his month, the City of San Jose is beginning the process of recruiting a new Police Chief. San Jose's Police Chief oversees operations for a department of approximately 1,700 employees (including 1,273 sworn officers) providing a wide variety of police services for San Jose's one million residents. If you are interested in providing input regarding the ideal qualities for our new Police Chief, we encourage you to attend any of the five scheduled community meetings being held throughout the city over the next few weeks. The information collected will help inform the process and evaluation of candidates for the position. Spanish and Vietnamese translators will be available at each of these meetings.

omo dice el dicho “después de la tormenta viene la calma”. Pues eso debe estar pensando el Jefe de la Policía de San José, Rob Davis quien fue duramente criticado durante su periodo por su falta de liderazgo en mejorar las relaciones entre efectivos policiales y la comunidad latina y vietnamita. Rob Davis ya jubilado recibirá el 90% de su salario y le toca irse con la desaprobación de muchos y con el apoyo incondicional del alcalde Chuck Reed. Este mes la Ciudad de San Jose está iniciando el proceso de reclutamiento del nuevo jefe policial. ¿Quién debe ser el jefe? La ciudad de San José está dando la oportunidad de elegir al futuro reemplazante de Davis. Para esto se está pidiendo la participación de la comunidad. Las autoridades quieren saber cómo debe ser el jefe en otras palabras qué cualidades debe tener. Es una gran oportunidad que los residentes no deben pasar por alto estas reuniones. Habrá traducción en simultáneo al español y al idioma vietnamita. “Es importante participar en estas reuniones comunitarias. Ojalá que la admi nistradora de la ciudad escoja a alguien dentro de este panel comunitario que entienda a nuestra comunidad latina. Necesitamos que una voz nuestra y bien representada que en-

Latinos For Jerry Brown Get Involved

On Immigration Polling, Fox Gets it Right and CNN Gets it Wrong

settled in America, voters overwhelmingly embrace that approach. This is not only the most popular choice, it is the most workable solution to the problem of illegal immigration. On the other hand, when voters are presented with a false choice between border security or a path to legal status, they are confused and divided. Which of course is why those watching Fox should pay more attention to the Fox immigration poll than to the simplistic enforcement-only rhetoric coming from Republican politicians.” The Fox result is not an outlier. Recent polling conducted by Lake Research Partners and Public Opinion Strategies for America’s Voice found that while a majority of poll respondents supported the Arizona ‘papers please’ immigration law, these same respondents showed more intense support for comprehensive reform proposals and actually favored comprehensive reform by a greater margin than opponents of the Arizona law. A whopping 84% of those who voiced support for the Arizona law also support comprehensive immigration reform. The fact is, voters favor action but strongly favor comprehensive reform that combines smart enforcement with legal status for those already here. Lake’s findings were echoed in other surveys. According to Sharry, “As we head into a campaign season in which immigration is bound to be a hot topic, pollsters, politicians, and parties alike would be wise to not conflate voters’ frustration over illegal immigration with opposition to comprehensive immigration reform. A strong and consistent majority support comprehensive immigration reform that will strengthen border security, crack down on employers who violate labor and immigration laws, and make sure that immigrants already in the U.S. illegally pass background checks, pay their full and fair share of taxes, and study English as a way to work toward citizenship. In fact, most voters are dying for their leaders to step up and solve this problem once and for all. It’s time for Republicans to stop the mindless presentation of false choices. It’s time for Democrats to lean into this issue and do so with conviction. It’s time for Washington to do the popular thing, which in this case, happens to be the right thing.” (Article from America's Voice )

n Tuesday evening, August 10, 2010, and again a week later, Karl Soltero reported that Latinos For Jerry Brown assembled as a group to organize their involvement in the coming election scheduled for Tuesday, November 2, 2010. It is on that election day that a new governor of California will be elected. The two competing candidates are Meg Whitman (Republican) and Jerry Brown (Democrat). This ad hoc group was called to action by the efforts of Karl Soltero, Adrian Vargas and Charles Lostanau who assembled the agenda. Sophie Mendoza, a highly respected Latina community advocate, is an advisor. With Charlie Lostanau acting as convener, the goal was established to raise $25,000 in support of Jerry Brown's (D) gubernatorial campaign. Pete Carillo, Treasurer, wants checks made out to “Jerry Brown for Governor”. Sid Flores, Esq., supported this effort. Al Castellano provided a challenge grant of $5,000 to be matched by others. Twenty-eight individuals committed to contributing $100 each. Hilbert Morales recommended that the money be collected as cashier’s checks or postal money orders along with the FPPC number. Then the collected checks could be directly presented to Jerry Brown whenever a scheduled meeting occurred. Morales pointed out that voting begins 24 days before the November 2nd election date because 70% of registered voters in the County of Santa Clara have already opted to vote by mail. The mail ballots are mailed out 24 days before November 2nd so a registered citizen may vote by mail immediately upon receipt of the mail-in ballot. “Vote by Mail” now happens on October 7th which is 24 days earlier than November 2nd . Morales also recommended that the $25,000 contribution be accompanied by a request for information about the newly elected governor’s appointments to vacant state agency positions. This list of vacancies could be accompanied by the minimum qualifications which would permit this group to recommend qualified individuals from this community. Morales stated, “Without the appointment of Latinos to certain key offices, do not expect changes to happen. Especially those changes which are to be sensi-

tized to the current plight of urban Latinos.” According to a report from Karl Soltero, the meeting of August 17 was spent on reviewing goals. He observed a high level of commitment, enthusiasm evidenced by the willingness of volunteers to have ‘fundraising parties’ in their homes. Pete Carillo would obtain the FPPC (Fair Political Practices Commission) campaign number and hold the checks made out to “Jerry Brown for Governor”. Adrian Vargas, with the experienced assistance of Mario del Castillo, a retired radio commentator, would assemble the supportive statements which are to be posted on their web site. Dan Ruellos, a SJSU student and a website ‘nerd’, would assemble the LATINOS FOR JERRY BROWN web site. Joaquin “Jack” Brito is to contact the ‘Jerry Brown for Governor’ campaign office to arrange for a face to face meeting with this group. An effort will be focused on having press conferences and press releases sent out to all media in an effort to ‘get out the vote’. Adrian Vargas and Jack Brito would assemble the issues and campaign platform. “Latinos For Jerry Brown” is supported because of his past record. These include: 1) His track record of appointment of Latinos to the courts and state agency positions. 2) Brown’s support to achieve equity in funding of the education system (K-12, +colleges); 3) Support and maintenance of the safety net programs impacting the unemployed, health care, and essential social services. 4) Brown’s civil rights record including those of immigrants; 5) Support of farmworker’s rights; 6) Creation of jobs in a sustaining state economy; 7) Investigation of the very high incarceration rate of Latinos who end up in children shelters, juvenile halls, jails, and state prisons. (This phenomenon is tied to education & training programs, the Justice system (courts), and effective rehabilitation and social skills training programs). The next meeting of Latinos for Jerry Brown group will be on Thursday, August 26th. ashington, DC – A new poll from Fox News finds that 68 percent of voters, including majorities of Republicans, Democrats, and Independents, say efforts to secure the border should be combined with reform of federal immigration laws by Congress. What do voters mean by reform of federal immigration laws? Sixty-eight percent “favor allowing illegal immigrants who pay taxes and obey the law to stay in the United States.” In short, voters want a “both/and” approach to immigration reform, which is the essence of comprehensive immigration reform. As the Fox News analysis puts it: “While more voters think the government should secure the border first (21 percent) than pass new immigration laws (7 percent), most -- 68 percent -say both should be done at the same time. That includes majorities of Democrats (72 percent), Independents (67 percent) and Republicans (65 percent).” The Fox poll also found that “a 61 percent majority of voters think it is ‘impossible to seal the border’ so there will always be illegal immigrant. About two-thirds of voters (68 percent) favor allowing illegal immigrants who pay taxes and obey the law to stay in the United States, little changed from 67 percent who favored doing so in 2007.” Over at CNN, polls from May and July present an “either/or” choice: “What should be the main focus of the U.S. government in dealing with the issue of illegal immigration -- developing a plan that would allow illegal immigrants who have jobs to become legal U.S. residents, or developing a plan for stopping the flow of illegal immigrants into the U.S. and for deporting those already here?” Given this wording, 42 percent favor a path to legal status and 57 percent favor stopping the flow of illegal immigrants, as if voters can only have one or the other. Buried deeper is the fact that 81 percent of those surveyed favor “creating a program that would allow illegal immigrants already living in the United States for a number of years to stay here, and apply, to legally remain in this country permanently if they had a job and paid back taxes.” According to Frank Sharry, Executive Director of America’s Voice, “When given the option to have both border security and a path to legal status for the 11 million undocumented immigrants

n Wednesday, August 18, members of different organizations gathered in front of San Jose’s Federal Building to protest against potential cuts in Social Security and Medicare by celebrating the 75th year of Social Security. “As I tell people, you all can thank me later because I’m paying for those of you currently receiving social security,” said Jodie Reid, California Alliance for Retired Americans. “Our goal here today is to make sure that my kids will still be getting social security and will be paying into it for me, so that I can retire sometime.”

While Social Security has helped generations of Americans retire with dignity, the battle against the federal program is heating up. According to Alliance for Retired Americans, opponents of Social Security are conducting a multi-million dollar campaign designed to fool the public about Social Security to lower the deficit. “All through high school if anybody mentioned Social Security it was pretty much assumed that it’s not going to be there by the time we get of age,” said Lamar Williams of Silicon Valley De-Bug. “Kids grow up, they’re like it’s not going to be there so why should I worry about it.” The event sponsored by California Alliance of Retired Americans, California Nurses Association, South Bay Labor Council, and Edge, explained that some people depend on programs like Social Security. They asked people to sign a petition to save the program and spoke about the possible solutions. Some of those solutions include raising the payroll tax cap on Social Security taxes for the wealthiest Americans and putting people back to work in good-paying, American jobs. No one there wanted to work him or herself to death. “These cuts really hurt me and it affects our children, mostly our new generation,” said Christy Wong of Community Homeless Alliance Ministry. “It’s the human rights that were fighting for.” The beneficiaries of Social Security that were present at the rally believe that the deficit wasn’t created by Social Security and it hasn’t added to the debt. Instead, they recommended that everyone talk to their kids, grandkids, church members and community members because it must be saved. “You hear so much about all these cuts that are happening here and there and people are surviving just on crumbs and this is exactly why we all decided to come out here and try to get the word out that there’s a lot of people that are suffering,” said Margaret Amaro, member of the Retirees Club. “I’m afraid because I see a lot of people that were cut off their jobs and that cuts into their social security.” To get more information on how to save Social Security, you can attend a town hall meeting on Monday, August 30 at 6:00pm at the South Bay Labor Center, Hall A on 2102 Almaden Rd. in San Jose.

ASHINGTON - El Servicio de Ciudadanía e Inmigración de los Estados Unidos (USCIS, por sus siglas en inglés) recuerda a los salvadoreños (y personas sin nacionalidad cuya última residencia fue en El Salvador) que se encuentran en el país bajo el Estatus de Protección Temporal (TPS), presentar sus solicitudes de reinscripción antes la fecha límite del 7 de septiembre de 2010. La extensión de 18 meses de TPS para El Salvador permanecerá en vigor hasta el 9 de marzo del 2012. Las personas que han recibido el TPS previamente deben reinscribirse para la extensión durante el período de reins cripción. Si usted no presenta una solicitud de reinscripción durante el período estipulado sin causa justificada, podría perder los beneficios del TPS, tales como la autorización de empleo y la protección contra la deportación de Estados Unidos. Para reinscribirse, los beneficiarios del TPS deben presentar la Solicitud de Estatus de Protección Temporal (Formulario I-821) y la Solicitud de Autorización de Empleo (Formulario I-765) con las tarifas respectivas o una solicitud de exención de las tarifas con la documentación que demuestre su inhabilidad de pago. Time Is Money When It Comes to Healthy Eating

esearch shows that many Americans could eat healthier meals -- if they made more time. In May, the USDA's food plan estimated that an individual would need to spend $70 a week to prepare healthy food at home. But a follow-up study in the Journal of Nutrition found that the USDA missed a major cost factor -- time. In fact, the value of the time spent chopping and cooking can outweigh the cost of food Cooking is labor intensive, and time is not an unlimited or free resource. According to a formula developed by economists at the Warwick University in England, an hour of time equals around $16.55. Among breakfast, lunch and dinner over the course of a seven-day week (21 meals), the USDA recommends taking 9 to 16 total hours per week to prepare healthy meals -- this means the health-conscious cook loses $150 a week in labor. Many Americans simply can't spend that much time washing lettuce leaves and chopping celery. According to the Bureau of Labor Statistics, the average working woman has only

five hours a week to spend on food preparation -- creating nutritious meals at home is an unlikely reality. Some Americans are turning to meal-delivery services for healthy meals that don't require hours of cooking time. Caroline Cederquist M.D., a bariatric physician and the developer of the Bistro MD meal plan, which offers physician-designed, metabolically balanced meals and free access to dieticians, explains: "When adding the USDA's conservative $70 for groceries and the $150 weekly value of time in preparing healthy meals, it becomes clear how spending as little as $22.85 a day for Bistro MD meals that are delivered right to your home is a real bargain." Americans spend less on food than people in many other developed nations, but inexpensive junk food comes with a price -- fatigue, nutritional deficiencies, obesity and other diseases. Vacunas Gratuitas Contra la Tos Ferina

l Departamento de Salud Pública del Condado de Santa Clara está ofreciendo vacunas gratuitas contra la tos ferina. Cuatro clínicas ambulantes se han programado para ofrecer las vacunas. Las mujeres embarazadas podrán recibir la vacuna si traen una receta médica. Las clínicas gratuitas de vacunación contra la tos ferina son para personas sin seguro de salud o sin acceso a un médico. Las personas mayores de 7 años que viven con un bebé o cuidan de él podrán recibir la vacuna. La tos ferina ha sido declarada una epidemia en California. Hasta el 17 de agosto de este año se han reportado 3,076 casos, en comparación con 434 casos hasta la misma fecha en el 2009. Ocho bebés han muerto en California en lo que va de este año como consecuencia de la tos ferina. En el Condado de Santa Clara se reportaron 124 casos hasta el 10 de agosto, en comparación con 25 el año pasado. Hasta la fecha no se han reportado muertes en el Condado de Santa Clara debido a la tos ferina. Los bebés corren el mayor riesgo de enfermarse y morir por la tos ferina. chool is just around the corner and students of all ages are starting to prepare by buying their school supplies. However, there are some who are unable to purchase these supplies because they lack the funds to do so. To meet this challenge, the County of Santa Clara Department of Child Support Services (DCSS) Pride team hosted its Fifth Annual Backpack and School “GIVE-A-WAY� event, which was held on Friday, August 13 at the Department of Child Support Services building. “All of our employees at Child Services and other county employees bought the items and took time to put this event together,� said Tina Torkelson, of the County of Santa Clara Department of Child Support Services (DCSS). “Kids need to get off on the right foot when school starts no matter what their family’s income is.� Eligible families must have an active, open case with the Santa Clara County Department of Child Support Services. Eligible parents had to bring to this event documents with a valid case number dated within the last 30 days. Children had to be of school age 5-18 (no preschool or college), and should be enrolled for

the 2010-2011 school year. The backpack and school supply distribution was complemented with a resource fair that provided information on available services and resources. “Libraries donated their time and offered information on the many programs they offer. We have a dentist here offering information on why it is important to brush your teeth, and we have West Coast Martial Arts trainers here to talk to the kids about the importance of exercise.� Torkelson said. “We were very fortunate to have all these groups and businesses helping us out for this event.� The Sheriff and the Fire Department were also at the event to talk to the kids about how to be safe. All left over items were donated to other groups with similar purposes and who may need the supplies. “We are going to be donatin left over items to Tri-City Homeless and some women’s groups across the county. Hay que involucrarse en la escuela para ayudar a nuestros hijos Por Rosario Vital El Observador

iferentes estudios han revelado que la participación de los padres contribuyen en el rendimiento escolar de los hijos. La presencia de los padres en las actividades escolares ayudan a los hijos y al mismo tiempo -en estos tiempos de crisis económica que ha obligado el estado de California- sacan adelante el año escolar. ¿Qué es el PTA? Es una organización de volunta rios para ayudar a la educación. Es probable que haya escuchado en la escuela de su hijo o tal vez no. A través de esta organización los padres de familia se informan de todo lo que pasa en la escuela. Tal es el caso de Martha Argandar Rosales quien tiene un hijo de 12 años de edad en la escuela primaria Millbrook en Evergreen. Martha está involucrada por más de 4 años ayudando voluntariamente a hacer traducciones, a recaudar dinero para sacar adelante a la escuela. “Fui invitada por otro padre de familia y no me arrepiento de estar involucrada en las actividades escolares

de la escuela de mi hijo. Hemos logrado reunir dinero para ayudar a comprar materiales útiles para todos los estudiantes”, expresó Martha a EO. Argandar con tal solo las tapitas de los cereales ha logrado recaudar cientos de dólares. También se las ha ingeniado para lograr que los estu diantes ganen puntos y reciban donaciones como pelotas- estas últimas fueron llevadas a las clases de deportes. En las reuniones del PTA la pre sencia de las madres de familia es mayoritaria. Sin embargo esto no ha mellado la presencia de uno de los pocos varones que si se involucra en las actividades de sus hijos. Frank Pedroza tiene un menor en la misma escuela de Millbrook y a pesar que su horario de trabajo ha variado esto no ha sido un impedimento para seguir asistiendo a las reuniones de gran importancia. Y por supuesto el ser uno de los pocos varones no ha frenado su participación. Pedroza explica que la participación de los padres (padre o madre) en la escuela es vital, especialmente cuando hay las presentaciones de los maestros y el encuentro de padres. “Cuando hay “open house” es cuando más los ninos quieren ver a sus padres. Me ha tocado ver a los hijos tristes en un 50% cuando los padres no han podido llegar. Otra es la situación

cuando los niños se encuentran con sus padres en eventos de su escuela”, explica Pedroza. Por su parte Pura Meyer madre de familia del mismo centro educativo ha integrado la junta de padres y se ha desempeñado como la presidenta. Meyer nota poca participación de padres en las escuelas. A diferencia de nuestros países en este país los padres en otras comunidades participan activamente. Algunos padres justifican su inasistencia debido a sus empleos. Tanto Meyer, Argandar y Pedroza afirman que esto no es una excusa porque ellos también trabajan. Además los padres no tienen que vo luntariar todos los días, se trata de ayudar con alguna hora a la semana. “Hay que tomar conciencia que lo que hacemos hoy se verá reflejado en el futuro educativo de nuestros hijos”, explicó Pedroza. Casi el 50% de los niños inscritos en escuelas públicas en California son latinos. ver 2,000 backpacks were provided to students in grades k-12 on Friday, August 13, at Sacred Heart Community Service. "What we've really seen is just an exploding need in our community from families that aren't able to meet some of the basic needs and a lot of families, especially with the cuts coming down in the education system, are really concerned about their children's education," said Executive Director Poncho Guevarra, Sacred Heart. This yearly event has been around for a few years and is referred to as the Pack-a-Back program. The non-profit Sacred Heart Community Service serves approximately 1,000 people a day and offers a wide range of services to those in need, like the backpack program. "I came because I have custody of my grand kids and this helps us because it's less money I have to spend," said a grandma, who was waiting to be called to pick out the backpacks with her grandchildren. This working grandparent had her hours and work days cut and is really feeling the effects of a bad economy. She realized what a difference this could make on her budget and was glad she heard about it from her neighbor. "Making sure that their children start the year right is a primary concern

among every family," said Guevarra. "So in response to people's desire to have adequate school supplies to start the year right we've been doing our Pack-a-Back program." The backpacks have everything from crayons, paper, markers, to folders and a scientific calculator for those in high school. The planning began in February and in the last three months the collecting of items began. Sacred Heart reached out to its partners, community organizations and received support from different companies and churches. "This is great help because we still have to buy uniforms," said Patricia Plancarte. In the past, Plancarte didn't live in the area so she didn't qualify. It is the first time she will not have to buy backpacks for her two elementary students and a middle schooler. She was glad to hear about it while she received assistance with food. Registration began on July 28 and information regarding the child's age and gender was requested. In addition to all those resources, Sacred Heart has also been able to provide gift cards to every child so they can buy shoes. "With so many families worried about getting school supplies, the more important issue is worrying about their education," said Guevara. "Unless there's participation things aren't going to change," said Medina. Medina wants to send a message to the politicians, that there is a price to be paid for attacking the Latino community. PeninsulaWorks en colaboración con la Biblioteca Publica de Redwood City, organizan un evento para ayudar a los participantes a prepararse para las entrevistas de empleo, les orientarán a mejorar sus curriculums y también tendrán la oportunidad de aprender acerca de las nuevas industrias. El evento está programado para este 24 de Agosto, 2010 en la Biblioteca de Redwood City localizada en la 1044 Middlefield Rd, Redwood City. El aura es el campo electromagnĂŠtico que rodea al cuerpo, es como si emanaramos una luz interna en la que reflejamos nuestro estado emocional, fĂ­sico y mental. El aura esta constituida por microparticulas cargadas de energĂ­a e informaciĂłn. PĂĄrate frente a un espejo a uno o dos metros de distancia. Coloquese delante de una pared blanca. Efectue ejercicios de respiracion profunda durante un par de minutos. ConcĂŠntrate viendo en el espejo la superficie de la pared que estĂĄ detras de usted. Use luz tenue. Vista con colores oscuros. Mientras vaya profundizando en la concentracion, comenzarĂĄ a observar los colores de su aura. Al principio es probable que Ăşnicamente observe el color blanco, con la prĂĄctica lograrĂĄ ver todos los colores que emanan de su energĂ­a interna. Si desea observar el aura de otra persona, simplemente pĂ­dale que se pare frente a una pared blanca a unos dos o tres metros de distancia de usted, utilice luz tenue, respire profundamente, concĂŠntrese y de inmediato se sorprenderĂĄ con lo que verĂĄ pues sentirĂĄ que la otra persona estĂĄ como iluminada por detrĂĄs. San Jose Giants celebrate Latino Heritage

n Sunday, August 15, the San Jose Giants hosted it first ever Latino Heritage night and wore special “Gigantes” jerseys for the occasion. Joel Velasquez, a volunteer with the Bay Area Gardeners Foundation, and his wife, Janet Fischer put the event together. “We put this event together because we noticed that The San Jose Giants have never had a Latino Heritage Night.” Velasquez said. “We brought the idea to the team and they loved the idea.” Velasquez and his wife had been working on the event since October of 2009 and had several sponsors including Chevy’s and Alaska Airlines. “The sponsors were also quick to jump on board and support this event,” Velasquez said. The Bay Area Gardeners Foundation bought 5,000 tickets at a dollar a piece and sold them for $7. Families could by a four-pack for $20. “All the money we made went towards our foundation, which offers scholarships to students regardless of their status,” Velasquez said. “Our foundation knows that some of these students are undocumented, which

makes it harder for them to receive any form of financial aid. We do not ask questions about their status. We just want them to be hard workers and be dedicated to receiving a higher education.” There was also a silent auction that consisted of several San Jose Giants jerseys signed by players. Velasquez said he felt the event was a success and that he plans on having similar ones in the future. The Bay Area Gardeners Foundation began when Catalino Tapia saw motivated students in his community whose finances held them back from pursuing higher education. He discovered his community lacked foundations, organizations, and individuals with a vision to help struggling college students fulfill their educational goals. Catalino, with a few fellow gardeners, wanted to change that. The Bay Area Gardeners Foundation under Catalino’s leadership was formed in 2002. It began in Redwood City, San Mateo County, California where a large immigrant community supports education but lacks the resources to pay college expenses.
