Reasons to Become a Citizen By Osvaldo Castillo El Observador
M
y father moved to the United States almost 30 years ago. He was a manager at a company in Juarez, Mexico and was paid fairly well. However, he knew that he would be more successful in life if he lived in the U.S.
He faced several obstacles such as a language barrier and a lack of job opportunities. But with a lot of focused hard work, he was able to overcome those obstacles and land a job that provided more income than the job he had in Mexico. About 15 years ago, he decided to become a US citizen. "I just figured that I had been in the country long enough that it
was time that I participated in its politics," he said. "I have always been interested in politics and now I wanted my voice to be heard." He would ask me to help him with a few questions regarding the country's history, but the truth was that the test was actually easier than he ever imagined. "They asked me if I knew who the first president of the US was. I knew the answer to that since I was a kid in Mexico," he joked. Today, there are thousands of immigrant residents who are eligible to receive their citizenship status if they ever started the process. Recent estimates suggest that there are about 150,000 residents eligible to naturalize in Santa Clara County, but have not been able to do so for various reasons. On April 17th, the County Citizenship Collaborative will offer free orientations in 14 languages to those residents who wish to become citizens.
The orientations will offers legal permanent residents the opportunity to receive information and be counted as full-fledged citizens of the United States. Participants will also learn about potential impacts of the Census and the proposed comprehensive immigration reform. "U.S. citizenship is a liberating experience for everyone who seeks the power of the vote, access to a full federal safety net
and federal jobs, the warmth of a family reunited, and assurances that with a U.S. passport one can travel more freely and be sure that living in this country can never be taken away," said Richard Hobbs an attorney at Services, Immigrant Rights and Education Network (SIREN). SIREN will be one of many organizations that will assist immigrants in the citizenship process.
Over the years, the Citizenship Collaborative and County efforts have assisted more than 125,000 individuals with their citizenship process. In 2008, 185,800 naturalized immigrants, one of every four voters, voted in the November election in Santa Clara County. The naturalization process takes three to four months. Todos ellos buscan un cambio y los cientos de nuevos ciudadanos que se na turalizan en el Área de la Bahía tienen ese deseo. "En junio de este año me toca hacerme ciudadana. La razón de es porque quiero votar. Deseo participar y elegir a mis representantes en el gobierno. He
visto con paciencia que en los últimos años un gran número de inmigrantes hizo posible el cambio", dijo Francisca Hernández. En el Condado de Santa Clara hay más de 190 mil residentes que califican para hacer ciudadanos. El incremento de las tarifas y la crisis económica es una de los obstáculos para algunos residentes. El próximo 17 de abril se celebra el vigésimo primer evento del Día de Ciudadanía. En esta día las personas tendrán la oportunidad de asesorarse gratuitamente de abogados, también pueden preguntar si califican para el programa de descuento en el proceso de ciudadanía. preserva la espera de cinco años para que accedan a beneficios públicos dejándolos también fuera de programas como Medicaid o de cualquier subsidio oficial. Y en tercer lugar, existe un factor muy importante y necesario de considerar. Los inmigrantes legales recientes y los inmigrantes no autorizados son relativamente jóvenes y salu dables, incluirlos en algún grupo de seguro médico habría ayudado a contener los costos futuros. Recordemos que en los países de América Latina tenemos una alimentación más sana y hábitos más saludables. Pero al paso del tiempo muchos de los inmigrantes que llegan a Estados Unidos cambian sus hábitos desmejorando su salud y reduciendo su calidad de vida. Esa fuerza laboral joven será excluida de programas preventivos y de detección temprana, lo que implicará su atención en salas de emergencia, servicio que por ley no puede negarse a nadie y que representa sumas millonarias en presupuesto. Al final, los contribuyentes, los asegurados y la fuerza laboral autorizada, costeará con sus impuestos a la población que utiliza las salas de emergencia. Querer ahorrar y excluir a la población inmigrante tendrá un impacto mayor que mante nerla dentro de algún programa de prevención y protección a su salud. Para evitar que se disparen los costos en atenciones de emergencia, la población inmigrante que carece de seguro médico puede contar con una alternativa para recibir asistencia preventiva. Una opción es facilitar su acceso a programas en clínicas comunitarias y en la medida posible evitar las enfermedades crónicas que representan grandes costos.

a reforma al sistema de salud que se concretó en últimas fechas en Estados Unidos, tuvo como premisa la cobertura médica a millones de personas sin seguro a través del mejoramiento de programas como Medicaid, la creación de nuevas reglas para compañías aseguradoras y también a empleadores. Los responsables de esta reforma fueron claros, desde un principio se planteo que estos cambios al sistema de salud no incluirían a inmigrantes no autorizados. Los únicos beneficiados serian los ciudadanos estadounidenses o residentes legales. Conscientes de esta decisión y puesta la realidad sobre la mesa, habrá al menos 6.6 mi llones de inmigrantes no autorizados que quedarán fuera de cualquier seguro en Estados Unidos y no podrán ingresar al nuevo mercado de opciones de pólizas de cobertura medica. Sin embargo, un estudio realizado por el Instituto de Política Migratoria (MPI) analiza la situación más a fondo y demuestra que excluir por completo de esta reforma de salud a la población no autorizada traerá más consecuencias negativas que positivas. De acuerdo al estudio Immigrants and Health Care Reform What’s Really at Stake? los resultados negativos afectarán también a los resi dentes permanentes legales y a los ciudadanos estadounidenses debido a varios factores. En primer lugar, los costos de cualquier sistema de verificación son muy altos. S
uperficially, that 160,000-job increase during March 2010 was taken by many as an indication the economy is now in a recovery mode. When analyzed, the Census Bureau had hired 48,000 to perform the 2010 Census effort, and it takes 100,000 new jobs per month just to maintain employment at a 'steady-state' level, so that leaves an increment of 12,000 new jobs. The outcome of this analysis is that many individuals will face continued unemployment. In a community such as the County of Santa Clara where 27 percent are Hispanics, it is the school dropouts who make up those with the highest unemployment rates. The economy of the nation has changed because many manufactured items are now being made offshore (India, China, Southeast Asia, and South Korea). The recent closure of the NUMMI vehicle assembly factory in Fremont, CA is a direct result of this trend. The service economy that exists today requires employees who are 'knowledge workers' in some field. Already, educators are getting behind programs which encourage and motivate students to stay in school to learn the essentials of future careers in science, technology, engineering and math (STEM programs). This program, along with the Obama Administration’s current effort to focus on jobs, mean well but do not deal with the entire issue. It is the private sector (i.e., small businesses) that creates jobs and is responsible for 75 percent of all employment. The fact is that as a result of policy decisions made since the 1960s, today's American economy has changed quite a bit. This is even more apparent when one takes into account the impact of information technology (IT) on the way our domestic economy operates in a global competitive economy. The focus of many business leaders is to minimize regulation by governments, minimize taxes, and minimize employees needed-especially where enhanced efficiency is made possible by robotics and automation. This makes it very difficult for a youth to imagine a future, which is of interest today so that there is motivation to prepare for a livelihood having adequate income. Employers want to hire employees who are able to perform on the job with the least amount of orientation and on-the-job training. Corporations are willing to hire employees who have demonstrated abilities to learn new skills while maintaining high production levels. Business lead-

ers are focused on profits. In this climate, it is essential that parents guide their children to learn to read with comprehension, write, and know as much math as possible. Additional skills are the ability to communicate (preferably in two or more languages), to be an effective team member and to have the social skills to be involved, engaged, and included in a group. A commitment to non-violent inclusive diversity is a requirement for future success in this global competitive business environment. Today our national economy is being 'stimulated by massive amounts of federal funding' which targets infrastructure projects that are 'shovel-ready'. But once the infrastructures (roads, bridges, mass transit systems, etc.) are completed, our nation must have an ability to do business in a global economy as well as our domestic economy. The future will require production of services and products which can compete with the low cost labor available offshore. The jobs of the future must be aligned with this future import/export economy, which is being currently developed in response to global market opportunities. Latino youth need to focus on their ability to develop and sustain products and services needed by Latin America to the south of us, as well as those service industries which will always be located and needed by local populations and businesses. The future economic recovery of the American economy will not be the same as with prior ones because too many factories here have closed. It would do well for the Obama Administration to communicate to all, especially ethnic communities, regarding the kind of skills and knowledge which will lead to having a job. A wholistic approach is very much needed if the American consumer economy is to emerge like a phoenix from the global business forces today. Today's student needs to prepare to be a 'knowledge worker' who is essential to the success of a global business. Information technology is transforming everything: cultures, access to information, hyper-efficient manufacturing, communications, etc. Those who prepare for that new economy will be most successful. It is not just about jobs; it is about the future national and global economy where we may all hopefully live in peace and prosperity. earning & Loving Education Center (LLEC) celebró su 16to aniversario al servicio de las mujeres inmigrantes. Este centro lleno de amor y hospitalidad ha sido y sigue siendo el refugio para muchas mujeres inmigrantes en Morgan Hill. "Muchas de ellas llegan a este lugar con deseos de superación y LLEC se ha convertido en su segundo hogar", dijo Dolores Alvarado, Directora de Programas. "Es una bendición a través de este centro le vantarles el autoestima. Creo en los sueños y creo en los milagros", dijo la hermana Pat Davis quien fundó este centro hace 16 años con 20 mujeres y que hasta la fecha ha ayudado a más de 4,800 personas. Para Yolanda Perez el centro fue su lugar de ayuda y hoy lo sigue siendo. Pérez se preparó en este centro y ahora está al cuidado de los niños que se quedan mientras sus madres aceptan el
reto de la educación. El centro provee cuidado de niños y educación pre-escolar mientras las madres están estudiando. "Al centro le tengo mucho que agradecer, ha sido y es mi vida. Yo fui estudiante hace 12 años y entiendo la necesidad que nosotros las mujeres tenemos especialmente cuando tenemos hijos y queremos mejores salarios para mantenerlos", dijo Pérez. Actualmente el centro cuenta con 150 estudiantes y dentro de este local los horarios y los salones son distribuidos para recibir a las madres y sus hijos. Las madres aprenden y los hijos también, los más pequeños se quedan en la guardería y los bebés se quedan a lado de la madre mientras ellas están aprendiendo computación, inglés, costura y otras están tratando de obtener su diploma GED. LLEC se inició con 20 mujeres y 10 niños en

Ohlone College Encourages Latino High School Students to Attend College

remont, CA --- Ohlone College will be hosting their 5th Annual "Raza Day," on Friday April, 16, 2010 from 8:30am-1:30pm on its campus in Newark. The event is free to all high school juniors and seniors. The Ohlone College is located at Ohlone College Newark Center 39399 Cherry Street in Newark. Transitioning from high school to college can be an overwhelming experience for many students. Ohlone College is holding their 5th Annual Raza Day for Latino and Latina high school seniors to facilitate a smooth transition to attending Ohlone College. The event is designed to motivate students to take advantage of the educational opportunities available at Ohlone, explaining the benefits of taking college classes and providing direction in how to
register and how to pay for college. Earthquake A Good Reminder to Sign Up for AlertSCC

anta Clara County, Calif.- The 7.2 magnitude earthquake near the CaliforniaMexico border, coupled with the recent earthquakes in Northern California and worldwide, have area residents understandably concerned about seismic activity. The United States Geological Survey (USGS) estimates that there are more than 500,000 detectable earthquakes worldwide each year (http://earthquake.usgs.gov/learn/facts.php) and recorded 1,839 earthquakes of a magnitude 3.0 or greater in the United States in 2009 (http://earthquake.usgs.gov/earthquakes/eqarchives/year/eqstats.php#table_us). That is an average of five earthquakes a day. While the recent seismic frequency is not an anomaly, it still serves as a reminder to prepare for the possibility of a more significant emergency event. After all, according to the most recent report from the USGS in 2008, the overall probability of a magnitude 6.7 or greater earthquake striking the greater Bay Area in the next 30 years is 63%, and the likelihood of such a quake occurring in all of California is 99%. "Santa Clara County experiences earthquakes, wild fires, and other disruptions as do many other areas," said County Executive Jeff Smith. "It's always a good idea to prepare and know what to do before, during and after an emergency event." In the event of an earthquake or other disaster
event, Santa Clara County residents can receive life-saving information through the County's new emergency notification system, AlertSCC, which can send messages to not only land lines, but also to wireless devices and e-mail addresses of people who have signed up at www.AlertSCC.com. Signing up for AlertSCC is easy and is free. "AlertSCC can deliver important information, whether it is which routes to avoid on your commute due to flooding, or how to shelter yourself after a devastating earthquake," said Smith. "Recent earthquakes remind us that disaster can strike without notice, and we need to be prepared before emergencies happen," said Ken Yeager, president of the County of Santa Clara Board of Supervisors. "I encourage all residents of Santa Clara County to be better-equipped by signing up their mobile devices on AlertSCC." AlertSCC can be used for a variety of emergency and community service notifications, such as earthquakes, evacuations, floods, fires, crime incidents, terrorist attacks, hazmat incidents, infectious disease information, contaminated food warnings, road/school closures, and contacting disaster service workers. AlertSCC is an automated system with the capacity to send thousands of text and voice messages within minutes to home and business land line phones, cell phones, PDAs, laptops, desktop com-
puters, and devices for the hearing impaired. While the system uses 411 and 911 databases to call land line phones, if a resident or someone who works in Santa Clara County wants to receive notice by email or on their cell phones, they must sign up at www.AlertSCC.com. AlertSCC will not take the place of 911 and other communication and notification systems (such as radio announcements) that first responders currently use. Personal contact information provided by residents when signing up for AlertSCC will only be used for official notifications. Community Estudiantes de Español recitaron clásicos poemas Por Rosario Vital El Observador os poemas de Pablo Neruda, Federico García Lorca, Octavio Paz entre otros fueron recitados por un grupo de estudiantes de 14 escuelas del Área de la Bahía. El pasado 24 de marzo se celebró el 28vo. Concurso Anual de Declamación en Español "Gustavo A. Bécquer". El evento tuvo lugar en la Escuela Secundaria Harker, sede de este concurso para el

presente año. Lo interesante de este concurso es que estudia ntes pertenecientes a otras culturas dieron muestra de su dominio de la lengua de Cervantes. Este evento reunió a decenas de estudiantes de español que con su habilidad al idioma lograron recitar, expresar y compartir los grandes poemas de todos los tiempos. El concurso convoca todos los años a estudiantes de español desde el primer a quinto nivel, así como a hispano
hablantes. Fue una gran oportunidad para los estudiantes conozcan un poco más de la cultura hispana en California. Una manera muy importante de apreciar la cultura y la lite ratura. "Estamos muy entusiasmados por la idea de hacer más poesía en todos los niveles de nuestros cursos después del concurso. Y los estudiantes que participaron nos dijeron que se divirtieron y que les gustaría hacerlo de nuevo" dijo Sheila Schmitz, Coordinadora

Caltrain Seeks Volunteers for Bicycle Advisory Committee

altrain is forming a new Bicycle Advisory Committee. The committee will serve as the primary venue for the interests and perspectives of bicyclists to be integrated into the Caltrain planning process. The
group will bring new ideas for discussion and help Caltrain guide its future investments. Caltrain’s progressive bike policy is a national model with eight percent of all riders biking to the station. The committee will be a partnership composed of nine volunteer members who serve in an advisory capacity. There
will be three representatives from each of the three counties served by Caltrain: San Francisco, San Mateo and Santa Clara. One member from each county will be a public agency staff member responsible for bike planning and/or policy development; one will be a representative of the county’s bicycle coalition and one will
be a Caltrain bike passenger from the general public. Applications are due by 5 p.m., Monday, April 19. The Staff Coordinating Council of the Peninsula Corridor Joint Powers Board will select members. The council is made up of representatives of the three partner agencies.

aturday night is usually a night that most young adults go out and enjoy themselves. Some go to the movies, while others go to a club. This Saturday (April 10) will be no different. Except that this Saturday, young adults will have an opportunity to make a difference while enjoying themselves because Student Advocates for Higher Education (SAHE) will be hosting "Noche De Rock" at South First Billiards in San Jose. "The reason we organized this event is to raise funds for the annual SAHE scholarship which will be awarded in August," said Daniels Ruelas, Co-chair of SAHE. In order to qualify, the students must be either high school graduates or community college transfers. "We have been planning it for over a month now, and we have done events similar to this one at this location, so it was not as difficult to organize it," Ruelas said. "Sometimes it gets hard having to work on this event, while at the same time helping the group with other things, and balancing the school schedule, but at the end it’s worth it." The Blank Manuscript, La Pierda, Los Tiliches and Mortero de Pierda will perform at the event. "These are bands that we have worked with before or that we know some of the members, so
we just invited them to perform," Ruelas said. "We told them it was for a good cause and they all agreed to do it." "These types of events are very special to us because we are using our voice as a vehicle for change. It becomes more than just music at that point," said Matt Gonzales of The Blank Manuscript. "We are here in a country where they call people illegal. But yet these same people are working hard in school and at the workplace to make a better life for themselves." Members of La Pierda are excited because some of the members are still in college. "Three of us are still in school and without the help of scholarships we would not be as far as we are in school right now," said Raul Martinez of La Pierda. "We all feel honored to play for this event because we know how important the outcome of this event will be for students." SAHE's work will not end with "Noche de Rock". On April 23, SAHE will host a "pachanga," which will also raise money for their scholarship. But parties are not the only way SAHE helps the community. "We will be supporting any demonstrations that take place in our community in favor of immigration reform, and we are looking into organizing a students fast in support of immigration reform, probably at the beginning of May," Ruelas said. El autismo no es contagioso, ni es una enfermedad emocional, sino un trastorno neurológico que aparece durante los primeros tres años de vida, y afecta a más varones que niñas. Características y Causas El autismo impacta las habilidades comunicativas, las relaciones sociales, y el comportamiento. Los niños con autismo tienden a tener dificultades en la comprensión y expresión verbal, y en la interacción con otras personas. Algunos exhiben movimientos repetitivos, apego a ciertos objetos y a las rutinas, o talentos excepcionales. Aunque aún no se han determinado precisamente las causas del autismo, se ha establecido que no proviene de cómo ha sido criado. Los niños con autismo nacen tanto en familias con padres afectuosos y consistentes como en situaciones de descuido y maltrato. Según las autoridades médicas no existe evidencia científica fiable de que las vacunas infantiles causen autismo. El autismo tiene elementos heredados; se han identificado varios genes relacionados a los síntomas. También se han hallado irregularidades

en el sistema nervioso de las personas con autismo. Intervenciones y Recomendaciones El autismo afecta a menor o mayor grado; la ayuda que reciben cuando niños puede hacer la diferencia. Si sospechan que sus niños muestran retrasos o trastornos en su desarrollo, los padres deben iniciar el proceso de evaluación en su clínica pediátrica. Se recomienda que los niños con autismo comiencen a recibir tratamiento del habla y del comportamiento en cuanto son diagnosticados, y que se les desarrolle un Plan Educacional Individualizado (IEP). Existen programas públicos de intervención temprana, antes del Kindergarten. Los padres deben orientarse en las escuelas públicas de su vecindad. En algunos casos, los niños con autismo pueden beneficiarse de medicamentos para tratar síntomas de depresión, agitación, y conductas agresivas. Cuando una familia tiene un niño con autismo, todos sus miembros son afectados, y necesitan información y atención. Los padres deben involucrarse activamente en las intervenciones educativas y terapéuticas. A los niños les beneficia cuando sus padres se adiestran en es-

Health Conference Held at SJSU

n Tuesday, April 6, the 4th Annual Global Health Conference was held at San Jose State University and was hosted by the Master's of Pubic Health Student Association. The event celebrated Global Health Day and four leaders who were concerned with health issues around the world and locally. The leaders were Joshua To, Jennifer Aengst, Henry Fisher Raymond and Alberto Perez Rendon. Joshua To, a social entrepreneur focused on the power of design and technology and founded Brute Labs, a volunteer run non-profit organization. "Brute Labs is run by people who have full
time jobs but also want to help the community," To said. "We have conceived 14 projects since we first launched." RUN! is one of those projects. The project encourages children from low-income communities to exercise and stay fit. Another project is WellDone. Henry Fisher Raymond, MPH, Dr PH(c) has 15 years of experience in HIV prevention. He studied the way homosexual and bisexual men and their lifestyles where handled in the countries of Uganda and China. "Homosexuals and bisexuals are punished unfairly in Uganda," Raymond said. "Punishment includes 14 years in prison for being identified as a homosexual and seven years for trying to help a homosexual." The treatment is much different in China. Homosexuals are actually encouraged to explore and express their sexuality. "This is not necessarily a good thing because many of these men are not aware of the risk involved with unprotected sex." Alberto Perez Rendon, MD, and MPH. In 2003, Alberto co-founded the Asociacion Mayab, an organization that provides social and prevention services to Maya immigrants in the Bay Area. "Many of the new immigrants are indigenous people from Mexico," Rendon said. "These immigrants are scared to go to the doctor because the doctors do not look like them. There is a level of distrust." os terremotos ocurridos en Haití, Chile y el más reciente en la frontera entre México y Estados unidos, han creado nerviosismo y preocupación entre los habitantes de nuestra zona ¡y no es para menos! Vivimos en una región altamente sísmica y las probabilidades que un sismo de gran magnitud ocurra son más que latentes. Desde el terremoto ocurrido en La Bahía en el año 1989, no se ha sentido en la región un temblor que cause alarma a la población. Los terremotos son fenómenos geológicos que no se han podido llegar a predecir científicamente. Desde el punto de vista de la astrología, las posiciones planetarias para los próximos meses indican que ocurrirán más temblores en varias regiones del mundo.
Las zonas sísmicas más afectadas pueden ser: el Oeste de Estados Unidos, desde el desierto de Mojave hasta el estado de Washington; México, la zona de América Central, Colombia, Ecuador, Italia, Turquía, Rusia, Japón, Indonesia, Taiwán, Malasia, Las Filipinas, India y Egipto. Las grandes profecías, el Apocalipsis y Nostradamus, hacen mención a una serie de terremotos que afectarán a todos los rincones de la tierra. El desplazamiento de los polos, los cambios climáticos, las inundaciones y las erupciones volcánicas cada vez más frecuentes, son parte de lo que puede suceder. Nadie sabe con certeza que ocurrirá, lo que sí se sabe es que nosotros mismos no estamos haciendo nada al respecto para al menos aminorar en parte los daños al planeta, desafortunadamente los desastres naturales serán cada vez más frecuentes. Ojalá los gobiernos del mundo y las Na-
ciones Unidas hicieran más al respecto, el problema inmediato que nos aqueja es salvar al planeta, pero parece que nadie quiere darse cuenta de ello. La política mundial tiene que tomar otra directriz, se trata de nuestro hogar y "no tenemos otro". Estamos en una época en la que las posesiones y el dinero, se han vuelto lo principal y el cuidado del planeta parece no ser la prioridad de nadie, cuando debiera ser la prioridad de todos. La tierra es un organismo viviente. Tenemos que rescatar a nuestro planeta del enorme daño que ha venido sufriendo. Talvez aun estemos a tiempo. Susana Baca To Perform At Nalac Conference In San Jose Acclaimed Peruvian Singer Leads List of Performers at 20th Anniversary Event

an Antonio, TX – Grammy-Award winning singer Susana Baca will give a special performance in San Jose on Friday, April 16 as part of the National Association of Latino Arts and Culture’s (NALAC) 20th Anniversary National Conference. The 20th Anniversary NALAC National Conference will take place April 14-18, 2010 at the San Jose Marriott Hotel, located at 301 South Market Street in downtown San Jose. The five-day NALAC Conference, which takes place from April 14-18, will feature workshops, panel discussions and presentations by leading Latino arts figures from around the country. The conference will also feature performances by Grammy-award nominated musical groups Los Pleneros de la 21 from New York, Sones de Mexico from Chicago, and Bay Area favorites Los Cenzontles. “We are very excited to have Ms. Baca performing as part of our 20th Anniversary Conference,” says NALAC Executive Director Maria De Leon. “Her music exemplifies the intergenerational and multi-ethnic dynamism of the Latino arts community today.” Baca, an internationally acclaimed artist of Afro-Peruvian descent, is known for her passionate fusion of traditional and contemporary forms. Her songs, many including lyrics written
by Latin America’s, greatest poets, incorporate Peru’s folkloric festejo, lando and golpe é tierra with contemporary jazz forms. NALAC, the nation’s leading Latino arts service organization, is a major provider of leadership training, professional development services, funding and advocacy for the national Latino arts and cultural field.
