omo lo hemos escuchado en diversos medios y por la propia oficina del Servicio de Rentas Internas (IRS), el próximo 15 de abril es la fecha limite para todos aquellos que hayan recibido la forma W2 de su empleador y que hayan ganado al menos $8,950 o trabajen por cuenta propia y hayan ganado $400 o más, están obligados a declarar sus impuestos al IRS. Para todos aquellos, incluso quienes perdieron su empleo el año pasado, es

recomendable comenzar lo antes posible a reunir los documentos necesarios para llenar sus impuestos: recibos, cheques cancelados y otros documentos que avalen algún gasto o una deducción.

También es importante esperar los formularios W-2 y 1099, los cuales recibirá de sus empleadores y son los que reportan al IRS su sueldo.

Existe una guía de información muy útil para saber todo acerca de los documentos que necesitan llenarse para aprovechar las deducciones de las que es elegible y esta puede ser consultada en el sitio del IRS, publicación 17.

he more I consider the current economic mess resulting from unregulated corporate greed in our financial industry (Wall Street, AIG, Fannie Mae, Freddie Mac, etc.), the more I believe that the Federal Treasury does not need to re-establish the former financial system. Our financial industry began to be damaged years ago during the Reagan Administration, which said that ‘Government is the Problem”. Today we know that it was unfettered corporate and individual greed.

During the past 30 years much of our manufacturing base was required to compete against foreign products produced with very low cost labor.

Many jobs were ‘outsourced’ to offshore locations where skilled highly trained and capable labor was available at much lower wage and benefit costs. In the interests of making more profits, corporations relocated many high paying jobs offshore. Consequently, the purchasing power of the middle class employee has remained static or even declined 5% or so since 1975.

Financial institutions made credit easily available (credit cards) and after introducing one to credit at modest costs, anytime one missed a payment or ‘broke the contract”, the interest rate went from 7% to as high as 29.9%. The entire nation was living very high off the hog while our real income languished. This was evident by the very high standard of living that all of us were to achieve in order to live the American Dream. As a result, America now consumes about onefourth of the resources produced by the entire global economy. That high level lifestyle cannot be sustained. The American standard of living must be adjusted downward if we are to re-establish the prior domestic economy that is now being salvaged by federal bailout monies.

President Barack Obama is correct in first making certain that our national financial system does not collapse. If it does, the entire global economy will collapse with dire consequences to many ordinary citizens of the world, especially the Third World.

The re-established financial system must be constantly monitored to detect any untoward activity. If a home is over-evaluated, no mortgage funding should be made available. In addition, mortgages must not be permitted to

become part of the ‘value” included in those ‘derivative financial instruments” which AIG promoted and which are now the toxic component of assets held by central banks. It is these toxic assets that must be purchased by the Federal Reserve Bank and insured by the faith and trust of the American people. The latter will be the taxpayers who will fund the difference between the real market value of those ‘financial derivatives’ so as to bring market negotiability and value to the balance sheets of local and regional banks.

To prevent over-valuation of mortgages in the future, those toxic derivatives whose true value is now known today, must be analyzed to learn which brokers and agents were willing to be so reckless in their focus on having very high profits and earnings. These individuals must be exposed so that they cannot be allowed to have any future in real estate or financial endeavors.

There is no need to waste time and legal expertise needed to take these scoundrels to court.

Exposure will be enough, but we must have them exposed.

When that is accomplished, I am certain that those who made decisions that bankrupted not only AIG, but also Freddie MAC, Fannie Mae, Wall Street, and others, will not be in any position to earn any bonus paid with federal Treasury bailout money.

To ensure that no financial disaster of this nature will ever occur again, Congress must pass laws which convey the standards of honest business dealing with true established market values. This will require constant monitoring so that when anyone wants to be paid more than the value of goods or services provided, then regulation authorities should step in to protect the general public from any financial harm or obligation. Laws already exist which deal with dishonesty, perjury, mis-representation, etc. Let’s develop a monitoring system where the evidence is collected and used to remove those who would be greedy and dishonest. Let’s not provide any bailout monies without performance expectations and conditions.

Now it is possible for America’s economy and its people to retain a high living standard. To do that will require a new economy to be established wherein all energy is derived from domestic sources. Let’s make the very large

investments in several technologies, which permit us to produce clean energy from vegetation readily grown domestically. Let us use wind and wave to produce electricity. Let us learn to efficiently capture solar energy as we can to produce electricity, which powers hybrid vehicles, heats homes and powers industrial activities. By becoming self sufficient, we will no longer have to rely on offshore crude oil producers who use some of that $700 billion to fund terrorists organizations.

The corporation of the new era will be focused on not only making a profit, but also providing maximum domestic employment.

Capitalistic ideology must be redefined so as to provide for those who have very little. The major feature of capitalism is that it permits the accumulation of wealth, without the necessary stewardship responsibility of caring for those who have very little. Government needs to tax the successful corporation and individual so as to redistribute that money to care for the elderly, the poor and the mentally and physically challenged.

These considerations, along with education, health care, and making housing available to all, is what taxpayer money should be spent on. Our economy must not be re-established as it was, but rather it must be re-set to permit new energy systems to be established and be available at reasonable costs. If we learn to focus on sustainable stewardship coupled with total recycling of all that we now throw away as trash, then it will be possible to sustain a high standard of living. To achieve this, applicable and relevant information must become available to all so that our youth will know where opportunity exists and become prepared with knowledge and technical skills to compete at a global level.

Once again, our economy and lifestyle must receive the very large investments of capital in order to achieve the needed reset rather than the re-establishment that will not permit us to evolve towards independency and self-sufficiency. This begins with doing all human activity with purpose, honesty and integrity, which may be enforced by our laws. Insist on re-setting our economy so that we may evolve and thrive rather than just survive.Δ

By Gil Villagrán, MSW ovelle Mixon’s killing of four Oakland police officers is a wakeup call for the elimination of deadly weapons in our homes, communities, our society.

When two motorcycle officers stopped Mixon, he was armed with a handgun, which he used to kill one officer, leaving the other brain dead. The fact that Mixon, on parole for an armed robbery conviction, possessed a handgun is of grave concern.

Fleeing to his sister’s apartment, Mixon hid in a closet with an AK-47 assault rifle, with which he killed two more officers and wounded a fifth. The AK-47 was created for war, a favorite of armies, guerrilla fighters, and drug cartels. Did Mixon flee the scene of his first killing with the AK-47, perhaps carrying both weapons in his car, or did he know the assault rifle was at his sister’s apartment? Further investigation will answer this question, but the most important question asked after every instance of brutal firearm violence is: Why do we allow such weapons in our society?

The National Rifle Association’s mantra about our Second Amendment “right to bear arms” overlooks the obvious reality that back in 1789, the arms available were single shot muskets, not weapons that can shoot ten rounds per second, through exterior walls, often through bulletproof vests.

Mixon’s family states, “He is not a monster, he was trying to make himself a better person.” After spending most of his adult life behind bars, “he was lost, depressed.”

As a lifelong social worker, I have known many young adults like Mixon: unable to find their place in the world, to find and keep a job, to nurture their children, to keep a loving relationship without domestic violence, to stay clean and sober, to respect themselves and others. Mixon was not “born to kill,” though some street toughs tattoo such a message on themselves.

Mixon was not a monster as his family pleads, but he did a monstrous act!

How many Lovelle Mixons live in Oakland, in the Bay Area, in our City of San Jose. Why is it that we collectively raise so many young adults without a nurturing childhood, education for a higher than living wage job, clean and calm neighborhoods for families to live, and respectful relations between citizens and police officers? Our communities and society have a long way to go to understand and address these inequities and inadequacies.

Our legislators must address the vast quantity of weapons amongst us. According to the AFT, the federal agency responsible to control firearms, there are 260 million weapons in our nation, almost enough for every man, woman and child to own their own, and therefore, use it at their discretion.

Why is our nation so armed, and often so harmed?

Firearm ownership may be a right under our Constitution, though some legal experts question that interpretation. But firearms are a public health hazard, like a landmine waiting to be triggered, explode, and seriously damage, if not terminate a life. Every firearm in a gun rack, a desk or nightstand drawer, a closet shelf awaits its owner or family member who, in a moment of rage or despondency may commit a tragic, regrettable act—killing a spouse, parent, neighbor, or themselves.

A child may find a loaded weapon and playfully shoot their friend. Or in the case of Lovelle Mixon, he shot four police officers, knowing that doing so, he was terminating his own life.

It was murder and suicide by AK-47. The owner of this weapon, if it was not Mixon, must resolve this brutal reality. If Mixon’s family members knew he had such weapons, they are complicit in these murders. May they achieve some resolution, if they can.

We must get firearms out of our homes, vehicles, and communities! Δ

Community Emphasizes Importance of Charter Schools

ast San Jose is in the middle of an academic crisis.

Over 60 percent of 5th and 8th graders in the Alum Rock School District fall below or far below the California Standards Test in reading and math.

“Students who enter high school at below grade reading level are more likely to drop out,” said Dianne Doughty of St. John Vianney Church in San Jose.

Doughty was one of several community leaders present at a community meeting held at St. John Vianney on March 23, to discuss the academic crisis in East San Jose.

The People Acting in Community Together organization put the meeting together.

“Those who drop out are also likely to commit crime,”

said Dolores Carr, District Attorney for Santa Clara County.

Carr went on to say that she believed funding for charter schools is essential in decreasing the drop out rate.

Charter schools are public schools that charge no tuition and are open to all students. Charter schools are more flexible than conventional schools because they have the power to hire their own staff and implement the best practices free of the restraints of district bureaucracy and rigid work rules.

One of these schools is ACE in East San Jose. The school capitalizes on the flexibility and local control of the charter school model that gives ambitious school leaders and teachers the opportunity to develop an academic program that focuses on the success of every student.

Christian Espinoza is a student at ACE. Prior to attending ACE, Christian attended a school that had a big campus, lots of students and gang influence.

“ACE is different,” he said. “The campus is smaller and the teachers really want to help us out.”

He hopes to attended San Jose State or Stanford and become a doctor someday.

Sabrina Meza, who attends Renaissance Charter School, also believes that if it was not for her teachers, she and many others would not succeed in school.

“The teachers will do anything to get us into college,” Meza said. “Sometimes they can be really strict, but if they weren’t, we wouldn’t succeed.”

One of these teachers is Vince Iwasaki. He is a math teacher at Renaissance and

believes that it is important for students and teachers to get know each other well in order for the student to succeed.

“I have 60 students and I know all of them,” Iwasaki said. “It is much easier to work with students when there are less of them.”

Councilmember Nora Campos was also present at the meeting.

“I am here to announce that I am committing $1 million of City Redevelopment Funds to make sure that ACE stays in the community,” Campos said. “I will also try to get additional funds for other charter schools.”

Tuberculosis

uberculosis is a disease that many believe to have died out a long time ago. Unfortunately, that is not the case in Santa Clara County. According to the Santa Clara County Pubic Health Department, Santa Clara County averages 10.9 tuberculosis cases per 100,000 people.

“That is twice the national rate,” said Marty Fenstersheib, Health Officer for the Santa Clara County Health Department. “The county has more cases than 35 states.”

In 2007, Santa Clara County reported 241 cases of tuberculosis. The number of cases fell to 197 in 2008.

“Even though we had a decline in TB cases, we still have a very high rate compared to the rest of the country.” Fenstersheib said.

In Santa Clara County, 90 percent of cases occurred in foreign born populations. Asians and Pacific Islanders account for 78 percent of cases, while Latinos account for 14 percent of cases.

According to the Santa Clara County Pubic Health Department, tuberculosis is an infectious disease caused by bacteria that can affect the lungs, lymph nodes, bones and joints, brain, kidneys, intestine and other parts of the body.

The disease spreads through the air from person to person by coughing, sneezing, laughing or singing, according to the Santa Clara County Pubic Health Department.

It can remain dormant (asleep) in infected individuals for years without any symptoms.

For the most part, people do not know that they have been infected with tuberculosis unless they have been tested for the disease. Tuberculosis symptoms include feeling weak, losing weight, night sweats, and/or chest pains, according to the Santa Clara County Pubic Health Department The standard test to detect tuberculosis is the Tuberculin Skin Test (TST). The disease can also be detected by a new test called the QuantiFeron Gold Test (QFT).

“This new test has a much faster turn around time that the Tuberculin Skin Test,” said Julie Higashi, Tuberculosis Controller for Santa Clara County Public Health Department. “It also reduces false positive results.”

The Santa Clara County Pubic Health Department, along with Breathe California of the Bay Area and the Asian Americans for Community Involvement organization, have created The Santa Clara County TB Prevention Partnership to combat the county’s tuberculosis infection rate. l pasado 24 de marzo la Ciudad de San José votó a favor de establecer un paseo conmemorativo en honor a los lugares que tienen vínculo con el renocido líder de los derechos civiles.

El proyecto fue puesto en marcha por el Alcalde Chuck Reed, los Concejales Sam Liccardo y Nora Campos. Este paseo conectará diversos hitos a lo largo del Centro de la ciudad y los barrios Alum Rock. Sitios históricos que incluyen la Plaza de César Chávez, el Arco de la Dignidad, la Igualdad y la Justicia, la Plaza de la Herencia Mexicana (sede de la primera tienda de comestibles boicot de uva), la antigua casa de Chávez en la avenida Scharff y la escuela César Chávez del barrio

Todo estos puntos serán designados con señales conmemorativas en las calles citadas.

“El establecimiento de este Paseo Memorial conectará y destacará los hitos en nuestra comunidad, que conmemora la vida y legado de César Chávez”, dijo el Alcalde Chuck Reed.

Reed agregó: “La gente en nuestra comunidad siente una profunda conexión con Chávez y los sacrificios que hizo para buscar la igualdad. Me fui ins pirando por los residentes que compartieron sus historias personales acerca de cómo César Chávez mejoró sus vidas”.

Los residentes guiaron el proceso de planificación y ellos decidieron la ruta para el paseo, y el desarrollo de la firma de di seño en tres reuniones que el alcalde Reed sostuvo en enero, febrero y marzo.

San José Dedicates Memorial Walkway To Honor Civil Rights Leader AN JOSE - The San José City Council voted on March 24th to establish the César E. Chávez Memorial Walkway, honoring the local ties of the renowned Civil Rights leader.

The project, brought forward by Mayor Chuck Reed and Councilmembers Sam Liccardo and Nora Campos will connect various landmarks throughout the Downtown and Alum Rock neighborhoods. Historic sites include Plaza de César Chávez, the César E. Chávez Arch of Dignity, Equality and Justice, the Mexican Heritage Plaza (site of the first grocery store grape boycott), and Chávez’s former home on Scharff Avenue. The Memorial Walkway route will be designated with commemorative street signs attached to existing poles.

“Establishment of this Memorial Walkway will connect and highlight existing landmarks in our community, commemorating the life and legacy of César Chávez,” said Mayor Chuck Reed. “People in our community feel a deep connection to Chávez and the sacrifices he made on the road to equality.

During the outreach meetings, I was inspired by the many residents who shared their personal stories

about how César Chávez’s work improved their lives.”

Residents guided the planning process, deciding on the route for the walkway, and developing the sign design at three community meetings that Mayor Reed organized in January, February, and March.

“As the birthplace of César’s struggle for social justice, San José played an important role in mobilizing the civil rights movement, helping to define its core principles and goals,” said Rudy Chávez-Medina, President of the Chávez Family Vision and nephew of César Chávez. “The César E. Chávez Memorial Walkway serves as a fitting tribute to César’s legacy while encouraging a new generation of community members to discover his message of non-violence, volunteerism, and public action.”

Cahill Park: San Joseʼs Newest Playground

C

ahill Park celebrated the grand opening of its new playground on Saturday, March 21st. The play area consists of two separate play structures. A tot lot for children age two thru five, as well as a youth lot for children age five thru 12. A set of swings separates the two structures, which contain slides, a climbing apparatus and shaded areas. Parents can also enjoy the new playground by taking in the surroundings at one of the four shaded park benches that surround the play area.

“Parks are living and breathing entities like we are,” said Albert Balagso, Director of the Department of Parks, Recreation and Neighborhood Services for the City of San Jose. “As we evolve we need more parks.”

Maxicrete, Inc. constructed the park and the total cost of the project was $321,600. The Park Trust and Construction & Conveyance Tax Funds funded the

park, which will be operated and maintained by the City of San José Department of Parks, Recreation and Neighborhood Services.

“This park is in a nice area,” said Christina Simonsen, Cahill Homeowners Association member. “It is in a very opened area that is self contained and good to walk around in.”

Robert Solis, Chair of the Parks and Open Space recalls

there only being one park in San Jose when he first moved to the city 17 years ago.

“All we had was the Rose Garden,” Solis said. “Now we have parks everywhere.”

Solis also reminded the Cahill community that it was up to them to keep the park clean.

“The city cannot clean the park every weekend,” Solis said.

“We have to do our part to make

sure it stays clean.”

Cahill Park is located in the Western portion of downtown San Jose near the corner of Wilson and W. San Fernando Street.

comunicación de todo el mundo. La dedicación de los “Sea Shepherd” es tal que han pasado en alta mar las fiestas navideñas de los últimos años, arriesgando sus vidas para salvar a las ballenas.

En la serie Defesores de ballenas, que se estrena el 2 de abril a las 9:00 PM ET (10 PM PT), Discovery en Español captura la intensidad de la campaña 2007-2008 emprendida por la tripulación de la asociación Sea Shepherd. En

cada episodio de una hora de duración, la serie muestra un problema de la conservación global que ha causado fricción entre varias naciones: la práctica de la pesca ballenera en territorios oceánicos.
