involve a 30-year-old woman from Ngombe compound who tested positive and also had a chronic liver condition. Dr Chilufya said the third case involves a patient from Ndola who was investigated for tuberculosis and presented to the hospital and after being swabbed tested positive for Covid-19. He said 650 more cases from Nakonde were being analyzed and that measures have since been intensified to avoid further community spread in the district and also appealed to Zambians to avoid traveling to the district. Dr Chilufya said Government through the Ministry of Health has instituted stringent border control measures and those who will be coming from Nakonde will be subjected to the 14-day mandatory quarantine at their own cost. He said Nakonde was now the new epicentre following the surge of new cases in the district and urged citizens to avoid travelling to the border town to avoid catching the virus. Dr Chilufya also announced that Chinsali hospital has been designated as a quarantine facility with a 300-bed capacity.

Mr Sililo said at a press briefing in Lusaka yesterday that Mr Nkombo had forced him to denounce and accuse the PF of buying defecting councillors when in fact not. “First and foremost I never received any money from PF, Councillors are resigning from UPND because they have realised that UPND has nothing to offer the Zambian people,” he said. Mr Sililo said he also made the decision to ditch the UPND after realising that it did not mean well for the Zambians. “I made the decision to resign out of my own realisation and after consulting my family. I have moved on and I am happy with decision,” he said.

GOVERNMENT should speed up the formulation of the National Marijuana Policy to boost the country’s economy in the face of Covid-19, Youth Leadership Advocacy Executive Director Sipola Mfula has said. Ms Mfula said there was need to quickly develop necessary guidelines for the country to start production of Marijuana for export and medicinal purposes. She said Government should quickly constitute a team of experts to look into this matter. Ms Mfula said Marijuana was a lucrative industry that can change the economic outlook of the country. She said the country’s economic outlook had slowed down due Covid-19 and that there was need to actualise the legalisation of Marijuana by putting in place necessary guidelines for marijuana production to boost the economy. “We call upon Government to make necessary steps with regards to the resolutions they made during the cabinet meeting which was held on the 4th of December, 2019 where they agreed to formulate necessary statutes to regulate growth and production of marijuana for medical use and avoid its

abuse,” Ms Mfula said. Ms Mfula said marijuana can change the economic outlook of the country and help narrow the poverty gap between the rich and the poor. Marijuana, she added, can just turn out to be the major contributor to muchneeded revenue to build infrastructure, pay national debts and to grow a selfsustaining economy. Ms Mfula said the country had plenty of unutilised land which can be used to grow

the high value crops such as marijuana. “What we need are statutes that will stiffen the penalties for its abuse and invest heavily in community sensitisation and restrictions on who should be allowed to have access or obtain the licence to be in possession, grow and produce the crop,” she said. Ms Mfula said the companies and individuals found abrogating the rules and laws regarding marijuana growing,

production and marketing must not only have their licences revoked but they must be prosecuted and punished severely. Government should constitute a team comprising experts from Health, Agriculture, Economics, The Drug enforcement, faith-based organisations, investors, civil society groups and social work, among many others to look at modalities of growing and export of marijuana,” Ms Mfula said.

Ministry guides on K10bn facility By BUUMBA CHIMBULU FINANCIAL Service Providers (FSPs) are obliged to lend out funds accessed from the K10 billion facility at low interest rates to their clients, the Ministry of Finance has said. The Bank of Zambia (BoZ) has made available a K10 billion facility to cushion the impact of covid-19 caused on businesses. The three-year facility is targeting to assist small businesses, especially those in key economic sectors without financial back up. According to the terms of accessing the money provided by the Ministry, FSPs are obliged to report to the BoZ the interest rate and any other relief offered to their clients. Interest rates on the market are currently hovering between 28 and 30 percent. “Much as FSPs are free to set the interest rate charged to clients on the advance obtained from the facility, they

are obliged to pass on the benefits of the low interest rates on the facility to their clients and to demonstrate that they have done so,” said the Ministry. The interest rate applicable on the facility, explained Government, will be fixed over the life of each Advance at the prevailing BoZ Monetary Policy Rate at the time of granting the Advance plus a fixed spread of 100 basis points. The Ministry explained that the interest will be paid annually with a 12-month grace period. It indicated that the FSP that offers an interest rate to the client that is within five percentage points from the rate prevailing on the facility will be entitled to an additional borrowing amount equivalent to 20 percent of the initial borrowing amount. “The interest rate applicable for onward lending by the FSP shall be fixed over the life of the advance. “The Bank reserves the right to change the pricing mechanism as

conditions may dictate, but this will not apply to already exiting advances made under the facility,” the ministry said. The ministry also said to qualify for subsequent advances, the FSP should have disbursed the initial amount accessed by clients in the targeted economic sectors as at the time of application. It indicated that an eligible FSP will be entitled to an initial advance that does not exceed the initial borrowing allowance. The initial borrowing allowance, said the ministry, will be equal to 50 percent of the FSP’s total outstanding amount of eligible loans at the time of the application. “Access to the facility shall be subject to borrowing limits. The borrowing limits applicable shall be calculated based on the loan data for the FSP in respect of outstanding amounts of eligible loans at the time of application,” the ministry said.

Musenge backs Lungu on Covid-19 measures By SILUMESI MALUMO PRESIDENT Edgar Lungu has shown leadership by unlocking some sectors of the economy to allow economic activities to thrive, Former Copperbelt Province Minister Mwenya Musenge has said. Mr Musenge who is also former National Democratic Congress (NDC) secretary general said Mr Lungu had shown political will for the economy to grow. He said in an interview yesterday that economic sectors cannot be shut down completely because the economy can collapse. The President was spot on, this is the only way our economy can survive again, Mr Musenge said. “This is a very complicated situation we are in because I feel for the President seriously because some decisions which can be taken can backfire which we cannot wish to. On the other hand, we ought also to look at the general populace of the country because the way it is especially small and medium entrepreneurs are in a very complicated situation. The President is in a precarious position, he must make decisions for the good of the people, and such decisions must be done cautiously and that is what President Lungu is trying to do,” Mr Musenge said. Meanwhile, Islamic Supreme Council president Suzyo Zimba, said the Head of State consulted adequately for him to make decisions. Mr Zimba said the government had handled the outbreak of Covid-19 very well and it was prudent to unlock some economic sectors which were critical to economic growth. He said in an interview yesterday, the onus was now on the people to adhere to the measures which had been put in place. And Young African Leaders Initiative (YALI) president Andrew Ntewewe said the Covid-19 was here to stay and it was important that the economy must continue moving. Mr Ntewewe said as people were conducting their businesses, preventive measures must be followed and screening must be enhanced.

Kampyongo has eagle eye on casinos By SIMON MUNTEMBA WE will pounce and deal with any casino that will be found selling beer and entertaining drunks, Minister of Home Affairs Stephen Kampyongo has warned. In an interview, Mr Kampyongo said the Presidential directive of reopening casinos did not mean they should start hosting bar patrons. He said the casinos should stick to their gambling business while complying with public health measures amidst the coronavirus. The minister said he was aware that some people would be flocking to casinos to drink beer but warned that any casino that would be found hosting them will be dealt with

firmly. “Casinos should stick to gambling and not beer selling. We are aware that now that the President has directed for the reopening of casinos, some people want to go there to drink. We will be patrolling and punish any casino that will be found abrogating public health measures. Some will even have their licences revoked,” Mr Kampyongo warned. On Friday, President Edgar Lungu directed the reopening of restaurants cinemas, gymnasiums, and casinos. However bars and taverns remain closed until further notice. President Lungu also reopened examination classes in schools beginning June 1, 2020. The President said all these measures should comply with public health measures. And President Lungu called on Zambian scientists to help find a local solution to the Covid-19 pandemic.

By AARON CHIYANZO CONSULTATIONS over the reopening of universities and other institutions of higher learning amid the Covid-19 outbreak have started, Minister of Higher Education Brian Mushimba has said. Dr Mushimba said his ministry was already in talks with health authorities and other stakeholders on the possibilities of reopening higher learning institutions. He told the Sunday Nation that engagements over the reopening started about two weeks ago. Dr Mushimba said following the Presidential directive, the consultations would be enhanced with the Ministry of General Education. He said with guidance from health authorities, the ministry was looking at how to incorporate “the new normal with Covid-19” and the best possible time for learning institutions to open. “I can confirm that talks over the reopening of higher education institutions started two weeks ago but

Don’t mislead people, Laura told By CHARLES MUSONDA AN opposition leader has advised Alliance for Community Action executive director Laura Miti not to mislead the public on events leading to the closure of Prime Television station. In an interview yesterday, New Congress Party (NCP) president Peter Chanda said the public was aware of the impasse between Government and Prime TV proprietor Gerald Shawa. Mr. Chanda said Mr. Shawa’s conduct was on public record since he rejected Government’s request for the station to help in the dissemination of Covid-19 awareness messages. He said contrary to Ms. Miti’s claims, the closure of Prime TV had nothing to do

with Bill 10. “The Zambian people must not be misled by this civic leader in the name of Laura Miti. It is very wrong to twist facts and misinform the nation regarding issues surrounding Prime TV. If people who are talking now love Prime TV they should remain quiet so that the TV station fights its own battles. “If people twist facts they will even harden people who are supposed to make decisions. We are aware that MUVI TV was closed down and they appealed. Their appeal was sustained and their broadcasting licence was restored,” Mr. Chanda said. He said it is wrong for certain civil society organisations to start creating unnecessary acrimony and that he personally is aware of the

anti-Government stance that Prime TV had taken before its closure. Mr. Chanda said the media should not be biased but they should be in the middle of promoting and preserving peace and national security. He said in the name of preserving peace and national security, the Independent Broadcasting Authority (IBA) decided to suspend the broadcasting licence for Prime TV. “Peace and national security were at stake if Prime TV continued with its line of broadcasting. There is an Act of Parliament that the IBA followed in making its decision. The TV station ought to have followed rules and regulation laid out in the law on how and independent TV station should operate,” Mr. Chanda said.

Support call for debt cancellation, US urged By AARON CHIYANZO ZAMBIA has requested the United States Government to support the call by the Bureau of Heads of State of the African Union for debt suspension and debt cancellation during the Covid-19 pandemic. Zambia’s ambassador to Ethiopia and Permanent Representative to the AU, Emmanuel Mwamba said the US was an allweather friend. Mr Mwamba commended the US Government for its continued support towards developmental programmes in Zambia. Speaking when the US ambassador accredited to the AU, Jessye Lapenn paid a courtesy call on him, Mr. Mwamba said the continued support by the US government was a result of the strong ties between the two countries. Mr. Mwamba cited the support to the Southern Region CDC in Zambia, the

President’s Emergency Plan For AIDS Relief (PEPFAR), an initiative to address the global HIV/AIDS epidemic and the Millennium Challenge Corporation as major ongoing projects that were supported by the US government in Zambia. He also said the support rendered by the US government towards the Covid-19 pandemic in Zambia and other African countries was commendable and appreciated. Mr Mwamba requested the US Government to support the call for debt suspension and debt cancellation during the Covid-19 Pandemic. “The support rendered by the US government is commendable and appreciated,” he said. And Ms Lapenn hailed the relations that continue to exist between Zambia and USA. She commended Zambia for the manner it was using the PEPFAR funds saying many African countries could emulate the way Zambia had managed the response to the HIV/AIDS pandemic.

infrastructure and other nittygritties that could enhance the fight against Covid-19 as learning institutions reopen. In his national address on Friday, President Edgar Lungu directed the ministers of General Education, and Higher Education to engage and consult various stakeholders on the possibility and modalities of reopening non examination classes, colleges and universities in the near future. President Lungu expressed concern that if schools, colleges and universities remain closed, there would be an education crisis as their calendars would be terribly affected. He said juvenile delinquency would increase in some cases as well as moral decay if children stayed home for a long time.

HH ticked off over Covid-19 stance By SILUMESI MALUMO UPND president Hakainde Hichilema has come under fire for claiming that President Edgar Lungu does not love Zambians for easing some Covid-19 lockdown measures. Some UPND sympathisers and the general public have criticised Mr Hichilema for politicising national issues that were critical to the wellbeing of the country and that of the citizenry. Mr Hichilema in his tweet reacting to the Presidential address yesterday, said the decision President Lungu made clearly showed that he does not love Zambia. Ms Ruth Yasmin told off Mr Hichilema that he was the one who does not love the citizens for politicising every decision the Head of State made. She said “for me I agree with Mr Lungu because we cannot stay indoors forever. Exam classes need to go ahead and yet you are saying he does not love us.” Another citizen, Mr Noel Mwape urged Mr Hichilema to put aside politics and be real. Mr Mwape questioned the opposition leader on what he would had done if he was in President Lungu’s shoes because the economy was dwindling. Another citizen, Mr Muyabeinj said President Lungu spoke well on Friday because Covid-19 in the country was not as bad as it was in other countries. Mr Lungu during the national address on Friday announced the opening of casinos, gyms and allowed restaurants to operate normally on condition that they adhere to health guidelines.

Diesel thief admits charge By MULENGA MUSONDA A MAN who denied stealing diesel from a filling station has rescinded his decision and admitted the charge. Jethro Matongo appeared before Magistrate Muyambango Munukayumbwa in a matter he is charged with theft contrary to section 272 of the Penal Code of the Laws of Zambia. Matongo earlier denied the allegations when the matter came up for plea three weeks ago. THE Choma Magistrates Court has convicted three men for criminally trespassing and cutting trees for charcoal on a Ministry of Livestock and Fisheries Farm. In this matter, Albert Piyo 53, Aphen Mwiinga 32 and Kelvin Muleya 31 were charged with criminal trespass contrary to the Laws of Zambia. Particulars of the offence are that the three entered Livestock Trust Farm with intent to steal, annoy or harm the occupants of the farm. The incident happened on January 13, 2020 in Choma. The accused were apprehended by a joint operations team comprising Zambia Police, Council Police and Forestry Department Officers after the farm manager complained

of trees being cut by unknown people on the farm. When the men appeared for judgement, Magistrate Muyambango Munukayumbwa could not believe their defence and rendered it as an afterthought. This was because they were found with axes on the farm trying to cut trees. The court found them guilty after being convinced that the State had proved its case beyond reasonable doubt. Despite being remorseful in their mitigation, Magistrate Munukayumbwa sentenced each man to three months imprisonment with hard labour but suspended the sentences for 12 months in which they’re not to commit any similar offence.

Troy Shadreck Mukupa: Kudos should be given to the President for the courage and determination shown in this Covid-19 pandemic. FINALLY FARMERS ARE GETTING FAIR DEAL Dear Editor,

O

VER the last four months (July to October 2019), the price of Zambia's staple food (maize and mealie meal) has been on an upward trend. This is largely due to an open system allowing farmers to sell maize at market value. A healthy situation. Government on the other hand has continued to procure agricultural produce from farmers as per tradition (at slightly lower prices) to beef up food security through the Food Reserve Agency. This market value or cost reflective tag has led to an increase in mealie meal prices for the consumer. It's a bitter sweet tale of sorts in that the farmer is getting value with every drop of sweat and the consumer (mostly in urban areas has to forego certain

luxuries to meet the cost of nshima.) The PF government's open market policy has created a conducive environment for sector growth. For decades Zambia has enjoyed government subsidies on food and essential services such as electricity. With time, these subsidies have been reduced and in some cases withdrawn to ease the burden on the national treasury. The adjustment process is never seamless but is a necessary measure. We need to ask ourselves; "Who feeds Zambia?" "At what cost do they do it?" "Do they make a profit out of it?" The answer to each of these three questions will in turn determine whether or not the current price of mealie meal is justified. Zambia is largely fed by subsistence farmers most of whom are in rural or outskirt areas of

UPND crowds started way back in 2006

the country. President Edgar Lungu and PF government has tossed the coin and it is still spinning. The farmer's side of the coin is finally facing upwards. The farmer has for the first time sold his maize at the market price. This has put more money in his pocket. This has stirred a production movement and an increase in the number of persons putting hoe to ground. The right formula has been found and a balance struck. An increase in agricultural output will mean; *A reduction in prices of agro produce and increased exports. This in turn becomes a self-regulating or market driven sector of the economy. *An increase in industries manufacturing farming equipment, fertiliser and other inputs, *An increase in demand

Dear Editor,

for packaging materials such as sacks The ultimate result is new jobs, new income streams and a broadened tax base all with an aim of enhancing the nation’s quality of livelihood. The increase in mealie meal prices is therefore a blessing in disguise whose benefits will be appreciated beginning next harvest season. Every wise citizen with foresight should seize this moment and join the bandwagon of new farmers. The rewards will be worth it. KAY MUSONDA, PF Media.

IBA should reopen Radio Lutanda

DON’T POLITICISE MUTAMBO’S DEATH

Dear Editor,

CROWDS are not a determinant of winning elections. Most of those who attended the HH/UPND rally in Kitwe didn't come from the district. That was a UPND national rally. Epobapela apopene. Ba UPND Zambia yonse. Most of his members were ferried from Southern Province and a few from Western and other provinces. UPND and HH are trying to hoodwink Zambians that they have become popular on the CB. Using crowds are their old tactic. At last they always lose. They will cry even in 2021. HH cannot change anything in Zambia. After all they don't have a manifesto. They can't do what the PF government has done in seven years since 2011. They are very far from ECL’s powerful development agenda which has delivered. SONTAPO not ukulandafye and promising people impossible or manna from Heaven. We shall only wait for 2021 polling day. Your ratings on HH, CK are FAKE. HH can't beat ELC. PAUL CHILESHE.

Dear Editor,

I AM dismayed that Radio Lutanda was closed because of a programme that was deemed tribal. My own feelings are that truth hurts. We all know the voting pattern in the UPND strongholds, especially in Southern Province. The voting is so regional and so tribal that no amount of masking it can hide it. Let us call a spade a spade. The tribal vote that comes from Southern Province is well documented and anyone is free to go to the Electoral Commission of Zambia and check on the results of the last two elections. I think it was wrong to

Dear Editor,

THE cold hand of death has robbed the medical fraternity of Ian Mutambo, the 24year Laboratory Technician. Mr. Mutambo died last week in a road traffic accident involving a Power Tools bus in Manyinga. The budding medical personnel met his fate as he was transporting the Covid-19 samples to Ndola for testing. Death is a mystery and no one knows when it will strike. People die in different ways. The cause of death can be illness and accident, among others. However, Mr. Mutambo’s death has sparked debate from the general public and some opposition political parties. Some political parties have accused the Ministry of Health of being negligent, resulting in the death of Mr Mutambo. They said that it is not right to carry the Covid-19 samples using public transport and yet the Ministry of Health has many vehicles. The Minister of Health, Dr. Chitalu Chilufya

has not been spared either of being negligent. I feel it is not fair to accuse the minister. He has other tasks to do. Ferrying of the Covid-19 samples and the mode of transport to be used is not his responsibility. The death of the young medical personnel is painful quite all right. But one thing for a fact is that Mr. Mutambo who served barely two years in the Ministry of Health having been employed in 2018 died a hero. He lost his life at the expense of serving people’s lives during this period of the Covid-19 pandemic. Mr. Mutambo was interred last Wednesday at Mufubushi in Mpika and Dr Chilufya attended the burial. Moving forward, people should desist from politicising the death of Mr. Mutambo to gain political mileage out of such an unfortunate situation. Go well Mr. Mutambo. You fought a good fight and you were a gallant soldier in the medical fraternity. May your soul rest in eternal peace. ELEMIYA PHIRI, Lusaka.

Mashi L Mushima: Great words to instil confidence in the educational system. Great measure taken to reopen schools mostly for those in exam classes. Twambo Muuleya: Not a single effort of yours as we fight this pandemic will go in vain. Your untiring efforts, commitment, dedication in this fight of Covid-19 are appreciated. My #Signal is you Mr President #ECL. Alex Silavwe: We can’t pretend that all is well when these sectors such as hospitality, entertainment, food and beverage, that employ a lot of our brothers and sisters, are closed. UPND to be the worst Government

The budding medical personnel met his fate as he was transporting the Covid-19 samples to Ndola for testing.

UPND will be the most worst Government if Zambians will make a mistake to vote for the party and its leader Ballyhoo HH in 2021. UPND, just as a political party has borrowed money more than the PF government. Since the time UPND have been running for elections in general elections and byelections for both presidential, parliamentary and local government elections they have conducted the most expensive campaign. This has been more than the ruling PF. The money used in their campaigns has been borrowed from individuals and international countries on the understanding it would be repaid when they form

Zambians should open their eyes and not allow this nation to go to foreigners, what we see today under the PF government is even better than if UPND took over Government. Government. UPND has given this country to people that they are busy borrowing money from and if it happens to rule this nation we shall be in slavery because those individuals will want to recover what they have spent and it will take generations for the people to recover what they have spent on UPND campaigns. For those in foriegn countries, they will come and loot our natural resources for recovery of their money without paying taxes to the government. Zambians should open their eyes and not allow this nation to go to foreigners, what we see today under the PF government is even better than if UPND took over Government. The borrowing of UPND as a party has reached alarming proportions and the only way for them to pay back, is to make this nation as a collateral to those who lent them money. HECTOR SONDO, Lusaka.

New Russia virus cases top 10, 000 for sixth day MOSCOW - Russia on Friday registered more than 10, 000 new coronavirus cases for the sixth day in a row, after emerging as a new hotspot of the pandemic. A government tally showed 10, 669 new cases over the last 24 hours, fewer than Thursday’s record of 11, 231 and bringing the total number of confirmed infections to 187, 859. The country also recorded 98 new deaths from the virus, for a total of 1 723. Russia now ranks fourth in Europe in terms of the total number of cases, according to an AFP tally, behind countries where the epidemic hit considerably earlier: Britain, Italy and Spain. Prime Minister Mikhail Mishustin appeared on television for the first time since announcing that he has been infected on April 30.

contact tracing, or the process of finding, testing and isolating individuals who crossed paths with an infectious individual. It is seen as vital to safely opening economies, and apps that automate parts of the process could accelerate efforts. The WHO expects its app to draw interest in other countries, including some in South America and Africa where case numbers are rising. They may lack the technology and engineers to develop apps or be struggling to offer testing and education. “The value is really for countries that do not have anything,” Mariano said. “We would be leaving behind the ones that are not able to (provide an app), that have fragile health systems.” Engineers and designers, including some who previously worked at Alphabet Inc’s Google and Microsoft Corp, have been volunteering for weeks to develop the new app with about five of them overseeing the process. They are designing it open-source on the hosting service GitHub, meaning code is open to public input. – REUTERS.

OAKLAND, California - The World Health Organisation (WHO) plans to launch an app this month to enable people in under-resourced countries to assess whether they may have the novel coronavirus, and is considering a Bluetooth-based contact tracing feature too, an official said on Friday. The app will ask people about their symptoms and offer guidance on whether they may have Covid-19, the potentially lethal illness caused by the coronavirus, said Bernardo Mariano, chief information officer for the WHO. Other information, such as how to get tested, will be personalised according to the user’s country. Though the WHO will release a version on app stores globally, any government will be able to take the app’s underlying technology, add features and release its own version on app stores, Mariano said in a phone interview. India, Australia and the United Kingdom already have released official virus apps using their own technology, with common features including telling people whether to get tested based on their symptoms and

DAR ES SALAAM - Tanzania says it has received its first shipment of Madagascar's self-proclaimed, plant-based "cure" for coronavirus, despite warnings from the World Health Organization that its efficacy is unproven. The announcement on Friday came days after Madagascar said it would begin selling the herbal concoction - known as Covid-Organics - and that several African countries had already put in orders. "Tanzania today received the support of coronavirus medicine from Madagascar," government spokesperson Hassan Abas said on Twitter. The purported remedy is a drink derived from artemisia - a plant with proven efficacy in malaria treatment - and other indigenous herbs. Last month, President Andry Rajoelina launched the remedy at a news conference, drinking from a sleekly-branded bottle filled with an amber liquid which he said had already cured two people. Madagascar has since been giving away thousands of bottles of the product, developed by the state-run Malagasy Institute of Applied Research, to countries across Africa. The East African island nation told the Reuters news agency it would begin selling the drink, which domestically can be bought for around 40 US cents per bottle. Along with Tanzania, Equatorial Guinea, Central African Republic, the Republic of the Congo, and the Democratic Republic of the Congo, Liberia and Guinea-Bissau have already received thousands of doses of Covid-Organics free of charge. Guinea-Bissau has received more than 16, 000 doses which it is distributing to the 14 other African nations. Liberia's Deputy Information Minister Eugene Farghon said there was no plan to test the remedy before distribution.

On Thursday, Moscow Mayor Sergei Sobyanin announced an extension of a lockdown in the capital, where most cases are concentrated, to May 31. He also brought in a rule that people must wear masks and gloves in public transport and shops or face fines from Tuesday. Residents of the capital are only allowed to leave their homes for brief trips to a shop, to walk dogs or to travel to essential jobs with a permit. Russia has a national nonworking period until May 11 that so far has not been extended. – AFP.

Top football leagues given option to scrap VAR when competitions resume the 2019-20 season and its use has come under fire from players, managers and fans after a host of controversial decisions. With matches being played behind closed doors and with other heavy restrictions in

place, football's lawmakers have made a series temporary amendments to their rules, giving leagues the discretion to discontinue VAR. World governing body FIFA and the International Football

Association Board (IFAB), which sets the rules, issued new guidelines ahead of the restart of the Bundesliga next week, with the EPL, Spain's La Liga and Italy's Serie A set to follow suit.

"In relation to competitions in which the video assistant referee (VAR) system is implemented, these competitions are permitted to cease its use upon restart at the discretion of each individual competition

NO PRESSURE …FAZ won’t be forced on how to end league - Kashala By GRACE CHAILE LESOETSA

T

HE Football Association of Zambia (FAZ) says it will not be pressured to cancel the league based on what other countries have done, but will handle the situation in the Zambian way to ensure fairness. FAZ general secretary Adrian Kashala, appealed to all football stakeholders which include, fans, players and sponsors to be patient even as the association continues to monitor the coronavirus situation. Speaking on a sports programme on Joy FM radio yesterday, Kashala said FAZ will apply natural justice in their decision over the league. He described it as unfair to terminate the league in its current status when other teams still have some games in hand. “We have our own

constitution, I don’t know whether we can use ours to that of Angola or Kenya. Yes, we hear this country has suspended the league. There is no single solution for various problems, we are in a different situation, and for us, we will remain here as Zambians and will apply our situation in the Zambian way,” “We need to be patient and also try by all means to complete our league without any club contesting the decision made, it must be done in a fair manner. Natural justice must apply,” Kashala said. He said a lot of investment has gone into the league, and everyone is looking forward to gaining something. “Many stakeholders including sponsors have put in money, so cancelling the league is not something that can go down with the sponsors because they are looking up to

something, the prestige or winning a medal,” “Football is about fair play and other teams still have a game in hand, so if we said we end the league today, what then will make of those clubs that have not played an equal number of games. If we had played an equal number of games, it would have made it easier to decide, but for now we have a variation, so that would be very unfair for those that still have games in hand which can improve their status,” he explained. Kashala said the association will base their decision on the three options presented to CAF that is: playing games behind closed doors or allowing the teams that have some games in hand to play up to 25 and lastly CAF to delay the start of the 2020/2021 season to March to have ample time to complete the current league.

Kashala took time to explain that article 79 of the constitution did not give powers to FAZ to cancel the league but merely gave the executive committee to decide on unforeseen matters. “This force majeure does not decide what action you are going to take at that particular point, it doesn’t say you stop the league, it just gives the executive power to make a decision. It doesn’t give us a definition of a solution,” he said. Article 79 states: The executive committee shall have the power to decide on all cases of force majeure and all matters that are not provided in these statutes , such decisions to be made according to the rules of natural justice taking into account the relevant regulations of CAF and FIFA. Angola, Congo, Liberia, Ethiopia and Burkina Faso are among the African nations that have cancelled their leagues.

THE 5, 000-seat capacity Matero Stadium will soon be given an uplift as a new developer has been identified. Lusaka Tigers Football Club chairman, Teddy Njovu confirmed in an interview that a new partner has come on board and plans to develop the

facility. Njovu said although the stadium was yet to be repossessed by the community, the process to get it back from the people that had been leasing it was on course. He said Matero Member of Parliament and the community were on course to getting the lease for the stadium back. Njovu said once the stadium was repossessed, the new developer would move in to develop and refurbish the facility to modern standards. Njobvu however bemoaned the state of the facility saying it had for a long time been neglected. Njovu said that the new partner would come on board to work on a long lease like the arrangement was at City of Lusaka Football Club. Lusaka Tigers and Matero United are some of the teams that use the stadium as their home ground.

Nkana donates facemasks to Kalulushi Hospital PREMIER Division side, Nkana Football Club has donated 100 re-usable face masks to Kalulushi General Hospital to curb the spread of Covid -19 in the district. A club representative Martin Sichembe said the facemasks must be distributed to medical staff and patients coming to the hospital. Flanked by Nkana lead striker Ronald (Sate Sate) Kampamba, Sichembe said the club thought it wise to present a small gift to outpatients and those coming to the hospital amid the Covid- 19 pandemic. Sichembe said it’s important that every person should wear a face mask to help stop the spread of the disease. Sichembe added that the coronavirus has separated soccer players from their fans. He said the donation of face masks is the only way

Nkana lead striker Ronald “Sate Sate the Nkana players can reach out to their fans in Kalulushi during this partial lock down. And receiving the donation, Kalulushi General Hospital Medical Superintendent Bwalya Chimfwembe thanked the committee for the gesture. Dr Chimfwembe said the donation could not have come at a better time than now. He said the donation will go a long way in ensuring that they offer better services to their clients. The move by the Kitwebased 11-time premier soccer champions is part of its response to government’s call for all citizens and organisations to come on board and help combat the deadly pandemic. – ZANIS.

PRICKLY END TO SEX FOR AMACIMBI DEALER – MOPANI MERCHANT POUNDED FOR DEMANDING PAYMENT IN KIND

93-Year-Old Woman Goes Viral When She Tells Internet, ‘I Need More Beer!’

A

MAN from Hope Fountain on the outskirts of Bulawayo’s bid to search for love during the coronavirus lockdown proved costly when he was severely beaten after he allegedly solicited for sex from a married woman in exchange for Mopane worms locally known as amacimbi or madora in Shona. It is reported that Trust Nyathi’s move to trade his amacimbi for sex turned nasty when he was given a thorough beating by Brian Moyo after he attempted sample his wife, Sipho Mpofu, over the “delicious” worms. The incident happened on Saturday last week. It is alleged that Nyathi thanked his Creator when Mpofu who he had been pestering for some time sent him a WhatsApp message asking for two packets of amacimbi costing $60 saying she was going to pay the following day. It is reported that on the day in question, Nyathi sent a WhatsApp message to Moyo asking her about

LOOKS like good times are brewing for a beer-loving 93-year-old woman in Pennsylvania. Last week, Olive Veronesi of Seminole was facing a serious problem: She is quarantining herself to avoid catching the coronavirus, but her beer supply was starting to run low. “I was on my last 12 cans, I have a beer every night, you know what, beer has vitamins in it, it’s good for you, as long as you don’t overdo it,” she told Pittsburgh CBS affiliate KDKA TV. Beer contains selenium, B vitamins, phosphorus, folate and niacin, as well as protein and fiber. But desperate times require desperate solutions, which is why Veronesi had a relative photograph her sharing a heartfelt message to the world: “I need more beer!!” The photo of Veronesi racked up more than 10,000 likes on social media and a few offers to get her suds stash restocked, KDKA reported. But the good times really began flowing for her on Monday when Coors Light, the beer she was drinking in her plea for pilsners, came through with 150 cans ― enough to last her another five months in quarantine.

his money and the latter told him she hadn’t raised it yet. Nyathi exploited the opportunity when he suggested that she could pay the debt in a different way. According to a B-Metro mole, when a seemingly confused Moyo asked Nyathi to clarify his proposal on how she was supposed to settle her debt, Nyathi is alleged to have unhesitatingly said “bhadala ngesiphundu” (pay with occiput)

a colloquialism for “pay with sex”. Shocked by Nyathi’s proposal, Mpofu showed the messages to her husband who later decided to set a trap by responding while pretending that he was Mpofu. In the WhatsApp conversations which were reportedly accompanied by some lewd videos showing how they were going to enjoy their love-making sessions, Nyathi was being promised some steamy sex action that he would never forget

Banksy Jokes His Wife Is Sick of Him Working At Home THE British street artist showed how he’s redecorated the bathroom with rat paintings during coronavirus quarantine in a hilarious Instagram post. Looks like Banksy is getting a little stir-crazy from self-isolation. At least that’s the impression from a series of photos the elusive street artist posted on Instagram on Tuesday. In the post, Banksy joked that his wife “hates it” when he works from home and then showed off photos of how he redecorated his bathroom in a rat theme. As ITV noted, Banksy commonly employs rats as a method of social commentary, so they were natural inspirations for his bathroom renovation. A BROKENHEARTED Bulawayo-based cop shared his emotionally draining and grueling tale of love which ended up putting him in a “fix” after he impregnated his married lover who lied to him during the subsistence of their relationship that she was single. Isaac Gwirai Mushandu, who apparently felt trapped after he impregnated a married woman, now ex-lover Sibonginkosi Moyo from Gwabalanda suburb, decided to blow open her deep dark secret at the Bulawayo Civil Court where he exposed her as a “Jezebel” who landed him in big trouble when she blatantly cheated on her husband with him. Detailing his devastation Mushandu who supposedly didn’t want to be seen as a marriage-wrecker said he terminated his relationship with Moyo upon discovering that she had lied to him that she was not married. However, for Moyo it means their sex game with Mushan-

du was just too good that she could not let go when she started harassing and threatening him as punishment for dumping and leaving her in a moral dilemma. In his application for a restraining order to stop Moyo’s threats, Mushandu is stationed at Ross Camp narrated how his ex-lover allegedly trapped him into siring a child with her. “I was in a relationship with Sibonginkosi Moyo and I terminated the affair when I discovered that she was customarily married to another man. The affair resulted in the birth of a child. I am now seeking a protection order against her because she is now calling and sending me insulting messages as punishment for terminating the relationship. “She is even coming to my house and workplace to insult me in front of my neighbours and workmates. She is also bragging that she applied for maintenance against me as a

way of fixing me for terminating the affair. “During the course of our relationship she was not faithful enough because she never told me that she was customarily married until I discovered it myself,” complained Mushandu. He begged the court to stop his estranged lover from harassing him. “I want the court to bar her from calling and sending me insulting messages and to stop coming to my house and workplace. As for the child’s needs she should communicate with me through a mediator of her choice,” he suggested. Moyo didn’t come to the court to defend herself leading presiding magistrate Nomasiko Ndlovu to grant the order in favour of Mushandu. The order spells out that she should not verbally and emotionally abuse him. She was also ordered not to call or send him abusive messages and to go to his house and workplace.

‘I stole wife’s money to spoil girlfriend’ THIS came to light at the Harare Civil Court where Pretty Nyarai Langton was seeking for a protection order against her husband Petros Mashava as their relationship has turned sour due to their constant fights. “I want Petros to stop coming to my workplace at Mverechena where I stay as well as my parent’s residential place in Mufakose. “He steals my hard earned money and what pains me more is that he spends it with his girlfriend. “When I ask him about it he insults me which results in a fight and this is really disturbing my peace,” she said. The court also heard that Pretty wants nothing to do with Mashava to the extent of not wanting him to see his child. “I want this court to make him to stop visiting me even if his intensions are to see his child as he helps me with nothing towards his upkeep,” Pretty added Mashava did not oppose the granting of the protection order and even acknowledged cheating on Pretty. “What she is saying is true and I have on several occasions asked for forgiveness. “I would steal the money because I wanted to spoil my girlfriend and give her salon money. “I love my wife and I will take care of our child if I get employed,” Mashava said. Presiding magistrate Gladys Moyo granted the protection order by consent and ordered Mashava not to harass, assault, insult or threaten Pretty. Mashava was also advised to visit Pretty if he wants to see his child but should do it in peace. - H-METRO

Wasosa confessed before headman Pearson Matsika saying he wanted to quit black magic practice. He reportedly said his “retirement” came after he had allegedly slept with almost all women in his area. He, how-

It was gathered that steamy messages flew back and forth with Moyo encouraging his wife’s secret admirer to come to the house saying he was not at home. “An excited Nyathi who however, didn’t know that the messages were a trap being set by Mpofu’s husband quickly proceeded to Mpofu’s house. Upon arrival he got the shock of his life when he looked to see a furious Moyo sitting on a sofa while waiting for him with a sjambok,” said the mole. After being bashed Nyathi who was also found with condoms in his trousers’ pocket pleaded for forgiveness saying the offer was made in a joking manner and that he didn’t intend to have sex with his wife. Nyathi who reportedly sustained injuries all over the body didn’t report the matter to the police. Nyathi denied the allegations that he was beaten as punishment for soliciting for sex from a married woman.

HEN some women still feel there are a limited number of jobs that they can do, one Memory Mumba, a teacher by profession believes a woman must be as unlimited as a man in terms of chosing careers and job opportunities. Her stance is driven by the fact that she has always wanted to do something challenging in life. For this reason, Memory is a teacher, businesslady and an amazing tile fixer who is never shy to shine in this male-dominating field. As a tile fixer or setter Memory is responsible for installing tiles. She and her team cut tiles using several different tools, including tile scribes, wet saws and handheld tile cutters. They then lay tiles in evenly spread mortar, ensuring precision, clean edges and straight lines. “ I have always wanted to do challenging jobs that men do, because I want to change the narrative and perception about what women can do or not do,” she says. “I didn’t have a chance to do any engineering course of my choice hence I ended up a tiler.” Memory explains that

growing up, she wanted to be an engineer but due to circumstances, she didn’t make it. She says not making it in an engineering school did not stop her from finding something involving and skillful. “As I didn’t require any money to pursue tiling, I had to learn it mainly through observation and determination,” she explains adding that she then started learning from one of her friends. “I will forever be grateful to Raymond Muloongo my business partner now, for helping me out in this discovery. It’s quite a challenge as I am a teacher by profession and also a business lady, so balancing up is difficult at times.” She however points out that she has found

a way to balance up by doing the tiling job during holidays and weekends. In this job, Memory is fully involved in all the planning, fitting and final touches. She says she loves wearing the work suit and do her thing. “ Don’t just be a woman who enjoys to stay home please, you can learn a skill and be doing something, Don’t be a woman that depends so much on men,” she cautions her fellow women. “For those in full time jobs ,that have professional jobs, don’t be too comfortable, learn a skill I believe once you have that skill, noone can ever take it away.I believe women too have the same capacity to perform well and be successful, and in our country jobs such as

teaching and nursing are almost filled up because finding a job today is not as easy as it was way back.” Memory believes that if women dominate in men’s fields, they will not only be making a change but making a difference in the society too. But where does she see herself in this tile fixing business. “ I see myself and my partner Raymond to have that company with workers especially women that we are going to train and be working with. In five years to come, we are looking at me and Raymond to have that hardware shop where we are going to have materials like Tiles, tile fix, bath tubs, toilets and more,” she says.

AS a way of combating Covid-19 pandemic, Atlas Mara has developed a robust communications strategy of Public Service Announcements as it believes information for all is power. This strategy according Mr Eric Ngondo, Head of Marketing and Communications, includes radio adverts in seven (7) local languages, a series of educational videos in partnership with Zambia’s biggest musician’s and television personalities such as Cleo Ice Queen, Brian ‘B-Flow’ Bwembya, Abel Chungu Musuka, Monde ‘Shipiwe’ Phiri and Henry ‘BJ’ Phiri. “We have partnered with these celebrities as these are the voices of the community and they have the ability to carry the preventive message on Covid-19 to the masses who lack information,” he said. He explained that the bank understands that the country is moving to the ‘New Normal’ where we shall all have to live with this disease and therefore the responsibility to manage the spread will rest with all of us. Mr Nyondo said to survive there is need to maintain good hygiene, keep the social distancing to at least one (1) meter and ‘Mask Up’ when we go out in public and adopt

the use of digital channels in our daily lives such as banking. He commended frontline medical staff whom he described as real heroes for the huge sacrifices they have made to treat patients who are contracting this virus and desperately need help. “This appreciation is also extended to the Police, frontline workers in supermarkets, banks and other essential services who have continued to provide these services throughout the outbreak of this pandemic. To all of you, we say a big thank you.” The Public Service Announcements have since been placed on the mainstream media, on ZNBC TV and Radio and Community Radio stations as well as digital social media channels

which include the Atlas Mara Bank, and Tenga Mobile Wallet Facebook pages with the objective of reaching as many people as possible with accurate information. Mr Ngondo further said that the Public Service Announcements released last week were there to compliment the overall public awareness campaign by the Ministry of Health through the Zambia National Public Health Institute (ZNPHI) to keep the public informed and updated on Covid-19.

NAMWALA COMMUNITY GROUPS IN LIVESTOCK BOOST felt we would not leave Namwala out,” Prof. Luo said. “ We work through a program where coorperatives are identified.” She said it was also a policy that whatever animal was given out, was incalf, so that they can multiply to make many more people benefit. Prof. Luo who was in the company of Chilanga Member of Parliament, Maria Langa and some heads of government institutions from the province and Namwala district said she was particularly

happy to give to persons living with disability so they can be testimony to show others that disability is not the end of the world for them. “The reason I emphasised on people living with disability is that a lot of people think that when I have a problem, I can’t see, I can’t walk, that this is the end of the world. But you will be a testimony, here in Namwala that being disabled is not the end of the world. And that you can be among the many Zambians

that can create wealth in Zambia,” she said as she encouraged the receipients to take care of the animals. She emphasised that the programme was mainly centred on women empowerment by ensuring that they were the main beneficiaries. “In this program, we want to ensure 50% are women. We need to empower women. I want to see some of you women, increase your stock. And this is like a bank we are creating for you. Livestock is as

Adele’s new album ‘will focus on her experiences as a mother’ MUSIC star Adele is set to focus on “her journey and experiences as a mother” on her new album. The chart-topping singer - who has a seven-year-old son called Angelo with exhusband Simon Konecki - is poised to reflect on her experiences of motherhood, rather than relationship heartbreak, on her new record. A music insider told The Sun newspaper’s Bizarre column: “Adele does not want Simon to suffer or be humiliated on this album. “She enjoyed a great relationship with him and they are both immensely proud of their son. “For her to vent or express anything that could be deemed as negative would cause an unnecessary rift and they have tried to stay amicable in the split. “She does not want Angelo learning about any

EALTH creation through investment in agriculture remains one of the key ways to ensure food security in any developing nation. With most of Zambia’s rural population depending and surviving on agriculture, there is always a need for variuos interventions towards the promotion of wealth through agriculture particularly livestock farming. It is this reason that prompted Minister of Fisheries and Livestock, Hon. Prof. Nkandu Luo, working closely with Namwala Member of Parliament Hon. Moono Lubezhi on Friday to empower vulnerable community groups in Namwala with live cows and chickens to kickstart their livestock farming. This initiate which took place in Namwala’s Chief Mungaila area saw a number of women groups and persons living with disability receive a cow or ten live chickens each as a way of start up investment to grow their farming. The empowerment programme is specifically under the fisheries and livestock ministry that is designed at restocking and stocking of livestock amongst communities to create wealth and make people self-reliant. Speaking when she presented 48 cows to a community of persons living with disability, and more other cows including 160 chickens to different women groups of Namwala Constituency, Prof. Luo said government was following an aggressive policy of restocking and stocking livestock across the nation and that she was enhancing the President Edgar Chagwa Lungu’s call of ‘ one animal, one household’ concept. “ We have a very aggressive programme as government in terms of restocking and stocking livestock. 2016 until 2019 - is said to be taking a long-term view of her new music. The insider explained: “The other albums were at a different time in her life. “Now she has to consider

the importance of her future stability. “From what we have heard, the music will still have a wide range of emotions and subjects, reflecting on her journey and experiences as a mother.” Meanwhile, a source previously claimed Adele feels “alive” following her split from Simon - and she’s ready to release new music. Following her relationship heartache, the Grammywinning star is now focused on her new record. The source said: “She talks about last year as a very difficult year, and she’s said in the past that creating new music is almost like therapy. You can tell that she is ready to share with her fans. “She is so busy, but her life is better-rounded than it was before. She is very fulfilled being an artist. New music is still a big deal for her, and she feels alive and happy.” - IOL

good as going to the bank, you put your money in the bank and you start getting interest,” said Prof. Luo who together with her entourage visited abattoirs in the area and later paid a courtesy call on Chief Mungaila. And area MP Hon. Lubezhi said it was humbling and gratifying to see vulnerable groups receive the animals which she said meant a lot for their empowerment. The Namwala lawmaker works closely with these groups and has given

them certificates to help them access various support mainly initiated by her. “It’s true today I am very happy in Namwala. Standing here as the people’s representative in Namwala, I am so gratified. I am so humbled by the Minister’s gesture,” she said. “Women(receipients) today you will be richer than where you are. Look after the animals properly. Whatever the situation, don’t sell these animals. Thanks to the ministry.”

Sam Hargrave hints at ‘Extraction’ sequel Movies

“EXTRACTION” director Sam Hargrave has suggested that the film could be followed by either a prequel or sequel. The Netflix film, which stars Chris Hemsworth and David Harbour, leaves the fate of Chris’s character, Tyler Rake, unclear and Sam has suggested that there are more stories to tell. In an interview with Collider, Sam said: “There’s a lot of potential; it’s so interesting. And again, the beauty of an ambiguous ending is that there’s a lot of ways you can go. You can go forwards or backwards. Either way you look on the timeline are very interesting stories.” The Marvel stuntman-turnedfilmmaker admits that the idea of a sequel wasn’t discussed during production as they wanted to see how ‘Extraction’ was received by audiences. Sam explained: “It wasn’t something (discussed) on set. As soon as it got mentioned, that thought of a sequel - because, I guess, Netflix

was enjoying the dailies and things were coming together and people were like, ‘Oh, this could be...’ You know, you talk about all these things. Is it a franchise? Is it all these things? Who knows until the movie comes out and the audience responds. They’ll be the ones who decide.” The director explained how producer Joe Russo explained how most successful films are followed by a sequel, but Sam admits that he would a future movie to be a prequel, focusing on the history between Tyler Rake and Harbour’s character, Gaspar. He said: “Joe brought up an interesting point that most of the time, you get a sequel. Rarely do you go back in time into prequels. “You get the sense that Chris and Harbour have a great chemistry so we thought that was a very interesting way - if you were to go backwards in time - that you could play with the prequel to a story like this.” - NETFLIX

AT only the age of 24, and being the last born in a family of four, Ben Milanzi is already an enterpreneur in the construction industry creating employment for his fellow youths. He is a proud executive director of his own company called Milanzi Benmil Designers and Construction. The Daily Nation Lifestyle caught up with him to share his journey and motivation. “I was born and raised on the copperbelt in Chingola to be precise , of which I was raised by my mother, that’s where I started my education up to junior secondary,” he says, adding that he he then completed his secondary education at Kitwe Boys Secondary in 2012. After that, he pursued Mechanical Draughting at Northern Technical College (NORTEC) in Ndola in 2013. There, he was one of the only six that graduated from his class in 2016. “At the beginning of the year 2017, I went to Chinsali and started working for municipal council and that’s where the birth of the company was,” he narrates. Milanzi explains that as a business, his firm deals with making of house plans and all types of structures. They also deal in interior designing, and construction from the initial stage to completion. “For me, motivation has come in different ways over the past time,” he said, adding that it is always important to have a role model for one to achieve their goals but insists that for him, he does not have any. Hei however says that there are role models who have all exhibited different qualities in them that he always wanted to emulate and get motivated by looking at them. He admits that his motivation comes from clients satisfaction over the work done and just knowing a difference has been made in a way or another. Milanzi noted that looking at the country’s economic make up, most of the youth are unemployed but yet full of energy and ideas. For this reason, he wants to create more employment. He observed that many youths want to pursue other ‘more fancier’ careers like medicine, accounts and entertainment but he decided to go into the construction sector so as to improve the country’s infrastructure and give people of different classes a chance and opportunity to construct something of their own at affordable prices and considerable terms. “Building has always been a big part of us as a country and its something most would like to do but most would find it challenging to do,” he says. “But I want to create a platform for everyone to be able to build at a pace that is most convenient for them.” He recalls that in school Technical Drawing was always his best subject which sparked interest for his career. He also received great counsel and support from his family.

“Benmil Designers and construction was initially registered in 2017 but was not functional right there and then. It was a dream I had to own a construction company and set it in motion then. During this period, I was working with the municipal council in Chinsali from which I had gotten more knowledge and experience that I’m really greatful for,”he explained. In 2018, his company became fully operational and he set up an office in Chinsali where it was mostly dealing with making of house plans at first but later widened his scope of work. “Although currently I only have one branch in Chinsali, I have people on the ground on the Copperbelt and Lusaka who I work with and are helping me to set up offices in both Lusaka and on the Copperbelt,” he says. His company has a total number of 26 employees but still aiming at bringing as many people as possible on board. “To my fellow youths, let us rise up and explore other areas even outside the scopes of our works,” he advises. “The government can only do so much and not everything with the limited number of jobs now it’s up to us to become more innovative and support one another through entrepreneurship. We are the future and the country depends on we the youth.”

SOCIAL DISTANCING SIGNS AROUND THE WORLD SHOW THE NEW NORMAL

L

ONDON - They range from simple spraypainted circles on the ground in a Mogadishu market to bright and breezy floor stickers in a Dubai mall, which blow a kiss and urge: “Hey there beautiful, don’t forget to keep a safe distance.” The markings that will oblige us to keep apart in busy social settings, in order to prevent transmission of the new coronavirus, are appearing on shop floors, city pavements and train or tram platforms the world over. As people emerge from weeks of lockdown, they face an array of new measures to try and keep the virus in check and protect society’s most vulnerable. The signs mounted so far went up at speed - but look likely to become commonplace and could be in use for years. Dots on the ground, lines, squares within squares, love hearts and smiley faces are being used around the world. The markings need to be impactful enough to be adhered to, but also, ideally, to reassure people without making them feel cattle-driven. “Anywhere where there are graphics at the moment, it is because people have had to react super quick and put something in place - speed has been of the essence. We are now at the point where there is a bit of breathing space,” said Chris Girling, Head of Wayfinding at CCD Design & Ergonomics in London. We have a hotchpotch of styles, colours, terminology, scale and placement strategies, he notes. “This means every single time a member

of the public enters a different space they are having to relearn the rules.” There is a balance to be found, he said. “People want to feel safe, reassured and at ease. If you can do that, they are in turn going to be more likely to shop, feel relaxed and return. The message needs to be clear and consistent ... and absorbed.” PLEASE Levels of politeness vary in the places where retailers, city and transport authorities have been able to afford to print

special signs. “For your safety please stand 2 metres from other people,” reads a floor sign in a Shell petrol garage in Britain. “Please practice social distancing,” reads another alongside footprints in Santa Monica, California. “Stand here” is written in English on a red circle floor sign in a grocery shop in Beirut. “If we are using words like ‘stop’ and ‘go’ and more abrupt language, then that is more associated with hazard

and prohibitive signage. This (Covid-19) is a very different type of situation and one that people have never experienced before, so it warrants a different tone of voice,” said Girling. “It is definitely worth trying a more friendly and inventive touch with how you talk to your customers or the general public as they are likely to be more receptive... there is even a bit of space for humour.” Footprints have proved popular so far, in signs from Bury in Britain to Abidjan in

Ivory Coast, but as Girling points out, the best sign systems would also encourage linear movement and give a visual understanding of direction. Asked how he would design a social distancing system, he suggested a line of tape to show a pathway, which changes colour every two metres. “The instinct to follow a line from childhood naturally stays the same as we become adults, and you subconsciously pick up on these visual cues as you walk around environ-

ments.” Signs related to Covid-19 should also ideally have their own distinctive colour, which will become instantly recognisable. – REUTERS.

silver bubble, with increased recoveries, Kabwe Mine kept making a lot of money. It is estimated the Hunt brothers owned about 30 percent of all the physical silver that was not in government hands estimated at 4.5 billion in 1980 dollars. The problem arose when the two brothers became greedier, such that between their physical silver and futures contracts, they controlled almost three quarters of the entire silver market. But of course, like in everything else, government and policymakers like having control of the markets. So, the US Federal Bank stepped in and “actively” encouraged banks to stop lending to the two kids. Suddenly, banks and brokers became spooked and the Hunt kids couldn’t meet their debts, pulling their lines of credit.
