¡Cuidemos el agua! Por Elizabeth Sarmiento ada 22 de marzo gente alrededor del mundo celebra el Día Mundial del Agua. La celebración de este recurso de valor vital, medioambiental, social, económico e incluso político es importante en todos los sitios. En la árida California, este día será celebrado reafirmando nuestra resolución de tener cuidado de este caro recurso y jurando hacer de su conservación una parte de nuestra forma de vivir. El agua es una parte integral de nuestra forma de vivir. La usamos para actividades como el baño, cocinar, jardinería, deportes acuáticos, agricultura, producción industrial, y empresas comerciales. Sin suficiente agua, todos los aspectos de nuestra existencia pasaran a ser dificultosos y nuestro bienestar económico será puesto en peligro. Aparte de nuestras necesidades más inmediatas, precisamos agua para conservar nuestro medioambiente y las otras especies que lo comparten con nosotros. El agua forma tanto parte de nuestras vidas diarias, que difícilmente nos

damos cuenta del valor que tiene y desafortunadamente la usamos sin pensar en su escasez. Esto es algo que necesitamos cambiar. No podemos seguir usándola sin pensar en ello, pero debemos aprender a conservarla y usarla sabiamente por nuestro bien y por el bien del medio ambiente en el cual vivimos. La celebración de este año del Día Mundial del Agua da principal importancia a compartir este recurso junto a otras necesidades, especialmente en estos tiempos de creciente escasez. Esto viene verdaderamente a tiempo para las comunidades de Santa Clara Valley. ! No hemos tenido mucha lluvia por tres años! Este es nuestro tercer consecutivo año de esquía. Nuestras reservas de agua locales están bajas. Normalmente importamos un 50% del agua de tres fuentes distintas, el State Water Project (SWP), el Federal Central Valley Project (CVP) y Hetch Hetchy. De todos modos, el agua de los proyectos estatales y federales viene hasta nosotros a través del Delta, el cual también requiere agua para que se mantenga o no será capaz de proveer la misma cantidad de

agua como antes. El único recurso que nos queda es el camino de la conservación. En el último par de anos, nosotros en el condado de Santa Clara hemos estado pidiendo la reducción voluntaria del agua consumida hasta un 10%, peor de momento solamente hemos alcanzado una reducción del 6,5 %. El desafió que encaramos es simple: Cubrir las necesidades de una población creciente con un descenso del suministro de agua, mientras que al mismo tiempo adjudicamos suficiente cantidad para conservar el medio ambiente que nos provee esa agua. Esto solo puede hacerse si todos nosotros nos retractamos juntos y usamos nuestro agua de la forma mas eficiente posible. Hay unas cuentas cosas que nosotros podemos hacer. Un diseño apropiado de nuestros céspedes y jardines basado en plantas nativas californianas y que toleren la sequía pueden hacer mucho de acuerdo a nuestro uso. Las plantas nativas necesitan mucho menos agua. La misma idea puede ser usada en el sector agrícola. Cultivando plantaciones que pertenecen de forma

natural a nuestro clima, y que además, no requieren abusiva irrigación, grandes cantidades de agua pueden ser ahorradas. Hay muchas acciones que pueden ser implantadas a nivel individual y familiar. Usando cabezas de ducha de bajo flujo, retretes y lavadoras de alta eficiencia, tomar duchas mas cortas, minimizar el uso de agua en actividades como lavarse las manos o cepillarse los dientes son solo algunas de las ideas. Simplemente siendo mas consciente de como usamos el agua es, por si mismo, un gran paso hacia su conservación. Educándonos a nosotros mismos y a nuestros hijos a apreciar el valor de este recurso, compartiendo nuestras ideas con otros en nuestras comunidades y usando foros como el Día Mundial del Agua 2009 para discusiones de grupo más amplias, son formas fáciles de incrementar nuestra atención sobre la necesidad sobre el uso del agua sabiamente. Santa Clara County Fairground Developmental Possibilities

he basic thrust of Supervisor George Shirakawa’s approach regarding the development of the Santa Clara County Fairground is to be commended because it addresses directly the need to transform this real estate asset from an out of date county fairground to an athletic facility which would generate revenues. Imagine the county planning staff being directed to think of how to convert that land from, what it is today to what it could be tomorrow, with a developmental plan that results in a facility that creates jobs and generates revenues on county owned property. What could be developed there is an athletic park having a professional basketball arena, as well as a football stadium, with some land devoted to soccer fields and open space that could be used as a park by local county residents. This approach would create jobs for many in that neighborhood, which has a sizable ethnic resident community, that needs every opportunity possible to allow its best and brightest to personally aspire to develop into skilled labor or trained professionals. The prior developmental planning devoted itself towards creating affordable housing, a retail mall of sorts, and

left some open space for athletic fields and parks. The problem with this approach was that The City of San Jose would be the source of utilities (sewers and water lines) as well as community safety (police and fire protective services). These urban oriented developments would have resulted in providing a gift of developed property which could be incorporated by the City of San Jose without any consideration for property whose estimated value is $3 million per acre. That piece of open land, all 150 acres of it, represents a real estate asset worth $450 million. It makes sense to have the County of Santa Clara retain ownership of that property while benefiting from developments which generate needed revenues to help mitigate the structural deficit of current county operations. It will not be long before the horrendous county budget process for fiscal year 09/10. The Board of Supervisors has just received recommendations regarding the midyear county budget adjustments for fiscal year 08/09. Mental health services, social services and health care services will present major challenges to the Supervisor because the recent budget adopted by the State Assembly and the

Governor contains reductions which will require the electorate to approve (or disapprove) this coming May 19th. An example of the current dire budget situation (fiscal year 08/09) is the preparation and submittal of the Department of Mental Health (Ms. Nancy Peña, Chair) which must plan for the first real reduction in staff by 118 full time positions in order to reduce expenditures by $22.5 million This Mental Health Department’s budget now at $280 million, was about $340 million per year a few years ago. This coming year it must reduce staff and service levels simply because of the lack of funding at needed levels. And the ‘one-time ‘ reserves which have been used to slow down these reductions are approaching critically low levels. This is the time when the county is well advised not to sell off its assets such as the land at the Fairgrounds. Rather, it is the time to really consider how to make its assets earn revenues. It is this approach by Supervisor George Shirakawa, Jr., representing District 2, that is not only refreshing but essential if the structural deficit is to be addressed and hopefully mitigated.Δ

t was the best of times, when everybody wanted to be a millionaire, and many certainly were, even with more than a few billionaires here in Silicon Valley. But suddenly at the end of last summer, an ill wind blew out the confidence of the American Dream-that each generation of children would have a better life than their parents: more education, higher pay, bigger home, faster cars, exciting vacations, longer and healthier lives, and lucrative investments with adequate Social Security to pay for a leisurely retirement. This was the American Dream and not a bad dream at all. But last September our nation suffered a rude awakening not seen for 79 years, coincidentally, also a September in 1929. Back then, the Stock Market fell as the exuberance of the Roaring 20s tumbled down with stock values of U.S. corporations all but worthless, initiating more than a decade of millions of workers locked out of factories, farmers evicted from their land, homes foreclosed, half mile soup lines, workers seeking any job, at any wage, under any conditions. That generation’s American Dream died along with trust in banks, big business, government regulators, and Herbert Hoover’s Republican Party. Democratic President Roosevelt promised a New Deal of actual, non-apologetic government management our nation’s economy to ensure a social safety net for everyone. The Social Security Act of 1935 created that safety net with the major strand being Social Security retirement income for all workers who henceforth would contribute a portion of their income throughout their years of labor in order to have a modest income for the rest of their lives after retirement at age 65 or earlier if disabled. Those contributions are deducted under the Federal Insurance Contributions Act (FICA) to pay for Social Security Retirement and Medicare, at a rate of 7.65%, with employers contributing an equal amount on wages capped at $106,800 in 2009. However, this is limited to wages from labor of any type, while income from “passive” non-labor activities such as investments, interest, capital gains, and dividends is excluded from FICA deductions. Thus the wealthiest, who make their money from financial transactions, are spared this tax that all others who earn their income from the sweat of their labor must pay for every dollar they earn up to the cap. High-income earners pay up to the cap, with income after is untaxed for FICA. A sweet deal for the professional and executive class, who benefit in many other ways in our class-based society. But as banks, stock brokers and other financial manipulators are being bailed out of their self-created meltdown by Congress and President, a stealth plan is being proposed by so-called conservative think tank operatives to use the Social Security fund, presently $2.5 trillion of accumulated workers’ and employers’ contributions, to pay for the bailouts that continue to be enacted. But this plan is actually what has occurred since the so-called Reagan revolution, that combined tax cuts for the wealthy with higher spending on military adventures in Central American and Star Wars. Bush II took this path to an exponential degree by entering two wars paid for “off the books,” while granting an even higher tax cut for the wealthiest class. After eight years of un-reality accounting in the federal budget, along with un-reality in the private financial sector, the expected fiscal crisis is here! The trillion-dollar war and the trillion-dollar Wall Street meltdown is the perfect storm that hit our nation. As we wallow in underwater home mortgages, deadly quagmires in Iraq and Afghanistan, business failures and factory closing resulting in 10% unemployment, we may see ourselves in the same leaky boat called America. But the super-wealthy, Bernard Madoff and Henry Paulson and their class, eagerly pursue one more roll of the dice in our casino economy: they want to pay for the bailouts with the American workers’ Social Security trust fund. Congressional and White House lobbing for this stealth campaign is in full swing.. Are we going to let them financially rape us yet again?

San Jose City Hall Receives Award for Green Certification By Osvaldo Castillo El Observador he city of San Jose has met its goal of being a leader in “green innovation” by receiving the top certification from the US

Green Building Council. The LEED-EB Platinum award certification is awarded to cities whose buildings demonstrate energy, water and natural resource savings. “It’s about leading by example,”

said San Jose Mayor Chuck Reed. “We hope other cities throughout the world will follow our example.” In order for city buildings to receive LEED-EB (The Leadership in Energy and Environmental Design) Platinum certification from the US Green Building Council, it must lower operating costs and increase asset value, reduce waste sent to landfills and conserve energy and water. It must also provide a healthier and safer environment for occupants, reduce harmful greenhouse gas emissions and qualify for tax rebates, zoning allowances

and other incentives. “Everyone had a hand in this effort,” said San Jose City Manager Debra Figone. “We are all working with green supplies as well as new computers.” Figone added that City Hall conserves energy by installing energy efficient lighting and windows. “We also recycle 90 percent of all of our waste including electronics,” Figone said. Dan Geiger, executive director of the US Green Building Council-Northern California Chapter said that worldwide, buildings are responsible for nearly 40 percent of air emissions.

“If we had more buildings like this one we would cut down on air pollution,” Geiger said. Geiger also praised the environment that the City Hall buildings provide for its employees. “This building is full of fresh air,” Geiger said. “It makes people just want to come work here.” San Jose City Hall joins three office towers owned by Adobe as downtown San Jose’s only Platinum-rated green buildings. “We are truly proud of this achievement,” said Mayor Reed. “It is now time for other cities to play catch up.”

Raging Grannies n the tune of nursery rhymes and musicals, veteran director Pam Walton (Liberty: 3 Stories About Life and Death, Call to Witness) presented Raging Grannies, a group who uses quirky street theater to protest causes dear to them. From women’s rights to anti-military recruiting, the antics of these grannies were presented in a 20min.film at Cinequest Festival. Initiated to protest the use of nuclear submarines in 1987, the Raging Grannies quickly became a viral spectacle in the media. Thanks to their non-threatening appearance and outrageous costumes, the women in this group have progressed myriad social issues that it seemed no ordinary group could. Even though they dress in spectacular hats and eye-catching attire, this is-at heart-an organization of women with a mission, using the street as their stage to fight for what they believe in. ∆

En un evento auspiciado por el Congreso Hispano Caucus, esta presentación forma parte de una gira nacional titulada Familias Unidas 2009 a la que sorpresivamente Nancy Pelosi apareció y sorprendió a la prensa y público asistente. “Estamos trabajando con los miembros del Congreso y el Presidente Barack Obama a lo largo de todo el país para ver qué es posible hacer en el Congreso”, dijo a EO Nancy Pelosi. Pelosi dijo a su vez que se deben parar las redadas, son anti-estadounidenses. “Tan solo de escuchar casos de familias donde los padres han sido deportados en medio de la noche esto es anti-estadounidense. Nos urge una reforma migratoria comprensiva y nos tenemos que sentar a conversar de este asunto. Espero que sea este año”, explica Pelosi. “Ninguna ciudad en Estados Unidos se ha salvado de los efectos devastadores de este desquebrajado sistema. El sistema de inmigración de los Estados Unidos está roto y somos testigos de este desastrozo resultado y tragedia que han causado a las familias de Guadalupe, José y Lucía”, dijo el Congresista Luis Gutiérez ante una multitud de casi 400 personas en la Iglesia San Antono al referirse a los testimonios de familias que están sufriendo las consecuencias de las redadas quienes expusieron su caso durante la gira 2009 denominada “Familias Unidas” SOBRE LA ADMINISTRACIÓN OBAMA “La administración de Obama busca justicia y equidad. Gutierrez, Chair of the Congressional Hispanic Caucus Immigration Task Force and the Speaker of the United States House of Representatives, Nancy Pelosi in San Francisco. As a part of the 2009 “Family Unity” National Tour sponsored by the Congressional Hispanic Caucus, the audience and the media were surprised and pleased that Nancy Pelosi showed up March 7th at the San Antonio Church. “Members of Congress are working across the country and then with the President to see what is possible in this Congress,” said House Speaker Pelosi. Pelosi stated: “We must stop the raids. They are un-American. Just the idea of the stories we heard of people kicking in doors in the middle of the night, deporting fathers, and separating them from their children, is un-American. We need something bigger. We need to stop the raids. We need to have comprehensive immigration reform, and we have to set the time table for how we can get that done. I hope it will be this year.” “No city in America has been spared the devastating effects of our broken system,” said Rep. Gutierrez. “As a nation —as citizens —we cannot wait any longer for fair and just immigration reform. America’s immigration system is broken, and we are all witness to the disastrous results and tragedy this has caused to Guadalupe’s family, Jose’s family and Lucia’s family.” Around 400 people attended this important event. Goals of the Obama administration “The Obama administration is about justice and fairness. He knows that we cannot go on in the situation where we are separating families, not uniting them. Family reunification has always been a principle of our immigration policy and now this policy is separating families under the Bush administration. With President Obama we are really blessed to have some of his intellectual vision, strategy and eloquence,” said Pelosi. She added: “I know that President Obama wants family unification. He wants people to straighten out the situation and he and the Congressional Hispanic Caucus will be discussing what the best way is to do that. But we have certain principles: We want family unification. We want fairness. We want respect for every person.” Tour comes to San Jose on April 18th On April 18th the tour will arrive in San Jose at 6pm at St. Victor’s Parish located at 3108 Sierra Rd. The Family Unity Tour began on February 27th in Providence, Rhode Island and later continued in Atlanta, Ontario, San Francisco, El Paso, Los Angeles, Dallas, Chicago, Milwaukee, Orlando, Philadelphia,and Salinas. The tour will end on April 26th in Nashville,Tennessee. The purpose of this event is to demonstrate the vast number of American families—from all political backgrounds—who demand change from a legal system that undermines family values.

La nueva Cara de California avid E. ¡San Patricio! Por Mario JimØnez Castillo › El Observador. l día 17 de marzo se celebra en el mundo, el día de San Patricio, fiesta de origen irlandés que honra al Santo, quien fuera el misionero que evangelizo y llevó el Cristianismo a la Isla en el siglo 400 DC. San Patricio nació alrededor del año 389 en Escocia, su nombre real era Maewyn Succat, fue un joven ejemplar, cuando llegó a la edad de 16 años fue secuestrado por unos corsarios, quienes lo vendieron como esclavo. Durante sus seis años de cautiverio, él encontró su fortaleza para seguir adelante, en la fe religiosa. Después que escapó, San Patricio estudió religión en Europa occidental y viajo a Irlanda para llevar la palabra de Cristo a la isla. Él se acostumbró a usar el trébol de tres hojas, como una metáfora para explicar el concepto de la Trinidad (padre, hijo y espíritu santo.) En tiempos modernos, el trébol también se usa como símbolo de prosperidad y anuncio de tiempos mejores. Una antigua leyenda, relata que San Patricio, condujo a todas las serpientes fuera de Irlanda, llevándolas hasta el mar en donde perecieron ahogadas. La serpiente era un símbolo pagano venerado en Irlanda, hasta que el cristianismo surgió en el año 444 de nuestra era.
