Las nuevas leyes (en inglés), que entraron en vigencia el 22 febrero de 2010, dicen que las compañías de tarjetas de crédito no pueden aumentar los intereses durante los primeros 12 meses después de abrir una cuenta, con las si guientes excepciones: * Si la tarjeta tiene un interés variable * Si te atrasas más de 60 días en pagar tu factura * Si no cumples con un convenio de pago con el prestamista Además, si una compañía te ofrece un interés introductorio, éste debe permanecer vigente por un mínimo de seis meses. Al cumplirse ese plazo, el interés podrá subir al nivel que acordaste con la empresa al firmar el contrato.

La Reserva Federal ofrece una serie de recomendaciones básicas a portadores de tarjetas de crédito que abarca los beneficios de pagar a tiempo, pagar más del mínimo y estar al pen diente de cualquier modificación al contrato.

Avisos sobre aumentos de interés Un elemento importante de las nuevas leyes es que las compañías de crédito deben avisarte 45 días antes de aumentar los intereses, cambiar algunas tarifas o realizar cambios importantes al contrato.

Si el acreedor (compañía que te da el crédito) decide realizar cambios al contrato, debe darte la opción de cancelar la tarjeta. Pero ojo: si cancelas la tarjeta la compañía podría cerrar tu cuenta y aumentar el pago mensual.

La compañía no está obligada a mandarte un aviso de 45 días si: * Tienes un interés variable * Venció el plazo del interés introductorio y subió a un nivel ya preestablecido * No cumpliste con el convenio de pago con el acreedor Muchas personas utilizan las tarjetas de crédito para establecer o mejorar su historial de crédito. La Reserva Federal ofrece una serie de consejos para mejorar tu puntaje de crédito , incluyendo información sobre cómo funciona el sistema de crédito.

Esto es para evitar que las compañías de tarjetas de crédito cobren tarifas especiales a los consumi dores que exceden su línea de crédito.

Si estás cerca del límite de tu crédito, puede que necesites ayuda administrando tus deudas.

La Comisión Federal de Comercio (FTC, por su sigla en inglés) ofrece información sobre cómo elegir un asesor de crédito que pueda ayudarte con tus deudas.

D

espués de haber permanecido aislado y prácticamente sepultado por la nieve que no paraba de caer en Washington, tengo la esperanza de que el clima cambie, sea más benigno, y para finales de marzo los cerezos que pueblan las avenidas de la capital florezcan.

Y es que faltan dos tres semanas para el domingo 21 de marzo, una fecha definitiva en el persistente objetivo de lograr una reforma migratoria integral en 2010.

Para ese día se ha programado la Marcha Por América, una manifestación en el corazón del Distrito de Columbia con el fin de presionar a los ocupantes del Capitolio y la Casa Blanca para que actúen en una legislación que legalice a los indocumentados y provea seguridad en las fronteras.

En esa fecha se necesita que reine la misma atmósfera de entusiasmo que acompañaba al líder Cesar Chávez en su saga andariega por los campos del país, cuando para reclamar derechos se rasgaban las guitarras y las voces de los activistas entonaban el estribillo "de colores se visten las flores en la primavera".

O que se reviva el ambiente de júbilo de la primavera de 2006 cuando el país entero presenció el desfile interminable de camisetas blancas y el grito de "Sí Se Puede" de los inmigrantes que pedían la abrogación del proyecto de ley Sesenbrenner que criminalizaba a los indocumentados, incluyendo a los menores de edad.

El movimiento popular enterró la propuesta del congresista de Wisconsin, pero la causa de los inmigrantes sigue siendo una asignatura pendiente para los políticos de Washington.

Hasta ahora a los legisladores les ha faltado la valentía requerida para componer el ineficaz sistema migratorio actual y como los avestruces han evadido resolver un problema que mantiene en vilo a 12 millones de personas que carecen de estatus y permanecen en el limbo.

El escenario de la manifestación será la zona de monumentos de la capital, donde el mártir de los derechos civiles Martin Luther King pronunció hace casi 47 años su inolvidable discurso "Yo tengo

un Sueño" durante una manifestación que se llamó Marcha por los Trabajos y la Liber tad.

Ahora, medio siglo después, se busca aliviar la pesadilla de un sector de la sociedad al que se ha arrinconado y algunos pretenden despojarlo de cualquier derecho, de cualquier opción.

Una muestra de los alcances de la visión anti inmigrante fue la presentación la semana pasada en la Cámara de Representantes del proyecto de ley del congresista californiano Gary Miller que pretende despojar de la ciudadanía a los hijos de indocumentados nacidos en territorio estadounidense.

La propuesta viola la enmienda décimo cuarta de la Constitución y el principio de nacionalidad por territorio, pero no deja de ser uno de los antojos de los que detestan a los indocumentados.

No en balde el proyecto fue bautizado con el nombre en inglés de "leave" que en español tiene un tono de traducción a "lárguense" ustedes y sus vástagos.

En el ámbito de la comunidad latina, para nadie es un secreto que la vida de los inmigrantes se ha invadido de afugias por las medidas federales que han disparado los arrestos y las deportaciones, y por las iniciativas locales que buscan cerrarles el camino y aburrirlos para que se vayan.

De acuerdo con un informe del Centro de Política de Inmigración (IPC), durante el último lustro se han debatido en el país alrededor de 1,500 proyectos destinados a castigar la presencia de indocumentados en ciudades y condados de 35 estados.

El mismo reporte recuerda que el Servicio de Inmigración y Aduanas (ICE) busca a medio millón de indocumentados que tienen órdenes de deportación y que la mayoría de quienes han sido expulsados por los diversos programas de la agencia federal han sido personas sin antecedentes criminales.

Más que nunca es urgente que expresemos nuestro dolor en las calles y quienes somos votantes le digamos a los promeseros que es hora de que cumplan su pa labra.

City Of San Jose Budget Issues

I

t seems that what is most required by elected officials is the patience and restraints needed to cope effectively with the natural urge to keep proposing public policy which requires more than the tax and fee revenues realized. This is a very complicated mosaic of related issues which have not been faced realistically. Mayor Chuck Reed, who is highly regarded by many constituents, wants to deal with the people's business in a transparent manner so the public has every opportunity to review and comment as appropriate. This required the realistic presentation made through the State of the City report, which projects the $100 million budget deficit accumulated by spending more than the tax revenues being realized.

To balance the city's budget, a high level of restraint in spending must occur that begins in Sacramento. For several years, Sacramento has not contained nor reduced program spending. Rather it has dipped into the budgets of cities and counties to redirect revenues from local budgetary needs to the ones the Governor and Assembly deem more essential. The California State budget must stop raiding our local budgets. Its elected officials must do what is responsible and accountable. They must reduce the state budgetary needs. They must examine all current operations with an eye to detecting and eliminating low priority budget items, inefficiency, and shut down operations no longer needed. The State of California must learn to live within its own tax revenues without looking towards Washington, D.C. for federal bail-out monies. The federal government has its own massive deficit challenges.

Since the major costs of providing local government services are the salaries related to personnel staffing, no one should be surprised to hear that one way to balance the San Jose civic budget is to ask everyone to consider a choice: Accept a 15% wage & benefits reduction or have 525 colleagues laid off.

An approach that needs to be explored is that of sharing the work that needs to be done. Retain the full work force, but reduce the workweek to 32 hours (four days) and spread the work to be done around with the help of the union officials so that, while an employee may see personal income reduced, the greater good is faced. More employees get to stay on the job and the available wages budgeted get distributed to the benefit of as many as possible. This approach would require that the major union officials agree to modification or suspension of existing union contracts. A larger retained 'on the job' labor force would help keep overtime hours

down towards the minimum possible while retaining a higher level of union members who remain employed.

As Mayor Reed pointed out, San Jose is a great place to live. The city has good schools in safe neighborhoods, reasonable roads, expressways, and freeways, and the existence of 'clean industries'. It is appropriate to encourage 'Green Industries' to develop here and become permanent employers.

It is essential that San Jose improve its ability to develop and retain sustainable industrial enterprises here. While the process of issuing permits and licenses may be improved, what is very essential is the development of a labor force that meets the needs of local industry. Our youth, especially Latino youth, need to become aware that the era of entitlements is moving towards creation of a competitive opportunity environment, which favors those who prepare themselves to be productive, innovative, and reliable. It is essential that the members of the future work force be able to communicate in English because business, technology, science and our government use that language. Each ethnic group has the right to retain its own mother language, its related culture and the value system that permits one to have an ethnic identity. But do not expect the mainstream socio-economic forces to provide any entitlements.

As resident constituents you may expect civic services to not be as available as in those times when the local economy was vibrantly active. As city employees, you must recognize that the tax revenues realized are not sufficient to meet the ideal union contract aspirations. In good faith, and with the commonweal of all in mind, commit to focused full communication to achieve the best balance of resource usage that permit us all to keep on keeping on. This recession economy will end. We can help it end by believing in the changes that are possible and required. Keep in mind that our labor, goods and services produced here must be competitive on a global scale. We must all be committed to continuing to build the foundation for our future, especially to the benefit of our children and grandchildren. They deserve no less.

What Mayor Chuck Reed communicated in his State of The City of San Jose presentation during the 2010 Community Breakfast was realistic. With transparent government and a continued effort delivered in a spirit of good will, we will achieve what we believe. Essential changes are happening day by day.

Affordable Housing for Seniors

T

hese difficult economic times have left many people wondering how they will be able to pay for rent. Some of these individuals are senior citizens; many are retired and have limited resources.

In response to the housing needs of senior citizens, the County of Santa Clara, City of San Jose, ROEM Development Corporation, and the Housing Authority of the County of Santa Clara, have spent the past five years developing the Corde Terra Senior apartments in San Jose.

The City of San Jose Housing Department provided the funding for the project.

“This project was made possible by the people in this community,” said Santa Clara County Supervisor George Shirakawa (District 2). “The community was crying out for more affordable housing.”

“We are very happy to be a part and fund this project because we are going through some difficult times and need to help each other,” said Kristen Clements, Manager of Project Development for the City of San Jose Housing Department.

“This is also a good example of how affordable housing can help our economy.”

The total cost of the project is $47 million with Alliant Capital, Ltd, (Alliant) and Metropolitan Life Insurance Company (MetLife) providing more than $16.5 million in Low-income Housing Tax Credit equity for the development of the apartment.

ROEM Corporation developed the four-story; wood framed building that is constructed on a concrete podium above a single story parking. The Italian influenced design has an articulated façade with stucco exterior, tile roofs, patios and balconies with trellises. The building is a simple squareshape layout with interior corridors. There is a se-

cured courtyard providing residents access to outdoor common space in the center of the building.

“It took a lot of work to make this happen,” said Robert Emami, President of ROEM Corporation. “But we kept going at it because this was a necessary project to complete. Now we have about 1,200 resident of several backgrounds living here.”

The Corde Terra Senior apartments are located at 2555 Corde Terra Circle approximately three miles south of downtown San Jose between the 101 and 87 freeways on Tully Road. It is a convenient location that links residents to area jobs, services and amenities. The development is also close to a park, health clinic, school, public transportation and a fire station and will include a community room with a library and a fitness center.

Water District Board Approves Recycled Water Expansion SAN JOSE

O

n Tuesday, Feb. 23, the Santa Clara Valley Water District Board of Directors approved two agreements with the City of San Jose to build a new advanced water treatment facility that will produce highly purified recycled water and strengthen the integrated management of recycled water.

The new facility will divert a portion of the treated water from the San Jose/Santa Clara Water Pollution Control Plant, and use advanced treatment methods to produce up to 8 million gallons per day of highly purified water, of near-distilled water quality, which will be blended into existing recycled water flows providing for more uses. Currently, the South Bay Water Recycling produces around 10 million gallons per day of recycled water for irrigation and industrial uses. The new blended water would improve the overall quality, reducing the amount of salts, minerals and organics present in the current recycled water supply.

The blended recycled water can be used to irrigate a wider variety of landscapes, especially in poorly draining soils and is expected to attract new industrial customers for recycled water who will find that the improved water quality can reduce cooling and manufacturing costs.

The new facility would use three technologies to produce near-distilled quality water: microfiltration, reverse osmosis and ultraviolet disinfection. The facility will be designed to allow for potential expansion in the future. While this project is being built for non-potable uses in irrigation and industry, the same technology is being used worldwide to produce highly purified

Currently, recycled water meets nearly 5 percent of Santa Clara County's water demands. Recycled water is increasingly used in place of drinking water in irrigation and industry. As a water supply option for these uses, it is a reliable local source, which benefits the local economy and the environment by reducing freshwater discharge to the Bay, protecting sensitive salt marsh habitat.

"I'm encouraged that we are able to forge a new partnership with San Jose that will help meet our water needs for tomorrow while creating jobs today," said water district board chair Richard Santos. "This facility is worthy of the water district's strong support."

The new facility would be owned by the water district, and built on lands owned by the City of San Jose, adjacent to the existing wastewater treatment facility.

The first agreement approved by the water district provides a forty-year lease agreement for the five-acre parcel of land needed for the facility.

The second agreement integrates the recycled water programs of the City of San Jose and the water district. Once approved by the city council, the entities will jointly make decisions on expansions of the recycled water system, collaborate on studies and outreach, and have the ability to leverage each other's infrastructure for mutually beneficial purposes.

The San Jose City Council is expected to consider the agreements on March 2. If the agreements are approved by both entities, construction could start in the fall of 2010 and be completed by the summer of 2012.

Bring the Olympics to the Classroom

R

eaching and motivating young students to learn about math and science can sometimes be very difficult to do. That is why the Silicon Valley Education Foundation (SVEF) has created a software portal called Lessonopoly.org, which makes it easier to inspire young students to learn more about these subjects. Many of the new lessons posted on the Lessonopoly Web site coincide with the Winter Olympics being held this year.

On February 18, the SVEF invited California State Superintendent Jack O'Connell to Luther Burbank School in San Jose to showcase what Lessonopoly has accomplished in two years.

"Lessonopoly was launched to inform the community on a new approach of learning," O'Connell said. "These programs were designed to educate 6th to 9th graders, to teach them about concepts like vertical velocity, friction, and angular momentums.

These are all concepts that are being used at the Winter Olympics."

O'Connell added that he would work on promoting the Web site to other schools throughout the state.

"This Web site is a great example of how learning can be fun for students," O'Connell said.

Becki Cohn-Vargas, Superintendent- Principal at Luther Burbank School, said that the way she learned about Lessonopoly was through an email she received from the SVEF. "I then forwarded the email to the school's teachers and asked for their input," Cohn-Vargas said. "The response was overwhelmingly positive. Many of the teachers said they were excited about the videos that were part of the lesson plans."

One of teachers at Luther Burbank that was using Lessonopoly was Eli Segura, who was using the physics and math of the ski jump, a lesson he and fellow teachers developed on Lessonopoly.

"Lessonopoly helps my students understand some of the concepts behind skiing and the ski jump," Segura said. "The students will have a basic understanding of the games by applying knowledge to relative life experiences."

Segura brought his own skies to demonstrate to the students exactly what he was talking about.

"Some of these kids have never had a chance to actually see snow, much less skies," Segura said. "I wanted these kids to touch and feel the skies so that they knew exactly what it was that I was

teaching them."

He believes that the lessons in math and physics using Lessonopoly will help his students pass their end of the year test in these subjects.

The SVEF focuses on raising student performance in the areas of math, science and English, while supporting the arts across all 33 Santa Clara County pre-k - 12 school districts.

Santa Clara Valley Medical Center’s Fun Center

By Cinthia Rodriguez – El Observador he Santa Clara Valley Medical Center (SCVMC) received a Fun Center on behalf of Colgate-Palmolve, Mi Pueblo Food Center, and Starlight Children’s Foundation. The Fun Center features a Nintendo Wii with 40 different games, DVD player and a Sharp Aquos LCD TV, for all of the pediatric patients to enjoy.

The Fun Center can be easily placed on the side of a young patient’s bed or anywhere in a hospital setting. They are ideal for hospitalized children waiting in the emergency room or fighting loneliness after visiting hours have ended.

“We are truly grateful to Colgate-Palmolive and Mi Pueblo Food Center for this generous gift to the hospital,” said Teresa Olson, Child Life Specialist.

The medical staff of the SCVMC Pediatrics Department understands the special needs of the sick or injured children, but they don’t always have the resources. The department has the technology needed to monitor patients and to receive a donation for an item like the Fun Center was greatly appreciated. The hospital is a more comfortable place for the patients and families.

“Hopefully it’s a little stress relieving, and

something that can take the mind off some of the hard things the children are dealing with,” said Perla Rodriguez, vice President of Public Affairs, Mi Pueblo Foods.

The hospital takes care of many people regardless of medical insurance and Mi Pueblo Foods wants to be supportive. It turned out to be a natural collaboration between them and Starlight Children’s Foundation. The foundation has been dedicated to helping ill children for 25 years.

People of Faith Hold Prayer Vigil for Immigration Reform SAN JOSE, CA undreds of people of faith gathered on February 26, 2010 at 7:00 pm at St. Julie's Catholic Church in San Jose for a prayer rally calling for comprehensive immigration reform, called "We Are One Family Under God." Participants will sign postcards calling on U.S. Congressional representatives to help pass comprehensive immigration reform this year.

"We want to show that there is a diverse and unified base of people who want comprehensive immigration reform to be a political national priority," said Matthew Malone, a student member of Catholic Campaign for Immigration Reform.

The vigil is sponsored by Catholic Campaign for Immigration Reform and People Acting in Community Together (PACT) and is part of "Together, not Torn: Families Can't Wait for Immigration Reform," a nationwide mobilization of people of faith for immigration reform. "Together, not Torn" includes 100 local events and hundreds of thousands of pro-reform postcards from people of faith to Members of Congress.

Santa Clara County Honors SJ Giants with Commendation

The Giants were recognized for winning the California League Championship, setting their all-time attendance record for the fourth consecutive year, holding their first "Education Day," which complements the team's literacy program and raising over $300,000 for youth sports organizations and $100,000 for non-

profit organizations in Santa Clara County. The San Jose Giants front office staff and mascot Gigante joined the entire County Council for the ceremony.

"The Board of Supervisors of the County of Santa Clara commends the San Jose Giants for their motivation, dedication and inspiration in making 2009 a winning year both off and on the field of play," declared County Supervisor Dave Cortese.

San Jose won the 2009 California League title last September after defeating the High Desert Mavericks in the Championship Series. The Giants won

a team-record 93 regular season games before claiming their third championship in the last five years. San Jose also set an attendance record last season with over 223,000 fans enjoying games at Municipal Stadium.

County to Arm Select Deputy Probation Officers Only Those Supervising High-Risk Adults to Carry Firearms SANTA CLARA COUNTY, CALIF

T

he County of Santa Clara Board of Supervisors unanimously authorized a select group of deputy probation officers, who visit and monitor high-risk adults, to carry firearms while on duty. The Board's decision permits 20 of 300 deputy officers at the Probation Department to be armed. Probation officers who supervise juveniles will not be armed. State law allows deputy probation officers to carry firearms while on duty. However, Santa Clara County is the last largest urban county in California with unarmed deputy probation officers.

"Today, we must strike a balance between community safety and employee safety," said Supervisor George Shirakawa, Chair of the County of Santa Clara Board's Public Safety and Justice Committee.

"For probation officers to deliver effective community supervision to the highest-risk adults, they should be afforded the reassurance they can walk into a dangerous situation and do their job safely."

Today's action responds to an increased number of serious felons being granted probation and the significant number of probationers entrenched in vi-

olent gang lifestyles, which pose an increased risk to the staff supervising this population in the community. Only deputy probation officers assigned to the Intensive Supervision and Alternative Programs Unit, the Gang Unit and the Task Force positions will be armed. Offenders supervised by those units have committed serious crimes, including violent assaults, weapon possession, high level narcotic manufacturing and sales, and egregious sexual assault and child predator offenses.

"This is a difficult issue for me," said Supervisor Dave Cortese, echoing the sentiment of several of his colleagues. "On the one hand we are trying to promote harmonious neighborhoods. On the other hand, our probation officers who vow to uphold an extensive Code of Conduct and Code of Ethics have told us they need to be armed to be effective. They are in the streets everyday and I trust that they know best."

Deputy probation officers play a crucial role in the criminal justice process. They investigate and supervise offenders on probation and county parole; assist in the rehabilitation and reintegration of probationers into society; enforce court orders; and protect the public. To facilitate community safety and

offendersâ&#x20AC;&#x2122; accountability, deputy probation officers conduct unannounced home/field visits; administer drug tests; execute searches and seizures; accompany police in the field on gang task force operations and probation/parole sweeps; and make arrests for violations of probation. Although sometimes they are assisted by law enforcement agencies, the high volume of contacts and workload of law enforcement makes it unrealistic for deputy probation officers to rely on frequent police assistance.

"When our deputy probation officers are at risk, our communities are at risk as well," said Supervisor Don Gage, Vice Chair of the Board's Public Safety and Justice Committee. "We need to make every effort to ensure that we are mitigating risks to our general population."

In many cases offenders are entrenched in criminal street gangs and have a history of prior habitual drug abuse. In violation of the terms of their probation, they often associate with other offenders, who are either on probation or on parole following release from state prison. There are cases where families of these offenders are entrenched in the same similar lifestyles as the offenders supervised by the probation department.

"Our primary mission continues to be the rehabilitation of offenders, but our responsibility to investigate and monitor compliance is an integral part of it," said Sheila Mitchell, Chief Probation Officer for Santa Clara County. "We need to enhance the personal safety of officers who are regularly exposed to significant dangers while performing their duties."

Board President Ken Yeager discussed the importance of ensuring that probation officers be trained not only in the use of firearms, but also in strategies to avoid escalating violence in dangerous situations.

"The message we want to send to the community is that our action is intended to protect our employees," said Supervisor Liz Kniss who asked that the program be evaluated at the end of a year. "It is not our intention to increase the number of blazing guns. Our hope is that the arming of our probation officers will increase compliance and serve as deterrence."

The Board will review quarterly reports from the Probation Department on the experiences and affect of the new policy and has directed staff to conduct an evaluation of the program after one year.

na masiva campaña se viene haciendo para que todos se hagan contar. Pero no todos se quieren hacer contar según una encuesta elaborada por El Observador. El pasado 19 de febrero autoridades del Condado, la Ciudad y agencias no lucrativas se reunieron para coordinar y compartir estrategias de difusión y hacer de ésta campaña todo un éxito.

"Es una oportunidad de oro para la comunidad. Es importante que todos se cuenten" dijo la Concejal Nora Campos.

Al día siguiente un retén en el Este de San José se llevó a cabo en pleno barrio latino. ¿Qué tiene que ver el retén?. Estos operativos cuyo objetivo es atrapar a conductores ebrios también detienen y quitan vehículos a personas indocumentadas y esto sigue sembrando temor y desconfianza con la autoridad.

El Observador lo corroboró el pasado 20 de febrero durante el operativo policial y preguntó a 23 personas qué saben del censo y si están dispuestos a participar.

De ellos ninguno está dispuesto a participar y creen que policía es el censo. Otros no quieren compartir información y no piensan abrir la puerta. " El censo no tiene nada que ver con la policía e inmigración y se dedica a recaudar estadísticas", dijo Arturo Vargas, Director Ejecutivo de NALEO ( siglas en ingles de La Asociación Nacional de Latinos Electos y Oficiales Designados ) tras su visita a San José el pasado 22 de febrero a fin de promover el censo.

Por su parte El Observador habló con la oficina de la Concejal Campos, porque es en su distrito donde ocurren la mayoría de los retenes. "El Concilio no tiene la habilidad de dirigir estrategias del departamento policial", dijo Rolando Bonilla.

Entonces a quién corresponde la decisión. Nos hemos informado que la el Jefe de la Policía Robert Davis se reporta a la Administradora de la ciudad, Deborah Figone.

HOW MANY WILL BE COUNTED?

massive campaign has been launched to get as many people as possible counted in this year's 2010 Census.

But according to interviews conducted by El Observador, not everyone wants to be counted.

On February 19, several community representatives, including Councilmember Nora Campos gathered at the Somos Mayfair Community Center in San Jose to discuss strategies that will get people to open their doors when they are asked by 2010 Census workers to be counted.

"This is a golden opportunity for our community. It is important that all of us are counted," Campos said.

The next day, a DUI checkpoint was set up in East San Jose, a predominately Latino section of San Jose. Why was it set up? It was set up apparently to apprehend drunk drivers. But in addition, Asians, Indians, and Latinos who are undocumented were apprehended and many of their vehicles impounded. This sort of action by the San Jose Police Department has caused much anxiety and fear in the community.

point on February 20th and asked 23 individuals if they knew about the 2010 Census. Would they participate by being counted?

All said they would not participate in the 2010 Census. Some believed the San Jose Police Department was involved. Others said they did not want to provide personal information. When Census workers knock on their door, they plan not to open it.

"The Census has nothing to do with the police or immigration services," stated Arturo Vargas, Executive Director of NALEO, the National Association of Latino Elected and Appointed Officials, at his visit in San Jose on Feb. 22, to promote the 2010 Census.

El Observador staff contacted District 5 office (Nora Campos) to see if DUI checkpoints in her district could be stopped until the 2010 Census count was completed.

"The Mayor and City Councilmembers cannot direct the strategies of the police department," said Rolando Bonilla, media director for District 5.

Then who makes this decision? The community needs to know that the San Jose Chief of Police, Rob Davis, reports to and is responsible to the City Manager, Deborah Figone.

It is very important that all residents living in San Jose be counted. Local services including public safety, will not be fully funded unless a complete 2010 Census count happens.

"There are mixed feelings. Some of our parishioners are willing to collaborate with the Census but there is a big group that is afraid because of their immigration status. The Vietnamese community also feels fear," said Rev. Steven Brown of Maria Goretti Church in San Jose.

Note: The people that did not kno w about the c ensus were informed about it and its purpose . Some of the people said they were scared to participate in the census because they fear their information will be giv en to the police. What is surprising about these interviews is that many of the students from San Jose State that were questioned did not even know what the census was.

Actions to Fight Obesity

F

ollowing a moderated discussion with President Clinton at the Governor's 2010 Summit on Health, Nutrition and Obesity: Actions for Healthy Living, Governor Arnold Schwarzenegger announced eight specific actions he will pursue to support healthy living in California. The actions announced by the Governor will fight childhood obesity and encourage all Californians to live a healthy, active lifestyle through promoting healthy beverages, increasing physical activity and incorporating the idea of "health in all policies."

Since taking office, Governor Schwarzenegger has led the fight against California's obesity epidemic and the actions he announced will continue the state's legacy of promoting healthy living and active lifestyles. The Governor's 2010 Summit on Health, Nutrition and Obesity brought together a cross-section of public health, education, community and local government leaders from around the state who have been active in promoting healthy eating, physical fitness and community-level health efforts.

In addition to the Summit, the Governor's Health and Human Services Secretary Kim BelshĂŠ, Department of Public Health Director Dr. Mark Horton and staff have been working since the fall to identify promising practices and innovative policy developments to further combat obesity. This includes reviewing current state programs and studies on community health and meeting with a wide variety of stakeholders including physical education, public health and think tank groups. As a culmination of this work and discussions at the Governor's 2010 Summit on Health, Nutrition and Obesity, Governor Schwarzenegger is taking specific actions to increase healthy living in California, particularly for schoolchildren, in order to reduce the rate of obesity. The Governor's actions are: Promote the Consumption of Healthy Beverages in Schools Adequate hydration is necessary for the academic achievement and health of students, but many students do not have access to fresh, free water in schools, particularly in low-income communities. In schools where there is water available, it is often not provided in food service areas during mealtimes, and while some school districts have found ways to provide access to water in food service areas, it is currently not a requirement for California schools.

Additionally, the consumption of electrolyte replacement beverages, which are becoming increasingly popular in public schools, is associated with weight gain, diabetes and obesity. In fact, beverage standards recommended by the Institute of Medicine call for the elimination of electrolyte replacement beverages from public schools to promote healthy beverage consumption.

Confronting The Daily Challenges Of Autism (NAPSA)

W

hen a child is diagnosed with autism, early and intensive treatment can be crucial. Many children wait a long time for admission to specialized learning centers, but there are ways parents and professionals can spend that critical waiting period helping children with autism learn valuable skills.

Parents and professionals now have a comprehensive online resource that offers science-based techniques to help them confront the daily challenges of autism.

The site, rethinkautism.com, provides effective and affordable tools and methods that are based on applied behavior analysis (ABA), the only intervention for autism that is endorsed by the American Academy of Pediatrics, the New York State Department of Health and the United States Surgeon General.

Parents, teachers and organizations can subscribe to the Web site, rethinkautism.com. By answering a series of questions, they can begin to customize a curriculum. Users can watch the video lessons, use the techniques in sessions with their own child and track the child's progress online.

As the child progresses through the programs, the site recommends new lessons to maximize the learning process. A clinical support team answers questions by e-mail and offers suggestions for making the most of the site's resources.

"Cop Out" está dirigida por Kevin Smith, y trata de dos policías de la ciudad de Nueva York, que desde hace mucho tiempo trabajan juntos. Ahora están tras la pista de una rara tarjeta de béisbol de colección, en perfectas condiciones, que ha sido robada por un despiadado gángster, obsesionado con este tipo de recuerdos. Antes de recobrar la preciada tarjeta Pafko'52, deberán rescatar a una belleza Mexicana, quien tiene la clave de una cuenta con millones de dólares en un banco extranjero. Ella ha sido testigo de que una persona de alto perfil ha sido asesinada a causa de ese dinero.

La perfecta tarjeta de béisbol de Pafko, pertenece al detective veterano Jimmy Monroe (Bruce Willis), quien necesita el dinero que la misma puede brindar, para pagar la boda de su hija. l martes 23 de febrero el popular presentador del programa deportivo "República Deportiva" Fernando Fiore visitó el Este de San Jose y regaló autógrafos en la tienda AT&T de Story Rd. "Me encanta apoyar el deporte desde su base y me encanta que AT&T apoye a la comunidad latina en cuanto a deporte se refiere" dice Fiore quien es vocero de AT& T desde hace cinco años.

"El propósito de este evento es demostrar que AT&T está comprometido al mercado hispano y estamos aquí para ayudarles en todo lo que necesite", dijo Cristina Gamboa, representante de mercadeo de la corporación.

"He sido un fanático del deporte desde que vino por primera vez el MLS a esta ciudad. Soy fanático del estadio Spartan y el ambiente que los fanáticos y amantes del fútbol llevan a las canchas", explica Fiore.
