hen I was a kid, my brother and I would travel to Mexico at least twice a year with our father. We would travel every summer and Christmas to visit relatives in Juarez, Chihuahua, and other parts of Mexico. My favorite holiday was New Year’s because my cousins and I would buy and light all sorts of fireworks. “Wow! These are illegal in San Jose,” I would tell them. Even though Chihuahua was a whole new world compared to California, I never felt in danger or afraid whenever I visited. In fact, I looked forward to it. As I grew older, I started to hear stories about young women disappearing in Juarez. I thought about my cousins living there and about my sister and whether she should visit there. Eventually, we stopped going. I had hoped these disappearances would cease so that visiting Juarez would once again be on our to-do list. They haven’t. In fact, the situation in Mexico has become worse; so much so that the U.S. State Department has issued a travel warning for those who plan to visit Mexico. According to the State Department, the greatest violence has occurred near the U.S. border. This is

because Mexican drug cartels are engaged in increasingly violent activity-both among themselves and with Mexican security services - for control of narcotics trafficking routes along the U.S.-Mexico border. The report stated that some recent Mexican army and police confrontations with drug cartels have resembled small-unit combat skirmishes, with cartels employing automatic weapons and grenades. Large firefights have taken place in many towns and cities across Mexico, but most recently in northern Mexico. The situation in Ciudad Juarez is of special concern. Mexican authorities report that more than 1,800 people have been killed in the city since January 2008. Additionally, this city of 1.6 million people experienced more than 17,000 car thefts and 1,650 carjackings in 2008. Hopefully, these these safety issue are resolved so that those of us with family in Mexico can feel safe when we visit them.Δ

Skilled labor became a commodity that could be discarded when too expensive. No one asked the questions: “How are these folks going to earn a living that supports themselves and their families with basic needs? How do these folks obtain the money needed for consumption of products?” The American consumer economy, which provides for 70 percent of all business activity, had its foundations seriously undercut. A head of household could not make enough to support the household so accommodations were made. A second wage earner (usually the wife) went to work, and resulted in the kids being cared for by others. Since 1970s the purchasing power of wages has remained static, so the American consumer, when the economy tanked, became frugal. Savings are up to 5 percent! The consumer began to change their spending practices because of adjustments required to compensate for lack of reliable income and available jobs. There is a concern, now being expressed: when will the bailout monies, which we the people will ultimately be responsible for, cease? When will well paying jobs become available again? Is it not obvious to policy makers that providing bailout money to firms like AIG and the Detroit Big Three is a waste of our tax money? Especially when the same executive leadership is left in charge and has not exhibited frugalities needed now? When these mismanaged firms are allowed to

fail, we have the faith that new firms with new executive leadership will step up. Is it reasonable to let certain executives not reap the consequences of their failed business models and decisions? No more bailout monies should be made available unless accountability and responsibility is stipulated. These corporate executives must agree to balance profit making with the maintenance of higher levels of employment. Corporations need to understand that making profits are not enough. Profits must be made while maintaining as high an employment level as possible. The American consumer economy requires that balance of profit making and high employment levels. And, if we are to have an open transparent capitalistic economy, then all subsidies need to be exposed to public scrutiny in this time of economic restructuring because too many so-called capitalistic leaders now depend upon socialistic subsidy support to be profitable. All subsidies paid for by ordinary taxpayers must have sunset requirements. Meanwhile, the American consumer economy, empowered by ordinary residents who spend their incomes, must demonstrate that it is time to be very frugal. By being frugal as a nation, we will continue to be the super-power needed to guide the world into a peaceful era of human enterprise. It is time to be very frugal.Δ

he new “F” word in our vocabulary these days is “frugal,” which means useful, temperate, and economical in the use of resources. A synonym is “thrifty,” which implies good management and being industrious. Being frugal is opposed to luxurious, wasteful or lavish. Why bring up the word ‘frugal’? Because our national economy is languishing today due to the loss of consumer vitality. On reflection, there is a reason for this, which is based on the wrongful application of a national economic policy that began back when President Reagan said, “Big government is the problem.” From then up to recent times, national economic policy favored less oversight and regulation of business activities to focus on making as much money as possible. With this focus on profits, the stewardship responsibility of keeping employment high was lost. Capital investment in robotics, information technology and cybernetics gave many corporations the ability to maintain or even increase production while employing fewer workers. And those workers employed were required to have higher levels of IT skills and much more training. An outcome was that many workers lost their jobs and the incomes that enabled their consumerism. Also, some corporations outsourced much work to global areas, which could provide the needed skills and training at much lower costs.

By Gil Villagrán, MSW panish philosopher and Harvard historian George Santayana’s prescient statement, “Those who forget history are doomed to repeat it,” offers a chilling epitaph to our new president’s commitment to double our efforts in this seventh year of war in Afghanistan. As you may recall, on October 7, 2001, just 25 days after the 9-11 attacks by al-Qaeda, our nation invaded Afghanistan in Operation Enduring Freedom. The stated purpose was to capture Osama bin Laden, destroy al-Qaeda and terminate the Taliban regime that provided it safe harbor. The Bush Doctrine stated that we would not distinguish between terrorists and nations that harbor them, in spite of the irony that the 9-11 attacks were co-planned in Hamburg and South Florida as much as in Afghanistan. Seven years later, bin Laden is reportedly in the tribal lands of Western Pakistan, and Afghanistan is a republic with a parliament and elected president. However, even with our present 28,300 U.S. soldiers and additional 55,000 from 41 NATO countries, the Taliban now control 72% of the nation, 3 of 4 main highways, and operate near Kabul, the capital. So the Obama plan is to increase our troops by at least 17,000. The critical question is: will a total strength of 100,000 be enough to control a population increasingly hostile to “foreign invaders?” Heeding the Santayana warning, let us recall that Afghanistan was invaded by more than 100,000 Soviet troops in 1978 to support a government they helped to install, a so-called “client state.” In the next nine years of gruesome war, 620,000 troops served, 15,000 died, 470,000 were sickened by hepatitis, typhoid, severe mental incapacity—even suicide, and 11,000 were maimed—suffering lifelong disabilities; all at a cost of $655 billion in today’s U.S. dollars. More than one million Afghanis died during this period, and five million, one-third of the population, fled to Pakistan or Iran to escape the carnage delivered by Soviet jet fighters, attack helicopters, tanks, artillery, rifles, and millions of land mines. The Soviet Union, at the time the second most powerful and well equipped army in the world, was defeated by sandal-wearing guerrilla fighters, later re-named “Taliban, warriors of god.” How could this asymmetrical defeat occur? The answer is: the secret arming of Afghan fighters by the CIA-with thousands of stinger surface-to-air shoulder-fired missiles with which one fighter can bring down a multimillion-dollar jet fighter. The U.S. provided billions in weapons and training, turned the expected Soviet victory into humiliating defeat that served as the key ingredient for that empire’s collapse. Why did Soviet leaders stake their mighty nation on controlling a third rate nation stuck in the 19th century? Zbigniew Brzezinski, President Carter’s foreign policy advisor, continues to brag: “six months before the Soviet deployment into Afghanistan, we took the opportunity to give the Soviet Union its own Vietnam to induce the Afghan trap.” That is, because we supported opposing elements to the Soviet client government, their advisors saw Afghanistan as “the line in the sand” that must remain under their control. That was the Afghan trap into which the Russian bear entered in a convoy of tanks and after nine years left with caskets in defeat. But after loss of this minor war, the Soviet empire collapsed financially, morally, and that defeat encouraged its own socialist republics to break away from Kremlin control. Eleven years after the Soviet exit and twenty-five days after Osama bin Laden’s 9-11 bait, President Bush haplessly invaded Afghanistan. Seven years later, we are deep in our own Afghan trap, a nation that defeated the Russians, as it defeated the British in 1885. Although it has not defeated us, if we remember our own history, in Vietnam we won every battle, killed 2-3 million, and still lost the war with 58,000 killed in our trillion-dollar quagmire. Are we doomed to re-live Vietnam in Afghanistan, a nation historians call “the graveyard of empires?” Δ

Security at Mineta International Airport takes big step forward

AN JOSE, Calif. - Last year, the Building a Better Airport Campaign, led by Working Partnerships USA, called for immediate improvements at Mineta San Jose International Airport, including measures to address worker retention and training. The first component of that project moved forward last year with the approval of an expanded living wage and worker retention measures covering the entire airport. Today, the City Council’s Transportation and Environment committee moves closer to completion of this effort by reviewing recommended security training standards for airport employees. Such standards, providing additional protection

to travelers, have also been shown to generate significant cost savings for employers by increasing productivity and reducing turnover. The campaign stemmed from a report by Working Partnerships which documented alarming security and retention challenges at Mineta San Jose International. The report found that over half of airport employees responding to a survey weren’t trained in critical emergency procedures, such as facility evacuation. Additionally, while over half of employees earning a living wage had been at the Airport for over three years, the percentage of those earning less who remained that long was 6 percent or lower. In response, policy changes were recommended, in-

cluding the already-approved living wage expansion and proposed training improvements. Δ

By Sergio Nezahualcoyotl Martinez s we come to the solar cycle of 10 House or Matlactli Calli in Nahuatl on the cosmic calendar cycle of what is now called the “Aztec Calendar,” a celebration will take place to commemorate this millennium tradition. An honor is being given to our natural cosmic cycle that marks an equinox, Mother Earth and Father Sun meet to germinate and spring life. A scheduled important event will take place to symbolize and represent House or Calli in Nahuatl, this year’s sign. House in the Nahuatl tradition symbolizes our body, which is a temple and our mother earth, our grand home. It also represents our internal self, the deep part of us that is grounded, and what we deal with everyday. The Nahuatl people believed that all was related, no matter how small or big, we belong to one cosmos. The bright stars in the night sky proved to our ancestors that we are connected to the web of life. A special discipline was established to integrate new babies and growing children as humble citizens to the community. Sustainability practices were taught so that future generations would steward the land with consciousness towards all. Recorded documents and continued traditional practices by nahuatl descendants show how their ingenuity in agriculture, astronomy, medicine, horticulture, architecture, to name a few, were some of the most advanced ever established in world history. At this Mexica New Year - 10 House a vision is developing to continue the same traditions that cultivated good health and a living earth. As host Calpulli Tonalequeh, from San Jose, will be providing a meal to the expected 500 Mexica/Aztec dancers and participants to the weekend event on March 14-15 at the National Hispanic University. With members of Calpulli Tonalequeh aware of the nutritional super value of indigenous foods and the importance of earth stewardship, a partnership was made with Whole Foods in Campbell by marketing team leader Salvador Arciega. Calpulli Tonalequeh’s vision to share with the community the importance of health through cultural sustainable practices attracted Whole Foods as partner, work for the same goal.

Préstamos hipotecarios se efectuarían en su propio idioma acramento, Calif.- 2009-El miembro de la asamblea general Paul Fong (DMountain View) presentó el pasado 27 de febrero un proyecto de ley diseñado para asegurarse que los documentos asocia dos con las hipotecas-sin duda los documentos más complejos de todos los productos financieros para el consumidor-sean entendidos por las personas que no dominan el idioma inglés. AB 1160, el cual incluye como coautor al presidente de la Bancada Legis lativa Latina, Sen. Gil Cedillo (D-Los Angeles), entre otros, exigirá que todos los prestamistas que ofrecen hipotecas provean la traducción de las condiciones esenciales del préstamo si las negociaciones con el consumidor antes del cierre fueron hechas en español, chino, tagalo, vietnamita o coreano. La ley actual solamente se aplica a los préstamos hechos por los agentes hipotecarios y no incluye a los bancos, las cooperativas de crédito u otros prestamistas de hipotecas residenciales. Muchas personas cuyo idioma materno no es el ingles que se encuentran a punto de ser impactadas por una ejecución hipotecaria dicen que si ellos hubieran sabido sobre el aumento en la tasa de interés o el castigo de saldar su préstamo antes del tiempo requerido, no hubieron sacado el préstamo desde el principio.

AB 1160 hará lo siguiente: * Educará a los consumidores responsablemente: Exigirá que todos los prestamistas-incluyendo a los que no son parte de la ley actual de California-produzcan un resumen de las condiciones esenciales del préstamo hipotecario cuando las negociaciones fueron hechas en uno de los cinco idiomas aprobados afuera del inglés. * Será fácil implementar: Las traducciones de esos documentos hipotecarios ya existen para los préstamos hechos por los agentes hipotecarios. Los reguladores simplemente modificarán los documentos que ya existen para el uso de los bancos, las cooperativas de crédito y otros prestamistas de hipotecas residenciales. * Eliminará una de las razones principales de moras: La falta de las traducciones agrava otros problemas, como las tasas de interés ajustables y los castigos por saldar el préstamo antes de la fecha esperada, los cuales han contribuido a la avalancha de ejecuciones hipotecarias. t has been a couple of years since the completed remodeling of The Tropicana Shopping Center in East San Jose. The businesses’ façade was modernized, however, the parking lot looks the same as before or worse; you can see puddles, mud and trash everywhere. Merchants and customers of the popular shopping center complain about the lack of attention to these things. An attention call is made to the owners of this shopping center and extended to the city in hopes that something is done about this problem soon. Δ

Villaraigosa es reelegido

l alcalde de Los Angeles, Antonio Villaraigosa, ganó fácilmente su reelección como el primer hispano que llegó a la alcaldía de Los Angeles en más de un siglo, con lo que evitó una segunda vuelta electoral en mayo. Villaraigosa, uno de los políticos latinos más influyentes en el país, ganó pese a que la ciudad enfrenta un déficit presupuestal que asciende a los 433 millones de dólares. Cabe recordar que Omar Bravo firmó contrato con los Tigres para estar con el conjunto por lo que resta del Torneo de Clausura 2009, con opción a compra.
