he Fourth of July is one the nations most important holidays. It is a time to celebrate what this country has achieved and what has made us who we are. Parades will entertain us, grills will feed us and fireworks will amaze us as they light up the sky. If you’re in San Jose, celebrate this Sunday at The 3rd Annual Rose, White & Blue 4th of July Parade and Festival. The Alameda Business Association hosts this event with the parade beginning at West San Carlos Street and Shasta Avenue and ending at the festival site on The Alameda between Hester and Julian - near Race Street. The Alameda will be closed to accommodate the celebration. This year's parade will include over 120 units, floats, and some impressive musical talents will grace two stages set up on The Alameda. A kid's inflatable gym and craft zone, tasty food to eat, as well as beer and wine will make this a very relaxing afternoon under the canopy of trees that line The Alameda The event has grown each year, with over 10,000 people attending last year to watch the parade and participate in the fes-

tival activities. This year the event hosts are excited to announce that the parade Grand Marshal is Steve "The Woz" Wozniak. A Silicon Valley icon and philanthropist for the past three decades, Steve Wozniak helped shape the computing industry. Wozniak cofounded Apple Computer Inc. in 1976. The Rose, White & Blue 4th of July Parade and Festival provides a way for the community to celebrate the nation's birthday and our collective good fortune to live in San Jose and its surrounding area. The history of the rose-themed parade dates back to the first "Rose Carnival", which took place in San Jose in 1896 with every city and town in the county participating with floral floats as the centerpiece of the event. The Alameda Business Association's newly published book, Roses on Parade: A Santa Clara Tradition, will be available for the first time at the Festival. The author, Shannon E. President Obama Speaks Up for Immigration Reform

resident Obama made a compelling case for why Congress needs to enact bipartisan comprehensive immigration reform, why the Arizona immigration law is the wrong response to growing frustration with inaction in Washington, and why the only way comprehensive reform can be enacted is if Republicans join with Democrats to solve this problem once and for all. According to Frank Sharry, Executive Director of America’s Voice, “The President’s speech was terrific. He has engaged the country in a long overdue debate, and made the choice clear: We either enact a comprehensive solution that is both practical and humane, or we end up with odious state-by-state laws such as the ‘show me your papers’ Arizona law. Now it’s up to Republicans. They can either retreat behind empty sound bites and tortured defenses of the radical Arizona law, or they can step up and support what many in the GOP used to support – a comprehensive bill that ends illegal immigration.”

Added Sharry, “Despite Republican obstructionism on comprehensive reform, the Administration and Congress can take a number of steps in the coming weeks that will move the nation in the right direction. First, the Department of Justice should sue the state of Arizona to stop this un-American and unconstitutional law. Second, the Department of Homeland Security should re-focus its enforcement activities on the ‘worst of the worst’ and leave college kids, ordinary workers, and close knit families alone. Third, Congress should pass targeted measures such as the DREAM Act and AgJOBS, measures that enjoy bipartisan support and would serve as stepping stones toward broader reform. New Legislation For Financial Industry By Hilbert Morales - El Observador

ast Friday, June 25th, Congress announced that new 'almost' comprehensive legislation had been formulated and will be enacted before July 4th when President Obama plans to sign it, which will make it the law of the land. This legislation is the first time since the Great Depression of the 1930s that Congress has addressed the issues involved in monitoring, establishment of oversight and new regulations of the financial industry. Every resident of this nation will be impacted by this legislation dealing with the financial industry. It is recommended that everyone become familiar with these new standards of doing business because it will impact your credit cards, your mortgage, and many other financial transactions. As usual, financial industry lobbyists did their job. For example, mortgage lenders will now be required to validate the income of a home buyer before approval of a mortgage loan. What is not in the new legislation are the contract obligations which apply should the mortgage payments not be made because of events that are no fault of the wage earner. During events such as the recent recession from which full recovery has yet to happen, many wage earners simply get laid off. This also happens when their job is out-sourced offshore. I recommend that a mortgage contract contain default conditions which when met, permit the mortgage to stay in effect providing the mortgage holder continues to make alternative payments amounting to at least 30% of their new current income level. Current mortgage contracts favor lenders acting on 'foreclosure' which effectively deprives a family of their home or results in the loss of the accumulated home equity. At the minimum, a period of adjustment, let's say for 18 months (for 15 year mortgages) or 36 months (for 30 year mortgages) be permitted during which the mortgage holder is allowed to re-establish personal income though retraining or relocation to a new job. Simply stated, mortgage contracts today overwhelmingly favor the lender and do not protect the purchaser having the mortgage contract obligation. There is much to applaud in this financial regulatory reform legislation presented in more than 2,000 pages. Everyone is advised to learn about those specific items which impact them personally. Do take time to send your comments to your senator and congressional representative. Excellent summaries and commentaries have already been presented in the New York Times (nytimes.org) and Wall Street Journal (wsj.com).

The summaries deal with new governmental agency authority to enforce regulations; restrictions on banks, especially when dealing with derivatives; establishment of new bank cash reserve levels; and new rules for investment advisors. Of great interest to all will be the newly established consumer agency called The Consumer Financial Protection Bureau (CFPB). This agency will deal with rulemaking and have some enforcement regulations on banks and other financial companies. This agency can authorize State Attorney Generals to enforce certain CFPB rules to be established. This new CFPB is granted authority to examine and enforce regulations for all mortgage-related businesses; banks, and credit unions with assets of more than $10 billion; pay-day lenders; check cashers; and certain other non-bank financial firms. One caution is that the consumer lobbyists (such as AARP) need to be present when the new CFPB rules are formulated so as to mitigate the influence of lobbyists representing any and all financial institutions. Another caution is that those financial firms with assets below $10 billion may become the loophole that keeps things as they are today. So buyer beware. It is essential that Congress provide this new Consumer Financial Protection Bureau with the authority to review, monitor, document best practices and propose new legislation regarding the murky life insurance industry which up to now has escaped any and all monitoring and oversight efforts. Too many insurance firms seem to collect premiums without being obligated to make payments on valid claims. The main thing is that this Obama Administration has done more for the consumer with its legislative agenda (health care and consumer financial protection) than has any Republican administration since the 1930s Great Depression. Remember that come Election Day, November 9, 2010. All Republicans have voted against these new legislative developments. If, as a constituent, you want to have this progress continue, it is essential that the Democrats gain seats in the Senate (over 2/3rds to be filibuster proof) and retain a 2/3rds majority (291 votes) in the House of Representatives. Do not fear 'big government' because it does take care of the people's business and mitigate the power of 'big special interests' (i.e., multi-national corporations) to continue to exploit the consumer. Finally, a 2/3rds majority in both the Senate and the House will favor the passage of comprehensive immigration legislation next year. Δ

Latinos tienen menor acceso a la salud preventiva

Red Cross to Hold Drawings for $100 Gas Cards

AKLAND,- During the month of July, all presenting blood donors with the American Red Cross Northern California Region can enter a drawing for a $100 gas card. (Gas cards are non-transferable and not redeemable for cash). The Red Cross will hold four weekly drawings, and there will be four winners. Humane Society Silicon Valley (HSSV) expands vaccination clinic hours at its Medical Center

SSV's vaccination clinic has expanded its hours on Wednesdays from 9 am until 8 pm to serve more animals by accommodating owners' busy schedules. Monday, Tuesday, Thursday and Friday the clinic is open for walk-in vaccinations from 9am-6pm and Saturday 9am-5pm. The clinic is closed on Sundays.

Additionally, the Medical Center's spay/neuter surgery hours will expand to better accommodate the working public and parents. Drop off and pick up times are now Monday Friday, 6:30am-7:30am (before folks need to be at work or take their kids to school). Surgery pick-up times are now between 4pm-6pm. Î&#x201D;

his past Friday, June 25, two men were shot in San Jose on Sanborn Avenue. Police arrived at the scene at approximately 6:00 a.m. and rushed the two victims to the hospital. At about 10:30 a.m., one of the victims was pronounced dead. His name was Chris Lopez. That same afternoon, San Jose District 7 Councilmember Madison Nguyen held a community meeting to discuss the shooting that had occurred earlier that morning. “The community was very glad to see that

City’s custodians’ 20 percent wage cut not enough By Cinthia Rodriguez “This is a cruel way to balance the budget,” said Cindy Chavez, executive officer of the South Bay AFLCIO Labor Council. “By balancing our budget on the future of families that live, work and play here.” Chavez was referring to the way San Jose is approaching their deficit. She said suggestions for change were offered but none were taken. Now, 75 custodians are on the verge of losing their job in December, while the lucky ones will possibly be hired by the private contractor that takes over janitorial services. “Justice has a face and justice has a name, and in this case, it has 75 faces and names,” said Rev. Daryl Lavway, Grace Baptist Church. “They are the faces and names of the janitors who will be profoundly affected by actions and votes today.” The American Federation of State, County and Municipal Employees has offered 20 percent wage cuts for the janitors, which turns out to be double of what the city has asked, but the offer has been rejected. Those who are hired by the private contractor will lose about a third of their hourly pay and will lose most of their benefits. “It’s stressing me out because I’m thinking, what am I going to do when I do get laid off,” said Dina MedranoMiranda, custodian for 10 years at San Jose International Airport.

Medrano’s hourly wage of $23 will dramatically decrease to about half of what she is making once she is laid off and hopefully hired by the janitorial company contracted by the city. She can’t see herself supporting her three children and paying her mortgage with that type of pay and is reconsidering working for the city. “I just hope that they will listen to us and be able to save or jobs,” said MedranoMedina.

osing one’s home to foreclosure has become common in the United States over the past couple of years. About five million people have lost their homes so far, and it is estimated that another eight million will lose their homes in the coming years. Jenny Do, a resident of San Jose who has been helping those who have lost their homes, has heard countless sad stories from people who have lost their homes in the South Bay. Do was one of several community members who gathered at the Most Holy Trinity Catholic Church in San José to express her concern and outrage over the recent home foreclosure crisis. She told the story of an elderly woman she met who lived by herself with her three dogs. “One day the sheriff just showed up at her house and told her she had 15 minutes to gather her most prized possessions and leave. She gathered a few things and left with her dogs,” Do said. “She left her dogs at an animal shelter and was told she had ten days to pick them up. She returned 13 days later but it was too late, the dogs had been put to sleep. She was devastated.” The community members told similar stories throughout the night and along with community groups.

People Acting in Community Together (PACT) asked Laurie Maggiano, Policy Director for the Homeownership Preservation Office at the U.S. Treasury Dept., to hear community reports on the economic and social impact of the foreclosure crisis on Silicon Valley and the Bay Area, and the need for changes to the federal Home Affordable Modification Program (HAMP) to stop preventable foreclosures. HAMP is supposed to help those facing foreclosure by adjusting incredibly high loan interest rates imposed by banks. Yet, many feel that the program has not been implemented the way it should be. “We have learned many lessons in the first months of the program and are now working on really helping those in need,” Maggiano said. “So far we have awarded money to several agencies that help those who have recently lost their jobs and need help paying their bills.” Maggiano also added that she and the rest of her department would continue to work hard and keep the banks from taking people’s homes. PACT is a multi-ethnic, interfaith organization that empowers people to create a more just community. El recinto expondrá un tambor chapado en oro que una casa de instrumentos creó para el ex beatle y le entregó durante la primera gira estadunidense del grupo británico en 1964, informó este martes la institución. Richard Starkey, mejor conocido como Ringo Starr, fue el baterista de The Beatles, y de los cuatro integrantes el último en incorporarse a la formación definitiva y nació en la ciudad de Liverpool el 7 de julio de 1940. Demanda trabajo, investigación y paciencia. Elementos principales para Pablo Helman quien ha combinado su creatividad bastante bien a lado del cineasta George Lucas en la producción cinematográfica “The Last Airbender”. De la mano con la NASA "Trabajamos de la mano con la NASA, tuvimos que buscar imágenes reales para trabajar en una visión realista", explica el hombre creativo en esta película. "La escena de los mares y el fuego es un ejemplo de cómo trabajamos con imágenes rea les. Nos costó trabajar meses en una escena de segundos", explica el creativo de The Last Airbender. En Groelandia Helman también destaca que el éxito de

esta producción se basa por la linda historia, los excelente autores y los escenarios que se utilizaron este espectacular proyecto que por cierto fue grabado en Groelandia.
