he Department of Agrarian Reform (DAR) in Agusan del Norte conducted a Provincial Multi-Stakeholder Consultation and Complementation Workshop in pursuing the implementation of Project Converge on Value Chain Enhancement for Rural Growth and Empowerment (ConVERGE) last December 6-7, 2016. Participants from government partner agencies shared their expertise of their different programs and services. Farmer groups from TUJAKITSAN (Tubay, Jabonga, Kitcharao and Santiago) cluster shared their experiences, ideas and

Atega facilitated in capturing factual information from the farmer groups whose proposed project, the Abaca Value Chain, is still in project validation stage. The project covers TUJAKITSAN cluster comprising 23 groups of farmers. Beyond TUJAKITSAN cluster, but part of the abaca net-

work, are the municipalities of RTR and Cabadbaran whose farmer groups also participated in the Abaca Value Chain Project. Planning Officer Annelyn Chan said that the Provincial Management Implementing Team is set to begin the implementation of the program aiming to uplift the lives of the farmers of TUJAKITSAN cluster. “Project ConVERGE offers change and hope to farmer-beneficiaries who are involved in abaca production in the province. It is

a hope for higher income and change in mindset and attitude from production to value addition. The project is focused on poverty alleviation,” Chan said. “The Project ConVERGE is a multi-million project funded by International Fund for Agricultural Development (IFAD) under the support services component of the Department of Agrarian Reform.

Associations, (BOFIA) underwent a two-day Credit Facilitation and Delinquency Management Seminar held at Brgy. Baleguian Jabonga, Agusan del Norte on November, 10 & 11, 2016. The seminar enhanced the officers and operational staffs’ technical skills in managing credit operation. BOFIA is providing agricultural credit assistance under the Agrarian Production Credit Program (APCP) of the Department of Agrarian Reform to members. It also aimed to meet the needs of the organization to address the credit risk and create a contingency plan when the borrower failed to meet its obligation.

30 0 Farmers get Financial M anagement training

T

he Department of Agrarian Reform (DAR) in Agusan del Norte conducted nine rounds of seminars on financial management to nine Agrarian Reform Beneficiaries Organizations (ARBOs) from different towns in the province. More than 300 ARBO and cooperative officers and members made their presence felt as they actively participated in the proceedings as they gained practical knowledge and analysis of their respective organizations’ activities. DAR Point Person Luningning Buque-Ycoy said the resource speakers were from training partner institutions accredited by the Cooperative Development Authority (CDA).

“The seminars were aimed at enhancing the participants’ understanding of the tool on financial analysis in order to create their own systematic plan, both for short and long-term usage and to determine the status of their operation as basis for decisionmaking,” Ycoy said. “The workshops on basic financial management were in preparation for different social delivery services from DAR that will contribute to the growth of farmer-beneficiaries through their organizations in the province,” Ycoy explained. Bienvenido Osa, manager of San Antonio Integrated Farmers Multi-Purpose Cooperative (SAIFMULCO), acknowledged that the financial management training will “greatly benefit” his

Norte attended the series of seminars on Records Keeping and File Management conducted by the Department of Agrarian Reform at different villages in Agusan del Norte in the months of September to October, 2016. According to Section Head Juanita Balibay of Social Infrastructure and Local Capability Building (SILCAB) the said 200 seminar attendees belong to 13 different Agrarian Reform Beneficiary Organizations (ARBOs) in the province, namely, Tagbuyacan Farmers Marketing Cooperative, RIC, Tagbuyacan Upland Farmers for Development, Colorado Farmers MultiPurpose Cooperative, Tirador Beneficiaries Farmers Association, Marcos Calo Agrarian Farmers Association, Bonifacio Agrarian Reform Cooperative And Dona Rosario ARB Association (DARBA). The activity is part of DAR’s capability building program for the ARBOs and made response to the need to

organize records to meet the requirement for transparency and accountability. “The seminar is not only to improve the productivity but also to make the workplace more pleasant, improves the safety and quality of work and ensures public satisfaction,” Balibay added. Mr. Ponciano Nino, chairperson of Tagbuyacan Farmers Marketing Cooperative said the he was satisfied with the results of the topics of the training. A Vision Fulfilled “His leadership allows the farmers in Baleguian, turning dreams of tomorrow into realities today!” Wenifredo S. Maldo, 53 years old, is known to be a man who always stood up for what he believes is right. His friends commonly know him as “Bimbot”, whose passion in farming was a wonderful and rewarding experience for him and his family. Though they were lived with extreme economic challenges, his family used to live in an old house made of wood, but in the years passed they thrived well in a furnished single-level large concrete structure, covered with galvanized sheetiron roof. Bimbot’s simple dream now becomes a reality because two of his five sons are now registered seamen and employed in an international vessel. His other two sons also graduated with a Bachelor of Science (BS) in Agriculture and BS Elementary Education. The youngest is still in Grade VII. He is an agrarian-beneficiary of 2.5 hectares farmland that is devoted to planting rice. One-half hectare of his farmland then was inherited from his parents, and the two hectares was registered under his name, both were acquired under the Comprehensive Agrarian Reform Program. According to Bimbot, before his family acquired the land, they had encountered harassment when the landowner ordered them to move out, but because they stood up for their rights and fought to stay until

the Department of Agrarian Reform (DAR) awarded the land to them. His parents then cultivated the one-half hectare and registered two-hectare under his name. Everyday, Bimbot took off to his farm, bring a bolo to remove weeds on the ground. Out of his cultivated 2.5 hectares, he managed an additional eight hectares under an agreed leased rental agreement from his neighbor’s farm land. His rice-farming venture was so profitable that he was able to buy his own Van, Isuzo Elf Truck, and a motorcycle. He purchased farm implements that include five unit turtle power tiller with five units machines and three units threshers. He eventually increased his yield up to 50 percent or an average of 80 cavans per hectare and sold at P17.50 per kilo, with a net income of P855 thousand at two-cropping per year. Other income came from farm implements he purchased which gave him an additional earning of P79,200 from the five units turtle and P58,318 from the three units thresher per year. Bimbot was active in cooperative work and held the Chairmanship of Baleguian Organic Farmers Irrigators Association (BOFIA) for eight long years. During his term, he made BOFIA holding an asset of P40 million consisting of farm implements from Agrarian Reform Community Connectivity and

Economic Support Services (ARCCESS), which provides an income of more than P200,000 annually. Also, he was the recipient of recognition from a national leadership of Agrarian Production Credit Program (APCP), a credit program of DAR, Land Bank of the Philippines and the Department of Agriculture for production capital to farmers. Sometime in 1994, Bimbot was elected Barangay Council up to the year 2000. He became a three-term Sangguniang Bayan member from 2004 to 2013. According to Bimbot, farmers in Baleguian dreamt of additional irrigation facility for the expansion of 180 hectares rice lands now came to reality when DAR constructed the P33.1 million irrigation project in Baleguian, Jabonga” “Irrigation facility was a great help, it will bring major impact on the lives of the farmers in Jabonga,” Bimbot said. The farmers are thankful for sharing his expertise, and his vision to transform BOFIA to become rice dealer someday. Today, he is now a living testimony of what CARP did to his life and family, which is now a promise of a bright future. Bimbot said, “Everything happens because of my determination and hard work”.
