Farmer-organizations in Agusan del Norte receive farm tools, financial aid

gusan del Norte CARP farmer-beneficiaries coop and ARB Organizations assisted by Department of Agrarian Reform (DAR) in Agusan del Norte received package of support services during the commemoration of the 27th year Anniversary of the Comprehensive Agrarian Reform Program (CARP) held at Robinsons Place last June 16, 2015. The Palmavera Small Coconut Farmer Beneficiaries Cooperative (PASCORBEC) and Avancena Beneficiary Multi-Purpose Cooperative

(ABFMPC), received a unit of Rice Thresher amounting to Php654 thousand pesos each.

Also, DAR provided an Agrarian Credit Production Program (APCP) worth Php400 thousand and crop insurance for forty-three ARBs receive/page 3 . . .

Comprehensive Agrarian Reform Program (CARP) in the month of June 2015. The month-long event is actively participated by all personnel of DAR in Agusan del Norte which opened with a Mass and Motorcade la s t J u n e 1 6 , 2 0 1 5 l e d b y DAR Regional Director Julita A. Ragandang. Among the activities were distribution of farm equipment, credit assistance and crop insurance checks, photo exhibit, press conference and awarding of successful cooperatives and farmer-beneficiaries held at Robinsons Place, Butuan City. During the kick-off ceremony, farm equipment were

turned over for two ARBOs in Agusan del Norte worth Php 654 thousand pesos. In Agusan del Norte, a group of 35 ARBs were provided with credit assistance worth Php400 thousand pesos and 43 ARBs rec ei ve d i n s u r a n ce ch e ck s amounting Php177,333 pesos. he Department of Agrarian Reform in Caraga Region honored the 2015 Outstanding organization and Family Farmer-Beneficiary in Agusan del Norte during the DAR Annual Awards and Recognition program at Atrium, Robinson Place, Butuan City last June 19, 2015. The DAR Caraga Regional Office led by Regional Director Julita Ragandang sparked the momentous event “Ani at Biyaya” which depicted the successes of the organizations and farmer-beneficiaries in conjunction with the celebration of the 27th Anniversary of Comprehensive Agrarian Reform Program (CARP). FEDARCCO led farmers’ Pilgrimage to extend CARPER!

M

ore than a thousand of Agrarian reform beneficiaries (ARBs) and their cooperative leaders converged in the city of Butuan to voice out their clamor to continue the land distribution program beyond 2016 highlighting the celebration of the Comprehensive Agrarian Reform Program Extension with Reforms (CARPER) held at Capitol Ground on June 30, 2015. The said event was organized by Federation of Agrarian Reform Community Cooperatives (FEDARCCO) who brought together farmers from different Agrarian Reform Communities (ARCs) in two cities and 11 municipalities in the province. The activity ended with a farmers’ Forum attended by Agusan del Norte Governor Hon. Maria Angelica Rosedell M. Amante-Matba. Agrarian Reform Regional Director Juli-

Institutional Capacity Building effort reaches 123% for 1st semester in DAR Agusan Norte he Department of Agrarian T Reform in Agusan del Norte intensified its effort to

advance the Agrarian Reform Beneficiaries Organizations (ARBOs) through Institutional Capacity Building program extended to 4,612 Agrarian Reform Beneficiaries. Performance reaches 123 percent for the first semester this year. This was based on the record of DAR-ADN Planning and Monitoring & Evaluation Unit headed by Officer-in-charge Annelyn R. Chan. According to Annelyn R. Chan that before the first semester ends, the province has already surpassed its target for the 1st semester 2015 and now focused the remaining trainings targeted for second semester to be completed earlier in October to focus other activities. “We advocate to strengthen the Agrarian Reform Beneficiaries Organizations (ARBOs). This is one of DAR’s vision to empower ARBs through delivery of quality services,”

rovincial Agrarian Reform Program Officer II Andre B. Atega’s story line “from crab hunters to bankers” is now a reality. BCBMPC a national multiawardee cooperatives is now a multi-million bank owned by Agrarian Reform Beneficiaries. The Baug CARP Beneficiaries Multi-Purpose Cooperative (BCBMPC) started in 1987 as the Magallanes Aquaculture Developers Association (MACDA). It was composed of 110 members who depended on catching crabs and shrimps for livelihood in a 164.7-hectare swamp owned by the municipal government of Magallanes, Agusan del Norte. Over the years of struggle accompanied with hard work, MACDA members developed productively the 164.7 hectares swamp area into a fish pond, which provided better opportunities for the members. But the windfall from prawn sales was cut short in 2003 with the onslaught of the White Spot Virus Syndrome (WSSV), a highly-lethal and contagious disease that kills shrimps quickly. Production fell to 20 percent that led to members’ loan arrears and BCBMPC’s BCBMPC / pg 10 . . .

From 1997, coop leaders accessed several grants and credit assistance from Department of Agrarian Reform through the Agrarian Reform Support Project (ARSP) of the European Union in the amount of P25 million, Solar Power Technology Support (SPOTS) of the Spanish Government, Credit Assistance for Program Beneficiaries Development (CAPBD) of DAR, Land Bank of the Philippines and the National Livelihood Fund.

With DAR support, BCBMPC’s growth was what observers described as “phenomenal”. While prawn producers in some parts of the country suffered losses due to sales drop, Baug quality prawns became popular and sought for in the domestic and foreign markets.

The same year where the Department of Agrarian Reform (DAR) Central Office conferred the prestigious awards to Baug CARP Beneficiaries Multi-Purpose Cooperative (BCBMPC) as the Most Progressive Organization during the commemoration of the DAR Annual Awards and Recognition, in line with the celebration of International Year of Family Farming (IYFF) held at the Bureau of Soils and Water Management (BSWM) Convention Center, Quezon City, last November 24, 2014.• 10

DAR-AgNor land distribution program reaches 94%, benefits over 20 thousand farmers

T

housands of farmers are now landowners of the land they till. After 27 years since former President Corazon C. Aquino signed the Comprehensive Agrarian Reform Program (CARP) Law on June 10, 1988, the Department of Agrarian Reform (DAR) in Agusan del Norte empowered agrarianbeneficiaries by way of social justice brought about by equitable distribution of lands. Since the program’s implementation in the province, the hectarage distributed is now 94 percent or 40,376 hectares out of the provincial CARP scope of 43,216 hectares and the number of beneficiaries benefitted reached to 20,312 farmers. The past 14 years of program’s implementation, since year 2000 have been an upward slide with a total of 22,860 hectares distributed, posted a 57 percent growth. This record breaking performance since Provincial Agrarian Reform Program Officer (PARPO) II Andre B. Atega, CESO V, took over DAR this province in 2004. PARPO II Atega, CESO V, said that the DAR Secretary Virgilio delos Reyes ordered to deliver all of the remaining land acquisition and distribution (LAD) balance this year 2015. The directives was given during the assessment in Manila when DAR Caraga regional director Faisar Mambuay presented the CARP Status report of Caraga. Mambuay eventually requested an audience to PARPO II Andre B. Atega with program implementers in this province for the discussion on the LAD status for this year, 2015 and ensures the target in this province is on the right track.

During the meeting, PARPO II Atega, introduced innovative approach to accelerate land distribution. The goal is to distribute the remaining 2,793 hectares [2015 target] of land to deliver before the first semester ends. “All LAD targets are targeted in the first semester and a weekly monitoring, with the aid of Office Performance Commitment and Review (OPCR), ensures the progress on land distribution in this province,” PARPO II Atega said. PARO II Andre Atega honored DAR employees and staff and all CARP Stakeholders in this province who since in his administration have tirelessly pushed the CARP forward. Because of their dedication and commitment to the objectives of the program, farmer-beneficiaries

have improved and cooperative turned a banklike operation. Their stories are proofs that life after agrarian reform interventions in this province can indeed be better. •

MANDATO (MANDATE) Ang Departamento sa Repormang Agraryo namuno sa pag-implementar sa Komprehensibong Programa sa Repormang Pangkabukiran o Magbaba-ol kun (CARP) pinaagi sa pagbaton og kauswagan sa pangyuta, hustisya ug kaangayan, ug pag-koordinar sa pag-hatod sa mahinungdanon nga suportang serbisyo ngadto sa mga mag-uumang benepisyaryo. TAHAS (MISSION) Mamunoan sa pagpatuman sa Repormang Agraryo ug sa paghatag sa malahutayong suporta diha sa banikanhong kalambuan pinaagi sa pagapod-apod sa kayutaan ug mga probisyon sa serbisyong pangkalambuan ngadto sa mga saop nga benepisyare, mag-uumang tigtikad og yuta, agalong mag–uugmad sa gagmay nga luna ug paghatod sa hustisyang agraryo. PANLANTAW (VISION) Usa ka nasod nga adunay makiangayon nga pagpanag-iya sa yuta ug adunay katakos nga mga Agrarian Reform Beneficiaries kinsa epektibo nga nagdumala sa ilang ekonomikanhon ug katilingbanon pangkalambuan para sa maarang-arang nga kalidad sa kinabuhi.
