The New DUI: Detaining Unlicensed Immigrants SJPD stops of undocumented drivers instead of drunks undermines public safety By Rosario Vital – El Observador n October 25, the San Jose Police Department announced it received $382,259 from the California Office of Traffic Safety to continue with checkpoints in the City of San Jose and arrest drivers under the influence of alcohol. According to authorities an average of nearly 11,000 people have died annually as a result of DUI traffic accidents nationwide. In California, authorities indicate that 950 people have lost their lives because of drunk drivers. It is good public policy to limit the number of drunk drivers. What is questionable is the parallel policy of arresting those who do not have licenses, and cannot obtain licenses because of their immigration status. These are the new DUIs: Detaining Unlicensed Immigrants. Detaining and arresting these individuals does nothing to advance the policy of getting drunk drivers off the road. In fact, it takes time and resources away from the real goal and focus: assuring that drunk drivers are not allowed to drive. The San Jose Police Department DUI Checkpoint Manual relies on guidelines and procedures from two sources: the 1990 “Use of Sobriety Checkpoints for Impaired Driving Enforcement” issued by the National Highway Traffic Safety Administration (NHTSA) and Ingersoll v. Palmer, a 1987 California Supreme Court case that reviewed sobriety checkpoint standards on El Camino

Real in Burlingame. Neither source mentions or recommends combining sobriety checkpoints with the laborious and unrelated task of checking for unlicensed drivers. In fact, they recommend stops long enough only to detect alcohol abuse: 1. The NHTSA 1990 guidelines recommend: “A uniform statement/question to the driver should be used, for example: ‘Good Evening. You have been stopped at a Department Name sobriety checkpoint. We use checkpoints in an effort to detect and deter the impaired driver. Have you consumed any alcohol or controlled substance today?’ If the driver’s answer is no and there is no other compelling reason to detain the vehicle, the officer should permit the motorist to proceed.” No mention is made of asking for a driver’s license. 2. The 1987 California Supreme Court case stated the following: “Minimizing the average time each motorist is detained is critical both to the intrusiveness of the stop on the individual driver and to maintaining safety by avoiding traffic tie-ups. As occurred in the Burlingame and CHP checkpoints, each motorist stopped should be detained only long enough for the officer to question the driver briefly and to look for signs of intoxication, such as alcohol on the breath, slurred speech, and glassy or bloodshot eyes. If the driver does not display signs of impairment, he or she should be permitted to drive on without further delay.” No mention is made of asking for

Did you know? Those arrested for driving under the influence of alcohol can recover their vehicle the next day. Unlicensed drivers who are not under the influence have to wait 30 days to get their car back. Why the disparity? People who lose their vehicles must spend about $2,500 to recover them. Some do not bother to pick up the vehicle after 30 days because of the “under water” value of their car. The vehicle towing company charges $60 for each tow. Century Tow, City Tow, Courtesy Tow, Delta Tow, Matos Tow and Motor Body Tow have contracts with the city to tow vehicles. The SJPD gives 30 minutes to speak to a licensed family member or friend who can pick up the vehicle at the checkpoint. In Oakland, the police allow such cars to remain in safe places and the cars are not towed at all. EO recommends the adoption of this this practice as a policy improvement. a driver’s license. In the immigrant community the problem of arresting those who do not have licenses and are caught at the checkpoints is a huge issue: immigrants lose their vehicles, thousands of dollars in wages lost, and the loss of only way to get to work or take their kids to school. The grants for DUI checkpoints should be used to go after the real DUIs—those Driving Under the Influence—not to go after the detention of unauthorized immigrants. According to Zélica Rodriguez, Policy Director of SIREN, “Those driving without a license face detrimental conse-

quences at checkpoints and also at patrol stops. The cars of working immigrant families are being impounded for 30 days resulting in about $2500 in fines and fees.” Rodriguez is also concerned about the other stops made by the SJPD. “Cars of undocumented immigrants are also being impounded in large numbers at patrol stops due to equipment violations or other minor violations. They lose their means of transportation that way too.” SIREN has contacted both the City and the acting Police Chief to discuss the city’s current impoundment policy. “We are looking at its disparate impact on

low income immigrant families and how it compromises public safety”, said Rodriguez. The Crime Analysis Unit of the SJPD reports that in 2007 they arrested 2,406 persons under the influence of alcohol. In 2008 they arrested 2,526 and in 2009 they arrested 2,155 individuals for the same reason. In 2008 the SJPD impounded 379 vehicles. In 2009 the number of impoundments was 251, and in 2010 only through the first 9 months of the year the SJPD impounded 301 vehicles. This totals 931 impounded vehicles. While 854 persons were stopped during these 33 months for driving without a license, only 292 persons were arrested for DUIs. It is clear that the vast majority of impoundments are a result from undocumented immigrant drivers, not from persons driving while drunk. According to SJPD statistics the causes of most accidents and arrests are related to driving under the influence. There is no information or evidence that people who drive without a license are the cause of these alcohol-related accidents. So how, when, and why did the SJPD start attaching

license stops to sobriety checkpoints? From the best sources which informed El Observador, license stops began to accompany sobriety stops in 2005, soon after Rob Davis became the Chief of the SJPD. This has led to deep distrust of the SJPD by the immigrant community; the painful loss of savings and a vehicle to get to work and take kids to school; misdemeanor convictions that undermine self-sufficiency by not allowing a person to get a job; and the disproportionate arrest and detention of minorities. According to neighborhood activist Aaron Resendez, interim Police Chief Chris Moore understands the need to re-gain the trust of the immigrant community. “I believe Chief Moore will try to make important improvements in the policies that affect low-income immigrant families, such as the checkpoint and impoundment policies. I think the SJPD will focus more on the actual perpetrators of alcohol-related accidents, the drunk drivers, not on sober immigrants.” El Observador hopes he is right.

BREAKING NEWS EO has just learned that the SJPD plans to announce a new policy next week where in cars will not be impounded when unlicensed drivers are stopped for minor traffic violations. The police will allow the car to be parked in a safe spot and be picked up later by a licensed driver. When towed, a licensed driver will be able to pick up the car immediately. have been taking an ESL class for about 7 months at Metropolitan Adult Education. When I came to the U.S. last year, I got good information about Adult Education. I really appreciate this program because my English skills are getting much better. My ESL teachers teach us not only English skills, but also teach us the culture and history of U.S. In the ESL class, we can share ideas and understand each other. So I have made many friends with my ESL classmates. I am very concerned about closing the Adult Education program with Metro ED. Metro ED is a good opportunity to study English as a first step for the English language learner. It is also a first step to freedom. Educated Adults= Educated Children! y name is Maria Ramirez. I have been taking ESL classes since February 2009 to now at Metropolitan Adult Education. I decided to take this class because I have two daughters in elementary school and I want to help and understand their homework, Also, I work as Assistant Manager at Burger King, and I really need to speak, read and understand English. These are the two big reasons that I decided to take this class. San Jose Unified School District is planning to take a lot of money from Metropolitan Adult Education and many of our classes will close. I want to get my college degree. In the future I would like to be a nurse assistant.That's my big dream. I couldn't finish school in my country because I had to come here and find a job to support my daughter. She has a kidney problem and she has to take medicine until the doctors find some new treatement that could work better for her. That's another reason I want to learn English so I can understand what the doctors tell me, and read the instructions on each treatment that she has to take. I hope San Jose Unified will consider keeping all the classes open because this will affect me and my daughters.

The Biggest Deal By Hilbert Morales

his lame duck Congressional session is, as expected by many, not getting to any of the business which impacts the largest number of Americans. The biggest deal that can be enacted is one that favors the re-establishment of the American consumer economy. This is an issue which impacts the current silent majority (the middle class which is very concerned, angry and disappointed). Why might that be? Well, for one thing, lobbyists, representing special interests, are delivering too much influence money to a strategic group of members of Congress, both Republican and Democrat. One of the ways to extract some good for the nation from the ‘influence activities’ of lobbyists representing special interests is to require payment to the U.S. Treasury as much as they deliver to various congressional members as ‘influence money’. This is one way to collect a tax that is directly applied to the national debt. This tax, if ever enacted and implemented, would really be ‘a big deal’. Imagine the impact of special interest money when it is ‘legal’ to exert influence with money, providing that an equal amount is paid to reduce the national debt. It would be very likely that at first they would ignore this idea; then they will fight this idea; and then accept this tax as a ‘business expense’. In the end the people will benefit if an amount of money equal to that delivered by lobbyists is applied to the national debt. President Barack Obama is being criticized for making ‘a very big deal’ directly with the Republican minority at this time in order to get certain negotiated concessions which will benefit the most needy of the American public: those who are presently unemployed. This strategic move will force the leadership of the Democratic leadership in both the Senate and the House to focus on what this deal was all about. It is a brilliant move to force the Democratic leaders who have not supported the White House’s proposals. The Senate needs to assemble 60 votes to pass any legislation which will decrease (or for that matter, increase) taxes paid by the middle class American public. a present 25% paid by corporations today. The ‘super-rich’ need to understand that they would not be that rich had not many middle class Americans participated in the competition required by a capitalistic economy. In addition, wars have been used to create those situations wherein ‘an emergency’ exists which permits the conduct of this nation’s business by setting aside the usual, customary, and rational rules for doing business. Be aware that the lowest tax bracket (10%) which applies to the lowest income levels will go up to 15% if the ‘Bush taxes’ is not extended. Simply stated, the taxes on the low income taxpayers goes up 50% if the Bush taxes are permitted to lapse. The very few ‘super-rich’ may benefit by getting very low tax rates applied to their very high incomes, however the massive numbers of the low income folks will benefit even more. Consider that individuals having low incomes have a propensity to spend 100% of that income while the individual with a very high income does not spend all of their money which is deemed to be discretionary. Some is saved; some is invested; and certainly not enough gets back into ‘circulation’ as ‘consumer’ economic activity. Consider that today many jobs have gone to off-shore locales where skilled labor is available at much lower wages which enables the generation of higher profits. The capitalist of today is interested in profits only so that this income must be taxed at higher levels unless that profit is re-invested domestically to create jobs in America. The jobs that have already been “outsourced” will never come back. Why do all that is being done by President Barack Obama? It is because the biggest deal is the one that benefits the largest number of the American working public. It has been a long time since this nation has had a President with the intellect and brain power to deal with political forces who oppose dealing with the business that benefits most Americans. The President has made the best deal possible without any help from many Democratic members of Congress who need to suffer the consequences of not dealing with the business of the American people.Δ

thnic advocates are up in arms for the lack of inclusion of their businesses in the bid process for lucrative contracts being awarded by the California High Speed Rail Authority (CA-HSRA). These advocate groups include the “Lawyers Committee for Civil Rights (San Francisco), National Concilio of California and The San Francisco African-American Chamber of Commerce. Their analysis and monitoring of the bid placement record to date of the CA-HSRA reveals that so far of 134 companies given work, only 12 were ‘owned and operated’ by minorities. This record is the basis for an official complaint filed Wednesday, December 8, 2010 with the U.S. Department of Transportation. The complaint alleges that the CA-HSRA “utterly failed” to attract a diverse group of businesses when making contract awards valued at more than $500

million. It is this lack of ‘inclusive diversity’ which resulted in these advocates asking the federal agency to pull $3 billion in funding. The advocacy group alleges that the CA-HSRA’s “laissez-faire” approach led to an unfair disadvantage to ethnic-owned businesses and that this violated Title VI of the Civil Rights Act of 1964. Diane LaCome, President, National Concilio of California and Frederick Jordan, President and Chair, San Francisco AfricanAmerican Chamber of Commerce are to be commended for their efforts and leadership in this required advocacy action. This demonstrates that monitoring and whistle-blowing are essential to having major projects be managed and operated in a manner that benefits the greatest number of Americans, both the labor force and their businesses. A key to achievement of desired outcomes is for CA-HSRA to become more effective in communications that reach the minority community, especially its businesses.

By Cinthis Rodriguez – El Observador On Tuesday, December 7, over 50 people gathered at San Jose’s City Hall in support of the Development, Relief and Education for Alien Minors (DREAM) Act. The following day, the Act was passed in Congress’s House of Representatives by a 216-198 vote and on Thursday, the Senate, not having 60 votes, deferred the vote. “I have a couple of students who are scared to reveal their status so we’re getting our students to focus on private colleges because they are more lenient to accepting undocumented students, said Luis Marquez, California Student Opportunity and Access Program counselor, James Lick High School. “Unfortunately for the rest who don’t qualify, we ask them to go through the community college route and hope that the DREAM Act does pass.” The DREAM Act is a bill aimed at providing immigration relief to young people. The passage would grant many undocumented youth access to legal residency and federal financial aid, removing legal and economic barriers to higher education. Currently undocumented students can’t participate in federally funded programs designed to assist low-income students. Immigration laws also prohibit undocumented students from activities like study abroad programs, any paid internships or student employment. “What keeps me going is my family, I think the struggle that I go through is all worth it,” said Kimberly Martinez, sophomore at San Jose State University. As a freshman in high school, Martinez realized she was undocumented and decided she had no future in a country that she has known since the age of one. She led a carefree life until she learned it was possible for her to attend college. “The DREAM Act would give me an opportunity to help others through the hardships that I’ve endured with the struggle of being undocumented,” said Martinez. “I’d also be able to get an education. I can’t imagine myself without it.” With the help of scholarships, students like Martinez may graduate college but life after that is uncertain. When others don’t see the incentive to continue their education the U.S. is losing out on their creative productivity as well as tax revenue from their potentially higher earnings. “We have to stand up and say enough is enough, we have to put a line in the sand and we have to treat all people with dignity and respect,” said councilmember Ash Karla. By passing the DREAM Act, Congress would give undocumented youth a path toward realizing their full potential and an opportunity to fully participate in the country that has given them the opportunity to succeed.

Apply yourself: Now's the time to go for scholarships (ARA) ollege is becoming more expensive by the year. If you have a student entering school, you probably are faced with the sobering task of figuring out how to pay for it. While cost of college tuition continues to rise, scholarships are still a tried-and-true way to bring the price tag of college to a more reasonable level.

But your child can't receive scholarship money if he doesn't apply for it. And as with most things in life, â&#x20AC;&#x153;the early birds get the worms.â&#x20AC;? Now is the time to get those applications completed in hopes of handsome rewards in the spring and summer. Applying for scholarships should be one of the first steps in your plan to pay for college. However, scholarship myths continue to flourish and need to be dispelled.

Myth 1: Billions of scholarship dollars go unclaimed. In reality, the number of unused scholarships is minuscule. You'll need to do your research and apply early to have a chance at getting your share of available funding. Myth 2: Scholarships go only to the best students. Many scholarships are awarded based on elements other than academic achievement. Some scholarships are based on the student's major field of study, involvement in extracurricular and community activities, ethnicity and geographic origin, or other factors. Myth 3: Scholarship searches are worth paying for. This myth eventually will die as people discover the many free resources available on the Internet or in the print media. So how do students and their parents sort through the

myths and get to the facts? Start the process early - January is perfect for the next school year - and utilize the resources around you. To find scholarship opportunities, start with your high school guidance counselor and local library for a list of possible resources. Next, check with your college financial aid office. Most states and many colleges offer scholarships, so students should also inquire about them. Finally, the Internet and organizational websites are excellent places to search. Remember, this information should always be free. Don't count yourself out just because you are not the valedictorian, class president or star athlete. There are scholarships available for many interests, backgrounds and abilities. The bottom line is apply now, and the more scholarships for which you apply, especially local and regional opportunities, the better your odds are to be selected.

Though the scholarship application process can be time consuming, most scholarships require similar information. Once you complete your first application, you can easily reuse the same information for additional scholarships. Scholarships come from many sources, but the student may have to do some detective work to uncover them. For example, at www.usbank.com/studentloans, you can apply to be one of 40 high school seniors or college undergraduates to receive a $1,000 U.S. Bank Internet Scholarship. Over the past 13 years, U.S. Bank has awarded more than $350,000 in scholarship funding for this program. Scholarship award recipients are selected through a random drawing process. There are no essays to complete or minimum grade point average

requirements. The U.S. Bank website also features a power-

ful scholarship search engine.

Scholarship search tips * Start early - Experts recommend college-bound students and their parents start looking as early as their freshman year in high school. By identifying potential awards, students can choose classes and activities that will increase their chance at winning a specific award in the future. * Use the Internet - But be wary of scams posing as scholarships. If a scholarship is reputable, you should be able to find information about it through multiple sources. Try to use two sources and make sure the profile submitted is accurate; paying fees does not increase your chance of winning. * Think small - Competition can be tough for large awards. Smaller awards ($1,000 and less) typically have less competition and are easier to obtain. Help Your Kids Re-focus on School (NewsUSA)

s the school year passes the halfway point, some kids may get distracted from their studies. If you and your kids want to re-focus on school success, here are some suggestions for kick-starting learning: * Commit to learning. Getting homework done on time and turning it in the next day? Organizing a study area at home? Using a planner regularly and efficiently? Agree on some age-appropriate rewards and consequences. Give your kids the consistency of fairly regular routines (weekends and holidays can be breaks). Bedtime, wake-up, study, homework, play, family time -- kids rely on these routines, and the structure helps them to feel safe, know what's expected of them and be successful. * Help them organize. Organized kids do better in school than haphazard kids. Help them to set up their planners (written or electronic), to keep their notebooks and backpacks neat and orderly, to break up large assignments into smaller ones so they don't seem overwhelming, to maintain a work space at home that's actually workable and

not a disaster area, and to stick to the goals you've set together. * Maintain healthy habits. Healthy kids are better learners. Help your children by monitoring their screen time (TV, video games, cell phones, etc.), making sure they're getting enough sleep, insisting on their good eating habits, making sure they're involved in regular and aerobic exercise, and sticking to the goals and routines you've established. * Be a good role model. Kids learn from their parents. If they see that you're organized, focused on what's important to you and your family, staying healthy and being true to your values, they'll pick up some pretty important life lessons. * Don't give up. Let your kids know that you're serious about these goals and that their school success is as critical to you as it is to them. * Get help early if you need it. When your kids show that they're having trouble despite your best efforts, get help early. Ask a teacher or guidance counselor for help. Get a tutor. Find a "study buddy" for your kid. Just get help before the little problem grows into a big one. * Ask other parents. You're not the only one trying to keep your kids on track. n 2006, a woman from East San Jose decided to go on a hunt for nice glass ornaments for her Christmas tree. She wanted very specific ornaments, Latino themed, but didn’t find any. “I was looking for Latino ornaments and I couldn’t really find anything besides penguins and angel ones,” said Darlene Tenes, de-

signer and founder of CasaQ. She couldn’t believe she didn’t find any ornaments, despite the number of Latinos in the country. The next year, Tenes decided to design her own ornaments through her Hispanic lifestyle company CasaQ. Her first creation was Pancho Claus, a little man with his sack of gifts, dressed in red with a sombrero and riding along his piñata. Followed by Sancho Snowman, the snowman that is strapped with a guitar, sandals and even a mustache. The Querida Collection was born. RETENES Cambiarían políticas de incautación de vehículos ÚLTIMO MINUTO

l pasado 25 de octubre, el Departamento de Policía de San José (SJPD) anunció que recibió $382,259 en fondos por parte de la Oficina de Tráfico y Seguridad de California, a fin de continuar con los retenes en la ciudad y arrestar a conductores bajo la influencia de alcohol. De acuerdo a las autoridades, un promedio de 11,000 personas mueren en los Estados Unidos anualmente como resultado de accidentes de tránsito causados por el alcohol. En California las autoridades afirman que 950 personas perdieron la vida por culpa de conductores ebrios. Es bueno que se controlen a los conductores ebrios. Lo que es cuestionable es el arresto paralelo a aquellos conductores que no tienen licencia, y que no la pueden obtener debido a su condición migratoria. Los retenes están detiendo a inmigrantes indocumentados. Deteniendo y arrestando a aquellos individuos, no contribuye con la meta de aminorar el número de conductores ebrios. Es más, quita tiempo y recursos del propósito principal que es: Asegurar que los conductores ebrios no esten permitidos de manejar. El manual de retenes del SJPD se basa en las directrices y procedimientos a partir de dos fuentes: La de 1990 titulada "Procedimientos en los retenes de conductores en estado de ebriedad", emitido por la National Highway Traffic Safety Administration (NHTSA) e Ingersoll v. Palmer, y la de 1987, un caso de la corte suprema de California llevado a la jurisprudencia del Tribunal que revisó las normas de estos puestos de control de sobriedad en la calle El Camino Real en la ciudad de Burlingame. Ninguna fuente menciona o recomienda la combinación de los puestos de control de sobriedad, con la tarea laboriosa y sin relación de control a los conductores sin licencia. De hecho, recomiendan usar el tiempo únicamente necesario para detectar el abuso de alcohol:

En el nuevo procedimiento. los coches no serán confiscados cuando los conductores sin licencia sean detenidos por violaciónes de tráfico de menor importancia. La policía va a permitir que el vehículo se encuentre estacionado en un lugar seguro y será recogido por un conductor con licencia. Utilizamos los puestos de control en un esfuerzo por detectar y disuadir a los conductores ebrios. ¿Ha consumido hoy alcohol o sustancias tóxicas? ". Si la respuesta del conductor es no y no hay otra razón de peso para detener el vehículo, el oficial debe permitir al conductor seguir su rumbo." No se hace mención de pedir una licencia de conducir. 2. En 1987, la jurisprudencia del Tribunal Supremo de California declaró lo siguiente: "Minimizar el tiempo de cada conductor cuando es detenido, es fundamental tanto para la orden de alto de cada conductor y para mantener la seguridad al evitar congestiones vehiculares. Como ocurrió en los puestos de control de Burlingame, cada automovilista fue detenido sólo el tiempo suficiente para que el oficial haga la pregunta brevemente y determine si el conductor muestra signos de intoxicación, tales como el alcohol por el aliento, dificultad para hablar, y los ojos vidriosos y enrojecidos. Si el conductor no muestra signos de ebriedad, la persona debe ser permitida de seguir conduciendo, sin más demora. No se hace mención de pedir una licencia de conducir. En la comunidad inmigrante el problema de detener a aquellos que no tienen licencia y están atrapados en los puestos de control es un gran problema: Los inmigrantes pierden sus vehículos, miles de dólares, y el único medio de transporte para llegar al trabajo o llevar a sus hijos a la escuela. Las subvenciones para los puestos de control de DUI debe ser utilizado para apuntar a los conductores reales por DUI y no ir tras la detención no autorizada de inmigrantes. Según Zelica Rodríguez, Directora de Políticas de SIREN, "Los conductores sin una licencia

pagan caras consecuencias en estos puestos de control y también en las paradas de las patrullas. Los coches de las familias trabajadoras inmigrantes están siendo embargados por 30 días con un gasto de $ 2,500 en multas y honorarios". Rodríguez también está preocupada por las paradas de otros vehículos realizados por el SJPD. "Los coches de los inmigrantes indocumentados también se incautan por las patrullas que los detienen por cometer infracciones a veces no merecen ser confiscados y lo son. " SIREN ha contactado tanto a la ciudad y al Jefe de la Policía para discutir la política actual. "Estamos analizando su impacto desigual sobre las familias inmigrantes de bajos ingresos y cómo se compromete la seguridad pública", dijo Rodríguez. La Unidad de Análisis de Crimen del SJPD informa que en el 2007 arrestaron a 2,406 personas bajo la influencia del alcohol. En el 2008 se arrestaron a 2,526 y en el 2009 se detuvieron a 2,155 personas por la misma razón. En el 2008, el SJPD incautó 379 vehículos. En el 2009 el número de conductores fue de 251, y en el 2010, sólo durante los primeros 9 meses del año, la policía en San José ha incautado 301 vehículos. Esto suma un total de 931 vehículos incautados. Mientras que 854 personas fueron detenidas durante estos 33 meses por conducir sin una licencia, sólo 292 personas fueron arrestadas por DUI. Es evidente que los retenes están dirigidos a inmigrantes indocumentados y no a personas conduciendo en estado de ebriedad.

Según las estadísticas de la policía, las causas de la mayoría de los accidentes y las detenciones están relacionadas con la conducción bajo la influencia de alcohol o drogas. No hay información o evidencia de que las personas que conducen sin licencia son la causa de estos accidentes relacionados con alcohol. Entonces, ¿cómo, cuando y por qué la policía incorporó la revisión de licencias a los puestos de control de sobriedad? De acuerdo a las fuentes obtenidas por El Observador, la revisión de licencias en los retenes comenzó en el año 2005, poco después de que Rob Davis se convirtiera en el Jefe de la policía. Esto ha llevado a una profunda desconfianza entre la policía y la comunidad inmigrante. Los inmigrantes tienen que enfrentar la dolorosa pérdida de sus ahorros, el vehículo para ir a trabajar y llevar a los niños a la escuela; condenas por delitos menores que atentan contra la autosuficiencia al no permitir a una persona a conseguir un trabajo, y el arresto y la detención desproporcionada de las minorías. Según el activista Resendez Aarón, el jefe de policía interino Chris Moore entiende la necesidad de volver a ganarse la confianza de la comunidad inmigrante. "Creo que el Jefe Moore va a tratar de hacer mejoras importantes en las políticas que afectan a familias de bajos ingresos de inmigrantes, como los retenes y las políticas de confiscación de vehículos. Creo que el SJPD se centrará más en los autores materiales de los accidentes relacionados con el alcohol, los conductores ebrios, no en los inmigrantes, gente trabajadora. " El Observador espera que eso suceda.

a fe Guadalupana se ha convertido con el paso de los siglos, en todo un dogma inalterable, sin embargo, hace unos años el abad Guillermo Schulenburg, puso en duda las apariciones de la Virgen Morena y hasta intentó desacreditar la existencia del indio Juan Diego, enviando una carta al Vaticano para que se le pusiera un alto a su canonización. En aquel momento miles de sacerdotes, obispos y cardenales, se opusieron al abad, adjudicándole el nombre de “católico de pobre fe”. La controversia surgió debido a unas pruebas que se le hicieron a la mantilla original, la cual según la historia, Juan Diego presentó como evidencia de las apariciones ante el poder eclesiástico. Uno de los investigadores puso en tela de juicio la autenticidad de la mantilla. Las apariciones de la Virgen María siempre han sido puestas en dudas, lo mismo sucedió en Fátima, Portugal y con la Virgen de Lourdes en Francia. La Virgen se ha aparecido en diversas partes del mundo, se ha revelado a seres humanos selectos y de corazón puro, para que por medio de ellos, el mensaje de luz que ella dicta, sea propagado entre los pueblos. Los diversos nombres de la Virgen María alrededor del mundo se deben al nombre que se les da a las diferentes advocaciones. La aparición de la Virgen en México a principios del siglo XVI, tuvo una apariencia mestiza, porque la madre del Redentor quería que la nueva raza que se estaba forjando en el nuevo mundo, le recibiera como mensajera del cielo, de ese modo las nuevas generaciones se iniciaran en el culto Mariano y al mismo tiempo los indígenas, dejaran de adorar a los dioses paganos. La Virgen de Guadalupe fue coronada canónicamente el 12 de octubre de 1895 por el Papa León XIII. San Juan Diego fue finalmente canonizado en el año 2002 por el Papa Juan Pablo II, convirtiéndose así, en el primer Santo de origen indígena. La Virgen de Guadalupe es la Reina de México y emperatriz de las Américas y las islas Filipinas.

De otro lado Martha Campos todos los años es una fiel devota a la virgen y asiste todos los años a México para visitar la Basílica. “La siento muy milagrosa, sé que me escucha y está entre nosotros”,dijo Martha Campos. After arriving from the North Pole, he made his way to the park on a vintage fire truck to meet the children and parents. “A vacunarse contra la gripe” Por Rosario Vital El Observador

a temporada de la gripe ha comenzado, y por esta razón las autoridades de salud del estado de California toman cartas en el asunto. Se han iniciado campañas para prevenir que ésta enfermedad se propague. Durante la “Semana Nacional de la Vacunación”, el Dr. Felipe Lobelo del Centro para el Control y Prevención de Enfermedades, está haciendo una gira por todo el país a fin de asegurarse que las personas sean vacunadas en diferentes ferias que se organizan en diferentes ciudades.

Con la campaña “Yo me vacuno” se busca conscientizar a que todas las personas se vacunen a fin de prevenir la enfermedad. “Es importante vacunarse para prevenir la gripe que representa un peligro para personas con enfermedades crónicas”, dijo el Dr. Lobelo. Lobelo estima que la falta de acceso a servicios médicos además de la falta de información hacen que las personas no acudan a vacunarse. “La vacuna es segura, efectiva y preventiva. Debemos estar preparados porque no se puede predecir cuándo viene y cómo el virus nos atacará”, agregó el galeno. La vacuna contra la gripe 2010-2011 protege contra el virus de influenza A H3N2, un virus de influenza B y el virus H1N1 2009 que causó tantas enfermedades la temporada pasada. Todas las personas mayores de 6 meses deben vacunarse contra la gripe tan pronto como la vacuna contra la gripe de temporada 2010-2011 esté disponible en su área. La vacunación de personas con alto riesgo es particularmente importante para disminuir el riesgo de padecer enfermedades graves por la gripe.

Para evitar se propague la gripe hay que tomar precauciones. Acuda al centro médico más cercanos y a las ferias de salud donde se distribuirán las vacunas. La vacunación es importante para los trabajadores de los cuidados de salud y otras personas que conviven o cuidan a personas con alto riesgo para evitar contagiar a aquellas personas en alto riesgo. Los niños menores de 6 meses tienen un alto riesgo de sufrir graves complicaciones por la gripe pero son muy pequeños

Statin Drugs Can Improve Vascular Health (NewsUSA) here are many benefits for patients with all types of atherosclerosis (hardening of the arteries) when they take statins. Side-effects are relatively rare, and there are many varieties of statins available that allow careful selection for the best statin for each individual patient. Statins lower "bad" (LDL) cholesterol, which reduces the rates of stroke, heart attack, and atherosclerosis of leg arteries. Data suggest that statins beneficial effects go beyond simply lowering the level of "bad" cholesterol in the blood stream. The truth about the flu: It's more serious than you think (ARA) artin McGowan was a healthy, athletic 15-yearold with a passion for baseball. After his high school baseball tryouts in early February 2005, Martin was exhausted and said his legs hurt from running. He went to bed, and at 2:30 a.m. that morning, Martin's mother awoke to hear her son vomiting in the bathroom. He had a fever of 102 degrees.

Martin's symptoms progressed throughout the morning, with the pain in his legs worsening. His mother called the doctor who recommended either an appointment for later that afternoon or to take Martin to the emergency room. Martin said he needed to go to the emergency room. Once at the hospital, Martin's lips were so white the ER doctor administered intravenous fluids. Martin tested positive for influenza. As a result of the influenza disease attacking his muscles, he developed compartment syndrome, which limited his blood

circulation in his legs and caused severe pain. The doctors explained to Martin's mother that he would need an operation as soon as possible. If the blood flowing to Martin's legs ceased for an extended period of time, they might have to amputate his legs. During the surgery, Martin's heart stopped beating. Shortly after, Martin died of complications from influenza, merely 24 hours after his first symptoms appeared. Martin had not been vaccinated against the flu. After Martin's death, his mother, Diane McGowan, joined Families Fighting Flu, the only non-profit organization made up of families who have experienced first-hand the death of a child due to the flu or have had a child experience severe medical complications from the flu. The flu is a serious disease that spreads very easily. It can cause mild to severe illness, and can lead to death - even

among healthy, older children. According to the Centers for Disease Control and Prevention (CDC), annual vaccination is the single best way to prevent influenza in people of all ages. "We should have gotten Martin vaccinated," said McGowan. "Now, I can only hope that his story will be an encouragement for other families to get their children vaccinated every year." During the 2009-2010 flu season, the CDC estimated that 274,000 people were hospitalized in the U.S. from influenza - more than 85,000 of them were children. Tragically, an estimated 1,200 children under age 17 died from the flu last season.

The CDC now recommends that everyone 6 months and older get vaccinated against the flu, creating the first universal flu vaccination recommendation. For children younger than 6 months, it is important for family and caregivers around them to get vaccinated. "It's not just children who need to get vaccinated, it's the

entire family," said Laura Scott, executive director of Families Fighting Flu. "A flu vaccine reduces your risk of illness, hospitalization, or even death and can prevent you from spreading the virus to your loved ones." The flu virus tends to spread from October to May, with the most cases occurring in January or February. However, vaccination can be given

at any time during the flu season. Even getting a vaccination later in the season (December through March) can still protect you from influenza.
