WHO IS FIRST 5?

alifornia voters passed Proposition 10 in 1998, adding a 50-cent tax on tobacco products, forming First 5 to support health and education programs for expectant parents and children, ages 0 to 5. FIRST 5 pays health insurance premiums for young children, provides preschool education for children, and makes sure children visit the pediatrician and dentist. First 5 funding is based on local planning and decision-making specific to families’ needs in the county and not on state mandates. Over 60% of the children First 5 serves are Hispanic. WHAT IS PROP 1D? To address the state budget deficit, the state has placed a number of measures on the special election

ballot on May 19, 2009. Prop 1D reduces First 5’s revenue stream taking money away from hundreds of critical local health and education programs for young children in every county of California. WHAT WILL HAPPEN IF PROP 1D PASSES? If Prop 1D passes, 2.7 million children’s health and education services throughout California will be at risk. Prop 1D will cut funds for hundreds of community-based programs for children and families in every county of California, which may increase the need for additional tax dollars to be spent on needy families. WHAT WILL HAPPEN IF PROP 1D DOES NOT PASS?

he keynote speaker for the Latino Business Professionals, Silicon Valley and San Francisco, 2009 Scholarship Awards Banquet held at the Biltmore Hotel, Santa Clara, was Ms. Marcela Perez de Alonso, Executive Vice President, Human Resources Division, Hewlett-Packard Corporation. Her theme was “Diversity in the Workplace.” This phrase struck a chord with LBP since many Fortune 500 see the need for a diverse corporate culture. Perez de Alonso, born and raised in a village, Puntavera, Chile, began her professional development with her own education. She moved soon to a bigger town to become an employee for 15 years of Citi Bank. One personal message was that to advance in a career, one’s personal journey must include leaving one’s personal comfort zone in order to accept new professional challenges. She moved to Mexico, then to Miami, New York, back to Miami where she was responsible for the Human Resources department of a retail bank operation. Perez de Alonso attended Columbia University in New York City to learn from a special instructional program to become fiscally literate in finance and accounting. She acquired the skills of reading a profit/loss statement, a balance sheet, and the other financial summaries essential to executive vice presidents when preparing to monitor progress or plan for the future of their firm. She moved from a local bank to an international bank which is a move that required Marcela to have to learn English, the language of science, technology, business and our American government. Marcela had the drive to become the best, so imagine her feelings when she made her first presentation using the English language. “Becoming the best is not done alone,” she stated because during her journey, she had excellent mentors and other associates who were interested in helping her. Today, Marcela works for Hewlett-Packard, an international corporation with presence in 170 nations, each with its own culture

and language. HP has many business models and has exceeded $100 billion in revenues. Its 200,000 employees are its most important asset (human capital). Perez de Alonso has developed the ‘HP First” human resources instructional program which supports one having a career ladder within this firm. This program trains and internally engages those HP employees who desire more knowledge, need specific mentors, and are involved and committed to achievement win excellence. Her responsibilities include screening the 400,000 new applicants per year who want a job within the HP organization. HP is committed to internal training, motivation, and engagement of its employees. So it attracts the very best candidates for its positions. Today, Perez de Alonso is one of three women at the executive level at HP. Inclusive diversity permits different points of view to be expressed. For example, Marcela pointed out that women purchase more computers than men. Summarizing her salient points, she told those present that one needs to be very selective when applying for a position; one must have excellent mentors who provide different perspectives, opinions, and know-how from their experiences; One must continue to learn so as to expand the knowledge base being used such as fiscal literacy; and one needs to leave one’s comfort zone (friends, family, pleasant surroundings, etc) in order to expand the opportunities one faces. Good mentors offer good advice and are interested in your development and preparation for your future. It is not enough these days to work hard; one must acquire skills and knowledge in order to work smart. s Interim Executive Director of Services, Immigrant Rights and Education Network (SIREN), a leading immigrant rights organization in Santa Clara County, I express profound dismay and concern with respect to the disproportionate arrest and conviction of Latinos for so-called conduct crimes, as well as the San Jose Police Department DUI checkpoint policy of citing a high number of undocumented immigrants and taking their cars, when they have no other recourse but to drive. I am deeply concerned that the over-utilization of arrest and conviction of Latino immigrants for such discretionary conduct crimes as resisting arrest, public intoxication, and disturbing the peace, as well as citations leading to convictions for lack of a license are leading to a disturbing breakdown in families and dire immigration consequences that are not experienced at such levels in other areas of California. Specifically, the extraordinarily high number of misdemeanor convictions handed out to Latino immigrants has consequences both for legal and undocumented immigrants. For legal immigrants, receiving misdemeanor convictions can prevent eligibility for United States citizenship at a disproportionate rate in San Jose. For undocumented immigrants, the high conviction rate for conduct crimes and driving without a license can and undoubtedly will lead to a higher percentage of immigrants being denied legalization if an earned legalization is approved later this year. Congressional leaders and the Obama administration are in favor of a just and humane immigration reform in 2009. However, the policies of the San Jose City Council and the San Jose Police Department will lead to more Latino immigrants losing the opportunity for citizenship or lawful permanent residence than in other parts of the state and country due to its overzealous rate of arrest, citation, and conviction. The policies therefore undermine the possibility of family reunification, work authorization, a safety net, the right to legally drive, and voting for a disproportionate number of Latino immigrants. In addition to known disproportionate arrest of Latino immigrants for conduct crimes, in a recent sampling of five months of DUI stops four times more arrests were made for those driving without a license than those made for driving under the influence, the purported purpose of the “DUI” checkpoints. In the past year alone hundreds of immigrants had their cars impounded, causing not only the loss of hundreds of thousands of dollars to immigrants in San Jose, but also the loss of their mobility to get to work and for family chores. But the biggest loss may be yet to come-the inability to legalize their immigrant status. Δ

n April 30, Delphi Academy, Elan Espirit Preschool, Challenger and Rucker schools were forced to close down due to probable suspected cases of Swine Flu. “The illness is in the community,” said Dr. Fenstersheib, Health Officer for Santa Clara County. “We are working hard to find ways to contain it.” The schools were scheduled to reopen on May 11, but reopened on Wednesday because the Center for Disease Control announced that it is no longer recommending that schools close because of H1N1 (Swine Flu). The Public Health Department is asking the schools to take the following steps: Each morning, all parents and caregivers should assess all family members and especially school age children for flu symptoms. The school’s faculty should assess themselves for symptoms of flu. Students or faculty with flu-like illness should stay home. “The message is still the same,” Fenstersheib said. “If you are sick, stay at home and cover your mouth when you sneeze.” Healthy people with no flu like symptoms

and not in need of medical care should stay away from medical offices, clinics and hospitals. Masks are recommended to those that have flu like symptoms such as coughing and sneezing. It is important that everyone takes common sense precautions like covering your cough, washing your hands and keeping common areas clean. As of May 5th, Santa Clara County had seven confirmed cases of H1N1 influenza virus (swine flu). An additional ten cases have been identified as “probable” in Santa Clara County. Yesterday, the Center for Disease Control reported that nationwide, 99 percent of probable cases are ending up confirmed. “We do not feel that this issue is being blown out of proportion,” Fenstersheib said. “I rather say we did more than enough than not having done enough.” For additional information including Home Care Guide instructions and checklists for preparing for an influenza emergency, visit the Santa Clara County Public Health Department website at www.sccphd.org. n April 20th Luis Suruy (22) was sleeping in his apartment. Around 10 am a total of seven police officers violently entered his apartment located at Senter Road and Sebastian Way in San Jose . No search warrant was provided. This young man from Guatemala was abruptly awakened by the officers who used their taser weapons several times on him. Suruy received electric shocks and was trying to defend himself when an officer hit him in the face resulting in unconsciousness. Why was he taken to Gilroy? Suruy was taken to Saint Louise Regional Hospital in Gilroy where he stayed no more than an hour. He was released from that medical center with a report indicating that he was tazed. EO photographed the marks that are still visible on his chest. “I felt strong shocks four times,” said the day worker from San Jose. He explained that he was handcuffed again and taken to the Santa Clara County Correctional Center on Hedding St. in San Jose. “An officer who spoke Spanish apologized and told me they made a mistake. I had two options: 1) Talk to the officer or 2) speak to an attorney. I decided I would speak with an attorney.” EO received a copy of the citation which states he is charged with resisting arrest (148 rc) and assault on a peace officer (241pc).

He is scheduled to appear in court on June 4th. Suruy revealed that officers were looking for a man who had a tattoo on his right arm, something that he did not have. Since that day Suruy has been having trouble sleeping, he feels pain in his chest, and he now gets tired quickly. Unfortunately he cannot find legal help to represent him and his case. “What happened here? We demand an explanation. They violated his rights as a resident!” said Aaron Resendez during the protest

l pasado 20 de abril Luis Suruy (22) dormía en su departamento cuando cerca de las 10 de la mañana un total de siete efectivos policiales ingresaron violentamente a su domicilio ubicado entre la Sender Rd. y la calle Sebastian Way en la ciudad de San José. El joven natural de Guatemala fue levantado bruscamente por los oficiales quienes hicieron uso de sus armas taser. El joven recibió descargas eléctricas y trató de defenderse, a los pocos minutos un oficial le pegó en el rostro dejándolo inconsciente. Suruy recuerda que fue trasladado al Hospital Regional Saint Louise de Gilroy. Según él,no permaneció más de una hora, minutos después le dieron de alta. El informe del hospital que EO obtuvo indica que el joven recibió descargas eléctricas de armas taser. EO ha fotografiado las marcas que aún son visibles a la altura de su pecho. “Sentí cuatro veces fuertes descargas eléctricas que me inmovilizaron”, dijo el joven de San José. Él explica que fue esposado e ingresado nuevamente a la patrulla y fue llevado al Centro Correccional del Condado de Santa Clara. “Un oficial que hablaba español se disculpó y me dijo que cometieron un error y que tenía dos

salidas. Hablar con el oficial o hablar con un licenciado, yo opté por hablar con un licenciado y recibí este documento”, explica el joven que trabaja como jornalero. El documento es una citación a la corte para el próximo 4 de junio y Suruy tendrá que enfrentar en la corte dos cargos: Resistencia al arresto (148 rc) y Asalto a un oficial de la policía (241pc). Suruy presume que lo confundieron, los oficiales buscaban a un hombre que tenía un tatuaje en el brazo derecho. Algo que el joven no tenía. Desde aquel día Suruy tiene problemas para dormir, siente dolores en el pecho y se cansa rápidamente al caminar. Desgraciadamente no ha encontrado ayuda legal para su caso. “¿Qué es esto?, exigimos una explicación! Se están violando las leyes de un ser humano!”, dijo Aarón Resendez durante la protesta organizada en contra de la policía por la coalición ¡Basta! el pasado 5 de mayo. “El cambio comienza en la calle y no adentro en el conclilio. Ésta es la manera de cambiar las cosas en San José”, dijo Raj Jayadev de Silicon Valley De Bug. El Observador está contactando al Jefe de la Policía, Rob Davis para iniciar las investigaciones. an Jose Mayor Chuck Reed’s Green Vision promises to bring San Jose a cleaner environment and 25,000 new “Clean Tech” jobs. “We are hoping to create these jobs by attracting “Clean Tech” companies to San Jose,” said Ben Yurman-Glaser, policy analyst for Mayor Reed. “We hope to reach our goal of 25,000 jobs by 2022. We all ready have between two to three thousand “Clean Tech” jobs in San Jose.” These jobs include solar and building parts for electric vehicles. “These jobs are for electricians and engineers,” Yurman-Glaser said. “We are also focusing on creating jobs at all skill levels.” “Clean Tech” jobs will require potential employees to learn new skills. “Training for these jobs will be provided by the companies that are involved with this project,” Yurman-Glaser said. “There will also be training provided at local community colleges.” Yurman-Glaser added that anyone interested should become more informed by contacting their local community colleges or by visiting the “Clean Tech” companies Web site. These companies include: SunPower, Nanosolar and Bloom Energy. Some local organizations will even help by providing funds for those who are interested in these jobs.

“One of these organizations is Work2Future, which works with disadvantage youth and trains them to do these jobs,” Yurman-Glaser said. The people who receive and complete this training will receive certificates. Aside from creating 25,000 Clean Tech jobs, the Green Vision’s 15-year goals are to reduce per capita energy use by 50 percent, receive 100 percent of our electrical power from clean renewable sources, build or retrofit 50 million square feet of green buildings, divert 100 percent of waste from our landfill and convert waste to energy, and to recycle or beneficially reuse 100 percent of our wastewater. “The goals of the Green Vision are realistic but we need everyone’s participation,” Yurman-Glaser said. Yurman-Glaser added that there are many ways and programs for San Jose’s residents to save energy, money and the environment. “One of the things they can do is install solar panels,” Yurman-Glaser said. “Solar energy is a new technology that will save money and waste less energy.” However, not everyone can afford solar panels. That is why the Mayor Reed created the Solar Challenge. “Any resident or business who installs solar panels will be able to sign up for a leasing program with the solar companies, which will make it much easier for them to afford the solar panels,” YurmanGlaser said. y de la Herencia Mexicana 2009. La leyenda Santana será parte del programa de esta celebración que se iniciará el próximo 24 de septiembre y compartirá escenario con los Lobos y Linda Ronstadt quienes juntos rendirán tribu to al líder sindical César Chávez. La presencia de Santana en un festival de

mariachi ha levantado una gran expectativa debido a la diferencias de estilos. Al respecto Santana dijo: “Lo hago porque puedo, porque tengo una admiración profunda a la ciudad de San José. Yo llegué en 1962 y los sonidos del mariachi, rock’n’ roll, cubano estuvieron inmersos en mi. Absorbí todo eso”, explica el recientemente homenajeado en los premios Billboard. Honrando a héroes de la herencia mexicana “César Chávez y Dolores Huertas son nuestros héroes. Es momento de reconocer la contribución de la comunidad latina, de los inmigrantes en los Estados Unidos”, dijo Carlos Santana. Este año el Festival del Maria chi en San José y de la Herencia Mexicana 2009 tiene programado un tributo al líder de sindical César Chávez para el domingo 27 de septiembre en las instalaciones del Coliseo HP Pavilion. El legado de César Chávez sigue estremeciendo a todos los niveles, inspira a los trabajadores, activistas y también a los artistas. Su popular frase “Si se puede” ha sido llevada por muchas voces de todas las razas, generaciones, y medios de vida incluyendo a los artistas tan influyentes como Santana. El Festival del Mariachi de San José y de la Herencia Mexicana 2009 se iniciará con talleres educativos. También se ha contemplado un tributo al cine mexicano de la era de oro. El tradicional Festival del Mariachi el 27 de septiembre tendrá lugar en la plaza César Chávez. Joan Baez Una de las grandes atracciones para este festival será la presentación de Joan Baez. Ella es una espectacular vocalista y activista que ha hecho uso de la música para lograr el cambio social. Hace 40 años ella estuvo apoyando la lucha de César Chávez. Ella se presenta el viernes 25 de septiembre en el San Jose Center for the Performing Arts. A Santana le encantaría cantar con Linda Ronstadt y Baez. “Nos hubiera gustado tocar los tres juntos el tema “The Night They Drove Old Dixie Down”. ¿Fue la epidemia presagiada?

ran asombro ha ocasionado el surgimiento de la fiebre porcina o fiebre H1N1, Este tipo de pandemias han sido motivo de presagio desde los libros del Apocalipsis de San Juan, hasta en los archivos de las predicciones de Edgar Cayce. Según las profecías, estas epidemias han de aparecer antes del gran cambio de era, o sea antes del 2012. Algunas personas opinan que esa fecha marca el fin del mundo pero no es así, si llegara a existir un fin, solamente el Creador sabe su fecha. Entre 1917 y 1918 una terrible epidemia acabó con la vida de millares de personas en España. Lo que se conoció como la “fiebre española”. Y qué hablar de la terrible “peste negra” que arrasó en

Europa en el siglo XIV. En aquella época la gente creyó que vivía el Armagedón, porque la tercera parte de la población pereció. Aunque todos debemos ser precavidos y estar atentos, no debemos de fanatizarnos ni alarmaros en demasía. Este tipo de pandemias tienden a durar entre 9 y 13 meses. En los primeros tres meses se observan numerosos casos, a las pocas semanas los casos son tratados y se cree que todo estará bajo control; sin embargo, los brotes pueden surgir en un número mayor pasados los primeros cinco meses desde que inició la pandemia. También es probable que sea hasta el décimo o duodécimo mes cuando logre controlar perennemente la enfermedad. Curiosamente en las profecías Mayas se habla de siete plagas o enfermedades que aparecen cuando un ciclo de dos mil años acaba. Algo parecido a las siete plagas que relata la Biblia cuando Moisés libera a los hebreos de Egipto.Δ
