ecently, President Barack Obama made remarks to the Hispanic Chamber of Commerce, to put children first by investing in early childhood education. While the nation tackles education reform and tries to put young children first, our legislators in California, struggling to balance the state budget, want to get their hands on money for young children’s programs, like First 5. Annually, more than 100,000 youngsters receive dental exams and treatment paid for by First 5 Commissions across the state. Almost 30,000 kids are immunized and visit a pediatrician. And more than 11,000 children attend preschool, thanks to First 5. Do you know that over half of these children are Latino? During the special election on May 19th, Prop 1D and 1E will take away funding from our most vulnerable citizens - young children and the mentally ill. If Prop 1D passes, $1.6 billion will be taken away from hundreds of critical local health and education programs for young children in every county of California. In Santa Clara County, we
will lose $50 million in services for young children over the next five years. Proposition 1E will raid $230 million a year for the next two years from voter-approved mental health programs (Prop. 63 of 2004). Together, Prop. 1D & 1E would provide less than 1 percent of relief to the state deficit, but will hurt hundreds of thousands of children and the mentally ill throughout our state. The budget should never be balanced in ways that harm children and the mentally ill. That’s why the Latino community needs YOU and everyone you know to get out and vote NO on Prop 1D & 1E in order to save important services. Do not trust the language on the May 19th ballot. Politicians wrote Prop. 1D & 1E to make it sound like it protects and expands services, but it really cuts important programs that the state budget won’t replace. a comunidad reacciona ante las prácticas policíacas que aplican los efectivos a los residentes latinos de la ciudad de San José. Un reporte estadísticos publicado a través del Mercury News afirma que la tasa de arrestos de latinos es la más grande en todo California y la comunidad está enfurecida. El grupo denominado ¡Basta! es liderado por Aarón Resendez, reconocido lider comunitario quien decidió organizar a la comunidad debido a que su esposa fue víctima del abuso policiaco y también debido al trato criminal que están recibiendo otros latinos por arrestos injustificados. “Esto tiene que parar, en vista que nuestras autoridades no hacen nada, nosotros tenemos que tomar riendas en el asunto”, explica Reséndez. La coalición tiene un plan de trabajo y desea llevarlo hacia el Concilio para que se preste la atención debida. ¡Basta! propone cambiar las prácticas policíacas con los arrestos por intoxicación en la calles, resistencia al arresto y desorden público que desproporcionalmente apuntan a la comunidad latina. a influenza porcina ha corrido como pólvora por todo el mundo. La Organización Mundial de la Salud ha elevado de 4 a 5 el nivel de alerta, determinando que la epidemia de la influenza es eminente. Las autoridades han declarado al Condado de Samta Clara en estado de emergencia. “Hay cuatro casos que están bajo investigación y posiblemente sean casos de gripe porcina. La primera es de una joven de 16 años de edad que
no está hospitalizada, el segundo caso es el de un hombre de 30 años de edad tampoco hospitalizado y en proceso de recuperación. El tercer caso es de una mujer de 32 años y el cuarto de otra mujer de 53 años de edad que sigue bajo investigación. Tres de estos pacientes viven en San José y uno en Santa Clara”, dijo al cierre de nuestra edición el Oficial del Departamento de Salud del Condado de Santa Clara Martin Fenstersheib. ¿Qué es la influenza porcina? La influenza porcina (gripe porcina) es una enfermedad respiratoria de los cerdos causada por el virus de la influenza tipo A, el cual provoca brotes comunes de influenza entre estos animales. Estos virus pueden propagarse entre los cerdos durante todo el año, pero la mayoría de los brotes infecciosos ocurren en los meses finales del otoño e invierno, al igual que los brotes en las personas. ¿Cuáles son los síntomas de la influenza porcina en los seres humanos? Los síntomas son similares a los de la influenza estacional común en seres humanos y entre estos se incluyen fiebre, letargo, falta de apetito y tos. Algunas personas con influenza porcina han reportado también secreciones nasales, dolor de garganta, náuseas, vómitos y diarrea. ¿Las personas pueden contraer influenza porcina por comer carne de cerdo? No. Los virus de la influenza porcina no se transmiten por los alimentos. No hay riesgos si se come carne de cerdo y sus derivados que han sido manipulados y cocinados de manera adecuada. Si se cocina la carne de cerdo a una temperatura interna de aproximadamente 71° C (160° F), se eliminan los virus de la influenza porcina, como también otras bacterias y virus. ¿Cómo se propaga la influenza porcina?
Los virus de la influenza se pueden transmitir directamente de los cerdos a las personas y de las personas a los cerdos. Las infecciones en seres humanos por los virus de la influenza provenientes de los cerdos tienen más probabilidad de ocurrir en las personas que están en contacto cercano con cerdos infectados, como las que trabajan en criaderos de cerdos y las que participan en las casetas de cerdos en las ferias de exhibiciones de animales de cría. La transmisión de la influenza porcina de persona a persona también puede ocurrir. Se cree que esta transmisión es igual a la de la influenza estacional en las personas, es decir principalmente de persona a persona cuando las personas infectadas por el virus de la influenza tosen o estornudan. Las personas pueden infectarse al tocar algo que tenga el virus de la influenza y luego llevarse las manos a la boca o la nariz. ¿Cómo se diagnostican las infecciones por influenza porcina en seres humanos? Se debe recoger una muestra de secreción del aparato respiratorio entre los primeros 4 a 5 días de aparecida la enfermedad (cuando una persona infectada tiene más probabilidad de diseminar el virus). Sin embargo, algunas personas, especialmente los niños, pueden propagar el virus durante 10 días o más. Para la identificación del virus de la influenza porcina
tipo A es necesario enviar la muestra a los CDC para que se realicen pruebas de laboratorios. ¿Qué medicamentos existen para tratar a las personas con infecciones por influenza porcina? Existen cuatro medicamentos antivirales diferentes que están autorizados en los Estados Unidos para el tratamiento de la influenza: amantadina, rimantadina, oseltamivir y zanamivir. Aunque la mayoría de los virus de la influenza porcina han sido sensibles a los cuatro tipos de medicamentos, los siete virus más recientes de la influenza porcina asilados de personas son resistentes a la amantadina y la rimantadina. En la actualidad, los CDC recomiendan el uso de oseltamivir o zanamivir para la prevención y el tratamiento de la infección por los virus de la influenza porcina. Existen vacunas que se administran a los cerdos para la prevención de la influenza porcina. Sin embargo, no hay una vacuna para proteger a las personas contra la influenza porcina. Es posible que la vacuna contra la influenza estacional proporcione protección parcial contra los virus H3N2, pero no contra los virus H1N1 de la influenza porcina. ¿Qué hacer si tiene la enfermedad? * Permanezca en casa cuando esté enfermo, así evitará el contacto con los compañeros de trabajo y los amigos. * Cubra su boca y nariz con pañuelos desechables al toser o estornudar y deséchelos adecuadamente. * Lávese las manos con jabón y agua tibia o con un desinfectante de manos a base de alcohol para ayudar a protegerse contra los gérmenes y evite tocar sus ojos, nariz o boca. * Permanezca sano consumiendo una dieta equilibrada, bebiendo bastante agua, haciendo ejercicio y descansando lo suficiente. También dijo que el Departamento de Salud del Condado no va a recomendar la cancelación de eventos públicos porque esa decisión depende de cada persona. El pasado 29 de abril la Escuela Secundaria Branham de la ciudad de San José cerró su centro educativo debido a que se confirmó un caso de gripe porcina. El Distrito Escolar de Campbell tomó esta decisión como medida preventiva. “Hemos actuado de inmediato para evitar que más estudiantes se contagien. Esta escuela será cerrada hasta el 6 de mayo”, dijo Terry Pelusa representante del Distrito Escolar de Campbell. Por su parte el Director de la escuela de Branham, Tom Utic sostuvo que “se han cancelado las actividades que se tenían programadas y que el llamado a los padres de familia se desa rrolló sin dificultad”. Utic también afirmó que no se han reportado otro caso más en este centro educativo y que están trabajando en conjunto con el Departamento de Salud del Condado de Santa Clara. Por su parte el Consulado de México no ha recibido órdenes de cerrar sus oficinas consulares. “Estamos atendiendo a nuestros connacionales de manera regular. Tenemos a nuestra disposición nuestra ventanilla de salud, hay casos de gripes comunes pero es importante no alarmar. No estamos cerrando las oficinas hasta que el Gobierno de México disponga de esta medida”, dijo David Figueroa, Cónsul General de México en San José. Swine Influenza (swine flu) is a respiratory disease of pigs caused by type A influenza viruses that cause regular outbreaks in pigs, according to the Santa Clara County’s Public Health Department. People do not normally get swine flu, but human infections can and do happen. Swine flu viruses have been reported to spread from person to person, but in the past, this transmission was limited and not sustained beyond three people. Symptoms for the virus include coughing, sore throat, some minimal abdominal pain, vomiting and nausea, according to Dr. Marty Fenstersheib, Santa Clara County Public Health Officer. “Currently, there is no vaccine to for this swine flu strain, but the government is working hard on developing one,� Dr. Fenstersheib stated. However, antiviral prescription drugs such as oseltamivir and zanamivir can be effective if used soon after the individual gets sick. PREVENTION: Cover your nose and mouth when you cough or sneeze. Use your handkerchief, hand or a tissue. Throw the tissue away in the trash after you have used it. Wash your hands often with soap and warm
water, especially after you cough or sneeze. Alcohol-based hand cleaners may be used effectively. Avoid touching your eyes, nose or mouth. Germs and viruses spread this way. Try to avoid close contact with sick people. If you get sick, stay home from work or school and limit contact with others to keep from spreading your infection to others. “Call your medical provider if you start to feel sick,� said Dr. Fenstersheib. “If we have to, we will go to people’s homes to test and treat them.� PANDEMIC FLU SUPPLIES: Thermometer, eye dropper, bleach, laundry detergent, dishwashing detergent, soap, toilet paper, tissues, alcohol-based hand sanitizers, drinks with electrolytes, prescription medicines, pain and fever medicines, cough medicine, liquid medicine for children, disposable and rubber gloves, and antibacterial wipes. “The most recommended item is the use of a simple surgical mask,� said Dr. Fenstersheib. How are decisions made? When will a treasurer’s report be made known to those who are members? Who gets to be involved in the deliberations and assessments? What has happened too often is that Victor Garza announces outcomes. The youthful attendees are not shown any process of deliberation and decision-making. Who has access to its bylaws? Minutes of its board? How can we expect our youth to learn to be participants engaged in local affairs, issues and the democratic decision making process when what is demonstrated is a form of paternalistic oligarchy? Since we live in a democracy, the organization known as La Raza Roundtable has an obligation to be a role model in demonstrating open, democratic debate so that the youths attending learn from the examples before them. What is being experienced by many is a frustrating feeling of being used to support decisions made in a manner that is not transparent nor open. What is more frustrating to an increasing number is the experience of being taken for granted and/or deliberately ignored. Those who are non-participants or not engaged do not become stakeholders. They go elsewhere or chose to stay uninvolved. ’m exceedingly distressed by your suggestion that Victor Garza step down as La Raza Roundtable’s chair. I can’t imagine anyone other than Victor making the types of personal and financial sacrifices that he has over the last 40+ years. Though Victor no longer resides in Santa Clara County, he remains committed to advocating for Latino causes in our county and throughout California, in-spite of where he lives. Victor should be hailed and commended for all he has done to benefit this County’s Latino population, rather than be criticized because of where he lives. I first came to know Victor in 1971. Our relationship was less than friendly, at the time. However, over the years, I have come to know, respect, befriend and appreciate Victor as an extremely dedicated social activist who selflessly puts the Latino community ahead of himself, and at times to the detriment of his family. That said, we still don’t always see eye to eye on all issues; but my respect for him has never wavered. He truly is a champion for Latino causes! Also, contrary to your assertion, La Raza Roundtable has executed a succession plan. In my role as co-chair, I have assumed numerous day to day duties and responsibilities; such as serving on the County’s Juvenile Justice Systems Collaborative and the City’s Public Intoxication Task force. Via my participation on these two bodies, I have voiced La Raza Roundtable’s frustrations, concerns and opinions relative to these two areas of interest and concern to our membership. scar Grant was out on New Year’s Eve parting and celebrating like many people. He most likely would have gone home afterwards and woken up to see his four-year-old daughter. Grant never made it home. BART officer Johannes Mehserle fatally shot him at the Fruitvale BART station in Oakland. Most people in the Bay Area know his story. In a couple of weeks, people throughout the Bay Area will once again be out parting and celebrating Cinco de Mayo. And once again, the police will be out in full force. While police officers will be out arresting people, a group of local citizens vows to be out on the streets of San Jose documenting any irregular activity conducted by the San Jose Police Department. “People should be able to go out and have fun on Cinco de Mayo and they should not be stopped by the police for no reason,” said Maria Razo of Silicon Valley De-Bug. “People want to feel safe around the police, not like they have
been, intimidated and victimized.” According to the San Jose Police Department Manual, L 2308: “Onlookers at the Scene of a Demonstration, Civil Disturbance or Other Incident; onlookers shall be permitted to observe and overhear conversations in detention or arrest situations in public areas when it is reasonable to do so. Onlookers may remain in the vicinity as long as the presence of these persons does not interfere with the officers’ duties or create a safety concern to the officer, person detained or onlooker.” The manuel continues: “onlookers have the right to record police incidents and do not have to surrender their recording devices to any officer except under the authority of a search warrant.” The members of Silicon Valley De-Bug hope to get as many people involved in this effort and have come up with some guidelines when cop watching. Be Safe: Don’t interfere with what the cops are doing and don’t talk back to the police. Walk away if the cops start to approach. Watch what you say when you are recording. No personal information and no assuming.
Be Complete: Fill out an Incident Report. The information on the incident report consists of the time and place, the police officers involved, victim information, witnesses, and a description of the incident. Finally, post the video on Youtube or similar sites for all to see. Organize: Get others involved with cop watching. Despite their intentions, Razo said that Sil-

un lado. “La situación está bastante complicada sin embargo no tengo miedo de salir adelante. Durante la semana hago trabajos en los jardínes, o tal vez limpio una casa”, dice la joven cantante. Basilia Corrales se sube a los escenarios y vestida con traje de charro comienza a interpretar los temas de José Alfredo Jiménez, Vicente Fernández y hasta temas de sus propias composiciones. Corrales interpreta los géneros como el mariachi, norteño,trío romántico,banda,trío huasteco y canta a caballo.

The first few years were spent on organizational issues and looking for ways to promote small business development in the community located about Story and King Road. At that time, this area was determined to be “blighted” and interest in business development became the focus of not only the City of San Jose’s Office of Economic Development but also of the focused program efforts of the San Jose Redevelopment Agency. An attempt to declare the area blighted was disputed because then the process of eminent domain would be applied by the San Jose Redevelopment Agency. Only the corner of the Tropicana Shopping Center was improved by the use of SJRDA funding. Under the 2003 chairmanship of Rich de la Rosa, owner of De la Rosa Imports, the membership continued to meet monthly at a local restaurant, Tacos al Carbon, to share their business expertise and interests. Many businessmen made, and continue to make, presentations during these meetings, transferring much information and know-how to the SRBA membership. Today 25 to 45 members attend these meetings which are now held at Emma Prusch Park. In 2003 the association initiated the Tamale Festival as its annual fundraiser. Rich de la Rosa with Sandra Escobar of the SJRDA, developed the corn cob icon which was used to promote the Tamale Festival which by June 2008 was attended by an estimated 45,000 persons. The icon resulted from a contest conducted by local schools. This festival featured the tamale as a distinctly Hispanic food recipe which dated back before the days of the Conquistadores. The monies raised in 2008 were sufficient to cover all expenses and leave a surplus (a profit) of about $16,000. According to Bob Schmid, SRBA’s current treasurer, additional funds are required to put on the Tamale Festival 2009. Efforts to obtain sponsors resulted in a funding shortfall, so the current SRBA Board decided to defer to the next Tamale Festival during June 2010. Many major sponsors were simply not able to commit to allocation of funding this year because of the current recession economy. It is a credit to the business acumen of the local small business operators and owners that they want to sponsor a festival that is supported in a fiscally prudent manner. Budget estimates and sponsorship monies simply did not reconcile, so the SRDA Board with Frank Chavez as its Chairperson reluctantly made a responsible and fiscally appropriate decision. The community needs to know

EXHIBIT A Evacuation & Transfer of Rights to Occupy the Premise at E. 87 San Fernando St., San Jose, California.
