n el 2010 México conmemorara 200 años del inicio de la independencia y 100 años del comienzo de la Revo lución, por ello se tiene contemplado llevar a cabo diversos eventos culturales para que todos los mexicanos conozcamos el pasado y reflexio nemos sobre él. No se trata de celebrar simplemente para recordar una fecha, sino para revivir los valores e ideales que le dieron sustento a nuestra nación. Se busca contribuir a darle un sentido contemporáneo a la historia de México y actua lizar su significado. La historia de México no es única ni excluyente, todos formamos parte de ella, y por ende, todos los mexicanos que se encuentran a lo largo y ancho del país, y los que vivimos en el extranjero, tenemos el derecho de interpretarla con plena libertad. La semana pasada el Alcalde de la Ciudad de San José, Chuck Reed, en presencia de los diez concejales, subrayó la importancia del bicentenario como un evento histórico de esta ciudad, que también perteneció a la corona española y se independizó de ella como parte de México. El Alcalde entregó la proclamación para distinguir el 2010 como un año de conmemoraciones que distinguirán los 200 años de la Independencia de México y 100 años de la Revolución Mexicana. Este hecho demuestra la importancia histórica de nuestras raíces, por ello debemos formar parte de estas celebraciones, porque definen nuestra cultura, nuestra historia y a nuestra gente. Cada uno de los eventos culturales que se realizarán en esta Ciudad de San José, también ayudará a dar a conocer lo que somos los mexicanos, lo que hemos sido, y lo que queremos ser, que se aprecien y se valoren los sueños y promesas de nuestros antecesores. Este año haremos un gran esfuerzo para abrir espacios en donde los mexicanos conozcamos el origen, contexto e incidencia de esos movimientos en el momento actual, y a la par fomentar la convivencia que fortalecerá nuestras raíces y orígenes.

f you believe that you are qualified to be one of the 14 California Redistricting Commission members, you must submit your application to the CA State Auditor's Office before the February 12, 2010 deadline. According to Mountain View's Wendy T. Padgett, Ph.D., "The applicants for the Redistricting Commission are a far cry from being truly representative of California's population. Hispanics must be encouraged to submit their applications." The available information reveals that 80 percent of all applicants are Whites; 73 percent are males; only 8 percent are Hispanic; and one of three of those Hispanics live in the Sacramento area. This is viewed by many as an example of why this "reform redistricting approach" advanced by Governor Schwarzenegger and Commonwealth Cause is turning into a gigantic failure. During the 2008 election, opponents of the redistricting initiative (Proposition 11) warned that the California Redistricting Commission, which is administered by the California State Auditor's Office, was destined to lack diversity because of the way it was structured. At present there is no sign of inclusive diversity. According to Mike Potter, a San Jose historical buff, one needs to go back to the redistricting efforts following the 1990 Census to view the gerrymandering that occurred. Then CA State Assembly efforts to correct the redistricting efforts following the 2000 Census were not accepted by the California Supreme Court, who ruled the Assembly to "have a conflict of interest". So the redistricting was performed under court supervision. Now we have a 'citizens commission' to which the applicant pool is simply not representative of the demographic makeup of California. What is being attempted is an effort to perform the required redistricting without

any influence by any member of the State Assembly, though its monitoring group will look over the shoulders of the redistricting commission. Steven Maglio (The California Majority Report) writes, "To put it bluntly, there is no sign of diversity in the applications that are coming into the CA State Auditor's Office. The applicant pool has only 8.2 percent Hispanic applicants; 4.37 percent African-Americans; and 3.6 percent Asian Americans. These numbers are way below the populations they represent in our state." Maglio states, "And it is not just the ethnic and racial diversity where there are problems. Other troubling signs are that 42.7 percent of the applicants are Democrats; 40.1 percent are Republicans and just 13.1 percent are from the 'decline to state' voters. These numbers do not reflect the composition of this state's electorate. (Note: Proposition 11 gave an even share of seats on the CA Redistricting Commission to Republicans and Democrats even though there are far fewer Republicans). In addition, there are problems with geography. Some 32.5 percent of the applicant pool is from Northern Central Valley/Mountain area (mainly Sacramento) while just 29.9 percent are from the greater Los Angeles area (where the largest proportion of Hispanics reside). Here is an opportunity for qualified and interested individuals to step up to become involved in a historical attempt to 'draw the lines' in a manner that promotes democracy. Currently, an elected official, as an incumbent, has a very large advantage because too many districts are drawn to favor one party over another resulting in a 90 percent re-election success rate. The outcome of disparate representation within a district is that the voters become disengaged because of their perception that their vote will not matter. This results

in an electorate which 'gives up' its voting power because of a 'what's the use' attitude. The resulting disenfranchisement is not good for participative democracy where each voter has a sense that his/her vote counts and matters. All persuasions are affected by this view...especially the Republican Party which cannot mount effective election competition in too many districts today. This is the daunting challenge today. Will enough members of ethnic groups, especially Hispanics, submit their applications to permit an equitable representation on the California Redistricting Commission? All who are qualified are encouraged to do so. The 14 selected commissioners will be given the responsibility and challenge to redistrict California in a manner that promotes the concept of 'one person-one vote'. Representative democracy does not work without an electorate that knows it is an influential stakeholder. The goal is 'fair' elections of all elected officials who deal with the people's business. The members of the California Redistricting Commission will be paid. Have no doubt that each will be subject to pressures from special interests. Nonetheless, these rigorously vetted individuals must step up to do this mandated task to ensure that for the next ten years, each of our votes is fair and equitable. Success will result when an election opponent has a reasonable chance to unseat an incumbent. This California Redistricting Commission must succeed in making each vote count. Latino Appointed to County Court By Osvaldo Castillo - El Observador
A
fter several years of hard work, Governor Schwarzenegger has appointed Jesus Valencia to the Santa Clara County Superior Court. "Mr. Valencia was just appointed in late December of last year," said Micael Estremera, President-Elect of La Raza Lawyers Association. "Prior to being appointed, Valencia has been serving as a Santa Clara County Court Commissioner." He was born in Salem, Oregon in 1957 and is the son of migrant farm workers. His parents migrated to the United States in search of seasonal farm work and settled in California in 1959. Valencia and his family worked in the agricultural fields of the Central Valley until the he was eighteen when he left for college. He graduated from San Jose State in 1979 with a Bachelor of Science degree in Administration of Justice. "He was a golden gloves boxer while he studied at San Jose State," Estremera said. Three years later, he received his Juris Doctorate from Santa Clara University and practiced law in San Jose from 1986 to 2006, focusing on plaintiff's personal injury, tort litigation and criminal defense. California residents are eligible for specialized equipment if they have phone service and are certified by a licensed physician, medical doctor, or audiologist. There is no cost, obligation, age, or income requirement. Once an individual qualifies for a specialized telephone, they can call 1-800-806-1191 or go into one of CTAP’s Service Centers throughout California to determine the most appropriate device for their requirements. Poets and Beginners Encouraged to Compose Poems for Public Reading Santa Clara Calif. s the April National Poetry Month approaches, Santa Clara County's Poet Laureate is asking residents to create poems that celebrate the variety of experiences in the county. The Poet Laureate is now accepting poem submissions. Thirty poems will be selected and presented at a public reading during April 2010. "We live in a remarkable place, but we know it only when we pay attention to it," said Nils Peterson, Santa Clara County Poet Laureate. "Last year, 500 county residents participated in the creation of the first 100-line Santa Clara County Poem. This year, I would like to encourage more of you to join us to create county poems even if you have never tried writing a poem before." Peterson says the poems can be about anything that people have observed as they walk about this fascinating county. He also gives a few tips to beginners who would like to write a poem: • Begin by trying to notice things and to catch the look of them, something you've seen in the world. Write a line for each thing that has called out to you and said, "Look at me." If you pay attention, the things of the world are doing that a lot. If you begin each day with the intention of writing a line of poetry, you will be in the world differently. Your eyes will be sharper, your attention deeper. Anyone can do this whether you're in middle school or a retirement community.

• Write a line a day for two weeks, you might have an exciting poem. If you have enough lines, you can play with them and see which ones you want to have side by side. Then you can add and's and but's and or's to introduce them. • Make your lines between 9 & 13 syllables. It gives uniformity to the end product, makes an approximation of a blank verse line, the major line-length of poetry in English, and gives a challenge. Participants may submit a maximum of three poems. Each poem should be displayed in one page. A separate cover sheet should also be included to indicate the poet's name, address and email. he telephone may be an accepted part of life in the 21st century, but not for an estimated three million Californians. Most of us take using the telephone for granted. But if you have difficulty hearing, seeing, speaking, moving, or remembering, what seems to be a simple telephone call can be challenging to many—preventing communication with family, friends, and others. The same telecommunications technology that fuels never-ending innovation has produced a wealth of specialized phones and devices so people with disabilities can communicate with family and friends. These phones are provided by the Deaf and Disabled Telecommunications Program (DDTP) at no charge to eligible Californians. DDTP distributes telecommunications equipment and services that improve communication for all Californians. A program of the California Public Utilities Commission (CPUC), the DDTP provides Californians with specialized telephone equipment and relay services through the California Telephone Access Program (CTAP) and California Relay Service (CRS), respectively. CTAP provides specialized phones that amplify sound, adjust tone, light up for incoming calls, display phone conversation as text, have large buttons with raised numbers, are portable, or have speed dial phone buttons incorporating photographs. On Friday, January 15, prominent residents of East San Jose gathered for the Inaugural Reception of the East San Jose Democrats at the Mayfair Community Center. "East San Jose has always been Democrat and we have always played a sig-
nificant role in our city's politics," said Eddie Garcia, Eastside Union High School District Trustee. "This is a historic event and it is time that we are recognized." Many of the elected East Side Democrats, including Joe Coto (Assembly Member District 23), Blanca Alvarado (former Santa Clara County Supervisor), and George Shirakawa (Santa Clara County Supervisor District 2) were in attendance. "With the help of these and other leaders, we are going to make a difference on our terms," Garcia said. "It all starts with our schools." Coto spoke about his experience

growing up and going to school in East San Jose. "It all starts in the schools, we need to make sure our youngsters get a quality education," Coto said. He spoke about his 14 years as Superintendent in East Side and how rewarding it is to run into so many proud East Side graduates who are doctors, dentists, lawyers, teachers, and bank managers, all great role models. Coto believes the formation of a club is a good idea and will entice more young adults to get involved. Shirakawa also said a few words about the East San Jose Democrats inaugural. "We have been neglected for so long and had to fight hard for what we deserve," Shirakawa said. "Together we are stronger and can make a difference." Though the neighborhoods in the Berryessa area of the city do not look like the East Side neighborhoods, Council member Kansen Chu (District 4) has pledge his support to residents of East San Jose and the East Side Democrats. "I am proud to have joined this organization and will do what I can to bring the necessary resources to East San Jose," Chu said. Alcario Castellano was also in attendance. He praised the residents of East San Jose but also wanted to bring attention to the community's lack of use of the Mexican Heritage Plaza. "The city of San Jose might take the plaza away from us if we do not find ways to use it," Castellano said. "It is time to let the world know who we are. It's about time we know who we are."
Immigration Reform
Community forum held by Services, Immigrant Rights and Education Network (SIREN) talked about the importance of completing this year’s census forms. By Cinthia Rodriguez - El Observador

ervices, Immigrant Rights and Education Network (SIREN) held a community forum on the grounds of the Saint Maria Goretti Church in San Jose. to further discuss the immigration reform bill HR 4321, introduced by Luis Gutierrez (D-IL) last December. Security and preparation were at the top of the agenda. The presentation given to about 40 people discussed several topics. The preparation tips were explained and questions were answered. The presentation began with clarifying the roles of local police compared to the roles of the federal government. Examples of raids were briefly talked about and then the real presentation began. There was talk about the different types of visas the bill would make possible. The new system will consider a spouse of a permanent resident immediate family, where before that was not available. Other programs like AGJobs and the DREAM Act were discussed. With the DREAM Act, children that were brought over to the United States and graduated high school would be able to apply for citizenship, financial aid, and not be held accountable for their current status. In many cases, the bill will ask for proof of being in the country before December 16 of last year in order to register. The government will look at the contribution made by the person applying for residency and a fee of $500 will need to be payed. The fee doesn’t apply to minors, but a criminal record doesn’t help either case. There was talk about prerequisites, like paying taxes, a background check and a medical background check. Another thing that was talked about was record keeping. It was highly recommended to start keeping record of things and to pay off any traffic tickets or things like that. The collection of legal documents, high school diplomas, grades, registration forms, paying taxes all add up and will make things easier. It can put the mind at ease when filling forms out. This year the census is being done, so SIREN asked all the people present to complete the census forms. An explanation of why it’s important was given to them along with brochures.

n Friday, January 15, supporters of immigration reform took their plight to the office of Congresswoman Zoe Lofgren (D-CA-16). Their effort was part of a statewide week of action organized by the California Table of Reform Immigration FOR America. "The visit's purpose is two-fold: one to give community people an opportunity to voice their support for immigration reform; second, to voice our concern of the lack of leadership from Rep. Lofgren," said Cesar Juarez, Organizing Director for the Service, Immigrants Rights & Education Network (SIREN). "She continuously stated her support but we haven't seen any real action." Juarez added that according to many national pro-immigration reform organizations, the Senate might introduce legislation to reform the immigration system by early February and a similar legislation in the House of Representatives soon after. "It's going to be a though battle because this is an election year which means candidates might not want to touch any issues," Juarez said. "But we have to keep in mind that we live in a democracy and if people really want it, really fight for it and contact their representatives then we will have an immigration reform law this year." Supporters of immigration believe families will continue to suffer if elected officials do not
pass immigration reform this year. "Because of their inaction millions of hardworking adults and innocent US citizen children live in fear and oppression due to their legal status," Juarez said. They are also asking President Obama to live up to his promise on immigration reform. "His first year is almost over and we've seen little action. But we understand that Obama could do so much and it's Congress that needs to move," Juarez said. "So we feel that President Obama also needs to take action and not just talk." SIREN and other immigration reform groups are also asking the community to get involved in this effort. "We are asking people in Santa Clara County, immigrant and non-immigrant, citizens, residents and undocumented people, to get involve. SIREN regularly has community forums and many mobilizations. People help by simply signing a petition and help gather more signatures; folks could also help organize house meetings and a SIREN representative could attend the house meetings with information and materials." Juarez said. "The most effective way is to contact their representatives via phone or in person and ask for the congressperson to push for a just and humane immigration reform this year." East Side Dreams By Cinthia Rodriguez - El Observador
B
ooks were the last things on the mind of Art Rodriguez as he was growing up in San Jose. Now, he is writing them. His first book was “East Side Dreams,” and it was one of his books being signed at a Borders bookstore in the Oakridge Mall in San Jose this last weekend. “It’s not a gang book,” said Art Rodriguez. The book took him about three years to complete and it talks about his childhood, his father and his young adult years. Growing up, he hung out with the wrong crowd, made some choices that still affect his life now. But through it all, he’s evolved. Rodriguez feels that he went from a rotten kid to a successful businessman. By 1985, he started his own business, Number 1 Disposal in San Jose and in the preface of the book, he explains what drove him to finally write. “If I can make it, anybody can make it,” said Rodriguez. At the age of 21, Rodriguez had his first son. He remembers driving and after he glanced to make sure his son was fine it hit him. He imagined all the mothers he hurt by fighting with their children and how they will never stop crying from the pain he caused.
“I didn’t want to have a life like I did, so I really worked,” said Rodriguez. Having children changed him and his kids quickly became the inspiration to turn his life around. He learned how to read and write with the help from his wife. “I encourage everybody to write down their stories, so they’re saved,” said Rodriguez. Now, glad to be alive, although most of his friends are not, he makes a living selling his books and by talking to students across California. He likes to tell his story because a lot of students can relate and they can be assured they have someone to talk to. “I was a gangster and I tell kids they’re not lying when they say drugs are bad,” said Rodriguez. “If I can move one kid, it’s worth it.” There is a sequel to “East Side Dreams,” that took 9 months to be completed. “The Monkey Box,” takes the reader back to Mexico and travel to Spain. His ancestry is explored. Rodriguez has finished his first screenplay and is starting another. Both are based on the books and he hopes that one day they will be motion pictures. Growing up, he never knew he would be a businessman and being a writer was never a though. Rodriguez was born in San Jose and continues to live in San Jose, touching the lives of several people.

Más de 10 mil personas salieron a protestar entre gases lagrimógenos

rganizaciones comunitarias y grupos pro-inmigrantes viajaron hasta Phoenix para protestar en contra de las practicas discriminatorias que ha venido usando el alguacil del Condado de Maricopa, Joe Arpaio.
Más de 10 mil personas caminaron 5 millas en la ciudad de Phoenix, Arizona para hacer saber su descontento con el alguacil más temido de esta zona. Los activistas piden que Arpaio deje de asumir tareas de la patrulla fronteriza y combata la delincuencia. Salvador Reza de Arizona dijo que los grupos pro inmigrantes pedirán al congreso que Arpaio y sus oficiales suspendan redadas basadas en el perfil racial de presuntos sospechosos de ser indoc-
umentados. "Queremos que salga, ese señor ha sembrado el terror e inseguridad en esta zona. No puedo dormir ni trabajar con tranquilidad. Hay trato inhumano y nos tenemos que unir para removerlo porque no merece prestar seguridad a este condado de Maricopa cuando él siembra inseguridad", dijo José Terrones quien viven en Arizona. "Arpaio se cree un Dios" "Tenemos el poder de remover a gente y autoridades si nos lo proponemos. Arpaio se cree un Dios y nosotros tenemos la capacidad de removerlo", dijo Dolores Huerta quien expresó su alegría al ver esta gran multitud en la primera protesta de la década. Marcha accidentada Y lo que se creía podía ser una marcha pacífica tuvo momentos de tensión durante la manifestación. Un grupo de jóvenes anarquistas vestidos de negros que no tenía nada que ver con la marcha desafió a la policía de Arizona. Algunos de ellos arrojaron botellas con agua y piedras a los oficiales. Uno de los agentes se aproximó al grupo para tomar control y no sobrepasaran la línea amarilla, sin embargo la reacción de estos jóvenes hizo que el caballo botara al oficial. De inmediato los otros efectivos lanzaron gases lacrimógenos y quienes marchaban pacificamente fueron afectados. "Esto es pacífico, no tenían que hacer eso", dijo Gustavo Vargas quien fue parte de la delegación del área de la Bahía que viajó con SIREN 12 horas para protestar. Los manifestantes eligieron este sábado 15 de enero para la protesta por ser el aniversario del natalicio del extinto dirigente de los derechos civiles estadounidenses, doctor Martin Luther King. Además coincide con una investigación en la que un gran jurado federal reune testimonios sobre actos de racismo de Arpaio y sus oficiales contra la comunidad latina en el condado Maricopa.

A VISIT TO THE EGYPTIAN MUSEUM PART II

magine a heart being ripped out of its cavity chest; it's still pumping and the gushing of blood. Now imagine the body being tossed and left to nature. This was a wellpracticed ritual by the Aztecs in Mexico. There should be no need to worry about a proper burial though that should be enough for eternal life right? Wrong. The sequence of events would not be enough compared to the Egyptian civilization. They would have a modern day meltdown if the body were left untouched after death. The only way to ensure eternal life was to be mummified and properly buried. A trip to Mexico is no big deal, but a trip to Egypt can make a dent in any savings account. No need to worry, the Rosicrucian Egyptian Museum in San Jose brings back to life the civilization that was once a mystery. The long columns along the building take you back in time and you will be immersed in the daily life of the Egyptians. There are three galleries that interconnect. One is filled with models and facts of the Sumerians, while there is another gallery that gives light on the life of an Egyptian. The museum lets you explore life and death. The Egyptians wore make up, weaved sandals and could become governors. A governor then had the chance to work on his
tomb. As soon as he dies, life begins with a ritual that does more than toss the body. The governor's body will not be given to the gods just yet. Within 70 days he will be complete. His brains would have been removed through his nostrils and he would have been tightly wrapped. The process was so expensive that only royalty and pharaohs could afford it. The museum has recreated a tomb fit for the governor based on a compilation of 15 tombs. There is an offering chamber and the burial chamber. The tomb seems to explain the life of the governor. The daily activities are painted on the walls, a mural of his youth as he'd like to remain, and a depiction of his judgment is also on the walls. All of these decorations ensured an eternal life. It wasn't enough to sacrifice your body parts. The walls of the tomb are also filled with hieroglyphics. The museum offers workshops every Thursday at 4pm and Sunday at 11:30am that explore the ancient symbols. Find out how the language unraveled to better understand the viewpoints on life. a industria de Hollywood se ha desbordado en ayuda solidaria para los damnificados en Haití, con notables donaciones y la realización de actos altruistas como un Teletón organizado por el actor George Clooney. "Esperanza por Haití" convocó a artistas como Bono, Justin Timberlake, Christina Aguilera, Sting y Alicia Keys, entre otras 40 celebridades. En estas dos teletones programadas el dinero sera entregado a la Cruz Roja, UNICEF, Oxfam America, Partners in Health y la Fundación haitiana Yele, del cantante Jean. Por separado, John Travolta, quien cuenta con licencia de piloto profesional, ofreció uno de sus aviones para que puedan ser trasladados ministros voluntarios, así como medicamentos, alimentos y personal médico.

La investigación de vacunas es urgente para la prevención del VIH (NAPSMA) os Centros para el Control y la Prevención de Enfermedades de los Estados Unidos (CDC, por sus siglas en inglés), estiman que al finalizar el 2006 había más de un millón cien mil de adultos y niños viviendo con VIH en los Estados Unidos. Ricky Martin in Haiti P ORT-AU-PRINCE, Haiti- Ricky Martin traveled to Port-au-Prince today with Habitat for Humanity International's CEO Jonathan Reckford to visit one of the earthquakeravaged neighborhoods in the capital city. Martin was moved by the massive devastation caused by the 7.0-magnitude earthquake that struck last week. "The only words I can think of to describe what I've witnessed here today are that this is a living nightmare. The images that are now in my head will be impossible to erase," Martin said. "Children and families impacted by this disaster will need long-term help restoring their lives, in every sense of the word. Every family is a family in need. I'm asking each of you to think about the future of the children. What they will need to survive after they are properly fed and have received appropriate medical care is a safe and decent home." The Ricky Martin Foundation (RMF) continues their ongoing partnership with Habitat for Humanity (HFH) by creating the RMF/HFH Haiti Recovery Fund. La organización en su VIII ceremonia, a efectuarse el 28 de febrero en Los Angeles, anunció que además entregará un premio especial al director del filme, James Cameron, por su aportación e imaginación en esta industria. "Avatar" recién ganó dos Globo de Oro como Película del 2009, así como Director y también
tiene nominaciones al Sindicato de Directores de América; de Productores de América, a Cinematógrafos y al de Escritores por Guión. Para los premios VES fue nominada en Sobresalientes Efectos Especiales en Cine; dos en Efectos Especiales Simples; Personaje Animado Película en Vivo; Decoración en Producción; por Modelos y Miniaturas; tres en Medioambiente Creativo y dos por Composición de Producción. Tras "Avatar", con cuatro nominaciones figura "Coraline", por Animación en Producción, Modelos y Miniaturas en Pelicula, Animación de Efectos y en Producción Animada y Personaje Animado.
