County Recognizes CalWORKs Participants’ Success at 20th Annual Achievement Awards Ceremony

ANTA CLARA COUNTY, CALIF – County of Santa Clara Board of Supervisors honored ten CalWORKs participants for their personal, educational, and employment accomplishments, along with De Anza Community CollegeOccupational Training Institute (OTI) and local employer Edible Arrangements. The recognition was part of the 20th Annual CalWORKs Achieve-
ment Awards ceremony that acknowledges participants’ outstanding efforts to succeed through the Social Services Agency employment program training, and support from local organizations and employers. The Board of Supervisors highlighted the contributions of two outstanding community partners for their commitment to hiring and supporting CalWORKs participants.

NCLR Calls Senate “Dream Act” Vote A Moral And Political Travesty

ashington, DC—NCLR (National Council of La Raza), the largest national Latino civil rights and advocacy organization in the United States, today called the U.S. Senate’s rejection of the “DREAM Act” “a moral and political travesty” for the Latino community and our country. The bill, which received long-awaited action in both the House of Representatives and Senate during the “lame duck” session, failed on a procedural vote 55–41. “Today’s vote is both difficult to endure and difficult to understand. It is hard to endure because so many talented young people across the country were pinning their hopes and dreams on this vote. How long will we make them wait for their chance at the American Dream and for our country to benefit from their willingness to contribute and serve our nation?” stated Janet Murguía, NCLR President and CEO. “It is also hard to understand. The Republican Party had a golden opportunity to mend its relationship with Latinos. There is overwhelming support for this modest, sensible legislation. Yet they chose process over principle and politics over
progress. Their stand to block action on arcane procedural grounds will soon be forgotten, but their rejection of our community will long be remembered,” continued Murguía. “Yet the Latino community and the ‘DREAM Act’ students who worked tirelessly for months should also be comforted by the leadership and courage of many senators today. Senate Majority Leader Harry Reid (D–NV), along with Senators Dick Durbin (D–IL) and Bob Menendez (D–NJ) led the fight for today’s long-awaited vote. Senators Bob Bennett (R–UT), Richard Lugar (R–IN), and Lisa Murkowski (R–AK) courageously chose principle over procedure and broke with their party to vote for the bill,” noted Murguía. “The Republicans and Democrats who voted against this bill and the future of these young people should know they did so in full view of the Latino community. Both Univision and Telemundo—at great expense—joined C-SPAN to cover the vote live. It is now crystal clear to Latinos in this great nation who stood with them and who did not,” concluded Murguía.

eliz Navidad/Merry Christmas 2010. What are some of the gifts which our communty needs today? One gift of $14,000 was presented to the Sacred Heart Community Center by Comerica Bank. This is an extraordinary gift because Sacred Heart Community Center is providing essential food to an increased number of needy. This past Saturday, at the McEnery Convention center, volunteers assembled 2,400 bikes. Two hundred of these bikes were distributed to youth living in the Somos Mayfair community. In addition, Valley Transit Authority (VTA) had the objective of filling one bus with toys. They were thrilled to have two bus loads of toys donated by a concerned giving public. The Rotary Club of San Jose also collected toys at their most recent meeting at the Rotary Summit Center. Many organizations are distributing Christmas food baskets to needy families they know about. It seems that despite these trying economic times, many are concerned enough to ensure that the children get to experience Christmas in a joyful manner. Quite often, too many do not have the bare essentials required: food, clothing and shelter. May all our readers reach out to make someone’s Christmas become merry and bright. Many firms and organizations are having frugal Christmas parties this year. It seems appropriate to remind all that despite the current economic challenges being faced, our communities have much to celebrate this Christmas. Religious faith groups are making an extra effort to reach out to those who need some compassionate human contact. This is a manifestation of a primordial human hunger to be in a relationship. While independence is often touted, in the end each of us wants to have access to the spirit of being a family member or accepted as a member of some community group. In this materialistic and competitive capitalistic environment, Christmas is the one time when many realize that certain spiritual values are not only important, but essential. A human being cannot be human except when in relationship in a loving respectful manner with another human being. Having great wealth does not ensure having

great human relationships. In like manner, being poor and destitute does not prevent one from having great human relationships. Many avoid thinking about God who is everywhere; God who is omnipotent; and God who is concerned and loving about us humans. We often fail to admit that we do not control, nor manage, things in this world very well. Humans do have the potential of ‘creating heaven on earth’ if we can get beyond our wars, conflicts, and petty fights. We do seem to lose this perspective easily. We are fortunate to live in a society wherein inclusive diversity exists as a work in progress. We are not ‘there’ yet, but all of us need to take a moment to thank God for the blessings we take for granted, and for the opportunities enjoyed. “Blessed are the peacemakers, for theirs is the Kingdom of God.” What does El Observador give at Christmas time? Fortunately, EO provides information about community activities, needs and challenges. Those of you who provide us with information about the ‘happenings and celebrations’ are a godsend to EO. Those of you who are supportive as affiliates are extremely valuable to EO which is doing its best to be the multimedia information distribution service which keeps this community informed. It is that information which permits the community to function as a mosaic of related components. Christmas is about community, friends, family and our personal relationship with the religion of our own choice. In the Christian religious faith, this is the time of advent which has a spirit of preparation, expectation and anticipation for the arrival of the Messiah (Baby Jesus). It is a matter of faith that many believe and practice Christianity. It is at this time that we should all read the beatitudes which were presented by Christ some 2,000 years ago (The Holy Bible, King James Version, Luke 6:20-39 and Matthew 5:3-11). Ponder them and realize that human needs have not changed over the mellenia. Individuals need acceptance , respect and tender loving care. an Jose, Calif. – The Santa Clara Valley Transportation Authority (VTA) will operate bus and light rail service on a Sunday/Holiday schedule on Christmas Day, Saturday, December 25, 2010 and New
Year’s Day, Saturday, January 1, 2011. VTA will operate bus and light rail service on a regular weekday schedule on Friday, December 24 and Friday, December 31 with the exception of the following commute

Traffic Infractions Decriminalized
S
an Jose, CA – At their December 14th meeting, the Santa Clara County Board of Supervisors unanimously approved reducing certain driving with suspended license offenses from misdemeanors to infractions. This is the first major proposal arising out of Supervisor Dave Cortese's initiative to increase pre-trial diversion rates to ease the strain on the court system and ensure equitable application of laws. "Many people in the criminal justice system are not repeat offenders or hardened criminals," said Cortese. “I am
pleased that the Board of Supervisors supported this important step." Supervisor George Shirakawa, Chair of the county’s Public Safety and Justice Committee, also endorsed the proposal which was requested by a coalition of civil rights groups. Additionally, District Attorney Dolores Carr has committed to supporting these efforts and brought it to the Board for approval. Under state law, the DA has final authority to make the change. The majority of driving with suspended license offenses are already reduced to
infractions by court commissioners. Offenders who are on felony probation or parole, are cited for other misdemeanor charges, or have three or more convictions for driving on a suspended license within the previous five years will not be able to take advantage of this new program. Other counties in California have taken similar steps towards decriminalizing certain misdemeanors, including Sacramento County. Santa Clara County’s program will be administered as a partnership between the District Attorney’s Office and local law enforcement.

Alearn: Guardianes de la educación

ebido a la crisis de la economía, la educación está pagando las consecuencias de la falta de dinero en los presupuestos de los Distritos Escolares. Esto ha perjudicado a las escuelas públicas que cuentan con pocos recursos de nivelación y programas después de clase. Los perjudicados por una evidente falta de presupuesto son los estudiantes. Los jóve-
nes de familias de bajos recursos tienen aún más difícil la situación. El problema de deserción escolar además del bajo rendimiento de estudiantes de color y latinos fue una de las grandes preocupaciones de Kathryn S. Hanson, fundadora de la organización “Alearn”. Gracias a la visión de Hanson, se logró encontrar el punto donde se origina una gran parte del problema en la educación de California. Además de la crisis presupuestaria había que tomar una decisión y evitar que
más estudiantes tengan bajo rendimiento o abandonen las escuelas. “Todos los estudiantes merecen educación de primera calidad. Todos tienen la capacidad de aprender y todos merecen tener la oportunidad de ir a las universidades”, cita Hanson en su sitio web. County to Benefit from State Funding to Reduce Long-Term Foster Care
T
his week, County of Santa Clara Board of Supervisors budgeted $400,000 in State funding for year one of a grant to reduce the time African American children and youth spend in the foster care system. This grant will fund a five-year pilot program to examine barriers to finding permanent homes for the youth and identify practices that have proved effective in eliminating such barriers. The State is looking to replicate successful strategies throughout California. The California Depart-
ment of Social Services (CDSS) received funding approval for the five-year grant through the Department of Health and Human Services, Administration for Children and Families for the California Partnership to Reduce LongTerm Foster Care. Fourteen California Counties were selected as grant recipients with no matching funds requirements. Santa Clara County was approved to receive $2,770,000 over the five-year grant period, from September 2010 through September 29, 2015. Between January 2000
and January 2010, Santa Clara County’s foster care population decreased 53 percent, from 2658 to 1260. However, although African American children are only two percent of the child population in Santa Clara County, approximately 13 percent of youth in the County’s long-term foster care are African American. The County’s most recent data indicates that as of April 2010, 621 children have been in foster care in Santa Clara County for 24 months or longer, with 39 percent having been in care 60 or more months.

ace años, cuando me llegó la hora de ir a la universidad, me sentí abrumada por los precios. No tenía ahorros familiares y estaba muy poco asesorada, así que parecía que mi única opción era conseguir una beca completa; una propuesta de todo o nada. Disponía de más opciones de lo que creía entonces;

muchachos hoy en día tienen más opciones de lo que creen. El costo es el principal factor para muchas familias latinas a la hora de elegir una universidad, pero con frecuencia esas familias carecen de información fundamental sobre la ayuda financiera. Mi punto ciego era el de no estar consciente de que, además de las universidades había otras organizaciones que ofrecían becas para ayudarme. También había préstamos, pero me parecían una opción impensable. Mis padres habían hecho muchos sacrificios y no se daban abasto al pagar las colegiaturas de mis tres hermanos en primarias y secundarias católicas. La búsqueda de una universidad me consumía más tiempo que las tareas escolares y mi trabajo de medio tiempo juntos; recuerdo que, durante meses, me iba a la cama pasada la medianoche. Lo estaba apostando todo a que mis ensayos de solicitud me valieran una beca universitaria. Por suerte, el esfuerzo rindió frutos en uno de los momentos más importantes de mi vida. BizFilings points out that implementing these five important takeaways will save you money and help position your business for success. 1. Hiring in 2010 can lead to a tax break and tax credit Employers hiring workers who have been unemployed at least 60 days are not only helping to reduce the unemployment rate, they may also qualify for an exemption from the 6.2 percent employer portion of the Social Security tax as part of the HIRE Act. The exemption applies to wages paid to any qualified employee hired after March 17, 2010. The value of this tax relief (per employee) can range from hundreds to thousands of dollars. The act also makes available an additional general business tax credit of up to $1,000 for each qualified employee hired in 2010 who is retained for a full year. 2. Elimination of capital gains tax provides incorporation benefits The Small Business Jobs Act includes a special provision that eliminates the capital gains tax. This provision applies only to C corporations. Through the end of 2010, non-corporate investors, such as individuals or partnerships, who invest in the stock of a

qualified small business corporation and who hold that stock for at least five years can exclude 100 percent of the gain from their income. "Incorporating your small business into a formal entity, like a C corporation or limited-liability company, does more than offer limited-liability protection by separating the owner and the business," says Karen Kobelski, general manager of BizFilings, a fullservice, online incorporation provider. "Incorporation lends credibility to the business' operations whether interacting with banking officials, equipment resellers or potential investors." If your business isn't already a C corporation, it is easy to make it
3 . Giving small business owners and employees health insurance has benefits for the future Offering employees health insurance has not always been an option for every small business. With the new Affordable Health Care Act, this grim reality may be a thing of the past. Small businesses with fewer than 25 full-time employees are eligible for a tax credit for up to 35 percent (increasing to 50 percent in 2014) of premiums paid for employee health insurance. Businesses with average employee annual wages of $50,000 or less can qualify for the credit. This credit helps minimize the burden of providing health insurance for employees. The Small Business Jobs Act makes it possible for more people to have health insurance. A provision in this act allows business owners to deduct the cost of health insurance in calculating their 2010 self-employment taxes. Health insurance that covers business owners' families can also be deducted. 4. Additional opportunities to obtain small business loans permit future lending Based on the new law that is part of the Small Business Jobs Act, not only are more businesses eligible to apply for loan guarantees, but the loan amounts are higher, as well. The maximum loan amount available under the Small Business Administration's 7(a) loan program and 504 loan program has increased from $2 million to $5 million. The maximum loan amount available under the SBA's Express Loan Program has increased from $350,000 to $1 million. The increase in available loans may make it possible for some small businesses to get the support they need to succeed. 5. The cost of acquiring capital assets has been lowered Businesses that invest in equipment and other assets can take advantage of the 50 percent "bonus depreciation" deduction until the end of 2010, thanks to the Small Business Jobs Act. New businesses can also deduct more money and recoup start-up costs up front, with the allowable amount of start-up cost deductions rising to $10,000 in 2010. In addition, the expensing election has been extended through 2011; the allowable amount has been increased to $500,000 and the investment limit to $2 million - the highest amounts ever permitted. Businesses can elect to expense costs in either year that best fits within these new increases and their budgets. These new laws are positively impacting America's entrepreneurs and their financial futures. Position your business for success at the end of 2010, and start 2011 off on the right foot by taking advantage of these tax breaks, benefits and deductions.

Cuando Santa busca justicia Por Rosario Vital El Observador ¡Feliz Navidad!, Merry Christmas!! HO HO HO, camina Santa Claus por los pasillos del Departamento de Policía de la ciudad de Mountain View. Todos los años lleva alegría, ilusión, regalos y por supuesto, regala su sonrisa en las tradicionales fotos para todos
los pequeños que reciben su regalo por estas fiestas de navidad a través del programa de “Cops That Care”, en español “Oficiales que se preocupan de uno”. El Santa que busca justicia y está tratando de manera igualitaria llegar a todos, si existe. Más allá de tratar por igual a todos los ciudadanos en la vida real, Santa es un hombre que está en los tribunales haciendo justicia. Se trata de Javier Alcalá, un juez de la Corte Superior de California del Condado de Santa Clara, quien esta vez en el rol de Santa Claus, se sentó para regalar parte de su tiempo al programa de “Cops That Care”. “Participo todos los años. Veo en los ojos de estos niños, la ilusión que algún día yo tuve cuando era pequeño. Me gusta participar voluntariamente en este programa porque estamos sirviendo a nuestra familia latina”, dijo Alcalá a EO.
Santa Claus fue la atracción de todos los niños en el evento de “Cops That Care”. El juez Javier Alcalá de la Corte del Condado de Santa Clara hizo de Santa y celebró con todos los pequeños esta navidad. Alcalá en Octubre de 2010 fue nombrado juez por el Gobernador Arnold Schwarzenegger. Sirvió como comisario de la Fiscalía de 1983 al 2010. Pa-
ralela a su carrera profesional, el juez no deja de expresar su compromiso por la comunidad latina. Alcalá quien nació en la ciudad de Mountain View, es perfectamente bilingüe. Aún recuerda que sus padres de origen michoacano no aprendieron el inglés, entonces el aprendió a comunicarse en los dos idiomas. Inglés afuera y español con los padres. “Deseo que muchas personas abran sus corazones, no
sólo en estas fiestas sino por siempre”, dijo Alcalá quien permaneció horas sentado y regalando abrazos, fotos y sonrisa a todos los niños que les tocó recibir un regalo gracias al programa de la Policía de Mtn. View, “Cops That Care”. En esta fiesta navideñacientos de personas se dieron cita a la entrega de regalos en la ciudad de Mtn. View. El Departamento de Policía de Mtn. View juntó regalos de donativos particulares así como de
grandes tiendas. “Aquí hay para todos. Los residentes de Mtn. View llegan de manera organizada a recibir estos regalos. Este es nuestro octavo año y logramos entregar regalos a más de 1,700 niños”, dijo el Oficial Ron Cooper. an Francisco – Last week US Senate failed to advance the DREAM Act, a urgently needed piece of legislation which would have allowed young immigrants who grew up in the US, and are Americans in all but paperwork, to fix their status and contribute to, and serve, this country. While a majority of Senators voted to move forward with the DREAM Act, (including CA Senators Feinstein and
Boxer), the 55-41 vote fell five votes short of the supermajority needed to overcome a Republican filibuster. What we saw today was merely vindictive political blocking. We won the
vote in the House, and in fact won a comfortable majority in the Senate. In a truly democratic process, 55 votes would have been enough to move forward. The momentum from these positive votes will carry us forward as we demand the Obama administration provide relief for our communities,” said,Eric Quezada, Director of Dolores St. Community Services.

a nueva "True Grit", filmada íntegramente en Texas, cuenta lo que ocurre cuando Mattie (Hailee Steinfeld) ,una muchacha de 14 años, se entera que su padre ha sido asesinado en la calle por Tom Chaney (Josh Brolin), un delincuente borracho que se ha escapado a territorio indio para evitar ser perseguido por los representantes de la ley. Aunque la chica podría haberse dedicado a llorar por los rincones, prefiere vengarse, por lo que contrata a un marshall llamado Reuben "Rooster" Cobburn (el ganador del Oscar al Mejor Actor este año, Jeff Bridges) para que la ayude a capturarlo. Pronto se sumará al grupo LaBeouf (Matt Damon) un policía montado de Texas que desde hace años intenta atrapar a Chaney sin éxito. American Red Cross Giving Out T-shirts Over the Holidays

AKLAND, CA– For the final week of December, American Red Cross blood donors will have an opportunity to receive a free Tshirt while they do their share to help save lives. Prepare algo diferente para este fin de año L as fiestas ya se acercan y, ¿quién puede resistirse a los deliciosos postres que endulzan las noches de festejo con nuestros seres queridos? Desde flanes de leche hasta la tradicional capirotada, estos postres latinos que se sirven especialmente en la temporada de fiestas nos traen recuerdos de nuestra infancia y nos hacen rememorar los días felices del pasado. En vísperas de las fiestas de fin de año, “Toma Leche”, se ha asociado con Alfonso Ramírez, el chef de Puebla para enseñarnos a preparar postres gourmet muy fácilmente en nuestra propia cocina. Y el ingrediente más destacado en todas las recetas: algo tan rico y básico como la leche. Las recetas de postres a base de leche que Ramírez nos propone para estas fiestas están disponibles exclusivamente en www.tomaleche.com. Aqui les va una de ellas para deleite de sus familiares y amigos. Flan de Leche y Coco Sirve: 6 porciones Ingredientes: 12 huevos grandes 1 lata (14 onzas) de leche condensada 2 cucharaditas de extracto de vainilla 4 ? tazas de leche 1 taza de coco rallado 2 tazas de azúcar Preparación: Caramelice el azúcar. Coloque el azúcar en una cacerola sobre fuego medio y revuelva hasta que el azúcar se vuelva
marrón y adquiera la consistencia de caramelo/jarabe. Pero no deje que se pase. Vierta el azúcar caramelizada en un molde de 9x2 pulgadas, asegurándose de cubrir el molde por completo. Tenga cuidado al retirar la cacerola del fuego – podría quemarse con el caramelo caliente. Déjelo enfriar durante 10 minutos hasta que el caramelo se cristalice. Mezcle los otros ingredientes en un tazón y vierta la preparación en el molde caramelizado. Prepare un baño maría y lleve al horno durante aproximadamente 40 minutos a 350˚. Verifique la consistencia del flan con un palillo. Retire del horno cuando el palillo se vea seco. Deje enfriar y coloque en el refrigerador durante 20 minutos. Voltee el molde para desmoldar el flan sobre una bandeja. Presentación: Decore con crema batida, coco rallado, arándanos y hojas de menta. Acerca del flan: El flan latino tiene una historia larga y pintoresca que se remonta a la antigua Roma y sus conquistas. España creó la versión conocida con sabor a vainilla, cubierta con salsa de caramelo. Cuando los españoles se instalaron en América, el postre adquirió nuevos sabores tales como mango, naranja y coco. Then find room for smaller portions of the high-calorie main dishes. 5.Watch out for times when you feel guilty for overeating. Just because you slipped up at lunch isn't license to overindulge all day. Remember: One meal is one meal. One day is one day. 6.On the nights you decide to have a drink, limit yourself to one or two. And don't indulge every night. Also, choose wisely—a gin and tonic has 155 calories for 7.5 fl oz, while the same size frozen strawberry daiquiri has a whopping 450 calories. 7.If you are drinking, alternate alcoholic beverages with nonalcoholic, calorie-free drinks such as flavored seltzer. Or, choose wine spritzers, which are half wine and half seltzer. 8.Drink extra water to help flush out the excess sodium you consume during rich meals. 9.No matter how busy you get, make time for a healthy breakfast. Eating a morning meal will help control cravings later on. 10.If baked goods are your holiday weakness, consider hosting a cookie party: Ask every guest to bring one batch of his or her favorite cookies, plus the recipe, and share. This way, you and your family get a variety without having to bake loads. (For extra credit, challenge your guests to bring low-fat or low-calorie cookies.) 11.Store healthy snacks at the front of your fridge and pantry, and go for them before you treat yourself to the splurge stuff. 12.Just say "no" to packaged holiday candies and cakes! So what if they're red and green or blue and white—with all the homemade goodies hanging around, you don't need them. 13.Streamline your grocery shopping with lists of the ingredients you'll need for a week's worth of quick, easy meals. This way, you won't be limited to last-minute convenience and fast foods during those nights when you're dashing around. 14.Online shopping is a great time saver, but it means you lose out on the mall walking that usually goes with shopping. Make it up by figuring out exactly how much time you saved (say, 15 minutes per gift), then increase your cardio by that much for the week. 15.On heavy-eating weeks, add some strength training to your routine. Building muscle will help your body continue to burn calories while at rest. 16. Add health-related gifts to your wish list this year—they could help make for a slimmer, healthier new year. can’t believe New Year’s is just around the corner. This is when I ask myself, where has time gone? It seems as if I was just enjoying the beach not too long ago. As we get closer to December 31st, we start looking for the perfect outfit to wear that night. After all, it’s not a regular night, it’s New Year’s Eve, a night to dust off the dancing shoes and bring on the glitz and glamour! So, don’t be afraid to glam-up for this occasion, it’s your time to shine and celebrate. Before picking the perfect outfit for NYE, make sure that you follow the dress code for the event that you are attending. Is it a casual party? Semiformal? Formal? If you are not sure what the dress code is, you can always ask the host. If you want to dress casual but still look glamorous, wear a skirt or pants and a beautiful dressy top. If you like to show your legs, you can wear a short or knee-high skirt. There are many options, as far as skirts and pants go, try from: sequins, silk, organza and leather. If you go for a more over-the-top skirt or pants, keep the rest of the outfit simple; you don’t want to overdo it. And vice versa, if you choose a more elaborate top, wear a simple skirt or plain pants. A dress is the perfect choice for one of biggest nights of the year and you will fit right in anywhere you go. When you go shopping for a dress, keep in mind your body shape and make sure the dress fits right. There are many options out there right now, so don’t settle for the first dress you try on. Since this is a special occasion, be more daring and wear something you usually wouldn’t wear. Maybe this is the perfect time to try on a sequins dress. But, remember that if you wear a more elaborate dress, keep the rest of the outfit simple; you don’t want to end up looking like a Christmas tree. When it comes to accessories, they can be your best friends. They can turn a regular outfit into a fabulous one, in a matter of seconds. So, make sure you add the perfect earrings, necklace, bracelets or rings. But, don’t wear too many accessories because then it can ruin the whole look and then defeats the purpose.
To complete the outfit, add a fabulous pair of heels and a purse. Make sure that the heels are comfortable; there is nothing worse than not being able to walk because your shoes don’t fit right.
