Cuatro años después bajo la administración de un presidente demócrata el asunto sigue igual. No hay reforma, continúan las deportaciones y millones de indo cumentados siguen bajo la sombra. "Si no presionamos no vamos a tener reforma. pring is here, the birds are singing and our allergies are kicking in again. For most of you, that means that the summer break is almost here and your children will be out of school and off playing with their friends. However for elected officials such as myself, the beginning of summer is the time that we have to make the difficult decisions needed to balance the budget. Here at Santa Clara County, we are facing at a minimum, $250 million in cuts. But that is not all that scares me. In addition, millions of dollars in cuts that our schools, the future of our children, are facing. Last year when I took a group of over 100 local residents up to Sacramento to lobby for school funding, the worry was that sports, art and music programs, and other enrichment programs would be cut to save money. However this year, the situation has become even more dire. As the State is trying to balance its budget, the school districts are sending out layoff notices and proposals are coming out to increase class sizes. I am already hearing from our local schools that many are being forced to increase their class sizes to 30 students or more! As a former school board trustee, I know first hand how important it is to maintain appropriate class sizes so that our wonderful teachers can ensure that all students receive quality education. With that in mind, I would like to invite you to participate in this year's 8th Annual Sacramento Bus Trip, cosponsored by the Silicon Valley Education Foundation and join me in personally speaking with our state legislators to remind them how important it is to maintain school funding for our children's future. If your child is in a public school, if you work in a public school, or even just know a parent or child in the public school system, I urge you to make your voice heard in Sacramento. Last year we were joined by over 100 people, including 10 youth from the East Side Union High School District. Their heartfelt pleas to protect our schools from the devastating cuts were painful to listen to but very important because it gave the state legislators direct and personal insight into our needs locally in Santa Clara County. This year's trip will take place on Monday, May 17th, and as in years past, there is no cost to participate. We will board the bus at 6:00 am from a
location in San Jose and once we arrive in Sacramento, we'll take over a committee room in the State Capitol Building for a series of intense discussions with Assembly Members and Senators. Lunch will be provided FREE and attendees will be fully briefed on the topics for the day. As an added encouragement, we will be offering a "participating organization" status to any community group that pledges to send five or more members on the bus trip. Participating organizations will be featured on all trip literature and in our correspondence to the legislators. Furthermore, this year, we are adding a whole new dimension by hosting a pre-bus trip Educational Summit to discuss issues related to state budgeting for education and the impact that funding cuts have had on our schools. This summit is for both those of you who will be taking the bus to Sacramento and also for those who cannot make it on the bus, but would still like to make your voice heard by creating a foundation for our discussions in Sacramento. This summit will take place May 13th from 6:00 to 8:00 pm in the Isaac Newton Senter Auditorium at the County Government Center and I hope you will consider attending. I truly believe that we must ensure that our schools provide our children the best possible education so that they can grow up to be our future leaders. FIX FEDERAL IMMIGRATION SYSTEM NOW By Hilbert Morales - El Observador
I
n the wake of no federal comprehensive immigration legislation, states such as Arizona are opting to pass their own laws dealing with illegal immigrants. The most recent example is the SB1070 legislation passed by Arizona’s State House of Representatives. Fortunately, this measure must first be considered by Arizona’s State Senate before it can go to Governor Jan Brewer for signature into law or receive her veto. There are many issues connected with this sort of state legislation comparable to Proposition 187 promoted by California’s Governor Pete Wilson. The first and foremost issue is that immigration legislation is the rightful jurisdiction of Congress according to our constitution. The Obama Administration and Congress must take immediate steps to begin to deal with the crafting of federal legislation concerning a comprehensive approach of all immigration issues. More than 13 million ‘undocumented’ individuals now reside in America and have done so for many years because the current system of immigration laws and regulations simply is not a system that is effective and reasonable. These immigrants all have social and economic impact. They pay their taxes and are productive residents. Congressman Mike Honda said, ”Our immigration system is simply broken very badly and does not work at all” to a group in San Jose some months ago. Arizona’s SB 1070 requires the local law enforcement officers to question anyone who looks like an ‘undocumented immigrant’ to determine their current legal residency status. Can you imagine the potential for abuse? This mandate is unfunded and raises much anxiety about diverting legitimate police law enforcement from public safety issues. These sort of activities were rampant in Nazi Germany regime which systematically sought out Jews for assignment to labor camps or extermination centers. What is being asked of local law enforcement is simply wrong from every perspective one may apply: Constitutional, moral, ethical, and religious. These sorts of laws erode the American ideal that every resident has a right to privacy and to the right not to self-incriminate. If law enforcement officers try to use ‘racial profiling,’ then it will increase the number of successful law suits by legal residents who have

been wrongfully categorized and questioned. It will drive the targeted Latinos towards the Democratic Party which may help the Democratic party to gain ascendancy in Arizona which is currently a state dominated by conservative Republican elected officials. There are many costs being incurred by the current state of immigration law and regulation. The impact on domestic economic activity is negative. Wherever immigrants have been removed by ICE, a negative economic result has occurred. The creation of an second class resident status which can be exploited by a variety of business interests; the existence of a group that can be blamed for the failings of our own economy; and the lack of public safety and security are all factors in the present impetus to do something. The gravest issue is the distraction of legislators from facing and resolving the substantial body of economic (budget deficits, enhancing business and job creation), social, and education issues. The current state of federal immigration law results in much waste of current law enforcement resources. When has the use of ‘scape-goats’ been moral, ethical, and religiously acceptable? Simple acceptance, friendship and hospitality are better approaches to resolution of the many immigration issues. Resolution requires transparent communication delivered with integrity and good faith. Confrontational approaches only lead to driving the ‘illegal immigrant’ deeper into the shadows of our society where criminal abuse and exploitation is facilitated. President Obama and the Congress must face their responsibility by expediting the establishment of an equitable comprehensive immigration system which facilitates becoming citizens or provides for the legalization of residency despite current ‘illegal standing.’ If that were to happen soon, advocacy organizations such as SIREN, Immigration Policy Center, America’s Voice, and many other advocacy groups would be able to divert their current resources towards efforts which maximize public safety, our economy, and human dignity. The federal level must approach immigration issues and get it right in terms of moral, ethical, and religious ideals for the sake of taking a step towards inclusive diversity in our nation. Fix the federal immigration system now.

SJMA To Offer Free Community Day SAN JOSE, California

he San Jose Museum of Art will offer a free community day on Mother's Day, Sunday, May 9, 2010, from 11 a.m. to 5 p.m. The program will include handson art projects, immersive in-gallery experiences,
live jazz music, and more. Docents will be on hand to provide impromptu, family-friendly tours of the galleries. Admission is free. Art-making activities will include beaded jewelry, and pop-up cards, and drawing based on colorful desserts as seen in the current exhibition Wayne Thiebaud: 70 Years of Painting. Gallery
activities for youth and adults will focus on creative writing and poetry writing. Live entertainment will include jazz quintet De Jazz Vu, which will perform on vibraphone, flute/sax, piano, bass, and drums from 12 p.m. to 3 p.m., and other performers to be announced.

Esta asesoría que se ofrecerá en horarios de atención al público se suma al Programa Permanente de Difusión de Derechos Laborales, en el que un representante sindical, en calidad de "Vo luntario Laboral", proporciona información y material informativo a nuestra comunidad mexicana. tate Superintendent of Public Instruction Jack O'Connell today announced 484 exemplary California public elementary schools were selected as 2010 California Distinguished Schools. The list of schools may be viewed online at http://www.cde.ca.gov/ta/sr/cs/disting2010.asp. "It is an honor to recognize the schools, and the students, parents, teachers, and administrators who helped earn this most prestigious distinction," said O'Connell. "The 2010 California Distinguished Schools have been selected because of their academic excellence and for narrowing achievement gaps. These schools have persevered despite state budget cutbacks that have cut deeply into the budgets of local school districts. I encourage educators throughout our state to review the signature practices that Distinguished Schools are using to improve student achievement." Schools earning the Distinguished School title agree to share their signature practices with other schools and serve as a mentor to other educators who want to replicate the work. An updated
searchable database of these signature practices will be available later this spring by the California Department of Education. The 2010 California Distinguished Schools are geographically diverse with locations in small rural communities, suburban neighborhoods, and large urban cities. Most have significant populations of students living in poverty or learning English. Regardless of the setting, all these schools have teachers and principals committed to ensuring student success. "I had the privilege to call all the winning schools and personally shared the good news with each principal," O'Connell said. "These dedicated educators I spoke to clearly share a school-wide vision of excellence where every student can succeed and achieve at the very highest levels of performance." The California School Recognition Program is now in its 24th year and honors the state's most exemplary and inspiring public schools with the California Distinguished School Award. Although participation is voluntary, the award is highly sought after by schools in all areas of the state. Elementary and
secondary schools are recognized during alternate years. Schools were identified for eligibility on the basis of their Academic Performance Index and Adequate Yearly Progress results, which are the state and federal accountability models, respectively. The applicants were also identified by their success in narrowing the achievement gap that exists between higher-performing and lower-performing students. All applicants underwent a stringent selection process conducted by the California Department of Education with the help of many educators from across the state. Each applicant was required to describe two signature practices that have led to an increase in student achievement and a narrowing of the achievement gap. Applicants were then selected to receive a thorough site visit to validate the signature practices. The 2010 California Distinguished Schools will be honored during an awards ceremony and dinner at the Disneyland Hotel in Anaheim on June 4, 2010. National Hispanic University se une a Laureate International Universities

aureate Education anunció que National Hispanic University en San Jose, California se ha unido a Laureate International Universities. Con su enfoque en educar a la comunidad hispana, una comunidad creciente pero en seria desventaja en cuanto acceso educativo en Estados Unidos, NHU comparte la misión de Laureate International Universities de ayudar a los hispanos a obtener una educación superior. NHU fue fundada en 1981 con el fin de responder a las necesidades educativas de estudiantes latinos en Estados Unidos. La universidad ofrece un currículo amplio de carreras y programas de certificación en las áreas de administración, educación e informática dentro de un ambiente de aprendizaje multicultural y colabo-
rativo. El campus está ubicado en el "Silicon Valley" de California. icardo DeLa Torre Jr. was at a Halloween party a couple of years ago dressed as a wolf, when a beautiful girl went up to him and asked, "Do you want to be my Dulce Lobo?" At that moment, he knew that he had found what he was looking for- a name for his Spanish rock band. He had been writing songs for some time and with the help of his friends, Danny Maldonado, Eric Loera and Francisco Graciano, his vision of a rhythmic driven Spanish rock band became a reality. The band sat down with El Observador for an interview to discuss their music and their plans for the future. EO: Where did you guys meet and how did you guys come together to form El Dulce Lobo? EDL: "We all used to play in a band called Firme before El Dulce Lobo. I had been writing my own songs on the side and one day I was asked by a friend at KSJS to perform them on the radio. From there I decided to start my own band. I felt my songs were good, but they became much better when Eric, Danny and Francisco added bass and percussion to the music," Torre said. EO: Who are some of your influences? EDL: "We like all kinds of music ranging from jazz to reggae to Spanish Rock. Some of the bands we enjoy are Mana, Ozomatli, Bob Marley, Santana, and Fabulosos Cadillacs," Torre said.
EO: Describe your music. EDL: "Our music is intended to make the ladies dance," Graciano joked. "Yes, that's true. There is a certain key that makes girls dance once they hear it," added Maldonado. "All kidding aside, our music is very rhythmic, very bass and percussion driven. Overall, we just want people to enjoy themselves and dance at our shows," Torre said. EO: Talk about the recording of your album. EDL: "A friend of ours said he wanted to record our album in Tijuana, so we went there to record. The album has ten tracks. Later on this year I will go back for four to six weeks to finish the album. It will be released by Sony BMI in Mexico," Torre said. "I couldn't make it, so I recorded the drum parts here in San Jose," Loera said. EO: What next for El Dulce Lobo? EDL: "Just finish the record and see how well it does in Mexico. The record will also eventually be released in the states. We're also planning on playing shows anywhere from San Jose to Baja California and get our music out to as many people as possible.

hether it is immigration reform, financial situations or a troubling illness, everyone has to face some sort of difficult situation at some point in their lives. For Gilroy's own Robert "The Ghost" Guerrero, that battle was with Leukemia. His wife, Casey, was diagnosed with the disease in late 2007. Her disease went into remission, but returned this year, forcing Guerrero to withdraw from his March 27 fight against interim lightweight titlist Michael Katsidis. "I fight because this is what I love to do," Guerrero said. "But there are some people that fight because they have to in order to survive. My wife Casey is one of these people. People think boxing is hard, but its like going to Disneyland compared to fighting Leukemia." Guerrero said he was not aware of the treatment process involved in extracting bone marrow from donors. "I thought the doctors would insert a big needle in your spine to extract the bone morrow. Then you would be out for a week or something," Guerrero said. "But the process is actually easy. You just go into see the doctor and they extract blood from you. The process is really not painful at all." Nicole Stone, a Campaign Manager of Special Events

Robert "The Ghost" Guerrero with six-year old Leukemia survivor Aiden Bowen. for The Leukemia and Lymphoma Society, said the organization is very proud to have Guerrero be a part of the campaign because this issue affects many people throughout the world. "We were very excited when he came on board because we knew that he was a hard worker and that he would do his best to help our organization and our cause," Stone said. "His efforts will go a long way in our fight against Leukemia. He has given us a new platform to spread our message about this disease." Stone added that Guerrero is a candidate for The Leukemia and Lymphoma Society's Man of the Year competition, which is 10 weeks of fundraising. "People can go to our Website, find Robert's picture, and click on the donate button," Stone said. Guerrero said he will do his best to get as many people signed up for the bone marrow register because it can sometimes be very difficult to find a right matching donor. "My wife's donor was all the way in Europe," Guerrero said. "That is why we need to get as many people signed up to the bone marrow register." Guerrero's next fight will be against Roberto Arrieta and it will be broadcasted on Telefutrua's "Solo Boxeo Tecate." as pesadillas forman parte de los sueños de todos los seres humanos. La angustia, el sufrimiento y la desesperación que sufrimos al experimentar una pesadilla suele ser tenebrosa, a tal grado que en muchas ocasiones despertamos exaltados, gritando o sollozando, y un gran sentimiento de zozobra nos embarga en ese momento. La pregunta que solemos hacernos es por qué ocurre, ¿cuál es la causa fundamental que hace que el subconsciente ventile en nuestros sueños esa descarga de imágenes tenebrosas? Existen diversos factores que suelen ser responsables de la aparición de la pesadilla durante el sueño como por ejemplo: los sentimientos de culpa, los remordimientos, el temor a lo desconocido, los problemas sentimentales, la ausencia de la buena salud, los altibajos económicos o la pérdida de un ser querido. Todas estas circunstancias que ocurren durante la vigilia se transforman durante el reposo en imágenes diversas cargadas de un alto contenido de miedo que el subconsciente presenta al soñador como la causa y efecto de su propio pavor. El comer a altas horas de la noche e irse a dormir casi de inmediato, también se asocia a la producción de pesadillas, debido a que el cerebro hace un mayor esfuerzo para conducir la digestión y al mismo tiempo procurar el descanso nocturno. Para aquellas personas que padecen de trastornos como la bulimia y la anorexia, el problema suele profundizarse ya que el sentimiento de culpa suele causar un incremento de imágenes grotescas durante el sueño. Sin embargo, no siempre que se come en forma desproporcionada en horario inconveniente suele ser causante de pesadillas, tiene que existir un profundo sentimiento de preocupación para que se fusione con la doble actividad del cerebro para que ello suceda. Quienes usan sustancias prohibidas o somníferos suelen alterar la actividad normal en el sueño profundo. Si se utilizan píldoras para dormir a largo plazo casi siempre necesitarán una dosis mayor para dormir. Cuando el cerebro reciente la falta de dichas sustancias a la que ha
sido sometido, suele presentarse la ausencia del sueño y cuando éste se consigue lo más probable es que se experimenten pesadillas terribles. Cuando la pesadilla se torna persistente y comienza a afectar emocionalmente al individuo, es indicio que existe en su interior un pavor profundo que puede ser provocado por el miedo a perder algo que considera sumamente valioso en su vida. Por otra parte se necesitará una evaluación psiquiátrica para determinar si las constantes pesadillas forman parte de un trastorno nervioso. Tipos de Pesadillas Las pesadillas causales son parte de la experiencia onírica de todo individuo y aunque no sean provocadas por una causa física, un serio problema o un temor anunciado u oculto, sí pueden ser fiel reflejo de la percepción al observar imágenes grotescas durante la vigilia. Una película de terror puede ser la causa primordial de una pesadilla causal, especialmente en los infantes. Las pesadillas persistentes suelen tener su origen en un miedo profundo, en una afección nerviosa o en un síndrome post traumático. La mayoría de soldados que se enfrentan en una guerra experimentarán pesadillas sobre ésta a lo largo de su vida. Cuando la pérdida de un ser querido ocurre de forma trágica o violenta, la pesadilla podría llegar a convertirse de persistente a crónica. Las pesadillas premonitorias son la res puestas del inconsciente ante una situación que no se ha develado en la vigilia y por ello el cerebro envía el mensaje al individuo para alertarle ante un suceso dramático que está porvenir. Muchos le temen a la pesadilla y cuando ésta les infunde pavor creen que el augurio habrá de cumplirse. Realmente esto sucede en algunas ocasiones aunque no en su gran mayo ría. Cuando una pesadilla le aflija al punto de afectarle física o anímicamente, lo que debe hacer es comentarla muchas veces, de ese modo logrará el alivio necesario y anulará místicamente cualquier presagio de infortunio. o this almost thirty year-old guy walks into the Caravan in San Jose and orders a drink. To some, the Caravan may seem like a dirty, questionable place. But to him, it's perfect. There's music, cheap drinks, and a glimpse 20, 30 years into the future of what this guy will become, sitting alone at the end of the bar. No, this is not a fact. It is jokes told by Caravan bartender Butch Escobar, an untamed, unashamed, take no prisoners humorist from San Jose. Roberto "Butch" Escobar says he has an endless source for jokes due to the terrible luck he says he's had throughout his life, and through his experiences working what he feels were pointless jobs. "I've been in jail, drugs where a part of my life, all these ridiculous jobs, its just endless." Escobar says. "I would always tell people what had happened to me and they would always laugh." He's always been a fan of stand up comedy, especially Paul Rodriguez and Cheech and Chong. "What I really liked about them was how outrageous their jokes were, especially for their time," Escobar says. "The funny thing was that I could relate to some if not all they were saying." Though several of his friends insisted he give stand-up comedy a try, it was through fellow Caravan bartender Rachael Warner's encouragement that Escobar finally found himself on stage. Warner had a monthly show at the Improv called Unfiltered Underground, and Escobar
told everyone he knew to come out and support his debut as a comic. However, the experience did not go smoothly for Escobar. "I was so scared and nervous because the place was packed with friends and family," Escobar says. "I was forgetting jokes and stuttering. It was just awful." The experience did not hold Escobar down. It encouraged him to do better and to write more jokes. As time passed, Escobar began to feel more comfortable on stage. "I started to feel alive and free when I was on stage," Escobar says. "Instead of feeling nervous, I began feeling anxious. I wanted to rush on stage and give the audience all I had." Warner eventually ended up leaving the show, making Escobar Unfiltered Underground's main comic. At first, audience attendance was low, but Escobar and his father worked hard to promote the show, thus making it a staple in the San Jose Comedy scene. Today, the event is known for its edgy, in your face comedy that is, well, not suitable for all audiences. "I know that my comedy offends people, including my own family," Escobar says. "But to me that's the whole point of comedy. You have to be honest with yourself when you are telling jokes, even if some of the things you say makes some people feel uncomfortable." Escobar has a busy schedule in front of him. He will be doing a solo tour that will take him from Arizona to Alabama. When he is not writing jokes, or serving drinks at the Caravan, Escobar likes to spend time with his son, Bobby, and his dog Trigger. Monterey Bay Aquarium Celebra El Océano Con El Día Del Niño

l Monterey Bay Aquarium celebrará a los niños y a sus familias durante la octava celebración anual del Día del Niño el domingo 25 de abril. El día estará lleno de presentaciones especiales, actividades y espectáculos latinoamericanos por todo el acuario. Los niños hasta 12 años de edad entrarán gratis el día entero. Los visitantes en el Día del Niño serán de los primeros en experimentar la magia de la más reciente exhibición especial del acuario, "Hot Pink Flamingos: Stories of Hope in a Changing Sea" ("Flamencos Rosados: Historias de Esperanza en un Mar Cambiante). Los niños y las familias pueden aprender sobre la impor-
tancia de un almuerzo sin desperdicio con una actividad especial de 11:30 a 3:30 en los Laboratorios de Descubrimientos, donde habrá también una presentación especial bilingüe "El Jefe del Arrecife" a la 1:00 y 2:30 p.m. El Día del Niño ofrece excelentes maneras para que los niños y sus familias tengan una mayor comprensión acerca de la vida marina en el acuario y más allá.
