he polemic between Ucina Confindustria nautical and the neo Association Nautica Italiana hide (though not so well) the real problem that has plagued the fund for many years: the total lack of vision on the part of governments that have taken place, in particular that of Monti onwards. The Secretary to the Ministry for Economic Development, Scalfarotto, risks a bilious attack in fumbling to find a point of agreement between Carla Demaria and Lamberto Tacoli, but maybe it's just the wrong premise from which we start. I'll explain. Instead of staying for months in plaster on distant and different positions, the Government should address the issue starting from its own proposal that can bring to the table of negotiations a new recovery plan for sailing. In short, it should be the government to say, ladies and gentlemen, these are the guidelines that we consider necessary to give new luster to the fund in all its sectors. A clear plan and ability to affect more seaside towns. Inside these perimeters we find that the point of balance between the two associations could be simpler.

enoa against Viareggio, Ucina Confindustria nautica against Nautica Italiana. Actually, no. An agreement might be possible. A sort of “War & Peace” in maritime sauce, set against the background of the boats and yachts which together make up so many shows and, above all, business. Although for the moment they have only managed to create a great deal of confusion, in hindsight threatening to push Ivan Scalfarotto out, undersecretary at the Ministry of Economic Development who was cal-
led to find a point of balance between the two national associations guided by Carla Demaria (Ucina) and Lamberto Tacoli (Nautica Italiana). But let's bring order and try to piece together what happened in recent weeks between the two associations and the various meetings organized to find an agreement. The new storm was brought about by the announcement made by Nautica Italiana around January 20th: we will create a boat show in Versilia, from the 11th to the 14th of May, in Viareggio to be precise, but also in Pietrasanta and Forte dei Marmi. All with the collaboration of Fiera Milano and the Altagamma Foundation, to which Nautica Italiana is affiliated. For Ucina Confindustria nautica it is an event in competition with the Genoa Boat Show, to be held in September. Tacoli association’s response was immediate, arguing instead that the show proposed in Viareggio is an international event dedicated to the products and the production of nautical excellence that does not compete with other festivals. But that was enough as the summit on the 1st of February in Milan ended in chaos with the positions of the two associations more distant than ever and with the government in total impasse. Also because here at stake is the government funding to be given, at this point, to each of the two shows. Tacoli accuses Demaria of wanting to block Viareggio, defining the ‘no’ of Ucina “an irresponsible act that has as its goal clearly to deny the possibility of funding from the same ministry, and in addition, to deny a new nau-

tical event in Versilia, despite being complementary and not competitive for data, target or format”. “Ucina opposes the proposal of Mise to more widely finance a new system of events throughout the country so as to increase business opportunities for all companies in the industry, and instead preferred to halt the funds within the industry, contemptuous of the absolute necessity for Italy to act through a logic of national economy to withstand international competition”, said in a statement which affirms that “Nautica Italiana considers the decision of Ucina as totally unreasonable and irresponsible toward the entirety of Italian boating, despite institutionally having the duty to represent it. And he wonders at this point whether the attitude of the Ucina Presidency is coherent with any interests other than those of the welfare of Italian nautical companies”. The reaction from Ucina was immediate. “The reality is that, during the meeting of February 1st, Ucina-Confindustria nautica did not agree to endorse, without any written document, with no rules or warranty, a counterevent photocopy of the Genoa Boat Show", said Ucina in a statement. "The only agreement that was drawn up in writing has been on the table of the Secretary of the Ministry of Economic Development since last November 30th - Says Ucina - The terms of this agreement, remembered and shared by the same Scalfarotto in an interview published on January 6th were clear and coherent: support two complementary events organized respectively by Ucina Confindustria nautical and Nautica Italiana, provided that they were not competing with each other and that the new Viareggio event compared to the Genoa Boat Show had a different target: only boats in the water and only yachts over 24 meters in length." And again: “This agreement was not signed by Nautica Italiana that, despite the statements made to the Secretary, has begun, starting with the Boot of Dusseldorf, the promotion of an event that completely overlaps the shopping perimeter of the Genoa boat show, thus breaking the negotiations in progress. The brochure and the application forms to potential exhibitors that Nautica Italiana disclosed in late January, in fact, demonstrate a willingness to address all sectors and to all recreational crafts from ten meters in length up.” In short, a total split. But perhaps still recoverable, if only for the new opening of Nautica Italiana who gave "their readiness to activate a shared desk with Ucina and Mise, and to ensure full transparency of their project and their willingness to cooperate in the interest of the entire sector. ”The association makes it known that it has sent a letter to Carla Demaria and the Undersecretary Scalfarotto, confirming the attachment of the proposal made by the Government and in particular confirming that "the organization of the new nautical event in Versilia cannot be compared in any way, or considered competitive, to the Genoa show for location, layout, type, schedule and participants”. Nautica Italiana, in their letter, works “to submit a pro-

LAMBERTO TACOLI We make ourselves available open to discussion with Ucina and to cooperate with Mise together in the interest of the entire sector posal to the Ministry, which would evaluate it independently”. But also emphasizes never to have placed “constraints on Ucina and not accept the confrontation, but it will be Mise, Ivan Scalfarotto in person, who supervise and judge the non-competitiveness of the two events, and to ensure economic support to both”. Now the word goes back to the Ministry of Economic Development and in all likelihood will be the same minister Carlo Calenda who must find the final mediation. As long as an agreement is made, and thus puts an end to a dispute that threatens to penalize the whole sector of the marine industry.

fter London, the Boot Show in Dusseldorf stood at the top in order of importance for the marine industry trade fair: 17 exhibition halls, more than 1,800 booths and 242,000 visitors from over 70 countries. These are the figures of the German boat show, figures that bode well for a recovery in the sector. CEO of the show, Werner Matthias Dornscheidt, declares himself very satisfied: "Boot is in excellent health," he says, summing up the progress of the fair, "the atmosphere was buzzing during all nine days of the show. There were strong sales, and a feeling of constant positivity. Boot has achieved its goal: to be a platform for business, along with fun," he concludes.According to
the Association of Bvww sector, sales of motor boats up to 80,000 Euros were excellent, while demand for luxury yachts suffered an unprecedented peak. For Tracht, president of Bvww "finally the secondary sites have also understood that attending these fairs is crucial if you want to compete at an international character." Sales overall were excellent, Magnus Rassy manufacturer of Swedish sailing yacht Hallberg-Rassy declares: "We are very pleased of Boot Dusseldorf. It is simply the best boat show in the world"; Martin Schemkes, of the French giant Jeanneau/Prestige is very pleased with the success that his company has had: "The excellent organization and the quality of visitors made the sale of a large number of boats possible. We are already planning for next year."

Boot gave a lot of space, in addition to boats of different types, to the universe of water sports, with continuous water demonstrations, acrobatic shows and attractions for children. Halls 2, 3 and 4 were highly popular, and lovers of these sports were enthusiasts of new dive computer technology, among innovations in diving equipment. But above all it was an endless show of acrobatic races from the water surfers who performed "the Wave" in Hall 2, in which a tank was set up reproducing "the perfect wave”. One of the central points of exposure was also one dedicated to the green economy and to respect the oceans. The cooperation project between the German Foundation for the Protection of the Seas, Boot Dusseldorf and Prince Albert II of Monaco Foundation, has launched the “Ocean tribute” award, dedicated to companies that have distinguished themselves for their innovative ideas with the aim to protect our oceans and aquatic environments. Following this German satisfaction, the next appointment we find overseas is with the Miami Boat Show, to be held from February 16th to 20th and is the largest nautical event in the US. In front of the mythical scenario of Collins Avenue, over 1,200 boats will be presented in a total outdoor exhibition space of 1 million square meters, branched by many floating docks. In addition to American manufacturers, there will be the big names of sailing, such as Benetti, Hatteras, Riva, Azimut, Sanlorenzo, Astondoa and many others. New this year, is the section dedicated to brokerage, and a display of 20 super yachts, which will be positioned around the Island Garden Deep harbor, which will host a VIP area. With such a rich start to 2017, it will be hard not to be positive and finally talk about the recovery of boating.

here is great excitement for the 44th edition of NauticSud, which this year will be held at the Overseas Exhibition in Naples from the 18th to 26th of February. The event doubles its exhibition areas, and will also host renowned brands such as Azimut and Tornado, and more than 400 boats on display. The shipyard Salpa will present the dual version of the 23 footer, outboard and inboard version to promote the concept of nautical camping, and the 38x model. Fiart will present historical models and the latest models returning from the fairs abroad, and the shipyard MV Marine will exhibit the line of Mito 31 and 45 and Vesevus 35, that conquered the American market. Donatella Chiodo, president of the Overseas Exhibition, is satisfied: "I am enthusiastic about the development of this fair that, after only a year, shows significant improvement in the number of member companies, demonstrating that the production linked to the economy of the sea for the city of Naples and the Campania Region may be an extraordinary lever of economic and social recovery". After several years of halted progress, Naples has found a leading place in the national industry scene.

The survey said that "at the moment thirty companies operate (between boating and direct causes) with over 300 employees in the area of Tortolì - Arbatax dedicated primarily to crafts resin and paint, as well as maintenance and storage, production services of boat molds, travel services and boat rental. - there are companies able to build 40-meter long boats, which systematically, almost every 20-30 days, are made and positioned in the port and taken away to complete the installation outside of Sardinia. Sardinia by bike is like nothing else
The island’s cycling network takes shape, the regional minister Morandi: it is the largest tourist infrastructure ever built

he cycle network of Sardinia takes shape. A year and a half after the start of the design process that involved 65 associations, 209 local authorities, the departments of Tourism, Agriculture, Environment and local authorities, Enas and the Forestas agency, the junta region of Sardinia has approved the preliminary study prepared by ARST in collaboration with the University of Cagliari, allocating the first 15 million euros. The study is the essential document in order to proceed with the execution of the design, that calls for proposals and then work, and welcomes the indication that the region gave to Arst: use the traces of disused railway network as much as possible and provide the greatest level of safety and least possible environmental impact. The Tourism councilor Francesco Mo-
randi has called the plan "the largest tourist infrastructure ever made in Sardinia, an example of how you can work together with the territories, thus obtaining significant results of functional development. With the cycling network of Sardinia we can build a product tied to sustainability, economic growth in inland areas and seasonal adjustment, truly complementary to seaside ports added Morandi -. It is important to connect the lanes to ports and airports, large cities and to other modes of transport. The project promoted by the Region of cycleways connects perfectly with the big events such as the start of the Giro d’Italia, in order to build a concrete offer, and is usable for twelve months a year," he continued. "The first 5 itineraries are competing within the year and are well distributed throughout the island, from
the north to the center to the south. The interesting thing is that it immediately connects suburban circuits with street circuits; a goal that will be made with the first 15 million. To complete the missing 1400 kilometers they will be competition with other European states and other Italian regions on European funding resources, available for those only who have advanced planning," however, explained the commissioner Maninchedda. The entire network extends for over 2,000 km along the five cycling routes planned from the cyclist Atlas of Sardinia; in particular there is a main network (made up of three mountain ranges: the central 300 km, 630 km west coast, 580 km east coast) and a secondary network of 1,200 kilometers. enice is art, culture, history, sea and carnival. And these are precisely the days when the city puts on the mask and turns out to be even more beautiful. A myriad of events fill the streets, the squares and the buildings of Venice, and the particularly anticipated Angel's flight, which will take place in Piazza San Marco on Sunday, February 19th at noon. It will do so in descending on the heads of thousands of people who will wait for the event with trepidation, only to be welcomed by the welcoming from the Doge. But waiting for the carnival angel’s descent from the bell tower, the stage in Piazza San Marco will be filled with "tradition" and colors. Many groups will parade on stage, opening a window on the carnival and the different traditions that are brought with it, including precious costumes, colors, refinement and history. Staying on until Sunday is keenly suggested, with the parade for the competition of the best mask held in the afternoon from 3-5pm: the participants challenge each other with an array of costumes, masks and wigs. The competition increases in emotion, color and surprises: this year the public will decide the daily winners, thanks to a knockout voting mechanism which will involve the square and its guests in deciding the most beautiful masks of the parades. And for the winners of the shows, scheduled between Saturday and Shrove Tuesday (February 23rd to 25th) on Sunday 26th of February, a grand finale is assured. What’s more, a new addition on

Monday 27th with two shows for children. If the 19th is a highlight, the Saturday that precedes it is certainly no less, if only for the 12 Marias of carnival that will be dressed for the first time in the fabulous Renaissance costumes of the Atelier Pietro Longhi. Their debut will take place at 1pm in the cloisters of San Salvador, an eagerly awaited moment for photographers and the audience of admirers. Together with the Marias, 51 boys then bring in a sedan chair from San Pietro di Castello to Piazza San Marco.To receive them there will be the pantomime of Pantalone, Harlequin, Columbine and Zanni musicians, who intervene from about 11am and entertain the audience with scenes, jokes, and pantomime while awaiting the "Marias" and then, at 1pm, will lead the procession to San Salvador Rialto to Rialto pier. The parade will be opened by Zanni (or Captain) musicians who declare the "Marie Passage" with drum beats in the streets and squares. February 28th will bring these great celebrations to a close and will be a memorable day full of events, including the "svolo del Leon" and the award ceremony of ‘Maria of the 2017 Carnival’. In the evening do not miss the "Night Court", a dance party for families. So, yet again, Venice will bring unique emotions, as it was for Saint Valentine’s, where love fused with carnival, bringing "Lido in Love", with exhibitions, flash mobs, markets dedicated to love and the awarding of the best masked couple.

S
ardinia under the snow, something between inconvenience and breathtaking scenery. In January an exceptional wave of bad weather hit the island, bringing heavy snowfall, especially in inland areas of the province of Nuoro and Ogliastra. In some cases, as shown by the photos from an Instagram profile, the snow has even covered the beaches, reaching down to the sea. The photos show the Balai Beach, part of Porto Torres. But the snow has also surfaced on other beaches, those of which in summer are the destination of the crystalline sea lovers from all over the world.

Services center for the sea created in Brussels, an aid to SMEs in the sector
T
he service center for the sea was created in Brussels (CS Mare), the result of a protocol agreement signed between 2014 and 2015 among public and private entities in the blue economy, regarding integrated maritime policies and intermodal transportation. The goal is to promote the interests of the maritime sector to the European institutions and to create synergies and exchanges between the public and private system. The request came from small and medium enterprises to make best use of the resources that are put in place by the EU in this area. Today the CS Mare has about twenty realities, including associations, universities, and port authorities. In this case the service center for the sea supports the development of certain strategic projects funded through the CEF program, Connecting Europe Facility. The Center was presented as the initiative of MEP Isabella De Monte at the European Parliament on February 8th.

T
hrough the observation of waves in the open sea with electronic eyes and 3D reconstruction, Italian scientists at the Cà Foscari University of Venice and the Institute of Marine Sciences of the National Research Council (Ismar-Cnr) found that exceptionally high waves are more common than previously thought in theoretical studies. Scientists have developed and patented a technology to reconstruct wave motion in 3D with the project Wass (Waves Acquisition Stereo System), which measures the sea in real time with the aid of cameras positioned on ships and mobile platforms. The research took place in the Adriatic Sea and was published in the Journal of Physical Oceanography. Understanding the real frequency of so-called "extreme waves, that is, those which exceed twice the height of the medium waves during a storm, is not only important for oceanographers, but also for designers of ships and offshore platforms, especially in light of the increasingly frequent weather changes, which create intense and exceptional phenomena.

Seychelles, a law to save the sea coconut
T
he International Union for Conservation of Nature denounces the extinction of the sea coconut in the Seychelles, because of abusive collection to sell its weight in gold on the black market. These plants grow in the wild on only two islands in the Seychelles and there remain little more than 8 thousand. Further aggravating the climate change situation. The Government is, therefore, intervening through a new stricter legislation on illegal harvesting.
H&M, a line realized with recycled marine waste
M
ade with recycled marine debris, the new sustainable line of H&M consists of dresses and stylish accessories, suitable for special occasions. The line, designed for the campaign Conscious 2017, was created with Bionic, a type of polyester made from marine debris. It has been designed for men and women, and for the first time will also include proposals for kids, as well as a perfume made from organic oils. The collection will be available from April 20th in around 160 stores and online. The goal of the brand is to use cotton coming only from sustainable sources by 2020. To date (2015 data), the share of clothing and accessories respecting this rule is 20%.
Palermo, the first Biennale dedicated to the Mediterranean
B
am was born in Palermo, first Biennale Archipelago Mediterranean, a festival dedicated to the cultures of the Mare Nostrum, sponsored by the Municipal of Culture, and is scheduled from February 10th to March 12th. The Biennale is conceived as a festival of theater, music and visual arts dedicated to the cultures of the countries bordering the Mediterranean and will take place between the old town and decentralized places, including private foundations and public spaces, in relation with the local associations and centers of foreign culture.
