Estímulo económico: Esperanza de todos Por Rosario Vital - El Observador i las personas que tenían trabajo ya no lo tienen, qué les queda a quienes viven la agonía económica desde años anteriores. El Observador ha reportado en artículos anteriores la crisis que viven las personas de bajos recursos y especialmente los jornaleros que día a día enfrentan grandes retos para sobrevivir una vez llegados a este país. Ahora no es asunto de papeles sino que simplemente no hay empleo. “La pegada de la crisis es mayor. Muchas familias han perdido empleos y ahora no pueden contratar los servicios más económi-

Por fin un acuerdo El Congreso llegó a un acuerdo sobre el plan de reactivación económica la cual se eleva a los $789,000 mil millones. Este plan daría 3,5 millones de empleos. Medio billon de los fondos del plan se destinarán a proyectos de infraestructuras, educación y energía , mientras que $275 mil millones conrresponderán a recortes de impuestos. “Es una gran esperanza para todos, queremos empleo, los latinos nos caracterizamos por ser trabajadores”, dijo Verónica Rodríguez. Las soluciones del congreso para la crisis económica deben tomar en cuenta cómo la recesión está afectando a las comunidades minoritarias. fter meeting with three representatives of the recall Madison Nguyen effort and subsequently meeting with Ms. Madison Nguyen, it has been decided to recommend that the constituents of District 7 VOTE NO this coming March 3, 2009. District 7 contains a resident population having diverse heritages. The three largest groups are the Anglos, Hispanics, and Asians, and Madison Nguyen has a track record of serving all constituencies. The recommendation made here is that a majority of voters need to defeat this recall election for several reasons. First and foremost, Madison Nguyen was only one of eight members of the San Jose City Council who voted to name a portion of Story Road “Saigon Business District.” Madison could not name that business center by herself. In this community, a majority vote decides and rules. Those who disagree must learn to accept the will of the majority as expressed by the vote of the constituents of District 7. Second, in the meeting with the representatives of the recall effort, their spokesperson presented strongly worded allegations that “Madison does not deserve our trust and confidence.” Allegations that she practices cronyism and misdirected

$100,000 of Redevelopment Agency funds did not hold up to further investigation. No city’s monies were allocated and expended for this project. Third, Madison Nguyen, during her tenure, has been effectively advocating for improvements and small business development within District 7. In fact, Dennis King, Director of Hispanic Chamber of Commerce-Silicon Valley, called attention to a total of 38 items which comprise the list of things done in the neighborhoods within District Seven. These include 12 street improvements, 8 items done in parks and recreation; 8 facility improvement projects; one flood control project, three public safety projects; and six affordable housing projects which have provided homes to over 700 families and, in addition, over 900 new homes are to be built. Fourth: Allegations that the Brown Act had been violated were investigated by the City Attorney and found to be groundless. Specifically, the City Attorney came to the conclusion that Councilmembers Madison Nguyen and Forrest Williams did not violate the Brown Act as recently asserted (document dated February 13, 2008). The Brown Act requires that the public be informed and in this case, city councilmembers are prohibited from conducting informal meetings where a majority of the city council may be in-

volved and influenced. It’s objective is to ensure public input. A memorandum signed by Madison Nguyen, dated May 9, 2007 and addressed to the Rules Committee states “Designating this area as Vietnamese Business District or other name designation would recognize and market the location to tourists, entrepreneurs, and people living in San Jose.”The Story Road Business Association supported the name “New Saigon” and other organizations suggested other names. However, in the end, the City Council rescinded the entire project and voted to modify council policy 9-3 to “allow for private individuals to fund, construct, and install—-relying wholly on private funds—-temporary community sign(s) bearing the name “Little Saigon.” These temporary banners are displayed on Story Road for up to three years only. We respect the right of those who organized this recall effort, however, there is a need for this group to accept the vote of the entire community. We project that a majority of voters will reject this effort to recall City Councilmember Madison Nguyen when all of her activities as the current representative for City District 7 are considered objectively. Our recommendation to the entire community is to VOTE NO. Δ

ith Wall Street stock exchanges, banks and financial markets in free fall from their Olympian perches in skyscraper offices, it is clear that the ‘invisible hand’ of Unregulated Capitalism is finally discredited. The claim that free market capitalism, an unregulated everything-andeveryone-is for-sale economic system will deliver the greatest wealth has shown itself to be a hollow claim based upon marketed propaganda and self-delusion. Indeed, the soaring stock market peaked and fell into a frightening chasm with no bottom in sight. There is nowhere to go but a return to the economic reality that things are only worth what they are worth to the average consumer. When the market fell, it hit the stubborn reality that even a small ‘tall’ cup of coffee is worth only a dollar in spite of the $1.70 Starbucks’ price. To understand the big fall, we must exam the big lie twenty-nine years earlier. During the 1980 election of Ronald Reagan, called “the Great Communicator” by his GOP handlers, the “trickle-down theory” demonstrated on a cocktail napkin by Arthur Laffer to Dick Cheney and Donald Rumsfeld, promised that reducing taxes for the super wealthy would free entrepreneurs to create ever greater wealth for themselves, and in the process the economy would whirl like a perpetual motion machine. That is, the wealth provided by lower taxes, government subsidies, sweetheart contracts and corporate bonuses to the super rich would make these financial superheros eager for more wealth and allow unregulated capitalism to soar! By living large with mansions, yachts, private jets, luxury cars, diamond-encrusted wristwatches-wealth eventually trickles down to the working class. Yet at the same time, the lower tax rates would produce more jobs, more sales, and thus more revenues to the treasury. It was Orwellian logic: reducing taxes creates more revenue! Similar to the Bush Doctrine: pre-emptive war to prevent war! One little problem: it didn’t work. In one famous example, the wealthy got a tax break of about $75,000, enough to buy a Japanese made Lexus; the middle class received a $3,000 reduction, enough to send one child to one semester at a local college; while the lower class worker got a break of $300, enough to buy a muffler for a well used car. The increase in jobs that promised to increase tax revenues, only increased low wage jobs and sales of luxury goods such as autos-you may recall the explosion of foreign made Mercedes, Lexus, Jaguars, and SUVs on our highways during this era. So now the chickens have come home to roost, or better stated, our chickens have been cooked and eaten while we were at work. The working class was robbed by the superheros of capitalism-those who manipulate financial ledgers to benefit corporate bosses who are in fact corporate raiders. These financial manipulators, allowed by Congress to make their own rules, are the dishonest parasites who do not labor to make things humans need: homes, appliances, vehicles, medicines, harvest food, or build the infrastructure of a civilization: roads, public utilities, hospitals, schools; or provide for basic human needs: health care, child care, education, local government. These parasites were once called “those who use of a pen to rob the people instead of a gun.” But now they use the computer, the stock exchange, the bank, and their partners in crime: the U.S. Congress, the Treasury Department, and the very President of the United States. Anyone who decries the economic state of our nation is accused of preaching “class warfare,” so few will call it for what it is: theft by one class against another. But class warfare is what it is: and it already happened, WE LOST!!! If you don’t believe it, look at your 401(k) if you still have one, look at your paycheck if you still have one, look at the red ink in the federal, state, county and city budgets. Look at your local school with bigger classes, dilapidated buildings, and teacher layoffs. Look at the closed hospitals and seriously ill Americans begging for healthcare without health insurance. We were robbed of our American Dream, and certainly robbed of an honest government of the people, by the people, for the people. Δ

Discount Tax celebrates Opening

O

n Saturday February 7th, Discount Tax celebrated a successful grand opening for its Redwood City store at 3125 Middlefield Road. Discount Tax hosted just under 100 community members and local small business owners from the “Little Michoacan” business district and introduced themselves as the latest business to move into the neighborhood. Despite a struggling economy this local Latino start-up has rocketed into the scene by opening over 20 stores in Northern and Southern California that provide superior tax preparation services supported by the latest technology. Discount Tax’s quick growth is creating jobs and further stimulating the local economies. Underlying its commitment to serving the communities in which they work, Discount Tax employees raffled a high definition flat screen television and a DVD player and raised over $250 which will be donated to local Garfield Elementary School. Office Manager Norma Cervantes Broussard explained, “We work to be part of the community and a trusted resource where our clients can come and get the real answers they need about tax, immigration, incorporation, loan modification, bookkeeping, really all things financial.” At the end of the day, the staff initiated 4 tax filings, scheduled several appointments and even saved one client $60,000 by knowing and practicing the latest regulations regarding the cancellation of debt in the 2007 Mortgage Debt Relief Act. “We are here to provide dignified, respectful and honest service. Our number one goal is to serve as an advocate for the taxpayer with the IRS” said store owner/operator Mark diTargiani. Δ

Latina Actresses Share Their Stories By Osvaldo Castillo

hicano activists have always found ways to creatively express their concerns and ideas. For some, the theatre was one of those outlets. Felicitas Nuñez, of San Diego, founded the Teatro Chicana in the 1970s to tell the stories of struggle that the Chicano community faced throughout history. “Our stories were about the struggle for human rights,” Nunez said. “These included farmers, immigrants and minorities.” Nunez was one of 17 women who collaborated in writing a memoir about the Teatro Chicana. “There were more than 17 actors in the company, but we had trouble finding all of them,” Nunez said. “We kept these stories in our hearts and wrote the stories ourselves despite the fact that some of us did not consider ourselves to be writers.” The original idea for the book came from Teatro Chicana member Laura Garcia. “I wanted to share my stories about my participation in the Chicano movement,” Garcia said. “After talking to several of the actors that were in the Teatro Chicana with me, I realized that I could not write this book without my carnalas.” Many of the actors, like Guadalupe Cavazos Beltran, originally from Gilroy, worked in the fields when they where young. Beltran said she worked when she was just seven years old.

“These experiences were inspiration for our stories and skits,” Beltran said. The company performed their plays on college campuses, schools, parks and community centers. “We even performed in people’s backyards,” Garcia said. The plays were anywhere from ten minutes to an hour, Garcia said. One of these plays was “ET”. It was a story about the struggles that a young woman faced when coming to the U.S. with her child. “So Ruff So Tuff,” was a play about a cholo and his sister. Both had to make difficult decisions in their lives. The cholo had to decide whether he was going to go to college or sell drugs. His sister had to decide if she wanted to go to college or keep her unborn baby. “The message resonated with some of the youth in our audience,” Nuñez said. The women are currently on tour promoting their book with actress Yolanda Flores, who is the guest reader. “We want the younger generation to know about our accomplishments as well as our mistakes,” Nuñez said. The theatre company was active for ten years, and the actors have gone on to be productive members of society with jobs such as teachers and labor officials. “We are trying to pass the torch,” Beltran said. “We want the youth to be aware of the issues so that they can change what is wrong with society and fight for what is right.” Δ

CARTA ABIERTA A LA COMUNIDAD 27 de enero de 2009 Estimados residentes del Condado de Santa Clara: Este año marca la conclusión del séptimo año del Plan para Arroyos Limpios y Seguros y de Protección Natural contra Inundaciones, medida sometida a votación que recibió un sólido apoyo por parte de los electores del Condado de Santa Clara en noviembre de 2000. Como parte de este plan implementado por el Distrito de Aguas del Valle de Santa Clara (Santa Clara Valley Water District), los electores autorizaron la formación de un Comité Independiente de Monitoreo (IMC) con el objetivo de monitorear el progreso del plan y cerciorarse de que los resultados del plan sean satisfechos de una manera eficiente en función de costos. De conformidad con este objetivo, el IMC evalúa cuidadosamente el progreso de las promesas expresadas y publica un informe anual de vigilancia, el cual está disponible por Internet o bajo solicitud previa. El informe anual de vigilancia detalla el progreso alcanzado en cada uno de los principales cuatro resultados que fueron prometidos al electorado en 2000. 1. Los hogares, escuelas, negocios y redes de transporte están protegidos de las inundaciones. Se han planificado nueve proyectos de protección contra inundaciones a fin de dar protección a aproximadamente 16,000 hogares, negocios y escuelas. El Distrito de Aguas también elimina el sedimento de los arroyos a fin de conservar la capacidad de flujo necesaria para que las aguas resultantes de una inundación sean transportadas con seguridad a las bahías de San Francisco y Monterey. 2. Agua limpia y segura en nuestros arroyos y bahías El Distrito de Aguas del Valle de Santa Clara está implementando proyectos para mejorar la calidad del agua en nuestros arroyos y bahías, así como para eliminar la basura y el grafiti de los corredores de nuestros arroyos. 3. Protección, mejoramiento o restitución de ecosistemas saludables en los arroyos y bahías Se están llevando a cabo iniciativas orientadas a mejorar la salud de los arroyos y del hábitat que los rodea. Estas actividades no se limitan tan sólo a los bancos de las vías fluviales a fin de que reflejen las condiciones de toda la cuenca, incluyendo la salud de las aves, animales y peces silvestres. 4. Senderos, parques y espacios abiertos a lo largo de las vías fluviales El Distrito de Aguas está trabajando en la creación de senderos y espacios abiertos dentro de las cuencas, corredores de los arroyos y diques de protección contra inundaciones de los alrededores a fin de que la comunidad pueda visitarlos y disfrutarlos. Los miembros del IMC toman muy en serio la tarea asignada por los votantes. El IMC se reúne semestralmente como comité en pleno y depende de cinco sub-comités de trabajo a fin de vigilar el progreso del plan, atender cualquier inquietud y evaluar todas las actividades de cada uno de los resultados, incluyendo los desafíos financieros proyectados para el futuro. State of the County Address Calls for Turning Hope into Action

C

hair of the County of Santa Clara Board of Supervisor Liz Kniss addressed a more than full Board Chambers on Feb. 9. Using the theme of “Fitness,” Kniss addressed the financial, physical and environmental fitness of Santa Clara County.

Kniss said, “Going forward into Fiscal Year 2010 we are facing a 230 million dollar shortfall that we have to correct by June 30th.” She explained that funding decisions made in Sacramento and overall economic trends have impacted the country’s property tax revenue, interest earning, vehicle license fees and sales tax revenues. She said that this, along with the rise in the cost of doing business, has put the hole in the budget. “How we spend our general fund dollars is represented by five structural areas: health, running our government, environment and land use, public safety and social services,” said Kniss. “Our largest expenditures of general funds are in the government operations, public safety, and social services areas. The economic climate forces us to resize, refocus and rethink our functions and services.” Kniss hopes to fluoridate the water in the county within five years with the help of The Health Trust, the Public Health Department and the

Health Advisory Commission along with the retail water systems “to improve the oral health of the county.” “Another way we can help with physical fitness is actually combined with the financial, and that is to offer residents a prescription drug discount card,” said Kniss. “With no form to fill out and everyone eligible, this card would save residents more than 20 percent off the full retail cost of prescription medications.” Kniss spoke about energy saving plans, and a task force to develop a County General Plan to help with making the county environmentally fit. Lastly, Kniss announed a strategic planning process called Vision 2015. “Vision 2015 will help us to address several questions: How will we move forward and hold ourselves accountable? What are the most important goals we should be acting on? These are questions we need to ask ourselves, and the community,” said Kniss.Δ

l grupo denominado “Recall Madison Nguyen” (Remover a Madison Nguyen) solicitó el pasado 5 de febrero en conferencia de prensa que el Concilio de San José asigne al sucesor que reemplazaría a Nguyen en caso sea retirada de su cargo público. El grupo afirma que la asignación de una persona a quien ellos no tienen idea quien pueda ser ahorrará a la ciudad costos de la elección que tendrá lugar el próximo 3 de marzo. “Es un insulto a la comunidad que Madison quiera postularse otra vez si es removida de su cargo. La ciudad tienen que cuidar nuestro dinero”, dijo Andre Charles, vocero de la campaña que pretende remover a la Concejala de su posición. “Pedimos que se haga una elección única. Eso lo hemos pedido desde el comienzo para no gastar los recursos de la ciudad”, dijo Paul Le Tesorero del Comité de Reelección El grupo opositor a Nguyen afirma que durante su mandato la Concejala ha hecho un mal uso de $2,600 fondos públicos con anuncios en los periódicos. Afirman que Nguyen se incre-

mentó el 20% del salario y trató de promover intereses comerciales del negocio Lap Tang, uno de sus más grandes colaboradores en su campaña. Hasta el momento la ciudad no ha gastado dinero. Es importante saber que la ciudad se ha rehusado a cambiar las pólizas de mantener por separado las elecciones para “remover” y “reemplazar” A la conferencia que tuvo lugar en el Municipio de la Ciudad de San José el ex- Supervisor del Condado de Santa Clara, Pete McHugh dijo que apoyaba al grupo opositor a Nguyen porque es un asunto de democracia y que se reconsideren los planteamientos que ellos tienen. he largest K-12 solar and energy efficient project in the United States has been completed in San Jose

through the San Jose Unified School District. On Feb. 5th at Willow Glen Middle and High School representatives from the SJUSD and Board of Education, joined with the president of Chevron Energy Solutions and the Senior Vice President of Energy Services of Bank

of America along with Mayor of San Jose Chuck Reed and students to celebrate the completion of a project announced back in 2007. “This project includes a total of 5.5 megawatts of energy at 14 schools and is going to save taxpayers more than $25 million,” said Superintendent of SJUSD, Don Iglesias. This project is also expected to reduce the district’s energy costs by more than 30 percent and contribute to the fight against global warming by reducing carbon emissions by more than 100,000 metric tons, which is “the equivalent of planting 14,000 acres of trees,” said Leslie Reynolds, president of SJUSD Board of Education. “We are an example that it can be done,” said Mayor of San Jose Chuck Reed in regards to making San Jose one of the greenest in the

Helping the Earth by Using the Sun nation. “It can be done, it will be done and if San Jose Unified did it, then we can do it too.” Student Body President of Willow Glen High School Kyle Tom said, “Having these solar panels are a constant reminder to us about what the important issues are. a Mesa Directiva de Agua Potable en Santa Clara anunció que de no mejorar las condiciones climáticas (aumento de lluvias) van a pedir el próximo 24 de marzo un plan de conservación de agua potable. Este sería el tercer año consecutivo con

signos de sequía en esta zona. Los niveles de lluvias están en un promedio de 55-60% a este parte del año lo que significa que el Distrito de Agua Potable no tiene la capacidad de ahorrar y almacenar suficiente líquido elemento como en años anteriores. Además, las últimas mediciones muestran que el nivel de nieve está al 61% del promedio normal. El Agua que se genera de la nieve dirigida a Sacramento-San Joaquín suministra casi la mitad de su agua potable al Valle del Silicio. Además de la sequía, se han establecido graves restricciones. Si para el próximo 24 de marzo los indices de precipitación no están por encima de la media, el abastecimiento de agua u otros factores no han mejorado, la Mesa Directiva de Agua Potable convocará a una conservación obligatoria del líquido elemento. San Valentín desobedecía la ley romana, consolaba a mártires, a hombres y mujeres que eran perseguidos y casó a muchas parejas cristianas. Cuando el Santo fue arrestado y encarcelado, enfureció al Emperador, porque rechazó frente a él, a los dioses paganos de Roma; entonces Claudio II, le mandó a encarcelar por un magistrado cuya hija estaba ciega. San Valentín le devolvió la vista a la joven, y la convirtió al cristianismo a ella y a toda su familia. El Emperador enfurecido le mandó a apedrear y decapitar. Una día antes que se llevara a cabo la cruel sentencia, el Santo le envió una nota a la

muchacha, diciéndole que por todos los años que había sufrido sin poder ver, él le prometía ayudarle desde el mundo espiritual para que encontrara un gran amor que la hiciera inmensamente feliz por el resto de su vida, en la firma al final de la nota se leía: “Tu Valentín”. A las pocas semanas de su muerte, un joven noble escandinavo, conoció a la muchacha, se enamoró y se casó con ella. La iglesia cambió un antiguo festival pagano del amor, en honor de la diosa de la fertilidad Februata Juno, que se celebraba a mediados de febrero por la de San Valentín, el santo del amor y la amistad. San Valentín con bebé: ¿Conservan el romanticismo las mamás latinas? ¿Qué sucede con la chispa sexual de las mamás latinas una vez dan a luz?¿Son más o menos fogosas que las anglosajonas? BabyCenter en Español realizó una encuesta entre miles de mamás latinas para

averiguarlo. Para casi el 60% de las latinas, tener un bebé no ha cambiado mucho su vida sexual, o incluso la ha mejorado, mientras que sólo el 18% de las mamás anglosajonas se encuentran en esta situación. ¿Será que el estereotipo de los latinos fogosos tiene algo de verdad? A la pregunta “Es sábado por la noche y el bebé está dormido... ¿qué harías: el amor con tu pareja, ver la televisión o dormir?”: · Casi la mitad de las mamás latinas consultadas, respondieron que reconectar con su pareja haciendo el amor es la forma ideal de pasar un sábado por la noche. Le sigue pasar un rato hablando de sus cosas con su pareja.
