Tourism, a starting point
T
his issue of Tendenze Nautiche offers interesting ideas to turn back once more to the great opportunity that the beautiful landscapes offer to the country of Italy. A study by the Confesercenti tells us that in 2017 the Belpaese could reach 400 million overnight stays, thus attesting to second place behind Spain. It would be a good result, provided it is considered a starting point and not a point of arrival. Collecting 400 million nights is a great thing, but if we think of the many little or badly exploited tourist areas that exist across the country, then it is clear that this result is perhaps even unsatisfactory. We do not know if the current Gentiloni government has a plan to make tourism the real drive of the Italian economy, but we hope that the governments to come are made to put this goal at the centre of their political action. Let us bring growth to those undervalued, beautiful areas that have been unable to make a difference, and let us bring more beauty to those territories that are already tourist destinations. Everything will be better.

“Events, promotions and links, this is how Sardinia will fly” The new mayor of Arzachena speaks of Costa Smeralda, of the relationship with Qatar and how to lengthen the tourist season with the intention of creating a great nautical event by Gianluigi Basilietti
M
ayor Roberto Ragnedda, you are in the lead of one of the most exclusive and known areas in the world, on what lines will your mandate move on the promotion of Costa Smeralda and the rest of this area? “The tourist promotion of the territory must be able to
start from some certainty and Costa Smeralda is certainly one of these and it is thanks to Costa Smeralda that Arzachena has been able to do what it does for our territory year after year. Today, we must succeed in regaining this fundamental role. The municipal administration must be able to create synergies with the Consorzio Costa Smeralda and with all the people who work in the territory, working on a common project that values our excellence. The first step is to strengthen the tourist portal of the Municipality of Arzachena, as a central means of promotion and territorial marketing with the aim of creating a computer platform capable of simultaneously providing information to tourists and visibility to tour operators as well as the beauties of our territory”. The debate that has long been at the heart of the political and entrepreneurial activity of the Sardinia region is related to the extension of the tourist season and, therefore, not solely linked to the seaside. Do you think there are real prospects for the island to accommodate tourists all year, or at least 9-10 months? What would this mean? “Sardinia has the potential to create an economic induction linked to tourism that can last all year long. The trend of recent times shows that one can not only promote the municipalities, but rather the territories must be promoted too: Gallura has the potential to be able to

achieve this goal. In order to enhance the territory in its various landscape-cultural-environmental components, it is therefore necessary to work in collaboration with the Union of Councils through the support of other public and private subjects. It is advisable to follow the path of diversification of the tourist offer, as seaside tourism certainly plays a key role, but it cannot be enough: we need to look at new forms of tourism such as sports, ecosustainable, congressional, and also supporting plans that lay outside the Summer season of cultural and sporting events, food events of excellence, as well as the implementation of new policies related to the agro-food and craft sector”. When you say Costa Smeralda you think, as well as one of the most extraordinary seas in the world, of the vip and the illustrious characters that visit, in short, those known as the jet-setters. Some time ago, interviewing Gian-
franco Vissani, master of Italian cuisine, he said: "in Sardinia the VIP are not enough." Do you agree? Do you think you should also think about mass tourism? “Sardinia has different realities in its territory and every reality must be able to identify its target on which to focus, creating specific services and attractions. Over the years Costa Smeralda has identified its target in an elite clientele, and therefore it is appropriate to focus our attention on this type of customer and to implement the most consistent services. However, Arzachena is not just the 'Emerald Coast'. There are also other locations that have focused on different targets to which different services should be allocated than those for an elite clientele, but they are no less efficient. In the light of this context, as an administration we have a duty to look at the specifics of each area of our municipality by pushing new forms of tourism, never forgetting the protection of the environment. Our beaches have a delicate ecosystem that would not support an overwhelming human burden, especially when concentrated in the months of July and August, when our market is already saturated”. According to you, a large nautical event in Porto Cervo or other places in its municipality, perhaps a Boat Show to be set up in the spring, would be desirable? “This is one of the points of our program: in fact, a large scale event related to the nautical sector can only bring vitality and positive economic effects all over the terri-

tory, even outside the classic tourist season. Our territory needs to diversify its offer and, above all, has a duty to focus on the organization of major events that can bring visibility both nationally and internationally to both Arzachena and neighboring municipalities”. What are the novelty items, pro tourist, that will introduce you into the council during your mayoral mandate? “Our mission will be to understand the needs of the citizens and the necessities of the territory so that Arzachena will return to being a liveable country 365 days a year for both citizens and tourists. Citizens feel the need for an administration that is present and available for listening and dialogue, and that is why our goal will be to work with and collaborate with them. This element of novelty compared to the past will be the philosophy that will accompany us in the next 5 years. Our commitment will be directed towards the formation of new professional figures, able to develop Arzachena with its own human and environmental resources. We will also try to intercept funding from the European Union, as well as the help of the private funding; not with a subjection, but by asking for serious cooperation and offering them new perspectives and regulation in return”. Finally, is there a viable plan (on the road, air and sea) inside and
outside the island that easily connects Sardinia to the rest of the world, is it the primary incentive for a definitive take-off of the island in terms of entrepreneurial growth? “An internal road infrastructure plan for the island and a transport plan with the rest of Italy and the world I believe are crucial. In fact, it is not possible to talk about seasonalization and economic growth if, in winter, any Italian city - apart from Rome and Milan - must face the journey of hope. Transport is a key component of economic growth and there is a need for the Region to create a serious plan involving all industry players with the aim of connecting the major Sardinian cities by public transport and acceptable travel times. At the same time, I believe that the nautical and aeronautical operators should be able to create a network of more consistent links with the Peninsula and the rest of Europe, in order to offer a functional service to both Sardinians and tourists who choose to visit our territory outside of the summer season”. Roberto Ragnedda is the new Mayor of the Municipality of Arzachena, replacing Alberto Ragnedda. He was elected on the last election that took place in June this year. At Tendenze Nautiche he explained the key points on which he will put forward his mandate.

Tourism, Italy peaks at 400 million nights in 2017 A Confesercenti study highlights the strong appeal that the Belpaese exerts on foreign travelers
A
golden summer for Italian tourism: so it is predicted by economic analysts in this summer 2017 that we are experiencing. The heat, without a shade of doubt, aids the sector, both for those who offer bathing resorts and for those who welcome mountain enthusiasts. According to forecasts this year, Italy could break through the roof of 400 million nights at the hotel, a figure that has thus far never been reached. A result that would bring it to second place, ahead of France. In 2016, the total cash flow rewarded Spain with an attendance of 454.3 million, recording growth of 7.8%, thanks in particular to a high
percentage of foreigners (294.3 million total attendance, +9, 3%). France, due to terrorism, was penalized to a loss of 8.7%, standing at 394.6 million nights. The same as Italy, of which in 2016 had grown by 0.5%. This year, according to estimates by the Confesercenti Tourist Board Center, our country should be able to make a significant step forward by securing up to 400 million. Much will depend on who can absorb the traditional tourist flows that until a few years ago were intercepted by North Africa and particularly from Egypt and Tunisia. At the moment the premises are great: in the first five months of the year, Italy has already counted about 100 million. And positive figures conti-

nue to come from Emilia Romagna and from Rome, with the capital that from January to May saw attendance rise by 2.8%, and stand at 13.5 million, while Emilia Romagna, already in the first half, showed a 7.6% increase in attendance, reaching 17 million.Encouraging data also came from the survey conducted by Confesercenti in the summer
quarter (June, July, August) by interviewing about 2,000 companies in the sector: it is estimated that 47 million arrivals (49.3% foreigners) and about 204 million overnight stays (45.6% foreigners), an increase of about 800,000 arrivals and 3.5 million attendances. The national president of Confesercenti, Patrizia De Luise, comments: "It could be the record year". Summer growth will most likely be mainly tied to foreign tourists (+ 2.7%).

Many initiatives for the disabled. The example of Reggio Calabria
At sea there are no barriers
“A
t sea there are no barriers” and “Sailing is for everyone”. Under these two slogans the initiative of the Rotary Club Reggio Calabria north is represented by the temporary president, Gabriella Caridi, and the Reggio SSD sailing club, represented by the lawyer Fabio Colella, who signed a major convention in the past few days for the realization of the projects. All Rotary Clubs are confident that a sports centre will be created that offers the opportunity for people with different abilities or difficulties in approaching sailing, nautical ac-
tivities and the beauty of the sea. By virtue of this idea the two projects were created: "At sea there are no barriers" and "Sailing is for everyone", whose purpose is precisely to bring sailing to those with motor disabilities. For the management of the social responsibility initiative, the Sailing Club will take care of the didactic and nautical activities, thanks also to the equipment that the Rotary has conferred to the Reggino association, indefinitely and free of charge. The Velico will also arrange and carry out at least three free sailing courses for people with disabilities during the coming year. This is only one of the many initiatives in Reggio Calabria that is being
implemented on Italian coasts for people with disabilities, and is witnessing an increased attention and sensitivity to disabilities. Especially in the sea, rehabilitation therapies and socialization can be combined. Among the innovative rehabilitation interventions that in recent years have been formulated to stimulate and enhance the individual's abilities in physical, psychological and social discomfort, the practice of sailing for example, for the enthusiastic response of those who are able to experience it, has shown to be a viable alternative, promoting an increase in the quality of life of the subjects involved. y 31 August, shipowners will have to submit plans and programs to be ready by January 2018 to monitor CO2 emissions for each ship, according to the Clima-Energy 2020 package and the Clima-Energia 2030 framework developed by the EU Commission. The main deadlines for companies are: by August 31, the CO2 emission monitoring plan of each vessel should be submitted to an accredited verifier. Then the plan must be approved for each vessel by 31 December. From 1 January 2018, it commences with the monitoring for each vessel of fuel consumption for the internal year. Then from 1 January 2019 to 30 April 2019, each ship will have to submit a CO2 emission report to a verifier and information to the Commission and to the flag State. By 30 June 2019, a compliance document must be obtained to be kept on board. Lastly, by 30 April of each year, a verifier's positive opinion must be obtained and the verified information submitted to the Commission and the flag State.

Port Info, the first free tourist assistance service for cruise ships
A
new service for the passengers of Msc Meraviglia, the largest cruise ship in Europe. Between discovery and culinary culture the free Port Info service opens, the first of its kind, to give advice and information to cruisers on the destination where the vessel lays. Port Info will provide information on what to visit, where to eat and what events are scheduled on the day of arrival. Port Info will only debut on Msc Meraviglia for now, but the offer will then be extended to all ships.
