Obama firma seguro médico a niños inmigrantes W ashington, (Notimex).- El presidente de Estados Unidos, Barack Obama, promulgó el 4 de febrero la extensión del Programa Estatal de Seguro Médico Infantil (SCHIP) que permitirá que los niños inmigrantes legales dejen de esperar cinco años por atención médica. La protección de la salud de los niños “es una responsabilidad que se ha hecho más urgente a medida que la crisis se profundiza, los costos de salud crecen y millones de familias trabajadoras no pueden pagar seguro médico”, dijo Obama al promulgar la ley. La nueva legislación cubre a siete millones de niños, ofrece cobertura a cuatro millones de niños adicionales y levanta la prohibición para que los estados ofrezcan seguro médico a niños residentes legales y a las madres embarazadas inmigrantes. La legislación incrementa los impuestos al tabaco para cubrir los gastos calculados en más de

Con respecto a las críticas a esos gastos, recordó que los estadounidenses votaron en noviembre pasado por el “cambio” y por eso urgió a los legisladores a “actuar sin demora”. El ex presidente George W. Bush vetó en 2008 en dos oportunidades una legislación similar, pese a su apoyo bipartidista, porque alegó que cubría a personas con ingresos superiores al promedio nacional y además incrementaba los impuestos. Republicanos en el Senado intentaron mantener la cláusula que obliga a los niños inmigrantes legales a esperar cinco años para recibir cobertura médica, pero los demócratas bloquearon esos intentos. he Obama Administration must address the dire situation, which many homeowners now face with their current mortgage contract. The value of many housing units has fallen below the mortgage principal being secured. Stated in other terms, the home loan principal now exceeds the market value of the home because of a devaluation of real property in the current economy. In some cases, these same homes were valued in excess of their true market value. In many cases, the homeowner is not able to meet the monthly payments due because of inadequate income resulting from working less than full time. In other cases, the mortgage contract was devised to have an increase in interest rates. Many fall behind in their regular monthly payments, which result in a default of the mortgage agreement. All these are now termed ‘underwater mortgages’. The American dream contains the goal of every family and/or individual having a home. Today, this social goal is very much in jeopardy because at least 20 percent of all homeowners may have defaulted on their mortgages. There is a body of property law known as “Squatters Rights” which provides for the rights of individuals living in a property. Congresswoman Marcy Kaptur advises, ‘When you face foreclosure, do not leave, squat.” Your mortgage is a business agreement between two parties (you and the bank). Banks, such as B of A, Wachovia, Chase and Citigroup frequently cannot locate their copy of the mortgage agreement, so that they cannot enforce a foreclosure. Also, any bank accepting Federal TARP funding (Troubled Assets Relief Program), has accepted the TARP goal of reducing home foreclosures. Squatters have rights and contract law applies to your situation. Be certain that you, as a mortgage holder, understand your contract rights by getting legal representation. Do not let the banks deny you, the homeowner and mortgage contract holder, the opportunity to exercise every option under the law to avoid foreclosure and possibly obtain relief from Federal bail-out programs being devised these days by Congress.

New innovative policies must be attempted, for example, instead of evicting a family from their home when the mortgagee has defaulted on their mortgage, and devise a way for an adjusted mortgage agreement. The fac-

tors that can be adjusted are the valuation, the interest rate, and the time period (45 years rather than 30). The objective is to let the family continue to reside in the mortgaged dwelling if payments can be made which exceed or meet the monthly interest on the principal balance due. Empty dwelling get trashed and are not maintained. These occurrences do not maintain the values previously agreed upon. As a consequence blight creeps in. Those who are maintaining their mortgage payments end up losing because a blighted neighborhood results in decreased values in that residential area. In some communities as many as one in five dwellings are ‘underwater.’ New standards need to be formulated and applied very quickly. Mortgage holders must be required to negotiate in order to keep families from becoming displaced into rental dwellings or homelessness. The latter is a problem already in some communities because of the mental health stresses involved and the lack of sufficient homeless shelter facilities. A property valuation assessment mechanism must be devised to revalue the property and reach a new mortgage agreement that is affordable and can be serviced by the family’s income. Is it possible to make an attitudinal and value transition which has the goal of keeping families in a dwelling (home) rather than treating real property as a commodity which is bought and sold at levels permitting profits? One thing is certain: The financial crisis being faced by many from several perspectives cannot be mitigated until a resolution of this mortgage financial mess is resolved because too many of our residents will end up homeless if the current standards of behavior are continued. Real estate professionals must be held responsible and accountable when they participate in devising property transfers involving overvalued real property. When two or three million mortgages are at risk of being foreclosed, then that means that 8 million individuals (at 4 persons per family) are at risk of becoming homeless. The cost of providing an effective safety net for these potentially homeless individuals will create a less stable society. The capitalistic profit motive is too destructive in this current economic climate. A national policy must have the goal to provide dwellings for all residents. Even if it means the application of socialistic ideology coupled with effective monitoring, regulation, and a new paradigm for home ownership. The current system permits home ownership only by a middle class having adequate incomes. Some form of affordable housing available to at least 95% of the residents must be a national goal. A stable population with good mental health outlooks is essential to societal well being, happiness, and productivity.Δ

Empleo para el Censo 2010

AN JOSE, CALIF.- En la primavera de este año, cientos de residentes del Condado de Santa Clara serán contratados localmente como trabajadores del Censo 2010. La oficina local del Censo empezó en diciembre de 2008 el proceso de reclutamiento e invita a residentes bilingües a vincularse a este proyecto masivo. “El Censo 2010 trae buenas oportunidades de empleo a nuestra comunidad “, dijo Melissa Erickson, Administradora del Proyecto Censo 2010 en el Condado de Santa Clara. “Estos trabajos ofrecen un salario razonable, horarios flexibles y capacitación remunerada.” Los trabajadores del Censo serán contratados en diferentes ocupaciones, incluyendo líderes de equipo, asistentes y supervisores de operaciones de campo. Hilbert Morales A Lifelong Advocate For Justice by Gil Villagran, MSW El Observador ilbert Morales celebrates his 80th birthday this week, and his 23rd as owner and publisher of EL OBSERVADOR. San Jose’s oldest and biggest bilingual newsweekly. In an interview this week, he stated that after a lifelong career in biomedical sciences at three medical centers (Microbiology Department at Washington University Medical School, St. Louis, Mo; Stanford University Medical Center and Santa Clara Valley Medical Center), he decided to purchase a fledgling six-year-old newspaper because he was “tired of seeing the Latino community abused by the mediaeither uncovered or portrayed only negatively.” In his words, “Slanted or partial information is propaganda, so I decided that with newspaper I could inform the Latino community about issues which affect us, as well as inform the broader community about whom we are as Latinos— our hopes and dreams, our values and hard work, and celebrate our successes.”

Morales’s parents, immigrants from Mexico, seeking refuge from poverty and revolution, created a life for their family of twelve children in Gary, Indiana where Hilbert was born. He attended segregated schools, with Mexicans attending the school for Negroes (as AfricanAmericans were called at that time). As one of the few Mexicans, he was assaulted by both Anglo and Negro gangs. He fought back defensively and was expelled for doing so. But he was a serious student and although encouraged to study math, when he spoke of going to college, he was told that being Mexican and poor, he was unlikely to be admitted. In his senior year he learned that the new GI Bill would fund veterans a month of education for each month served, so he enlisted for 36 months. He was trained as a medic and assigned as an operating room nurse in a military hospital in Yokahama, Japan. He learned Japanese and visited ground zero at Hiroshima, soon after the atomic bomb explosion, which he described as “total devastation, with shadows of vaporized humans on the concrete.”

After military service, Morales attended Indiana University earning a B.Sc. Degree in chemistry and a Master’s Degree in biological sciences at Purdue University, where his research was published by his teacher/advisor fraudulently as his own research. But instead of bitterness, he forged ahead toward his goal of becoming a doctor. For three years, he applied to 10 medical schools, was often placed on the ‘wait lists,’ but was never admitted in spite of high grades and test scores and two degrees. He learned that no Mexican American students were accepted to any Mid-Western medical schools during this era. Morales is a strong believer that a closed door enables one to find another door that does open. He found such a door at the prestigious Washington University Medical School’s Microbiology Department as a Research Associate in their microbiology laboratories. He determined his lab was inefficient with gas, water, and electric services placed in ways which limited counter space. He redesigned that lab which led to being asked to do the others. When Arthur Kornberg (Nobel Laureate 1959) was asked to be the Chair, Biochemistry Department, Stanford Medical School, he appointed Hilbert as Director of Laboratories. Professor Paul Berg became the second Nobel Laureate of the Biochemistry Department for research in ribonucleic acids (RNA). Kornberg’s research characterized an enzyme, DNA polymerase, which first synthesized DNA, the genetic substance present in all cells. This pioneering knowledge is the current basis of much work being done today at firms such as Genentech. Later Hilbert was Director of Laboratories, Department of Biological Sciences, Stanford University when Professor Donald Kennedy was the chairman who later became President of Stanford University. Under a Stanford University/Rockefeller Foundation development project, Morales was sent to the University of Nairobi in Kenya where he managed the development of the research & teaching laboratories of the ICIPE (International Centre of Insect Physiology & Ecology) and the Gegaga Institute of Tropical Endocrinology). After two years in Kenya, Morales returned to Stanford only to be laid off. Again, another door opened at Stanford University Hospital in the development of the North Intensive Care Nursing facilities. While there he was recruited and hired by the Director of Medical Institutions to become Director of Planning at Santa Clara Valley Medical Center, now the hub of the Health and Hospital Systems, County of Santa Clara. His assignment was to rebuild the existing county hospital to serve an expanding population, survive earthquakes, and modernize for new medical technologies and required infrastructure. In this capacity, Morales worked with architects and contractors to build a new West Wing, plan for others, while existing buildings were retrofitted.

Morales always used his prior experiences to solve current problems. In his visit to Hiroshima three decades earlier, he learned that all medical facilities were concentrated at the city’s center, which was devastated,leaving survivors without any care facilities. Thus he advocated for community clinics to serve outlying populations of Santa Clara County and ensure accessible facilities and medical care in the event of any catastrophic event. His contacts with Stanford University Medical Center initiated the collaboration with Valley Medical Center as a teaching hospital affiliated with Stanford Medical School. This arrangement serves both county residents needing medical diagnosis and treatment and Stanford Medical School students needing clinical experience. As Morales was denied medical school admittance, he served for sixteen years on the Minority Admittance Committee of Stanford Medical School, ensuring that minority applicants of all ethnicities received an equal opportunity to medical education and then to practice in their underserved communities. Hilbert Morales used his experiences with discrimination and bigotry to end the same during the admissions process. In doing this, he achieved one of his primary goals. Hilbert Morales has lived in Santa Clara County since 1959--fifty years of working in both private and public sectors, serving on public, private and business commissions, speaking out on health issues, civil rights, public policy, and human needs. As Publisher of EL OBSERVADOR, he is not a quiet observer of the human condition, but rather a tireless persistent advocate for equal access, fair treatment, responsible and accountable behavior, and a nurturing community for all. En California uno de cada cuatro estudiantes abandona las escuelas. Para evitar que las cifras sigan creciendo urge la intervención de los padres así como una acción temprana para acabar con este problema educativo que enfrenta el Condado de Santa Clara. “Lo que vemos es que los niños no pierden interés en la escuela y

piensan en abandonarla en el noveno grado. Los maestros pueden detectar los signos de peligro en los primeros grados cuando los pequeños tienen comportamientos diferentes” dijo Milbrey McLaughlin, oradora y maestra de educación y co-directora del Centro de Recursos y Contextos de Enseñanza de la Universidad de Stanford. McLaughlin dijo que es importante que los padres se involucren en la educación de sus hijos desde muy temprano a manera de establecer un modelo a la escuela como una ejemplo de éxito. Destacó también que los maestros deben mantener el interés de sus estudiantes por continuar en la escuela. Otra de las soluciones que es importante considerar es la intervención de los servicios sociales para familias con problemas, contar con maestros acreditados en escuelas de bajo rendimiento e incrementar carreras y programas de entrenamiento para el trabajo. Estos temas se discutieron en el marco del foro organizado por el Silicon Valley Education Foundation y Kids in Common en Synopys, en las instalaciones de Sunnyvale. Hoy este vecindario se puede sentir orgu lloso de contar no sólo con uno de los lugares más atractivos gracias a sus amplias y cómodas instalaciones sino que se ha convertido en un barrio de progreso que está dejando atrás su popular apelativo “Sal Si Puedes”. El pasado 31 de enero familias y líderes de la comunidad asistieron a la presentación del nuevo Centro Comunitario de Mayfair. La comunidad de Mayfair es una zona del Este de San José que representa una fuerte economía de esta ciudad.

El Centro Comunitario Mayfair localizado en la avenida Kammerer ahora cuenta con un imponente centro que cuenta con todas los servicios cubriendo las expectativas de todos los residentes. Salas de juego, salas de conferencia, salones para baile o reuniones especiales, sala de cómputo, salas de lectura, piscina, gimnasio entre otros ambientes componen los 22,000 pies cuadrados del centro localizado en el Este de San Jose. “Esto no hubiera sido posible sin el aporte de los contribuyentes y los votantes”, dijo el Alcalde de San José Chuck Reed quien por primera vez dirigió un saludo en español con un saludo “Buenos Días, Bienvenidos a la Comunidad de Mayfair”. “Ya salimos de la sombra y nos sentimos orgullosos de contar con un centro destinado a las familias”, dijo la Concejal del Distrito 5, Nora Campos La nueva cara de Mayfair se contrasta con el pasado de esta zona donde por décadas tuvo que enfrentar crímenes, droga tanto así que se convirtió en una zona peligrosa para vivir. De alli el apelativo “Sal Si Puedes”. Afortunadamente este lugar está contrarrestando la violencia y cada día se esta convirtiendo en una lugar donde familias pueden vivir con tranquilidad. “Este lugar representa un lugar ideal para la familia. Educar y compartir es ideal para esta zona”, dijo Aarón Resendez. Por su parte Roger Reguerín dijo que uno de los ambientes será destinado para dictar clases de inglés. “Vamos a tener clases en las noches, valió la pena la esperar. El Centro de Aprendizaje para Adultos funcionará en este lugar”. Por su parte Luis García vecino de este barrio está maravi llado por todos los ambientes que han sido instalados. “Me gusta este lugar, espero que esté al alcance de todos y no para un grupo selecto de vecinos que puedan pagar por los salones”, explicó García. Los fondos para ejecutar este trabajo llegaron de la Agencia de Reurbanización de San José y la dirección estuvo a cargo de la Coalición en Acción del Vecindario de Mayfair quienes discutieron este plan desde 2002. La construcción real de este centro se hizo en un periodo de 18 meses. “Valió la pena de ver este gran monumento. Esto es maravilloso”, dijo Manuel Herrera Miembro de la Mesa Directiva del Distrito Escolar del Este de San José quien acudió a la ceremonia de inauguración y quien cuenta creció en este barrio. El costo de $20 millones ha permitido presentar a una comunidad próspera, el Este de San José rompe los mitos de un barrio peligroso. La ciudad en colaboración con la Agencia de Reurbanización han permitido hacer un importante proyecto con consecuencias sociales positivas. Mayfair es una zona que se está reconstruyendo gracias a su esfuerzo por buscar el cambio y acabar con el estigma de barrio negativo. t was worth the seven-year wait to renovate and reconstruct the Mayfair Community Center. Today this neighborhood not only feels proud to have such an attractive center, but is also working day by day to progress and rid itself of its popular line, “Sal si puedes, Leave if you can.” On Jan. 31, families and leaders of this community celebrated the opening of the new Mayfair Community Center, a discrete economic area in East San Jose. The community center, located at Kammerer Ave., has a variety of resources available to the residents. Conference rooms, ballrooms, computer rooms, reading areas, a pool, gym, game rooms and other features all take up the 22,000 square feet of this center. “This wouldn’t have been possible without the support of the voters and those that contributed, “ said the Mayor of San Jose Chuck Reed, who welcomed everyone in Spanish by saying, “Buenos Dias, Bienvenidos a la Comunidad de Mayfair.” “We’ve come out of the shadows and we feel proud to know that we can count on a center for the families,” said Councilwoman Nora Campos, District 5. Mayfair’s new face is a contrast to the decades of violence, crime and drug activity this area has had to endure, the reason why the area got the line “Leave if you can.” Fortunately this neighborhood is getting safer and beginning to turn into a place where families can live peacefully. “This place represents an ideal place for families. Educate and share its ideal for this area,” said community advocate Aaron Resendez. Luis Garcia, a resident of this area, is amazed by the different resources that have been implemented, “I like this place and I hope that it’s available to everyone and not just selected individuals that can pay for the rooms, “ explained Garcia. The Redevelopment Agency of San Jose along with the direction of the Mayfair Community Action Coalition, were able to acquire the funds and begin this project that was in discussion since 2002. The center was constructed in 18 months and cost $20 million. “It was worth it to see this grand monument. This is marvelous,” said J. Manuel Herrera, member of the board of directors of the ESUHSD. East San Jose is breaking its reputation of being a dangerous area. The city, in collaboration with those that have helped with the new center, have contributed in positive ways. Mayfair is an area that is reconstructing itself thanks to the will of the people who want to see change and rid itself of the “bad neighborhood” view. Phelps la regó Columbia, SC., (Notimex).- El jefe de policia, Leon Lott, del condado de Richland en Carolina del Sur, abrirá una investigación si fue en esta ciudad donde el nadador estadounidense Michael Phelps consumió mariguana. Será en los próximos días cuando se inicie la averiguación sobre la foto publicada por un diario británico del multicampeón olímpico fumando lo que parecía ser un cigarrillo de la referida droga, y saber si fue en ese condado, se informó hoy. En caso de que se compruebe algo, el ocho veces medallista de oro en los Juegos Olímpicos de Beijing 2008 pagaría una multa de 570 dólares y corre el riesgo de pasar 30 días en prisión sin derecho a fianza. “Este caso no es diferente a cualquier otro caso”, señaló Lott a un periódico local en referencia a que se castigaría a Phelps sin importar de quien se trate. En cuanto al castigo comentó que será más sencillo llevar al cabo dicha sanción ya que existe una foto como evidencia, así como la propia aceptación del nadador de haber consumido la droga. “Esto podría ser, porque tenemos fotos de alguien usando drogas y una confesión parcial. Es un caso relativamente fácil una vez que podamos determinar dónde ocurrió el delito”, indicó el agente policiaco del estado de Carolina del Sur.
