E

conomic indicators and raw statistics speak for themselves: boating is not only emerging from the crisis brought it down 5-6 years ago, but is actually becoming one of the driving forces for our country’s economy. Every show and nautical event is a success, there is an excitement regarding the boats and all that they offer that many had forgotten. Even the ports are coming back to life; though not all, of course. But the trend is good and for the future we still expect growth. Now it is expected that the Government will also decide to focus on this nautical world, if only because Italy is almost entirely surrounded by the sea. It would be enough to undertake a serious and decisive policy for the definitive revival of Italian boating. And if geography is not a valid reason for investing resources, what has been happening in recent months surely is. A key impetus could come from the modernization of ports and perhaps from a tax policy that helps those who do business in the water.

The eight most frequently asked questions and answers about the island’s land bill

I

n Sardinia, the local government bill has been discussed by the planning commission of the regional council for a long time. On the web portal of the Regional Authority, a document was published with a series of questions (the most frequent ones to the public administration) and their answers to some crucial points contained in the DDL. There are eight requests that have been answered and here we will publish a broad summary in the hope of understanding and clarifying what Sardinia has in store for the future in terms of urban planning. Here are the eight questions and their answers.

Does the government land bill permit the use of concrete on the coasts? No. The coasts will not be besieged by concrete. The re-

gional council of Pigliaru focuses on the preservation of the environment and the landscape which have always been, and will remain to be, assets to be protected. The new law of local government strives to find a balance between the indispensable protection of these assets and the need of economic development. In the bill, no new structure is permitted in the 300-meter-long coast line. However, the existing accommodation facilities are allowed to be expanded, in the vast majority of cases obsolete due to current standards, and with the absolute exclusion of homes. If a hotel has an obsolete structure that needs interventions to be competitive on the market, the norm allows it to adapt: it makes no sense, also in terms of protecting the environment and the landscape, to maintain the status quo of structures that, due to their obsolescence, will increasingly tend to be abandoned, and therefore create unneces-

wing for the doubling in volume? It is not true. "Tourist-accommodation facilities that have already benefited from the increases, of the 2009 and 2015 regional laws, can also benefit from the volumetric increases provided in the first clause. In practice, who has already used, for example, 10% of the possibility to increase through the ‘Piano Casa’ will still have 15%; who already used it up to 25% will not be able to expand any further.”

As an area of integral protection in the Regional Landscape Plan (PPR), is the regional council bill violating the 300-meter-long curve of coast line, by allowing the construction of accommodation facilities? No, for the 300 meters, the bill introduces nothing that was not already foreseen. The possibility of adjusting existing structures within the 300-meter range through volumetric increase is provided in the regional law 45 of 1993 which allows the 25% volumetric increments of the already existing tourist settlements in that band. The PPR has resumed this possibility in the case of PUC that is appropriate to the PPR, or subject to the agreement procedure and by the time limit of up to twelve months from the approval of the PPR.

Is it true that, through this bill, those who have already benefitted through the ‘Piano Casa’, of the regional council of Cappellacci, can take further advantage of the additional volumetric increases to those already obtained, allo-

If the increase for small and medium structures can be of a reasonable volume, what happens with large structures? The present discussion of the bill allows for this kind of reasoning and refinement. Indeed, generalized increases that do not take into account the extent of the original volume can lead, in the case of large and very large structures provided they have not already used the increases already available - results in the distortion of the normative ratio.The modification of the norm to prevent this from happening is currently being studied, introducing as much a volumetric limit on growth, calculated on the standard endowment of new services and/or beds, as well as a volumetric limit on structures that can take advantage of this possibility. Facilities that already have a large volume and a large number of beds may allow the conversion of existing volumetric units to be used for services, or to remodel rooms according to the most appropriate standards.

With the excuse of developing tourism, will the DDL allow for the construction of millions of cubic meters of concrete for the interest of large brick industries? No. It is a general belief, also by the workers, that the Sardinian tourist development cannot be targeted with mass supply as it is an inevitable condition to maintain the landscape and environmental values that make Sardinia of world-class excellence.

Is it true that the bill has succeeded in doing what the centre-right government couldn’t, or rather destroyed the PPR? It's not true. On the contrary, the bill states all the principles

of the PPR. The same rules that the PPR established apply as regards to its adaptation and, in addition to the process of drafting, verifying and approving the implementation of urban planning. In the field of landscaping, in fact, it remains an obligation to copy the interventions between the Region and the Ministry of Culture, Environment and Tourism, which makes it impossible for it to be circumvented.

It is true that this reform takes us back 15 years to when Sardinia was a land conquered by the worst opportunists in the peninsula, and a gift for large foreign businesses? Sardinia, like any other territory, seeks to attract investments aimed at social and economic development in full respect of the environment, landscape and values of the region. In this sense, there are many prevention measures and filters: the major programs that will be proposed at the municipal or inter-municipal level will need to be preliminarily screened at a strategic level to verify compliance with the criteria set by the United Nations Environmental Sustainability Programs, involving the consideration of the entire

local economic system, respect for traditional values, and sustainability over time within the program. Only in this case will it be possible to start the approval phase and the indispensable selection "filters", such as assessment processes and the hydrogeological layout plans.

And the agricultural areas? Will they be occupied by concrete? Have you brought down the minimum lot from 3 hectares to one hectare for building? Rural areas will be valued only on the basis of agricultural production. The bill aims to reduce soil consumption, it favors reuse and enhancement. It is no longer the case that a minimum lot applies to all types of cultivation, but a minimum functional lot (from a minimum of one hectare to a maximum of 30 hectares) that will take agricultural use and vocation into account. The objective parameters to be applied have been studied by the Region in collaboration with the Agricultural and Veterinary Faculty of the University of Sassari and with the Association of Categories, and are open to discussion and debate.

Versilia Yachting A preview of the 2018 event There are already over 80 entrepreneurs who have confirmed their presence at Rendez-vous, significant news in the arrangement of exhibition areas

O

ver 80 exhibitors have already confirmed their participation in the event. Significant when compared to the first edition where the number of companies present was117. These are the premises of the second edition of Versilia Yachting Rendez-vous, the international show dedicated to high-end boating, on stage in Viareggio from 10 to 13 May 2018. The event, conceived by Nautica Italiana, is organized by Fiera Milano in collaboration with the Technology District for the boating and ports of Tuscany, with the support of the Region of Tuscany, the Municipality of Viareggio, the Municipality of Pietrasanta, the Municipality of Forte dei Marmi and Municipality of Lucca.On stage there will be the best yacht manufacturers and mega yachts of the Made in Italy shipyard: Gruppo Azimut-Benetti, Gruppo Ferretti and Sanlorenzo Yachts. Along with these big names, there will also be Apreamare, Baglietto, Cantieri di Sarnico, Cerri Cantieri Navali, Giorgio Mussini and Perini Navi, who immediately signed up to the new edition. Bertram, on the other hand, is the first foreign company to attend the event for

the second time. The presence so far in the maxi-rib sector currently sees the participation of leading industry brands such as Sacs, MagazzĂš and Tecnorib. There are also a number of companies that deal with accessories and components for large yachts: Volvo confirms its presence, a leader in the planning, construction and sale of power and motors; brands such as Besenzoni and Opacmare, both world leading companies for the production of boardwalks and lifting systems for large boats; Furuno, a top brand among the manufacturers of specialized GPS navigation devices; Bertazzoni, a leader in the design of large yachts; and Guidi, the leader in the production of approved water filters, drains, seacocks, valves and fittings. There are plenty of new features among the fascinating dazzle of Italy and Europe, starting with the new exhibition layout, made up of wider and more functional areas with wi-fi coverage that will facilitate the interaction between buyers and exhibitors and a conceptual evolution of stands, that are even more elegant and versatile than the previous edition.There is also a new location for ticket offices: there will be no desk in via Coppino but a post located on the promenade of Via-

Meetings in Versilia One of the moments that characterized the first edition of the event organized by Nautica Italiana

Two entrances are, however, strategically located north of the docks on the long Channel Palombari Canal, to make the path of the visitor integral and homogeneous throughout the exhibition area. In Coppino, instead, will be the new "Partner exclusive court" lounge, a space reserved for sponsors, dedicated to luxury products and services. An area where you can relax and know the latest news and products designed for those who share the passion for boating and high quality.Also confirmed are the three exhibition areas of the event: Tender&Toys, which will host producers of technological tenders and other "leisure" solutions for large yachts. Then there is the Superyacht Marina area, which will be presenting touristic ports that offer quality facilities and services specifically dedicated to large

units. Finally, a space dedicated to the superyacht equipment and components, which will bring together manufacturers of accessories and components dedicated to super yachts. An integral part of Versilia Yachting Rendez-vous will be the events that will involve Viareggio and the entire territory. It will start on Thursday, May 10th with an exclusive party reserved for exhibitors, and then continue on Friday, May 11 with the happy hour featuring VYRV along Coppino Street until Saturday, May 12th, a day devoted to the union between Art and the World of boating in Versilia.Finally, the new timetables: the second edition of Versilia Yachting Rendez-vous will take place in the docks of Viareggio from 10 to 13 May and will be open to the public Thursday to Saturday from 10.30 to 19.30, and Sunday 13 May from 10.30am to 6pm.

017 confirms a year of great success for Baglietto after the sale of the 46m Fast Lucky me and of a new displacement boat of 54m completely in aluminum for an American ship owner, and now announces a new steel and aluminum 55m contract for a European custo-

mer. The sale of the hull no. 10225 of the shipyard was made thanks to Cornelius Gerling's support of Edmiston Monaco. Signed by Francesco Paszkowski Design, the new 55m is part of the traditional Baglietto platform (the T-Line), and

delivery is scheduled for 2019. The soft and sleek lines are well-known for Baglietto, which, along with the lowered gunwales and lateral air vents, hold the Gabbiano trademark. The layout, however, is very personal and has 6 cabins. Among the features, a considerable sun deck of 160sqm and a spacious beach club. Further details are kept confidential at this stage. The Baglietto range also includes, in its Fast Line projects, 38m, 43m and 46m; 41m, 44m, 50m and 55m design the most modern V-Line, while 2 projects of 43m and 62m plus the brand new 70m complete the traditional (T-Line) in steel and aluminum.

nvironment and landscape, sustainability, quality of life and the tourist offer, authenticity: With these keywords in London - says Sardinian Tourism Councilor Barbara Argiolas - we have presented an increasingly interesting and attractive Sardinia for foreign travelers: this is confirmed not only by the consolidated data from 2016 and the partial data from this year, indicating a steady growth in international tourism, as well as from the strong interest shown by the operators hosted on the stand of the Region throughout the fair”. Sardinia has been on display at the Word travel market in London, one of the most prestigious and important tourist fairs in the world, housed in the ExCel space on the banks of the

River Thames.At the Regional stand, on the E wing, there were around 40 island operators (hotels and hotel chains, tour operators and travel agencies, service companies and consortia) accredited by the Tourism, Crafts and Commerce department. “WTM is one of the most important and prestigious events in the world: with over 5,000 exhibitors from 38 sectors of the tourism industry, more than 51,000 professionals and accredited jobs for a turnover of around 3.2 billion euros, explains the assessor, "It is an important opportunity to realize meetings and make arrangements with international buyers. It is especially important for us to offer Sardinian tourist companies the opportunity to get in touch with the large scale circuits to which they offer the seaside, our strongest product, but also the ‘experience tourism’ of which we would like to progressively

take on an increasing weight in the coming years”. Meanwhile, the island's tourist companies will be able to take advantage of another great international showcase, attending the "Buongiorno Italia" fair, scheduled for December 5 to 12 in Moscow as co-exhibitors within the stand of the Region and as a seller in the Italy workshop organized by Enit throughout the day on December 12. The Italian week in Russia takes place for the second consecutive year in Maneggio Palace, a short walk from the Red Square: thematic conferences, business meetings, a rich program of evening cultural events for an exhibition that wants to attract the attention of the general public of Russia to our country. The Region of Sardinia participates in this fair with its stand, within which up to 10 Sardinian companies can be accommodated.

Sea urchins, the rules dictated by Cagliari The Regional Fisheries Commissioner has indicated the fishing guidelines at the time of harvesting this seafood. Here is what settles the agreement with the fishermen

“T

he debates that were held in recent weeks have produced good results, especially since the result of the proposals came from the fishermen of sea urchins that have shown particular maturity in preserving a resource that is increasingly in danger of disappearing from our shores. In welcoming this commitment, the fundamental work done by the Fisheries Committee and our regional offices is recognized�. This has been said by Pier Luigi Caria, the Councilor of Agriculture for the Region of Sardinia who holds expertise in fishing, at the margins of the meeting with the urchin fishers and those representing their category. "The agreement - added Caria - has allowed us to step forward in the wider project of organization and valorization of the chain that, in protecting the resource, can allow for a significant economic and employment development of the industry. Likewise, all stakeholders will be more accountable in the struggle against abuse that has caused, and

continues to cause, so much damage to the industry."In the coming days the councilor will sign the decree implementing the new timetable and the rules on sea urchin fishing, which concerns 189 divers in Sardinia. And here are the rules that must be respected. Reduced catch. Professional fishermen working on boats will reduce the number of urchin baskets allowed for each day, ranging from 6 to 4 baskets and a total of 3,000 to 2,000. For those who work from the shore, however, 2 baskets instead of 3 and then 1000 urchins as opposed to 1500 may be collected. Sport fishing. The activity will be permitted on Saturdays, Sundays and holidays, with a maximum collection of 50 urchins per day. Stop fishing. With the aim of ensuring greater protection of this resource and to counteract the phenomenon of fishing abuse. Less harvesting hours. If until today professional fishermen could stay in the water from dawn until 3PM, next season they may work from 6AM to 1PM.

Lindos Here is what the acropolis and its castle looks like which dominates this portion of the island of Rhodes

indos is one of the most characteristic villages on the island of Rhodes, Greece. Its white houses are perched on the acropolis, where the imposing castle rises, rebuilt by the Knights of Rhodes in the 14th century and rebuilt at the time of Italian rule between 1912 and 1947. It is precisely the route that runs from the town to the castle that remains one of the main attractions, especially for children: both for the ascent and descent, for those who want, may be made on the back of a donkey. The panorama that may be admired once you reach the top of the acropolis is unique. The sea is framed by a rugged landscape and the Lindos lodges almost lay on the beautiful sandy beaches at the foot of the hill. And Lindos also has good local cuisine and

crafts. Inside the village there are many shops selling ceramics, fabrics, wooden creations and traditional souvenirs. In one of the typical taverns you can taste the typical dishes of Greece and the island of Rhodes, which, compared to other less renowned places may hold a slightly higher price, but to savor local cuisine in this corner of paradise is definitely worth spending a few extra euros. Lindos is located on the eastern coast of Rhodes, more or less half way up the island and is the ideal place to stay with the opportunity to go for various excursions to the most fascinating places that characterize this land.

n Florida, the 58th edition of the Fort Lauderdale Boat Show, one of the most important overseas trade fair events, closed on November 5th, which attracted 100,000 visitors in just a few days. UCINA Confindustria Nautica and Ice organized a collective participation to support the business activities of Italian operators within the Super Yacht Pavillion event, which was attended by Lomac Nautica, Viraver Technology, Schenker Italia, Atep Italia, Vitrifrigo, Opacmare , Boat Lift, Aries, Canard Yachts, Ascom. In addition to these, Italy was represented by several companies in the sector associated with UCINA Confindustria Nautica, such as Austin Parker Yachts, CMC Marine, Gianneschi Pumps and Blowers, Monte Carlo Yachts, Overmarine, Rossinavi, Sanlorenzo, Valdenassi Emanuele Maria, Yacht Controller , ZAR Formenti and other brands representing Nautica Italiana, headed by the giants Azimut-Benetti, Baglietto, Ferretti Group, Perini Navi.

Russia and China called into question to save the Antarctic Ocean

I

t was October 2016 when a meeting held by the Conservation of Antarctic Marine Living Resources in Hobart, Tasmania, decided to create the world's largest marine reserve in Ross Sea waters, a million and a half square miles in Antarctica, on the initiative taken by the USA and New Zealand. Today, one year after the creation of the largest marine park in the

South Pole, Russia and China are being called into question, and they will have to decide whether to approve the protocol proposed by the Commission. In the meantime, 24 countries, including the European Union, have joined the proposal to safeguard the Ross Sea with fishing restrictions, resource abatement and pollution.

he first classification of Italian ports was presented in Naples, drawn up by the "Mar.Te" project, one year after the port reform that introduced the new 15 Port Authority. Research is based on 6 critical success factors: port logistics, governance efficiency, economics & finance, socio-economic impact, market trend & communication, and green challenges. From this standpoint it emerges that the Venetian port authority is first with a score of 63.25 out of 100, in front of the Port Authority of the West Ligurian Sea (Genoa, with 57.73) and the Tyrrhenian Sea of Central Italy (Civitavecchia, with 53.45 ); while Naples and the Campania ports, which are part of the Partisopean ADSP, came tenth.

I

t comes from Copenhagen and has already touched Tallinn, Lisbon and Malta: it is "An ocean free of plastic", the interactive exhibition focused on the pollution caused by plastics in the seas, which will run until December 10th at the Aquarium of Genoa. The US State Department, the European Commission and the United Plastic Change all cooperated in the exhibition. It is articulated in multimedia areas with video and audio, and in addition to describing the impact micro plastics have on the oceans, it provides examples of actions that can be taken to keep waste away from the sea.
