Governments and boating
T
he No result of the referendum on December 4th not only rejected the constitutional reform, but decreed the fall of the Renzi-led Cabinet. Thus bringing the country to the umpteenth moment of political instability. The responsibility of remedy now lies with the neo Government entrusted to Paolo Gentiloni. The team of commissioning ministers standing is very much in continuity with their predecessors, and now we must wait and see what they will be capable of doing to revive the fortunes of an Italy that, for years, moves forwards with a narrow gauge. And important steps are expected as well for the world of sailing, too long considered marginal, almost annoying, for governments that have taken place over the last decade, especially the one led by Mario Monti. Not understanding, however, that boating, valued properly, is a crucial asset in the arena of tourism. The general assembly of the neo association Nautica Italiana set the tone with a precise "Manifesto" in which it lists the priorities to revitalize the sector, looking to the national government for a decisive collaboration so that we can look to the future with greater optimism. Gentiloni and his ministers, along with many other issues, try to give answers to this. The new prime minister said: "This Government lasts as long as their trust." Well, you start by gaining the people and entrepreneurs. Including those of boating.

“In Sardinia the vip are no longer enough”
GIANFRANCO VISSANI
Master of Italian cuisine talks about his experience on the island and for lunch puts forward the idea of the luxury diner: “Accessible to all, also because locals without tourists can close quickly” by Gianluigi Basilietti
T
he Master this time has no doubts: “Sardinia can no longer afford to be the ground for only vip”, or “vipparoli” as he puts it. And "vipparoli" is most certainly not meant to be a compliment, especially when pronounced by one that is called Gianfranco Vissani. The King of Italian cuisine, I reached him on the phone, the unmistakable raspy voice and the frankness of tone are the same as always. The theme is Sardinia, the need to lengthen the tourist season, the island's potential. And Vissani illuminates, he loves this land and especially the Smeralda Coast, “in Porto Cervo it was a wonderful experience," he says in the tone of one who knows a lot and believes that right here, in this world
of paradise, it still has so much to give and tell through its dishes and flavors. But the Maestro also knows perfectly well that if Sardinia wants to write a new page of history it needs something new. Maybe a different tourism model, and Vissani starts from a irrefutable fact: "If you do not get the people in the locals, however beautiful, they close." And his reasoning is based on this consideration that, combined with the "vipparoli”, he makes it clear exactly where he wants to end up. “Sardinia is a land kissed by the sun in all its latitude and it's all beautiful - he explains – always wanting that tourism remains elite and not mass, but without tourists what future is there?” He asks. And here is the explanation of the term “vipparoli”: “To think of only continuing with groups of three, or four, however wealthy they are, is unthinkable. Certainly the VIPs remember you, set trends, but for the locals to function they need to work and they need to work every day." So what to do? The Master meanwhile hits a longstanding problem, that of the links between the island and the rest of the world: “Sardinia has to be absolutely better connected both through the sea route and the air transport, it must be a land that is accessible to everyone, also regarding the costs involved to get there”. And then here is what comes out of the oven (the culi-

nary term never as in this case is appropriate) the idea that, if applied, could really revolutionize the habits and trends of those who decide to spend their vacation on this island: “We must ensure that people are eating lunch and not being limited to a flying lunch, so the creation of luxury eateries is necessary. It means – explains a convinced Vissani - giving opportunities to tourists and especially to the many young people to eat very well and at a reasonable price. Eateries should especially enhance the amazing variety of food products which only Sardinia can offer. The promotion of local raw materials will allow this land to take a further step forward and draw new tourists”. That will not be “vipparoli”, but will fill the many locals scattered througout Porto Cervo and other beautiful locations on the island.

ighty companies associated just over a year after its birth, and among these there is also BC-Marinasarda. It is the exciting result that opened the shareholders' meeting of Nautica Italiana, an association affiliated with the Altagamma Foundation, which was held in early December in La Spezia."Today we represent the excellence of Made in Italy in the nautical industry sectors, services and territories, allowing them to identify the entire sector, both in terms of sales representation in all fields," said the president Lamberto Tacoli, adding: “Fifteen months ago Nautica Italiana was born with the aim of setting up a new highly significant association of made in Italy, capable of uniting the companies that manufac-
ture ships, boats and accessories, services and territories of excellence of our country. In recent months we have grown a lot, with passion but also careful to keep our spirit and excellence unchanged for one of the creative industries on the Italian scene. We are, in economic terms, about 80% of the value of the national marine shipbuilding production and about 60% of the turnover of the total marine production. Today we are increasingly facing the future with concrete projects and objectives: first of all the schedule of events. “That the previous Renzi government was the subject of an ongoing confrontation and now also resumes with the government headed by Prime Minister Paolo Gentiloni. The Assembly reaffirmed its determination to continue with the organization in the spring with a
nautical event of international scope able to enhance the excellence of Made in Italy not only in the nautical field, making a strong cooperation between the system and Altagamma. What is more, legislative and administrative demands structured to respond to the critical issues of the industry were made the point in the Manifesto of Nautica Italiana,: a new “Gold Sticker” to be applied on board, preparing the ground controls rather than at sea, the moratorium on checks on board until the adoption of the electronic register, the establishment of an Italian registration logbook, with a final simplification of bureaucratic and administrative training for recreational boating are some of the new requirements. The association is also committed to sustainability, an issue that involves some member companies in projects of international importance. Through this connection was established a new Sustainability Committee whose goal will be to make the Nautica Italiana the first “sustainable” marine industry, a competitive and consistent element with its values and its code of ethics. A further confirmation of the strong growth of the membership base, the Executive Committee has been strengthened with the election of four new directors chosen from the construction sites, ports and service companies, that join Tacoli the president, the vice presidents Giovanna Vitelli (deputy chairman), Alberto Amico, Cataldo Aprea, Fabio Boschi and Councillor Dino Salvemini. The Executive Committee becomes even more representative of the whole reality of the sector including marine excellence and dedicated services to yachting. They were so named by: Marco Cappeddu (Ferretti Group) and Michele Gavino (Baglietto) for the shipbuilding industry, Matteo Italo Ratti (Marina Cala de Medici) for marine and Fabio Pesto (Pesto Group) for boating services.

n Tortolì the President of the Sardinian Region, Francesco Pigliaru, met with entrepreneurs of the Latitudine Arbatax network, consisting of Confindustria in July. The meeting was attended by the president of Confindustria Sardegna Centrale Roberto Bornioli, the mayor of Tortoli Massimo Cannas, Regional Councillor Franco Sabatini, entrepreneurs Franco Ammerman (Turismar-Marina di Arbatax), Luciano Balloi (BMetal), Alexandra Vincis (BC-Marinasarda ), Giovanni Carracoi (Nautica CLS Design and Construction), Paolo Simeoni (Arbatax Boat Service) and Flaviano Stochino (Flamar Vacanze). In the course of the meeting the president of Confindustria Bornioli presented to President Pigliaru the six Ogliastrine companies that have decided to join the network "giving life stressed Bornioli – to the reality of a major production company with an annual turnover of 7.5 million Euros and 109 direct employees. The companies all have extensive experience in the nautical sector. From design to ship-
building, from fittings to maintenance, from assistance to boaters to charter services, network companies are able to cover the needs of the entire production system and nautical services." “Boating - Bornioli said firmly - is an area that has professionalism and major businesses, in Ogliastra there is huge potential but businesses must be empowered to be competitive. Today it is not
so, because of chronic structural problems which companies are forced to live with for a long time. Above all we need answers urgently for the big logistical problems that have long been penalizing the marine industry activities in Tortolì: it is necessary - said Bornioli strongly - that the port of Arbatax must not wait any longer to be equipped with a crane. Therefore, we propose

that the necessary 300 thousand euros for the purchase are recovered in full through territorial planning instruments, the so-called Ogliastra Project. Same for the travel lift that entrepreneurs have been awaiting for some time: in the industrial area there are companies that manufacture large dimension molds and the travel lift that is available is not sufficient. We propose that the resources for
the new travel lift – now under the industrial consortium that cannot offer the sum - are retrieved and inserted in interventions under the Ogliastra Project. The crane and the travel lift is a priority”. “As for the problems related to Unicredit Leasing, for our Association it is fundamental that the storage activities remain in Ogliastra - added Bornioli -. It is a sector of important activities and if it
should fail, the consequences for Ogliastrina boating would be very serious for the many service businesses, assistance, storage, and maintenance that are linked to this sector of activity”. “Your requests are absolutely consistent, I have understood what it is that you need and we will act accordingly - assured the President Pigliaru, who added -: I am glad that you believe in boating and I especially appreciate hearing territories that tell us what it takes to grow" ."The meeting with the president of the region has been a very important time to share the difficulties of the nautical sector in Ogliastra - comments Alexandra Vincis -. The Latitudine Arbatax network, thanks to the support of the Confindustria network, represents a possibility to meet the needs and constraints of the sector. What we wanted to emphasize is that the development of sailing provides an opportunity for growth for the armature, for tourism and therefore for new jobs. As a network we hope to be given the right support in order to overcome the difficulties and we have the right tools in order to operate”.

GREAT WORKS MARKED BY ITAL

taly is in crisis, but not its wit and ability to excel. You can see it in the great works of engineering and shipbuilding in the world. The Italian manufacturers are awarded billionaire contracts and are protagonists in the big building and engineering works of the world: from the construction of infrastructure for the World Cup in Qatar in 2022, the European Space Agency in French Guiana, the extension of the railway network in Greece and dams in Ethiopia or Iraq. The volume of revenues from outside the national borders has exceeded 54% in 2015 compared to revenues earned within the country, for a total value of 84 billion euros, and 627 contracts in 89 countries. The reason? "The Italian entrepreneurs decide to go abroad because elsewhere are clearer and simpler rules, good projects, compliance with high safety standards and agreements," said Giandomenico Ghella, Vice President of ANCE (National Association of Construction Contractors), who criticizes Italy with regret, and its "short-circuits triggered by the Court of Auditor with its post-production controls, which leads to the slowing of activity and immobility. A pathological situation which does not exist abroad. Yet the money is there, and the political will to unlock the great works too". Abroad, the Italian entrepreneurship gives the best of itself. Among the works all made by Italy we find the harbor of Monte Carlo, executed by a consortium of small and medium enterprises in the municipality Friuli of Basiliano and today, thanks to an agreement with the French giant Eiffage (Eiffel heirs), cooperates the construction of the

foundations of the Darse Nord, where the new car museum will be built. The same Italian excellence can be seen today in many works, such as the new bridge over the Bosphorus. Inaugurated on August 26th last year by Turkish President Erdogan, it is the larger suspension bridge in the world (59 meters), crossed by eight traffic lanes and two rail lines. This engineering jewel is attributable to the Italian giant Astaldi, which boasts many great works in the world, above all extensions in the road and rail sectors, such as the new Milan purple line. But the record remains to be held by the Salini Impregilo group, 110 years of construction history, that in just the first quarter of 2016 presented the new Panama
Canal: 80 km of pure engineering that will allow the channel to increase the turnover of 5 billion euros per year for the passage of large commercial vessels. The company has the know-how and experience of 110 years in the industry, which allows it to gain the most important jobs in
the world. Again, this is Italy, a country that has never lost the jewel of genius and innovation. As long as there are not too many spanners in works, as in every historical epoch, they have been and are still able to pull out beauties of note in all fields of human ingenuity.

THE SEA AT CHRISTMAS www.tendenzenautiche.it
From Venice to Naples, from Bari to Salerno and then Genoa and Forte dei Marmi: journey into the Nativity of the cities bathed by the Mediterranean sea
L
ights, colors, trees, music, street markets. Shrouded in winter mist and in their warm coats, forever surprised by Christmas, strolling through the streets of every corner of the world is like walking into a fairytale dimension. There's nothing to do. Young and old come together at this time more than ever, sharing the same childlike joy. From north to south and circumnavigating our boots, this is what we might expect. In Genoa, the Christmas lights mirrored by the waters of the port look like little lanterns in front of the Conefeugo ceremony. It is an ancient tradition dating back to the fourteenth century, on the occasion of Christmas and the beginning of a
new year. The people make a tribute of good wishes to the highest authorities of the Republic of Genoa, presenting a laurel tree trunk decorated with white and red ribbons. The trunk was then burned, again for good luck, and those present were search to bring home an ember as an amulet. Leaving Genoa, we head south, we land in the exclusive Forte dei Marmi, which has decided to devote an entire month, from December 8th to January 8th, to Christmas events and happenings. Building on its musical tradition, this year decided to dedicate a number of free events to jazz with gospel and Christmas songs. All wrapped by the magic atmosphere of lights and street markets. In Naples, however,

there is one big party. It lands on the Gulf led by lights and the magnificence of the world's largest ‘walkable’ Christmas tree: A tree of 40 walkable meters which houses exhibition spaces on the ground floor, restaurants and cafes on the 5th floor, and 19 meters high a number of telescopes to see the stars and the gulf from above. Caracciolo promenade is a constellation of lights, restaurants, small bars, illuminations, and the Castel of Ovo is its starting point. then walking through its historic center, the narrow streets are full of warm puffs of perfume, pizza, babĂ (a typical dessert), struffoli and millions of Neapolitan delicacies. All of this is further accompanied by cries, dances, songs, masks, mangers, lights, music,
mandolins and so on and so forth. The street of San Gregorio Armeno is dotted with countless artisans, who spend all year creating and painting by hand everything needed for the nativity scene, the true king of the Neapolitan tradition. Each year, the nativity is larger at times in collegiate fashion, combining political figures or of today's footballers, along with the donkey and the ox of the Nativity. What strikes most it is the ability of this city to know how to infect everyone, big and small, with its joy and will to live. Naples is so great, it is fire. It is impossible not to be enchanted, even if it is a strong city, where the contrasts are the masters. As they say: see Naples and die.Not far away, in Salerno, and

this enchanted world of fairy tales is the protagonist of “Luci d'artista. The city gained the first place in Italy for its illuminations with a pumpkin-shaped Cinderella carriage, enchanted flowers, light tunnels, squares decorated like a theater. Each year the theme and the lights change. It seems like a great reason to come back to visit the city to render you speechless. In Sicily, however, we very much feel the religious solemnity of the holiday season. Specifically Syracuse also celebrates Saint Lucia, the patron saint of the city, in a festival from the 30th of November to the 13th of December, where the procession is filled with many people bearing lighted candles who make the journey barefoot as a sign of thanks or to beg for grace. Bari instead is the joy of children. With the village of Santa Claus in front of the Castello Svevo, where its Santa Claus welcomes children to his house. The elves organize a dense series of activities including workshops, songs, games, theater and juggling, entertainment, face painting, cotton candy kiosks and lots of fun for young and old.We finish our Christmas at sea with the queen of romance: Venice. Imagine canals, bridges and houses decorated with lights that are reflected in the water in the canals. Impossible not to fall in love. Superb is the water procession parading with the nativity scenes in the gondola. Funny regatta racing champions, amateurs and women strictly in Santa Claus costume confront on board gondolas in the Grande Canal. A crowning day of celebration, the children will be taken by boat with Santa and his elves.

MdDS: feeling at sea even on the mainland
Canfora, the historical roots of the Mediterranean
The syndrome Mal de DĂŠbarquement (MDDS), also called "Sea sickness", is a feeling of imbalance or rocking motion that occurs after exposure to the movement, most commonly after a cruise in the sea or a flight by plane. After disembarking from the ship, travelers can continue to "feel the sea" and not be able to regain normality on the mainland. The feeling is temporary, but in the case of those suffering from MDDS can persist for many weeks or months. The syndrome was diagnosed not long ago in some patients and is now kept under control by the Observatory of rare diseases.
The Mare Nostrum is now the sea of migrant shipwrecks. But the Mediterranean has an ancient past that has never been absent from conflict. Right back those of ancient times. To reread the history of "our sea" was Luciano Canfora, classical philologist, historian and Italian and Mediterranean essayist, a history of conflict, partly by Homer and Herodotus, then Augusto coming to re-establish the attempt to reunify the Mediterranean, continued by Constantine and Theodosius. Up to now and our current events and the difficult relationship between Turkey and Europe. He analyzes the permanent conflict that unfolds and develops in this area of the world.

Antarctica, big crack Nasa warns
Why do sea birds eat plastic?
Of the tons of plastic that man produces each year, a good amount ends up in the sea. This plastic, some scholars have noted, becomes the main food of the birds. The reason is provided by a study in Science Advances, which has shown that a number of sea birds become confused by the smell emitted by the plastic when it is covered with algae. This smell, in fact, recalls that of the prey on which they feed. Science Advances involved even wine and food experts in the study.
The Nasa space agency's satellites are monitoring a 70 km long rift in Antarctica, which in the future could produce a huge iceberg and contribute to rising global sea levels. The crack, discussed, has a depth of about 500 meters. It could produce an iceberg the size of Delaware and stretches towards South America. Scientists believe that it is a phenomenon linked to global warming, that makes warmer waters.
