n an important pronouncement at a White House press conference today, President Obama made it clear th at m andatory E -Verify w ithout comprehensive i mmigration r eform i s unacceptable, saying “We need to have a more balanced appr oach than just a verification system.” He once again spelled out his strong support for a comprehensive immigration reform package, one that includes “tough border security, going after employers that are illegally hiring and exploiting workers, and making sur e that we also have a pathway to legal status for those who are living in the shadows right now.” In May, the White House outlined a similar position in a “blueprint” on immigration reform, stating that the expansion of E-Verify “must be accompanied by a legalization program that allows unauthorized workers to get right with the law.” In addition to reiterating his support for comprehensive immigration reform and the D REAM Act, the P resident also made it clear that he is fully aware of the problems with the curr ent E-Verify program and how the program’s faults harm U.S. workers and businesses. He’s right to join the many voices from across the spectrum in raising these cautions. Currently s ome 4 % o f e mployers and only 2% of small businesses - use EVerify. Under Lamar Smith’s bill, 100% of employers will have to use the system within three short years. What will be the impact of such a dramatic expansion of E-Verify on businesses, workers, and taxpayers? According to a recent analy-

sis by the Center for American Progress, an estimated 770,000 American workers could l ose j ob o ffers d ue t o E -Verify’s error-prone databases, the mandate would cost small business an estimated $2.6 billion, and, based on a similar bill scored b y the non-par tisan Congr essional Budget Office in 2007, $17 billion in tax r evenue would be lost o ver 10 years as more jobs move into the underground economy . R emarkably, these costs would be in exchange for a system that i dentifies unauthorized workers only 46% of the time. According to Frank Sharry, Executive Director o f A merica’s Voice E ducation Fund: “The President gets it. The way to end illegal immigration is through comprehensive immigration reform, an approach that balances enfor cement with legal immigration in ways both effective and humane. In stark contrast, mandatory E-Verify on its own will not only hurt ordinary American workers and small business o wners, it will driv e payr oll workers off the books, allo w bad actor employers to undercut honest ones, and send the American agricultur e industry out of business and overseas. The President knows the system’ s flaws. Let’s hope members of both parties heed his warnings, move towards comprehensive reform, and resist a bill that will make our dysfunctional immigr ation system even worse.” America’s Voice Education Fund — Harnessing the po wer of American voices and American values to win common sense immigration reform.

t is very interesting to learn about the historical development of America. Over time a transition occurred from being 13 British colonies to becoming an independent sovereign nation known as the United States of America. The 4th of July national holiday is to commemorate the bir th of our American nation on July 4, 1776 which is when the Declar ation of Independence was endorsed by the elected representatives of the original 13 states who attended the Continental Congress. This document announced the just separ ation of these 13 colonies fr om Great Britain and offered a justification ther efor. It stated why the Continental Congress on July 2, 1776 by the vote of 12 colonies, with New York abstaining, resolved that these “United Colonies ar e, and of right ought to be, free and independent states.” Thus the United States of America, as a so vereign nation, began 236 years ago. It is r ecommended that the dev elopmental history of America be understood today because the residents of these thir teen colonies yearned to be fr ee from the abusiv e governance of the British royalty. There was the issue of “taxation without r epresentation”. The armed confl ict began on April 19, 1775 which became the “American Revolution”. The colonists just wanted to secure their personal rights which they then described “as those of mankind as well as those of Englishmen.” During 1775 George Washington emerged as a leader of the American Army located in Boston. Thomas Paine’s ‘Common Sense’ directly denounced both Great Britain and its monar chy. It began to exercise a potent influence. The Nor th Carolina delegation, on April 12, 1776, were specifically authorized to vote for independence. On May 15, 1775 the Virginia convention instructed its delegates to offer the motion to declare independence. Richard Henry Lee brought that m otion forward which was finally adopted on July 2, 1776. Only the New York delegation abstained because it had not yet been authorized to vote for independence. A committee, whose members were Thomas Jefferson, John Adams, Benjamin Franklin, Roger Sherman and Robert R. Livingston, were chosen to prepare the statement justifying the decision to assert independence, should it be taken. The ‘Declaration of Independence’ was written mainly by Thomas Jefferson, who had a talent for political philosophy and was the author of “A Summary View of the Rights of British America ” published during 1774. Jefferson wrote the first draft at the request of the other committee members who later made several ‘word-smithing’ adjustments.

Several phrases of the Declar ation of Independence have since exerted profound influence in America. Especially the phrase “We, the People hold these truths to be self evident that all men are created equal, that they are endowed by their Creator with cer tain unalienable Rights, that among these are life, liber ty and the pursuit of Happiness.” An original copy of this par chment document is now housed in the Libr ary of Congress, Washington, D.C. What followed was the crafting of the Constitution of the United States of America which was adopted in 1787. The first ten amendments to the Constitution, known as the “Bill of Rights,” were adopted on September 25, 1789 by the First Congress of the United States. These were ratified by three-fourths of the state legislatures. Since then additional constitutional amendments have been approved. The American Democr acy is a form of r epresentative government where the people ar e involved in making national policy . As a form of governance American democracy is still “a work in progress” in that many issues have been debated and eventually proposed as an amendment to the U.S. Constitution. The end of slav ery occurred after the Civil War (1865) and the right of women to vote are two examples. These are mentioned because it is essential that ordinary American citizens need to know that they have a voice in their governance. It is patriotic t o p rovide t houghtful c ommentary o n th e many challenges that confr ont America today . America governance today is still evolving and developing. Knowing how our democr atic form of go vernance was dev eloped is essential to havi ng ‘roots’ here. Too many residents have superficial awareness of these v ery impor tant principles which constitute, as a whole, American Democracy with its many personal freedoms and responsibilities. Note that today the bipar tisan form of governance is severely stalled because of liberal or conservative ideologies. Today, Congress has 535 elected officials: 100 senators (The Senate) and 435 members of the House of R epresentatives (“The House”). The liberals and conser vatives hav e not dealt with the ‘business of the people.’ Perhaps it is time to have a third party which will force the communication, deliberation, compromise, collaboration, coordination. adoption and implementation r equired to enact laws that benefit all of us rather than the few. The business of the people is being neglected while the advantage of the ultr a-wealthy are doing quite well, thank you. A new lev el of checks and balance is needed. Only when the people speak up will things change. That is the curr ent challenge this nation faces. Hav e a patriotic 4th of July 2011.∆

tarting today , the County o f S anta Clara will hav e Rural/Metro A mbulance a s the new 911 providers o f emergency ambulance ser vices. With more than 60 y ears of experience and service nationally, Rural/Metro, based in Scottsdale, A riz., w ill b e t he new ambulance provider in 32

years. It will take o ver emergency services from American Medical R esponse (A MR), which had been the ambulance provider since 1979. “This contr act means we’re going to get better service at a cheaper cost to the taxpayers of this community,” said Su pervisor G eorge S hirakawa. This agr eement, wor th about $375 million, runs for five years, with the possibility of two thr ee-year extensions.

The company will pr ovide services countywide, with the exception of Palo Alto. “It i s o ur c apital e quipment budget basically, so its all coming from Rural/Metro. And for us, we look at it as an

investment,” s aid C EO Michael DiMino. “It is a very healthy inv estment because we believe that we are going to do a good job her e and we are g oing t o e arn o ur f air share of profit based on running the ambulances and providing the services.” The company will bring 55 new ambulances to the County of Santa Clar a, an investment of $175,000 in each ‘state of the ar t’ ambulance. Among R ural/Metro’s 300 local employees are 268 para-

medics and emergency medical technicians, most of who were formerly emplo yed b y AMR. “It is the same people who kno w our str eets; who know our communities; who know the fir e depar tments, the hospitals, etc. That was not only the right thing to do, but was very, very wise,” said Supervisor Mike Wasserman. Expect more ambulances in the county which all hav e been fi nanced b y Rural/Metro. Along with new

cardiac monitors, po wer lift gurneys, bicycles and all-terrain vehicles. These additions can lead to better co verage and faster response times. “Fortunately I’ ve nev er been in an ambulance my entire life,” said Super visor Ken Yeager. “No offense Rural/Metro, I hope never to be in an ambulance, but it is really nice to kno w that if the need arises I’ll be in very good hands.”∆

Recycled Water Study Shows Some Constituents Can Reach Shallow Groundwater

AN JOSE, CA – The Santa Clara Valley Water District r ecently completed a study to evaluate changes in groundwater quality due to the use of r ecycled water for irrigation. The study concluded that m ost, b ut n ot a ll, c onstituents are removed, or, are reduced to low levels as recycled water seeps through the ground and into the gr oundwater basin. About half of the water used each year in Santa Clara County is pumped fr om groundwater basins. The district replenishes these basins with water captured in local reservoirs an d s upplies i mported thr ough the Sacr a-

mento San Joaquin Delta. Protecting the gr oundwater basins is one of the district’s primary goals. Recycled water is used extensively in the county and throughout California for irrigation, commer cial, and industrial purposes. The study included lab based testing and sampling at a South San Jose business campus that was irrigated with r ecycled water for 18 months. Several r ecycled water constituents n ot p reviously detected a rrived i n s hallow groundwater within sev eral months. Traces of nitrosodimethylamine, or N DMA, w ere de-

tected at 30 feet beneath the study area after the site was irrigated with recycled water for several months. The E PA has estimated that more than 98 percent of human exposur es to N DMA come from common foods such as beer, infant formula, hot dogs, and cured meat. It is also a common b yproduct of the process used to disinfect water. No state or feder al regulatory standard for drinking water has been established, although the E PA classifies NDMA as a pr obable human carcinogen. You can take the M yersBriggs professional or similar assessments offered by many college car eer and empl oyment counselors to measure competencies and areas of interest. “If y ou want a life change, then it’s up to you to do something about it,” says Redden. Be realistic a bout your strengths, skills and r esources. Within r eason a nd with pa ssion, r einventing yourself is possible. ∆

“Your resume is a living document,” says Heather VanRiper, assistant director of career services at The Illinois Institute of Ar t Chicago. She points out that workers ar e always learning new skills on the job, at professional d evelopment c onferences a nd seminars. Many of those skills can and should be a part of your updated resume.

But if y ou’re not curr ently looking, why take the time to spruce up an o ld resume? “Who knows when the next oppor tunity will open up?” asks VanRiper. “You could be at a networking event, a dinner party or even on a train commuting home when y ou bump into an oppor tunity that y ou just can ’t pass up . Having your resume ready to go makes y ou look more polished and professional.” VanRiper suggests you take a good look at your experience to see if y ou need to add any new job responsibilities or reflect recent promotions. Have you joined any new professional or ganizations or been elected to a

board? Polish up the skills section of your resume with any new softwar e applications you’ve learned. And don ’t forget to add any foreign languages you know. Since the digital age is here, your resume should keep up. “Add a link to y our work in your r esume. F rom an emplo yer’s point of view, if they can read all about you and also click on a link and see your work, you become visual,” VanRiper says. “Your potential employer can no w see y our capabilities.” Just make sure the materials you are directing employers to, are updated. “A shor t emplo yment history does not mean you’re shor t on skills. Don ’t discredit any experience that you’ve had,” says VanRiper. She adds, “ There’s a lot of v alue in transferable skills like pr oblem solving, customer service and attention to detail. If y ou can demonstrate those skills in your resume, you show that y ou’re an asset to any workplace.” Once you’re done with the updates, VanRiper has one final piece o f advice. “P roofread. Summer Brain Drain Affecting Americaâ&#x20AC;&#x2122;s Graduation Rates

tâ&#x20AC;&#x2122;s called the â&#x20AC;&#x153;summer brain drain,â&#x20AC;? and itâ&#x20AC;&#x2122;s affecting students of all ages. During the long, hot months away fr om school, kids lose knowledge when they donâ&#x20AC;&#x2122;t engage in educational activities over the summer vacation. On average, students lose appr oximately 2.6 months of grade-level equivalency in mathematical computation skills. This effect is magnified with low-income students; about two-thirds of the ninthgrade achievement gap between lower- and higherincome youth can be explained by unequal access to summer learning opportunities during the elementary-school years. If you think of summer br ain drain as just a mere nuisance to be tackled by our nationâ&#x20AC;&#x2122;s teachers, think again: o ver one million students in the class of 2010 failed to graduate with a high-school diploma. The national graduation rate currently stands at a dismal 75 percent, due in part to the 15 million youth unsupervised after the school day ends and an additional 24 million in need of supervision during the summer. A low graduation rate contributes to increases in unemployment, poor health, crime

and drug use. It lo wers Americaâ&#x20AC;&#x2122;s tax revenue and increases its public-assistance expenses. To seriously address the high-school-dropout crisis, i t i s i mperative t o redefine t he e ducation equation to include community collaborations. These critical pieces of the puzzle â&#x20AC;&#x201D; organizations like Boys & Girls Clubs of America (BGC A) â&#x20AC;&#x201D; provide r efuge f or y outh d uring c ritical o ut-ofschool hours. They aim to give youth a place where they can continue to learn and grow as individuals so they can go on to become productive, caring, responsible adults. To further this goal, BGC A received $1 million from AT&T to expand the â&#x20AC;&#x153;Be Great: Graduateâ&#x20AC;? program that helps rising 8th and 9th graders successfully tr ansition into high school. The Be Gr eat: Graduate program uses established risk factors to identify youth most at risk of dropping out of high school and intervene utilizing a mentorship program, with a proven record of success. To this point, the program has focused on high-school students, but with support from AT&T, BGCA will be expanding the program to younger participants through the launch of â&#x20AC;&#x153;Be Ready.â&#x20AC;? Policía se junta con “la migra” Agentes trabajarán SOLO para combatir pandillas Por Rosario Vital El Observador

l Jefe de la Policía de San J osé, C hris Moore le ha toca do enfrentar uno de los retos más duros en esta ciudad. La eliminación de efectivos policiales, el incr emento del crimen y la construcción de la confianza con su comunidad. “Espero que pued an entender que tengo que hacer un balance entr e la seguri dad pública y espero que me ayuden a combatir los actos delictivos”, dijo Moor e durante un entrevista con EO. Los actos de crímenes y violencia han alcanzado un nivel epidémico, a l p unto q ue e n San José hasta el momento se

han registrado 27 homicidios. Algo alarmante en esta ciudad del sur de la bahía. De estos homicidios, 14 están r elacionados a pandi llas, por esta razón el Departamento de Policía de San José, ha i nicia d o u na c ooperación con el depar tamento de Seguridad Nacional (DH S); alianza que ha cr eado controversia y preocupación de bido a que consideran un riesgo debido a que estos agentes son del ICE en otras palabras trabajan para la “migra”. “Nuestra postur a en relación al programa de “comunidades seguras” no ha cambiado. Este acuerdo tiene que ver con seguridad pública y no con inmigración”, dijo el Jefe de Policía, Chris Moore.

La Policía de San José tendrá en sus filas a dos agentes del Departamento de Seguridad Nacional, (DHS siglas en inglés) que operan para el ICE. Aunque la policía dice que el propósito reforzar una división que combate pandillas, la comunidad tiene temor a deportaciones. Anteriormente e l J efe d e Policía de San José ha expr esado p úblicamente q ue n o apoya el pr ograma de comunidades segur as. D esde esta semana dos agentes federales del Departamento de Seguridad Interna forman parte de la Unidad de Pandillas de este departamento de Policía. Debido a l os r ecortes d e presupuesto el depar tamento policial se ha visto afectado con la eliminación de 180 oficiales y según el jefe no cuentan en este momento con alto

Si consideran que aplicando la ley más sev era van a reducir los niveles de violencia, están c ometiendo u n g ran error” dijo el Padre de la Iglesia Saint Julie, Jon Pédigo. “Esto s erá u n p rograma que c riminalizará a l a c omunidad inmigrante mucha gente tiene m iedo tr abajar c on l a policía y r eportar c ualquier crimen”, dijo Zelica Rodriguez de la or ganización pr o inmigrante SIREN. “La policía tiene que asociarse con la comunidad y no con ICE par a garantizar la seguridad pública ”, agr egó R odriguez. Por su par te Aarón R esendez también quedó desconcertado con la decisión de la policía. “Es un gr an error y no sabemos qué podrá pasar con todo esto”. “Hay que darle una oportunidad a esta estrategia. No juzguen sino sabemos cómo va a funcionar nuestr o plan, lo que si nos ur ge co ntrarrestar es la violencia de pandillas y no podemos permitir que mueran muchos jóvenes como conse-

cuencia de esto”, dijo Moore. “El Condado de Santa Clara y la ciudad de San José históricamente no han cooperado con l a agencia del ICE debido a la desconfianza que se crea entre la comunidad inmigrante”, dijo el abogado de inmigración Richard Hobbs. Hobbs dijo además que el departamento p olicial t iene que demostrar que los miembros de pandillas son inmigrantes y t ambién q ue e llos son la causa de los d elitos graves en San José. “Y si no se puede demostr ar e sto, entonces es un pr etexto permitir agentes del ICE en sus filas policiales creando temor y hasta depor tando a inmigrantes que no tienen nada que ver con las pandi llas”, dijo el abogado en inmigración. Moore pondrá en práctica este plan por seis meses. Después de esto se hará una ev a luación. Moore aseguró que si nota que los oficiales están tratando de sacar a personas por su estado migratorio pues los retira rá de su división por que la tarea de ellos es combatir la violencia y no v er los estados migratorios. Según el gobierno feder al desde el 2005 a través del programa “Escudos Comunitario” ha logrado 25 mil arrestos de pandilleros en todo el país y se espera que en San José alcance u n g ran é xito d e l a misma manera que se hiz o en Santa Cruz. ∆

n June 29, the California DREAM torch made its way to the heart of Silicon Valley, which is San Jose, CA. The torch will make its final stop in Sacramento, in an effor t to r emind Governor Jerry Brown to keep his promise and sign the California DREAM Act. Although the state ’s v ersion of the DREAM Act has nothing to do with gr anting legal st atus t o u ndocumented s tudents, i t would make it easier to pursue higher education. “This is an issue that has been present in our state for a lot of y ears,” said Samantha Vazquez, sophomore at E vergreen Co mmunity C ollege. “ We w ant G overnor B rown t o keep his promise. One of his campaign goals was to pass the D REAM Act, if it r eached his desk.” Vazquez has benefitted from AB 540, the 2001 law that allows students who attended a Californi a high school for at least thr ee years and graduated to qualify for in-state tuition and fees. Yet, she is uncer tain whether she will continue with her education due to the continuing rise in tuition. The Assembly Bill 130 would allow the UC, CSU and community college systems to provide financial aid from their own financial aid

funding resources. The other bill of the state’s DREAM Act is AB 131. That bill would allow undocumented students to qualify for institutional financial aid, Cal Grants, State of C A financial aid grants and other assi stance at the community college level. “It is a good idea at bo th levels because it is the absolute best choice for the nation,” said Rita Cepeda, chancellor of the San Jose/Evergreen Community College District. “We h ave i ndividuals w ho a re e ager, m otivated and want to study. They want to contribute. They want to become experts in their fields. It is an absolute shame that these individuals don’t get a chance.” The C A State Assembly has passed the bills. Both are expected to go to the Senate Appropriations Committee sometime during July 2011. If these bills ar e approved b y the state Senate, both will go back to the Assembly and forwarded to Gov. Jerry Brown for consideration. During the past y ear’s 2010 legislative session similar bills were vetoed by then Governor Arnold Schwarzenegger. “My education is r eally important,” said Oraly Heraz, sophomore at De Anza College. “I’m tired of being treated unfairly. Students like myself deser ve the oppor tunity to have an education like anyone else.”∆
