A

la mayoría de los niños les encanta que les lean. ¿Sabía usted que además del placer de sentarse en la falda de un adulto para escuchar un cuento, el leerle a los niños es de lo mejor que puede hacer para ayudarles a progresar en la escuela?

La lectura estimula las habilidades del lenguaje y del cerebro en general, y alienta la imaginación, la curiosidad, y la creatividad. El desarrollar temprano las destrezas del lenguaje establece un fundamento sólido para el aprendizaje de la lectura en la escuela, mientras que las dificultades en la lectura pueden llevar al fracaso escolar y a una estima propia disminuida. Los niños a quienes no se les lee están en desventaja, y fácilmente pueden atrasarse en los estudios.

Aunque las investigaciones han destacado contundentemente la importancia del leerle a los niños pequeños, a la mayoría de los niños menores de 5 años no se les lee diariamente. ¿Por Qué? * Los desafíos que encaran las familias de bajos ingresos, quienes no pueden comprar libros y no tienen acceso a bibliotecas, o a libros en el idioma que leen los padres. * A algunos padres de familia no se les leyó de niños, por lo que no entienden lo importante que es. * Los padres de familia trabajan días largos y están cansados cuando regresan del trabajo. * La prisa cotidiana en la sociedad moderna no conduce a la lectura de libros. * Muchos niños tienen televisores donde duermen, o está prendido en casa todo el día. ¿Qué Hacer? * Encuentre bibliotecas públicas y saquen 10 libros semanalmente. Pídale sugerencias a la bibliotecaria, y permita que sus niños elijan libros que le atraen.

* Implemente horas de lectura familiar.

Los niños mayores pueden leerle a los menores, y los padres pueden leer libros, periódicos o revistas. Tomen turnos leyendo en alta voz si tiene niños que saben leer. * Hagan un intercambio de libros con sus vecinos o amigos. Todos traen libros ya leídos, y salen con libros nuevos para la biblioteca familiar. * Donen libros usados a escuelas, clínicas, iglesias, y refugios. * Establezca límites al tiempo de ver televisión o usar medios electrónicos. * Empiece una rutina de lectura a la hora de dormir; reduce el estrés y fortalece los vínculos afectuosos. * Explore programas tales como Reach Out and Read, donde los niños reciben libros gratis en su clínica de salud (http://www.reachoutandread.org), Raising a Reader, donde los centros pre-escolares le prestan a los niños libros para leer en casa (http://www.raisingareader.org) y Bring Me a Book, donde ayudan a las agencias y organizaciones sin fines lucrativos a desarrollar una biblioteca para niños (http://www.bringmeabook.org).

on gran entusiasmo, hemos recibido la noticia de que la Secretaría de Educación Pública en colaboración con el Instituto de los Mexicanos en el Exterior, ofrecerá 1000 becas para que nuestros connacionales que radican en el exterior cursen una licenciatura en el sistema abierto y a distancia.

El anuncio de las becas ofrecidas por ambas Instituciones, se recibe en un momento en el que se requiere mejorar las condiciones de vida de nuestra comunidad inmigrante mexicana y elevar su nivel de escolaridad.

La creación del programa de Educación Superior Abierta y a Distancia (ESAD) es un programa piloto que ofrece licenciaturas en: Administración de empresas turísticas, desarrollo comunitario, gestión y administración de pequeñas y medianas empresas, ingeniería en tecnología ambiental y mercadotecnia internacional.

Estos programas constituyen una gran oportunidad para que los mexicanos que radican en cualquier país del mundo, fuera

de México, sin importar su edad, situación económica o condición migratoria, ingresen a un programa de educación superior.

Además la ventaja de que sea una oportunidad virtual permite mayor flexibilidad entre los estudios y las actividades laborales.

El Instituto de los Mexicanos en el Exterior impulsa diferentes iniciativas en materia educativa, mismas que se presentan en 7 áreas: educación superior, virtual y a distancia, educación para jóvenes y adultos, programas binacionales de educación migrante, becas para mexicanos en el exterior y otros programas en beneficio de la comunidad en el exterior.

La educación en México, como en cualquier parte del mundo, es la clave para el desarrollo integral de las personas y por lo tanto de la sociedad en general. Nuestro Gobierno, es responsable de proveer mejores herramientas de educación para sus ciudadanos, dentro y fuera del territorio así como los ciudadanos somos responsables de responder con compromiso y calidad para sacar adelante al país por medio de nuestra educación integral. T

HEY KEEP COMING to the United States -- the men and women from rural Mexico -- to work in the flower fields, nurseries, avocado groves and sundry jobs throughout the country. Some would say that they are coming as criminal invaders. However, illegal alien crossings from Mexico are down this year relative to last year and the year before. Why? So say rabid anti-immigrant groups such as the Center for Immigration studies (CIS), a John Tanton uber-radical organization in Washington.

There are an estimated 12 million (or fewer) illegals. mostly Mexicans, living and working in the country. “Soon, however, fewer of them will be coming here to work.” Watching the Sunday news shows validated that statement when the White House revealed the number of illegal border crossers in Arizona alone is down 20 percent from a year ago. In the past three years, many experts declare the drop is closer to 30 percent. Regardless, fewer illegals are coming to the USA from Mexico.

Is it because of stronger border enforcement or more Border Patrol Agents? Or is it official hysteria in Arizona’s legislature with its controversial and likely unconstitutional heavy-handed anti-illegal law, SB 1070?

No. In that column I wrote in 2000, I stated, “The supply of willing Mexican emigres to the United States will shrink in coming years. Within a decade, the number of Mexicans illegally entering the United States will diminish to the point of endangering the production of our food supply.” A decade later, illegal border crossings have fallen dramatically.

Reasons: Birth and fertility rates. According to the New York Times and the CIA World Fact Book, Mexican women gave birth to 7 children per in 1965. That rate dropped to 2.5 in 1999 and an estimated 2.31 in 2010. (Aside: The CIS “estimates” that Mexican immigrant women, legal and illegal, in the USA have a 3.5 birth rate, a third higher than the general American population. An outcome is that many American farmers in the West and Southwest complain now that there aren’t enough workers to pick crops and crops are rotting in the fields.

The steady decline can be attributed to plunging birth rates, little else counts.

Mexico City with its urban millions led the way in lower births. The declining birth rate spread to the rural areas that have long supplied the young men who immigrated to The North, El Norte. This is the result of a 30-year-long birth-control program hustled in every rural village by the Mexican government.

Felipe Calderon persisted in promoting this program. The country will soon reap the double-edged rewards of a declining birth rate. Mexican women, who traditionally have not worked outside the home have entered the workforce, which also contributes to the drop in national fertility rates.

As Mexico's economy grows and modernizes, more and more real jobs are created. This growth theoretically absorbs those rural farmers who have been displaced by cheaper American corn. The cheaper corn that replaced inefficient and money losing small-plot corn agriculture practiced in Mexico for decades. Mexican consumers benefit by cheaper American corn despite cries from antiNAFTA people that the agreement is “destroying” traditional agriculture.

As the number of young people, especially rural young men, shrinks, an unprecedented situation may come to pass: Mexico will have more jobs than people to work them. Consequently, wages will rise.

Thus, as the promise of NAFTA is becoming reality in Mexico, Mexicans will have all the jobs they can fill in Mexico. They won't need to come here looking for subsistence work. At least, that's the theory. When? The phenomenon actually began five years ago and proceeds into the future.

Mexican demographer Agustin Escobar said in 2000 that for 15 years, the number of working-age Mexicans entering the labor force remained steady.

"We needed emigration to help our people find work," he said. "But now we can see a future which is going to be quite different from the 1980s and 1990s."

I wrote in 2000, “Escobar thinks that by 2010 the number of Mexican emigrants to the United States will decrease to such an extent that it will, pose problems for the U.S. economy. Specifically for California's agricultural economy.” How prescient -- for that is exactly what has happened.

Farm owner s think that the percentage of illegal aliens in the farm work force might be as high as 80 percent. California depends on illegal immigrant labor to pick almost all crops in the most productive farmland in the country. If illegals from Mexico aren't there to pick the crops, who will?

We now know two things: (1) smaller numbers of Mexican men will come North as their population cohort decreases; (2) as the Mexican labor market constricts because of lower birth rates, Mexican wage rates will rise obviating the need of entry level working Mexican men to come to the USA. That is happening today.

Proof: Fewer Mexicans coming illegally to the USA, a trend that started long before Arizona even thought of its infamous SB 1070 law.

ith the recent health profile report release, Santa Clara County became the first government agency locally to offer Community Supported Agriculture (CSA) to its employees. Every Tuesday, the program will provide farm fresh fruits and vegetables directly to its workers, the county’s latest effort to promote employee wellness.

In Ken Yeager’s State of the County Address in January, Yeager called for renewed enthusiasm in promoting employee wellness. He has long supported connecting employees to CSA and used the speech to draw attention to its possibilities.

“I know that many employees don’t have easy access to fresh fruits and vegetables and farm eggs,” said Santa Clara County Board of Supervisors President Ken Yeager. “I hope that this will make it easier for them to plan healthier meals for their families and avoid fast food.”

CSA delivers organic produce that is locally grown directly to its consumers. It benefits the farmer by providing more customers who receive convenient access to high-quality fruits and vegetables. Produce

La Agencia de Protección Ambiental de los Estados Unidos (EPA) ha comenzado el tercer Examen quinquenal de acciones de limpieza realizadas en Sitio de Superfund de South Bay Asbestos, en Alviso, San José.

Cuando el remedio de la EPA deja algunos contaminantes en el lugar, la ley del Superfondo requiere la evaluación de los sistemas de la protección cada cinco años, hasta que el sitio se ha limpiado lo suficiente para permitir el acceso sin restricciones.

Grand Opening of Andrew P. Hill House at San José’s History Park at Kelley Park

an José, CA.- The Victorian Preservation Association of Santa Clara Valley, (VPA), announce the grand opening of San José’s newest house museum, the Hill House. Grand Opening festivities are planned for Sunday, July 25 from 1:00 p.m. to 4:00 p.m. in San José’s History Park at Kelley Park.

The event is free and open to the public and will include a ribbon cutting ceremony at 1:30 PM. Entertainment includes antique autos on display and costumed actors from History San José’s Portraits of the Past. Music, refreshments and tours of the Hill House will add to the festivities. Andrew Putnam Hill (1853 – 1922) was an

important San José painter and photographer.

The Hill House was acquired by the VPA in 1995. This San José city landmark building was located on Sherman Avenue in San Jose, then moved in 1997 to San José’s History Park, where the VPA has worked on its restoration ever since.

“It has taken many years of hard work by a number of good people,” says VPA President Marcus Salomon. “We are thrilled to be able to open this historic house to the public!”

Guests will be treated to exhibits of Andrew P. Hill’s work and learn about his contribution to save California’s coastal redwoods. It was through his efforts that we now have Big Basin Park that resulted in the California State Parks System. Artifacts from Hill’s era will also be on display along with family photos and period furnishings.

The restoration of the Hill House was funded through generous grants from the Historical Heritage Commission of Santa Clara County, and the Victorian Preservation Association. Diaper drive launched

n Tuesday, July 20, The Family Wellness Court (FWC) of Santa Clara County launched a 60-day diaper drive in an effort to raise $5,000 that would fund a one-year supply of diapers for local infants and toddlers at the FWC. “One of the items that parents at FWC always ask for is diapers because food stamps and other general assistance programs do not cover diapers and cloth diapers cannot be washed in commercial Laundromats,” said Carla Collins, policy analyst with the office of women’s policy for Santa Clara County. “Parents of limited means must make tough choices to meet their basic needs for shelter, food and medicine. They might also have to stretch the use of a diaper for a few hours.”

Several organizations such as the Jewish Federation of Silicon Valley, Commission Partners and Community to Fill Safety Net Gap for Infants and Toddlers are involved in this effort.

“Our hope is to get members of our communities to donate $20 dollars towards this effort,” Collins said. “We hop to be able to help over 200 families who are a part of FWC. Most of the families have toddlers between the ages of one and three.”

The FWC is a collaboration between the Social Services Agency, the agency’s Depart-

ment of Family and Children’s Services, Superior Court, the Dependency Advocacy Center, the Department of Alcohol and Drug Services, the Mental Health Department, Legal Advocates for Children and Youth, County Counsel, Child Advocates, the Domestic Violence Intervention Collaborative, FIRST 5 Santa Clara County and numerous community based organizations. The target population is pregnant women and parents, with children 0 to 3; whose use of methamphetamine and other substances have placed their children in or, at risk of, outof-home placement.

The FWC is an expansion and enhancement of Superior Courts’ Drug Dependency Treatment Court, which has been highly successful in assisting women to achieve and maintain sobriety, overcome personal obstacles, become better parents and reunite with their children. The additional resources for FWC assist women in having earlier assessment for and access to substance abuse treatment and ensure that their children receive in-depth developmental and behavioral assessments and services to improve their well being. Other project goals are to prevent subsequent births of substance exposed newborns, to create a unified system of care for the target population and build capacity to take the model to scale across the dependency system.

CHSE Offers Improved Graduation Rates Among Students Of Color

ASHINGTON-The Campaign for High School Equity (CHSE) joined one of its partners, the Alliance for Excellent Education, in forecasting the economic impact of halving the high school dropout rate for students of color and Native students in the nation's 45 largest metropolitan areas.

According to the Alliance, if just half of the estimated 600,000 students who dropped out of high schools in these metropolitan areas in 2008 had graduated, this single class of new graduates would likely earn as much as $4.1 billion in additional income and spend an additional $2.8 billion, much of it in their hometowns.

"Increasing graduation rates among students of color would not only enhance students' opportunities to succeed in the future, but could be the key to reversing the negative economic trends our country is facing," said Michael Wotorson, executive director of CHSE. "Increasing the annual earning, investing, and purchasing power of these potential graduates would dramatically improve the economy at every level. These metro areas cannot recover and sustain economic health without getting every high school student, regardless of zip

code or race, across the finish line."

CHSE asserts that the Common Core State Standards Initiative, a state-led voluntary effort to establish a set of clear, high academic standards for all schools is one avenue to improve educational outcomes, but to be effective it must place the concerns of students of color and Native students at the forefront as standards are adopted and implemented. The benefits of these standards must be connected to efforts to bring an effective teacher to every classroom and to use accurate data to identify and address challenges.

CHSE is a coalition of leading civil rights organizations representing communities of color that is focused on high school education reform. Members include the National Urban League, National Council of La Raza, National Association for the Advancement of Colored People, The Leadership Conference Education Fund, Mexican American Legal Defense and Educational Fund, LULAC, National Association of Latino Elected and Appointed Officials Educational Fund, Alliance for Excellent Education, National Indian Education Association, and Southeast Asia Resource Action Center.

Ken Yeager, President of the Santa Clara County Board of Supervisors, announced the release of the Health Profile Report on Tuesday, July 20 at San Jose’s Government Center.

n Tuesday, July 20, the Santa Clara County Public Health Department released the Health Profile Report, in which the health of 1.8 million county residents was examined and provides a picture of overall health.

The report shows that Santa Clara County is healthy on the surface, but a deeper look reveals discrepancies that show certain populations are more at risk for poor health and disease than overall county results. Discrepancies are differences in health status among subgroups defined by certain characteristics like race, income, or education.

The county’s population is diverse and has no ethnic majority. The county also has a large foreign-born population, with 38% of its residents born outside the U.S. This represents the highest proportion of immigrants in any county in the state.

“In looking at the data, we can now target our limited resources and really fix some of the areas that really say something about our community,”

said Dr. Martin Fenstersheib, Santa Clara County Health Officer. “We’ve made a lot progress, but again we have a lot more to do.”

The progress includes the overall life expectancy, from 76 years in 1980 to more than 80 years now. The percentage of high school students, as well as the number of adults, who smoke dropped. The teen birth rates also dropped but are highest among Hispanic females.

The health officer also talked about the areas that need improvement and the existing discrepancies. For example, access to health care has declined while obesity and diabetes are rising. More than 4 in 10 Hispanics are uninsured and 68% were overweight or obese. There is also a higher proportion of Hispanic adults that have been diagnosed with diabetes. Hispanics also account for 14% of the Tuberculosis cases in the county.

“We must change behaviors and help our community have greater access to healthier foods and encourage everyone to eat more fruits and vegetables,” said Ken Yeager, President of the Santa Clara County Board of Supervisors.

Part of the Champions for Change Network for a Healthy California, the Public Health Department is working with its community partners to promote healthy eating and physical activity through public education campaigns and local activities.

The report suggests that overweight rates are higher among low-income families and understanding something like that can help determine the health programs and policies that are needed. But income is only one of the many things that can affect health.

“The report helps us zoom in on the need of specific communities, such as the Latino community,” said Dana Bunnett, Executive Director of Kids in Common. “We make sure that all our kids are insured, including kids who might not be documented.”

Overall, the County of Santa Clara has taken the lead on policy issues designed to reduce obesity and related diseases, like banning toys with unhealthy children’s meals.

Marihuana: Legal o ilegal H

A todo esto una iniciativa, proposicion 19, que legalizaría por primera vez en Estados Unidos el consumo de la marihuana y que ahora empieza a encontrar más oposición que apo yo. Así lo r eveló una encuesta divulgada por el I nstituto Field.

El sondeo mostró que 48 por ciento de los electores consultados se opone a la propuesta y 44 por ciento la apoya.

Esta es la primera vez que la Iniciativa de Impuestos a la Venta de Cannabis encuentra más opositores que simpatizantes.

Al iniciar la campaña el 56 por ciento apoyaba la venta legal de marihuana en California para aportar impuestos al estado.

La iniciativa, que será presentada en referendo en noviembre próximo, muestra que la industria de la marihuana en California se traduce en unos 14 mil millones de dólares anuales y su venta legal aportaría por lo menos tres mil millones de dólares en impuestos al estado.

Los latinos y los asiáticos se oponen casi dos a uno a la legalización de la marihuana. Entre los latinos un 62 por ciento se opone y un 36 por ciento está de acuerdo. Los asiáticos también la rechazan en 62 por ciento y 33 por ciento la aprueba.

La encuesta se llevó cabo entre mil cinco electores, vía telefónica entre el 22 de junio y el 5 de julio, en inglés y en español. Tiene un margen de error de 4.0 por ciento.

El uso legal e ilegal de la marihuana La posesión, uso, transporte, o el cultivo de la marihuana es generalmente ilegal en California. La posesión de menos de una onza es un delito menor, y vender marihuana es un delito.

En 1996, los votantes de California aprobaron una ley que legalizó el cultivo y la tenencia de marihuana para fines medicinales. Cuando todavía era un delito federal, en 2009, el Departamento de Justicia de EE.UU. anunció que no procesaría a los pacientes y proveedores de marihuana que siguen la ley de California.

Las autoridades policiales señalan que ellos ya tienen suficientes problemas con el abuso del alcohol; esta nueva ley podría llevar a más problemas con el abuso de la marihuana. Otros temen que la legalización de la marihuana en California podrían atraer a la delincuencia organizada, o que la agroindustria se desplazan a los pequeños productores al elevar el costo mismo tiempo que reduce el precio de sus cosechas.

Con respecto a la posible deportación de los inmigrantes legales por delitos menores de drogas, si la Proposición 19 es aprobada, la Corte Suprema de los EE.UU. Los Hot Boxers

trumming his guitar and r elaxing in the shade on a late Sunday morning in East San Jose, musician Christian Vela r ocks steadily in his chair as he patiently waits f or an ev ening which he will most likely st ore in his memor y’s ‘Good Times’ category. Joining him is his good friend M att Kolb and Vela’s dog Lola.

Vela and Kolb, along with Daniel Maldonado, make up Los Hot Boxers, a Chicano Rock*Steady Trio from East San Jose.

Vela, who used to play in Firme (one of San Jose more well known Latin Bands), began writing Los Hot Boxers’ music two years ago.

“Then about a year ago, I recruited Danny (who is currently Firme’s bass player) and Matt on drums and we began performing as Los Hot Boxers at clubs, parties and bar-b-ques,” Vela says. “I asked Danny because I had played with him in Firme for a long time, and Matt because I’ve known him since the Cactus Club days.”

Kolb had toured with Monkey, a local ska band who are also veterans of the Bay Area music scene.

“Monkey and Firme used to share the stage years ago and we would all hangout after our shows,” Kolb says. “When I heard Christian

was doing his own project, I knew that it was something that I wanted to be a part of. I also like the old picture of the boxer that Christian was using to promote his project.”

The trio’s influences are spread out throughout the musical spectrum.

“I’m influenced by a lot of soul music from artists such as Barry White and Marvin Gaye,” Kolb says. “But I’m also influenced by rock groups such as Led Zeppelin and The Police.”

Vela says he pretty much likes anything that is well written. He was introduced to Latin Jazz, Salsa, and sixties Jamaican music in his youth.

Later in life he began listen American Jazz.

As for the future, the trio plans to continue to write songs and play more regional show throughout the summer.

“We’re also planning to go to Texas this Fall and play some show there because we are starting to develop a fan base there,” Vela said.

Los Hot Boxers have released EP title “Uno” on Vela’s Pinke Records, which is also used as a graphics house for the band.

“We design most of our bands promotions such as flyers and album cover,” Vela says. “I even screen print our T-shirts myself.

Pinke Records is also used to record other local artists such as Kincaid Smith.

Angélica Espinosa Stransky, nombre real de la actriz, nació el 11 de julio de 1953 en el D istrito Federal. Es hija del afamado compositor y actor José Angel Espinosa "F errusquilla", de quien heredó el gusto por la actuación, más no así el de la música.

Debido a su inclinación por la actuación, comenzó a participar en algunas películas con pequeños papeles, que con el paso del tiempo cr ecieron en importancia, hasta incluir dentro de su trayectoria 30 películas filmadas en México y Estados Unidos.

Ha sido nominada par a diversos galardones como el premio Ariel como Mejor Actriz de Reparto por su partic-

fter taking sometime off (and vacating his world championship belt) to be by his then ailing wife's side as she battled leukemia, Gilroy’s hometown hero, Robert “The Ghost� Guerrero will be returning to the ring to face Joel Casamayor. “I had to take sometime off to clear my mind and be my wife’s side,� Guerrero said. “Now, I’m just really excited and can’t wait to get back in the ring.�

Guerrero says he has been getting up at five in the morning to train for this match and is more focused than he has ever been. “I’m ready to get back out there,� Guerrero says. “I also want to fight the bigger names in boxing now.�

His opponent, Joel Casamayor, was actually somewhat of a mentor for Guerrero when his was first starting his boxing career. “I learned so much about boxing from him when I was first starting out,� Guerrero said. “But I haven’t really kept in touch with him over the last years.�

Casamayor has also been taunting Guerrero by sending him messages on Twitter about their up coming fight. “That’s just Joel’s style, he likes to get under your skin,� Guerrero said. “But talk is cheat and we will see what happens when we step into the ring.�

Casamayor is also known for being rough and using illegal hits such as elbows and head butts. But Guerrero says he is not too concerned about this. “I’m not going to sink to his level and fight rough, but I will keep him honest if he starts hitting me with some illegal hits,� Guerrero says.

Guerrero and Casamayor’s battle will be part of the undercard for July 31st Marquez vs. Diaz II "Fight of the Year: The Rematch".

The event will be held at the Mandalay Bay Hotel and Casino in Las Vegas. “I will be in Vegas for about a week, but I feel the distractions of Vegas will not affect me at all,� Guerrero said. “I am too focused on this fight to be distracted by anything else.
