l presidente Barack Obama tomó protesta como presidente en medio de enormes expectativas de cambio no sólo en Estados Unidos, sino en el resto del mundo. En cuanto a sus países vecinos, su interés por acercarse a México siempre ha estado vigente principalmente para tratar temas que por diversas razones quedaron en espera e inconclusos por largo tiempo. Después de 12 años de no recibir a un mandatario estadounidense, la capital mexicana abre sin duda la puerta a una nueva relación entre nuestro país y al gobierno del presidente número 44 de la Unión Americana. Este es sin duda un mensaje muy claro por parte del presidente Obama, de su interés por México y proximidad con América Latina. La reunión entre el presidente Felipe Calderón y el presidente Barack Obama vislumbra el inicio de una nueva era para enfrentar de manera corresponsable retos como el crimen organizado, la migración, el combate al cambio climático y también para subsanar algunas fracturas que se han creado dentro del Tratado de Libre Comercio. Ambos mandatarios se han pro puesto en-

contrar salidas legales y via bles al tráfico de armas, en un contexto donde exista la corresponsabi lidad estadounidense para frenar el tráfico de armas y dentro de la misma coyuntura el gobierno mexicano buscará desplegar un esfuerzo mucho más integral en el combate al crimen organizado. En cuanto al tema migratorio, sin generar falsas expectativas y siendo realistas, la actual agenda del presidente Obama se concentra en dos prioridades legislativas para los siguientes meses relacionadas a la reforma al sistema de salud y de bienestar social. Sin embargo estamos seguros que pronto el tema migratorio adoptará un enfoque de sentido común y práctico que beneficie a ambos lados de la frontera. En materia de comercio, hoy en día vivimos en una situación muy delicada debido al actual entorno económico, por lo que los presidentes han adoptado posturas que van más allá de las decisiones autónomas que pueda tomar cualquier país, tanto el presidente Calderón como el presidente Obama han remarcado su intención de ir más lejos para mejorar el comercio y no para restringirlo. Después de las visitas a Mexico tanto del

primer mandatario estadounidense como de los integrantes de su gabinete, lo que corresponde ahora es empezar a construir una serie de acuerdos y de seguir las ins trucciones de nuestros presidentes para que en una amplia gama de temas se activen aquellos puntos importantes que necesitan pronta re solución, que ayuden a crear mejores oportunidades en ambos lados de la frontera y principalmente

que for talezcan las relaciones entre los dos países. Lo exitoso de esta gira hoy tiene que traducirse en acciones que logren elevar la calidad de vida de nuestros pueblos. Sean Webby of the San Jose Mercury News was published this past Saturday, April 18. Scott Knies, head of the San Jose Downtown Business Association stated that “He (Constantin) could be the greatest auditor under the sun, his law enforcement experience could be a wonderful asset. But the bottom line is he is keeping an eye on his brother’s department.” Following allegations and explanations, this article concludes that “The apparent withholding of the information about Constantin’s brother has tainted the entire selection process,” Jayadev said. He called upon the city to start over again. Two days later Constantin resigned from the position. Back on January 12, 2009 my wife and I had the pleasure of Raul Colunga’s company at the Board of Supervisors chambers. Prior to the swearing in ceremony, Raul informed me that he was there as the Co-Chair of La Raza Roundtable. Prior interviews with Fred Villasenor, Jinney Meehan, and Herman Vasquez had informed me that a succession plan had been presented to Victor Garza that he received and took under advisement, de-

spite the concern of many who wish to have a leader of LRRT who is a resident of Santa Clara County. Since the Saturday article in the Mercury News, several prominent members of our community have expressed their sense of disappointment and betrayal. Only Sofia Mendoza agreed to be quoted. She said, “It is time for Victor Garza to give up the leadership of La Raza Roundtable. This is too important an organization for the local Latino community to be led by a carpetbagger!” EL OBSERVADOR has been informed that many have encouraged Victor to resign and get out of the way of the development of others leaders. All to no avail. Here is another example of the observation that influence and power can corrupt one’s judgment. Victor Garza needs to become our respected leader emeritus who is available for counsel and advice to whoever becomes the new Chair of La Raza Roundtable. Victor needs to step aside before his many accomplishments and leadership efforts are tarnished. The choice is yours, Victor...What shall be your legacy? Δ

ome months ago I decided to write about the good works accomplished by La Raza Roundtable with Victor Garza as its leader. At monthly meetings critical issues of concern to the local Latino community are placed in front of all to view, analyze, become informed and make proposals to address problems. Issues are addressed by fourteen standing committees: education (elementary, middle school, high school, and college/university), juvenile justice, probation, the Children’s Shelter, San Jose Police Department, San Jose Fire Department, pending legislation, political endorsements, labor unions, the District Attorney, and the Superior Court system. La Raza Roundtable became the place to go to resolve problems. Many good progressive developments in our community began at LRRT meetings. Slowly, it became evident that certain practices were not performed in a manner expected by many of LRRT’s constituents. Several years ago, Victor Garza retired from the Office of Veteran’s Affairs, County of Santa Clara. Shortly thereafter, those who were close confidants knew that Victor Garza had moved his family to a new home in Fresno County. As a result of this relocation of his domicile, many seriously doubted that Garza should have been appointed to the selection committee of a new Independent Police Auditor (IPA). Along with Rick Callender, former head of the Silicon Valley NAACP and Raj Jayadev, Director of Silicon Valley DeBug, they all served as members involved in the selection of Chris Constantin as the new IPA. read with great interest your opinion piece (About Those Three Kids, April 10, 2009) stating that I, along with Supervisor Shirakawa, casually asked for information on the detention of the under-aged minors in Juvenile Hall. We did much more than just ask, and will not be satisfied until we resolve this issue. As you know, this issue was never under the direct supervision of our Board. We only found out about it through media reports 30 days afterward. I was as appalled as anyone to find out that this happened. It is true that there were a number of factors, including possibly a lack of communication within the systems involved, which led to the 10-year-old boy and his siblings to be placed in Juvenile Hall with older, more serious offenders for five days in February. Which is why on April 7th, I put before the Board of Supervisors a request for a public hearing at the next Children, Seniors and Family Committee on April 30, 2009, which the Board approved unanimously. At that committee meeting, I will be expecting the Administration to present a report with “all pertinent, non-privileged information regarding this incident and what allowed it to happen.” Specifically, I am looking for a statement from the Social Services Agency, the Probation Department, and the Court System with details on what safeguards are currently in place, what support and care is given to children in the foster care system, what protocols are in place for dealing with very young children as well as the work that is being done to revamp them and where the communication between departments may have broken down. But more than that, we have asked for systemic change including new placement options for kids in these kinds of situations. As Chair of the Children, Seniors and Family Committee, I expect the very best out of the County staff when dealing with children in the County, especially when they are already under the care and supervision of the County. To that end, Supervisor Shirakawa and I will be following up on the information that we receive at this public hearing to ensure that this unfortunate passing of events will not occur again. You are correct that this case holds much confidential information; therefore as the Board of Supervisors, we do need to exercise the utmost judgment not to make public the intimate details of this case. Nevertheless, we take this case very seriously and will use our positions to prevent further such occurrences.

En las últimas seis semanas de 2008, el programa de lucha de graffitis ha logrado elminar 41,181 de estos pintados. Ha sido un total de 429,095 pies cuadrados de graffitis. La Unidad del Graffiti del Departamento de Policía de San José ha coordinado un esfuerzo regional para establecer una base de datos de sujetos conocidos por pintar en zonas públicas para aplicar la ley de manera efectiva. El año pasado el grupo encargado de la prevención de pandillas de la alcaldía se asoció al Condado de Santa Clara para reestablecer un programa que requiere a los jóvenes capturados por pintar en zonas públicas a que limpien su communidad. Cerca de 300 de estos jóvenes han hecho 4,800 horas de servicio comunitario removiendo un total de 88 mil pies cuadrados de graffiti. Δ

Representatives Raise Money for Housing By Osvaldo Castillo

he Housing Trust of Santa Clara County recognized Congresswomen Zoe Lofgren and Anna Eshoo, and Congressman Mike Honda on Monday at Applied Materials in Sunnyvale for their efforts and leadership in receiving a federal award of $237,500 to assist first time buyers. “This is a time to give a little hope on how we are going to face upcoming challenges,” said Congresswoman Lofgren. The money was obtained through voluntary and private sector dollars. “Applied Materials was one of the first to match the $200,000 that the Housing Trust asked for this effort,” said Joe Pon, vice president of corporate affairs at Applied Materials. “It is important for people to work here, as well as live here.” One of the Housing Trust’s beneficiaries is Joanne Pang. She said that prior to receiving help from the Housing Trust, she and her family where looking at Reno, Nevada, for possible housing. “I have lived in this area all my life and talk to my mother everyday. I cannot imagine living anywhere else,” Pang said. “Thanks to the Housing Trust, my family and I will be able to live in Sunnyvale.”

The Housing Trust of Santa Clara County has helped 2,041 families buy their first homes in Santa Clara County. The total value of the homes exceeds $679 million. Families are not the only ones who have benefited from the Housing Trust’s efforts. The trust has committed 29 loans towards the development of shelter and housing for people who are homeless or have special needs. The trust has created 1,104 housing units and invested $520,013 in 25 emergency homeless pre-

vention grants, assisting 2,625 individuals. “We will continue to work to build partnerships with other members of the community so that more families can afford housing in this area,” Lofgren said. Reforma migratoria nodejará a nadie atrás Por Rosario Vital - El Observador “Este es el año que todos esperábamos. El presidente Barack Obama habló de este tema y es algo positivo”, dijo el Congresista por Illinois Luis Gutiérrez en el marco de su campaña denominada Familias Unidas. Gutiérrez a su segunda visita en el Área de la Bahía visitó el pasado 18 de abril la ciudad de San José. El evento también contó con la presencia del Congresista Mike Honda. Por su parte el Congresista de Illinois dijo que los planes de promover una propuesta migratoria sin esperar al Senado sería mejor. “Creo que debe iniciarse en la Cámara de Representantes. Ya se ha iniciado dos veces en el Senado el fruto va a ser mejor en la Cámara de Representantes donde te nemos un liderazgo un poco comprometido y donde es más amplio el apoyo y a las mismas vez las reglas de juego son diferentes en la Cámara de Representantes. Lo debemos iniciar ahí”, indica el Presidente del Congreso Latino Caucus. Proceso lento de la legalización En referencia al proceso de muchos residentes legales que se encuentran en lista de espera Gutiérrez afirma que no se debe esperar más. “Necesitamos una reforma de nuestro sistema de inmigración y uno de los cuatro puntos claves de una reforma de inmigración es garantizar que aquellos que están dentro de un término de cinco años se termine su espera, se facilite las visas y se aumenten éstas aumenten para que que

todas estas personas tengan garantizados su presencia en el periodo de 5 años” Reforma comprensiva “Una comprensiva reforma migratoria nos debe mantener unidos. A los inmigrantes que trabajan duro, que tienen buen carácter moral , que pagan sus impuestos y que a su vez crean más trabajos, se les debe permitir su presencia”, dijo Honda. Honda agregó que,“a todas las contribuciones de los inmigrantes se necesita un enfoque comprensivo que sea justo y humano, significa respeto a la dignidad de los inmigrantes y significa no sepa rar a las madres de sus hijos”. Costos para hacerse ciudadanos “El incremento del proceso de ciudadanía surgió bajo la administración de Bush. Actualmente hay 10 millones de residentes permanentes hoy se pueden hacer ciudadanos de los EU. Pero los altos costos son un gran obstáculo para que no tengan poder, influencia porque sabe de qué lado esa gente se va a inscribir para votar y con quién ellos quieren echar su suerte”, indica Gutiérrez. Marcha 1 de Mayo Gutiérrez insistió en que hay que seguir empujando la reforma. Activistas a nivel nacional se están organizando para pedir la reforma ya. El 1 de Mayo se cumplen 100 días del gobierno de Obama. En San José se organiza una marcha que parte de la Story Rd y King Rd (4pm)y luego llega al Municipio de la ciudad de la ciudad (200 E. Santa Clara St). Δ

Mayor’s Gang Prevention Task Force Meeting By Hilbert Morales El Observador

he MGPTF Policy Team, which is comprised of 28 members from all sectors of the community, met Wednesday, April 22, 2009 at San Jose City Hall. Twenty-two of the 28 members attended including Councilwomen Nora Campos and Madison Nguyen, Supervisor George Shirakawa, and District Attorney Delores A. Carr. Mayor Chuck Reed was the chairperson. The “climate” extant today was briefly described by SJPD Chief Rob Davis who was assisted by aides who presented much statistical data. Only one homicide since January was connected to gang activities. In general, gang incidents are at the same level or down a little bit. However, it was emphsized by Mario Maciel that the location of hotspots had changed because active gangs are quite mobile. Subcommittee updates included Community Engagment by Madison Nguyen, Interagency Collaborative activities by Angel Rios, Parks, Recreation and Neighborhood Services (PRNS), Technical Team information by Mario Maciel, and School District-City Collaborative presented by Norberto Duenas, City Manager’s Office in the absence of Superintendent John Porter of Franklin-McKinley School District who arrived later on. The application of graffiti by gangs has acquired new technology and tools which permit the application of paint onto surfaces thirty feet as high. These graffitis are larger and more labor intensive to remove per report by Albert Balagso of PRNS. The MGPTF is looking for interested community organizations which will adopt a graffiti target, remove the applied graffiti as quickly as possible, and report graffiti activity when noticed. A favorite target is the bridge near the new Mayfair Community Cen-

ter. Graffiti kits are available to those who desired them. Of great interest to community based organizations is the discussion and allocations presentation of the Safe Summer Initiative Grant (SSIG) 2009 Program which contaiins $500,000 to be allocated to those who submit proposals. The RFP’s (Request for Proposals) are due Wednesday, April 29, 2009 and require prior registration on BidSync (www.bidsync.com) where the applicaition may be downloaded and frequently-askedquestions (FAQ’s) may be reviewed. District Attorney Delores A. Carr received applause from the group for contributing $100,000 to this SSIG 2009 fund. Those funds come from the proceeds realized when confiscated contraband is sold by auction. The meeting adjourned after an open forum permitted about five members of the community to make statements. One community commentatoor asked the MGPTF and those present to consider the role of mental health in what goes on in gangs. This comment ended by asking those present to vote against Propositon 1E which is related to the Mental Health Services Act (MHSA) 2004 and Proposition 63. Δ After the meeting, EO publisher Hilbert Morales informed PRNS officials that his personal survey of EL OBSERVADOR’s newsracks along McKee, White Road, and Story Road had established that about $8,000 in damage resulting from broken newrack windows and graffiti. This sort of tagging amounts to vandalism. Code Enforcement Officials asked EO to remove damaged newsracks before they impound them because graffitied newracks do not meet city codes. The most effective solution to this situation is for “taggers” not to apply graffiti to newsracks. The community is asked to “get the word” out because weekly newspapers do inform about jobs available and what is going on in the community.

an Jose, CA - Latinas Contra Cancer will be celebrating its 6th Annual walk to honor mothers, survivors and commemorate those who have passed from cancer; this year spotlighting Childhood Leukemia, an increasing type of cancer devastating Latino families. Hispanic children under the age of 17 have the highest rates of Leukemia in the country. This is a little known fact in the Latino community. Latinas Contra Cancer (LCC) is working to change that, so that both the child and the family can begin to get the kind of support they need and not feel so isolated in the face of this sometimes deadly illness. “The calls for Latinas Contra Cancer services are growing rapidly now that the community is finding us both on site and on-line. I’ve been doing this work for 8 years and the demand has not decreased but increased. It simply points to a need for service in underserved Latino communities around the country”, said Ysabel Duron, Executive Director of Latinas Contra Cancer. Latinas Contra Cancer is also partnering with the National Marrow Donor Program to increase the participation of Latinos in the donor program to support blood cancer patients who might die without a transplant. Only 600 thousand Latinos are registered. It takes 1 in 20-thousand donors to find a marrow match. Most likely a match will

only be found within one’s own ethnic group. Walk participants can sign up at the Mexican Heritage Plaza after the Walk. The Mother’s Day Walk is the San Jose based organization’s only annual fundraiser and provides 25% of its operational and programmatic support. The dollars will keep the doors open on one of a kind programs including a Spanish language family support group that has served over 76 distinct individuals. Funds also allows the agency to continue its successful breast, cervical and prostate cancer health education pro-

Manuel Herrera urged participants to avoid undue conflict by becoming compassionate and selfless, and becoming agents for social change through direct action inside the system. With the goal of creating engaged and savvy citizen-politicians, he stated that we must move to undertake a soul journey from the head to the heart, integrating rational intelligence with emotional intelligence and spiritual intelligence. This transformation in human interaction creates new spaces for understanding and the possibility of creative, even surprising resolutions to social issues. “Unfortunately, we are taught in our society that there are places where SoulForce principles or acts of practicing love are not appropriate”, said Human Agenda Chairperson Franci Collins. “With so many hierarchical institutions in our society, there are situations where love seems out of place, where raw imbalanced power dominates relationships. Todos los martes durante la estación de verano este mercado funcionará de 3 a 7 de la tarde. También en este mercado encontrará orien tación de como aprovechar los recursos solares,

cómo reducir la basura, cómo conservar el agua y prevenir la contaminación. Miguel Angel Ledesma que ha llegado desde Hollyster para ofrecer sus lechugas orgánicas y otros vegetales viajará cada martes a ofrecer frescos productos desde sus tierras. “Estos productos son orgánicos, es decir no tienen pesticidas y ni otro producto químico. Las lechugas, cebollas, brocolis y coliflores han sido cultivados de forma biológica, sin pesticidas y elaborados en base a métodos agrícolas tradicionales, mucha tierra y agua”, sonríe Ledesma mientras atiende a sus compradores. “Nos gusta la idea del Mercado Campesino en el centro de la ciudad. Al mismo tiempo queremos expresar nuestras demandas por una justa transición que asegure el acceso de comida saludable para todos en San José, que incluya a la clase trabajadora. Desearíamos contar con un mercado así en el barrio de Mayfair”, dijo Aryeh Shell de la organización Somos Mayfair. s it possible for a garden to exist in San Jose? A garden, which could provide the community with freshly grown produce?

A local organization not only believes this is possible, but has begun taking the necessary steps needed to make this a reality. Veggielution is a local non-profit organization that has began working with students from local high schools and San Jose State, as well as other community members to grow fresh produce for San Jose residents. “There is a lot of energy for this type of movement,” said Mark Anthony Medeiros co-founder of Veggielution. “We started out small in local backyards and produced almost 1,800 pounds of food last year.” Veggielution is now looking towards Emma Prusch Farm Park in East San Jose as the site for a much bigger project. “We currently have about a one-acre area in the farm,” Medeiros said. “We are currently working on getting 10-acres of land for our project.” Veggielution’s believes its farming concept is simple. “People come to the farm and work and when they are done they get to take food home,” Medeiros said. “The more people work, the more food is produced.” A similar project was conceived and was successful in South Central Los Angeles. The project serves as a source of inspiration for Veggielution’s vision of what can be accomplished in San Jose. The organization will be hosting a screening of an Oscar-nominated film about the South Central Los Angeles garden. Following the Los Angeles riots of 1992, a 14-acre community garden was created to serve the residents of South Central Los Angeles. The food was fresh and many benefited because of the garden’s success for many years. Unfortunately, the garden was destroyed when the land was sold to developers. Many cried foul play and crooked politics. “The Garden” tells the story of the South Central Los Angeles farmers, their struggle to keep their garden, and asks questions about inequality and injustice for those who are less fortunate. “The Garden” screening will take place on Friday, April 24, at the Movimiento de Arte y Cultura Latino Americana (MACLA), 510 S. First Street in downtown San Jose. Showtime is at 6:30 p.m. A $5-$20 donation is suggested. There will also be a panel that will discuss how a project like the one in “The Garden” can be developed to benefit the residents of San Jose. The discussion panel will consist of Dr. Ann Aurelia Lopez, author of “The Farmworkers’ Journey” and founder of Farm Worker Family Foundation, Liz Snyder, interim executive director of Full Circle Farm in Sunnyvale. There will also be members of Somos Mayfair, an East San Jose community organization.

Greater San Jose Hispanic Chamber of Commerce To Be Recognized

By Hilbert Morales - El Observador This past April 2, 2009, the Greater San Jose Hispanic Chamber of Commerce had the State of California Comptroller John Chang as keynote speaker on the state budget. Chang, an elected official, described clearly the responsibilities of his Office of the Comptroller duties as specified in the State of California Constitution. Therefore, he was not required to perform his duties according to actions assertively specified by the Governor Arnold Schwarzenegger, but rather, was required to perform his responsibilities in accord to the existing law. Chang provided several examples of how his comptroller activities prevented California from “running out of cash”, kept its bond rating at the highest level possible which permitted borrowing of money at reasonable interest rates, and kept more than 1,000 state projects funded rather than shut down (which would

have added to the unemployment of many workers. His presentation was followed by a Q & A period. This coming Monday, April 27, 2009 at Maggiano’s Restaurant in Santana Row, San Jose.
