CALIFORNIA’S BUDGET & LEADERSHIP CRISIS

T

he importance of a single vote which prevented the Governor, State Assembly and Senate from legally passing a budget was really apparent this past weekend. Did anyone think that single essential vote would belong to one of the few Hispanic Senators, The Honorable Abel Maldonado, a Republican Party member? Think of it, only one Latino elected official held up an agreement dealing with the state budget and its estimated $42 billion deficit. The only way to balance that budget was to increase taxes, cut services and borrow. So the budget proposal includes increasing sales taxes by one cent and increasing CA state gasoline taxes by 12 cents per gallon and borrowing the rest of the money needed. And this only defers what really needs to happen for another year. The State Assembly and the Governor, as our leaders, must still take action on a variety of items. One example is the very over crowded California prisons. Robert Sillen, former medical systems consultant to the Department of Corrections, has stated that, “If the 70,000 nonviolent prisoners were released into society, the California prison system could reduce its cost of operations by $2.8 billion per year.” According to an editorial (New York Times, February 14, 2009) A Federal tribunal has tentatively ordered California to

reduce its prison population by as much as one-third, or as many as 55,000 prisoners over the next three years. The 33 prisons in California are designed for a capacity of 84,000 prisoners and currently hold 155,000 prisoners. The majority of these prisoners are persons of color (AfricanAmerican and Hispanic). California is putting too many people behind bars for too long, and it doesn’t have the money to build more prisons. California is violating the prisoner’s Eighth Amendment rights— -which prohibits cruel and unusual punishment. Instead of appealing, as it has vowed to do, California’s Governor and Assembly should get to work overhauling its misguided incarceration policies, especially the ‘Three Strikes and You’re Out” judicial policy. This is a daunting task because it will involve not only the prison system and its administration, but also the Correctional Officer’s Union, probation system, judicial system, a rehabilitation program, mental health and health care program, and a transitional program which assists a released inmate to become re-established in a community as a law-abiding citizen who can obtain a job and a home. Since our governmental leaders do nothing about this current ‘prison system’ an enormous amount of resources are wastefully used every fiscal year at a rate of $40,000 per inmate inappropriately incarcerated. The ordinary taxpayer needs to

become outraged about this sort of neglect. Another waste of taxpayers money is the current effort to curtail the growth of marijuana in California. This agricultural product is reputed to be the largest cash crop grown in California. So why cannot its agricultural products (hemp and ‘weed’) be licensed and taxed? Proposition 13 needs to be change to prevent corporations from avoiding payment of their fair share of property taxes (now 25% from a former 50%). The Little Hoover Commission, a few years back, surveyed our state government and made some excellent recommendations which were not addressed. Why not look at doing that now? The Honorable Abel Maldonado, a Republican Senator, could become the public policy leader who could prod California to come up with smarter, more costeffective and humane effective stewardship practices in our state. Many voters would vote to re-elect Maldonado, especially the Latino and African American communities. Many voters are responsive and appreciative of elected officials who display constructive visions and leadership. We need to really reward those elected officials who are good stewards. And we need to become outraged over the lack of corrective policy formulation and decisive leadership! California has a very visible budget and leadership crisis.Δ

nce known the world over as a land of milk and honey, where honest work provided a livelihood to raise a family, America has been transmogrified into a nation rotting with greed at its industrial and financial core. The Wall Street meltdown is only the latest and most spectacular manifestation of this bitter reality. The January outbreak of salmonella poisoning of peanut products from a Georgia processing plant that killed eight and poisoned 529 (so far) is due to the perfect storm of: 1. Decreased government regulation and inspection, 2. Industries determined to maximize profits at any cost-including the safety of its product. The Peanut Corporation of America on at least 12 occasions knowingly shipped its processed peanut products after detecting deadly salmonella contamination. The 3rd condition for this killer storm is a business model seeking immediate and ever higher profits out of every manufacturing plant, higher output by every worker, and reducing expendable worker or product safety measures. This business model of short-term profits may be good for shareholders and the CEOs avaricious for profit on stocks, payouts and bonuses; however, poisoning your customers is not a sustainable business plan. Similarly, a federal government that closed seven of its thirteen food inspection laboratories is courting public health disasters with toxic food, medicines, cosmetics, and other home products. The Georgia peanut-processing plant had not been inspected since 2001, when Canadian officials alerted U.S. inspectors, who found metal fragments in the product. No further oversight took place afterward. If the public cannot trust government inspectors to do their job, then low paid employees are not likely to be more vigilant when the boss says, “We must get this product shipped as it is costing our bottom line!” Every employee knows “bottom line equals job.” So the salmonella peanuts were shipped to school lunch programs, senior centers, to 53 companies making 430 food products. Our new dictum: Eat at your own risk! Thousands of preventable illness and deaths are not the result of accidental contamination, but are in fact intentional corporate crimes to maximize profits by manufacturing and selling known tainted products. Certainly other nations suffer even more outrageous corporate crimes. Last year a Chinese dairy watered down milk with the banned chemical, melamine, used to make plastics and fertilizer, to increase its volume and appear to have higher protein content. At least six babied died and 300,000 are expected to suffer life-long kidney disease. The tainted milk was sold to 21 dairy producers, including exporters of baby formula, chocolate and yogurt. Also last year a Chinese pharmaceutical exported cough syrup mixed with an industrial solvent used in anti-freeze that killed 94 people in Panama alone. Most corporate criminals are never caught, if caught blame lowly subordinates whose “sloppy work” led to the contamination, or lawyer their way to plea-bargains of home detention in mansions. However, for some high profile cases, at least in China, show trials have resulted in several executions of both the corporate heads and the government officials bribed to look the other way. So far, in the latest U.S. financial meltdown, not one Wall Street or banking CEO has been prosecuted, has been finger-printed, or seen the inside of a jail cell. Bernard Madoff, the formerly highly respected investment strategist and political donor, now revealed as a master swindler in a $50 billion Ponzi scheme is under house arrest in his Central Park penthouse. While thousands of his naive investors including charities, university endowments, retirement funds, local government agencies, tuition trust accounts, and celebrity investors now have diminished or evaporated accounts. Will Madoff ever be prosecuted, sentenced and actually serve in prison? With the best lawyers that one can buy with other people’s money: highly unlikely. If you dress a swindler in a tuxedo, he will likely be addressed as sir, mayor, ceo or senator. Corporate crime is the corrosive rot at the core of America’s financial meltdown, and the crime bosses eagerly accept federal bailouts of one trillion dollars from their handmaidens-the U.S. Congress. “Parents usually get involved in preschool, and find that they value and enjoy working with students in their school. From my point of view, it allows us to do things in the classroom that we are not able to do if there was just a teacher in the classroom,” said Stephen Fiss, the Executive Director/Superintendent for Discovery Charter School. Parents are required to go through a series of seminars so that they’re prepared to work in a classroom, at recess or in science labs. There are specific trainings for parents before the school year begins and ongoing parent education during the school as well. Each family gives their schedules and parents volunteer two hours per week in their child’s classroom. Following the California State Standards, Discovery Charter School teaches the individual students through groups and individual instruction. Each student has an educational plan and the teachers work on that plan throughout the year. “We are a Parent Participation school with multi-age classes in K-

3,” said Debby Perry, the school’s business services administrator, through an email interview. “We teach the whole child and have differentiated instruction. Children are placed in groups based upon their abilities, not their age or grade level. We also teach Spanish to our students in grades K-8.” With 472 students, the school is growing every year, and with that, so is the waiting list. “Each year we admit 75-100 students,” said Fiss. “We are in open enrollment period right now,

so parents can sign up.” A public, tuition free school, Fiss says, the greatest achievement is when previous students talk about how well prepared they felt when going to high school. “The most important achievement is that the students are happy and enjoy learning!” said Perry. “We do have high test scores, but we believe those come from happy students who want to learn. We are also WASC accredited, and have passed rigorous audits from both the county and state.”Δ

“Wake Up Marriott” (“Despierta Marriott”).

(Datos proporcionados por Unite Here). Δ

ARIS (AP) _ Salma Hayek picked a most romantic time and place to get married: Valentine’s Day in Paris. The Mexican-born actress wed French magnate Francois-Henri Pinault in a civil ceremony Saturday at the City Hall in Paris’ chic 6th arrondissement, according to an official there. The wedding was a small affair, said the official, who was speaking on condition of anonymity, in accordance with policy. Hayek’s spokeswoman, Cari Ross, confirmed in an email Monday that the marriage had taken place in Paris on Saturday. No further details were provided. The nuptials followed a rocky romance. “Expediciones con Josh Bernstein” Por Rossa Doño - El Observador

M

nactivity is blamed for everything from child obesity to rising health care costs. To help reverse this trend, a variety of companies and organizations is encouraging people to spend time active and outdoors. And people may be getting the message. According to a recent study by the Boulder, Colo.-based Outdoor Industry Foundation (OIF)a nonprofit founded to encourage healthier lifestyles through outdoor recreation-participation in outdoor activities is growing. “Two million more Americans got active in the outdoors in 2005 than they did in 2004,” says the OIF’s Michelle Barnes, whose foundation has a searchable data- base of more than 100 outreach programs working to get America active. The study found that participation increased across the 22 outdoor activities monitored, from 159 mil-

10

lion (Americans age 16 and older) in 2004 to 161.6 million in 2005, and that in 2005, one in four Americans age 16 and older (59.5 million) took a vacation specifically to participate in an outdoor activity. But there’s still room for improvement. While participation increased, total outings decreased by 11 percent, from 8.3 billion to 7.3 billion. Several companies are taking steps to encourage outdoor outings, be it hiking, biking or camping. One example is Richmond, Calif.-based Mountain Hardwear, which recently launched the Mission Project to promote outdoor activity. By setting up a blog (blog.mountainhardwear.com) and awarding prizes for posting tales and photos of adventures, the company helps motivate people to set goals for and achieve outdoor accomplishment. “We just want to encourage more people to get outdoors,” says Paige Boucher of Mountain Hard-

wear. As part of the program, people set a goal involving outdoor recreation, take along and test Mountain Hardwear gear and then tell fellow adventurers about it on the Mission Project blog. The company will award prizes to the top submissions, including the Grand Prize of a guided trip up Mt. Rainier with renowned mountain climber Peter Whittaker and a $2,000 Mountain Hardwear shopping spree. “Our company got founded through a genuine love of the outdoors, and we want to encourage others to do the same,” says Boucher. “It’s just one way we can help people try to get healthier.” Now there’s even more reasons to get oudoors and get healthier. One company is awarding prizes for outdoor accomplishments.

BUENAS VIBRAS
