f in Italy there is a natural place to discover ways in which to increase the receptivity and development of tourism, it is Sardinia. On the island the President of the Sardinian Industry, Alberto Scanu, hosted and later interviewed in this issue of Tendenze Nautiche, is well aware of this and confirms the desire of the entrepreneurial class to bring this land to the peaks of world preference. A goal that is back in fashion also in the Region palace, to the point that the Governor Pigliaru has relaunched the incentive, promising fireworks for the next two years in office. If entrepreneurs and politicians manage to create a new winning model of Sardinia we will see it, as with all things, with time; but the signal is important and should also be seen from outside of the island. This desire for growth should be accompanied by a national vision within the government that must be responsible for ongoing support in favor of a land that desires to grow. Here we speak of Sardinia, but this issue is easily applicable to any other sleepy corner of beautiful Italy.

But also infrastructure and air and sea links: Alberto Scanu, regional president of Confindustria Sardegna, explains to Tendenze Nautiche how the island can - and must in terms of projects and general intentions - become one of the top destinations in the world, a symbol of rebirth for the whole country of Italy.The number one in the sardinian industry has particularly emphasized the importance of the shipbuilding industry that, within the region, is cat-

ching up with the entrepreneurial initiatives of great interest. And the interview with Scanu starts from here. President, what is the boating industry for the region of Sardinia today? “Sardinia is the second Italian region after Liguria for the number of berths. It boasts 31 marinas with 17,105 berths, offering a density significantly below the national average with 9.2 berths per km of coast (the figure is 9.4 in Italy); and secondly, a considerably higher number of docking points than that of the units from recreational members. This figure shows an infrastructural asset intended to meet the high demand for berths for tourist boats coming in the summer months from abroad or

from other regions. Another aspect to be highlighted is the 334 berths over 24 meters offered by Sardinia, and representing 10% of Italy. For the economy as a whole consider that every euro spent in boating generates four in the general economy. Each usage activated instead creates another 6; considerable amounts, considering that the multiplying factor of the shipping industry amounted to about 2.5 in terms of added value and 4 in employment”. In Ogliastra, Confindustria, together with the network of Latitudine Arbatax enterprises, has long been asking for specific investments to give a new impetus to its shipbuilding in-

dustry. What are the prospects for this territory and its companies? “Boating is a sector that has professionalism and important business realities and in Ogliastra there is huge potential but businesses must be empowered to be competitive. The six companies of Ogliastra that decided to join the Latitudine Arbatax network last July have created a major production reality with an annual turnover of 7.5 million euro and 109 direct employees. The companies all have extensive experience in the field of boating and collaborate with market leaders in Italy and in the world. From design to shipbuilding, from fittings to maintenance, from assistance to boaters to charter services, network companies are able to cover the needs of the entire production system and nautical services. This network, the first in the industry in Ogliastra, represents a virtuous example of employers who courageously chose the path of cooperation. They represent an important asset in a manufacturing sector of high added value and with key perspectives, not only for the possibility of involving many highly specialized activities, but also for its ability to enable strong synergies with other fragments of the local economy. Think of the tourist flow that you could generate by increasing the number of boaters and subsequent consequences (services and repairs, subcontracting, business, charter)”. Sardinia is synonymous with seaside tourism. The debate to extend the so-called tourist season is open, in your opinion what needs to be done to attract visitors also outside of the summer period? “In today's competitive environment, a decisive factor in winning the challenge is to raise awareness of the destination of Sardinia (shared brand and the availability of an offer of suitable products and services) to the

world, through dedicated and coordinated tools, especially social and digital media. The key element for planning the structure of tourism products and destinations for longer than the standard period of four months is to know its territory, its wide and diverse range of existing destinations in order to actually create an efficient and professional DMO (Destination management organization) that can generate sustainable and lasting results for the island's tourism. We must develop a multi-level programmatic approach. Sea, culture, environment and nature are the symbol and the strength of Sardinia”. Not only sea and therefore: what other segments must be firmly focused on according to Confindustria Sardegna? “We need to develop and communicate, equally, a region to be enjoyed all year round; it can complete the traditional offer the seaside and is also the driving force for the dismantling of the concrete seasonal tourism in Sardinia. A consolidation of sea destination through the creation of additional products (gastronomy, culture, nature, sports, boating) could pave the way for an autonomous growth of a supplementary tourism with high economic impact on the area for so-called off-season periods. Nautical tourism, cruises, sports and nature tourism may represent the driving force of wealth to expand the offer of services and create positive economic impact on the territory: while representing and serving different tourism demands among themselves, they can ensure strong direct and induced effects on the economy of the territory”. The connections with the island are another crucial aspect when thinking about a new economic and entrepreneurial development: according to you where and how is it neces-

n total six companies, with a total turnover of 7.5 million Euros and 109 employees, now constitute Latitudine Arbatax, the first network of the nautical sector in Ogliastra. The initiative is promoted and incorporated within Confindustria Sardegna Centrale. The network was presented in the tourist port of Arbatax (photo). They are part of the Turismar “pact” (tourist port management), B. Metal (fiberglass products, carpentry), Nautica Cls Design and Construction (building and boat maintenance), Arbatax Boat Service (storage, refitting, construction, maintenance and servicing), Flamar Vacanze (tourist services), BC Marinasarda (rental, service, assistance, construction and refitting). Among the objectives - the promoters explain – is also the creation of a brand of the Ogliastrine boating industry through which the promotion of the sector may be facilitated, with joint actions of national and international and in connection with other areas. With a focus on the search for new foreign markets and to project with regard to innovation, research and technology transfer. All this intending to present two factors: the development of tourism and also liaise with the local situation.

sary to intervene? “Strategic assets for the development of tourism are the connections, logistics and infrastructure, given that the attractiveness of an area is measured not only by the beauty and supply of natural and cultural resources, but also the effectiveness and perception of its accessibility at the time of the holiday choice. The size and efficiency of the offer of transport infrastructure as well as the related services are crucial for the tourism competitiveness of a country and, in particular of an island like Sardinia, especially in light of the increasingly fierce international competition. In the region there is a lack of basin locations in close proximity which allow for a high number of people, quick accessibility, and costs that are consistent with other proposals in the market, by train, car, etc. If we had the catchment areas, next we could power the limitless short break market, subsidizing and choosing routes that provide access and frequency of flights with the best locations. But it is not so. To overcome this handicap the coordination of international accessibility is therefore required by law, beyond the essential links for the territorial continuity (Rome and Milan), to rationalize the competition with the airlines, the choice of destinations, their frequency, cost and durability, taking into account the trend and target markets in relation to the product offered by Sardinia. A provision that encourages and consolidates boosts to business over time between the entrance ports of Sardinia (airports and ports), it is necessary to make organic, systemic, and creative operational synergies in order to increase the positive effects on tourism and its industry on the island . Once

the arrival on the island is guaranteed, effective capacities for movement must be ensured within through roads and adequate and affordable service facilities (internal, rail and motorway connections, transfer). In the index ranking of EU quality infrastructure, which considers three parameters: road accessibility, train accessibility and number of air flights (last survey in 2013 of the European Commission data), Sardinia occupies the 231th place out of 261 European regions and ranks as the last Italian region. Again one must focus on the rationalization and efficiency of the instruments, including legislation, existing or newly created, if considered appropriate or necessary. Flights from and to Sardinia, sea routes, road and inland transport, public and private, all represent a necessary element and prerequisite in truly making Sardinia a destination�. What steps are to be taken from a legislative and regulatory point of view to attract new investors in Sardinia? “In the current scenario, Sardinia (within the national tourism system) has enormous opportunities for recovery and growth. However, to fully exploit them it is necessary for the public governance to champion the implementation of the improvement within the competitiveness of the system, and in the rationalization and optimization of structural and regulatory resources. What is more, it is necessary for other businesses in their action plans to give an ever greater value to the relational, educational and cultural factors. Thanks to the international geo-political situation, Sardinia is emerging among the safest destinations and occupies a high position in the popularity of the European tourist. It is necessary to implement the tourism development levers that are able to transform these opportunities into actual economic growth. First, for the tourist culture to evolve it must operate in a context of clear and transparent public rules, which would allow the market to be aligned with international standards (for example at minimal bureaucratic impact) and ensure a widespread service quality that is well perceived. In a

world that is perpetually connected, the risk to image is, in fact, very high and must be defended vigorously. In a global tourist market which is known to turn quickly you need to evaluate a systematic framework of flexible actions (including urban planning) while remaining within the framework of overall rules specific to tourism that works to increase the economic and social impact on the territory. But it is necessary that the tourism sector comes out of marginality and gains recognition of the importance it deserves in the regional economic landscape. To conclude, I believe that a very strong revitalization of the boating industry (shipbuilding and storage, for example), thus promoting the image of Sardinia as a beautiful, charming and convenient location to station your boats all year round could provide an excellent occasion for a Sardinia that lives throughout the year�. ring the press conference, the governor of Sardinia focused an important part of his speech particularly on the front of tourism, and particularly focused on the pact between

the Mediterranean islands, which involves Sardinia, the Balearic Islands and Corsica. "A deal that is now on hold - said Pigliaru - we must instead make concrete. We will be stronger with the support of other islands that have our own characteristics." adding that "this initiative is very important, it is the most effective way for us to hear from our governments and Europe. In this game there is also the issue of tax advantages and this is another aspect not to be underestimated: we want results within the next two years." The pact between the three islands is an old question from a few years ago that on paper has enormous potential, but then in practice did not produce any result.

A

journey within a journey. Indochina is that and much more. Once the territory of the nomadic, and nicknamed “the land of a million elephants”, is today divided into Vietnam, Laos and Cambodia. It is a land that is now trying to survive at its best one of the longest and most terrible wars in history, the mistakenly named Vietnam war, because it involved all three countries for 17 years, suffering the dropping of bombs and the largest mass destruction agents in history. It is a land that peacefully coexists with any religion, and that despite everything, always has a kind word and smile for everybody who arrives. There is, however, a distinguishing feature which is the source of life on this land. The Mekong. fourth longest river in the world, stretching over 6000 km, starting from China, through five countries and at its end flowing into Vietnam. Starting from the sparkling Ho chi Minh City, formerly called Saigon, the Mekong Delta is more majestic than ever, and is nicknamed “the river of the nine dragons”. Its branches in 9 deltas, makes sure that the territory is dotted with islands and people who live, work and have homes on the water. The floating villages are those such as Can Tho or My Tho, where people live exclusively on the water. They have schools and houses supported by piles or tin cans and cans of gasoline, inside which you can see gardens, animals, schools, workshops. These villages are constantly present in the lower part of the Mekong, because during the rainy season this river swells so much that the banks have an extension

of up to 11 km. The journey continues up the river and crosses the border with Cambodia. The country is rising again with a lot of effort not only from the Vietnam War, but moreover by a subsequent terror regime, the Khmer Rouge who, until 1991, held the country on the verge of starvation, arre-

sting anyone who even remotely looked like an intellectual. Bringing your glasses or a book could be reason enough to be arrested and tortured. Arriving to the capital, Phnom Penh, the Mekong branches off into a tributary that leads to the legendary Angkor Wat, the Khmer empire's capital; temples in the jungle as all hold in their ima-

gination. Considered one of the wonders of the world and a UNESCO world heritage site, this site reminds us of the adventures of Tomb Raider and Indiana Jones. At one time the capital and largest metropolis in the world, today literally swallowed up by the jungle with tall trees tens of meters that stand amidst the ruins, often damaging the buildings, but for this reason encloses a charm and a unique sight of its kind. Climbing further back in Mekong to the north of the capital, you get to the border with Laos. You can tell as the landscape becomes mountainous, and the thousands of islands that this majestic river temporarily creates. Here, the Mekong is at its maximum width, forming more than 4000 Islands (Si Phan Don, in Laotian) and falls during the dry season, and where with a little luck, you can see the very few and rare type of water dolphin, the sweet, white Irrawaddi. Entering Laos, you immediately notice that the atmosphere changes. Despite being the most bombed country since the start of the Vietnam War, nature has recovered and predominates, with elephants still living undisturbed in the jungle. Here resides the calm, smiley, Buddhism with an almost total absence of capitalism. Our trip stops in Luang Prabang, the former imperial capital until 1981. There is an aura of serenity and elegance in every corner of the city; it breathes magic and stopped time. It is not by chance that it was considered the most fascinating city in Asia. Tourists are welcome, but never bothered by those who invite you to the right and left to buy or spend money. If you are interested in anything you ask, and you will be answered. If you do not want anything, it does not matter. You are always welcome. It cannot be described in words. Go see for yourself.

“BRILLA & BILLY” HAS HOSTED MANY FAMOUS NAMES FROM THE ENTERTAINMENT WORLD INCLUDING RON,VENDITTI AND FENECH

L

ucio Dalla wanted it so much that he carefully chose each and every material, taking care of every detail so that it was exactly as he had dreamed. But now it is up for auction on the Catawiki website: it is called "Brilla & Billy", a yacht of 23 meters that has rocked the notes played by the Bolognese singer since 2003 right up until his death in 2012. "Brilla & Billy" is evaluated between 430 and 559 thousand euro. A testament to how important the boat was for Dalla and the extent to which it became a place of inspiration and serenity, the singer also had a fully equipped recording studio made: here he composed Tosca Amore Disperato (2003), inspired by Giacomo Puccini’s Tosca and the drama La Tosca by Victorien Sardou and Angoli nel cielo, contained in the homonymous album released in 2009. The yacht itself boasts, among other things, a massive longitudinal keel in oak and has two engines and five cabins

that can accommodate up to 9 people. It was built by the shipyard Azzurro di Marotta. The "Brilla & Billy" was a unique piece, not only during the life of Dalla, but even after: at the first auction held in 2014 after the death of the singer from Bologna, in fact, the boat was the only good to be awarded. The highest bidder was a Neapolitan entrepreneur who was a big fan of the artist who, on becoming the owner, held a strong desire not to modify the name given to the vessel by the Bolognese singer-songwriter, for superstitious reasons. Many big names, friends of the singer, passed their time with him on "Brilla & Billy" in moments of light-heartedness and friendliness, plowing the waters of the Mediterranean - from Ron to Luca Carboni, Samuele Bersani to Antonello Venditti and on to Edwige Fenech and the painter Mimmo Palladino; numerous were the hours spent on board to reach charming places where concerts were held, like the Tremiti Islands.

ith the aim of consolidating its contacts in the Middle East, Baglietto, a few weeks after the announcement of the sale of the Baglietto 46m Fast, Lucky Me, presented itself to the United Arab Emirates at one of the most prestigious sailing events in the Middle East, which was held from February 28th to March 4th at the Dubai International Marine Club in Mina Seyahi. Precisely for this event Baglietto presented

by Francesca Rizzi an extension of the new range designed by the studio Hot Lab, which already includes two projects of 41 meters and 44 meters: a new semi-displacement aluminum yacht of 50 meters that will complete the V-Line. The boat, under 500-tons, has the main characteristic of large volumes, especially in indoor and outdoor social areas. For example, the spacious sun deck with swimming pool; the bar and sun lounge area; or the beach area at the stern set for sunbathing, but it can turn into a gym with adjoining steam room. The master suite

includes an office and walk-in closet and offers a private terrace to enjoy relaxing moments in absolute privacy. The vertical bow gives the modern design, dynamic lines, but not aggressive, they find inspiration in the architecture without betraying the spirit and stylistic elements that are typical of Baglietto. At the moment five boats are being built within the construction site: in addition to the prototype MV19 of the line, in fact, they are producing a new 55 meter displacement, a unit of the Fast line 43 and two new 48 meter vessels of the displacement line.

he seabed will now be available to everyone. And after the boom of the drones in the sky, here comes the moment of underwater drones. ArcheoRov is born, the first lightweight underwater drone, both innovative but above all low-cost. Designed by Witlab, a laboratory in the mountains of Trentino, and initially designed for an archaeological research project. Andrea Saiani, one of the ArcheoRov creators says: “Six months ago the project was commissioned by the archaeological team Cles, asking to create a small submarine drone for exploration of the alpine lake floors. We therefore created ArcheoRov which weighs 6 kg, against 70/80

by Tatiana Scarinci kg of a normal submarine, which can be easily transported by an archaeologist in their backpack, and costs 2,500 Euros as opposed to 25,000 like those on the market�. For the moment, the drone is wire-guided by a buoy, but a GPS system is being programmed to automatically draw an area to be scanned by the robot, and report the data collected to the researcher. But its applications are potentially endless. The laboratory has already received requests from many different clients: from seaside hotels who would like to allow their customers to explore the seabed around the holiday resort, private requests, photographers, videographers, archaeologists and botanists that, using the drone, would avoid

countless hours underwater, visibly reducing the costs of their shipments and bringing zero risk to the mission. The first ArcheoRov model is equipped with two cameras, one in 3D, but the new model is already in planning that could include a thermometer, sonar, water ph testing and a mechanical arm. This year there is also a crowdfunding page that would allow for the production of the submarine in the series for the general public. We are on the verge of making all of our sea accessible. And maybe, we are also on the verge of understanding and seeing with our own eyes its beauty and its fragility. A weak ecosystem, today ill, but perhaps, thanks to science, we will be inspired to bring back our strong, clean and rich sea.

iving vintage sails from June to October. The Aive (Italian Association of Vintage Sails) presented its 2017 calendar, consisting of 13 meetings between the Tyrrhenian and Adriatic seas. From 8th to 11th of June the “VI Trofeo CSSN-AP” will be held in La Spezia and on June 9th to 10th there will be the Regatta Aive social. In Sistiana (Ts), from 10th to 11th June, there will be the competition for the “Porto Piccolo Classics”. In Porto Santo Stefano (Gr), 14th to 18th June there will be the eighteenth edition of the "Argentario Sailing Week," while in Gaeta (LT) June 23rd to 25th the fifteenth edition of “Grandi Vele a Gaeta” will be held. On 25th and 26th June, there is the third edition of “Vele d'Epoca a Venezia”. The month of June will end with the “XIV Vele d’Epoca a Napoli”, from June 28th to July 2nd. Racing will resume in September from Porto Rotondo (Ot), where 6th-10th there will be “Vele d'Epoca a Porto Rotondo”. The 9th-10th, however, the “International Hannibal Classic” will be held in Monfalcone (Go), while on the 23rd to 24th September in Venice there will be the competition for the “Trofeo Arsenale di Venezia”. The month of September will end with “XX Raduno Città di Trieste”, from September 30th to October 1st. Morover, in Trieste on October 7th, the classic Barcolana will be held, thus closing the calendar of regattas dedicated to vintage and classic boats in the city of Viareggio (Lu), where 12th to 15th October there will be the “XIII Raduno Vele Storiche Viareggio”.

lso this year the Underwater Photographer of the Year 2017 awarded the best shots taken underwater. The competition began in 1965 and is open to pictures taken in a pool, in a lake or in the ocean: as long as they're underwater. This year the first prize went to the "Dancing Octopus" by Gabriel Barathieu, taken with a Canon

5DS within a lagoon along the coast of Mayotte in the Indian Ocean. The second prize went to Nick Blake with “Out of the Blue” and the third to Horacio Martinez with the photo “Oceanic in the Sky”. cciari Consulting together with Federvela and with the support of Ucina Confindustria boating and the Genoa Boat Show have awarded the prizes of 2016 sailing in four categories: boat, owner helmsman, clubs, and sailor of the year. The event took place in Rome, at Villa Miani. The sailor of the Year Award was given to Mattia Camboni, 21, athlete of the Fiamme Azzurre. Global Warming: The Mediterranean will rise one meter by 2100

lobal warming will cause an increase by 2100 of the Mediterranean Sea by about one meter. The Italian regions most at risk are located in the coastal strip between Trieste and Ravenna. Research on changes in the Mare Nostrum level, coordinated by Enea and published in the journal Quaternary International, was made by INGV researchers from different universities. According to the data, the Mediterranean has risen by just 30 centimeters in the last thousand years hence, by 2100, will rise by double.
