n presidente de una corporación tecnológica y un conserje tienen algo en común en el Valle del Silicio: Son inmigrantes que contribuyen a la economía de California. Un reciente reporte publicado recientemente detalla las valiosas contribuciones de los inmigrantes en la región de Santa Clara. El reporte titulado "Pers pectivas Futuras: Contribución de Inmigrantes al Estado Dorado" muestra amplias estadísticas asi como información local de seis regiones claves como Fresno, San Diego, San José, Área de la Bahía, Inland Empire y el Condado de Orange. En este reporte se muestra la contribución de impuestos de los inmigrantes, tipos de empresarios y número de nuevos votantes. El estudio también indica que los inmigrantes proveen li derazgo y trabajo para las industrias crecientes en California. Según una encuesta de American Community Survey más de un cuarto de los residentes de California son inmigrantes un promedio más que cualquier otro estado en California. Más de 9 millones de inmigrantes residentes son ciudadanos. "Siempre hay una sensación de que los inmigrantes son una carga en lugar de contribución", dijo Razi Mohiudin, Co-fundador de Speed Iron. En el Área de la Bahía, el 30 por ciento de los residentes en San Francisco, Alameda, Contra Costa y San Mateo son inmigrantes, en comparación con el 27 por ciento de todo el estado. Tres cuartas partes de los cocineros de la región son inmigrantes, como lo son el 58 por ciento de los chefs y cocineros de la cabeza, y el 68 por ciento de los lavavajillas. ste mes, cuando el Congreso empieza a reconciliar dos diferente tipos de Propuestas de Reforma de Salud en la Cámara de Representantes y en el Senado, es apropiado estudiar la perspectiva de la importancia de este momento. Sería poco decir que el camino hacia la Reforma de Salud ha sido largo y difícil Una significativa Reforma de Salud debe proporcionar cuidado de salud de fácil acceso, costeable, y de alta calidad. La aprobación de la Reforma es crítica para la salud de la nación y para millones de personas de bajos recursos económicos con enfermedades crónicas. Es la meta de millones de personas con enfermedades crónicas que vienen al Capitolio cada año, y la meta de los millones de quienes no pueden venir, quienes comparten sus historias de lucha con la burocracia en las Compañías de Seguros, personas que por problemas de salud, llegan a la ruina económica, a la ruina por problemas de salud, y aún a la muerte, en un averiado sistema de salud que no funciona. La Reforma de Salud es la meta de los funcionarios locales de Condado que luchan para entregar los servicios de salud que sus comunidades necesitan, en la medida que nuestro sistema de salud , está bajo la presión de quienes no tienen seguro de salud o solo tienen un seguro con cobertura parcial. Estas voces no son la minoría del país: esas voces vienen del corazón de nuestra nación y representan la realidad de nuestro averiado sistema de salud. H.R. 3962 permite a las empresas pequeñas el acceso por primera vez, a pólizas de seguro que antes eran accesibles solo a empresas grandes, mediante el mecanismo de la Bolsa en Seguro de Salud (Health Insurance Exchange). County of Santa Clara to launches webcasting technology Santa Clara County, CA.

n Tuesday, January 26, 2010, the County of Santa Clara officially launched the webcasting technology that allows residents to watch live meetings of the Board of Supervisors online. In the future, archived videos will also be available. The first Board Meeting to be streamed online was held at 9:30 AM on January 26, 2010, and at 11:15 AM, viewers can tune in to the 2010 State of the County address. "Transparent decision-making by elected officials is important in establishing public trust," said Santa Clara County Board of Supervisors President Ken Yeager, who championed the program. "Webcasting makes Board Meetings more open and accessible to residents." Beginning Tuesday, the public will be able to access the video webcasting of the Board Meetings at: www.sccgov.org/boardwebcast. A calendar of the Board Meetings can be found on the County's Web portal: www.sccgov.org, under "CONNECT WITH YOUR ELECTED OFFICIALS." "Online webcasting will help us engage the
public on the important business of the County," said Supervisor Dave Cortese, Vice President of the Board of Supervisors. "Constituents will have the option of tuning in to get immediate information while decisions are being made or viewing archives later at their convenience." Filming of the meetings will be conducted by CreaTV and live streaming on the Web will be provided by Granicus, Inc.

he “Soles4Souls” Shoe Donation program sponsored by the Santa Clara County Black Firefighters Association is an ongoing shoe donation drive that distributes shoes to people in need worldwide on an ongoing basis. Because of the recent tragic events in Haiti, they are having a donation deadline of January 31. All people in the communities of Santa Clara County are encouraged to donate their “gently worn” men’s, women’s and children’s shoes. All San Jose Fire Stations are designated as drop off locations as well as all Sports Chalets shoe outlets.

Milpitas Business Forum: Russlynn Ali to Speak at Replace Calif's Constitution By Hilbert Morales El Observador
T
he Milpitas Chamber of Commerce, Hispanic Chamber of Commerce SV and business sponsor Allied Waste Services joined together to present a very interesting "Milpitas Business Forum" last Wednesday, January 20, 2010. President Jeanne Serpa introduced Russell Hancock, President & CEO of Joint Venture Silicon Valley Network, whose presentation covered a very important current topic: Whither California? What is going on with our state? How did we get into such a mess? What is the fastest path to reform? Why are many calling for a constitutional convention? And would it work? Dr. Hancock presented both analytical and public policy experience to his position, which he has held since 2003 and which calls for having a Constitutional Convention to replace the current state constitution, which is very cumbersome. He compared the American Constitution (three pages) with California's (thousands of pages--one of the most cumbersome of all 50 states). He advocated
discarding the current constitution and beginning with a new one. Educated at Harvard in the field of government, he also holds a Ph.D. in political science from Stanford University, where he published in the fields of industrial policy and regional planning. At present, Dr. Hancock is also a Lecturer at Stanford University in the Public Policy Program and teaches courses about California state government and politics. He is the Associate Director of Stanford's Program on Regions of Innovation and Entrepreneurship (SPRIE). The Hispanic community must become familiar with the several methods being proposed to deal the inability of the Governor and the State Assembly to deal with the business of the people. They must curb expenditures in order to have a balanced budget, which does not exceed tax revenues realized. Should a California Constitutional Convention be held, the Hispanic leadership must be present to represent its community and business interests.
Charter School Summit

usslynn H. Ali, assistant secretary of civil rights at the U.S. Department of Education, will deliver the keynote address at the Charter School Summit at the Santa Clara County Office of Education on January 30. Also featured at the summit will be California Superintendent of Public Instruction Jack O'Connell, California Secretary of Education Glen W. Thomas, California Director of Charter Schools Carol Barkley, and John E. Deasy, deputy director of education for the Bill and Melinda Gates Foun-
dation. The rapid growth of charter schools in Santa Clara County, and concerns about effects on neighborhood public schools, led to the call for the summit by Anna Song, president of the Santa Clara County Board of Education, and Board Member Joseph Di Salvo. The summit is being facilitated by the COE Charter Schools Department. Ali is U.S. Education Secretary Arne Duncan's primary adviser on civil rights and responsible for enforcing U.S. civil rights laws as they pertain to education. Previously she was a vice president of the Education Trust in Washington, D.C., and the founding executive director of the Education TrustWest in Oakland. The identified objectives of the summit are to: • Ease tensions between charters and local school districts • Increase awareness of charter activity in Santa Clara County • Increase collaboration among districts, the County Office of Education and charters to best meet student needs • Promote an environment where the process for charter applications, approvals, and denials has clearly defined and communicated accountability standards.

Elementary school receives books

T
he Captain Jason M. Dahl Elementary School was one of the first five elementary schools in the Franklin McKinley School District to receive their bookcase full of books for the kindergarten classes on January 22, 2009 in the school's cafeteria.
The bookcase was presented on behalf of the Applied Materials Foundation and the literacy nonprofit Bring me a Book (BMAB). The nonprofit received a $25,000 grant from Applied Material Foundation that helped the school district. BMAB provides a First Teachers literacy training workshop for parents, teachers and caregivers. To date, BMAB has served over 450,000
children and families in 1,700 sites. The ceremony launched the expansion of the San Jose Elementary School Library Initiative, which was first launched in 2005. After the ribbon cutting, the ceremony really began. John Porter, Superintendent, Franklin McKinley School District, read a book to students. Mark Walker, Executive Director, the Applied Materi-
als Foundation, read "Caps for Sale," to a class of kindergartners before wheeling off the bookcase to their class. Each student helped out by carrying a book as the teacher pushed the cart. Five other schools in the Franklin McKinley School District will be receiving similar instalations, which include a bookcase and 30 new, hardcover, multicultural books.
Reinvention During the Recession By Osvaldo Castillo El Observador
T
he recession has had its effect on millions of people throughout the country. Some have lost their jobs; others have had to take pay cuts. It seems that everyone knows someone who has been affected by the recession. So what is there to do? Sit around the house and hope the recession ends soon? Compete with thousands of people for a single job? On Saturday, January 23, Jim Beall, Assembly member for the 24th District, hosted an employer panel titled "Retooling for Tomorrow," at the Camden Community Center in San Jose to address this issue. "People are struggling in this economy and looking for ways to get back to work," Beall said. "If you are not working, it is important to invest in yourself and get ready for the future." An economic strategist, a temporary employment agencies representative, and health specialist joined Beall on the panel. Jeff Ruster, Deputy Director for the City of San Jose's Office of
Economic Development, said that there is currently 98,000 thousand people in Santa Clara County who are unemployed. "These people have lost their jobs in areas such as the print media and transportation," Ruster said. "That's why reinvention is important in Santa Clara County. That's why it is important to have a solid foundation in skills such as math, reading and computers." The areas where Ruster believes people will be able to get jobs in are software programming, project management and healthcare. Kris Stadelman, Director of the North Valley Workforce Board, was also at the event to remind those in attendance to update their skill sets. "Today it is not about what degree you have, but what set of skills you have," Stadelman said. "Having a certain degree from twenty years ago will not get you the jobs you want because technology and other industries constantly change. Employers today are also looking for people who have expertise in more than one area." Stadelman also recommended joining social Web sites such as LinkedIn and Facebook in order to get more exposure. "Employers today are saying that these social Web sites are a much faster and more successful way to recruit people for jobs," Stadelman said. But what if someone needs a job now in order to pay bills? There are several job agencies that will assist individuals in finding work while they reinvent themselves. These agencies include work2future and Manpower. "Companies today are more focused on their bottom-line. That's where agencies like Manpower come in," said Twila Harrison, Project Manager at Manpower. "We are here to help those who could use some help during these difficult times." Assessor Hires "True Automation" By Hilbert Morales - El Observador
T
he County of Santa Clara's Assessor, Larry Stone, this past week announced that 'True Automation,’ a Hispanic owned and operated high tech company was awarded a two year $6 million contract to further automate its operations. Osvaldo Morales, president & CEO of True Automation, briefly described how his firm focused its development, which began in 1997, on the automation. The software deals with the property assessment, appraisal, and management system (PAAMS) project to be installed. A joint vision has been developed which involves the adaptability, quality, and efficiency that improves productivity while reducing costs. The management system provides secure, reliable, prompt and accurate records on each property parcel. It manages an increasing workload without increased staffing. And this computerized property appraisal, assessment, and management system established the Assessor's rolls with the accuracy required and the compliance with California State standards. CEO Morales and his associates presented a series of ‘milestones’ that define the work and services to be provided. The kickoff of this project began Monday, January 25, 2010 with presentations to the Assessor's staff. These meetings established the trust and confidence needed for a successful collaborative coordination of all required work. The first element being addressed is the software to implement residential market analysis and 'gap analysis' is to be completed by March 2010. Its product development begins in April 2010 followed by supplemental system adjustments required by Proposition 8 and Proposition 13. Seven other packaged elements of this automated program will be installed and adjusted so that the whole system goes live in November 2011. In August 2012 this PAAMS is projected to receive 'final acceptance' and certification by the County Assessor's Office. True Automation is a firm located in Plano, Texas.
It was founded in 1997 and today has 180 clients being serviced by 100 employees with a customer satisfaction rate of 98%. It is rated as one of the top places to work in the Dallas-Fort Worth area. Its measured growth in new markets includes the states of Texas, Washington, Alaska, and now California. Those present (Hilbert Morales, publisher and Ruben Garcia, financial planner) who represented the local County of Santa Clara Hispanic business community are very pleased with this development that demonstrates directly the supportive role of Hispanic high tech enterprises. It is projected that with the appropriate promotion, this event could be used to inspire and encourage local Hispanic youth to develop their intellectual and creative potential through continued education and professional development. The visionary and competent public servant responsible is County Assessor Larry Stone. Elected in 1994 after serving as Mayor, Sunnyvale, CA, he systematically reorganized the County Assessor's Office operations. Various 'silos of information' existed and were protected by their stakeholders who were integrated over time into a more efficient, effective service. In the process many 'hard copy' property files were digitalized so that an entire floor of file cabinets were no longer needed. All of these efforts, costing an estimated $960,000 per floor were funded by the State of California using performance agreements developed and approved. Today, thanks to Larry Stone's business acumen and efforts, the Office of the County Assessor's operations do not depend on allocations from the General Fund, but are 'paid' by the State of California for its tax collection services. This will be the first County Assessors Office to have the PAAMS system in place, which permits its work to be accomplished with no additional staffing. We predict that other County Assessor's will follow this example of government efficiency and effectiveness. True Automation, with Osvaldo Morales’ guidance, will have a bright service business future here in California.

Los topos mexicanos conocidos por prestar sus servicios a nivel internacional de manera voluntaria se hicieron presente para ayudar a Haití. EO entrevistó a Oscar Oliva, el jefe de la Brigada de Topos de Cancún quien dijo que una gran desolación y desesperanza se vive en este lugar. "Hay tanta miseria, hay tanta destrucción hay niños huérfanos y mutilados que necesitan de ayuda. Me tocó ver como perros se comían a los niños", explicó Oliva. El joven rescatista afirmó que de todos los sismos y desastres naturales que le ha tocado participar no había visto en su experiencia algo tan catastrófico como el sismo e Haití. "Estuve en el Tsunami de Indonesia, el sismo en Manzanillo, en el Huracán Vilma en Cancún pero nada tan devastador como Haití". Aún Oliva recuerda los rostros de dolor y sufrimiento que ha dejado en Haití y aún recuerda a una persona que había perdido todo, casa, padres, hijos y cantaba porque estaba viva. "Es momento que la humanidad deje de pelear y no perder en tiempo en otras cosas. Tenemos que darnos la mano". Oliva no ha descartado su deseo de regresar. Debido a un protocolo ellos no pueden permanecer más de 15 días en las zonas de desastre. Sin embargo ya están pensando en ayudar a los víctimas en las inundaciones de Perú. Esta notable y brillante labor humanitaria es digno de admirar. Olivo y su brigada son seres humanos como otros algunos desempleados, otro de profesión payaso, otro domador de perros y él veterinario que se juntaron para ayudar a los necesitados. "Esperamos en Dios que si en un mes damos el primero curso en Cancún de topos para prepararlos a servir a otros. Paisanos nos piden que formemos una brigada de topos. Estoy listo para servir. Iremos a ayudarles y a transmitir este pequeno mensaje de preparación", dijo Oliva quien ya se encuentra en Cancún. La Brigada de Rescate mexicana, cuyos miembros son conocidos como los Topos, se formó en los días posteriores al trágico terremoto de 1985 en Ciudad de México. El grupo es conocido por su capacidad para excavar túneles que ayudan a encontrar sobrevivientes. iscally responsible, an advocate for students, a consensus builder, effective communicator, and a fighter for increased public education funding at state and federal level. These are just a few of the recommendations made by teachers in the East Side Unified High School District in San Jose regarding the selection of the district's new Superintendent. "As teachers of East Side Union High School District, we are very invested in the district finding the best possible leader, in an expeditious manner," said Marissa Hanson, President of the East Side Teachers Association (ESTA). "We understand the need for continuity, and we appreciate the job Dan Moser has taken on as interim superintendent. But we believe that the difficult decisions facing the district need leadership and accountability, the sooner the better.â&#x20AC;? The list of five personal attributes and five areas of experience focuses on ability to solve financial problems,
along with integrity, leadership and success factors. Other qualifications that the teachers recommend include a consistent record of professional success, unimpeachable personal and professional integrity, proven experience in managing and celebrating diversity, teaching experience, a proven ability to overcome fiscal challenges. In addition to outlining specific criteria, the teachers also want to be involved in every stage of the selection process - making recommendations for possible candidates, participating in the paper screening of applications, being included in the oral interviews, and having their assessments of the finalists included in the final selection. The teachers will urge the East Side Unified High District board and administration to limit their search to California candidates, citing California's and the district's unique financial issues and diverse demographics. ESTA represents teachers and other education professionals who are on the front line of creating successful educational experiences for the 25,000 high school students in the 18-school district.

County Predicts Third Wave of H1N1 Flu; Urges Parents to Get Children Second Vaccine Dose SAN MATEO, Calif. an Mateo County Health System officials are urging parents to get their children vaccinated as soon as possible, given the likelihood that a third wave of H1N1 flu cases is on the horizon. It is important for children under age 10 to get two doses of H1N1 flu vaccine - at least three weeks apart because two doses provide better protection against the H1N1 virus for the less mature immune systems of younger children. But with the recent decline in H1N1 flu cases, many parents have yet to get their children the second dose of H1N1 vaccine. "I believe that a very high percent of children under age 10 who got a first dose of the H1N1 vaccine are either due or overdue for their second dose," said Dr. Scott Morrow, Health Officer for San Mateo County. "With a third wave of H1N1 flu likely to hit this year, I urge parents to get their children vaccinated, and I also urge anyone who has not yet been vaccinated to do so as soon as possible." Pandemic flu outbreaks have historically come in waves. The first wave of H1N1 flu illness hit in the spring of 2009, followed by a second wave last fall. Now that the second wave is declining and fewer people are getting

sick, many have lost interest in getting vaccinated and are not taking this virus as seriously as they did in the past. But it is highly likely that there will be a third wave of H1N1 flu this year, and that the virus will not disappear completely. Flu viruses are always unpredictable; and this flu season is far from over. H1N1 virus is still circulating and potentially dangerous. H1N1 flu is a vaccine-preventable disease; therefore, the County Health System is urging the public to get vaccinated now. A flu shot is still the single best defense against the flu, and can help reduce the spread throughout the community. For individuals in high-risk groups, the vaccine prevents serious health complications, and in some cases, death. There have been 10 H1N1-related deaths and 95 hospitalizations in the County since the outbreak began last year. Now that the H1N1 (swine flu) vaccine is widely available, it is the perfect time for people to protect themselves, their families and their community by getting a flu shot. There are many locations offering H1N1 vaccinations throughout the County, including doctor's offices, retail stores and pharmacies, and free County public vaccination clinics. Regresa a Timbiriche México, (Notimex)

a actriz y cantante mexicana Bibi Gaytán celebró 38 años de vida con su posible regreso a la actuación en "Timbiriche, el musical", junto al actor Jaime Camil, y cuyo estreno está previsto para abril próximo. Aunque el productor Alejandro Gou no ha confirmado el elenco del montaje, trascendió que en la parte femenina tiene en mente que alguna de la ex Timbiriche, Bibi Gaytán, Sasha o Thalía lleve el protagónico. La obra escrita por Martha Carrillo, René Franco y Cristina García, se realizará bajo la dirección del argentino Gustavo Zajac. En el musical, se interpretarán temas como "Acelerar", "Tú y yo somos uno mismo", "Corro, vuelo, me acelero" y "Muriendo lento", entre otros de la famosa banda de los años 90 . Silvia Gaytán Barragán, por su nombre de pila, nació el 27 de enero de 1972, en Tapachula, Chiapas, pero su familia se mudó a Villahermosa, Tabasco, por lo que ella se considera tabasqueña al haber vivido su infancia y adolescencia en esa localidad.

a Kalle, an Univision Radio station, presented Maria Jose and Tati, two of the most popular women in music at the moment during the station's first private concert of the year on January 22, at Miami Beach Club in downtown San Jose. The Colombian recording artist Tati, took the stage to perform songs from her debut album, El Latido de mi Corazon. Her time on the stage was limited due to a minor sore throat that she made public to her fans, but she performed four songs and her hit “Amame.” "I loved the environment," said Tati. "It was super cool." After the quick performance, the pop star took photos with her fans. "I will begin recording my next album," said Tati. The next album is due sometime in the summer of this year. As photos were taken, others also waited for Mexican singer, Maria Jose.
Before going on stage she also took photos with selected fans. "Thanks a lot for coming out," said Maria Jose. Jose has been on magazine covers and began her career singing with the group Kabah. She performed the group's popular song "La Calle de las Sirenas," along with others. Like many other celebrities, she reminded everyone to have a good year and remember those who are suffering. "I would like to dedicate this next song to the people in Haiti," said Maria Jose as she continued with her set. Unlike pop star Tati, Jose signed autographs, took photos and even accepted a drink from the crowd between songs. "No soy una señora," from album Amante de lo Ajeno, that was released last year was performed as a closing song. Jose will kick off her tour on February 6 in San Francisco.
