Prevención del Abuso Infantil Marisol Muñoz-Kiehne, Ph.D. bril es el Mes Nacional de la Prevención del Abuso Infantil, y este es un asunto que nos incumbe a todos. A todos nos alarman las noticias sobre depredadores sexuales y los casos de abuso sexual intrafamiliar. Recientemente participé en un programa al respecto "Hablando D con Olga Tañón" (http://ismio.com/live/2010/03/05/hablemos-d-hijos-e-hijas-violados-en-el-hogar/). Los niños también sufren por descuido/negligencia, o por abuso físico o emocional/verbal. Queremos proteger a nuestros niños y queremos que nadie los lastime, mas a veces lastimamos a quienes más queremos. Y queremos enseñar a nuestros niños a protegerse. El asunto del abuso infantil es delicado, difícil, y doloroso, pero muy importante. Muchos de nuestros niños son víctimas de abuso infantil, el cual afecta a todo grupo social, y cuyos efectos dañinos tienden a ser duraderos. De hecho, los estudios señalan que más de la mitad de los niños que crecen en ambientes violentos desarrollan trastornos emocionales. Muchos niños maltratados se convierten en víctimas o agresores. Y, a menos que interrumpamos el ciclo, el abuso infantil será pasado de generación en generación, pues consta de comportamientos aprendidos. Si bien existen tratamientos para ayudar a sanar las heridas causadas por el abuso infantil, son preferibles la prevención y/o la intervención temprana. Ofrecemos las siguientes guías para prevenir situaciones de abuso y para enseñar a nuestros niños a protegerse y a pedir ayuda. Supervisión: * ¡Ojos abiertos! FRIENDLY RELATIONSHIPS REQUIRED By Hilbert Morales - El Observador It was obvious to the group meeting at National Hispanic University (NHU) a few days ago, that the context emphasis used by a national organization's representative could be improved. A need for local sources of volunteers and local marketing acumen was communicated. The Hispanic College Fund (HCF), based in Washington, D.C., was proposing to have a Hispanic Youth Leadership Institute at Santa Clara University Campus this coming summer (July 28-31, 2010). The purpose is to expose pre-selected local Latino youth to three nights of college dorm life coupled with four days of college academic orientation. The cost per youth would be $1,000, which would be made available as a scholarship to 250 pre-selected youth. Ordinary mathematics can be used to assemble a budget: $250,000 in scholarships, honoraria for the selected speakers, hotel and travel expenses, plus promotional costs; plus the lease for the use of dorms, catering and meeting facilities at Santa Clara University. An estimated preliminary budget of $550,000 can be assembled for this proposed first time Hispanic Youth Leadership Institute. The HCF representative had approached Dr. David Lopez, President, NHU, for assistance. Dr. Lopez, as host, was both interested and cooperative as an educator who is very concerned about the need to motivate and engage Hispanic youth. However, NHU, as an institution, has not fully developed relationships with local community based organizations, their volunteers and culturally competent promotional expertise. A local retired educator, David Castro, Ed.D., became concerned since for the past 24 years, for the past 24 years, the Hispanic Development Corporation (HDC) has conducted its Portraits of Success fundraiser every September linked with its Hispanic Youth Leadership Conferences (HYLC) and its mini-conferences, which introduced local Latino high school students to the elements of leadership and academic accomplishment. These elements include stewardship, communication skills, cultural sensitivities, a vision of desired future outcomes, and dealing with the lack of enabling information. Upon hearing Dr. Castro's version, it was obvious to many present at the HDC board meeting last Saturday morning that a friendly attitude and composure was needed and would be mutually beneficial. Without a doubt, this proposed Youth Leadership Institute collaboratively supported by HCF, NHU, HDC and local school districts is needed. This collective effort to schedule, promote, and put it on needs to be done in a manner that lets local community based organizations provide needed services and vol-

unteers in keeping with the need to inform our local youth. However, a responsible business organizational perspective must be assembled and applied which permits local, regional, and national interests and resources to be used effectively. Each local community group must be respected, valued, and receive reimbursements from HCF for the services and expertise provided. For example, NHU needs to receive some support for the efforts headed by Dr. David Lopez. HDC also needs to be rewarded for its efforts and services. El Observador Foundation, Inc. needs to be included for its staff's creative promotional efforts, which include using the proper communications, directed to the community, parents, and their school age children. This includes the balanced use of print media, regional community radio, TV and effective messages, which target the Hispanic youth on the Internet (twitter, linkedin, facebook, blogs, email blasts, etc.). None of these efforts can be provided at no cost because HCF, as a national enterprise, needs to understand that our local community based organizations have a need for supportive funding. We understand HCF funding is provided by corporate contributions whose profits are derived from the sales of goods and services to our community's consumers. Both want recognition as good corporate citizens. It is money being recycled back to its consumer sources. Money is the license to perform...to keep on keeping on at all levels...local, regional, and national. We all need enough to cover our expenses so none feels exploited. The sense of being exploited results in each clutching to what little each has now without the opportunity for collaborative synergy. To minimize the feeling of exploitation all need to know their core values, usual and customary expenses. Full communication with trust, integrity, and transparency is required. Full communication informing all about the proposed objective is required. In addition, a question needs to be posed; 'Is something similar to this already being done locally?' This would engage and involve all stakeholders of local efforts. Friendship involves coming together in an intentional manner, which bonds us all towards becoming a diverse inclusive community in a synergistic effort that enables our best and brightest students. Dave Castro stated, "For clarification, I do not dispute any organization whether it be local, state or national that is attempting to benefit our community's youth. The concern I have is we need to facilitate the goals and objectives of each organization to better facilitate the outcomes in our community." Friendly relationships are required.Δ

need to keep pressure on Obama's administration to end the ICE raids." Juarez believes that if Obama does not act now on ending the raids, his bid for re-election will be damaged. "This is a big issue for Obama and if he does not deliver he will lose much of the Latino vote in the next election." Community action is one way to pressure Obama's Administration to keep its promise on immigration reform, according to Juarez. "If people organize we can get what we want including immigration reform," Juarez said. "But we have to keep at it. We cannot give up." The SEIU believes that America deserves a professional and well-managed immigration enforcement agency that sticks to its basic mission of punishing criminals and the most abusive employers. Department of Homeland Security and Immigration and Customs Enforcement (ICE) must be able to distinguish between bad-actoremployers and those who are presently caught up or trapped in a broken system. They focus scarce resources on the bad actors that intentionally take advantage of our dysfunctional immigration system to exploit workers and push down wages for everyone. SEIU also believes that over the long-term, the only real solution to our broken system is comprehensive immigration reform. As the

resident Obama was supposed to make life easier for immigrants. But according to several community leaders, that is just not the case. Some even say that immigrants are worst off under the Obama Administration than the Bush Administration. On Friday, April 9, the Service Employees International Union (SEIU) janitors joined hundreds of workers and activists statewide and nationwide outside of the Homeland Security office in San Jose to protest recent outrageous immigration enforcement actions and to call on the agency to get its house in order. One such activist was janitor Ariel Andon. "It is an injustice to see these families separated," Andon said. "The immigrants are only here to have better lives and to live the American Dream." Members of Services Immigrants Rights Education Network (SIREN) joined SEIU at the protest. "President Obama has not been committed to his promise of comprehensive immigration reform," said Cesar Juarez, Organizing Director, SIREN. "ICE has a quota to meet and they have been deporting mothers and students now more then they did under the Bush Administration. We

Education Updating the Calabazas Branch Library

n Saturday, April 10, west San Jose residents attended a groundbreaking event to mark the expansion of the Calabazas Branch Library. The library is one step closer to joining the list of completed projects in less than two years. "We're going to see action today. We're going to see the start of a project that is going to be incredible," said Councilmember Pete Constant. "A library that is 50 percent bigger." Over 15 libraries have been updated since the new foundation branch library measure passed in November 2000. The bond has provided the $212 million over ten years dedicated to updating the public libraries in all of San Jose. The building design by Krong Design,

Inc. will accommodate everybody's needs. There will be an Internet cafe, tech center, and community living room with a fireplace, teen room, group study area and a community room for 68 people. "We need to make sure that our basic city services are preserved and its things like the libraries," said Constant. The library hasn't seen major construction since it was first built in 1966, but the building size will nearly double after completion. Along with the new space, there will be more books, videos, CDs, magazines and other material available. There will also be more parking spaces. Attendees of the celebration decorated dream rocks with hopes for the new library. The rocks will then become part of the library's foundation. Î&#x201D;

City officials joined library board members and a fundraising team on the groundbreaking event towards a new library to be completed in 2011.

The Future of San Jose Streetlights By Cinthia Rodriguez El Observador

he department of transportation for the City of San Jose hosted a community meeting to answer questions and collect opinions concerning new streetlights for the city at the Roosevelt Community Center on Wednesday, April 7, 2010. Prior to the meeting, there were two streetlight demonstration nights in early March of this year on Hellyer Road, between Piercy Road and Tenant Avenue. The lights are on loan to the city and will be removed by April 15. Approximately 150 residents participated in the demos and over 60 people showed up to the meeting to discuss the findings. "It was an unbelievably successful demonstration as far as the community showing up for it," said Nancy Clanton, President of Clanton & Associates, Lighting Design and Engineering. The demonstration nights allowed for different colors of lights to be tested and most importantly, it tested the difference in detection distance. The Virginia Tech Transportation Institute was present during the demos and helped collect data. "When we adopted the streetlight policy in late 2008, it was intended to help us achieve that goal, the zero emission streetlight goal," said Laura Stuchinsky, Sustainability Officer, Dept. of Transportation, San Jose. The demonstrations will provide the information needed to

allow the city to provide the proper lighting, while fulfilling the city's "Green Vision," by year 2022. The city made a commitment to convert all of its 62,000 streetlights to be powered entirely by renewable energy, as one way to reduce its carbon footprint. The strategy applied during the demonstrations will consider highly efficient lights, the dimming ability it offers, direction and whether it can be metered. The test areas featured different light emitting diodes (LEDs) with various color temperatures and altered wattage levels. More people agreed that white light was more comfortable compared to orange. There was also a preference towards warmer looking white light. The department of transportation is prepared to replace 1,500 streetlights with money from the American Recovery and Reinvestment Act of 2009, signed by President Barack Obama, while it waits for additional funding. The locations are still being evaluated. There will be another community meeting on June 21 at City Hall. The final recommendations for a new lighting system will then be presented to the City Council on August 17. Además de sus otras contribuciones Whitman y otros candidatos de poder son conocidos por cuánto se tiene en el bolsillo. "Tenemos problemas debido a la máquina del dinero. Solo vemos gente rica postulandose a cargos públicos. Todos tenemos el derecho de hacerlo. Las elecciones deben ser ganadas y no compradas", dijo el Asambleísta Jim Beall durante la presentación de la Proposición 15 en la Iglesia Unitaria de San José. Cuando alguien se postula para un cargo político la primera pregunta que surge es ¿tendrá dinero? No importa si la persona tiene vocación para ser político o si reune las cualidades para ayudar a su comunidad lo que importa es el billete. La Proposición 15 surge en respuesta a estas incomodidades donde los candidatos políticos se pasan la mayor parte del tiempo recaudando dinero en lugar de buscar soluciones a los problemas. Esta proposición aparece en las elecciones del 8 de junio y es una oportunidad para que los votantes tomen una importante decisión. La Proposición 15, también conocida como la Ley de Equidad de Elecciones de California, establecerá un programa piloto voluntario para proporcionar financiación pública limitada para la Secretaría de Estado en las elecciones de los

candidatos del 2014 y 2018. n Tuesday, April 13, the San Jose City Council appointed LaDoris Hazzard Cordell as Independent Police Auditor (IPA). Cordell is a former superior and municipal court judge and recently retired from her role as Vice Provost and Special Counselor to the President for Campus Relations at Stanford University. She also served on the Palo Alto City Council from 2004 to 2008. "She brings a wealth of experience, talent and expertise to this job," said Mayor Chuck Reed. "She brings a lot of energy and we're all looking forward to working with her." Under San Jose's City Charter, the Independent Police Au-

ditor is appointed by the City Council. The IPA is in charge of reviewing San Jose Police Department investigations of complaints against police officers to determine if the investigation was complete. The IPA can also make recommendations regarding Police Department policies and procedures based on their reviews, conducting public outreach and assist the community. "I am very pleased to have been given this opportunity to come back to the City of San Jose and to work with some wonderful people in the auditors office and also to work with law enforcement and also city council, and the members of the community," said Cordell. Cordell wants to continue doing things that are being done in the office, but considers pushing the limits a little more by being innovative. She wants to

see an end to such a separated community when it comes to people who strongly support the police department and those who are against it. As IPA, Cordell wants to include mediation in resolving complaints that come from civilians about law enforcement and intends to be out there in the community. She wants people to know that concerns are being heard and intends to work collaboratively with all stakeholders. Stakeholders being city council, law enforcement, people who live and work in the city of San Jose and those in the auditor's office. "It is my determination to work as effectively, make the office work as effectively as possible within the existing structure," said Cordell. The City Council is very happy to announce her appoint-

CDPH Issues Administrative Penalties to Seven Hospitals SACRAMENTO he California Department of Public Health (CDPH) announced today that seven California hospitals have been assessed administrative penalties after a determination that the facilities' noncompliance with licensing requirements has caused, or was likely to cause, serious injury or death to patients. "Ensuring quality patient care is vital to protecting and

promoting the health of all Californians," said Dr. Mark Horton, director of CDPH. "We will continue to work with California hospitals to attain our shared goal of excellence in patient care." The hospital failed to implement its established policies and procedures for the safe and effective administration of medication. This is the first administrative penalty issued to this hospital. The penalty is assessed at $25,000. The administrative penalties were issued under authority granted by Health and Safety Code section 1280.1. Incidents that occurred in 2008 carry a fine of $25,000. Incidents that occurred in 2009 carry a fine of $50,000 for the first violation, $75,000 for the second, and

$100,000 for the third or subsequent violation at the same hospital. Penalties issued prior to 2009 are not counted in this total. The difference in fine amounts is a result of new law that took effect January 1, 2009. Governor Arnold Schwarzenegger signed legislation (Senate Bill 541 by Senator Elaine Alquist) to more than double administrative penalties for violations or deficiencies constituting an immediate jeopardy to the health and safety of patients. Hospitals are required to implement a plan of correction to prevent future incidents. Hospitals can appeal an administrative penalty by requesting a hearing within 10 calendar days of notification. If a hearing is requested, the penalties are to be paid if upheld following appeal. All hospitals in California are required to be in compliance with applicable state and federal laws and regulations governing general acute care hospitals. The hospitals are required to comply with these standards to ensure quality of care.Î&#x201D;

tudent Advocates for Higher Education from San Jose State University hosted a fundraiser on April 10, at South First St. Billiards. Several bands provided live music. One of them was “La Piedra,” from San Jose. Band members Raul, Ivan, Francisco and Humberto were brought together by faith as explained in an interview conducted by El Observador. Below is part of the interview in both English and Spanish. Q: Como se formo la banda? A: Raul: Somos La Piedra y basicamente los cuatro somos de una Iglesia, Santa Maria Goretti. Ahi cada uno estaba en diferent coro y cada ano tenemos un festival. Un dia le dije al baterista, Humberto, que porque no tocamos una cancion en el festival para que estemos un poco mas activos y dijo okay. El dia que ivamos a practicar se nos pego otro muchacho. We headed out to practice and he asked if he can borrow the guitar, everybody's jaw dropped because he was playing his own music, and that's Francisco, our lead singer. We had a band member that brought in another guy that had never played bass before in his life, he would play the drums but he wanted to try something else and he started playing bass and that guy is Ivan. Humberto and Francisco suggested we make this into an official band, practice everyday and everything, make our own songs, play at gigs and stuff. That's how La Piedra was made. Q: Que los inspira? A: Francisco: Lo que nos inspira es la passion por la musica que sentimos todos los com-

paneros de la banda. Nos inspira la nesesitad, nos inspira la vida y todo lo que esta alrededor; nos inspira nuestros padres, nuestros hermanos, el pueblo, y todo el publico. Ángeles: Mensajeros de Dios Por Mario Jiménez Castillo El Observador n las últimas décadas se ha popularizado el tema de los ángeles guardianes, según la teología, todos tenemos un angel guardián que nos guía, orienta y protege del peligro. Los ángeles son seres de luz. La palabra ángel proviene del griego "angelos" que significa mensajero. Se cree que los ángeles se originaron el segundo día de la creación y sus milagrosas apariciones y anécdotas se ven trazadas en un sinfín de pasajes de la historia, asimismo en los relatos bíblicos. Existen infinidad de ángeles que teológicamente han sido ordenados en una gran jerarquía. Jerarquía de los Ángeles Serafines: su función es cantar y alabar a Dios. Se les describe como luz y pensamientos puros Querubines: Se encargan de proteger el árbol de la vida eterna y poseen todo el conocimiento universal. History San JosĂŠ Opens Exhibition on May 6

an Jose, Calif. - A new exhibition saluting the city parks, â&#x20AC;&#x153;Explore San JosĂŠ Parksâ&#x20AC;? - open to the public since 1850, will open at the Gallery at the Pacific Hotel in History Park on May 6. San JosĂŠ has a long history of providing open space to the public. When California gained statehood in 1850, San JosĂŠ began planning for and setting aside several public squares including St. James, Washington, and Market Plaza. Today, San JosĂŠ boasts more 175 parks with 3,770 acres of land. "Designating land for public use was unusual for a city of San JosĂŠ's size in 1850. This exhibit will examine the different types and uses of parks for the last 160 years," said Melissa Johnson, Curator of Interactive Media and the Curator of Explore San JosĂŠ Parks. The exhibit will begin with History San

JosĂŠ's home, Kelley Park. Formerly Judge Lawrence Archer's park-like estate, the 156acre Kelley Park, is now home to History Park, the Japanese Friendship Garden, and Happy Hollow Park & Zoo. Then the exhibit will feature neighborhood playgrounds and soccer fields, historic parks, recreation trails, gardens, and agricultural parks. With more than 175 parks in the City of San JosĂŠ, they will not all be able to be included in the exhibit, added Johnson. "We are asking for people to submit photos of their favorite park, and why it is their favorite." Alcohol Awareness Month

pril is National Alcohol Awareness Month, situated squarely between spring break partying and the upcoming prom and graduation season. According to the National Survey on Drug Use and Health (NSDUH), youth binge and heavy drinking rates were 8.8 and 2.0 percent, respectively. Roughly 1,700 college students between the ages of 18 and 24 die each year from alcohol-related unintentional injuries, including motor vehicle crashes. Narconon has drug prevention and education programs for students in grade school through college and even for the workplace. Narconon presenters speak to more than

500,000 young people per year internationally. There are also drug education videos available, one of which focuses on alcohol and the media that are viewed by millions more people each year in the U.S. and abroad. The Narconon drug education curriculum was studied and the results published in the peer-reviewed journal Substance Abuse Treatment, Prevention and Policy in 2008. The study showed that there were significant reductions measured for alcohol, particularly reducing heavy drinking. Sports San Jose Falls Short in Season Opener By Osvaldo Castillo El Observador

he San Jose Giants held their season opener on April 12 at Municipal Stadium against the Visalia Rawhide. Giants starting pitcher Kyle Nicholson, got off to a rough start and the Visalia Rawhide jumped out to an eight-run lead after three innings leaving many in the crowd silence. The Rawhide jumped out to the early advantage with three runs in the second inning against Nicholson and then five more tallies in the third. Four consecutive singles to start the top of the second produced the first two runs of the contest. Two batters later, a fielder's choice groundout plated the third run. That was until Brandon Belt (3-for-4, HR, 2 RBI, SB) hit a solo homer to deep left center field in the bottom of the fourth inning. San Jose added a second run in the fourth inning when Charlie Culberson doubled to the fence in left field with two outs and scored when the next batter, Fairley, singled to left. The Giants continued to cut into the Visalia lead in the bottom of the sixth inning as Belt singled with one out before Culberson doubled to put runners on second and third. In the bottom of the eighth, Ryan Lormand led off with an infield single before advancing to second on a passed ball. However, Peguero followed by grounding out and Monell lined into a double play back to the pitcher's mound to end the threat. In the ninth, Belt drew a oneout walk, but reliever T.J. Hose retired the next two batters to earn the save and preserve the 9-
