25th Anniversary of MLK Day By Cinthia Rodriguez – El Observador LK recognizes the birth of Martin Luther King, Jr., and has evolved into a day of service where Americans work together to provide solutions to national problems. It is observed on the third Monday of January, around the time of King’s birthday, January 15. Before his 27th birthday, King received his Ph. D. in Systematic Theology from Boston University, started a family with wife Coretta Scott, and became the leader of a bus boycott. Dedicated to his dream, the protest continued until the buses became desegregated. As said by Gunnar Jahn, Chairman of the Nobel Committee of the time, King was the first person in the Western world to have shown us that a struggle can be waged without violence and to make the message of brotherly love a reality in the course of his struggle.

SJUSD Board may remove $3.5 million from MAEP program

n January 20, 2010, trustees of the San Jose Unified School District are to vote on a proposal from the new superintendent, Dr. Vincent Matthews, to retain funds formerly required by law to be passed through to the Metropolitan Adult Education Program, or MAEP. The pass-through of funds has been the heart and soul of adult education in San Jose for decades. However, the pass-through funding mandate was suspended by the State of California in these hard economic times therefore allowing school districts the legal opportunity of retaining funds, called “flexing”, for their K-12 programs. Will this Board of Education follow our Legislature’s habit of lifting monies for one program while sinking the other? It is certainly legal, but is it FAIR AND ETHICAL? We all know that adult education is the safety net for the many who seek to better themselves. These are the many who did not complete high school, the many who chose street activities realizing in their 20s that they had no career-technical skills to find a self or family-supporting job, the many who enriched our community as they arrived with their cultures and language but needed English to have a share of the economic pie, and the many who believed in life-long learning (fee classes) even at the age of 70. I am a teacher with MAEP in the fourth year of teaching GED to adults. What will my single, mother or father student do if San Jose Unified keeps 67% of MAEP’s Adult Ed funding under the drastic proposal before the Board of Education. With renewed and adjusted attitudes and motivations to succeed in school, where will my Cal Works students prepare for the GED? They need the coaching of a live teacher to learn thinking and analytical skills weakly developed in past schooling and now forgotten or very rusty. Upon passing ESL and Basic Skills, how will my English learners enter the American job market without a GED? Where will at-risk adults go to gain occupational skills for entry into the secretarial or medical office fields? How will any student without high school or GED meet state licensure requirements to become a nurse or beautician? The SJUSD proposal to keep $3.5 million of $5.2 million adult education funding is mainly designated to buyback furlough days and to start a new program for 60 middle schoolers at-risk of dropping out. I have heard statistics that the $1.7 million left for adult education will result in 84% class cancellations to result in 70% reduction in students served or about 5,000. Is this proposal the responsibility we expect from the Board of Education in these difficult times? Is this proposal to rob Peter to pay Paul FAIR AND ETHICAL when the plan is to reinstate up to five furlough days in SJUSD causing 100% closure of two MAEP campuses? Is it ethical to increase by only a few days the SJUSD K-12 school year while causing the doors to two adult education campuses to close 100 percent? Is it ethical to start up a new program for a select group of middle schoolers with money intended by the legislature, the taxpayer and voter over past decades to fund Adult Education? Over many years SJUSD has tried to retain this difficult population and evidently not succeeded. Bullets Modify Debates By Hilbert Morales

ast Saturday, January 8, 2011 that tragic event in Tucson, Arizona brought up many issues which demonstrate how open the American society is. Jared Lee Loughner, age 22, had a history of becoming more mentally deranged over time. Friends and college authorities had known about his mental illness, however, Jared was still able to go to a gun shop to purchase a handgun, extended clips and bullets. So will the people insist on a modified “right to bear arms” which effectively regulates the purchase of high performance weaponry? Had Jared been limited by law to a six-gun as in the old Wild West, fewer individuals would have been slain or injured. The National Rifle Association and the gun-control advocates are already presenting their respective case. Jared’s bullets have modified several debates. The challenges of dealing with mental illness are now very much exposed. It is part of the recent health care legislation which the Republicans want to eliminate. Their goal is to deny President Obama with the political performance base which favors his second term re-election in November 2012. This tragedy in Tucson caused the new Speaker of the House to delay the debate on health care one week. This delay provides the people of America an opportunity to express their concerns about the scheduled comprehensive health care debate in the House of Representatives. Constituents have time to communicate their concerns. This means that it may be possible to mitigate the planned Republican Party goal to totally reject the first health care legislation passed by Congress since the 1930’s. The American health care system is very complex because of several powerful special interests. One is the prescribed drug industry which received favored treatment during the George W. Bush administration and the Obama administration. In addition, the debate on ‘End of Life Planning” must be held because an estimated 45% of medical care expenses occur during the death and dying process that so many of us do not want to prepare for at all. Rational use of heath care resources requires “end of life’ planning if budgets are to be used for needed medical care which extend life. sess today, the death rate of human beings will remain at 100%. The human corpus has a finite life cycle. Let’s not confuse the eternal life of the human spirit with the limited life cycle of the human body. The security of America, its civil servants and its elected officials will now be examined again in the light of this event. Where is the balance of ‘security processes’ and ‘freedom’ from constrictive regulations which are used to make American society ‘more secure and less free’? Already our society contains 13 million undocumented residents who can live amongst us because each has the American constitutional right to invoke the Fifth Amendment which provides the right to remain silent and not make selfincriminating disclosures. Note that Jared Lee Loughner invoked his Fifth Amendment rights when questioned by authorities. Does this American terrorist possess a rational human mind? How many more exist in this nation? Will profiles be used to locate and identify them? This tragedy has provided President Obama with opportunities to speak to the nation about “changes that you can believe in”. Soon, the President will give the annual “State of the Union” speech. Bigotry, prejudice and the existing system of double standards is being exposed daily during the tenure of this ‘first African-American’ President. He has been subjected to questioning, insults and prejudicial commentary. America has very long election campaigns during which the political rhetoric is too often laced with threats and inflammatory statements. There is a need to require the use of civil language which does not project violence as a means of solving our immediate challenges. There is no doubt that Barack Obama is the leader that America needs today at this time of transition from a predominantly ‘White is right” leadership to a more inclusive diverse ethnic leadership. Definitely, major social, economic, and public policy changes are happening and being observed by the whole world. Like it or not, applying those ethical, moral and religious ideals which create loving and caring human relationship will be necessary. Those bullets have modified our national debate about important priorities of the American people.Δ

AN JOSE, Calif. — U.S. Citizenship and Immigration Services will host a free information session at the Sunnyvale Public Library, in Sunnyvale on Jan. 28. The session is part of a larger USCIS initiative to help immigrants better understand the naturalization process, including the content of the naturalization test, and to become familiar with free educational resources and materials available from the agency. The public is invited, and USCIS personnel will be on hand to discuss the naturalization process step-by-step, and provide information about eligibility and residency requirements, application forms, fees, the background security check and processing times. Participants will also see sample questions from the new test, and will receive an overview of U.S. history and civic principles. They’ll watch USCIS officers act out a naturalization interview. Free educational materials will be handed out while supplies last. This event is in the community calendar, so the immigrant media audience will have a chance to gather valuable citizenship knowledge.

resource for low-income families and local businesses. “We would love for employers to take advantage of the program because it’s helping the clients who need to go back into the labor market,” said Mai Dam, Program Coordinator, Transitional subsidized Employment Program, Foothill -De Anza Community College District. Currently there are roughly 6,000 individuals participating in the CalWORKs Employment Services Pro-

gram, providing participants with relevant job skills, a plan for success, and the tools to prepare them for employment opportunities. The subsidized employment program is one of the choices available to the participants, who have at least six months left in CalWORKs, have a high school diploma, work experience, and are able and willing to work. Once a participant is referred, they are prescreened and matched per job opening. Most of the jobs are entrylevel positions at small businesses, insurance companies, restaurants, and many others that participate in the program. Businesses who are hiring would benefit from the program by receiving salary reimbursement for hired candidates wages for three months. After, the employer takes over, the economy is stimulated by providing revenue to low income families who spend it on basic needs. Dam explained the benefits for both the participants and the employer. An employer might not have the money to immediately hire workforce members but can find the confidence they need with the subsidized months. Ultimately, the project’s goal is to help 100 participants transition to employment.

Moms want to contribute more to home finances, but feel they lack education and skills (ARA) s economic uncertainty continues, more moms are feeling the pressure to contribute more financially to the household. Yet many don’t feel prepared to do so, according to a new survey by American InterContinental University. The survey of approximately 1,800 working and stay-at-home moms found that 90 percent feel the pressure pinch, with 65 percent desiring career advancement or considering a return to work. At the same time, more than 70 percent say they are not satisfied with their current education or skill set. Jen Ziegenmier, vice president of student management at AIU and a working mom, says now more than ever, it’s important to provide moms with flexible options to further their education and skills. “I know many moms like me desire an education that will cater to their hectic schedules. Online education has done a good job of meeting these needs, helping moms obtain their education when it would otherwise be extremely difficult.” In fact, 39 percent of all moms surveyed says they would prefer to

pursue their education online. And for stay-at-home moms surveyed, an online study option was the unanimous choice. For moms looking to go back to school online, Ziegenmier shares these tips for a smooth transition: 1. Establish short- and longterm goals: Whether it’s the goal of completing your coursework by the end of the week or setting a timeframe for earning your degree, adult students need to set realistic goals for themselves. With predetermined goals, you’ll be less inclined to throw in the towel when you face a hectic day. 2. Participate fully and regularly: Online courses may be convenient, but that doesn’t mean they’re a shortcut to education. Use the online tools available to you chats, an online library, etc. - to get the most from your online coursework. 3. Determine your learning style: As a busy student and mom, it’s important to understand how you learn the best. Fortunately, online courses are evolving to meet individual learning needs. Student Experience - which enables students to choose the mode of learning that is best for them, from video to interactive tutorials to digital activities. 4. Expect the unexpected: It’s inevitable. Life as an online student requires setting reasonable deadlines for yourself so that you’re not scrambling and creating extra anxiety. 5. Communicate with your university - and network with other students: Being an online student doesn’t mean you won’t have a support system. Reach out to instructors or deans when you have questions or concerns just as you would in a live classroom. And some schools offer a virtual campus, which provides areas for students to connect and find other students with similar interests - from online clubs to a Facebook-like internal social network. Governor Brown Proposes Deep Cuts, Tax Extensions And Realignment

n Monday, January 10, on the heels of several consecutive years of budget deficits, Governor Jerry Brown announced his plan to address a devastating $25.4 billion gap for the 20112012 fiscal year. At Monday’s press conference, Governor Brown articulated a three-pronged approach to balancing the budget: broad spending reductions or cuts totaling $12.5 billion in revenue; a 5-year extension of temporary taxes and other measures to produce $12 billion in revenue; and a monumental shift in delivery and funding of services from State control to local governments in an attempt to bring the budget into balance. The extension of taxes will need to be approved by voters in June. PAINFUL CUTS PROPOSED The Governor chose to cut broadly across key programs to balance the State budget, proposing cuts in critical programs that serve low-income residents, including immigrants. Low-income Californians, including immigrants, will face great pain if Brown’s proposal is adopted. The State would roll back critical assistance for health care, child care and other social services at a time when economic recovery remains a mere aspiration for millions of California’s families. But amidst these extremely painful challenges, there is one piece of encouraging news. Unlike in past years, immigrants who make so many contributions to our state - were not unjustly singled out. This year’s budget proposal did not specifically target vital immigrant programs such as the California Food Assistance Program CFAP) or the Cash Assistance Program for Immigrants (CAPI). However, proposed reductions in Supplemental Security Income (SSI) grants would reduce CAPI grants as well. Health and human service cut proposed by Governor Brown would: - Increase the financial burden for Medi-Cal recipients by requiring mandatory co-pays for visits with physicians, dentists and clinics as well as for emergency room visits and extended hospital stays. The proposal also decreases provider reimbursements by 10% to save $709 million. - Reduce funding for CalWORKs by reducing the benefit eligibility period from 60 to 48 months for eligible adults. Children may still receive “child-only” benefits, but only if parents satisfy federal work requirements or meet certain other exceptions. - Reduce funding for SSI through a drop in monthly payments to the federal minimum, which would result in $177.4 million in savings during the next fiscal year. - Institute Co-Payments and increased premiums in the Healthy Families program, which along with the elimination of vision care, will result in fewer Californians obtaining necessary

health

care. BUDGET PROCESS FOR 2011 In traditional times, the January release of the Governor’s budget is followed by several months of public debate and private negotiations in the hopes of adopting a budget by July, when the new fiscal year begins. However, the budget proposal released today relies heavily on a 5-year temporary extension of a number of taxes, for which the Governor is seeking voter approval. Therefore, the Legislature must adopt a budget or at least a specific framework by mid-March to place the tax extensions on the June ballot. This shortened budget process will force legislators to act quickly on Governor Brown’s proposal. If voters reject these tax extensions, Brown and the Legislature will need to seek alternative strategies for filling a $12 billion gap. This could mean even more drastic cuts to essential programs for low-income children and families. New year, new school? Virtual schools ease transition (ARA) oughly 2 million American families with children move every year - and their children switch schools - according to the U.S. Census Bureau. Most families move over the summer, so their kids can start new schools in the fall. But other families make the school switch mid-year - the result of parent job changes or family economic challenges. With more school options available than ever, a growing number of families who aren’t moving their homes are nonetheless changing their children’s schools mid-year. Parents who do so are often seeking to give their child a “fresh start” for a variety of reasons: a student who’s bored, or one who’s not getting the individualized attention he needs. Student health or social issues can also be factors. Educators say many families switching their kids’ schools mid-year are turning to virtual schools like Connections Academy, for a variety of reasons. First, more families than ever have embraced virtual education in general: Some 2 million American K-12 students now get some or all of their education virtually, according to research firm Ambient Insight. Second, the format of virtual schools eases a student’s ad-

justment period - and physical transitions for both student and family. Finally, family finances sometimes come into play. Virtual public schools - like all public schools - are tuition free and virtual private schools like National Connections Academy cost a fraction of traditional “bricks and mortar” private schools. Yet they deliver the academic rigor and highly personalized educations that are hallmarks of independent schools. So families with children enrolled in traditional private schools who are struggling to meet hefty tuition obligations often find they can save significant money and still get an independent school-caliber education. At most virtual schools, learning takes place at home, with a parent or ‘Learning Coach’ on site, with instruction directed by certified teachers, with whom student and parents communicate frequently by phone and email. Here are five tips for parents to ensure a seamless transition for their child to a virtual school in 2011. * Insist on quality: Not all virtual schools are created equal - Many states have virtual public schools; check www.ConnectionsAcademy.co m to see if there’s one in your state. Like all public schools, these schools are tuition-free to families. In states where virtual

public schools are not available there are many fee-based virtual private school options. High-quality virtual schools employ professional and certified teachers. Make sure the school offers an accredited program with a wide range of courses, and a proven curriculum developed by professional educators. Talk to parents with students currently enrolled in the school. * Plan ahead - Think about the best time to make the school switch. For high school (and some middle school) students, it’s ideal to finish out the quarter or semester, and then start the new period in the new school. The student gets a fresh start in his new courses, and will have completed coursework from his semester in his previous school. Of course, sometimes life throws you a curve ball - unexpected job changes or other sudden family matters seldom come with advance warning. In that case, parents should reach out to the virtual school’s guidance and enrollment officials as early as they can, and work with them to make the school switch as smooth as possible. * Get your paperwork in order - It can take a while to complete the enrollment process at a virtual school. Parents should start sooner rather than later gathering the necessary paperwork they’ll need to

enroll their child in the new virtual school - transcripts, birth certificates, immunization records and the like. Check, of course, with enrollment officials at the new school to get a

Muchos recordamos la adolescencia, para tantos agridulce y turbulenta, como una etapa en la que, según definíamos nuestra identidad personal, redefinimos con más o menos conciencia nuestras relaciones con nuestros padres. Quizás sentíamos que no nos entendían, y que deseaban controlarnos y restringir la libertad y autonomía que anhelábamos. Posiblemente nos distanciamos de nuestros padres y familiares, o nos rebelamos contra sus ideas y costumbres. Ahora de adultos tal vez utilizamos nuestra juventud como referencia al tratar de comprender y de guiar a nuestros adolescentes. Si bien hay diferencias importantes entre la transición de la niñez a la adultez según la hayamos vivido en nuestras tierras y en nuestros días de adolescentes, y las condiciones del aquí y ahora, ciertos principios son válidos a través de las culturas y del pasar del tiempo. He aquí unas 25 guías para cultivar relaciones positivas entre padres y adolescentes: 1. Aprovechar los momentos cotidianos, tales como compartir la cena con sus jóvenes, y dedicar tiempo a cada uno de sus hijos regularmente 2. Expresarles afecto- mirar a sus jóvenes a los ojos y demostrarles cariño con sonrisas, abrazos, y besos (en privado si así lo prefieren) 3. Condado reconocen a Carrillo por sus “Pregúntale a George” 25 años de servicio Por Rosario Vital El Observador

Alberto Carrillo se retira de las Oficinas del Condado de Santa Clara tras 25 años de servicio.

lberto Carrillo tenía apenas 10 años cuando llegó a San José. Nació en Mexicali, Baja California y trabajó con sus padres en los campos pizcando uvas, fresas y también laboró en las famosas “canerías”. Siendo el 5to de 15 hermanos fue uno de los principales sustentos para esta familia numerosa. El tenía que trabajar para ayudar a sustentar a la familia. Carrillo hizo servicio militar en la Fuerza Aérea Militar y estuvo en Korea por dos años. “Fueron años maravillosos, aprendí mucho durante estos viajes, era un joven que quería conocer muchas cosas”, expresó con nostalgia. Desde muy joven trabajó en diferentes lugares, incluso parte de su vida se entregó al servicio del voluntariado. Precisamente en estas actividades con la organización La Raza Unida conoció en 1969 a Jim McEntee, quien años después en 1979 lo llamó para trabajar en las oficinas de Relaciones Humanas del Condado de Santa Clara.

Carrillo cuenta que su trabajo era ayudar a las personas que tenían que enfrentar problemas en la comunidad. Alberto tenía que intervenir en conflictos comunitarios, y constituir las organizaciones de base comunitaria y servicios tales como: el Asian Law Alliance, el desayuno anual de Martin Luther King, el programa de invierno de refugio para indigentes en la Guardia Nacional de Armerías, el Consorcio de Emergencia de Vivienda, el Programa de Jornaleros y los programas de reasentamiento para los refugiados de Laos y Vietnam. “Alberto es una persona que está comprometida a la justicia social. A lo largo de estos 25 años en el Condado de Santa Clara, ha utilizado su experiencia y conexiones para construir justicia, igualdad y paz en la comunidad. Carrillo es un personal de gran corazón y lo extrañaremos”, dijo Mary Janes Solis de la Oficina de Relaciones Humanas. En 1989, Alberto fue fundamental en el Departamento de Corrección al desempeñarse como observador de la Oficina de Relaciones Humanas en las cárceles a fin de defender los derechos humanos de los reclusos. “Alberto Carrillo ha estado siempre involucrado en la comunidad latina, con los desamparados, veteranos, trabajadores y ha apoyado el tema de inmigración. Ha abierto las puertas y ha dado un lugar a la comunidad para que participe civicamente en el condado y en el estado. Es un honor reconocer el trabajo y la contribución de un hijo de campesino, y activista del GI que hado mucho a su comunidad”, dijo Teresa Castellanos de la Oficina de Relaciones Humanas del Condado de Santa Clara. Carrillo fue miembro de las oficina de Servicios y Relaciones de Integración de los Inmigrantes (IRIS siglas en ingles), y fue parte del Comité de Diversidad, también participó en el Concilio de Asesoría Bilingúe de Derecho al Voto. Como veterano, Alberto también ha participado activamente en los servicios del veterano y del GI Forum. El activismo de Alberto en la comunidad refleja la rica historia de sus esfuerzos por los derechos humanos y civiles en Valle del Silicio. Alberto se retira después de 25 años en el Condado de Santa Clara y cuenta con 43 años en la actividad pública. Como activista, como padre de 4 hijos y defensor de los derechos humanos será recordado por esa gran dedicación. ¡Gracias por ayudar a nuestra comunidad!

Acuerdo histórico Por Rosario Vital El Observador a Auditora Independiente de la Policía (IPA), Jueza La Doris H. Cordell y el Cónsul General de México en San José, David Figueroa Ortega firmaron un memorándum de entendimiento (MOU siglas en inglés) el pasado jueves 13 de enero en las oficinas del IPA. El acuerdo consiste en que un representante de la oficina de IPA acudirá una vez al mes a las oficinas consulares de México a fin de informar a sus respectivos compatriotas sobre los servicios que ofrece el IPA y a responder preguntas y orientarlos sobre la labor que hace el Departamento de Policía de San José. Recordemos que una de las grandes preocupaciones que tiene la comunidad latina es el trato de los efectivos policiales a los latinos. “No somos perfectos y estamos dispuestos a hacer cambios, y estoy de acuerdo con esta iniciativa entre ambas instituciones, es muy oportuna. Queremos que nuestra comunidad se acerque a nosotros. Tenemos un buen departamento policial”, dijo el Jefe Interino de la Policía de San José, Chris Moore. Por su parte la Jueza Cordell dijo ,“Queremos informar a nuestra comunidad sobre la necesidad de mantener una buena comunicación y recursos. Me satisface hacer historia. Esto nació de la Oficina de Relaciones Humanas del Condado de Santa Clara durante una conversación con Teresa Castellanos y estoy muy contenta de haber puesto en marcha esta iniciativa”. Por su parte el cónsul David Figueroa expresó su conformidad el saber que exista una relación importante entre sus connacionales. “Es la primera vez que el IPA firma este tipo de acuerdo. Esta firma tendrá un efecto positivo y automático. Esto motivará a que el policía tenga una mejor conducta”, dijo el cónsul. Por su parte el Alcalde de la ciudad de San José,Chuck Reed explica que es “es importante mantener una buena relación entre la policía y la comunidad. Queremos que la comunidad entera esté dispuesta en ayudarnos, no se puede tener una ciudad segura en los Estados Unidos sin un buen departamento de policía, porque el de nuestra ciudad lo es”. Que no lo ciegue el glaucoma

an Francisco.-Varios estudios indican que el glaucoma de ángulo abierto — la forma más común de la enfermedad — está causando invidencia en la comunidad hispana de los Estados Unidos. La carencia de pruebas regulares y tratamiento puede dar por resultado la pérdida de la visión. EyeCare America, programa de la fundación de servicio público de la Academia Americana de Oftalmología, tiene la misión de preservar la visión, y la cumple mediante el servicio y la información públicos. La organización quiere que los hispanos conozcan la importancia de someterse a pruebas y tratamiento contra el glaucoma, y exhorta a la comunidad hispana a consultar con un oftalmólogo profesional en cuanto comience el nuevo año. “El glaucoma es una de las principales causas de invidencia en los hispanos”, expresa el Dr. René Rodríguez-Sains, MD. “EyeCare America exhorta a la comunidad hispana a conocer sus factores de riesgo con respecto a esa enfermedad”. Comprender el glaucoma En un ojo sano, se produce continuamente un líquido transparente tras el iris, que sale del ojo por un canal microscópico de drenaje en la parte frontal del mismo. Si el canal se bloquea, la presión dentro del ojo aumenta y, a menudo, causa daño por glaucoma al nervio óptico, que conecta al ojo con el cerebro, por lo que el perjuicio al mismo puede provocar la pérdida de la visión. ? ¿Quiénes corren riesgos de glaucoma? Aunque no se conocen totalmente las causas del glaucoma, sus factores de riesgo incluyen historia de esa enfermedad en la familia, así como la raza y la edad. El glaucoma afecta a personas de todas las edades, desde recién nacidos a ancianos, pero es más común en estos últimos.

Los afroamericanos, hispanos y diabéticos también corren más riesgos de contraerla. ¿Cuáles son los síntomas y cómo se diagnostica? En la mayoría de los casos de glaucoma no existe sintomatología detectable. Los pacientes pueden sufrir visión borrosa y ver halos alrededor de las fuentes de luz, especialmente en la mañana. En los casos de glaucoma de cierre agudo del ángulo, la persona puede experimentar dolores oculares intensos y náuseas. El oftalmólogo puede diagnosticar los daños al nervio óptico y la pérdida de campo visual, usando diversas pruebas para determinar la presión intraocular, como la oftalmoscopia, donde el médico observa directamente por la pupila del ojo para ver el nervio óptico. EyeCare America invita a las personas mayores de 65 años a aprovechar este programa nacional. Este servicio que funciona durante todo el año ofrece pruebas oftalmológicas sin costo alguno a personas elegibles, así como materiales informativos gratuitos. Un grupo de aproximadamente 7,000 oftalmólogos voluntarios realiza pruebas en los Estados Unidos y Puerto Rico.
