MAYOR
••••••••••••••••••••••••••••••• Welcome to Waxhaw! As we enter a new year, I’m looking forward to continuing to lead the Town of Waxhaw as Mayor. During my first two years as Mayor, amid a global pandemic and all its challenges, the Board of Commissioners and Town Staff members didn’t slow down. As a team, we worked fervently and successfully to activate plans and initiatives that had been previously discussed but had yet to be put into motion for many years. We know our residents are passionate about infrastructure, a new downtown park, and transparency. We’ve taken strides to improve and have better visibility in each area with a new Land Development Code and a revised Town Master Plan. We launched a new website in 2021, which makes it easier to find information and report concerns, as well as making sure that you can find Waxhaw project updates at any time on the website. Keeping residents involved and engaged in town leadership’s decision-making process is pivotal to my role as Mayor. If you are looking to move to Waxhaw or have just moved here, Waxhaw has much to offer. My wife, Camine, and I love all that our community offers: diverse cuisine partnered with professional business services, a vibrant and growing parks and recreation community, unique shops, and boutiques just to name a few things. As the father of two grown children, I understand the values of family, safety, and planning. I look forward to working together with the Board of Commissioners, the Town Staff, and our residents to create a dynamic, well-managed, beautiful, and sustainable Waxhaw.
WHERE IS WAXHAW Within 20 miles of the bustling city of Charlotte, NC, Waxhaw is located on the southwest corner of Union County in North Carolina and very close to the border of South Carolina. Surrounding communities include Marvin, Mineral Springs, Wesley Chapel, and Monroe. Access to Waxhaw is made easy by NC 75 and NC 16 which intersect at the center of Waxhaw’s downtown area. Waxhaw also provides easy access to the major interstate systems of I-485, I-85 and I-77, making regional travel simple. Here you’ll find peaceful living combined with convenient access to some of the state’s metropolitan centers, mountains and beaches. Waxhaw and Union County has some of the highest rates of growth in the United States. Waxhaw’s population grew from 9,915 people in 2010 to 20,534 people in 2020. The 108.5% growth over the past decade puts Waxhaw as the ninth fastest-growing municipality in North Carolina and the only one in the top 10 with over 10,000 residents.

As President of the Waxhaw Business Association (WBA), I am pleased to welcome you to our beautiful town. Located a short drive from Charlotte, we offer residents and visitors small-town charm while still enjoying the advantages of a fast-growing urban area. Our pedestrian-friendly downtown is celebrated for its many restaurants, antique shops, and retailers. This past year was a tremendous one of rebuilding and development after a challenging 2020. We grew dramatically with a healthy mix of business people who live and work in Waxhaw. We hosted such events as a Town Forum for the Waxhaw commission election with over 100 in attendance while also streaming it online on the WBA Facebook page. Our organization is dedicated to encouraging, supporting and promoting our town’s thriving business community. Along with networking and public events, we provide members with the experts and information you need to grow, manage and protect your business. Plans are underway for the Town to construct a new Town Campus to better serve public and operational needs. This government services hub will include new facilities for Public Services, Parks & Recreation and Town Hall. The new Town Hall will be approximately 4 times larger than the current building and allow plenty of space for town staff and operations to grow as needed. Located adjacent to Kensington Elementary, at the intersection of Waxhaw-Marvin Road and Kensington Drive, this 17-acre campus will provide convenient access to services for residents and operations. The property also connects Town Creek Park to Nesbit Park opening up more park and recreational opportunities once the campus is built. The Town has contracted with ADW Architects for the design and construction administration. The projected cost is $976,800.00

Water Tower This iconic 49,000 stainlesssteel structure looms over the downtown area with it’s close proximity to the intersection of Hwy 75 and Hwy 16 and the railroad tracks that run through the center of town. The tank was built in 1940 and was the town’s water supply for many years until new ground water tanks were built. This all brick structure salutes the brave men and women who have defended the freedoms we enjoy. The annual Memorial Day, 9/11 Patriot Day, and Veteran’s Day celebrations take place here as well as other special activities throughout the year. The wall is maintained by the American Legion Auxiliary Post 208 Waxhaw. Veterans or their families are welcome to purchase a personalized brick with the veterans name, branch of service and dates of service.
This museum is brimming with collections about the humble beginnings of the Land of the Waxhaws. Learn about the Waxhaw Indians and the European settlers who gave birth to this burgeoning community. Enjoy indoor and outdoor exhibits, artistic performances, historical reenactments, and group tours.
This museum is dedicated to former president of Mexico, Lázaro Cárdenas and his love and commitment to the people of Mexico. Displays include historical photographs which focus on Cårdenas, books in many indigenous languages, outstanding folk art, interesting ancient pieces of jewelry and embroidered native costumes.

The well was originally dug circa 1900 to serve the trains and crews of the depot and remained in use until the 1920’s. The current well replica, built in 1989, commemorates Waxhaw’s original community well which once stood near this spot. The large clay urn was originally used at the RodmanHeath Mill. The 1899 mill was the town’s leading employer and played a vital role in the town’s economy for many years. In the mid-1980’s the jug was moved from the mill to the location of the current Dare Steele Memorial Garden. Around 2003 it was again moved to its current downtown location near the well.
Located directly across from the Pedestrian Bridge, this historic building was home of the Belk store from 1894 to 1938. This building has served many purposes after the Belk store closed. In 1970, the Belk family donated the building to the Waxhaw Woman’s Club and restorations were made. Currently, the Waxhaw Woman’s Club rents the building for community events, private parties, and special occasions.

This area was home to the Waxhaw Indians long before the European settlers came to the area. The Waxhaw Indians were allied with the Catawbas in their wars with the Cherokee and were almost wiped out in 1715 by the Yamasee War and by diseases brought by the early settlers to the area. Soon afterwards German, English, Scottish, Welsh and other European settlers arrived in the area to establish a settlement. The land was fertile and trade was made easy by the proximity of the Catawba River and the main trading path which ran from Petersburg, Virginia to Augusta, Georgia. The Town of Waxhaw was chartered in 1889, making it the third oldest town in Union County. Even though Waxhaw is one of the oldest communities in Union County it wasn't well known until 1888 when railroad tracks from Atlanta were laid. It was clear that this area needed a dependable means of overland transportation. It was increasingly difficult to deliver and receive goods to and from the supply centers in the south. Today, Waxhaw is a vibrant community that has progressed from those humble beginnings. It has come a long way from it’s early roots as indian land and still takes the time to proudly remember its past. The most noteworthy native of this region is Andrew Jackson, 7th president of the United States. President Jackson was born in the Waxhaw area in 1767. An ongoing dispute centers on whether he was born in North Carolina or just to the south in South Carolina. He was born in one of two cabins, less than 100 yards apart, but because the state line ran between them, it’s unknown which state he was actually born in. Jackson lived in North Carolina until he moved west to Tennessee, at the age of 21.

Local military personnel are honored on Memorial Day, 9/11 Patriot Day and Veteran's Day with a remembrance ceremony at the Military Wall of Honor in downtown Waxhaw. Held the 2nd Saturday in December, the Wreaths Across America event pays tribute to US Veterans by placing wreaths on military graves in the Town cemetery. Holiday Happenings in Waxhaw Independence Day Celebration Waxhaw is perhaps best known for its July 4th Parade. This hometown parade takes place through the streets of downtown Waxhaw and is attended by enthusiastic revelers. Announcers cover the entire parade route to make sure that you hear all of the details surrounding the fun entries passing by from antique cars and fire engines, to paradethemed floats, horses, stilt walkers, clowns, and more.
GingerSnap 5K / Girls On The Run Race is an annual race open to everyone. It’s held the Saturday before Thanksgiving in downtown Waxhaw and benefits Girls On The Run of Union County NC. Menorah Lighting is held during the Jewish Hanukkah celebration. The ceremony takes place by the Old Oak Tree bandstand on E. North Main Street in downtown Waxhaw. Senior Citizens Christmas Party is a town-sponsored party held the first Friday in December. Waxhaw senior citizens are invited to enjoy a Christmas dinner with entertainment and Christmas cheer, courtesy of several Waxhaw area restaurants.

Holiday Festival of Lights begins the first Saturday in December with over one million lights sparkling and twinkling through historic downtown Waxhaw. Waxhaw Christmas Parade is held downtown on the second Sunday in December and features local school marching bands, floats, and entries by hundreds of businesses and members of the community. Wreaths Across America is a great ceremonial event that honors and remembers fallen military veterans who have supported and defended our great nation. The Parkwood JROTC, the Union County Composite Squadron (Cival Air Patrol), along with the Town of Waxhaw are proud sponsors of this annual nationwide event. You are invited to be a part of this remembrance by joining us for a commemorative ceremony and the laying of wreaths on local veterans’ gravesites. Santa's Ride Thru the Neighborhoods is a partnership with the North Pole, the Town of Waxhaw and the Waxhaw Volunteer Fire Department. Santa makes an appearance in 35 neighborhoods within the official Waxhaw’s town limits the third week in December. Due to his hectic schedule, Santa does not stop in the neighborhoods but drives by waving and wishing everyone a very Merry Christmas.

The Waxhaw Community Volunteer Fire Department & Rescue Squad is a volunteer organization that functions because of the people who volunteer their time to provide fire protection and emergency medical first response. This department has proudly served the community since 1954 and was one of the first volunteer departments in Union County. They strive to protect lifeand property by providing the highest level of service to the community. New Downtown Park COMING TO WAXHAW Learn. Play. Explore. Those who live, work or visit Waxhaw will soon have another greenspace option. The Town of Waxhaw has started work on establishing a 9.9 acre park in the heart of downtown. Located on the south side of downtown at 301 Givens Street, it’s only two blocks from South Main Street (Hwy. 75) and will be easily accessible from Lynn and Brevard. On October 29, 2021, Waxhaw broke ground on a new downtown park. The cere-
mony was attended by Town of Waxhaw officials, directors, managers and members of the community. It kicked-off the start of Phase 1 which will include clearing/grading, utilities, drives and parking. The new downtown park has been identified as a top priority in the towns Capital Improvement Plan (CIP). CIPs are very common in local government. They are plans that account for long-range infrastructure and equipment needs to serve and maintain public
needs adequately. Waxhaw will utilize a five-year CIP. This plan will be re-evaluated and readopted on an annual basis along with the operating budget. The park is expected to open in 2023 and will provide recreation, greenways, picnic pods, outdoor fitness equipment, and nature-themed playgrounds. The Parks and Recreation Department will provide educational and family events as well as health and wellness activities at the new park.

Greenways & Trails Greenways and trails are natural or landscaped corridors for pedestrian or bicycle passage and a connector linking parks, nature reserves, cultural features, or historic sites. Waxhaw is home to the Carolina Thread Trail's signature CrossState Suspension Bridge. Planned soon is a future connection from the H.C. Nesbit Park to the back of the Town Creek Park trailhead that leads to the continuation of the Carolina Thread Trail through the Prescot community.
Suspension Bridge Waxhaw is home to the Carolina Thread Trail's signature Cross-State Suspension Bridge! This 170-foot long bridge crosses over 12 Mile Creek and connects North Carolina and South Carolina along the Carolina Thread Trail. Cane Creek Park Spend a few hours or the whole day with nature at this hidden gem. Situated on 1,050 acres of land, this is the largest recreation facility in the county and maintained by the Union County Parks and Recreation Department. Activities available to the public include hiking trails, bike trails, camp sites, boat rentals, beach and swimming area, volleyball courts, and a miniature golf course. Andrew Jackson State Park Located just south of Waxhaw, in Lancaster County, SC, this state park is dedicated to the U.S. President, Andrew Jackson. All dogs, over the age of 4 months, within the vicinity of Waxhaw are required to be licensed by the town on an annual basis. Upon licensing an animal, the owner must show proof that the animal is current on rabies vaccinations and proof of spay or neuter is also required, if applicable. Your dog’s metal license tag is permanently assigned, and should be worn on the collar at all times. When renewing your dog’s license in 2022, you will not receive a new metal license tag unless a replacement tag is specifically ordered at time of renewal. Replacement tags are $4.20. Fear Free certified practices will have successfully implemented Fear Free into all aspects of their business: culture and leadership, client education, staff training, the facility, and most importantly, patient visits. My husband and I built our hospital for pet parents because we are pet parents and so is everyone on our team. We set out to create a unique experience for both pets and pet parents that put your furbaby at the center, promoted and delivered a Fear Free experience, provided integrative pet healthcare, and partnered with you as the primary caregiver in developing customized treatment plans. When we started our design, we knew nothing of the Fear Free program, we just knew there had to be a better experience for pets and pet parents than the traditional vet visit so many of us have experienced in the past. A visit to the vet should be pleasant and fun, not stressful and fearful. In order to do this we completely reinvented the look, feel, and even smell that has long been associated with a typical animal hospital. But, we didn’t stop at design. We also reexamined our approach to patient care and pet parent service to ensure a calm, pleasant, and fun experience for pets and pet parents alike. At Passionate Paws, we strive to make every patient visit a Fear Free experience as every team member wants your pet to be happy when he or she walks through the door of our animal hospital. Free Free doesn’t mean that your pet will never experience anything uncomfortable at our hospital—he or she may be injured or ill, after all—but it does mean that we make every effort to reduce any fear, anxiety, and stress related to examinations, procedures, and grooming. Here are a few of the ways we help your pet stay comfortable and relaxed from arrival to departure. When you first arrive at our hospital your senses and your pet’s will be greeted with pleasing smells from our aromatherapy diffuser, designed to calm and relieve anxiety. No hospital should smell like an animal hospital, and ours never does. To ease our patients even more, we have designed our waiting area to be species specific, with cats and dogs on opposite sides. Taking it one step further, we built a cat-only exam room (no dogs allowed) to provide an added layer of calmness for our feline friends. For those dogs that are a bit more nervous, we can bring you right away into our side door that leads directly into an exam room. For our anxious cats, we can bring them directly into the cat-only exam room upon arrival. Upon entering the exam room, you and your pet will notice that performing exams on a cold, slick table are a thing of the past. For our dog patients, we provide comfortable bedding on the floor, where our medical team conducts the majority of their examina-

tions and procedures. For our cat patients, we offer a cat tree as well as warm bedding to perform the majority of the examinations and procedures. Each room is equipped with natural pheromone diffusers that emit calming substances into the air that are specific to dogs and cats, and play species-specific music bioacoustically engineered to calm your pet (and maybe even you.) These examples and more await each and everyone of our patients and pet parents at Passionate Paws, providing a very unique one-of-a-kind experience. Our hospital becoming a Fear Free Certified Practice is just the natural progression from what my husband and I envisioned from the start. We are so excited to continue to improve the experience for our existing pets and pet parents and for those that are still to come.
