resident Obama announced he would send 30,000 more American soldiers to Afghanistan in the next year, bringing our troop commitment to 100,000. It is Obama's hope, and our nation's gamble, that this increase will complete the job of killing or routing foreign al-Qaeda fighters from that nation, while at the same time convince indigenous Afghan Taliban members to lay down their weapons and peacefully rejoin civil society. The goal, as stated by the President in his Monday address at West Point Military Academy and to the nation, is to end the tragic 30 years of war in this sad land. I hope his plan succeeds, but I fear it will not. As a student of the history of interventions by superpowers in minor nations, and having traveled in Afghanistan just before the 1978 Soviet Union invasion, I can report that this mountain nation is as perilous as it is beautiful. The Afghan people, at the center of Asia and with a three thousand year history of foreign invaders, has never been easily controlled-- not by Alexander-the-Great, Genghis Kahn, or the British Empire. Eventually, the invaders have often destroyed themselves in the process of seeking to control this wild land. Afghanistan was invaded by more than 100,000 Soviet troops in 1978 to support a government they helped install, a so-called "client state." After nine years of gruesome war, 620,000 troops served, 15,000 died, 470,000 were sickened by hepatitis, typhoid, severe mental incapacity--even suicide, and 11,000 were maimed--suffering lifelong disabilities; all at a cost of $655 billion in today's U.S. dollars. More than one million Afghans died during this period, and five million fled to Pakistan or Iran, escaping the carnage delivered by Soviet jet fighters, attack helicopters, tanks, artillery, rifles, and millions of land mines. The Soviet Union, at the time the second most powerful and well equipped army in the world, was defeated by sandal-wearing guerrilla fighters, calling themselves "Taliban--warriors of god." The Soviet Union's humiliating defeat served as a key ingredient to its financial and moral collapse, and the defeat encouraged its own socialist republics to break apart, seeking their own destinies outside of Kremlin control. A recent report places a cost of $1million per U.S. soldier per year in a battlefield. With 100,000 soldiers expected to be in Afghanistan my mid 2010, it will cost a staggering 100 billion dollars each year! This amount does not include rebuilding the nation's infrastructure after thirty years of war, transforming its highly profitable--though deadly-opium economy to a vegetable farming economy, nor hospitals and schools for an injured, illiterate, and deprived population. There is also the problem of a thoroughly corrupt government starting at the very top with President Karzai, a former Unocal lobbyist, whose vice-president, a former warlord, grotesquely suffocated 2,000 men in shipping containers during the U.S. invasion, and whose brother is reportedly the richest drug dealer in the nation. Bribery and thievery are endemic at every level, yet no one is prosecuted for most crimes, including rapewhich evidently-is not a crime at all. Our soldiers are the best trained, equipped, and dedicated in the world, but even they have not been able to change the corrupt nature of the Karzai government, not in 8 years, not in 8 more years. I fear that by then, our nation will be drowning in the quagmire called U.S. in Afghanistan. In the 1960s we lost the War on Poverty in the jungles of Vietnam, I fear we will lose our nation's economic recovery in the mountains of Afghanistan. I hope it will not be the graveyard of our American Empire!

"Pre-Emptive" War, Then and Now By Hilbert Morales - El Observador

he name Pearl Harbor resonates in American history; it is synonymous with the U.S. entry into World War II. It stands for tragedy - and for treachery. On December 7, 1941, Japanese carrier-based aircraft attacked United States naval and air forces in the Hawaiian Islands, and scored a major victory. Over 2,300 U.S. military personnel lost their lives - almost half of them when the battleship Arizona was blown up and sunk by bombs and torpedoes. The U. S. Pacific fleet was devastated. The next day President Franklin Roosevelt called for a declaration of war, and described December 7, 1941, and the Japanese attack as "a date, which will live in infamy." Sixty years after Pearl Harbor, the administration of G. W. Bush has made "preemption" an official part of U.S. policy. According to this so-called "Bush Doctrine," the United States claims the right to use military force whenever it determines that its security or economic interests may be threatened by another nation in the future. The Bush National Security Strategy of 2002 states that "The greater the threat, the greater is the risk of inaction - and the more compelling the case for taking anticipatory action to defend ourselves, even if uncertainty remains as to the time and place of the enemy's attack. To forestall or prevent such hostile acts by our adversaries, the United States will, if necessary, act preemptively." In other words, if it is to our advantage, we will strike first - begin a

war - when we see a potential threat to our national interests. Prior policy required an adversary to strike first. Such was the case leading to the Spanish-American War (1898), World War I, World War II, the Korean War, Vietnam, Desert Storm, then Afghanistan and Iraq (following the 9/11 attacks) . The last three wars were, in my opinion, to secure sources of Mid-Eastern crude oil. Let us remember to continue the efforts to develop alternative and sustainable energy sources, which will truly make us independent of our reliance on foreign crude oil sources. On Monday night, President Obama laid out a long-term strategy to deal with the terrorist forces of al-Qaeda and Taliban, whose center of support is diffuse, however, it seems to be in an area common to Afghanistan and Pakistan. This conflict is not against these nations, but against an ideology which has twisted Islamic beliefs to destructive aggression against all who are not believers in their version of Islam. What President Obama has decided as national policy is very rational, though many will disagree and oppose, while enjoying the civil freedoms ensured by the American Constitution. We, as a nation, must support his leadership rather than undercut it. There are ways of presenting disagreements that do not diminish the leadership of our Commander-in-Chief. Unlike his predecessor, he took time to become fully informed. He even listened to his critics and detractors.

If we want the American Dream to prevail, we must do what has to be done. But know that as indicated by the litany of wars our nation has participated in since becoming independent, the struggle to be free will continue beyond 2011 when our military forces in Afghanistan will be brought home. They will be needed elsewhere where the forces of despotism and tyranny suppress their native residents. That has been going on throughout recorded history. Pre-emptive war is now our national policy because our nation cannot wait to be provoked. The global economy requires peace to permit free competitive economies to flourish. Our world security requires prevention of irresponsible use of weapons of mass destruction. Pakistan has atomic weapons and we cannot permit these to become controlled by terrorists. We cannot afford to wait to be incited by an attack such as the one at Pearl Harbor and later on 9/11. Let's support our President who is doing a very good job leading this nation out of the mess created by past administrations whose fragments are still very outspoken and as irresponsible as all those jihadists. On December 7, 2009 let us all Remember Pearl Harbor which happened 68 years ago. Let us commit ourselves to fully supporting what has to be done to neutralize terrorism. Understand that as a free world superpower, both military and economic, the forces of tyranny, despotism and treachery exist and must be faced directly both at home and abroad.Δ

MVPD Announces the 7th Annual "Cops That Care" Holiday Gift Giving Program Calling for Toy Donations!

n Saturday, December 19, 2009, over 1700 children from the community will gather at the Mountain View Police Department for the 7th annual "Cops That Care" holiday gift-giving event. This wildly successful event, founded by Officer Ron Cooper, provides gifts for children whose families may not have the means to purchase gifts on their own. Children through 18 years of age who have an affiliation to the Mountain View community will be able to visit the North Pole (also

known as the Police/Fire Auditorium at 1000 Villa St.) and select a toy from the thousands available. Every year, the Mountain View Police Department relies on cash and toy donations from the community in order to make this event successful and fun for the children. The Department is now accepting new and unwrapped toys and clothing as well as gift cards and cash. Donations can be brought directly to the Police Department at 1000 Villa St. Checks should be

made out to the Mountain View Police Activities League (MVPAL) with "Cops that Care" written in the comment section. This program is designed for families in Mountain View who are unable to purchase gifts for their children this holiday season. Parents or guardians of participating children will be asked to present something that will show their child's affiliation to Mountain View. Examples include, but are not limited to: driver's license/ID card

with a Mountain View address, school report card, school ID, child day care enrollment form or bill, utility bill, etc. The North Pole will be open to children on Saturday, December 19, 2009, from 9:00am to 7:00pm. AN FRANCISCO - Citing potential harmful effects on minors, child psychologist and Senator Leland Yee (DSan Francisco/San Mateo) today urged parents and grandparents to avoid violent video game purchases for their children this holiday season. "It is vitally important that parents and grandparents consider the content in video games before making holiday purchases," said Yee. "There is mounting evidence that ultraviolent video games have negative effects on children, and can cause real behavioral changes." Several studies by the Journal of the American Academy of Pediatrics, American Psychiatric Association, and American Psychological Association conclude that adolescents who play violent video games may become increasingly aggressive over time. Yee's 2005 law to prohibit the sale of extremely violent video games to minors in California is currently being litigated and under consideration by the Supreme Court of the United States. Another law, also authored by Yee in 2004, requires video game retailers to post signs to inform consumers about the video

Redistricting committee to help establish new boundaries for Santa Clara Valley Water District

AN JOSE --The Santa Clara Valley Water District Board of Directors appointed seven community members from all areas of Santa Clara County to work on establishing new district boundaries. State Assembly Member Joe Coto introduced AB 466 to amend the Santa Clara Valley Water District Act in early 2009 and it was signed into law by Governor Schwarzenegger last month. Among the amendments, AB 466 replaces the current Board of Director's structure. The new structure requires all seven board members be elected from new districts that will be drawn through a formal redistricting process. That process must be completed by June 30, 2010. "I am pleased that we were able to identify such a diverse group of community leaders to represent a wide variety of voices from throughout the county. This committee will ensure the process is open, inclusive and transparent," said Water District Board Chair Sig Sanchez. Each board member will be elected from seven smaller, equally divided districts. Creating smaller districts will improve voter representation, as each new district will better reflect the geographic, social and economic diversity that exists within Santa Clara County. In addition, the new smaller districts will

provide greater opportunity for competitive elections by making it less expensive for residents to run for public office. The creation of new districts requires a redistricting study; to ensure the seven newly drawn districts meet the one-person, one-vote test to comply with the federal Voting Rights Act. To assist with the completion of this redistricting the Board of Directors created an independent Redistricting Advisory Committee comprised of seven community members. The committee members are as follows: District 1: Bill Baron District 2: Lynda Ramirez Jones District 3: Rev. Jeff Moore District 4: Suzanne Wilson District 5: Dr. Michael Chang North County At-Large: Bob Brownstein South County At-Large: Roland Velasco The process is expected to be complete by April 13, 2010 with the Santa Clara Valley Water District Board of Directors adopting a redistricting plan at the April 27, 2010 meeting. The Redistricting Advisory Committee is expected to hold a total of seven meetings in various locations throughout the county. The largest number of injuries involves people between 20 and 49 years old. HOLIDAY DECORATING SAFETY TIPS* Ladders should always be placed on a firm, level surface, and the base of the ladder should be stable and not be able to move. When standing on a ladder, your hips should stay within the ladder rails. Don't stand on the top two rungs of a ladder. If climbing on a roof, the ladder should extend three feet above the roof edge. Never climb on a wet roof. It's always best to have another person with you to hold the ladder and help if you do fall.

World Unites to Fight AIDS By Osvaldo Castillo El Observador

he treatment of AIDS has come a long way since the virus first became an epidemic. Research and improved medicine have helped people live longer and healthier lives over the years. However, people throughout the world continue to contract HIV and die from AIDS. According to the National Institute of Allergy and Infectious Diseases, there are 56,300 new HIV infections each year in the U.S. and there is an estimated 33 million people living with HIV worldwide. On Tuesday, December 1, several organizations throughout the world gathered to express their commitment to the global fight against AIDS. In Silicon Valley, the commemoration was held at San Jose City Hall's Rotunda building. Several musical groups and political figures were present at the event. "We are here to acknowledge the losses and sacrifices that have been made by many people throughout the world," said San Jose Mayor Chuck Reed. "We will never forget these individuals and we will continue to support the research that is being done." In Silicon Valley, approximately 4,500 individuals have contracted HIV/AIDS, and testing has declined over the past five years. "The reason that testing has declined is because of the current economic crisis we are facing," said Santa Clara County Supervisor Ken Yeager District 4. "But we will continue to work hard to find funds for HIV and AIDS services in Santa Clara County." All individuals regardless of age, ethnicity and sexual orientation can contract AIDS. According to the Center for Disease Control and Prevention (CDC), in 2007, Hispanics/Latinos accounted for 18% of the 42,655 (including children) new HIV/AIDS diagnoses in the 34 states with longterm, confidential name-based HIV reporting. For Hispanic/Latina females living with HIV/AIDS, the most common methods of transmission were high-risk heterosexual contact and injection drug use. For U.S. Hispanic/Latino males living with HIV/AIDS, the most common methods of HIV transmission were (in descending order); sexual contact with other males, injection drug use and high-risk heterosexual contact. The CDC suggests that Latinos abstain from sex (do not have oral, anal, or vaginal sex) until they are in a relationship with only one person, are having sex with only each other, and knows the other's HIV status. Do

not inject illicit drugs (drugs not prescribed by your doctor). HIV can be spread through needles, syringes, and other works if they are contaminated with the blood of someone

who has HIV. Drugs also cloud the mind, which may result in riskier sex.

Bank Does Not Live Up to Motto By Osvaldo Castillo El Observador "Doing the Right Thingâ&#x20AC;? sounds like something we should all be doing during these difficult economic times. Unfortunately, not everybody is. According to the People Acting in Community Together organization (PACT), certain banks have not been acting appropriately and are not responsible corporate citizens. Their main target is Bank of America (BofA). According to PACT, BofA accepted nearly $200 billion in Troubled Asset Relief Program (TARP) bailout money, and as of October, 990,628 BofA borrowers were eligible for the

Home Affordable Modification Program. Yet, only 7 percent of BofA's eligible homeowners had their loans modified. "We want Bank of America to know that we feel that what they are doing is wrong,' said PACT member Gina Gates. "We want the public and the government to know this as well. We are targeting BofA because they are by far the worst performers." Gates went on to say that most of BofA's customers want to modify and can modify their loans. But the response from BofA has been very vague. "They tell us that they have a lot of customers to service, or that the paper work is not filled out correctly. Basically, they are lying to

us. " Gates said. "They received a lot of money from the government and have not done anything except kick people out of their homes." PACT is asking that BofA: (1) not foreclose on a home where the owner is waiting for a modification, (2) establish a 45-day maximum time period to respond to a loan modification request, starting three days after the request is received, (3) provide transparent reports on the terms and demographics of loan modifications, and (4) create an appeals process for homeowners who were denied a loan modification. "If BofA does not begin to change its ways, then we will move our funds to a bank that is here to serve the community," Gates said. "We will also work on encouraging other customers on doing the same." On Friday, December 4, 2009, PACT members will be protesting Bank of America's policies at the Bank of America located at 125 S. ast Halloween was the worst day for the family of Samuel and Yesenia Contreras since they moved to San Jose six years ago. On Saturday, October 31, their 12-year-old son was very excited about going trick or treating, but while doing so, he was shot in the head by an alleged gang member. For the Contreras family their pain has reached unfathomable depths, from places they could never have imagined. The family, with four other children, didn't celebrate Thanksgiving and they have no plans to celebrate Christmas because there is no reason to celebrate. As long as their 12-year-old son cannot open his eyes the Contreras family cannot be calm. The child remains in critical condition at a local hospital. Father Samuel tearfully states, "I want to see my son smiling, talking and joking. Doctors have told me to wait." Samuel is a person of faith and hopes for a miraculous recovery of his son. He tearfully stated, "I believe that God and the Virgin of Guadalupe will help us get through this storm very soon." Meanwhile, the family faces serious financial problems. Samuel has not worked for three years due to an accident that left him disabled. Yesenia was working as a janitor, but she had to stop working in order to take care of her son. So who

pays the rent? How do they pay their bills? How do they support their other children? Their financial survival is a daunting challenge. "Family and neighbors bring food and we try to live, dayby-day. We hope that someone will leave food. We have met very nice people who are still helping us," said Mr. Contreras. David Figueroa, the Mexican Counsel in San Jose, is very concerned, "The Contreras family is being assisted by our Bureau of Consular Protection. We regret this terrible situation and we hope for the child's quick recovery." Meanwhile the nonprofit organization, Human Agenda, has stepped forward to raise money for the family. "We want to help this family and we urge everyone in the community to send a donation," stated Franci Collins, Human Agenda Chairperson. Aquel sábado 31 de octubre su hijo de 12 años de edad estaba muy entusiasmado por ir a recoger los dulces pero en respuesta recibió un tiro en la cabeza por un miembro de pandillas. A Yesenia y Samuel Contreras el dolor les ha llegado por donde menos imaginaban. La familia enfrenta problemas de desempleo. Samuel no trabaja desde hace tres años debido a un accidente laboral que lo dejó inhabilitado. Por su parte Yesenia trabajadora de limpieza ha dejado de trabajar para cuidar a diario a su hijo en un hospital local. Entonces ¿Quién paga la renta? ¿Cómo pagan sus gastos? ¿Cómo sobreviven con los otros cuatro menores de edad que tiene el matrimonio Contreras? "Familia y vecinos nos traen comida y tratamos de vivir un día a día, esperamos de que alguien nos deje comida y hay muy buenas personas que nos han ayudado", dijo muy triste Samuel Contreras. Para los Contreras no hubo Día de Acción de Gracias y menos habrá Navidad, porque la desgracia les ha caido por completo. Justice for Mercado Workers By Cinthia Rodriguez - El Observador n Wednesday, Dec. 2, the Justice for Mercado Workers campaigned kicked off its start with a news conference held by the United Food & Commercial Workers Union (UFCW5). The conference addressed what the coalition considers unfair practices found at local grocery stores or mercados and urged people to act. "A lot of times, two or three jobs are needed to make ends meet," said Victor Blanco, organizer for UFCW5. "We need to act collectively to gain better benefits and fair wages." Blanco has worked in mercados since the early age of 14 and has realized the need for representation. He looks forward to educating workers like him. "There is no reason that one sector should have lower wages based on customers that are mainly immigrants," said Ron Lind, President of United Food & Commercial Workers Union 5. The Coalition said it hopes to end consumer abuse, and most importantly, worker abuse. There are workers that have a hard time getting a restroom break or getting paid what they have earned. "We are positive and we are ready to move forward," said Lind. "We are going to bring justice to these mercado workers." The consulate general of Mexico also

showed his support for the campaign and said they will provide the necessary assistance for the mercado workers campaign. Dolores Huerta has also endorsed the campaign. There is also support from the League of United Latin American Citizens (LULAC). "When you organize, the churches are suppose to stand beside you and that's what we are going to do," said Reverend Sal Alvarez of the National Farm Workers Service Ministry. It is apparent the community support is there, but the call is being made towards other workers. Currently things have been through word of mouth, but there will be larger attempts to get further attention. " People need to speak up, there are people that can help us," said Teresa Hernandez. "We shouldn't be mistreated." Hernandez worked at Su Vianda for two years and claims to have been fired for reaching out for help. She doesn't want anybody to go through the same. UFCW plans on educating the community through workshops later in the month. According to the coalition, 10% of grocery workers in the state of California are employed at local Latino and Asian grocery stores and they should all be treated the same. as Posadas is a holiday tradition that is celebrated throughout Latin America and by Latino in the Unites States. It is a series of evening parties held on December 16 and ends on December 24. The celebration is hold in honor of Joseph and Mary's difficult journey from Nazareth to Bethlehem and its is based on the passage in the New Testament, the Gospel of Luke (2:1-9): Its orgins can be traced back to Spain and "Posada" in English means shelter. Los Posadas are usually held within a neighborhood. The host has a nativity scene and acts as the innkeepers. The guests act as pilgrims request lodging by singing traditional songs about the pilgrimage taken by Mary and Joseph. Each "pilgrim" carries a candle and four of them carry small statues of Joseph leading a donkey, which Mary is riding on. Prior to reaching their destination, the pil-

grims are refused lodging by other participants throughout the neighborhood. They are shunned away by their decliners through song also. Once inside their "innkeepers" shelter, the pilgrims before the Nativity scene and start to pray. The Rosary is what they usually pray. The "innkeepers" provide the pilgrims with plenty of food, drinks and sweets. There is also usually a piñata at the end of each celebration. There have been some changes made to the celebration throughout the years. Individuals may actually play the various parts of Mary and Joseph with the expectant mother riding a real donkey, with attendants such as angels and shepherds acquired along the way, or the pilgrims may carry images of the holy personages instead. La clínica se llevará a cabo de 9:30am a 3:30pm Niños menores de 10 años de edad que tuvieron su primera vacunación contra la gripe H1N1 en la clínica pública el 7 de noviembre, o recibieron su primera vacunación por lo menos hace tres semanas, ahora tienen que recuperar la vacunación de refuerzo . Los niños menores de 10 años de edad deben recibir dos vacunaciones para estar completamente protegidos contra el virus de la gripe H1N1. Más vacuna contra la gripe H1N1 está siendo suministrada a los proveedores de salud públicos y privados en el Condado de Santa Clara,. Si usted está en la categoría de alto riesgo, usted debe consultar con su médico para ver si tienen la vacuna. La clínica pública gratuita el 6 de diciembre es para aquellos que no tienen acceso a servicios
